Tour Operators Association of Bangladesh (TOAB), was formed in the year of 1992. This was the time when a handful of agencies operating tours inside Bangladesh, felt the need of such an association or trade body to overcome immense problems and difficulties being faced by them regularly. Besides this, the other main objective or aim of the organization was to develop and nourish tourism in Bangladesh and to promote tourism products of Bangladesh in the international arena.

To develop a professional membership association which promotes and represents the interests of its members for the benefit and sustainable development of the tourism industry.

As the leading tourism association, TOAB works for issues that benefit its members, influences tourism policy, legislation and marketing for the sustainable development of the tourism industry.

Bangladesh is a South Asian country with a population of about 168 million people. It is one of the most densely populated countries in the world. The capital and largest city is Dhaka. The official language is Bengali and the majority of the population is Muslim.

Bangladesh has made significant progress in recent decades, reducing poverty and improving health and education. The country is a lower-middle-income country with a growing economy. The main industries are ready-made garments, textiles, chemical fertilizers, jute and jute goods, tea processing, pharmaceuticals, paper and newsprint, sugar, cement, leather goods, food, fish, and poultry.

Tour Operators Association of Bangladesh (TOAB) is an organization of the tour operators of Bangladesh founded in 1992. The organization sees the well-being of tour agents/operators and negotiate with the Government & its agencies. Bangladesh tourism industry has reopened partially, but pandemic aftershock lingers

The coronavirus pandemic brought the tourism industry in Bangladesh to its knees following a series of lockdowns and harsh travel restrictions to curb infections. After a partial reopening, the sector is still reeling from the aftershock.

Md Rafeuzzaman, president of the Tour Operators Association of Bangladesh, is looking forward to a full reopening while the Tourism Board is working on plans to help the industry recover.   

A government-enforced shutdown began across the country in March last year after the first coronavirus cases were confirmed. Almost everything reopened a few months later, and people began crowding the tourism hubs.

But a second wave of infections in April dealt a fresh blow to the tourism industry, leaving about four million people without work.

Rangamati tourist centres have reopened, but they are yet to draw tourists amid the coronavirus pandemic.

Although the daily infection rate is now on the wane, visitors have not yet returned to Cox’s Bazar, the most attractive tourist destination in Bangladesh, according to Syed Murad Islam, the assistant commissioner for tourism at the district administration.

“Not many foreigners are coming. Some people from the NGOs that work in Cox’s Bazar and the surrounding areas come. They are the only foreigners. The pressure increases slightly on weekends.”

He said the authorities monitor the hotels, resorts and entertainment centres regularly to ensure that health rules are being followed.

Big hotels like Grand Sultan in Moulvibazar are waiting for foreign guests.

“The government may issue some positive instructions and we will be able to reopen fully once the coronavirus situation improves.”

But he sees no big change if foreign tourists do not return. “Resumption of international flights will create an environment suitable for that. We are waiting for that.”

Khabir Uddin Ahmed, president of the Tourism Resort Industries Association of Bangladesh, said the reopening was almost a fresh start for them as they had to replace and repair some of the furniture.  

Resorts like Meghmati Village in Mymensingh are struggling amid the coronavirus pandemic.

He also called for the relaxation of conditions to get funds from the government’s stimulus package as only the owners of land in the sector can apply for the incentives.

Mohsin Hoq Himel, general secretary of Bangladesh International Hotel Association, said the hotels depending on tourists have some guests, but those catering to businesspeople are struggling. “We are continuing business by renting out rooms to local tourists with discounts.”

He thinks the sector can recover in 2022 if infections decrease further.

The government has made short-term, mid-term and long-term plans for the sector’s recovery. A report on the plans described the survival of the sector as the biggest challenge now.

Bandarban’s Chimbuk hill has reopened, but it is yet to draw tourists amid the coronavirus pandemic.

“We are working on the plans to take the sector forward,” he said, adding that nothing is certain amid the pandemic.

“The government is still monitoring the situation. The pandemic’s nature will set the course of the sector."

On the occasion of the 100th Birthday Celebration; TOAB paid tribute to the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman by placing wreaths at his portrait in front of Bangabandhu Memorial Museum at Dhanmondi-32, Dhaka led by the TOAB President Mr Md. Rafeuzzaman on March 17, 2020.

