Travel Risk Map: Country Overview

The updated map of International SOS, designed by medical and safety experts, shows the current risk ratings of all countries in an overview. 

International SOS just published the annual Travel Risk Map for the year 2023. Designed to help organisations and their mobile workers better understand the risk level of each country around the world. With the ongoing impact of COVID-19 and the security conflict in Ukraine, the risk map provides invaluable information to enable organisations to recognise and understand the specific ways these risks may impact their employees. As global risks continue to evolve around the world, using data-driven tools like the Risk Map can help organisations maintain their Duty of Care responsibilities in these often-uncertain times. The map provides a layer illustrating mental health illness globally using external data from the  Institute for Health Metrics and Evaluation, Global Burden of Disease . It shows the estimated percentage of a location’s population suffering from mental health disorders . This allows organisations, particularly large multinationals, to understand which locations may be particularly vulnerable to mental health issues. This data reveals the extent of the mental health epidemic that employees are facing and that employers must mitigate. Estimates are that around 14% (1-in-7) of people across the world are currently experiencing one or more mental or substance use disorders.

One of the notable improvements in medical risk is the Caribbean islands, largely due to the easing of COVID-related travel restrictions. The medical risk for Mali has increased to ‘Very High’ as the security environment is complex. This has led a challenging humanitarian situation and is resulting in the weakening of healthcare systems against increased demand. The Risk Map also provides a better understanding of the wider security situation in countries which mobile workers may be travelling through or working in. Which in turn, helps inform organisations to be able to create tailored solutions to mitigate the specific risks that their workforces may encounter. Security: Crisis in Ukraine Brings Variation to the European Security Situation The major security crisis from the past year has undoubtedly been the conflict in Ukraine. This has been reflected in the security focused map, as parts of Ukraine are now marked as having an ‘Extreme’ level of security risk.

Despite the wide-reaching impact of the Ukraine conflict and the rise in social unrest associated with cost-of-living increases, the underlying security risk environment across Europe has not changed. Outside of Ukraine the most notable risk rating increases have been in the Sahel where extreme security risk zones have expanded due to the rising risk of militancy – a trend also notable in Mozambique and other parts of Africa. Whilst in Colombia, a rise in criminality resulting in part from the socio-economic impacts of the COVID-19 pandemic has led to an increase in high-risk zones. Employees are more attuned to risks, and many are now more anxious about travel than pre-pandemic. Organisations must account for risk rating changes and trends in their planning. Managers should ensure employees have access to reliable information about the risks they may face, support with effective mitigation measures, and provide clear communication plans for employees before and during higher risk travel.

Your safety and security could be at risk. You should think about your need to travel to this country, territory or region based on family or business requirements, knowledge of or familiarity with the region, and other factors. If you are already there, think about whether you really need to be there. If you do not need to be there, you should think about leaving.

  Avoid all travel

You should not travel to this country, territory or region. Your personal safety and security are at great risk. If you are already there, you should think about leaving if it is safe to do so.

Monitor Your Travel Risk

While all international travel involves inherent risks, it’s important to stay informed about conditions that could pose a threat to your safety and security. Search by destination, region, or rating to view the current risk status so you can prepare accordingly. Last review and/or update: April 14, 2024.

High Risk : Current events and conditions present significant risks.

Harvard sponsored travel by undergraduate students and post-baccalaureate fellows is prohibited. Graduate and professional students must complete the student pre-departure requirements , which include additional measures for high-risk locations. All other travelers are strongly advised to develop a comprehensive safe travel plan that addresses the significant risks that may impact their experience and to schedule a pre-departure consultation with GSS. Research and consider country-specific factors in the context of your identity , in-country activities, and familiarity with the country and its culture.

Note: When setting risk ratings, GSS takes several factors into account, including but not limited to: crime, terrorism, political/civil unrest, infrastructure, medical/health, natural disasters/weather, identity-based risks, and other risks not categorized elsewhere.

Moderate Risk : Current events and conditions present a fair amount of risk.

Research and consider country-specific factors in the context of your identity , in-country activities, and familiarity with the country and its culture. All travelers are encouraged to develop a safe travel plan that addresses those risks, including a plan if conditions worsen. Students must complete the pre-departure requirements . Pre-departure consultations with GSS are recommended for travelers who wish to discuss their personal risk and travel plan.

Elevated Risk : Current events and conditions present heightened risks.

Research and consider country-specific factors in the context of your identity , in-country activities, and familiarity with the country and its culture. Students must complete the pre-departure requirements , which include additional measures for undergraduate students and post-baccalaureate fellows. All other travelers are encouraged to develop a safe travel plan that addresses the heightened risks that may impact their experience and to consider scheduling a pre-departure consultation with GSS.

Low Risk : Current events and conditions present some level of risk.

Research and consider country-specific factors in the context of your identity , in-country activities, and familiarity with the country and its culture. Students must complete the pre-departure requirements . Pre-departure consultations with GSS are available for all Harvard affiliates to discuss their personal risk.

About the Harvard GSS Risk Ratings

Our International Safety & Security team maintains the risk ratings list for Harvard travelers. The Harvard GSS risk ratings are based on guidance from several sources, including the U.S. State Department , other government agencies, foreign ministries, our worldwide security consultants, and regional experts among Harvard’s faculty and staff. The Harvard GSS travel risk ratings correlate with the University's student travel policies .

When setting risk ratings, we take several factors into account, including but not limited to: crime, terrorism, political/civil unrest, infrastructure, medical/health, natural disasters/weather, identity-based risks, and other risks not categorized elsewhere. Examples of risk factors include protests, violent crime against foreigners, civil war, and epidemics. In creating risk mitigation strategies, it’s important to consider the following: logistics, transportation, emergency services, and communication plans; evacuation strategies; and the identification of safe havens.

Changes to Risk Ratings

We review and update the ratings twice annually (typically in August and February). We also actively monitor global developments and increase or decrease the ratings as needed to reflect changes in the risk environment. Although infrequent, risk ratings may change before your departure or while you’re in your destination. You’ll need to be prepared for adverse events and prepared to modify your departure, location, or return.

A British couple died from carbon monoxide poisoning while on holiday at a luxury resort in Egypt after the room next door was sprayed with pesticide to kill bed bugs, a coroner has found.

John and Susan Cooper were staying at the Steigenberger Aqua Magic Hotel in the Red Sea resort of Hurghada in August 2018, when the room next to theirs was fumigated with a pesticide, ‘Lambda’, for a bug infestation, the UK’s PA Media reported. In some countries, Lambda is diluted with the substance dichloromethane, which causes the body to metabolize or ingest carbon monoxide.

The fumigated room, which was sealed with masking tape around the door, was connected to theirs with an adjoining door, according to PA.

The married couple returned to their room for the night but were found seriously ill the next day by their daughter. John Cooper, 69, was declared dead in the room, while his wife Susan, 63, died hours later in hospital.

Dr. James Adelely, senior coroner for the English county of Lancashire, ruled that the deaths were caused by carbon monoxide poisoning as a result of inhaling the vapor from spraying the pesticide which contained dichloromethane, PA reported.

“To this day, our family struggle to comprehend what happened,” the couple’s daughter Kelly Ormerod, who was on holiday with her parents at the time, said in a statement following the inquest.

“It should have never been allowed to happen”.

She said that “nothing would make up for the pain and loss we felt since that day,” adding: “The last few years have been the most traumatic and emotional time for all of us involved.”
