How can I extend my stay in Singapore?

SINGAPORE — The growing cluster of Covid-19 cases linked to KTV nightclubs involving non-Singaporeans has cast a spotlight on short-term visit pass holders.

These pass holders are not supposed to work as part of immigration rules, but it emerged on Friday (July 16) that at least eight short-term visit pass holders have been linked to the KTV cluster.

The eight include the Vietnamese hostess first linked to the cluster .

She had entered Singapore in February this year on a short-term visit pass via the Familial Ties Lane sponsored by her Singaporean boyfriend, the Immigration and Checkpoints Authority (ICA) and Ministry of Manpower (MOM) said.

ICA clarified later on Friday that this allowance was made in October last year so that Singaporeans who were in relationships with foreign partners could be reunited after being separated for long periods due to the pandemic. This allowance was, however, removed in March this year.

The authority was making a clarification on the matter because now, those who are applying for entry through the Familial Ties Lane need to be an immediate family member, relative or a spouse-to-be of a Singapore citizen or a Singapore permanent resident.

Minister for Home Affairs and Law K Shanmugam said in February that between January 2020 and January 2021, 4.9 million short-term visit pass holders entered Singapore, of whom 4.1 million entered before April 2020.

TODAY looks at what short-term visit passes are and finds out who can apply for one and under what conditions.

What is a short-term visit pass?

A short-term visit pass is issued to eligible foreigners entering Singapore for short visits.

Short-term visits by foreigners via travel lanes are now allowed only for countries or regions with low risk of Covid-19 importation, the SafeTravel website states.

It adds that these lanes have been made available to facilitate controlled entry to Singapore, “based on the traveller’s profile and purpose of travel”.

Who can apply for a short-term visit pass?

All short-term visitors, including those with a previously issued short-term visa or multiple-visit visa, are not allowed to enter Singapore, ICA’s website states.

Visitors are only allowed to enter the country if they have a valid SafeTravel Pass and Air Travel Pass or if they have an approval letter of entry from the relevant agency in Singapore.

Those who need to visit Singapore due to “extenuating reasons” may submit an application for a short-term visit pass through the Familial Ties Lane for Singapore citizens and permanent residents.

This lane was implemented on March 30 last year.

The visitor needs to be an immediate family member, relative or a spouse-to-be of a Singapore citizen or a Singapore permanent resident.

For reasons such as the death of a family member or critical illness of a family member in Singapore, non-residents may also apply for the pass. However, only a maximum of two visitors for each case is allowed.

How can one enter Singapore?

Business and official travellers may commute between Singapore and mainland China — Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang — and Singapore and Brunei Darussalam under the Reciprocal Green Lane arrangement.

These travellers will need to apply for the SafeTravel Pass with ICA for entry into Singapore.

Alternatively, foreigners who are short-term visitors, including business and official travellers, travelling from Brunei and mainland China may seek entry into Singapore by applying for an Air Travel Pass. Those travelling from New Zealand may also apply for this pass.

Changi Airport’s website states that the main difference between the SafeTravel Pass and the Air Travel Pass lies in the nature of the intended travel.

While the SafeTravel Pass facilitates only essential business and official travel, the Air Travel Pass enables all forms of short-term travel from approved countries or regions, including leisure travel to Singapore.

Applications must be made between seven and 30 calendar days before the visitor’s intended date of entry into Singapore.

The pass is valid for single entry anytime from the visitor’s intended date of entry and up to seven calendar days after that.

Visitors must also remain in their declared point of departure in the last 21 consecutive days before departing for Singapore.

For those hoping to obtain a pass via the Familial Ties Lane, applications are allowed for all travellers except those who have travel or transit history to Bangladesh, India, Nepal, Pakistan and Sri Lanka in the past 21 days before arriving in Singapore.

The purpose of the visit includes to reunite with their Singaporean or permanent resident family here or to complete long-term immigration facilities.

How long can a short-term visitor stay in Singapore?

Foreigners with family ties here such as spouses, siblings, parents, children, parents-in-laws of a Singapore citizen or permanent resident, or are seeking medical treatment here are eligible to apply for an extension of stay of up to 90 days.

Applicants have to include original supporting documentary evidence in support of the application.

