European countries, often rich in history, culture, beautiful beaches, and ocean views, attract the highest number of tourists.

France, leading in tourism for over 30 years, offers attractions like the Eiffel Tower and Disneyland Paris, drawing 38 million tourists to Paris alone in 2019.

Global travel and tourism, an $8.9 trillion industry in 2019, suffered a loss of $4.5 trillion and 62 million jobs in 2020, during the Covid-19 pandemic.

Global travel and tourism was an $8.9 trillion (US$) business in 2019 . Moreover, though the COVID-19 pandemic has reduced that number to roughly a quarter of its previous value, all signs point to tourism continuing to grow, expand, and evolve. Every country on Earth has something to offer international visitors, from the pyramids in Egypt to the rainforests of Brazil or the sidewalk cafes of Paris —but which countries attract the most visitors of all? Most of the countries with the highest tourism rates are located in Europe , whose rich history, architecture, and cultural influence make it an appealing destination for many travelers. Countries positioned on or near a body of water are also very popular, particularly those that offer a relaxed, low-key atmosphere mixed with beautiful beaches and ocean views.

Top 10 Countries Most Popular with Tourists (by number of 2019 visitor arrivals)

The most popular tourist destination in the world for more than 30 years, France offers a myriad of attractions: the Eiffel tower, countless world-class restaurants, the Musée du Louvre, the Palace of Versailles, the Notre-Dame cathedral, the beaches of the Côte d'Azur, and of course, Disneyland Paris. Moreover, the lushly beautiful countryside is full of storybook villages, mountains, vineyards, and the occasional castle. One can even view prehistoric cave paintings in Lascaux. Paris, France's capital, is the most visited city in Europe, receiving 38 million tourists in 2019.

Spain is another tourist destination overflowing with interesting attractions. Antoni Gaudi's Sagrada Familia cathedral and other works in Barcelona , the Guggenheim museum, the Alhambra and Generalife Gardens, Europe's largest aquarium (the lily-shaped L'Oceanogràfic), the beaches of Gran Canaria, and La Rambla in Barcelona. Spain is also home to El Teide, an ancient—but not entirely dormant—volcano, which visitors can hike around at the Parque Nacional del Teide on the Spanish island Tenerife.

England's capital city, London , attracts visitors with a wide range of sights including Big Ben, Westminster Abbey, the changing of the guard at Buckingham Palace, and the British Museum, which includes the largest collection of Egyptian artifacts outside of Cairo . Beyond London, England offers the mysterious Stonehenge, the Beatles' birthplace in Liverpool , the quaint beauty of the Cotswolds, the sci-fi botanical gardens of the Eden Project, and more. Speaking of more, the UK also includes three additional subdivisions. First is Scotland, with the charming city of Edinburgh , moody Loch Ness and Inverness , the scenic highlands, and the historic St. Andrews golf course. Next comes charming Wales and its castles, scenery, and capital city of Cardiff . Finally, Northern Ireland boasts attractions including Belfast 's bubbling nightlife, the glens and coastline of Antrim, and one of Europe's most compelling natural wonders: the Giant's Causeway.

The Mediterranean nation Turkey balances captivating man-made attractions such as Hagia Sophia mosque and Topkapı Palace with archaeological wonders such as the Biblical city of Ephesus, the fairy city of Cappadocia, and the desolate fallen splendor of Mount Nemrut. It also has more than its share of natural wonders, including the famous beaches at Ölüdeniz and Patara, the mineral pools at Pamukkale, and the Mediterranean coastline itself.

The South Asian country of Thailand is also known as the "Land of Smiles", and offers both modern comforts and wild adventure. Thailand's capital, Bangkok , receives over 20 million visitors every year. Popular attractions include the Grand Palace in Bangkok; beaches including Railay, Long, and Monkey beach; the ancient city Ayutthaya and ornate Buddhist wat Coi Suthep, and national parks including Khao Yai (where wild elephants roam) and the otherworldly Khao Sok.

The impact of COVID-19 on travel and tourism

The COVID-19 pandemic of 2020-21 had a devastating effect on the travel and tourism industry. According to a report released by the World Travel & Tourism Council , the pandemic cost the industry an estimated US$ 4.5 trillion in 2020, which resulted in the loss of 62 million tourism-dependent jobs. Data from the United Nations World Tourism Organization backs this up. Consider the following table:

Compared to 2019, tourism dropped by approximately 74% in 2020, with a total of a billion fewer travelers over the course of the year--making 2020 the worst year on record for tourism. The UNTWO's own estimates registered a loss of US$ 1.3 trillion in lost revenues and 100-120 million jobs either lost or at risk.

The impact has been particularly damaging in countries that rely heavily upon tourism as part of their GDP. Lost tourism in Macau , one of China 's special administrative regions, led to a 79.3% drop in year-on-year gambling revenues , which caused overall GDP for 2020 to fall 43.1% compared to the previous year.

While tourism has picked up slightly in 2021, they still fall far short of the pre-pandemic numbers. Late 2020 projections were hopeful that the industry would be back on track by late 2021, but the ongoing nature of the pandemic has thwarted that optimism. As of late 2021, most estimates do not expect the industry to rebound to 2019 (pre-COVID) levels until sometime in 2023 at the earliest.

With lockdowns beginning to ease, many countries are starting to think about how to restart an engine vital to their economies: tourism.

The European Union is exploring how it can safely open its internal borders to welcome summer visitors. Australians may be allowed to travel to New Zealand from July. And some Caribbean islands, like Saint Lucia, will begin to reopen in June.

Even so, international tourist numbers could fall by up to 80% in 2020, according to the United Nations World Tourism Organization (UNWTO).

But, in a normal year, where are the most visited destinations?

France is the world’s number one destination for international tourists, the most recent figures from the UNWTO show. Almost 90 million people visited the country in 2018.

Spain isn’t far behind, with over 82 million visitors. The United States, China and Italy complete the top five.

The first global pandemic in more than 100 years, COVID-19 has spread throughout the world at an unprecedented speed. At the time of writing, 4.5 million cases have been confirmed and more than 300,000 people have died due to the virus.

