U.S. tourist faces 12 years in prison after taking ammunition to Turks and Caicos

An Oklahoma man faces up to 12 years in prison on a Caribbean island after customs officials found ammunition in his luggage.

Ryan Watson traveled to Turks and Caicos with his wife, Valerie, to celebrate his 40th birthday on April 7. They went with two friends who had also turned 40.

The vacation came to an abrupt end when airport staff members found a zip-close bag containing bullets in the couple's carry-on luggage. Watson said it was hunting ammunition he had accidentally brought with him — but under a strict law in Turks and Caicos, a court may still impose a mandatory 12-year sentence.

"They were hunting ammunition rounds that I use for whitetail deer," Watson told NBC Boston in an interview conducted last week that aired after their first court appearance Tuesday.

"I recognized them, and I thought, 'Oh, man, what a bonehead mistake that I had no idea that those were in there,'" he said.

The couple were arrested and charged with possession of ammunition. Authorities seized their passports and explained the penalties they faced.

Valerie Watson said in the interview: "When I heard that, I immediately was terrified, because I was like we can't both be in prison for 12 years. We have kids at home, and this is such an innocent mistake."

The charges against her were dropped, and she returned home to Oklahoma City on Tuesday after the court hearing to be reunited with her two young children.

"Our goal is to get Ryan home, because we can’t be a family without Dad," she said.

The couple also spoke about the financial burden of a much longer-than-planned trip. "This is something that we may never recover from," Ryan Watson said.

The U.S. Embassy in the Bahamas issued a warning to travelers in September about a law that strongly prohibits possession of firearms or ammunition in Turks and Caicos, an overseas British territory southeast of the Bahamas that is a popular vacation spot.

It said: "We wish to remind all travelers that declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into TCI [Turks and Caicos Islands] and will result in your arrest."

The embassy added: "If you bring a firearm or ammunition into TCI, we will not be able to secure your release from custody."

The embassy and the government in Turks and Caicos did not immediately respond to requests for comment.

The same thing happened to another American, Bryan Hagerich, of Pennsylvania, who was arrested after ammunition was found in his luggage before he tried to board a flight out of Turks and Caicos in February. He said he accidentally left it in his bag.

Hagerich was on a family vacation with his wife and two young children but has now been in the country for 70 days. He spent eight days in prison before he posted bail.

"It’s incredibly scary. You know, you just don’t know what the next day may bring — you know, what path this may take," Hagerich told NBC Boston.

"You know, it’s certainly a lot different than packing your bags and going away with your family for a few days. It’s been the worst 70 days of my life," he said.

Hagerich, once a professional baseball player, was drafted by the Florida Marlins in the MLB 2007 June amateur draft from the University of Delaware.

His case goes to trial May 3.

Three Americans detained in Turks and Caicos Islands for possession of ammunition are facing a possible 12-year prison sentence after they were arrested for what they say were innocent mistakes.

The situation is a good reminder to be aware of local laws anytime you’re leaving the United States.

If you’re planning a trip abroad, your first stop should be the U.S. State Department website , where you can get important safety and security information about your destination.

“Oftentimes people do a bit more digging to unknown destinations that they've never been to or destinations that might have an increased caution warning on the State Department website,” says Katy Nastro, a travel expert at flight-finding site Going. “We tend to not think about doing those same sort of steps before we travel to leisure destinations like a Caribbean island, or anywhere that we might have been to before.”

But it’s a good idea to check the State Department website before each trip so you can make informed decisions.  The State Department issues travel advisory levels for each country of the world based on conditions, from the minimum Level 1 to a Level 4, which is a do not travel advisory.

“It also advises against different regulations or things that have popped up recently,” says Nastro. “If you go on the State Department website right now and look under Turks and Caicos, there is an advisory to check your bags for things like ammunition that you cannot travel to and have on you when you're traveling to Turks and Caicos.”

Nastro says it’s also a good idea to familiarize yourself with local laws to avoid any run-ins with local authorities.

“One perfect example of sort of being aware of local laws and regulations is chewing gum in Singapore. This is something that has been talked about in the past, because a lot of times tourists would come to the country and not be aware that, you know, spitting chewing gum and chewing gum in and of itself is banned,” she says. “Also being aware of what you're saying. In some countries, you're not allowed to speak ill of the government or, you know, have slanderous language specific type of words. Again, being aware, top line, of some of the differences in local laws and regulations before you travel to a country can really equip yourself to be a better and smarter traveler.”

The State Department website also provides information on local customs and norms. In some countries, tight-fitting clothing and sleeveless shirts and shorts are not acceptable.

