Philippines celebrates a record-breaking year with 5 million international visitors and PHP480 billion in tourism receipts in 2023.

MANILA, PHILIPPINES – The year 2023 is a win for the Philippine tourism industry as it welcomed more than five million international visitor arrivals from January 1 to December 31, 2023, recording more than PHP480 billion in international tourism receipts, according to Department of Tourism (DOT) Secretary Christina Garcia Frasco .

According to the monitoring data of the DOT, a total of 5,450,557 international visitors entered the country from January 1 to December 31, 2023, of which 91.80% or the bulk of international arrivals recorded at 5,003,475 are foreigners. The remaining 8.20% or 447,082 are overseas Filipinos.

The new record is around 650,000 higher than its target of 4.8 million international visitors projected to visit the country for the entire year.

South Korea retains its top spot as the country’s main source of international visitors, getting 26.41%of the pie which delivered 1,439,336 foreign tourists. It was followed by the United States with 903,299 tourists (16.57%) visiting the country; then Japan with 305,580 (5.61%); Australia with 266,551 (4.89%); and China with 263,836 (4.84%).

Other foreigners who visited the country from other top source markets after China were from Canada, Taiwan, the United Kingdom, Singapore, and Malaysia.

Surge in International Tourism Receipts

The tourism chief likewise emphasized that the country’s local tourism industry is recovering faster than expected.

The country’s international tourism receipts have surged at an estimate of PHP482.54 billion from January 1 to December 31, 2023. This is higher by 124.87% compared with the PHP214.58 billion estimated visitor receipts from the same period last year. In 2019 or pre-pandemic period, the DOT recorded PHP482.15 billion in international tourism receipts.

The Philippines has also reached an estimated 66% recovery rate for its all-time high international visitor arrivals achieved in 2019.

By 2024, the DOT is targeting a baseline target of 7.7 million international visitor arrivals.

“My deepest appreciation goes to every tourism stakeholder, collaborative partner, and passionate contributor who propelled our shared aspirations forward. Under President Ferdinand “Bongbong” Marcos, Jr.’s guiding vision and leadership, tourism has become a pivotal force driving our nation’s economic resurgence,” said Secretary Frasco.

“These numbers speak very well of the performance of the tourism industry under the Marcos Administration. Since we took office, we have set our goals for the industry not only in terms of international visitor arrivals but most importantly, the number of Filipinos, including their families, who will benefit from the opportunities generated by our constant and continuous efforts to make the industry prosper more than what we have aimed for. We assure the President, including our partners from the public and private sectors, that we will continue to realize the vision of this administration to make tourism a catalyst for economic growth and resurgence,” she added.

Realization of NTDP goals

In May 2023, President Ferdinand Marcos, Jr. approved the National Tourism Development Plan (NTDP) 2023 to 2028, the administration’s blueprint and development framework for the tourism industry, officials said Tuesday.

It contains the DOT’s seven strategic goals formulated under the helm of Secretary Frasco, which is the improvement of tourism infrastructure and accessibility; cohesive and comprehensive digitalization and connectivity; enhancement of overall tourist experience; equalization of tourism product development and promotion; diversification of the tourism portfolio through multidimensional tourism; maximization of domestic and international tourism; and strengthening tourism governance through close collaborations with national and local government units and stakeholders.

Flagship Projects and Programs of the DOT in 2023

On the directive of Secretary Frasco, the DOT embarked on an aggressive campaign to realize the Marcos Administration’s vision of making the Philippines a tourism powerhouse in Asia.

Among others, the DOT successfully turned over 10 Tourist Rest Areas (TRAs) in strategic locations nationwide, with 18 more to be built this 2024. A flagship program of the Marcos Administration, the TRAs are equipped with facilities such as work and charging stations, information, and pasalubong centers, and clean restrooms and showers, a lounge area, and a breastfeeding room.

In less than two years of office, the DOT was able to complete 158 kilometers of roads leading to tourism destinations across the country in a bid to increase connectivity in tourist destinations through its Tourism Road Infrastructure Program (TRIP) in collaboration with the Department of Public Works and Highways (DPWH).

