Luxembourg Lifts COVID-19 Travel Restrictions for All Third-Country Nationals

Luxembourg's Ministry of Foreign and European Affairs has announced that the temporary travel restrictions in place for third-country nationals will end on Saturday 1 October 2022.

The temporary entry restrictions to the territory of the Grand Duchy of third-country nationals residing outside the European Union (EU) or the Schengen area, put in place from the start of the COVID-19 health crisis, will end on Saturday.

From 1 October, third-country nationals (including those residing in the United Kingdom or the United States) can once again travel to Luxembourg for any reason, including for non-essential travel, regardless of their vaccination status.

However, the persons concerned remain subject to the basic conditions applicable for the entry and stay of less than 90 days in the Schengen area, including in particular being in possession of a valid passport and, for persons subject to visa requirements in order to enter Luxembourg, holding a short-stay visa.

Traveling Through Europe: If you are planning to visit or travel through European countries, you should be familiar with the requirements of the Schengen Agreement.

HIV/AIDS RESTRICTIONS:

The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of Luxembourg.

Safety and Security

Credible information indicates terrorist groups continue plotting possible attacks in Europe. European governments are taking action to guard against terrorist attacks; however, all European countries remain potentially vulnerable to attacks from transnational terrorist organizations.

Demonstrations  occur occasionally in Luxembourg and have historically been non-violent. Public demonstrations take place for a variety of political, economic, or social causes. Demonstrations tend to take place on politically significant days and during international summits hosted in the country.

• Demonstrations tend to be small, well organized and non-violent, and generally sanctioned in advance by local officials.
• However, even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. 
• Avoid areas around protests and demonstrations. 
• Check local media for updates on the situation and traffic advisories.
• Alerts issued regarding demonstrations are now posted on the  U.S. Mission’s website .

Thefts of backpacks, laptops, or other valuables regularly occur on the trains with notably more incidents on the trains to and from Brussels.

• Although overall crime has decreased in recent years, home burglaries have increased with the highest number of incidents occurring during the Christmas season and summer holidays when residents are likely to be on vacation or out of the house.
• Low-level drug vending has increased in some of Luxembourg’s city parks at night and around the main train station in Luxembourg City.
• Incidents of petty crime spike during the annual “Schueberfouer,” a three-week fair held in Luxembourg City every summer.
• Thefts from cars have also increased where perpetrators often damage vehicles to gain access and steal items.

• Remember that local authorities are responsible for investigating and prosecuting crime.

Domestic Violence:  U.S. citizen victims of domestic violence are encouraged to contact the Embassy for assistance.

Tourism:  The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide lifesaving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Furthermore, some laws are also prosecutable in the U.S., regardless of local law. For examples, see our website on  crimes against minors abroad  and the  Department of Justice  website.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our  webpage  for further information.

Luxembourg authorities typically do not permit foreigners accused of crimes to leave the country while legal proceedings are ongoing.

LGBTI Travelers:  There are no legal restrictions on same-sex sexual relations or the organization of LGBTI events in Luxembourg.

Travelers Who Require Accessibility Assistance: Public buildings, sports and cultural centers, theaters, and museums have good accessibility for disabled persons. Information is available in French and German from the National Center for disabled persons . This group is affiliated with Luxembourg’s Ministry for the Family and Integration.

Buses operated by Luxembourg City are all accessible to persons with physical disabilities.

Train stations also provide assistance to travelers with disabilities.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. See our webpage for more information on insurance coverage overseas. We strongly recommend  supplemental insurance  to cover medical evacuation.

If traveling with prescription medication, carry your prescription medication in original packaging with your doctor’s prescription or be prepared to show that it is required for your personal use. As there are very limited flights coming to Luxembourg from outside the Schengen area, follow the guidelines for medications allowed into the Schengen area.

Vaccinations:  Be up-to-date on all  vaccinations recommended  by the U.S. Centers for Disease Control and Prevention.

