Lena, our guide in Moscow was excellent. She was very knowledgable and could answer any question we had for her. We liked that she could pick up on our interests and take us places we might not have thought of to go. When we realized that one of the places we had chosen to see would probably not be that interesting to us, she was able to arrange entry to the Diamond Fund and the Armoury for us. Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. Meanwhile, I will refer you to other potential visitors to Russia as I meet them.

FACT SHEET: Biden- ⁠ Harris Administration Announces Rules to Deliver Automatic Refunds and Protect Consumers from Surprise Junk Fees in Air   Travel

Newly finalized rules will mandate automatic, cash refunds for cancelled or significantly delayed flights and save consumers over half a billion dollars every year in airline fees

WASHINGTON – Building on a historic record of expanding consumer protections and standing up for airline passengers, the Biden-Harris Administration announced final rules that require airlines to provide automatic cash refunds to passengers when owed and protect consumers from costly surprise airline fees. These rules will significantly expand consumer protections in air travel, provide passengers an easier pathway to refunds when owed, and save consumers over half a billion dollars every year in hidden and surprise junk fees.   The rules are part of the Biden-Harris Administration’s work to lower costs for consumers and take on corporate rip-offs. President Biden signed an Executive Order on Promoting Competition in 2021 that encouraged DOT to take steps to promote fairer, more transparent, and competitive markets.   Requiring Automatic Cash Airline Refunds

The first rule requires airlines to promptly provide passengers with automatic cash refunds when owed because their flights are cancelled or significantly changed, their checked bags are significantly delayed, or the ancillary services, like Wi-Fi, they purchased are not provided.   Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how to make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. Passengers would also receive a travel credit or voucher by default from many airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.   DOT’s rule makes it simple and straightforward for passengers to receive the money they are owed. The final rule requires refunds to be:

• Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.
• Prompt: Airlines and ticket agents must promptly issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.
• Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.
• Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees.

Protecting Against Surprise Airline Junk Fees

Secondly, DOT is requiring airlines and ticket agents to tell consumers upfront what fees they charge for checked bags, a carry-on bag, for changing a reservation, or cancelling a reservation. This ensures that consumers can avoid surprise fees when they purchase tickets from airlines or ticket agents, including both brick-and-mortar travel agencies or online travel agencies. The rule will help consumers avoid unneeded or unexpected charges that can increase quickly and add significant cost to what may, at first, look like a cheap ticket. Extra fees, like checked baggage and change fees, have been a growing source of revenue for airlines, while also becoming more complex and confusing for passengers over time. In total, thanks to the final rule, consumers are expected to save over half a billion dollars every year that they are currently overpaying in airline fees. DOT’s rule ensures that consumers have the information they need to better understand the true costs of air travel. Under the final rule, airlines are required to:

• Disclose baggage, change, and cancellation fees upfront : Each fee must be disclosed the first time that fare and schedule information is provided on the airline’s online platform — and cannot be displayed through a hyperlink.
• Explain fee policies before ticket purchase: For each type of baggage, airlines and ticket agents must spell out the weight and dimension limitations that they impose. They must also describe any prohibitions or restrictions on changing or cancelling a flight, along with policies related to differences in fare when switching to a more or less expensive flight.  
• Share fee information with third parties : An airline must provide useable, current, and accurate information regarding its baggage, change, and cancellation fees and policies to any company that is required to disclose them to consumers and receives fare, schedule, and availability information from that airline.
• Inform consumers that seats are guaranteed: When offering an advance seat assignment for a fee, airlines and ticket agents must let consumers know that purchasing a seat is not necessary to travel, so consumers can avoid paying unwanted seat selection fees.
• Provide both standard and passenger-specific fee information:  Consumers can choose to view passenger-specific fee information based on their participation in the airline’s rewards program, their military status, or the credit card that they use — or they can decide to stay anonymous and get the standard fee information.
• End discount bait-and-switch tactics: The final rule puts an end to the bait-and-switch tactics some airlines use to disguise the true cost of discounted flights. It prohibits airlines from advertising a promotional discount off a low base fare that does not include all mandatory carrier-imposed fees.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration Both of these actions were suggested for consideration by the DOT in the Executive Order on Promoting Competition and build on historic steps the Biden-Harris Administration has already taken to expand consumer protections, promote competition, and protect air travelers. Under the Biden-Harris Administration, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

