BEGINNING from November 9, 2022, holders of a Guyanese passport will no longer need a visitor’s visa to travel to the United Kingdom (UK), following a move between Guyana and the UK to strengthen government- to-government and people-to-people relations.

Guyanese will be able to visit the UK for up to 180 days or six months; however, this move does not remove the need for other classes of visas such as those needed to study, live or work in the UK. The big announcement was made by British High Commissioner to Guyana, Jane Miller during a press conference held alongside President, Dr. Irfaan Ali on Tuesday, at the British High Commissioner’s Bel Air residence. Calling it a historic day in UK/Guyana relations, Miller noted that the visa waiver comes as a result of much lobbying from the private sector, civil society and government and represents the UK trust in its relationship with Guyana.

“This visa lift is a real sign of the confidence that the UK has in the growth of our relationship and together with the direct flight that will be happening at the end of March; we believe this change is going to be transformative for our really strong relationship,” Miller remarked.

British Airways, the official flag carrier of the United Kingdom, is scheduled to commence scheduled flights to Guyana in March 2023. This was announced in August. President Ali, in his remarks, noted that the visa-free travel for Guyanese came through a lot of hard work on both sides.

“The High Commissioner herself has been pushing this agenda. It was one of our priority areas in our meeting with [former UK] Prime Minister, Boris Johnson. We raised it on several other occasions; we also raised it in the meeting with King Charles. The team, both in the UK and in Guyana, pursued the objective. And today I am very pleased that Guyanese can travel with greater ease to the UK,” the President said.

The President called on Guyanese to be responsible in how they utilise this new privilege and not to abuse it. According to the President, Guyana will be working very closely with the UK, in strengthening necessary systems to ensure proper monitoring and guard against abuse of the system.

This is so particularly given that the country will be using the UK’s case to lobby for visa-free travel to other countries, with the issue of the Schengen visa being brought up as an example. Schengen visas are required for travel to European Union (EU) countries that are part of the Schengen area.

DEMONSTRATED CONFIDENCE “What the UK Government has done for us today is demonstrated confidence in us as a people and as a country. So if you mess this up, you mess up everything else that comes after that. We don’t have any intention of anybody messing up anything,” the President affirmed.

“Guyanese must exercise responsibility because it takes a long time to get to these decisions and we have raised it to the highest level. We have moved expeditiously on this. And all of us must take responsibility to ensure that the system is never abused. And what we will be doing here in Guyana is to continue the strengthening of our system so that we can have real-time information- sharing and monitoring.”

President, Dr. Ali noted how Guyana and the UK have been putting much effort into strengthening their relations. “The idea of this visa waiver for visitors is not only about strengthening the relationship but I’m building out expansion of our economic opportunities between Guyana and the UK but it is important also too for people-to-people contact as we try to build our tourism market and expand or tourism market, especially in the UK.” The President sees an opportunity for a link between UK’s tourists and Guyana’s ecotourism industry.

GREATER CONNECTIVITY “Guyana has a very strong ecotourism. So this visa waiver allows greater connectivity, greater contact and greater people-to-people contact. It would not only do well for the expansion of trade and opening up a new opportunity but will do extremely well in bringing our people together, creating greater relationship, networking amongst our people. And I think these are critical elements in building a stronger relationship,” the President said.

Guyana has its eyes on more than just the UK tourists. The President sees opportunities for financing and technical support opportunities. “One of the things that we are hoping to achieve also with the UK is to see how we can have more UK financing for our infrastructure projects or the transformative projects; just like the EXIM Bank of the US, the UK also have a facility in which they build finance and transfer. There are also export credits available and we are pursuing these elements.”

These latest developments of relations between Guyana and the UK build on a continuous stream of engagements advancing relations between the two sides. Earlier this year, it was revealed that Guyana has become the UK’s largest trading partner in the Caribbean, after trade between the two nations in 2021 amounted to 516 million pounds, and accounted for 21.6 per cent of all the UK’s trade with the Caribbean.

In February, a nine-member delegation of British business representatives visited Guyana canvassing potential investment opportunities with aims to set up shop in Guyana. Meanwhile, on Tuesday, Miller announced that yet another delegation of British businesses are expected next month, while reciprocal missions from Guyana to the UK are also being encouraged.