ICA’S joint statement with MOM on Friday stated: “During this pandemic, ICA has been assessing applications to extend short-term visit passes on a case-by-case basis taking into consideration extenuating reasons, such as international travel restrictions and flight availability, and whether the applicants have family ties in Singapore.”

Are short-term visit pass holders allowed to work?

The authorities said that short-term visitors cannot engage in any form of employment (paid or unpaid), or in any business, profession or occupation in Singapore. Offenders caught breaking this law could have their visit pass cancelled, be deported and be barred from re-entering Singapore.

What is the penalty for overstayers?

The Immigration Act states that any person who remains in Singapore unlawfully for a period not exceeding 90 days can be jailed for up to six months or fined up to S$4,000, or both.

Those who overstayed for longer than 90 days will also be caned.

Singapore has lenient visit pass and   visa requirements  for citizens of most countries. If you are a citizen under the following countries  mentioned by the Ministry of Foreign Affairs , it means that you wouldn’t have to apply for a visa before departure.

The period of the short-term visit pass varies for each country or region. Visitors from ASEAN countries, for instance, are entitled to 30 days of stay , whereas those from countries in the European Union are entitled to  90 days of stay . The length of stay may seem long enough for leisure purposes, hopefully, to entice tourists and travellers to Singapore, especially now that the country has begun to establish travel bubbles with several countries such as Germany and Brunei. These travel bubbles allow tourists to visit Singapore without serving a stay-at-home notice (SHN). You may roam around Singapore as long as you have your vaccination documents with you. 

However, for those who visit for reasons other than leisure, like medical purposes, the given length of stay may not be adequate; they may wish to extend their stay in Singapore. This is where a Singapore visa pass extension comes into the picture. As the name implies, it means that you request your visit to be extended past your original date. This process must be done online via  Singapore’s Immigration and Checkpoint Authority (ICA).  It is advisable to apply for a visa extension seven days before the expiry date of your visa pass to avoid overstaying, which is a punishable offence.

Visit Pass Singapore– Documents to Apply for Extension

According to the ICA, in applying for your visa extension, several documents must be submitted via the e-Services. They are as follows:

• Passport with at least six months validity and submit a copy of the page that contains your personal particulars.
• Disembarkation/Embarkation (D/E) number that can be found in your SG Arrival Card.
• If you have immediate family members who are Singapore Citizens or Permanent Residents, a document proving the relationship is required.
• Those seeking an extension for medical purposes must fill out a Form V75, stating the details of the illness and the length of stay needed for treatment. It must be endorsed by a registered doctor in Singapore.

The Need for Local Sponsor

Generally, you don’t need a local sponsor if your extension request is only for 30 days unless you are originating from these countries . If you seek an extension of 89 days from the date of entry, you will also need a sponsor.

Please note that the local sponsor needs to be a Singaporean Citizen or a Singapore permanent resident who is at least 21 years old with a Singpass account. You and your local sponsor may also be requested to attend an interview at the ICA Building for further clarification.

You must pay $40 when the current valid pass reaches a period of 90 days or more from the date of entry or the pass being issued. It usually takes one to three business days for your extension pass to be given regarding processing time.

Singapore is open to all travellers without quarantine or testing requirements, regardless of their COVID-19 vaccination status.

Travellers seeking to enter Singapore should comply with the prevailing Public Health as well as Entry Requirements listed below to ensure a smooth journey.

To avoid tests and quarantine, travellers must fulfil the public health requirements below. Travellers who cannot meet the public health requirements and refuse any test(s) and/or quarantine may be turned away from Singapore.

1) Yellow Fever Requirements:

Produce an International Certificate of Vaccination for Yellow Fever, if you have visited any country at risk of Yellow Fever transmission in the past six (6) days before arrival in Singapore.

Travellers must serve quarantine for up to six (6) days on arrival if they cannot meet the requirement. Quarantine also applies to those who are ineligible to receive the vaccination e.g., children aged one year and below and individuals with contraindications.

2) General Entry Requirements

To enter Singapore, travellers must meet the following immigration requirements:

Short term passengers who have been vaccinated do not need to apply for an "Air Travel Pass” (ATP) to enter Singapore. Passengers who have not completed COVID-19 vaccination are not allowed to enter the country temporarily.