• DOT launched the flightrights.gov dashboard, and now all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov.
• Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.
• DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.
• DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.
• In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel
• DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs

In addition to finalizing the rules to require automatic refunds and protect consumers from surprise fees, DOT is also pursuing rulemakings that would:

• Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, as the Department is working on its family seating junk fee ban proposal.
• Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.
• Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

This foreign agency in the Central Valley serves 1.5 million residents. See who heads it

The Consulate of México in Fresno – the foreign gubernatorial entity that serves 1.5 million Mexican nationals residing in the Central Valley with services such documentation, protection and legal affairs – has a new leader.

Minister Nuria P. Zuñiga Alaniz, who served as deputy consul for the last three years in Fresno, assumed functions as head consul on April 2.

The consulate , which has been in the valley for more than 90 years, provides different services to Mexican nationals.

The consulate is best known for the documentation service which has the most demand – passports, matrícula consular (consular registration), credencial de elector (voter identification), birth certificates, registro civil (civil registry), dual nationality, power of attorneys, among other documentations.

“Which are services that people require more every day,” she said.

As part of the services provided, parents can request dual citizenship for children born in the United States or adults can request dual nationality if their parents were born in México.

Zuñiga Alaniz said while there are more than 40 services the consulate offers in Fresno under one roof; in México those services are carried out in 25 different government agencies.

“The attention we provide to our community has increased as time has progressed,” she said.

A familiar face

Having served the consulate’s community in the Valley the past few years has allowed Zuñiga Alaniz to know firsthand the stories of many of Mexican nationals as well as the challenges they face and their needs.

“The advantage of having been deputy consul is that it already gives me a much more complete and much more documented panorama of the needs and challenges that our community faces, particularly here,” said Zuñiga Alaniz, a career diplomat who has been a member of the Mexican Foreign Service since 2010.

“And that allows me to do a much more complete analysis than other consuls have not had because maybe arriving at a new place is starting from the beginning.”

Zuñiga Alaniz replaces former head consul Adriana González Carrillo, who returned to México after four years in Fresno. González Carrillo’s last day was Feb. 29.

With the advantage of already knowing the community, Zuñiga Alaniz said now she “can get to a point where we can take more actions and focus.”

With more than 60% of the population in the area being of Mexican origin or born in México, Zuñiga Alaniz said the presence of the consulate in the Valley is extremely important.

The consulate covers eight counties in the area including Mariposa, Merced, Madera, Inyo, Fresno, Tulare, Kings and Kern.

Other services and initiatives

The consulate offers other services such as service window for indigenous peoples and there are plans to open a service or civic education window to promote not only a stronger civic education in the community but the importance of voting.

“Why is it important that we participate in the elections in Mexico now that we can,” Zuñiga Alaniz said. “So those are some of the projects that have been opened in recent years.”

The consulate has partnered with the organization Binational of Central California for a mental health program.

“All these new programs serve very specific needs that we have detected in the community,” Zuñiga Alaniz said. “Obviously the issue of mental health, we all know that COVID left many consequences or revealed many problems that we had.”

Zuñiga Alaniz said the topic of mental health is something that remains a bit taboo in the community, that is why it was extremely important for the consulate to offer those services and create awareness and break that taboo.

Another service is protection and legal affairs area. There is also community affairs, which seeks links with the entire diaspora and does so through three programs: education, financial education and health.

“All this is focused on empowering our community, so that they can open doors, have greater opportunities, better life opportunities, but also in some way that they adapt to the norms and ways of life established in this case the Central Valley,” Zuñiga Alaniz said.