TOAB organized a "Provat Ferry" on 21 February at 12.01 AM on the occasion of International Mother Language Day 2020 to lay laurel wreath at Dhaka Central Shaheed Minar. TOAB President Mr. Md. Rafeuzzaman along with TOAB Directors, Members and officials were present at the "Provat Ferry".

TOAB organized the 9th Biman Bangladesh Travel & Tourism Fair (BTTF) 2019 on April 18-20, 2019 at the Bangabandhu International Conference Center, Dhaka. The Hon’ble President of the People’s Republic of Bangladesh Mr. Md. Abdul Hamid inaugurated the 9th Biman BTTF 2019 as the Chief Guest.

Permissions from at least 17 different ministries and departments of the government were needed for a cruise ship to be able to travel to Bangladesh from Sri Lanka in 2017.

This was the first and last time any cruise ship visited the country, and it showed how red-tapismafflicts the tourism sector.

The allegation against such bureaucratic tangles was recently raised by Khurshed Alam, secretary of the maritime affairs unit of the foreign ministry.

The state of the country's tourism sector is further exposed when a foreign or domestic tourist visiting Cox's Bazar finds out there is not much to do after sundown and they have to stay indoors for the rest of the day.

Different stakeholders in tourism said myriad limitations like this get in the way of tapping the potentials of the sector, and this is why Bangladesh is falling far behind other countries.

They added it is unfortunate that Bangladesh still does not have a masterplan for tourism, even after 51 years of its independence.

Amid such a grim scenario, the country observes World Tourism Day today under the slogan "Rethinking Tourism".

The government yesterday announced the waiver of all kinds of restrictions, mostly imposed during the Covid-19 pandemic, on foreigners visiting Bangladesh.

Md Rafiuzzaman, chairman of Tour Operators Association of Bangladesh (TOAB), a leading tourism organisation, said the sector has not been able to reap much benefit despite huge prospects. 

"The main obstacles are the bureaucratic tangles, inadequate infrastructure facilities, backward communications, and a lack of decent accommodation, safety and security, professionalism and skilled manpower."

Santos Kumar Dev, chairman of the department of tourism and hospitality management in Dhaka University, said Bangladesh has bountiful resources to offer to both local and foreign travellers with its scenic beauty, ethnic diversity, unique cuisines, rich heritage and historical sites, profound religious sentiments and much more.

Toufiq Rahman, secretary general of the Bangladesh chapter of Pacific Asia Travel Association, said cities and towns lack an adequate number of quality accommodation, decent public transport and safe roads.

Besides, he said the tourism infrastructure is not as developed as it should be.

The country is yet to offer quality resorts and hotels with proper recreational facilities that would attract tourists. They also lack well-trained personnel to guide the tourists, and different means of entertainment at the tourist spots.

Moreover, he said the lack of community support is a major barrier for the sector's development.

Travel agents, tour operators or guides; Hajj and Umrah agencies; hoteliers, restaurant owners, resort and amusement park owners; and aviation and transportation owners are among the stakeholders in the tourism and hospitality sector.

According to TOAB, around 40 lakh people are employed in the industry.

At present, the sector accounts for 3.5-4 percent of the GDP.

Experts say this contribution can be easily raised to five to six percent  through coordinated courses of action.

Toufiq Rahman further said the tourism sector will not flourish unless foreigners are drawn in droves.

During the pre-Covid time, only around three lakh foreigners would visit the country every year, most of whom were business tourists.

"Only 10-15,000 foreign tourists come to Bangladesh for leisure purposes. We will have to take up more measures to attract foreign tourists for the betterment of the sector."

He added that according to government statistics, there are around 1,600 tourist spots in the country. "But how many of us are aware of those spots?

"This is because the government does not have proper planning to promote and brand those destinations at home or abroad."

Santos Kumar said, "We don't have any promotional activities and social media marketing in this regard, which other countries have."

Afisa Jannat Saleh, the first female vice president of TOAB, said the unsafe environment for women is another major obstacle.

"Women do not feel secure to travel [in our country] alone for tourism purposes." 

The first national tourism policy, formulated in 1992, said all modern entertainment facilities would be created for foreign tourists and a masterplan would focus on Cox's Bazar and the Sundarbans.

However, in reality, none of that ever happened.