As countries seek to recover, some of the more long-term economic, business, environmental, societal and technological challenges and opportunities are just beginning to become visible.

These countries are also among the hardest-hit by COVID-19 , with the US, Italy, France and Spain (along with the United Kingdom and Brazil) to date recording the world’s highest number of confirmed coronavirus deaths.

Lockdowns caused havoc in these economies – as they have in many others around the globe – and countries reliant on travel and tourism have seen “particularly large” disruptions, according to the International Monetary Fund.

Of the top five most visited nations, Spain in particular will be feeling the heat in this respect – international tourists spend about $81 billion in the country annually. That’s over 16% of its total exports , while the same figure is under 10% for France and Italy.

Those numbers pale in comparison to Saint Lucia, though, where international tourism receipts make up more than 81% of total exports.

Globally, the tourism industry accounts for 10% of GDP and jobs.

Tourism has massively increased in recent decades. Aviation has opened up travel from domestic to international. Before the COVID-19 pandemic, the number of international visits had more than doubled since 2000.

Tourism can be important for both the travelers and the people in the countries they visit.

For visitors, traveling can increase their understanding of and appreciation for people in other countries and their cultures.

And in many countries, many people rely on tourism for their income. In some, it is one of the largest industries.

But tourism also has externalities: it contributes to global carbon emissions and can encroach on local environments and cultures.

The World Economic Outlook Report has highlighted the important role of tourism in global economic recovery, projecting a 3.0% growth in 2023 and 2.9% in 2024. Despite exceeding previous forecasts, this growth rate falls short of the 3.5% recorded in 2022, indicating ongoing pandemic impacts and geopolitical tensions, notably Russia's invasion of Ukraine. Economies heavily reliant on tourism exhibit greater resilience, with rapid recovery observed in countries where tourism contributes significantly to GDP. For instance, those with large tourism sectors, like France and Spain. 

International tourism is set for a robust recovery in 2024, with a projected 2% growth above 2019 levels, according to UNWTO forecasts. In 2023, the sector observed remarkable resilience, with international tourism receipts reaching $1.4 trillion, representing about 93% of pre-pandemic levels, and total export revenues hitting $1.6 trillion, nearly 95% of 2019 figures. The economic contribution of tourism, measured in tourism direct gross domestic product (TDGDP), reached $3.3 trillion in 2023, confirming a close recovery to pre-pandemic levels.

This positive outlook is buoyed by strong industry indicators, with international air capacity and passenger demand already recovering around 90% of pre-pandemic levels by October 2023. Despite persistent economic and geopolitical challenges, including inflation and trade disruptions, the tourism sector remains resilient and poised for continued growth, driven by factors such as visa facilitation measures and robust travel demand from key source markets like China and the United States.

Istanbul claimed the title of the world's most visited city in 2023 with 20.2 million international arrivals, surpassing popular destinations like London and Paris. With relaxed visa requirements and a rich cultural heritage blending Asian and European influences, Istanbul's popularity continues to increase in 2024. Efforts to preserve its historic sites, like the iconic Hagia Sophia, are underway despite the challenges posed by mass tourism. It is worth noting that Istanbul is one of the cities with most beautiful women .

Expedia Group, Inc (NASDAQ: EXPE )’s Travel Agent Affiliate Program (TAAP) has seen remarkable growth, with over 35,000 travel agencies and more than 100,000 advisors globally utilizing its services. Despite initial challenges during the pandemic, Expedia Group, Inc (NASDAQ:EXPE)’s investment in TAAP has increased, with a major boost in staff and technology. This strategic desision has propelled Expedia Group, Inc (NASDAQ:EXPE)’s B2B revenue, witnessing a 26% increase year-over-year, as stated during the company's third-quarter earnings call in 2023. TAAP's platform is evolving to cater specifically to advisors' needs, with plans for a revamped user interface and enhanced payment capabilities slated for rollout in 2024. While exploring innovative technologies like generative AI, Expedia remains cognizant of advisors' indispensable role in personalized travel planning, aiming to integrate AI as a complementary tool rather than a replacement for human expertise. 

Speaking of AI, Expedia Group, Inc (NASDAQ:EXPE) aims to leverage AI to reshape its trip-planning business, aiming to shift users away from starting their travel searches on Google. With a vast data repository of 70 petabytes, Expedias Group, Inc (NASDAQ:EXPE) plans to deploy AI to offer personalized travel recommendations based on users' preferences and past trips. By streamlining the travel planning process, Expedia Group, Inc (NASDAQ:EXPE) seeks to become the go-to platform for users, reducing reliance on external search engines like Alphabet Inc (NASDAQ: GOOG ).

On the other hand, Marriott International Inc (NASDAQ: MAR ) projects stable revenue growth, forecasting a 3% to 6% annualized increase in global revenue per available room (RevPAR) by 2025. This optimistic outlook is fueled by a resurgence in international travel following the easing of pandemic restrictions, supported by a strong dollar and rise of remote work encouraging travel abroad. 

In 2023, Marriott International Inc (NASDAQ:MAR) marked its 500th luxury hotel opening with The St. Regis Riyadh. With 5 more luxury properties to debut by year-end and 24 planned for 2024, Marriott's portfolio, spanning brands like The Ritz-Carlton, St. Regis, W Hotels, EDITION, The Luxury Collection, and JW Marriott, continues to grow. 

Their notable additions include the second Ritz-Carlton Yacht Collection vessel, Ilma, and new St. Regis locations in Los Cabos, Cap Cana, and Longboat Key. Additionally, EDITION Hotels plans to open The Jeddah EDITION in Saudi Arabia. Marriott International Inc (NASDAQ:MAR)’s expansion reaffirms its commitment to delivering unparalleled luxury experiences worldwide.

For our most visited countries in the world in 2024 list , we have relied on datapanda.org’s database on number of arrivals by country. The list is presented in ascending order of number of arrivals.