“In mid-November we’re going to have a trade mission here. British businesses will be coming here to experience all the opportunities of this wonderful country. With this Visa lift we look forward to welcome in many Guyanese businesses to the UK to explore further opportunities,” Miller said.

Safety and Security

Crime: Criminal activity, including murder and armed robbery, is common in Guyana.

Exercise increased situational awareness in certain areas of Georgetown due to increased reports of robberies, sexual assaults and homicides. The neighborhoods of Agricola, Tiger Bay and Albouystown as well as Stabroek Market should be avoided at all times. During the day, exercise increased situational awareness at the National Park, Seawall and Bourda Market. At night, avoid the seawall east of Vlissengen Road, the National Park, and Bourda Market. Avoid walking in Georgetown after dark.

Sexual Assault: Verbal sexual harassment is common and usually takes the form of catcalling and using lewd and sexually suggestive language to describe women’s dress and appearance. This can occur anywhere groups of men congregate, for instance, bars, seawalls, construction sites, bus and car parks, and market areas. Reports of rape have increased within past year. Most victims knew their attacker. U.S. citizen victims of domestic violence should call the domestic and sexual violence hotline, 914, and contact the Embassy.

Domestic Violence:  Domestic violence, especially against women, is common in Guyana. Some police stations may have a domestic violence unit; however, not all police officers are trained to handle these cases. U.S. citizen victims of domestic violence should call the domestic and sexual violence hotline, 914, and contact the Embassy.

Border Dispute:   The ongoing dispute about the western border between Guyana and Venezuela has reportedly resulted in assaults, robberies, extortion, and murders in towns on both sides of the border. Fishing villages and mining camps are the most victimized. The Guyanese military and law enforcement lack the capacity to adequately face the challenges in this region.

Illegal Drugs: U.S. citizens should only carry items they personally purchase and pack. Penalties for possession, use, or trafficking in illegal drugs are strict, pre-trial detention can last for years, heavy fines are leveraged, and final sentences are lengthy.

Changing Currency and Credit Card Use:  Credit cards are accepted in limited locations. Counterfeit U.S. currency is prevalent in Guyana. U.S. citizens should only exchange currency with banks, hotels or licensed money exchange houses.

Wildlife:  An export permit is required by the Ministry of Agriculture to take an exotic animal or plant out of Guyana, and an import permit is required by the U.S. Fish and Wildlife Service to bring an exotic animal or plant into the United States.

LGBTQI+ Travelers: Consensual same-sex sexual relations between men are criminalized in Guyana. It is not uncommon for local police to use the law to intimidate men known or perceived to be gay. There are no laws concerning same-sex sexual relations between women. There is no legal protection from discrimination on the grounds of sexual orientation or gender identity under Guyanese law. Travelers Who Require Accessibility Assistance: Guyanese law prohibits discrimination against disadvantaged persons and persons with disabilities. Social acceptance of persons with disabilities in public is not as prevalent as in the United States. Access to buildings, pedestrian paths, and transportation is difficult for persons with mobility issues. Sidewalks are often unevenly paved. Buses and taxis do not have special accommodations. Newer buildings/ buildings in the city are more likely to have ramps, reserved parking, and accomodating sanitary facilities.

The Government of Guyana requires all non-Guyana citizens ages 18 and over entering the country to be fully vaccinated against COVID-19. 

The quality of medical care in Guyana remains low and inconsistent. Emergency care and hospitalization for major medical illnesses or surgery are limited due to lack of trained specialists and poor sanitation.

The tourism industry is unevenly regulated, and safety inspections for equipment and facilities do not commonly occur. Hazardous areas and activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field. Almost 80 percent of Guyana’s territory is covered by forest, beyond the area of paved roads. In the event of an injury, appropriate medical treatment is typically available only in or near major cities. First responders are generally unable to access areas outside of major cities and to provide medical treatment.

Health facilities in general:  Hospitals and doctors often require payment “up front” or proof of insurance prior to service or admission. Most hospitals and medical professionals require cash payment.  Psychological and psychiatric services are limited.

Ambulance Services:   Are not widely available, especially in remote parts of the country. Training and availability of emergency responders may be below U.S. standards. Ambulance services are not equipped with state-of-the-art medical equipment and are not staffed with trained paramedics and/or often have little or no medical equipment. Injured or seriously ill travelers are often taken to nearest hospital by taxi or private vehicle.