Travel and Transportation

Road Conditions and Safety:  Highways and secondary roads are modern and well-maintained. Road signs and markings are clear and primarily worded in French. Streets in the city, construction sites, and crossroads are well illuminated at night. On highways, a digital alert system warns drivers of incidents or detours.

• Roads are congested during the morning and evening rush hour. The city of Luxembourg more than doubles its population Monday to Friday due to the influx of cross border workers. Visitors should drive defensively in high-volume commuter traffic.
• Fog and ice can cause sudden slowdowns on highways and secondary roads during the fall and winter. Cars must be equipped with all-weather or snow tires from October to April.
• Annual car maintenance inspections are required for vehicles registered in Luxembourg.
• A warning triangle sign and brightly colored driver’s vest are compulsory for vehicles.
• Police can perform random road checks at any time.

Traffic Laws: 

• The daily mix of drivers from Luxembourg and its three neighboring countries results in a variety of driving practices and courtesies. While most drivers respect speed limits, traffic signals, and rules, some do not.
• Drivers should carry a blank accident report in their vehicle, available through all local insurance companies and rental car companies. This report is necessary for any accident not involving injury. Typically, police do not respond to these types of accidents and it is the driver’s responsibility to exchange information and file the report with their insurance companies.
• Call the police at 113 if you are involved in a car accident involving an injury or dispute. The police will make an official assessment of the accident's circumstances that can then be used if further legal action is necessary.
• The maximum allowable blood-alcohol content in Luxembourg is 0.05 percent. Driving while intoxicated may result in penalties including fines and imprisonment. Police frequently conduct sobriety checks throughout the country.

Other common traffic violations that may result in penalties are:

• Excessive speeding
• Driving without a license
• Failure to wear a seat belt
• Using a cell phone (other than using hands-free technology) while driving

Public Transportation:  Public transportation throughout the country is highly developed and considered very safe.

Aviation Safety Oversight: The U.S. Federal Aviation Administration (FAA) has assessed the government of Luxembourg’s Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of Luxembourg’s air carrier operations. Sanitary measures

The majority of the health measures in relation to COVID-19 are revoked in Luxembourg. As a result, the following areas are no longer subject to specific rules:

• Residential care facilities for the elderly

Most European countries no longer have any COVID-19 travel restrictions in place.

The latest big changes include:

Spain, Luxembourg, Netherlands, France, Malta, Portugal, Finland, Germany, Estonia, Italy, Cyprus, Austria and Greece no longer have any COVID-19 travel restrictions for visitors.

Passengers flying in the EU no longer need to wear masks in airports or aboard flights. Some countries have chosen to ignore this ruling and still require masks. 

Masks are no longer mandatory in Spain and mainland Portugal, except on public transport.

This article is updated regularly, but rules can change quickly. So please check official government advice before travelling.

• Travel to and from the country is open but access to Andorra requires passing through either Spain or France, so check their travel restrictions, too, before planning your trip.

All COVID-19 entry restrictions have been lifted for those visiting Austria. 

While face masks are no longer required in most parts of the country, you must still wear a FFP2 face mask on public transport and in pharmacies in Vienna.

All travel to Belarus should be avoided, due to the risk of arbitrary enforcement of local laws and the armed conflict between Russia and Ukraine.

It's still possible to travel to Belarus by air under certain restrictions, but land travel for leisure is currently banned.

There are currently no COVID-19 travel restrictions for entering Belarus.

Bosnia and Herzegovina

Tourists can now visit  Bosnia and Herzegovina  with no COVID-19 travel restrictions.

People now only need to wear mask in healthcare facilities.

All COVID-19 entry requirements for Cyprus have been dropped.

You no longer need to wear a face mask indoors, except in high-risk areas such as hospitals, public transport and pharmacies.

Czech Republic

• There are no longer any COVID-19 entry restrictions for EU or Non-EU travellers visiting Czech Republic.

Denmark has dropped all travel restrictions for international tourists. 

Rules may be re-introduced at short notice for high risk countries. The government says it has a 'handbrake' it can activate if concerning variants emerge.

Travel to Finland is now restriction-free for all visitors. Visitors from the EU, Schengen travel areas and green list countries can enter Finland with no travel restrictions.