35. Switzerland

Number of Arrivals: 11.8m

Swiss tourism anticipates a 1.6% increase in overnight stays during the 2023/24 winter season, totaling 17.7 million stays, surpassing pre-pandemic levels. European guests, especially from Germany, are expected to boost numbers. Chinese visitors, though still below pre-Covid levels, are projected to rise in 2024.

The Tourism Bureau within Taiwan's Ministry of Transportation and Communications oversees matters related to tourism. It is one of the top 50 most visited countries in the world .

Taiwan is forging ahead with its commitment to catering to senior travelers, revealing plans for a comprehensive Golden Years Tour certification system. Launched after the success of the Golden Years tourism brand in 2023, this initiative focuses on creating senior-friendly travel experiences across various hospitality sectors, including F&B, accommodation, sightseeing, shopping, and transportation. With a keen eye on the needs of older citizens, the program focuses on slow travel and age-appropriate itineraries. 

33. Morocco

Number of Arrivals: 12.9m

Morocco has a stable tourism sector and is known for its coastal attractions, rich cultural heritage, and deep history. With the establishment of the Ministry of Tourism in 1985, the country has prioritized this industry. In 2018, Morocco welcomed 12.3 million tourists and since 2023, has had the highest number of arrivals out of the countries in Africa.

32. Denmark

Number of Arrivals: 13.3m

In 2018, Denmark attracted 30 million international arrivals, with tourists from neighboring Germany, Norway, and Sweden forming the majority. Overnight stays have gradually risen since 2014, reaching 16.6 million in 2018. 

31. Saudi Arabia

Number of Arrivals: 13.6m

Saudi Arabia aims to welcome 30 million overnight tourists in 2024, with a revised 2030 target of 150 million visitors. The tourism sector's growth aligns with a broader economic expansion, with Saudi Arabia's GDP expected to rise by 4.1% in 2024. ATM 2024 will focus on innovation and sustainability, reflecting global trends towards net-zero travel. 

30. Ukraine 

Number of Arrivals: 14.2m

In January-June 2023, Ukraine collected UAH 85.471 million ($2.27 million) from tourist taxes, up from UAH 69.453 million ($1.85 million) in 2021. The tax, paid by hotel guests, contributed to the regional budget.

Number of Arrivals: 14.3m

There is a long history of tourism in the Czech Republic. Prague is one of the most visited cities of the world , with 6–8 million visitors per year.  Czech Republic is definitely one of the top 10 tourist countries in Europe .

Number of Arrivals: 15.1m

In 2019, Singapore welcomed 19.1 million international tourists, exceeding its population threefold. With English as the predominant among its four official languages, tourists find it convenient to communicate with locals, particularly during activities like shopping.

From the paradisiacal beaches of Bali to the lush jungles of Borneo, and the ancient temples of Borobudur, Indonesia offers a tapestry of experiences with vibrant cuisine and warm hospitality. 

26. United Arab Emirates

Number of Arrivals: 16.7m

In 2018, the tourist industry contributed over 164.7 billion dirhams to the country's GDP. The United Arab Emirates also has the most prosperous tourist industry among Gulf countries and has maintained its position as the leading tourist destination in the GCC. Dubai is expected to be one of the most visited cities in the world in 2024 . As of 2018, tourism provided employment to more than 604,300 individuals in the United Arab Emirates.

25. Hungary

Number of Arrivals: 16.9m

Over 98% of Hungary's tourist demographic consists of visitors from Europe, with Austria, Germany, and Slovakia contributing the highest numbers of tourists to the country. The majority of tourists opt for car travel and typically have short stays.

24. Croatia Number of Arrivals: 17.4m

The tourism sector contributes to nearly 20% of Croatia's gross domestic product (GDP) as of 2021. Presently, Croatia has become a tourist hotspot in the Mediterranean as it welcomed an influx of 11.2 million tourists in the year 2021.

23. South Korea

Number of Arrivals: 17.5m

Seoul is a top spot for tourists. India's tourism sector is set for a major upswing fueled by religious travel, with the opening of the Ram Mandir in Ayodhya expected to attract an additional 50-100 million tourists annually . This increase surpasses the annual visitation rates of iconic global landmarks like the Taj Mahal and Mecca. Indian carriers have responded to the anticipated demand by ordering over 1,100 planes, indicating a stable growth trajectory.

Number of Arrivals: 18.0m

Vietnam's tourism sector has seen significant growth, with 18 million international arrivals in 2019 compared to 2.1 million in 2000. The Vietnam National Administration of Tourism is implementing strategies to diversify the industry. 

20. Netherlands

Number of Arrivals: 20.1m

Tourism in the Netherlands contributes 5.4% to GDP and 9.6% to employment. In 2017, it hosted 17 million foreign tourists, predominantly from Germany, ranking it 20th globally for visitor numbers. It is one of the top countries visited by foreigners in 2024 .

Canada has a flourishing tourism industry, drawing visitors with its diverse landscapes and cultural attractions. Key destinations include Toronto, Montreal, Quebec City, Vancouver, Niagara Falls, Vancouver Island, the Canadian Rockies, Okanagan Valley, Churchill, and Ottawa-Gatineau. Canada is also home to some of the most attractive people . 

Since joining the European Union in 2004, Poland has seen a notable increase in tourism, boasting over 21 million international arrivals in 2019. The country's diverse attractions range from southern mountains to northern beaches, with Kraków, the most visited city.

17. Hong Kong

Number of Arrivals: 23.8m

During Hong Kong's Lunar New Year holiday from February 10 to 17, over 1 million mainland Chinese visitors are expected, constituting 80-85% of pre-pandemic levels. The Immigration Department anticipates 7.5 million trips by Hong Kong residents and tourists during this period, with 6 million trips through land boundary control points. It is one of the top 20 most visited countries in the world in 2024.

In 2022, Russian tourism experienced a huge decline, with only 200,100 foreign visitors, with a 96.1% drop from pre-pandemic and pre-2022 invasion of Ukraine levels. This downturn contrasts sharply with the rapid growth Russia had seen since the late Soviet era, initially in domestic tourism and later in international visits. 