We strongly recommend supplemental insurance to cover medical evacuation.

Prescriptions:   If traveling with prescription medication, check with the government of Guyana to ensure the medication is legal in Guyana. Always carry your prescription medication in original packaging with your doctor’s prescription.

Water Quality:  In many areas, tap water is not potable. Bottled water and beverages are generally safe.

Travel and Transportation

Road Conditions and Safety:   Road conditions in Guyana differ significantly from those in the United States. Main roads are generally marked, though they often have potholes. Secondary rural roads tend to be narrow, are sometimes inadequately marked, and have potholes. Exercise caution when driving in Guyana and avoid driving after dark. Road accidents are common and sometimes severe. Drivers, especially those who drive public transportation, can be erratic and display disregard for road safety laws.

If an accident occurs, call 911 for the police and 913 for an ambulance. These numbers may not always be operational, that the police may be slow to respond. An ambulance may not always be available.

Tourism Safety: All travelers visiting Guyana should use only Guyana Tourism Authority approved tour companies and ensure any sub-contracted company or guide is also approved by the Guyana Tourism Authority.  A list of approved operators is published on the website of Ministry of Tourism, Industry, and Commerce at Approved Tour Operators – MINTIC . Travelers should be diligent and closely follow the safety protocols administered by the tour operators and take reasonable steps to protect safety.  We highly recommend travelers wear a personal flotation device that meets U.S. Coast Guard standards and carry appropriate  communication equipment when engaging in water activities (link:  https://www.nrs.com/learn/is-your-life-jacket-safe ).  U.S. embassy personnel are required to use only tour companies approved by the Guyana Tourism Authority and to follow their administered safety protocols.

Travel in the Interior: The interior of Guyana is under-policed, emergency services are generally not available, and there is no cellular phone reception in many places. Dirt roads in the interior may be impassable during the rainy season. Travelers visiting the interior should consider bringing their own safety gear, such as life jackets, first aid kits, and communications equipment (e.g., a satellite phone).

Traffic Laws:   The use of seatbelts is required by law. There are no laws concerning the use of child car seats. Anyone on a motorcycle must wear a protective helmet. Talking on the cellular telephone while driving without using a hands-free set is illegal.

Public Transportation:  Small buses, called “mini-busses” are privately owned, often crowded and tend to travel at excessive speeds. Avoid privately owned minibuses, as drivers frequently drive erratically. Taxis are generally safer to use. Use taxis that are connected to major hotels or that are painted yellow, which indicates they are registered with the Guyana Taxi Association.

Private roadside assistance is available through local Guyanese insurance companies. For travel outside of Georgetown, roadside assistance may be delayed or unavailable.

Aviation Safety Oversight: As there is no direct commercial air service to the United States by carriers registered in Guyana, the U.S. Federal Aviation Administration (FAA) has not assessed the government of Guyana’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Airlines typically operate based on demand and can therefore delay, reroute, or cancel flights without notice. U.S. citizens should carry medication, valuables, and perishables in carry-on luggage.

REQUIREMENTS FOR APPLYING FOR A MACHINE READABLE PASSPORT

General Information

  • Persons of Guyanese citizenship (whether by birth, descent, registration or naturalization) are eligible for a Guyana passport.
  • Persons who are in possession of expired passports or whose passports have less than six (6) months validity for international travel are required to apply for a new passport.
  • Passports are valid for five (5) years and are not renewable.
  • Application forms can be obtained from the Embassy or its website
  • Applicants are required to ensure that the application form is filled out correctly and submitted with all relevant supporting original documents and copies.
  • Applicants under sixteen (16) years must be accompanied by at least one parent or guardian who shall present a notarized affidavit from the absent parent or documentation attesting to guardianship. The affidavit must indicate that the child is in the custody of either parent making the representation to apply and uplift the passport for the child or that the applicant is the guardian of the child.
  • All supporting documents must be produced in duplicate (original and photocopy).
  • Completed applications are sent to Georgetown for further processing which takes approximately 2-3 Months.
  • Applicants can check the status of their passport processing online by visiting the website of the Consulate
  • Information on the submission of applications by mail can be obtained on the website.