“A lot of information can be found through various Facebook groups,” says Nastro. “Going has an incredible travel community that you can join where people actually swap tips and insights into what a specific destination is like after just having traveled there… as well as following local news outlets to get a better sense of what's happening on the ground.”

The family of an Oklahoma man is seeking funds to bring him back to the state after he was detained in the Turks and Caicos Islands when airport security found four bullets in his luggage.

According to the family's GoFundMe fundraiser description , Ryan Watson and his wife, Valerie Watson, were in the island on vacation with multiple couples.

The Watsons were detained when airport security found four bullets unknowingly left in a duffel bag from a deer hunting trip.

According to the GoFundMe, these rounds of ammunition weren't noticed by airport security in the U.S.

Valerie Watson was released on Tuesday, according to the GoFundMe. Ryan Watson made bail on Wednesday and his next court appearance is June 7.

The minimum custodial sentence for having firearms, ammunition and other weapons in the Turks and Caicos Islands is 12 years, according to the U.S. Embassy in the Bahamas .

"Isolated from their family, friends, and children, they face mounting legal fees, living expenses, and the overwhelming stress of their situation," the GoFundMe reads. "The emotional and financial toll is immense, and they are at risk of losing everything."

Ryan Watson, the American tourist who is facing a possible 12-year prison term in Turks and Caicos after ammo was allegedly found in his luggage by airport security, is out on bail.

Watson, 40, secured a $15,000 bond on Wednesday after spending two nights in jail. The Oklahoma father of two must stay on the island and has to check in every Tuesday and Thursday at the Grace Bay Police Station while his case moves forward. Watson's wife, Valerie Watson, is not facing any charges and was able to return home to Oklahoma on Tuesday.

His next court date is scheduled for June 7.

Watson's bond comes as Tyler Wenrich, a 31-year-old from Virginia, was charged with the same count of possession of ammunition earlier this week, Royal Turks and Caicos Islands Police announced Thursday. According to police, Wenrich was allegedly found with ammo when he went through a security checkpoint after arriving on the island of Grand Turk from a cruise ship on Tuesday.

Bryan Hagerich, yet another American who was also arrested for allegedly having ammo in his luggage back in February, goes before a judge May 3, with sentencing likely to happen shortly after. Ryan Watson is hoping his case can be expedited based on the outcome of Hagerich's case.   

A GoFundMe page set up for the Watson family had, as of Thursday evening, raised more than $175,000. 

"I'm completely humbled and feel so incredibly blessed that people have been responding in such a powerful way," Ryan Watson told CBS News. "I am still very prayerful that the State Department can help us find a solution to get back home."

Valerie Watson previously told CBS News the ammo was brought to the island by mistake.

"Packing ammunition was not at all our intent," she said.

Following a CBS News report on Ryan Watson, the State Department on Wednesday sent a tweet warning American tourists traveling to Turks and Caicos to check their luggage for stray ammunition and firearms.  

Turks and Caicos authorities "strictly enforce all firearms-and-ammunition-related laws," the State Department wrote. "Declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into the Turks and Caicos Islands and will result in your arrest."

Possessing a gun or ammunition is prohibited in Turks and Caicos. In February, a court order mandated that even tourists in the process of leaving the country, who had previously been able to just pay a fine, are subject to prison time.

At least one gun rights group is urging its members not to travel to Turks and Caicos because of the recent arrests. 

"To all U.S. gun owners, Do Not Travel to the Turks and Caicos Islands, a British Overseas Territory located southeast of the Bahamas, and if you have already made plans, reconsider your destination," the Second Amendment Association wrote.

Could Trump Go to Prison? If He Does, the Secret Service Goes, Too

Officials have had preliminary discussions about how to protect the former president in the unlikely event that he is jailed for contempt during the trial.

The U.S. Secret Service is in the business of protecting the president, whether he’s inside the Oval Office or visiting a foreign war zone.

But protecting a former president in prison? The prospect is unprecedented. That would be the challenge if Donald J. Trump — whom the agency is required by law to protect around the clock — is convicted at his criminal trial in Manhattan and sentenced to serve time.

Even before the trial’s opening statements, the Secret Service was in some measure planning for the extraordinary possibility of a former president behind bars. Prosecutors had asked the judge in the case to remind Mr. Trump that attacks on witnesses and jurors could land him in jail even before a verdict is rendered.

(The judge, who held a hearing Tuesday morning to determine whether Mr. Trump should be held in contempt for violating a gag order, is far more likely to issue a warning or impose a fine before taking the extreme step of jailing the 77-year-old former president. It was not immediately clear when he would issue his ruling.)

Last week, as a result of the prosecution’s request, officials with federal, state and city agencies had an impromptu meeting about how to handle the situation, according to two people with knowledge of the matter.