15. Portugal

Number of Arrivals: 24.6m

Portugal attracts millions of tourists annually, drawn to its cities, historic landmarks, beaches, and religious sites. In 2019, it welcomed 27 million visitors, with popular destinations including Lisbon, Porto, the Algarve, the Portuguese Riviera, Madeira, Sintra, Óbidos, and Fátima. 

Portugal is also one of the best countries to live and work in 2024 .

14. Malaysia

Number of Arrivals: 26.1m

Tourist arrivals from Türkiye to Malaysia increased by 10.8% in Jan-Nov 2023, totaling 15,623 visitors compared to 2019 figures. This growth is attributed to the efforts Ministry of Tourism, Arts, and Culture campaigns. Malaysia is one of the most popular travel destinations for honeymoon in 2024 .

Tourism in Greece has been a cornerstone of its economy owing to its rich cultural heritage and scenic beauty. With 18 UNESCO World Heritage Sites and stunning coastlines, Greece has been a magnet for tourists since the 1970s. 

On a side note, Greece is one of the countries with the highest labor shortages in the world . 

12. Austria

Number of Arrivals: 31.9m

Vienna remains a primary draw for tourists throughout the year, attracting significant numbers both in the summer and winter seasons. Salzburg, while receiving about one-fifth of the tourist overnight stays compared to Vienna, still holds the second position in popularity during the summer.

Japan's tourism industry is vital to its economy, drawing 31.88 million international visitors in 2019. There are 21 World Heritage Sites in Japan like Himeji Castle and Historic Monuments of Ancient Kyoto and Nara. The World Tourism Organization recently reported that international tourism is continuing to grow and is "outpacing the global economy". In 2019, 1.5 billion tourist arrivals were recorded around the world, a 4% increase on 2018's figures. The Middle East is currently the fastest-growing region for international tourism, but European countries such as France, Spain and Italy remain the most visited. 10. United Kingdom: 36 million tourists

In 2019, the United Kingdom welcomed 36 million tourists to its towns and cities. London is the country's most visited city, with approximately 12 million visitors each year. Edinburgh, Birmingham and Manchester are also popular city destinations. Tourism produces around USD 131 billion for the country and provides over two million jobs. American residents are the most frequent visitors, followed by those who live in France. Some of the UK's most popular tourist attractions include Big Ben, the Tower of London and Stonehenge .

9. Thailand: 38 million tourists

Thailand has been a popular tourist destination for decades thanks to its white-sand beaches, delicious cuisine and hot weather. Bangkok , Thailand's capital, frequently holds the top spot as the world's most visited city. It attracts around 22 million visitors each year. The 1,430 islands of Thailand draw in hundreds of thousands of visitors each year, some of the islands are heralded as being some of the best in the world. Thailand's most popular spots include Railay Beach, Koh Phi Phi and The Grand Palace of Bangkok. 

8. Germany: 39 million tourists

Germany is famous for its beer, sausages and picturesque castles. The country welcomes around 39 million tourists each year, with approximately 13 million visiting Berlin, Germany's capital city. Tourism in Germany generates two million jobs for its residents and contributes over 4% towards the country's GDP. 

7. Mexico: 41 million tourists

Mexico , located in the southern part of North America, is rapidly becoming a favorite tourist destination. People from all over the world are visiting the vibrant country to enjoy the pristine beaches, explore the deep history and culture, and discover UNESCO World Heritage sites. Over the last decade, tourism has significantly contributed to Mexico's employment and economy. In 2019, the government announced a six-year strategy to boost tourism and improve conditions for workers within the industry. Some of the country's most visited destinations are Cancun, Mexico City, and Playa del Carmen. 

6. Turkey: 46 million tourists

Located on two continents, Turkey offers a unique blend of East and West. Edged by the Mediterranean and Aegean Seas, Turkey has an abundance of stunning coastlines and charming resorts. Tourists also enjoy visiting Turkey's capital, Ankara as well as the resort-city of Antalya. It was reported that over 15 million vacationers visited Antalya in 2019. Antalya is popular thanks to its proximity to beaches and remnants of Turkey's rich history. Famous tourist attractions in Turkey include the Blue Mosque , Topkapi Palace and Hagia Sofia Museum. 

5. Italy: 62 million tourists

Italy has culture, history and cuisine in abundance, making it a very popular tourist destination for people all around the globe. Italy has a varied landscape that suits all traveler types; there are snow-covered peaks, sprawling vineyards and glittering coastlines. Not to mention the beautiful cities like Rome, Naples and Florence. There are 50 UNESCO World Heritage sites dotted throughout the country showcasing the best of Italian history. Some of Italy's best-loved attractions include the Leaning Tower of Pisa, the Colosseum and the Pantheon.

4. China: 63 million tourists

China , the third-largest country in the world, is in the world's top five tourist destinations because of its natural landscapes, expansive history and delicious cuisine. Tourism in China is a growing industry that is becoming a significant part of the country's economy. In 2018, tourism contributed 11.04% of China's overall GDP, which increased a further 1.2% in 2019. Famous attractions include The Great Wall of China, the Forbidden City and Tiananmen Square . 

3. United States: 80 million tourists

Tourism is one of the United States ' biggest contributors to the country's GDP. The industry supports over 7 million jobs, and in 2017, tourism generated USD 1.6 trillion in economic output. Cities such as New York, Las Vegas and Los Angeles experience high numbers of tourists all year round, with New York being the most visited city in the country. Canada, Mexico, the United Kingdom, Japan and China are the top five countries that make up the majority of US tourism. 

2. Spain: 83 million tourists

Spain is the second most visited country in both the world and Europe. Tourism accounts for 12% of Spain's economy and provides 13% of jobs. The majority of tourists who visit the country come from Europe; it is the warm weather, pristine beaches and bustling cities that attract millions of vacationers. Some of Spain's most famous landmarks include La Sagrada Familia , Park Güell and Alhambra. 