The Finnish Border Guard gives advice on cross-border traffic by phone and email. The service is available in Finnish, Swedish and English on weekdays between 8.00 and 16.00 at +358 295 420 100. Questions can also be sent by email to [email protected] .

All visitors can now enter France without any COVID paperwork. 

It is no longer mandatory to wear a mask in healthcare settings though it is still encouraged.

• Connected to the EU Digital COVID Certificate (EUDCC), which allows restriction-free travel across all EU and EEA countries following proof of vaccination and a negative COVID test.

All travellers can now enter Germany without showing any COVID-19 paperwork. This is expected to be in place until 31 January 2023.

However, due to a lack of a reciprocity agreement between the two countries, this doesn't apply to those travelling from the People’s Republic of China who still need to provide an essential reason for their entry to Germany.

Anyone over the age of 14 must wear a FFP2 facemask on long distance trains in Germany. Children aged 6-13 also have to wear a facemask but it doesn't have to be a FFP2.

 All travellers can enter Greece without any COVID-19 restrictions. 

If you test positive whilst you're there, you no longer have to quarantine. Though if you want to take public transport whilst infected you will need to wear an FFP2 or a KN95 face mask. 

Masks are now only mandatory in healthcare settings and on urban public transport.

All travellers can visit Hungary without any COVID-19 restrictions.

Masks are no longer mandatory except for in hospitals and other health care venues.

Iceland has dropped all domestic and border restrictions. This means that no restrictions will be enforced at the border and all passengers will be able to enter Iceland whether they are vaccinated or not.

Travellers who plan to enter Ireland are no longer subject to entry requirements after the authorities decided to abolish all the restrictions imposed due to the COVID-19.

Though mandatory mask wearing has been scrapped, the Irish government advises that masks continue to be worn on public transport.

Visitors to Italy are no longer required to show any COVID-19 paperwork to enter. 

Although not mandatory, masks are still recommended at large indoor and crowded outdoor events.

There are currently no restrictions for travellers hoping to visit to Malta from any country.

Moldova has lifted its travel restrictions, meaning no COVID certificate, test or other documentation is required to enter the country.

In light of the Russian invasion of Ukraine, Moldovan airspace is currently restricted.

Netherlands

North Macedonia

The borders are open in North Macedonia and you do not need to show any COVID-19 certificates to enter.

There is still a requirement to wear masks in hospitals, pharmacies and on public transport.

There are no COVID travel restrictions for anyone wishing to enter Portugal. 

Masks are still required on planes and other forms of public transport. 

Masks are no longer required in airports or ferry terminals in  Madeira  but they are still compulsory on public transport and in healthcare facilities.

Travel to Russia is not advised due to the lack of available flight options to return to Europe, and the increased volatility in the Russian economy.

On 24 February 2022 Russia launched a large scale invasion of Ukraine which is ongoing.

All arrivals into Russia will be temperature checked and will be required to provide a negative PCR test result dated within 48 hours prior to arrival. This applies regardless of vaccination status.

All foreign passengers must complete a travel form before arriving in Russia. These are usually handed out by cabin crew on arriving flights.

Switzerland

• All travellers can enter Switzerland with no COVID-19 restrictions.

Türkiye (Turkey)

• All visitors to Turkey, now called Türkiye, can enter the country with no restrictions whether they have been vaccinated or not.

The UK has abolished all COVID-19 travel restrictions for all arrivals from other countries. 

The government recommends masks in busy, public places and you must wear still wear them in hospitals.

CSD studies abroad

After a hiatus in travel due to COVID-19 restrictions, the Communication Sciences and Disorders (CSD) students and faculty are back to traveling the globe.

Study abroad provides students with the opportunity to experience other cultures, form stronger relationships with the faculty and fellow students, and connect with individuals around the world. The CSD department offers two trips every year: one during spring break and one during winter break.