That behind-the-scenes conversation — involving officials from the Secret Service and other relevant law enforcement agencies — focused only on how to move and protect Mr. Trump if the judge were to order him briefly jailed for contempt in a courthouse holding cell, the people said.

The far more substantial challenge — how to safely incarcerate a former president if the jury convicts him and the judge sentences him to prison rather than home confinement or probation — has yet to be addressed directly, according to some of a dozen current and former city, state and federal officials interviewed for this article.

That’s at least in part because if Mr. Trump is ultimately convicted, a drawn-out and hard-fought series of appeals, possibly all the way up to the U.S. Supreme Court, is almost a certainty. That would most likely delay any sentence for months if not longer, said several of the people, who noted that a prison sentence was unlikely.

But the daunting challenge remains. And not just for Secret Service and prison officials, who would face the logistical nightmare of safely incarcerating Mr. Trump, who is also the presumptive Republican nominee for President.

“Obviously, it’s uncharted territory,” said Martin F. Horn, who has worked at the highest levels of New York’s and Pennsylvania’s state prison agencies and served as commissioner of New York City’s correction and probation departments. “Certainly no state prison system has had to deal with this before, and no federal prison has had to either.”

Steven Cheung, the communications director for Mr. Trump’s campaign, said the case against the former president was “so spurious and so weak” that other prosecutors had refused to bring it, and called it “an unprecedented partisan witch hunt.”

“That the Democrat fever dream of incarcerating the nominee of the Republican Party has reached this level exposes their Stalinist roots and displays their utter contempt for American democracy,” he said.

Protecting Mr. Trump in a prison environment would involve keeping him separate from other inmates, as well as screening his food and other personal items, officials said. If he were to be imprisoned, a detail of agents would work 24 hours a day, seven days a week, rotating in and out of the facility, several officials said. While firearms are obviously strictly prohibited in prisons, the agents would nonetheless be armed.

Former corrections officials said there were several New York state prisons and city jails that have been closed or partly closed, leaving wings or large sections of their facilities empty and available. One of those buildings could serve to incarcerate the former president and accommodate his Secret Service protective detail

Anthony Guglielmi, the spokesman for the Secret Service in Washington, declined in a statement to discuss specific “protective operations.” But he said that federal law requires Secret Service agents to protect former presidents, adding that they use state-of-the-art technology, intelligence and tactics to do so.

Thomas J. Mailey, a spokesman for New York State’s prison agency, said his department couldn’t speculate about how it would treat someone who has not yet been sentenced, but that it has a system “to assess and provide for individuals’ medical, mental health and security needs.” Frank Dwyer, a spokesman for the New York City jails agency, said only that “the department would find appropriate housing” for the former president.

The trial in Manhattan, one of four criminal cases pending against Mr. Trump and possibly the only one that will go to a jury before the election, centers on accusations he falsified records to cover up a sex scandal involving a porn star. The former president is charged with 34 counts of felony falsifying business records. If convicted, the judge in the case, Juan M. Merchan, could sentence him to punishments ranging from probation to four years in state prison, though for a first-time offender of Mr. Trump’s age, such a term would be extreme.

If Mr. Trump is convicted, but elected president again, he could not pardon himself because the prosecution was brought by New York State.

Under normal circumstances, any sentence of one year or less, colloquially known as “city time,” would generally be served on New York City’s notorious Rikers Island, home to the Department of Correction’s seven jails. (That’s where Mr. Trump’s former chief financial officer, Allen H. Weisselberg, 76, is currently serving his second five-month sentence for crimes related to his work for his former boss.)

Any sentence of more than a year, known as state time, would generally be served in one of the 44 prisons run by New York State’s Department of Corrections and Community Supervision.

The former president could also be sentenced to a term of probation, raising the bizarre possibility of the former commander in chief reporting regularly to a civil servant at the city’s Probation Department.

He would have to follow the probation officer’s instructions and answer questions about his work and personal life until the term of probation ended. He would also be barred from associating with disreputable people, and if he committed any additional crimes, he could be jailed immediately.

An Oklahoma man traveling with his wife in the Caribbean territory of Turks and Caicos faces 12 years in prison after four rounds of ammunition were found in his luggage.

Ryan and Valerie Watson arrived in Turks and Caicos earlier this month to celebrate his 40th birthday with several other couples, their families said in a GoFundMe. NBC Boston reported that the Watsons arrived on April 7.

But the pair, who have two young children, were arrested in the self-governed British territory after airport security found the four bullets in their carry-on duffel bag.

Their families' GoFundMe said the ammo had been left in the bag unintentionally, and was from a prior deer hunting trip.

"They were hunting ammunition rounds that I use for white-tailed deer, and I recognized them, and I thought: 'Oh, what a mistake.' I had no idea that they were in there," Ryan Watson told NBC News.