1. France - 89 million tourists

Attracting over 89 million tourists each year, France is the world's most visited country. Paris, France's capital city, draws in around 17 million tourists a year; 7 million of those visit the Eiffel Tower. Tourism in France represents 9.7% of the overall GDP and provides 2.9 million jobs. The majority of France's visitors come from other European countries, with over 12 million coming from the United Kingdom. Disneyland, the Louvre and the Notre Dame Cathedral are some of France's most visited attractions.

The 25 Best Cities in the World in 2021

Note: If you’re looking for our most recent recommendations, check out the 2023 list of our favorite cities in the world.

This year's World's Best Awards survey was open for voting January 11 through May 10, 2021, as destinations around the world were lifting COVID-19 restrictions. Survey rules have always allowed readers to reflect on their travel experiences over a three-year period. We hope that this year's honorees will inspire your own travels as you get back out into the world.

What attracts travelers to certain cities around the world? Is it new Michelin-starred restaurants? Generations-old cultural heritage? Proximity to geographic wonders of the world ? Unsurprisingly, when it comes to determining the best cities in the world, it's all of the above for our discerning Travel + Leisure readers.

Every year for our World's Best Awards survey, T+L asks readers to weigh in on travel experiences around the globe — to share their opinions on the top cities, islands, cruise ships, spas, airlines, and more. Readers rated cities on their sights and landmarks, culture, cuisine, friendliness, shopping, and overall value.

South Asia and Mexico had an impressive showing this year, with readers' top 10 including three Mexican cities (including the No. 1 spot!) and four South Asian cities (across Laos, India, Indonesia, and Thailand). Udaipur, on India's picturesque Lake Pichola, nabbed second place, up from last year, when it ranked No. 7. One reader described it as "enchanting," while another raved that it's "by far the most beautiful city in India." The other Indian city to make the list was Jaipur (No. 17), often referred to as the Pink City because of the remarkable pink buildings that line its streets.

Also in South Asia, Chiang Mai (No. 9) beat out Bangkok (No. 10) by just a hair, with readers specifically describing Chiang Mai as "more laid-back" and "less crowded" than Bangkok. Many of our readers were lured to Chiang Mai by the elephant sanctuary, but stayed for the "amazing people with a deep love for their way of life and cultures," as one respondent put it.

In Europe , we have nine World's Best Award–winning cities this year, from two Turkey hot spots — Istanbul (No. 3) and Bodrum (No. 16) — to the culinary capital of Spain, San Sebastián (No. 15), to Kraków, Poland, at No. 12.

And coming in ahead of cities like Cape Town (No. 20) and Antigua Guatemala (No. 24) is the lone American city on our list this year: Charleston, South Carolina. Love for the charming Lowcountry destination runs deep with our T+L readers. It's a nine-time winner for the best cities in the United States, and we had an unprecedented number of reader comments about this waterfront city known for its pastel façades and burgeoning arts scene. One reader says, "The charm of the city is its architecture," while another praises the "bevy of interesting and delicious restaurants that can satisfy all tastes."

Finally, we turn back to Mexico, which saw Mexico City and Oaxaca come in at No. 7 and No. 8, respectively. But it was San Miguel de Allende that once again took the No. 1 spot. Below, the reasons T+L readers voted for it, plus the full list of the best cities in the world for 2021.

1. San Miguel de Allende, Mexico

A marriage of neo-Gothic and Spanish-colonial architecture, the city — located 170 miles northwest of Mexico City — is a design lover's dream. "The mystery of what the houses look like behind the doors is intriguing," said one reader. Described as simply "magical" by more than one respondent, San Miguel de Allende also captivated readers with its history and growing culinary clout. Our respondents also gushed over the plentiful sights — "everywhere you look there are amazing sights and beauty and history" — and remarked on how walkable and easy-to-navigate the city is. From the rooftop restaurants to the central El Jardín and the Museo Histórico, San Miguel de Allende has mesmerized our readers, one of whom summarized: "San Miguel is an incredible city, very beautiful, historic, with friendly people, fantastic food and restaurants."

Amsterdam’s Latest Effort to Fight Excessive Tourism: No New Hotels

The city wants no more than 20 million hotel stays annually. The measure is one of multiple efforts to control the flow of visitors.

Amsterdam has been searching for any way to rein in the number of tourists that visit the city every year.

In March of last year, the city launched an ad campaign specifically targeted at British men between 18 and 35, urging them to “stay away.”

In July, the Dutch capital announced it would bar cruise ships from docking in the city center .

The city has also long tried to control the crowds in its red-light district, where rowdy groups of tourists often cause disruptions to local residents. It has added stricter rules about smoking marijuana . It has banned new tourist shops. And still, the people keep coming.

Now, the city — which is as well known for its canals and 17th century art as for its legal sex industry and easy access to marijuana — has taken one more step to further restrict the explosive growth of tourists: It is banning hotels from being built.

“Amsterdam is saying ‘no’ to new hotels,” the City Council said in a statement. “We want to make and keep the city livable for residents and visitors,” it added.

Amsterdam, which added that it was seeking to keep hotel stays by tourists to under 20 million per year, saw its highest number of visitors before the pandemic in 2019, when there were 25.2 million hotel stays, according to the city’s data.

Last year, that number was exceeded by tourists staying over in Amsterdam, not including stays in short-term rentals like Airbnbs and cruise ships. And the measure also does not take into account daily visitors who do not stay the night.

The ban on new hotels, while sending a clear message about the city’s aim to reduce the number of visitors, is also largely symbolic. The city’s policy on hotel construction was already strict, and there had been only three proposals since 2017 that met Amsterdam’s requirements, according to the city. New hotels that had been approved or were in development — 26 in total — would be allowed to proceed for now.

Under the new rules, a new hotel can only open if another one closes. It also isn’t allowed to add more rooms than were available, according to the city.

“The effect won’t be very big,” said Ko Koens, a professor of new urban tourism at Inholland University in Rotterdam, the Netherlands. He also said that in the long run, the capping of hotels could make them more expensive to stay at.