  • Ensure that all relevant sections are completed legibly and correctly in  BLACK INK  and  BLOCK CAPITALS  with particular attention being paid to instructions on the form .
  • Ensure that the name that the applicant wishes to be recorded in the passport corresponds with that on the application form and any supporting documents.
  • Pay particular attention to the date format (applicable to Guyana)
  • Ensure that the signature in the designated box on page 2 does not touch its borders.
  • Submit all supporting documents and copies along with the application.
  • Applications will be subject to delays if these guidelines are not observed.

APPLICANTS IN POSSESSION OF MACHINE READABLE PASSPORTS (MRPs)

If the information   is the same   as that on your current MRP  ( Blue Passport )

  • Obtain a passport application form from the Embassy or Online
  • Current Guyana passport and one (1) legible color photocopy of the bio-data page of your passport.
  • Two (2) colored photographs (not larger than 45×35 mm/1.77×1.38 in nor smaller than 32×26 mm/1.26×1.01 in).
  • Payment of $100 in cash (if being paid in person), Debit/Credit Card or Money Order payable to “Embassy of  Guyana”

If the information   is different from   that on your current MRP (Blue Passport)

  • The original  and  one (1) legible photocopy of the document which supports the change in information. These may include:
  • Registered Deed Poll/Legal Name Change document
  • Marriage Certificate and/or Divorce Decree, Birth Certificate of spouse (For married women including widows and women whose marriages have been terminated)
  • Adoption Certificate
  • Citizenship Certificate (See Section 4 (B) of Application Form)
  • Any other supporting document/s.

If the information   is the same   as that on your current Passport (Old Green )

b) Original Birth Certificate and one (1) legible copy

APPLICANTS WHOSE PASSPORTS MAY HAVE BEEN LOST, STOLEN OR MUTILATED

The following requirements are to be observed:

  • Report the loss to the nearest police precinct as soon as possible and obtain a copy of the report.
  • Original Certificate of Birth, Registration or Naturalization as applicable.
  • Original notarized affidavit stating the circumstances under which the passport was lost.
  • Completed application form with all necessary requirements (except the Passport) as outlined at C or D as applicable.
  • Valid picture identification.
  • A report from the Fire Department in cases where the passport may have been lost, damaged or destroyed by fire.

GUIDELINES FOR PASSPORT PHOTOGRAPHS

The Consulate now takes passport photographs for the general public. For those who already have passports photos, ensure the following guidelines are met.

Photographs must satisfy the following criteria

  • Dimensions of the finished photo are correct (minimum 32x26mm, maximum 45x35mm).
  • Clarity and contrast are correct, proper exposure (no washout).
  • No shadows or glare from improper lighting, glasses or jewelry.
  • Background is plain white (no color or shadows).
  • Neutral expression (No smile, open mouth or frown).
  • Both photos are identical
  • No head piece or hair covering (with the exception of those worn for religious purposes and only if the full facial features are clearly visible).
  • No sunglasses.
  • Eyes, Ears, Full Facial Features are clearly visible.
  • Studs/Earring/s not accepted on male applicants pictures.
  • Must be fully/properly dressed.

New Schengen Visa Rules for Indian Visitors: Key Questions Answered

Destinations value Indian travelers, but lengthy visa processing times lasting months act as significant deterrents. The adoption of these new regulations by European authorities reflects a proactive effort to tackle these concerns, aiming to boost tourism flow.

The European Commission has introduced a new visa “cascade” regime for Indian nationals applying for Schengen visas in India. This regime looks to offer longer-term, multi-entry Schengen visas, based on the applicant’s travel history.

Indian travel agents had been complaining of Schengen visa delays as a major challenge to the summer travel rush from India.

  • How does one qualify for the longer duration visas?

The European Commission can issue a two-year multiple-entry visa after a traveler “has obtained and lawfully used two visas within the previous three years.” This demonstrates a positive travel history and compliance with previous visa regulations.

Subsequently, after granting the two-year visa, authorities may issue a five-year visa if the passport has has adequate validity remaining.

  • What benefits do holders of these extended visas enjoy?

During the validity period of these visas, holders can enjoy travel rights equivalent to visa-free nationals within the Schengen area, allowing for short stays of up to 90 days within a 180-day period.

  • Which countries are part of the Schengen area?

