Requesting an extension of time to file.

The tax return filing deadline is almost here.  If you haven’t filed yet, you should file timely to avoid possible penalties and interest. See below for tax return filing help.

to pay a visit to meaning

Filing Help

For most people, your tax return needs to be filed by April 15.   If you need assistance with filing your tax return you can visit the  Filing for Individuals page ,  Online tools and resources  , or  Free tax preparation available for millions of families pages  on IRS.gov.

If you haven’t filed yet and you cannot do so by the due date, you can request more time. See below for how to request more time to file. Please be aware – there are  consequence to not filing at all .

Special Situations

In some situations, you may have an automatic extension of time to file and pay. This include, but are not limited to:

  • When April 15 falls on a holiday.
  • Military members serving in a combat zone.
  • Areas covered by a disaster declaration.
  • International taxpayers.

To request  more time to file your tax return , individuals can file  Form 4868, Application for Automatic Extension of Time To File U.S. Individual Income Tax Return . This allows you six more months to file. However, if you can file sooner, do it and don’t wait the whole six months. Instead of filing Form 4868, you can apply for an automatic extension by making an electronic payment by the due date of your return. You can pay online or by phone.

See  Extension of Time To File Your Tax Return on IRS.gov  for more details and for information on filing extension requests for special situations.

An Extension to File Does Not Mean You Can Wait to Pay

The IRS urges people with a filing requirement and a balance due to file by the April deadline even if they cannot pay in full. Taxpayers in this situation should pay what they can and consider a payment plan for the remaining balance. This is because any monies paid after the due date will incur interest  and   penalties (up to the maximum allowed by law) until the balance is fully paid. There are certain instances when some or all of the penalties charged can be waived , but interest isn’t generally waived for any reason other than an IRS delay.

Payment Options

There are several payment options, but you need to review them all and understand the consequences of each before you choose. You can visit our  I can’t pay my taxes  page for more information on where to start.

Other great resources are IRS provides various payment options for taxpayers who owe but can’t pay in full , and Paying Your Taxes .

Using your phone to pay is convenient, but it can also mean you spend more

The Apple Pay app on an iPhone in New York. Consumers tend to spend about 10% more when they adopt mobile contactless payment methods, a researcher says.

These days, you don't even have to take your credit card out of your wallet in order to buy something. If you are shopping online, you can store your credit card numbers on your computer and just hit "click to pay." In a store, call up Apple Pay or Google Pay on your smartphone and tap it against the payment terminal.

There's a term now for this type of purchase: frictionless payments. And it might make spending money a little too easy for some people.

In a recent paper based on data from a Chinese bank , researchers found that customers charged 9.4% more on average to their credit cards, through both online and in-person transactions, after they adopted a mobile payment method than they had before.

The U.S. sharply limits how much credit cards can charge you in late fees

The U.S. sharply limits how much credit cards can charge you in late fees

The paper does not explore the effects frictionless payments are having on credit card debt. But the paper's lead author, Yuqian Xu , an assistant professor at the Kenan-Flagler Business School at the University of North Carolina at Chapel Hill, told NPR she believes they probably play a significant role.

Given the paper's findings, and surveys showing that about half of the U.S. population uses mobile payments , Xu estimates that approximately 4.5% of total credit card usage in the country is due to the influence of frictionless payments. That means, she calculates, that about $50 billion of the $1.13 trillion in current consumer credit card debt can be attributed to the ease mobile payment apps present.

Here are other excerpts from an interview with Xu, edited for brevity and clarity.

You did this research with a Chinese bank. Would you say that the way people use mobile payments in the U.S. likely follows a pretty similar pattern?

Yes. A fundamental mechanism here is the convenience that mobile payments bring to consumers. Therefore, we would expect that the effect would be similar in the U.S. mobile payment market.

It takes about 40 seconds to buy something with a physical credit card , compared to just 30 seconds to buy it with a smartphone. Can just 10 seconds make people change their buying habits?

The main reason underlying the increase in usage is convenience. And the convenience manifests in two primary ways. This swift transaction process contributed significantly to the overall convenience experienced by users. But there's another part of the convenience derived from the absence of the need to carry additional physical cards or a wallet.