“This is one of the consulate’s objectives to provide this care, to support our community to grow and make a more integrated and stronger community,” she said.

Zuñiga Alaniz said it is a “very big challenge” to provide service to more than 1.5 million people in a very rural environment where access to information or services is sometimes difficult.

“Obviously, part of what I want to do or part of the issues we want to improve as a consulate is, well, attention to service, quality of service, but also being able to build and continue weaving this great network of allies that already we have but increase it for the benefit of the community,” she said.

The consulate recently expanded business hours from 7 a.m. to 1 p.m.

Before Fresno, Zuñiga Alaniz was at the Consulate General of México in Houston, at the Embassy of México in Bolivia, and Sub-Saharan Africa at the Secretary of Foreign Affairs.

Zuñiga Alaniz has a bachelor’s degree in political science and administration from Universidad Complutense de Madrid (Spain); an MBA in Political Science from El Colegio de México (México); holds postgraduate diplomas on Mexican Culture, IMR, and on U.S. Political Institutions and Bilateral Relations México-U.S., Center for U.S.-Mexican Studies, University of California San Diego.

Travel nurse costs help push Vitalité nearly $98M over budget

Discussions underway to have province foot the bill for private agency nurse contracts, says ceo.

Vitalité Health Network says it's nearly $98 million over budget for the first 11 months of the 2023–2024 fiscal year, mainly because of expenses related to travel nurses.

Hiring the 190 full-time equivalent private agency staff accounted for $94.2 million of the cost overrun between April 1, 2023 and Feb. 29, 2024, according to vice-chair Réjean Després.

That's about 12 per cent of Vitalité's budget.

"These costs do not have to do with luxury expenses," said Després, who presented the figures as part of Vitalité's quarterly report at the board's public meeting in Campbellton Tuesday.

The travel nurses were needed to maintain patient services while supporting health professionals during the COVID-19 pandemic, he said.

Seeks to have province foot bill

Dr. France Desrosiers, president and CEO of Vitalité, said discussions are underway to have the province foot the bill.

"According to the latest news, the money must come from the Department of Health," she told reporters in French, following Tuesday's meeting.

The department did not respond to a request for comment about this.

But a Vitalité spokesperson told CBC News Wednesday the department "has been funding these costs overrun since fiscal year 2022-23."

The contracts Vitalité had between July 2022 and March 2023 were with four agencies — Canadian Health Labs, People2.0 Workforce Services Canada, Goodwill Staffing & Recruitment and Agence SPI.

The cost of those contracts totalled more than $19 million, according to figures provided by the regional health authority.

Horizon did not respond to a request for information about its travel nursing cost overruns or any discussions with the department to absorb those costs.

Audit underway

Nursing unions and opposition parties have criticized  the use of travel nurses in New Brunswick, which is costing taxpayers millions of dollars. A Globe and Mail investigation found agencies such as Toronto-based Canadian Health Labs have charged rates of more than $300 an hour — roughly six times what a local staff nurse earns.

Deputy health minister Eric Beaulieu told a legislative committee in February that the government was aware of Vitalité's first contract, which was worth up to $20 million.  It was informed of the other two after the fact , late in the 2022-23 fiscal year, he said.

Last month,  Auditor General Paul Martin announced he has launched an investigati on of travel nurse contracts with Vitalité and Horizon health networks and the departments of health and social development.

'Still using them as if it was Day 1'

Paula Doucet, president of the New Brunswick Nurses Union, doesn't believe the province should pay for any cost overruns because of travel nurses.

While the need might have been urgent at the peak of the pandemic, "here we are two years after the fact that they're still using them as if it was Day 1," she said.

Doucet blames a lack of planning and many years of not listening to the union warning about a nursing shortage on the horizon.

"And now find ourselves using taxpayer dollars over the last two years to use private for-profit companies to supply registered nurses and licensed practical nurses to keep our health-care system afloat."