Short-term passengers with special/humanitarian needs or Singaporean citizens/permanent residents and their relatives, or passengers who are not suitable for vaccination due to medical reasons, can apply for entry conditionally. However, for those tourists, they need to hold travel insurance with a minimum coverage of 30000 Singapore dollars (SGD) when entering the country. And they need to cover medical and hospitalization expenses related to COVID-19; While they will be quarantined at home for 7 days and conducted PCR testing after the quarantine period.

- Complete at least two doses of designated vaccines two weeks before departure

- The designated vaccines are included in the emergency use list by the World Health Organization (WHO)

Fully vaccinated and non-fully vaccinated children aged 12 and below by year of birth will be allowed to enter Singapore

- Obtain proof of vaccination

- Secure tickets for any flight to Singapore

- 3 days before departure: Submit SG Arrival Card and e-health declaration via the official and free e-service on the Immigration & Checkpoints Authority (ICA) website

From 29 August, non-fully vaccinated visitors will no longer be required to undergo a 7-day Stay Home Notice (SHN) upon arrival or take an exit SHN Polymerase Chain Reaction (PCR) Test.

2. Passengers need to complete WHO-approved vaccination and provide an electronic vaccine certificate

A Long-Term Visit Pass is required for any foreign visitor planning to stay in Singapore for over 30 days. Types of Singapore Long-Term Visit Pass

There are two different types of Long-Term visit passes in Singapore. Different authorities issue two different kinds of passes. Likewise, they work for different user groups.

The Immigration and Checkpoints Authority (ICA) of Singapore issues the first type of Long-Term Visit Pass. It acts as a continuation of the existing Short-Term Visit Pass. Foreign holders of Short-Term Visit Passes who want to stay in Singapore for longer than 30 days are eligible to apply.

The Ministry of Manpower (MOM) issues the second type of Long-Term Visit Pass, which allows family members of overseas workers who are not eligible for the Dependent Pass to visit Singapore to reside with their relatives. Remember that individuals with passes who make above S$12,000 can also obtain passes for their parents.

Who Can Apply for a Long-Term Visit Pass

S-Pass and Employment Pass holders are eligible for the long-term visit pass. The holders will be each member’s sponsor if they want to apply for a Long-Term Visit Pass.

The following family members are eligible to have a long-term visit pass sponsored:

• Spouses or spouses from overseas
• Children who are physically challenged and over 21 and single
• Stepchildren under 21 and unmarried

The following groups of individuals are now eligible to apply for the Long-Term Visit Pass, according to the Immigration and Checkpoints Authority (ICA):

• Travelers looking for work in Singapore who have degrees from universities issued abroad.
• Visitors who are seeking employment in Singapore and are enrolled in educational institutions.
• A female guest with a student pass whose grandchild or child is enrolled in school in Singapore.
• A guest whose spouse is either a Singaporean citizen (SC) or a Singapore permanent resident (SPR).
• A guest whose offspring (over 21 years of age) is an SPR or SC.
• A foreigner requesting authorization to give birth in Singapore.

Required Documents for Singapore Long-Term Visit Pass

The following documents are required in order to properly receive the pass:

• Details of the current immigration pass or short-term visit pass.
• Address in Singapore
• An address where the card can be sent.
• Information about one or more approved recipients’ contact information so they can receive an email or SMS message with delivery details.

Additional Documents:

• A health center’s final medical evaluation
• Card for boarding or disembarkation
• A filled-out declaration form is included with the notification letter of principal acceptance. 

How to Apply for Singapore Long-Term Visit Pass

Step 1. Fill out the application form and collect the required paperwork. After that, apply it to Employment Pass (EP) eService (formerly EP Online), and the Ministry of Manpower should contact you.

Step 2. The Ministry of Manpower will issue the in-principal permission letter following the submission of the necessary and supplementary documentation.

Step 3. Register the member’s picture and fingerprint.

The family member must travel to Singapore before the pass is given. The arrival period for a dependent of an S Pass holder is two months, whereas the dependent of an EP holder has to arrive within six months. When you submit the request to create the pass, the member must be present.