Americans are piling up credit card debt — and it could prove very costly

Across America: Debt On The Rise

Americans are piling up credit card debt — and it could prove very costly.

What about yourself? Do you find yourself using your phone more often than you would a credit card?

Yes, I do find that actually. In the past, I tended to forget to bring my physical cards. And this actually sometimes created a barrier to buy things. But I don't tend to forget my mobile phone. I bring my mobile phone every day. So I find I purchase more with mobile payments.

Do you have any tips for people who want to control their spending? Should they avoid these mobile payment apps?

I would say, don't avoid these mobile payment apps. Technological advancements can offer us a lot of convenience and improve the security of financial transactions. What's most important is that people need to be aware of these dynamics — we can better manage our financial resources, potentially reducing impulsive expenditures.

What to Know About Biden’s New Student Debt Relief Plan

The proposal would affect nearly 30 million people and would target groups that have had hardships in repaying their loans.

Biden Announces New Plan for Student Debt Relief

President biden announced a large-scale effort to help pay off federal student loans for more than 20 million borrowers..

Today, I’m proud to announce five major actions to continue to relieve student debt for more than 30 million Americans since I started my administration. And starting this fall, we plan to deliver up to $20,000 in interest relief to over 20 million borrowers and full forgiveness for millions more. [applause] I will never stop to deliver student debt relief and hardworking Americans. And it’s only in the interest of America that we do it. And again, it’s for the good of our economy that’s growing stronger and stronger, and it is, by freeing millions of Americans from this crushing debt of student debt. It means they can finally get on with their lives instead of being put — their lives being put on hold.

By Erica L. Green

Reporting from Washington

President Biden released details on Monday of his new student loan debt forgiveness plan for nearly 30 million borrowers.

The proposal still needs to be finalized and will have to withstand expected legal challenges, like the ones that doomed Mr. Biden’s first attempt to wipe out student debt on a large scale last year.

Biden administration officials said they could begin handing out some of the debt relief — including the canceling of up to $20,000 in interest — as soon as this fall if the new effort moves forward after the required, monthslong comment period.

Here’s what is known so far about the program:

Who would benefit from the new plan?

The plan would reduce payments for 25 million borrowers and erase all debt for more than four million Americans. Altogether, 10 million borrowers would see debt relief of $5,000 or more, officials said.

The groups affected include:

— Borrowers whose loan balances have ballooned because of interest would have up to $20,000 of their interest balance canceled. The plan would waive the entire interest balance for borrowers considered “low- and middle-income” who are enrolled in the administration’s income-driven repayment plans.

The interest forgiveness would be a one-time benefit, but would be the largest relief valve in the plan. The administration estimates that of the 25 million borrowers that could see relief under this waiver, 23 million would see their entire interest balance wiped out.

— Borrowers who are eligible for, but have not yet applied for, loan forgiveness under existing programs like Public Service Loan Forgiveness or the administration’s new repayment program, called SAVE, would have their debts automatically canceled.

— Borrowers with undergraduate student debt who started repaying their loans more than 20 years ago, and graduate students who started paying their debt 25 or more years ago, would have their debts canceled.

— Borrowers who enrolled in programs or colleges that lost federal funding because they cheated or defrauded students would have their debts waived. Students who attended institutions or programs that left them with mounds of debt but bleak earning or job prospects would also be eligible for relief.

— Borrowers who are experiencing “hardship” paying back their loans because of medical or child care costs would also be eligible for some type of relief. The administration has not yet determined how these borrowers would be identified, but is considering automatic forgiveness for those at risk of defaulting.

How is this different from the last plan?

Mr. Biden initially tried to grant $400 billion in debt relief for 40 million borrowers by using the Higher Education Relief Opportunities for Students Act of 2003, or HEROES Act, which the administration argued allowed the government to waive student debt during a national emergency like the Covid-19 pandemic.

The Supreme Court blocked that move , saying that Mr. Biden had exceeded his authority.

The new plan would forgive some or all loan debt for nearly 30 million borrowers under the Higher Education Act, the federal law that regulates student loan and grant programs. By targeting specific groups of borrowers — instead of offering broad loan forgiveness — the administration believes it can act within the narrower confines of that law.