Valerie Watson was released from the charges on Tuesday and flew back to Oklahoma to reunite with her children.

But her husband remains in Turks and Caicos, and was granted $15,000 bail the day after by the local supreme court, according to a police statement.

He now faces 12 years in prison, which is the minimum custodial sentence for bringing firearms or ammunition into Turks and Caicos.

Ryan Watson must stay on the islands and report twice a week to a local police station while waiting for his hearing, which is set for June 7.

Meanwhile, his family is trying to raise $300,000 for his legal fees and housing in the Caribbean.

The Watsons did not immediately respond to a request for comment sent outside regular business hours by Business Insider through their GoFundMe.

Eight US tourists prosecuted since February

It is illegal to bring firearms or ammunition into Turks and Caicos, and penalties apply regardless of the offender's status or country of origin, according to the local attorney general's chambers.

Several tourists caught under this law were previously let off with just a fine, while at least one was given a prison sentence under the minimum limit.

But in February, a court of appeal ordered that all offenders be given at least the minimum sentence of 12 years in prison.

At least eight tourists from the US have since been prosecuted under this rule, per the attorney general's chambers.

Another American tourist, 31-year-old Tyler Wenrich , was charged on Tuesday with possessing ammunition after he arrived in Turks and Caicos on a cruise ship, according to local police.

"While going through a security checkpoint, it was discovered Mr Wenrich allegedly had ammunition in his possession," a police statement said.

Amid the recent spate of tourist arrests, the US State Department published a September advisory warning US citizens that it wouldn't be able to secure their release if they brought firearms and ammo into Turks and Caicos.

"We strongly encourage you to carefully check your luggage for stray ammunition or forgotten weapons before departing for TCI," the advisory said.

The US State Department did not immediately respond to a request for comment sent outside regular business hours by Business Insider.

Tourism is a key revenue for Turks and Caicos, and in 2019 provided about $787 million, or 65% of the island's GDP, to the territory, per a 2023 report by the Commonwealth Chamber of Commerce.

The Caribbean archipelago is a popular port of call for US cruise ships, and this year has seen a 127% jump in tourist arrivals — the largest increase in the world — compared to 2019, the United Nations World Tourism Organization said in February.

Okla. Man May Face 12-Year Sentence in Turks and Caicos for Traveling with Ammunition: 'Bonehead Mistake'

An Oklahoma couple’s future is in jeopardy as one of them faces 12 years in prison for violating the guns and ammunition law in Turks and Caicos.

Ryan and Valerie Watson were detained for two weeks on the island after visiting on April 7 for a 40th birthday trip after hunting ammunition was found in Ryan’s carry-on bag at the airport ahead of their flight home.

The couple was charged at the time with possession of ammunition, facing a minimum prison sentence of 12 years each, under the strict law prohibiting the possession of guns or ammunition passed in 2022 in Turks and Caicos.

On Monday, April 22, Valerie’s charges were dropped and she was permitted to return to their two children in Oklahoma, NBC 10 Boston reported. However, her husband Ryan is still being kept behind bars on the island as he continues to face charges. He is scheduled for a bail hearing on Wednesday, April 24. 

Valerie described the ordeal as starting out being “a dream vacation to a nightmare."

Speaking from Turks and Caicos before her charges were dropped, she told CBS News , "We were trying to pack board shorts and flip-flops. Packing ammunition was not at all our intent."

Ryan admitted it was a “bonehead mistake,” telling NBC 10, "They were hunting ammunition rounds that I use for whitetail deer … I had no idea that those were in there."

After their passports were taken and they realized they could be facing prison time, Valerie said she became “terrified” at the thought of being apart from their children. 

"... I was like, we can't both be in prison for 12 years. We have kids at home,” she told NBC 10. “And this is such an innocent mistake … my immediate thought was our kids and them being, you know, parentless for, for that long.”

Ryan and Valerie’s detainment has caused financial struggles for the pair as it has interrupted their return to their jobs. “This is something that we may never recover from,” Ryan added to the outlet. 

Bryan Hagerich from Pennsylvania endured a similar fate to the Watsons as he spent eight nights in prison in Turks and Caicos after being found with ammunition in his bag at the airport in February. 

"It's incredibly scary,” Hagerich, who is awaiting a court hearing on May 3, told NBC 10. "You just don't know what the next day may bring … what path this may take. You know, you're in a completely different culture, a different country by yourself … I'm just very anxious, eager to get home to my family. This has been too long. It's just had so much irreparable harm to my family.”

Michael Grim from Indiana also received an almost six-month prison sentence last year after pleading guilty to possessing ammunition in the British Overseas Territory.