Step 4. The digital LTVP will be issued. The digital LTVP is available for immediate viewing on the Singpass app and can also be downloaded in PDF or OA format from the MyICA or FileSG websites.

What is the Singapore Short-Term Visit Pass

A short-term visit pass is more akin to a travel pass that enables a foreign national to enter Singapore for tourism, social events, and medical care.

Your Pass will only be valid for a maximum of 30 days. You must submit your extension if you want to avoid overstaying if you want to stay in Singapore longer.

Who Can Apply for a Short-Term Visit Pass

The short-term visit pass is for foreign visitors to Singapore who wish to enter for these purposes: travel, medical treatment, and social visit. In addition, tourists who do not require a Singapore visa will be also issued a Singapore Visit Pass. A short-term pass for Singapore prevents you from working for any kind of pay.

Required Documents for Singapore Short-Term Visit Pass

To obtain a short-term Singapore visit pass, you need to provide these documents or certifications:

• Your short-term visa to Singapore.
• A passport will be valid for an additional six months following the expiration of the visa.
• Enough money to afford the whole time you’re there. It is not necessary to have a set amount, however, it is often advised to have S$100 every day. Usually, a credit card will do as evidence.
• Verified the reservation for a return ticket.
• Disembarkation/embarkation cards (also known as the Singapore Arrival Card). They are now available online.
• Yellow Fever Vaccination Certificate, if applicable.
• The filled-out Singapore visa application form in certain situations.

How to Apply for Singapore Short-Term Visit Pass

You can visit Singapore with a tourist visa, but to enter the nation, you must have a Singapore short-term visit pass. 

There are two ways you can apply for the pass: in person at a Singapore overseas mission or online at the Immigration & Checkpoints Authority (ICA) website.

To apply for a Singapore Short-term visit pass online:

If you decide to apply online, your visa application must be submitted by a relative or agent. Someone in Singapore must apply on your behalf, as you are not permitted to do it alone. However, you can get in touch with the accredited visa firms that file visa applications on behalf of foreign nationals if you don’t have a trustworthy contact in Singapore. 

To apply for a Singapore Short-term visit pass in person:

Suppose you choose to apply for the pass in person, you’d better check the nearest Singapore mission website to get help, where you can learn how to make the application and what documents you need to provide.

If all goes according to plan, you will receive the Singapore e-pass a few days after applying. After that, you or your contact or family member will need to print the pass. As a result, you will be allowed to enter Singapore using the visa.

At the Singaporean entrance port, officials from the Immigration & Checkpoints Authority (ICA) will request the necessary documentation and verify that you have complied with all entry procedures. The office is fully entitled to deny your arrival in Singapore if they discover any issues with your documentation.

The Singapore short-term visit pass, which specifies the number of days you are permitted to stay in Singapore, will be given to you if they approve your entry. Your permitted stay will typically last between 14 and 30 days.

Singapore Short-Term Visit Pass Extension

Suppose you need to stay in Singapore for more than 30 days, you can apply for a short-term visit pass extension. The following are the conditions to extend your pass:

• You will require a local sponsor who is at least 21 years old and has a SingPass account if you are subject to visa requirements.
• At least three working days before the expiration of your existing Visit Pass, you must request a Visit Pass Extension.
• You do not plan to come back within the next five days after your visit to Singapore ends.

Required Documents to Apply for an Extension:

To successfully obtain the short-term visit pass extension, you need to prepare the following necessary documents:

• The passport that you will have for a minimum of six months after you leave Singapore.
• A duplicate of the bio-data pages from your passport.
• Your updated, legitimate Visit Pass.
• Your card for embarkation/disembarkation (D/E).
• A legitimate credit card that can be used to cover the $40 Pass Extension cost.
• If you would like to prolong your stay for medical treatment, you must have a Singaporean doctor sign Form V75, which includes information about your medical condition and the necessary extension duration.
• If you have family in Singapore and would like to extend a Social Visit Pass: documents attest to your familial relationship with the permanent resident or citizen of Singapore.

Further papers may be requested by the ICA, depending on the circumstances of each case. Meanwhile, you and your local sponsor need to attend an interview.