The Biden administration said lawyers for the White House and the Education Department studied last year’s Supreme Court ruling and designed the new program to make sure it did not violate the principles laid out by the justices.

Still, there could be questions about whether the borrowers under the latest plan would be considered “limited,” as the Supreme Court said the Higher Education Act requires, or whether the administration again overstepped its authority.

What’s the timeline?

The new plan still needs to be published in the Federal Register, which then will start a monthslong public comment period. Administration officials have said they hoped some of the provisions would begin going into effect in “early fall.”

That could leave the debt relief plan unresolved as voters go to the polls in November to choose between Mr. Biden and former President Donald J. Trump.

But Biden campaign officials hope the latest effort will help rally voters who were sorely disappointed by the Supreme Court’s decision last year.

Four Questions: Brandon Aiyuk and The Draft

Four Questions: Brandon Aiyuk and The Draft

This time the contract tug of war could be different, Brandon Aiyuk is in demand.

  • Author: Tom Jensen

In this story:

Bradon Aiyuk has unfollowed the 49ers on Instagram , the usual contract negotiation drama in April.

  • Does AIyuk unfollowing the Niners mean anything?

No. The Niners have the power, they can roll Aiyuk into his fifth-year option and then franchise tag him the following year.

Aiyuk does have a few cards of his own. First, he’s right, based on other signings his market value should be about $27.5 million per year. If Aiyuk were an unrestricted free agent he would have received at least that in the open market and been long gone. Aiyuk can point to that and say I’m not compromising. That you don’t use me enough to make me worth $27.5 million to you is not my concern.

Second, he can choose to hold out until he has to start playing to accrue the year. Aiyuk sits, the Niners stumble out of the gate, and the number one seed starts to fade away. There are costs to the Niners playing hardball and Aiyuk has said he’ll hold out if need be.

I would pay Aiyuk what he wants, and if the Niners are not willing to do that, then trade him. But the Niners will revert to process, they'll drag out the talks and hope to reach a deal in July or August. Maybe that can happen, but I don’t expect Aiyuk to compromise on money.

2.      If the 49ers decide to trade Aiyuk, what can they get?

The Washington Post reported recently that Pittsburgh is looking for a veteran WR1 to pair with Russell Wilson. Presumably Aiyuk would be at the top of their list. A trade with the Steelers would need to give them an early pick for a center, so Aiyuk and 31 to Pittsburgh for 20, 51 and a 2025 4th rounder could work.

Aiyuk started following Washington and is hoping for an Arizona State reunion with Jayden Daniels. In addition, Commanders GM Adam Peters is rumored to be interested in Jordan Morgan, who would be available at 31. The Niners send Aiyuk and 31 to Washington for 36, 40, 67, and a future late pick. The Niners would have four picks in the heart of this draft from 36 to 67.

3.      If the draft were held today, who would you predict the Niners take at 31?

Marshawn Kneeland, 6-3/267 edge from Western Michigan. I started projecting Kneeland as the pick early last week. Since then he’s visited five teams and has invites from 16, including the 49ers.

Yesterday the Athletic’s Dane Brugler, author of The Beast draft guide, named Kneeland as his sleeper pick for the first, tweeting that he has him ranked 32nd on his board.

Kneeland is the draft’s best edge setting defensive end against the run, has the quick burst off the line the Niners value, and has developed a very effective spin move. He can play outside on run downs and move inside on passing downs, a needed addition for quality depth upfront.

If the Niners select a defensive lineman at 31 it would mark the 4th time in eight years that Kyle Shanahan and John Lynch have used their first pick in the draft on the defensive line.

4.      The 49ers have a recent history of drafting many of the players they bring in for Top 30 visits, what’s the takeaway this year?