To further provide convenience to tourists in terms of mobility while discovering destinations around the Philippine capital, two Hop-On Hop-Off (HOHO) Travel by The Hubs were also inaugurated in the cities of Manila and Makati. Four additional hubs are also planned to be launched with six local LGUs in Metro Manila as partners.

The DOT is also expanding the country’s cruise tourism portfolio by receiving a total of 125 cruise calls in 2023.

The DOT also launched the country’s first Tourist Assistance Call Center, a centralized multi-platform assistance center that serves as a hotline and one-stop shop for local and foreign tourists. Since its launching in October, a total of 2,497 transactions have been made as of December 31, 2023.

An aggregate of 33,435 app downloads have also been recorded since the launching of the integrated Travel Philippines App, a project of the DOT and its marketing arm, Tourism Promotions Board (TPB) Philippines.

Meanwhile, 21,195 tourism-related jobs were also offered at the Trabaho, Turismo, Asenso Job Fairs–Trabaho Turismo Asenso Philippine Tourism Job Fairs, a collaborative effort by the DOT and the Department of Labor and Employment (DOLE).

With the Philippines being known as one of the most hospitable countries in the world, 126,343 tourism workers were trained for the Filipino Brand of Service Excellence (FBSE) as of December 31, 2023, surpassing the initial 100,000 set by no less than the tourism chief.

Initiated by the DOT, the FBSE training program is rooted in the 7M’s of core values that Filipinos are widely known for: Malikhain, Makatao, Makakalikasan, Makabansa, Masayahin, May Bayanihan, and May Pag-asa, and designed to promote service excellence in all tourism-related establishments.

Generating more sales leads

Abundant tourism revenue from international and local business-to-business and promotional events also concluded in 2023 for the Philippine tourism industry.

An estimated PHP6.317 billion total sales leads have been delivered through the DOT’s attached agency, Tourism Promotions Board (TPB) Philippines, which has been actively carrying out marketing and promotions, mounting  of international and domestic travel fairs, and participating in major expos locally and abroad.

“Looking ahead to 2024, our commitment to the transformation of Philippine tourism is unwavering. Guided by our National Tourism Development Plan 2023-2028, we are poised for a thriving tourism landscape, evident in surpassing our targets in international and domestic arrivals and receipts, fostering economic prosperity and further job creation for our people,”  said Secretary Frasco.

The New Philippines

Reintroducing The Philippines into the global tourism arena, the country , represented by Secretary Frasco, has been elected Vice President of the 25th General Assembly of the United Nations World Tourism Organization (UNWTO), a prestigious global position last held by the country more than two decades ago.  Likewise, The  Philippines, with Secretary Frasco’s representation, was also elected as Chair of the Commission for East Asia and the Pacific allowing the country to host the Joint Regional Meetings of the Committee for East Asia and the Pacific and South Asia in Cebu in 2024.

Consistent top-of-mind destination

The past year for the tourism industry may have been a mix of challenges and successes, but as recognized by preeminent award-giving bodies and publications, the Philippines remains a top-of-mind destination among travelers.

This was signified by the six major accolades from the World Travel Awards (WTA) received by the country as 2023 World’s Leading Dive Destination, World’s Leading Beach Destination, the World’s Leading City Destination for Manila as well as Asia’s Best Cruise Destination, and Asia’s Leading Dive Destination. For the first time, the Philippines also earned the spotlight on its inaugural win for the Global Tourism Resilience Award for demonstrating “global leadership, pioneering vision, and innovation to overcome critical challenges and adversity.”

The Philippines, during the previous year, also garnered more than 15 travel and tourism honors from prestigious award-giving bodies in the categories including diving, beach, cruise, culinary, retirement, and Muslim-friendly tourism, “a testament that the Philippines is indeed an emerging tourism powerhouse.” according to Secretary Frasco.