While this ban alone would not make a huge dent in the number of visitors to the city, Mr. Koens said, taken together with other initiatives it could make Amsterdam a less appealing place to visit. But, he said, “For now, visitors don’t seem to mind.”

In total, Amsterdam has nearly 42,000 hotel rooms that can accommodate more than 92,000 people, according to Statistics Netherlands, a governmental institution that compiles data about the country. (In total, the Netherlands has more than 150,000 hotel rooms.)

Amsterdam’s initiatives to rein in tourism have been largely focused on its crowded city center. But as long as Amsterdam’s airport, Schiphol, continues to be a major European hub, it won’t be easy to keep visitors away from the city.

“There are no simple solutions,” Mr. Koens said. “It’s super complex.”

Amsterdam also announced this week it would start cutting the number of river cruises allowed to dock in its waters. In 2023, that number was 2,125. In 2028, the city wants it to be halved, with no more than 1,150. The city predicts that effort could reduce the number of visitors that come into town by 271,000. This proposal, the city said, is to improve the quality of life for residents and to reduce emissions and crowds.

“The balance in the city needs to improve,” Hester van Buren, a deputy mayor who focuses on the city’s port, said in a statement.

Amsterdam isn’t the only major European destination that has been struggling to get a grip on the growing number of tourists. Venice announced it would charge day-tripping visitors 5 euros ($5.33) to enter the iconic streets of its city center on weekends and some holidays from April 25 through mid-July, its busiest season.

Amsterdam, currently in a busy touristic time because of its famous blooming tulips, has not announced a similar measure, but it is likely there will be more efforts and experiments designed to limit visitors — like the hotel ban.

“Without such a stop, Amsterdam’s center would become one big hotel,” Mr. Koens said. “You don’t want that either.”

But first, a word on sustainability. Alongside giving up meat, taking fewer flights is usually billed as the best way for individuals to cut their carbon footprint, and with the recent “flight shaming” trend, it can feel like we’re being collectively bullied to stay on the ground. All of which might lead one to assume that aviation accounts for a considerable chunk of global emissions. The actual figure, therefore, may be smaller than you’d imagine. In 2022 aviation, when the industry reached 80 per cent of pre-pandemic levels, it accounted for just 2 per cent of global carbon emissions. 

By 2030, one in four tourists will be Chinese

A few years ago, the China Outbound Tourism Research Institute (COTRI) predicted that overseas trips by the country’s residents would increase from 145m a year to more than 400m by 2030. In other words, it would account for around a quarter of international tourism. The pandemic put the brakes on such staggering growth, but expect things to start picking up again – fast.

Paris is number one – naturellement. But number two isn’t Bordeaux, Nice or Marseille. It’s Lourdes, a town of 13,000 residents that manages to attract 6m visitors every year thanks to the apparitions of a peasant girl called Bernadette. It has 279 hotels to choose from, according to Booking.com – only the French capital has more.

Only 0.07 per cent of the world’s population have been to Antarctica

Which is the most luxurious place on Earth?

What – or where – is the most luxurious place on earth? New York? Dubai? Abu Dhabi? Obviously, the answer depends on how you are defining “luxurious”. But if the key metric is “city with the greatest number of five-star hotels”, then the identity of the most gleaming metropolis may surprise you. It used to be London, but as of earlier this month, and the release of the 2023 edition of jet-set bible the Forbes Travel Guide , the place in focus is – again – Macau. Said chic dot on the map of the Far East now boasts 22 hotels in the uppermost bracket.

Inverness is more popular than Stratford-upon-Avon

With its Shakespeare connections, surely Stratford-upon-Avon welcomes more tourists than plucky little Inverness? Not so, according to VisitBritain. London is number one, by a mile (21.7m overnight visitors in 2019, the last “normal” year), followed by Edinburgh (2.2m), Manchester (1.6m) and Birmingham (1.1m). Stratford lags way down in 17th, with 271,000 arrivals, just below Inverness (which, we assume, is used by many as a launch pad for jaunts around the Highlands).

And Reading trumps Windsor

Both are in Berkshire, but only one can boast the largest inhabited castle on the planet, Britain’s branch of Legoland, and a picturesque riverside racecourse. Yet it is Reading that makes VisitBritain’s top 20 (237,000 visitors in 2019) at the expense of Windsor. 

The Maldives really needs your money

The value of tourism to the Maldivian economy is more than US$2bn – or 32.5 per cent of its GDP. Only one destination (hello again Macau) is more reliant on your money . Needless to say, the last few years have been a struggle. 

Tourists outnumber locals by 7,853 to 1 in the Vatican City

The Vatican City has just 764 permanent inhabitants, measures a titchy 0.2 square miles, and receives – according to some sources – 6m visitors a year. That’s 7,853 tourists per resident or 31.58m per square mile.

At the other end of the scale is Bangladesh. With a population of 169.8m but only 323,000 annual visitors, it welcomes just 0.002 tourists per resident per year, making it perhaps the least touristy country on Earth.

Thanks to a combination of empire, mass tourism and invasive Western culture, English really is the global language. According to David Crystal’s book English as a Global Language, at least half the population of 45 countries speak it. There are also just 13 countries where fewer than 10 per cent of the population speak English, including China, Colombia, Brazil and Russia. 

16 of the world’s 30 busiest airports are American

A combination of international travel slowdown and America’s ravenous appetite for flying meant that in 2022, 16 of the world’s 30 busiest airports (in terms of total passenger numbers) were on US soil. Number one, as it has been each year since 1998 (except for 2020, when it was temporarily unseated by Guangzhou Baiyun International Airport), was Hartsfield–Jackson Atlanta International Airport (93.7m passengers for 2022). 

Albania is already welcoming more tourists than in 2019

This as-told-to essay is based on a conversation with Kate Boardman , a 36-year-old former teacher and current content creator from Massachusetts who has lived and traveled all over the world. The following has been edited for length and clarity.

I first lived abroad when I was 15, when I participated in an exchange program in Germany. I lived there for a year, attending school and staying with a host family.