Breaking down the 49er visits by player and where they are projected to go in the draft: Late 1st-Early 2nd EDGE Marshawn Kneeland (W Mich)

Mid-to-Late 2nd (would likely require a big trade up from 63) WR Malachi Corley (WKU), DL Brandon Dorlus (Oregon)

Late 2nd-Early 3rd (could include a small trade up from 63) IDL Michael Hall Jr. (Ohio St), CB Andru Phillips (UK), LB Trevin Wallace (UK)

Late 3rd (hope they fall to 94) WR Javon Baker (UCF), WR Brenden Rice (USC)

4th S Sione Vaki (Utah), OT Caedan Wallace (Penn St) 5th CB Chau Smith-Wade (Washington St)

6th   IDL Evan Anderson (Florida Atlantic) 7th/UDFA LB Jamal Hill (Oregon)

13 visits have been scheduled so far, leaving another 17. Based on the distribution above, several of the remaining invites should be in the late 1st and 4th round windows.

Two receivers late 3rd can show intent. I have the Niners taking Baker in the 3rd in my current mock, though I think it’s the best round to target a corner based on the available talent.

Your last-minute guide to Monday's total solar eclipse

Photo Illustration: The phases of a total solar eclipse

A total solar eclipse will cross North America on Monday , offering millions a rare opportunity to see afternoon skies temporarily darken as the moon blocks the face of the sun.

Tune into NBC News NOW as Lester Holt hosts a two-hour special at 2 p.m. ET Monday from Indianapolis Motor Speedway.

The eclipse's path fortuitously cuts across Mexico, 15 U.S. states and a small part of eastern Canada. In all other states in the continental U.S., viewers will be treated to a partial solar eclipse, with the moon appearing to take a bite out of the sun and obscuring part of its light.

Here’s everything you need to know about the rare celestial event.

What is a solar eclipse?

Solar eclipses occur when the sun, moon and Earth align. The moon passes between Earth and sun, temporarily blocking the sun’s light and casting a shadow on Earth.

A total solar eclipse is when the moon fully obscures the sun, whereas a partial solar eclipse means it blocks just a portion of the sun’s face.

Solar eclipses occur only with the new moon. Because the moon’s orbit around Earth is tilted, the three bodies don’t always line up in a way that creates an eclipse.

“Imagine if the moon’s orbit were in the plane of Earth’s orbit around the sun — if that were the case, then every new moon, you’d have a total solar eclipse and every full moon, you’d have a lunar eclipse,” Neil DeGrasse Tyson, director of the Hayden Planetarium at the American Museum of Natural History, told NBC News. “So, because things don’t always align, it lends to the rarity of the event and the specialness of the event.”

Where and when will the eclipse be visible?

This year’s eclipse will follow a slightly wider path over more populated areas of the continental U.S. than other total solar eclipses have in the recent past.

NASA estimates that 31.6 million people live within what’s known as the path of totality, where the total solar eclipse will be visible. An additional 150 million people live within 200 miles of the path, according to the agency.

The path travels through Texas, Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Indiana, Ohio, Pennsylvania, New York, Vermont, New Hampshire and Maine. Tiny parts of Michigan and Tennessee will also be able to witness totality if conditions are clear.

After the eclipse crosses into Canada, it will pass over southern Ontario, Quebec, New Brunswick, Prince Edward Island and Cape Breton, at the eastern end of Nova Scotia.

Those outside the path of totality can still take part in the astronomical event by viewing a partial solar eclipse — visible throughout all 48 states of the contiguous U.S. — or a NASA livestream.

The timing, including how long totality lasts, depends on the location, but some spots will see the moon fully cover the sun for up to 4 minutes and 28 seconds.

Below is a list of timings for some cities along the path of totality, as  provided by NASA . A number of other resources, including NationalEclipse.com  and  TimeandDate.com , can also help people plan.

  • Dallas: Partial eclipse begins at 12:23 p.m. CT and totality at 1:40 p.m.
  • Little Rock, Arkansas: Partial eclipse begins at 12:33 p.m. CT and totality at 1:51 p.m.
  • Cleveland: Partial eclipse begins at 1:59 p.m. ET and totality at 3:13 p.m.
  • Buffalo, New York: Partial eclipse begins at 2:04 p.m. ET and totality at 3:18 p.m.
  • Lancaster, New Hampshire: Partial eclipse begins at 2:16 p.m. ET and totality at 3:27 p.m.