“The extraordinary journey of Philippine tourism in 2023 saw the world express its LOVE for the Philippines with our country’s rise to global prominence as the World’s Leading Beach and Dive Destination, and Asia’s Best Cruise Destination, among many other accolades. The indomitable spirit of the Filipino has been globally acclaimed with the Philippines receiving the Global Tourism Resilience Award with our country seen as a benchmark for innovation amidst trials and challenges,”  enthused the tourism chief.

“Looking ahead to 2024, our commitment to the transformation of Philippine tourism is unwavering. Guided by our National Tourism Development Plan 2023-2028, we are poised for a thriving tourism landscape, evident in surpassing our targets in international and domestic arrivals and receipts, fostering economic prosperity and further job creation for our people,”  Frasco added.

DOT targets 4.8 million foreign visitors in 2023

The Department of Tourism (DOT) is eyeing to surpass this year’s foreign tourist arrivals as it continues to launch various programs to strengthen the local tourism industry,

For 2023, the DOT said it is targeting 4.8 million foreign visitors, which is double than 2022 arrival which is now at 2.46 million, according to DOT Secretary Christina Garcia Frasco.

She said the Department is eyeing 2023 projections with full optimism, as the industry is on a spiking trajectory in terms of progress.

The DOT had initially projected 1.7 million tourist arrivals this year, but the actual count recorded 2.46 million as of Tuesday, Dec. 19.

The United States emerged as the country’s top tourist market with 461,967 visitors, followed by South Korea (387,780), Australia (122,971), Canada (112,015), the United Kingdom (93,440), Japan (91,557), Singapore (50,964), India (49,330), Malaysia (44,357), and Vietnam (37,028).

The Tourism chief stressed that the Department would close the year with a promising trajectory of 2.5 million visitor arrivals accounting to close to 30 percent of the industry’s pre-pandemic arrivals data when the Philippines recorded 8.3 million arrivals in 2019.

Thus, she said, “is a far cry from the 164,000 recorded in 2021.”

Frasco added the new projections are made with consideration of factors that are beyond the control of the Department, such as the ongoing Russia-Ukraine war, rising fuel prices, inflation, and the continued lockdowns in China which, for the longest time, has been the top tourist market of the Philippines.

“We look at it with optimism in a sense that our goal is to exceed our conservative projections in the same way that we have been able to exceed it this year,” Frasco said.

“And we feel that we would be able to exceed our pre-pandemic numbers way earlier than the 2025 year that was told to us when we assumed office with the improved policies under the Marcos administration,” she added.

Ranked third

Frasco welcomed the PUBLiCUS Asia survey result which placed the tourism agency third in government agencies with the highest approval ratings nationwide.

The survey, conducted between Nov. 25 to 30, likewise ranked the DOT 8th in terms of trust rating from the public.

“We are grateful for the Filipino people’s positive response and support for the work we have done in the past 6 months to usher in the recovery of the tourism industry,” said Frasco.

“We are optimistic that just as we have greatly exceeded our targets this year, 2023 will usher in more record-breaking numbers, translating to more livelihood and employment opportunities for our fellow Filipinos. We are thankful for our continued partnership and collaboration with the hardworking men and women of the Philippine tourism industry from the public and private sectors across the country,” she added.

Priority goals

Meanwhile, Frasco announced their priority goals for next year, which include stronger collaboration with national government agencies and local government units (LGUs) in developing the country’s tourism portfolio and exemplifying the Filipino Brand of Service Excellence (FBSE).

This will highlight the training of 100,000 tourism workers, the highest record set by far for the industry, according to the secretary.

On Wednesday, Dec. 20, Frasco signed a formal partnership with the Department of Information and Communication Technology (DICT) to enhance the overall tourist experience at the established tourist centers around the country.

The partnership, she noted, would provide improved internet connectivity in at least 94 destinations all over the country, and more digitalized tourism services.

Frasco said the goal is to make travel seamless for all types of travelers, thus, the launching of the E-arrival pass together with the DOT, DICT, BI, BOQ, and DOH which integrates all the requirements of five government agencies into one platform.

“It makes travel as convenient as possible for any Filipino or tourist coming into the country by removing any barriers that would otherwise dissuade tourists from coming into the Philippines,” she said.