You can stay for as long as 89 days after the original date of entry—not the date on which you are applying for the pass extension. Through ICS’s e-Service , you can submit an online application for a Visit Pass Extension. You can also apply in person at the ICA offices in Singapore if you are unable to do so online.

Other FAQs on Singapore Long-Term & Short-Term Visit Pass

Can I work in Singapore if I have a short-term visit pass?

No, you are not permitted to work while using your short-term visit pass. The only things you can do with this pass are travel to Singapore for social events and medical care. If you want to work in Singapore, you must apply for any of the work permits and passes provided by MOM by the Employment of Foreign Manpower Act 1990.

What will happen if I overstayed in Singapore?

What to Know Before Booking a National Park Trip This Summer

Additional routes in popular parks now require reservations, the annual pass gets a big change, Juneteenth is now a new free entrance day and more changes for 2024.

In 2023, the seashores, lakeshores, battlefields, historic sites, monuments and more that make up the National Park Service had 325.5 million visits , an increase of 4 percent from the year before.

The National Park Service director, Charles F. Sams III, praised the surge of interest in “learning our shared American story throughout the hidden gems of the National Parks System.”

Expecting an even greater turnout in 2024, the Park Service and Recreation.gov , the booking platform for federal land reservations, have implemented new measures to streamline the park experience, manage overcrowding and safeguard the environment.

More parks are requiring reservations

To better avoid congested trails, packed parking lots and overflowing trash cans, additional parks are joining Rocky Mountain , Arches and Glacier National Parks this year in requiring day-use permits, timed entries and other reservations for travelers who wish to visit, particularly during peak hours, holidays and the parks’ high seasons. Yosemite National Park is reinstating a timed-entry system it instituted in 2020, but paused in 2022.

Many park enthusiasts expressed mixed feelings about the reservation policies, with some lamenting a lack of first-come, first-served campsites while others find comfort in knowing they have a confirmed booking. As nearly 75 percent of visitors each year descend on national parks from May to October (and often on weekends), park officials stand by the system.

“In some parks, the level of demand is exceeding the capacity for which infrastructure was designed or is outpacing the National Park Service’s ability to sustainably support visitation,” said Kathy Kupper, a public affairs specialist for the service. “This trend is resulting in the need to explore new strategies to protect natural and cultural resources and provide opportunities for safe and meaningful visitor experiences.”

It can be confusing.

New to implementing timed-entry reservations for vehicles is Mount Rainier National Park , in Washington, for its popular Paradise and Sunrise Corridors during certain times in the summer season. Reservations cost $2, are valid for one day and must be purchased along with the park ticket, but do not apply for visitors with wilderness permits or camping or lodge reservations. Similar vehicle reservations are now required for certain periods for viewing the sunrise at Haleakalā National Park in Maui, Hawaii , and driving the Cadillac Summit Road in Maine’s Acadia National Park .

Visitors wishing to hike Old Rag Mountain in Virginia’s Shenandoah National Park must obtain a day-use ticket between March 1 and Nov. 30, and in Zion National Park, in Utah, hikers wishing to visit Angels Landing , the dramatic 1,488-foot-tall rock formation, also need to purchase a permit. Fees range from $1 to $6, in addition to the parks’ entrance fees.

As each destination is managed differently, check the park’s webpage for the type of reservation required. Although most bookings can be made through Recreation.gov, some sites, such as Muir Woods National Monument, use a different system.

New features on Recreation.gov

In 2023, Recreation.gov reported that more than 4 million camping reservations and 2 million timed-entry reservations were booked online, and 1.5 million permits were issued. Some 2.9 million new users signed up for the site. With its expanding user base, the booking platform has added 58 reservable national park locations — including 17 campgrounds — such as Central Avenue Walk-in Sites at Indiana Dunes National Lakeshore and Bluff Hike In Camping in South Carolina’s Congaree National Park.

Recreation.gov has also improved an alerts feature, piloted in July 2023, that can notify users through email or mobile push notifications when a sold-out campsite becomes available. After Recreation.gov notifies you of availability, you must book the campsite yourself online — and quickly, as you’ll be shown how many other people (possibly hundreds) have received the same alert.