How to safely view a solar eclipse

It is never safe to gaze directly at the sun, even when it is partly or mostly covered by the moon. Special eclipse glasses or  pinhole projectors  are required to safely view solar eclipses and prevent eye damage. Failing to take the proper precautions can result in severe eye injury,  according to NASA .

Eclipse glasses are thousands of times darker than normal sunglasses and specially made to enable wearers to look at the sun during these kinds of celestial events.

Sky-watchers should also never view any part of the sun through binoculars, telescopes or camera lenses unless they have specific solar filters attached. Eclipse glasses should not be used with these devices, as they will not provide adequate protection.

However, during the few minutes of totality, when the moon is fully blocking the sun, it is safe to look with the naked eye.

Beware of fake eclipse glasses. On legitimate pairs, the lenses should have a silver appearance on the front and be black on the inside. The manufacturer’s name and address should be clearly labeled, and they should not be torn or punctured. Check, as well, for the ISO logo and the code “IS 12312-2” printed on the inside.

If you don’t have eclipse glasses, you can make a homemade pinhole projector, which lets sunlight in through a small hole, focuses it and projects it onto a piece of paper, wall or other surface to create an image of the sun that is safe to look at.

All you need is two pieces of white cardboard or plain white paper, aluminum foil and a pin or thumbtack. Cut a 1- to 2-inch square or rectangle out of the center of a piece of white paper or cardboard. Tape aluminum foil over that cut-out shape, then use a pin or thumbtack to poke a tiny hole in the foil.

During the eclipse, place a second piece of white paper or cardboard on the ground as a screen and hold the projector with the foil facing up and your back to the sun. Adjusting how far you hold the projector from the second piece of paper will alter the size of the image on the makeshift screen.

What to look for while viewing the total solar eclipse

For people along the path of totality, there are some fun milestones to keep track of as the total solar eclipse unfolds.

As the eclipse progresses and the sun gets thinner in the sky, it will start to get eerily dark, according to Tyson.

The "diamond ring effect" is shown following totality of the solar eclipse at Palm Cove in Australia's Tropical North Queensland in 2012.

When the last beams of sunlight are about to become obscured, look out for the “diamond ring effect”: The sun’s atmosphere will appear as an illuminated halo, and the last light still visible will look like the diamond of a giant ring.

As the sunlight decreases even further, an effect known as Baily’s beads will be created by the moon’s rugged terrain. Tiny “beads” of light will be visible for only a few seconds around the dark moon, as the last bits of sunlight peer through the moon’s mountains and valleys.

When the moon is fully blocking the sun, it is safe to remove eclipse glasses and look at the total solar eclipse with the naked eye.

The Bailey's Beads effect is seen as the moon makes its final move over the sun during the total solar eclipse on Monday, August 21, 2017 above Madras, Oregon.

Some lucky sky-watchers may even catch a glimpse of a comet .

Comet 12P/Pons-Brooks — nicknamed the “ devil comet ” because an eruption last year left it with two distinct trails of gas and ice in the shape of devil horns — is currently visible from the Northern Hemisphere as it swings through the inner solar system.

The comet can be seen in the early evenings by gazing toward the west-northwest horizon. During the eclipse, when skies darken during totality, it may be possible to see the comet near Jupiter, but its visibility will depend on whether it’s in the middle of an outburst and thus brighter than normal.

Most likely, all eyes will be on the alignment of the moon and sun.

“Most people won’t even notice,” Tyson said. “But if you know to look, it’s there.”

When is the next solar eclipse?

The next total solar eclipse will be in 2026, but it will mostly pass over the Arctic Ocean, with some visibility in Greenland, Iceland, Portugal and northern Spain. In 2027, a total solar eclipse will be visible in Spain and a swath of northern Africa.

The next total solar eclipse visible from North America will be in 2033, but only over Alaska. Then in 2044, a total solar eclipse will cross Montana, North Dakota, South Dakota, parts of Canada and Greenland.

The next total solar eclipse to cross the continental U.S. coast-to-coast in will occur in 2045. The path of totality for that eclipse will cut through California, Nevada, Utah, Colorado, New Mexico, Oklahoma, Kansas, Texas, Arkansas, Missouri, Mississippi, Louisiana, Alabama, Georgia and Florida.