That was my first exposure to living overseas and truly immersing myself in other cultures. From there, the travel bug hit me hard. It inspired me to study international business in France while I was at university, and future trips after that.

I've been to 54 countries and lived in 10, including the US. The sense of freedom and self-growth that comes from traveling is unbeatable. I also love being able to see the world in a different way.

The most popular destinations are popular for a reason.

Everyone talks about Paris, London , Bali — all travel destinations that are super popular, in part thanks to social media.

I visited Bali in early 2012 and saw it expand firsthand. There was a lot of construction — with many beach clubs being built — and it became overcrowded by foreigners. It's led to locals being priced out of their homes.

I also think spots like Cancun are super overrated; there are way cooler places to visit in Mexico. Many tourists spend a week in an all-inclusive resort and think that's fun — but that couldn't be more unattractive to me.

Obviously, there's still beauty in places that are oversaturated and famous. But I think that there's an excitement that comes from experiencing places that are off the beaten track.

It's often in those places that you can have the most surprising experiences.

I was treated like family in Iran

I would say my favorite country that I have visited is Iran. I went in 2018 and was there for 10 days.

Normally, when I'm traveling, I backpack alone and stay in hostels as a solo traveler. However, in Iran, if you're American, Canadian, or from the UK, in order to get permission to enter the country, you need a set itinerary and a licensed travel guide.

It was a very coordinated trip and a bit more challenging to visit, but it was so rewarding because I was welcomed with the warmest hospitality.

One of the unique aspects of this trip was how close my guide and I became. He went above and beyond, inviting me over to his family's house for dinner, where I got to meet and hang out with his friends and family. It was truly special.

Because I had a guide, everything was kind of set for me in Iran. He arranged different accommodations, including a road trip through the country, where we stayed in various cities at different guesthouses.

It only cost me around $1,000.

The nature and landscape of Iran are absolutely beautiful and amazing. The sights, attractions, and history are mind-blowing. You've got these gorgeous mosaics everywhere. All of the architecture had my jaw dropping in awe while walking around.

The food is also delicious, and the markets are incredible, each filled with gorgeous textiles, jewelry, turquoise, and rugs.

I would totally visit there again. I hope the political situation changes because that would definitely be one of my group trip destinations. I think it's just incredible.

Georgia took me by surprise

Georgia is just one of those countries that's not on a lot of people's radar. And then they go there and they're like, 'Whoa, that's awesome. Why didn't I know about this before?'

I knew very little about Georgia before I visited in 2018. I spent only five days in the country, but I was completely blown away.

I stayed in Tbilisi, which is the capital city. It's a really beautiful, trendy, and artsy kind of city. It has amazing wine and incredible food.

Probably one of my favorite things about the trip is that I stayed in this hostel called Fabrika . It was an old Soviet Union sewing factory that they turned into a super cool, industrial, hipster hostel.

In Tbilisi, I also went on a pub crawl throughout the Old Town, which featured a bunch of underground cellars and bunkers that have been turned into trendy nightclubs and bars.

During my time in the country, I took a trip out to the countryside to an area called Kazbegi, which is absolutely stunning. There were gorgeous and breathtaking mountains, hills, and massive churches.

In the city, I also had a Turkish bath, which is a big thing in Georgia. I got a full scrub down.

Guatemala has something for everyone

When most people from the US think about going to Central America, they're focused on Mexico or Costa Rica. Guatemala seems to be a place that kind of gets overlooked.

But life is great in Guatemala.

You've got beautiful weather all year round, the jungle, rainforests, and the Caribbean's white sand beaches, while the Pacific side has its black sand beaches. It's got a little bit of everything.

I first lived in Guatemala in 2021, where I worked as a teacher at an international school. They provided housing in Guatemala City. However, after I finished working for them, I moved to a beach town on the Pacific coast and lived there for about six months.

I've traveled there on other occasions too, staying for periods of four or five months.

The typical salary for a Guatemalan is about $500 a month, with a good salary being $1,000. I would say that $2,000 a month is more than enough to live there extremely comfortably.

There are a lot of digital nomads moving there, especially to Antigua — an old colonial town with a lot of charm, cobblestone streets, and painted buildings.

There's just so much to do in Guatemala; it's so magical.

The biggest must do is hiking the active volcano called Acatenango . Sometimes, you can see it erupting right from its base camp. There's not many places in the world where you can experience that.

Another good place to visit is El Paredon, a super up-and-coming hippie surf town. The surfing is great, and you've got these black volcanic sand beaches. It's just a really laid-back place.

Lake Atitlan is also an incredible spot. It's surrounded by volcanoes and several Mayan villages, each with its own personality and vibe.

Oman's deserts are magical

Oman is in the Middle East, bordering the United Arab Emirates and Yemen. I've been there three times between 2016 and 2018.

The country is culturally rich, and the capital city, Muscat, is really beautiful. It has old traditional marketplaces and gorgeous architecture — the Sultan Qaboos Grand Mosque is definitely worth checking out.

The deserts there are incredible, so doing a desert trip is a must. I camped out in the desert with the locals, rode camels, and drove Jeeps over the sand dunes.

Having tea and watching the sunset in the desert was magical too.

Oman also has wadis, which are basically big canyons in the middle of the desert with swimming holes. There, you'll find bright turquoise water contrasting with the orange rock.

The country's islands are also beautiful and incredible for snorkeling. They look like you'd be in the Caribbean, but you're in the Middle East.

The Galapagos Islands are truly like nowhere else in the world

I visited Ecuador last year for about six weeks. I was leading a gap year program with a group of high school students. We split our time between the Galapagos Islands and the mainland, which consisted of cities and the Amazon.

Because Ecuador has incredibly unique biodiversity that doesn't exist anywhere else in the world, The Galapagos Islands are an absolute must. I've never seen such incredible wildlife in my life; so many species exist only on those islands.

While visiting The Galapagos, my group went snorkeling with 50 to 100 hammerhead and Blacktip sharks. We also swam with sea lions and saw giant tortoises.