While its customer support center and mobile app are still only available in English, Recreation.gov recently introduced a Spanish language translation option. The Park Service partners with Latino Conservation Week , which hosts nationwide hikes and events on environmental education and in-park stewardship, and will celebrate its 10th year in September.

A limit to the annual America the Beautiful pass

The 2024 America the Beautiful pass no longer allows two owners. The annual interagency pass, which costs $80 and covers the entrance fees for more than 2,000 federal recreation sites (of which roughly 100 do not charge for admission year-round), is now marked by a single signature line on the back of the card. The pass owner must show I.D. and be present with any accompanying travelers wishing to access the park with the pass. (Annual passes issued in 2023 will still be valid until their expiration date.) The pass covers all passengers in a vehicle — up to four adults, and children under 16 are admitted free — or up to four cyclists riding together. Active military or veterans and people with permanent disabilities are eligible for a free lifetime pass; 4th grade students may receive a free annual pass; and senior citizens may purchase a $20 annual pass or pay $80 for a lifetime pass.

At the parks, more accessible features, E.V. chargers and new lodging

To better protect against global warming, the Park Service is putting more than $65 million from the Inflation Reduction Act and Great American Outdoors Act into climate mitigation and ecosystem restoration.

Using $15.9 million budgeted for zero-emission vehicle deployment, charging capacity and infrastructure, the Park Service is prioritizing a reduction in carbon emissions, said Mr. Sams, by installing new electric-vehicle charging stations and running electric buses.

An interactive online locator tool created in 2023 shows E.V. charging stations throughout 27 national parks and the type of chargers available. In addition to the tool, every national park page displays alerts on road closures, parking lot capacities, construction work and other incidents.

Mr. Sams also said the Park Service is investing $1.3 billion from the Great American Outdoors Act to improve accessibility features, ranging from a new A.D.A.-compliant visitor center at Morristown National Historic Park in New Jersey to new beach wheelchairs at Sleeping Bear Dunes , Channel Islands and Virgin Islands National Parks . Each destination’s website has an accessibility tab to help visitors plan their trip, and Recreation.gov now has a search filter on its homepage to make it easier to locate accessible accommodations.

New lodging options now available across the country include the Flamingo Lodge , which opened inside Everglades National Park last fall with 24 guest rooms built from repurposed shipping containers. In March, along the southeastern border of Great Smoky Mountains National Park, the Cataloochee Ranch reopened with 11 renovated cabins and a new restaurant. This spring, the Clubhouse Hotel & Suites will welcome its first guests in Rapid City, S.D., the closest major town to Badlands National Park , and opening in May in Idaho is the Yellowstone Peaks Hotel , a 30-minute-drive from Yellowstone National Park. This fall, California-bound travelers planning a visit to General Sherman, the largest known tree on Earth, might book at AutoCamp Sequoia , just outside Sequoia and Kings Canyon National Park .

Also in California: Those who don’t score a highly coveted (and contentious) spot at the newly reopened High Sierra Camps in Yosemite could book Wildhaven Yosemite in Mariposa, which offers more affordable rates, hiking trails and views of the Sierra Nevadas. Reservations for its first season are available beginning May 1.

Celebrating milestones and a new free entrance day

On the 60th anniversary of the Civil Rights Act, visitors can pay tribute to African American heritage at over 100 parks , including the Frederick Douglass National Historic Site in Washington, D.C., Birmingham Civil Rights National Monument , and the Selma to Montgomery National Historic Trail . This year also marks 100 years since Indigenous people were recognized as United States citizens. Although many parks have Indigenous programming , Mr. Sams, who is the first Native American to serve as N.P.S. director , suggested visiting Hopewell Cultural Historical Park in Ohio and Whitman Mission Historic National Historic Site in Washington, where he recently brought his daughter.

“In order to celebrate the diversity that makes our country great, we must share the complete story of America, which includes both the successes and challenges encountered on the way to form a more perfect union,” Mr. Sams said.

Juneteenth National Independence Day is the National Park Service’s newest free entrance day . Visitors can also take advantage of free admission on April 20, the first day of National Park Week; Aug. 4, the four-year anniversary of the Great American Outdoors Act ; Sept. 28 on National Public Lands Day ; and Nov. 11 for Veterans Day .