The DOT also launched two of its newest tourism programs which include the Philippine Travel Experience which would give tourists a window to discover the country’s tourism gems; and the “Bisita, Be My Guest Program”, wherein the DOT is giving away condominium units, cars, and other amenity packages for returning Filipinos who can bring home in acquaintances, friends and family members to the country.

PH tourism competitiveness

The DOT has also laid the groundwork for the Philippines to be more tourism-competitive in Asia and the world through the establishment of one-stop-shop tourist centers called Tourist Rest Areas (TRA) in 10 strategic locations across the country which are: Manolo Fortich in Bukidnon; Samal Island in Davao del Norte; Baguio in the Cordilleras; Dauis in Bohol; Saud in Ilocos Norte; and Carcar, Carmen, Medellin, and Moalboal in Cebu, and in January 2023, in Roxas in Palawan.

“Aside from diversifying our products in arts and film tourism, we are also developing the country’s existing tourism products including dive and marine sports tourism, education, health, and cruise tourism, food and gastronomy tourism, culture and heritage tourism, MICE tourism and halal tourism,” Frasco said.

The secretary said she will also ensure the continuity of her listening tours, which have proven to help gather the most important insights from industry stakeholders on the ground, with the intent of establishing an inclusive, collaborative, and consultative Tourism Department.

She said the DOT is also in close coordination with its partner government offices such as the Department of Transportation (DOTr), the Department of Public Works and Highways (DPWH), the Department of Information and Communications Technology (DICT), as well the Department of Interior and Local Government (DILG) and Department of Health (DOH) for the enhanced travel connectivity and ensured the safety of tourists.

Job generation

In terms of increasing employability, Frasco said the DOT has collaborated with the Department of Labor and Employment (DOLE), in the launching of the Trabaho, Turismo Asenso! last September in the National Capital Region (NCR), Cebu and Davao to fill in the gaps in the tourism workforce.

The collaboration has aggregated 157 tourism-related companies and offered a total of 8,310 jobs with 9,000 cumulative registrants.

Tourism training sessions have also been conducted for 25,770 industry stakeholders from tourism-related establishments, Community Based Tourism Organizations (CBTOs), local tourism officers, and members of the academe to equip them with the needed knowledge and skills for the advocacy programs of the sector toward a sustainable, resilient, and inclusive Philippine tourism.

Road to resurgence of tourism sector in the Philippines

Broad indicators in the global tourism industry, including arrivals, flight capacity, and hotel occupancy rates, are anticipated to finally recover to pre-pandemic levels by next year, according to real estate services firm Leechiu Property Consultants Inc.

Industry stakeholders should thus look out for certain trends that can significantly impact the Philippines in the coming year, including the relaxation of visa restrictions, persistent high airfares driven by escalating aviation fuel costs, ongoing inflation, a high-interest rate environment that may leave consumers with diminished purchasing power, as well as the return of business travel and meetings, incentives, conferences, and exhibitions (MICE) events.

Promising outlook

The third quarter of 2023 alone already revealed a promising outlook on the Philippine tourism sector, with the number of international tourist arrivals reaching 4.038 million as of end September. This places the Department of Tourism (DOT) at an impressive 84 percent of its 4.8 million international tourist arrivals target for 2023.

Despite substantial recovery from key source countries like South Korea, the United States of America, and Australia, the Philippines has yet to reclaim more than 50 percent of its 2019 tourist numbers from Japan and China.

China’s relatively low recovery rate can be attributed to multiple factors, including limited international flight capacity, which currently operates at only 50 percent of its pre-pandemic levels. Meanwhile, the reduced number of Japanese tourists year to date may be linked to a 32-year low for the Japanese Yen, falling below 150 per US dollar, among other concerns.

Private sector investments

To sustain the growth in the Philippine tourism industry, there’s a pressing need for greater private sector investment in additional hotel accommodations. Initiating these investments within the next year is critical to fortify international tourism beyond 2027.

Currently, a development pipeline is in place, with nearly 15,000 new hotel rooms expected to be delivered within the next five years, primarily concentrated in Metro Manila. Moreover, additional hotel projects are anticipated to be announced in the coming months or years, aligning with the DOT’s target of 12 million international arrivals for 2028.