The Schengen area comprises 29 European countries, including 25 European Union member states: Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, and Sweden. Additionally, Iceland, Liechtenstein, Norway, and Switzerland are also part of the Schengen area.

  • Are there any restrictions or conditions to these visas?

Schengen visas do not grant the right to work within the Schengen area and are for short stays only. Additionally, the visas are not purpose-bound, providing flexibility for travel within the specified period.

Industry Take

Skift also spoke to players in the Indian outbound travel industry to understand what has changed in the new Schengen visa rules.

  • How is this different from the earlier visas that Schengen countries offered? Don’t they already offer multi-entry visas with longer duration to Indians?

Mahendra Vakharia, managing director of Pathfinders Holidays, said there was no standard policy of Schengen states for issuing these long-term visas earlier. Switzerland, France, Netherlands, Italy and Spain usually issued long-term visa, but it was all subjective. “With this new policy it should be a standard rule now,” Vakharia said.

  • Travelers mainly complain of longer processing times, has that changed?

Here too, there is no standard processing time as it varies from country to country, according to Vakharia. “France and Spain have been processing visas within four days, and then there’s Croatia, which takes 60 days,” he said.

Processing time will not change as of now, it will take time for the visa rules to be enforced, said an industry source, while highlighting that the visa would be especially useful for corporate travelers.

What Promoted The Move?

Speaking on the possible motivations, Vakharia acknowledged various reasons, including administrative capacity constraints at embassies to cater to the huge inflow of applications.

“As there is an overwhelming demand from Indian travelers, the process of securing visa appointments has posed significant challenges , especially for travelers residing in cities lacking VFS Global centers,” he said.

The European Commission said in an statement that the decision reflects the EU-India Common Agenda on Migration and Mobility, aimed at fostering comprehensive cooperation on migration policy. Facilitating people-to-people contacts is a key aspect of this agenda, acknowledging India’s importance as an EU partner.

The decision also reflects a realization of the strong economic benefits derived through the spending power of Indian tourists. As Vakharia aptly puts it, “Why let go of the Golden Indian Goodie Bag?”

A recent study has found that the Indian passport is one of the most affordable passports to obtain globally, ranking second in terms of cost. What's interesting is that it's not just about the initial cost but also the value it offers over time. 

When considering the "cost per year" of validity, the Indian passport emerges as the most economical choice. This means that compared to other passports, Indian citizens get more years of validity for every unit of cost spent on obtaining or renewing.  A recent study has found that the Indian passport is one of the most affordable passports to obtain globally, ranking second in terms of cost. The UAE passport has been ranked as the most economical passport worldwide, surpassing all others in terms of both the initial cost of acquisition and the number of countries offering visa-free access.

What Is The Cost Of Getting An Indian Passport?

Australian company Compare the Market AU conducted a study comparing passport acquisition costs across different countries, assessing their cost-effectiveness per year of validity and their value based on the number of nations offering visa-free access.

According to a press statement from the Australian firm, the study found that the Indian passport costs $18.07(Rs 1500 approx) for a validity period of 10 years, while the UAE passport requires a fee of $17.70(Rs 1400 approx) for a 5-year validity period.

Low Cost Of Indian Passports Also Limits Visa-free Access To More Countries 

Although the Indian passport is more affordable, it offers limited visa-free access compared to countries like Australia, the USA, and Canada. Despite the higher cost of passports of these nations, they provide greater passport power with broader visa-free access.

The experts in travel insurance comparisons meticulously assessed passport fees, considering factors such as price, validity period, and passport power. Their comprehensive analysis unveiled that while certain countries provide substantial passport power, it frequently accompanies a higher cost.

Indian Passport Crowned ‘Most Budget-friendly' In Terms Of Annual Cost

India stands out as the most economical passport choice when considering the cost per year of validity, with an expenditure of just $1.81 annually(Rs 160 approx). Following closely are South Africa and Kenya, with charges of $3.05 and $3.09 respectively.

Which Is The Most Expensive Passport In The World?

Contrary to popular belief, the United States passport is not the priciest passport globally. The study reveals that Mexico boasts the most expensive passport worldwide, priced at $231.05(Rs 19,250) for a 10-year validity period. Following closely is Australia, with its passport costing $225.78(Rs 18,750) according to the findings.