Another amazing aspect of Ecuador is learning about the Inca culture. My group did a homestay and lived with a family for about 10 days and learned about their way of life.

We experienced how connected they are with Mother Earth, whom they refer to as Pachamama, and learned about their traditional medicine: They grow their own food and seek out plant medicine when they're sick, rather than relying on processed foods.

Learning about and sharing their way of life was truly special.

I want to show people how to travel the world

There are many beliefs people have about different countries and cultures, sometimes considering them too dangerous, expensive, or unattainable.

I want to inspire more people to explore, step out of their comfort zones, and experience more of the world. I am hosting group trips with the goal of bringing people to these countries and showing them why they are so life-changing.

International tourist figures still millions below pre-COVID levels as slow recovery continues

For two years, Marcela Ribeiro worked three jobs to save for her dream holiday to Australia.

Like millions of people across the globe, the 35-year-old from Brazil had long wanted to explore the country's world-famous destinations, specifically the Great Barrier Reef, World Heritage-listed rainforest and sandy beaches. 

"I worked really, really hard, many jobs, to get here," Ms Ribeiro said.  

"The flights were very expensive, so I have to watch everything I spend. I can't afford to eat out in the restaurants every day." 

It's been a similar story for William Grbava from Canada and Amelia Mondido from the Philippines, who last week arrived in Australia for a holiday. 

"It's expensive here, much more than we were expecting. We have only been able to factor in a short stop in Sydney," Mr Grbava said. 

"We just had a beer and a pizza in Circular Quay for $50.

 "What I really wanted to do was drive up the coast to Brisbane, through Byron Bay and those beautiful towns. That's what I did when I was younger. But with the cost of fuel and car rental, it wasn't possible." 

Industry yet to recover to pre-COVID levels 

It's been more than four years since Australia's borders suddenly closed to the rest of the world and became one of the most isolated destinations on the globe. 

COVID-19 wreaked havoc across the country's economy, but nowhere was the pain as instant or more devastating as in the tourism industry. 

In 2019, 8.7 million tourists visited Australia from overseas in an industry that was worth $166 billion. 

New figures from Tourism Research Australia show there were only 6.6 million international visitors last year, a deficit of more than 2 million compared to 2019 levels.  

Victoria experienced the largest loss in international visits at 33 per cent, followed by Queensland at 24 per cent and New South Wales at 22 per cent. 

Nationally, Chinese visitor numbers — which made up the bulk of visitors to Australia pre-pandemic — slumped to 507,000 last year, down from 1.3 million in 2019. 

Figures for the month of February show more than 850,000 people visited Australia, an increase of 257,000 for the same time in 2023, but 7.5 per cent less than pre-COVID levels. 

Gui Lohmann from Griffith University's Institute for Tourism said there were a number of reasons for the slow return of international visitors. 

"The airfares are significantly high and we are under an inflationary situation with labour and food costs," Professor Lohmann said. 

"It could be challenging for Australia to reach above 8 million international visitors in the scenario we are in at the moment." 

Professor Lohmann said cost-of-living pressures were also at play in the return of international tourists, as was a "reset" in European thinking.  

"Many Europeans believe a long-haul trip is quite damaging to the environment and they're also flying less generally," he said. 

"Their domestic airline routes no longer exist [and] have been replaced by train trips." 

He said China's ongoing economic problems, the war in Ukraine and United States' election were also having an impact.  

"It's a much more complicated world we are facing after the pandemic," he said. 

A long road to recovery 

Oxford Economics has forecast it could take until 2025-26 before Australian tourism returned to pre-pandemic levels. 

Tourism Australia, a government agency that promotes holidays, said the strongest markets since borders reopened had been New Zealand, the United States and the United Kingdom. 

"We always knew that the recovery of international travel to Australia would take time, and we have continued to see the steady return of international visitors to our shores," a spokeswoman said. 

Maneka Jayasinghe, a tourism expert at Charles Darwin University, said affordability was a key factor in attracting visitors Down Under.  

She said the state and federal governments should consider subsidising travel to Australia. 

"Measures to reduce costs, such as discounted hotel prices, tourism package deals and food vouchers could be of importance to encourage visitors to Australia," Dr Jayasinghe said. 

"Tourism operators were badly hit during COVID so may not be in a financially viable position to provide further perks to visitors, especially the small-scale operators in smaller states and territories and those operating in remote areas." 

She said re-establishing links with traditional tourism markets, including Japan, was also a potential solution. 

"Countries with a rapidly growing middle class, such as India, could have high potential to grow. Some of the south-east Asian countries, such as Vietnam and Indonesia, could also be attractive due to their proximity to Australia." 

Dutch tourists Tim Erentsen and Laleh Maleki estimated it would cost them around $16,000 for their three-week holiday in Australia, where they are visiting Sydney, the Whitsundays and Cairns. 

"It has been expensive, especially the flights," Mr Erentsen said. 

Ms Maleki said the couple had travelled extensively throughout Europe and the US and the cost of hotels and food in Australia was comparable. 

"We thought if we were coming all this way and spending the money to get here, we should stay a bit longer, which is adding to the cost," Ms Maleki said. 

But despite that extra cost, she said the trip had been worth it. 

"We love the nature, it feels very safe here. The food is so good and the people are very friendly."

At the same time, the Ivory Coast in West Africa will lose outdoor days due to scorching hot temperatures. “There is a clear disparity between the Global North and the Global South,” Yeonwoo Choi, a postdoctoral researcher at MIT and member of the research team, told Bloomberg. Popular tropical locales like the Dominican Republic will suffer the greatest decline in temperate, year-round weather, with 124 fewer outdoor days per year, while Mexico, India, Thailand, and Egypt will lose between 55 and 86 outdoor days annually.  

Similarly, the United Arab Emirates is predicted to lose 85 outdoor days, and Mediterranean hotspots like Greece are in the same boat. Due to blistering heatwaves between May and September, coupled with increased droughts and wildfires, the study estimates that Greece will lose more than 30 outdoor days by the year 2100.