The development of hotels in key cities such as Cebu, Clark, Davao, Bohol, and Palawan highlights the pivotal role of international airports in driving demand for hotel accommodations.

For instance, the establishment of the Bohol–Panglao International Airport in 2018 and the installation of night instrumentation in 2019 have significantly boosted tourist arrivals in Panglao. In 2019, Panglao reached an impressive 1.58 million visitors, coming close to Boracay’s 2.034 million arrivals during the same period.

Premier tourism destination

Given these promising figures, it’s becoming increasingly likely that Panglao Island could surpass Boracay Island as the Philippines’ premier tourism destination.

Alfred Lay, director for Hotel, Tourism, and Leisure at Leechiu Property Consultants, highlighted a key advantage of Panglao over Boracay: its larger size and capacity limits. He also pointed out the ongoing developments in Panglao, including the proposed 50-ha Panglao Shores project, the upcoming JW Marriott hotel, the Cebu-Bohol bridge, and large-scale energy initiatives designed to meet Bohol’s growing energy demands.

These developments have had a significant impact on land values, with Alona Beachfront properties now priced at approximately P80,000 to P120,000 per sqm, approaching the land values in Boracay’s white beach area.

Business chambers see tourism, agriculture driving 2023 recovery

BUSINESS GROUPS said they expect tourism and agriculture to drive the economic recovery in 2023, with remittances providing a cushion against any possible external shocks.

George T. Barcelon, Philippine Chamber of Commerce and Industry president, said his organization is “cautiously optimistic” of the country’s economic performance this year.

“Our economy will sustain a healthy pace in the first half of the new year. There may still be interest hike(s) mirroring the US and EU actions to mitigate inflation (but) remittances and the rebounding domestic economy will allow the Philippines to weather it,” Mr. Barcelon told reporters in a Viber message.

The Bangko Sentral ng Pilipinas increased interest rates by 350 basis points in 2022, bringing its benchmark rate to 5.5% in response to high inflation and the weakening peso.

Mr. Barcelon said that the government should address high food prices, which have added to the pressure to raise wages, raising the prospect of more inflation going forward.

“This is a vicious cycle that could stunt business and negatively impact the competitiveness of the export sector. As such, the outlook on both job creation and sustainability for the year may encounter headwinds,” Mr. Barcelon said.

Mr. Barcelon said tourism and agriculture could be the economy’s sources of strength, as will infrastructure.

“The government’s plans to continue infrastructure spending and massive housing projects for the homeless will certainly give impetus to our economy. From worldwide trends, travel and leisure business are coming back on strong. The recent trip of President Ferdinand R. Marcos, Jr. has (secured) China’s support for our tourism and agricultural sectors,” Mr. Barcelon said.

Lily Lim, vice chair for media and public information affairs for the Federation of Filipino Chinese Chambers of Commerce & Industry, Inc., said in a separate televised briefing on Monday that the group is projecting 6.5% to 7.5% gross domestic product (GDP) growth for 2023. 

According to Ms. Lim, the forecast will come on the back of agriculture.

“We will hit 6.5% to 7.5% (GDP growth) for sure within the year with exports of our agricultural products to China. We have fruits such as durian, avocado, bananas, mangosteen, and others,” Ms. Lim said. 

“Following the trip of Mr. Marcos to China, we expect improvement in the agricultural sector. We should also expect improvements in development cooperation, infrastructure, maritime security, and tourism,” she added.

GDP grew 7.6% in the third quarter. Fourth-quarter GDP is set to be released on Jan. 26.

The government projects GDP to have increased between 6.5% and 7.5% last year. For 2023, the government has set a target range of 6% to 7%.

Ms. Lim called for a further easing of coronavirus disease 2019 (COVID-19) related restrictions in order to boost economic growth.

“There are so many countries and also for us, the case count has dropped. (We should ease) restrictions… and also prepare ourselves to grow agriculture, tourism… (and) infrastructure — everything needed to support (the economy),” Ms. Lim said.