Reduction in need expected by September

Vitalité plans to phase out the use of travel nurses by the winter of 2026, when the last and largest of its current contracts, with Canadian Health Labs at a cap of $93 million, expires.

It has six private agency contracts for 2023-24, with the same agencies as 2022-23, according to the spokesperson.

"The number of nurses to be provided varies by contract and is based on our needs to maintain hospital services. The cost is based on the number of travel nurse personnel provided."

Some of the strategies Vitalité has implemented should start producing results by this September, Desrosiers told CBC News. These include changes around models of care — introducing new types of professions to teams so fewer nurses are required, and recruitment and retention initiatives.

Health Minister Bruce Fitch said his department is working with Vitalité to try to find ways to alleviate its need for travel nurses and to increase recruitment.

"There's a number of missions that have occurred over the last little while to find people to replace those travel nurses," particularly in places where French is more prevalent, such as France, Morocco, Belgium, he said.

While Horizon expects to stop using travel nurses "in the very not too distant future," according to Fitch, it can be more challenging for Vitalité because there are fewer francophone nurses available, he said.

Vitalité also has vacancies in northern communities, which "are a little bit harder to recruit," he said.

"We're working together. We're trying to figure out a way forward. There's still some work to do, but we're moving forward on that."

The union president contends if Vitalité is at a disadvantage in recruiting because of language, it should invest in helping local anglophone nurses become bilingual.

When Doucet started her career many years ago at Chaleur Regional Hospital, French language training was offered in the hospital, she said. "It worked," but "they did away with that."

Vitalité does offer "over the phone" French language training, but it's "not the same," she said.

Minister looks forward to first-quarter results

It would be  "impossible to do without [travel nurses] completely right now ," Desrosiers said in a recent statement, "given the immediate needs that are still as great as they were in 2022," when Vitalité started to use them.

The staffing situation was "critical" because of the departures and early retirements during the COVID-19 pandemic — "to the point where we were facing imminent emergency department and even facility closures," she has said.

"This temporary but necessary measure allowed us to save lives, relieve our staff by reducing team exhaustion and turnover."

The province has allocated an extra $70 million for the regional health authorities in the 2024-25 budget to "help stabilize and ease pressures."

Fitch said he's "looking forward to first-quarter, second-quarter results, just to see if there's any way we can come in on budget without negatively affecting the clinical aspect of it."

Vitalité's remaining $3.6 million operating deficit for the first 11 months of 2023-24 is mainly due to expenses related to small equipment and professional services in laboratory, pharmacy and infrastructure, Després told the board meeting.

"These were unplanned but urgent spending," he said. No other details were provided.

U.S. Border Patrol Agents and Jefferson County Sheriff’s Deputies Seized More Than $300,000 in Smuggled Tobacco Products

THERESA, N.Y.  – U.S. Border Patrol agents assigned to the Wellesley Island Station Anti-Smuggling Unit assisted the Jefferson County Sheriff’s Office on a traffic stop that resulted in the seizure of more than one million smuggled cigarettes .

On April 14, Border Patrol agents responded to a traffic stop initiated by sheriff’s deputies on State Route 411. Through investigative steps, Border Patrol agents and sheriff’s deputies discovered more than fifty cardboard boxes that contained 1,025,000 non-compliant-loose cigarettes. Further investigation by U.S. Customs and Border Protection, Office of Field Operations, revealed that the loose cigarettes were not manufactured in the United States and were determined to have a MSRP of more than $336,000.

“Discovering and removing illicit and unregulated tobacco products is one of the many enforcement actions we take to safeguard our nation and the community,” said Patrol Agent in Charge Andrew Regan. “The partnership the Border Patrol has with the Jefferson County Sheriff’s Office is crucial in the prevention of criminal organizations from profiting and exploiting the trafficking of potentially hazardous tobacco products.”                                                                                   

The cigarettes and vehicle were seized for destruction/forfeiture by the U. S. Border Patrol. The trafficking of smuggled tobacco products in New York state remains illegal under state and federal law.