Each spring break, the CSD department offers a week-long study abroad trip for graduate and undergraduate students. In the past, the department has traveled to Australia, South Korea, and Greece among other places. For spring break 2024, a group of 39 students, faculty, and community members traveled to Germany, Austria, Italy, and Switzerland. The trip was organized by Education First (EF) tours, who guided students in a culturally immersive experience. EF provided a knowledgeable tour guide who fostered meaningful connections between the group and European culture. Throughout the trip, the group learned about the cultures of Venice and Milan through guided tours and received a glass blowing demonstration to learn about the history of Italian art. In Switzerland, the group admired the beauty of the Swiss Alps while taking a train into the majestic mountain range. After experiencing the breathtaking Alps, they ventured to the Lindt Chocolate Factory to engage in a self-guided tour of the history of Swiss chocolate while indulging in the flavors of Luzerne, Switzerland. Through these excursions, the group expanded their horizons and gained an appreciation for the world’s diverse cultures.

The trip additionally included a CSD experience through which the students had the opportunity to meet with Julia Tockstein, an ISU alum and school SLP working in Switzerland. Tockstein highlighted her journey of working as an English-speaking SLP in another country. The students learned about the transition to working abroad, licensure requirements, and different perspectives of speech therapy in Switzerland. Furthermore, the students inquired about working and living as an SLP in Switzerland. This experience allowed the students to compare special education services in the United States and Switzerland and the effects this has on individuals with disabilities. Through this extraordinary opportunity, students had the chance to view speech therapy through the lens of an SLP working abroad.

We are excited to announce that the next spring break CSD study abroad trip will venture to Bulgaria, Greece, and Turkey with Therapy Abroad. In addition to exploring various cultural sites in these countries, this trip will include approximately three to four opportunities for guided clinical observation. This will provide students with a glimpse into speech therapy practices in other countries as they become more culturally competent individuals. Stay tuned for more information about this trip to be released soon.

Airlines will now be required to give automatic cash refunds for canceled and delayed flights

The Biden administration issued final rules Wednesday to require airlines to automatically issue cash refunds for things like delayed flights and to better disclose fees for baggage or canceling a reservation.

The Transportation Department said airlines will be required to provide automatic cash refunds within a few days for canceled flights and “significant” delays.

Under current regulations, airlines decide how long a delay must last before triggering refunds. The administration is removing that wiggle room by defining a significant delay as lasting at least three hours for domestic flights and six hours for international ones.

Airlines still will be allowed to offer another flight or a travel credit instead, but consumers can reject the offer.

The rule will also apply to refunds of checked-bag fees if the bag isn’t delivered within 12 hours for domestic flights or 15 to 30 hours for international flights. And it will apply to fees for things such as seat selection or an internet connection if the airline fails to provide the service.

Complaints about refunds skyrocketed during the COVID-19 pandemic, as airlines canceled flights and, even when they didn’t, many people didn’t feel safe sharing a plane cabin with other passengers.

Airlines for America, a trade group for large U.S. carriers, noted that refund complaints to the Transportation Department have fallen sharply since mid-2020. A spokesperson for the group said airlines “offer a range of options — including fully refundable fares — to increase accessibility to air travel and to help customers make ticket selections that best fit their needs.”

The group said the 11 largest U.S. airlines issued $43 billion in customer refunds from 2020 through 2023.

The Transportation Department issued a separate rule requiring airlines and ticket agents to disclose upfront what they charge for checked and carry-on bags and canceling or changing a reservation. On airline websites, the fees must be shown the first time customers see a price and schedule.

The rule will also oblige airlines to tell passengers they have a guaranteed seat they are not required to pay extra for, although it does not bar airlines from charging people to choose specific seats. Many airlines now charge extra for certain spots, including exit-row seats and those near the front of the cabin.

The agency said the rule will save consumers more than $500 million a year.

Airlines for America said its members “offer transparency and vast choice to consumers” from their first search.

The new rules will take effect over the next two years. They are part of a broad administration attack on what President Joe Biden calls “junk fees.” Last week, Transportation Secretary Pete Buttigieg announced that his department will let state officials in 15 states help enforce federal airline consumer protection laws .
