How to Buy a Car in the USA As a Foreigner

Buying a car is a big event and contains several steps, even for American citizens. There are actually very few, if any, separate requirements for visitors or immigrants from other countries who wish to buy a car in the U.S. Nevertheless, understanding all the requirements is important and will make the process easier. Along the way, there are some resources that may be helpful to foreigners in the U.S.

Planning your Financing Options

Step 1 Shop for a car you can afford.

Getting Car Insurance

Step 1 Make sure you can legally drive in the U.S.

  • South Korea.

Step 2 Understand the obligation.

  • New Hampshire is the only state that does not require car insurance, [5] X Trustworthy Source Consumer Reports Nonprofit organization dedicated to consumer advocacy and product testing Go to source but even they highly recommend it. [6] X Research source

Step 3 Find out the insurance requirements for your state.

Finding and Buying a Car

Step 1 Consider your needs.

  • Research the car you want before you begin negotiating. After you have completed your shopping and you believe you have found the car you want, research it thoroughly. Using online sources like KellyBlueBook.com or Edmunds.com, you can look up the values of both new and used cars. These will give you a starting place for your negotiating.
  • Have a target price in mind. Before you begin the process, you should know what you want to pay, and then a higher amount that you might be willing to pay.
  • Use leverage to your advantage. When you are negotiating a price for a car, let the salesman believe that you are willing to walk away and go buy a different car from someone else. If they know they might lose your business, they may be willing to lower the price.
  • Focus on the car’s price, not the monthly payments. Many car salesmen will try negotiating the price in terms of monthly payments, rather than the total. If you do this, you run the risk of adding thousands of dollars to the price without really noticing it. Keep the conversation focused on the total price. Registering Your New or Used Car

Step 1 Let the dealer handle it, if you are buying from a dealer.

  • A handy site with contact information for all 50 states is DMV.org.

Step 3 Collect the information that you will need to register your car.

  • A registration application, which you can usually download from your state’s DMV web site.
  • The title for the new car, showing your name as the owner. A lien might be on title if it has been financed.
  • If you have not registered the car yet, you will not be able to drive it to the inspection location. If you are buying a used car, you will probably drive the car with the seller’s license plates to the inspection site, and then you will be able to get your own registration.
  • Proof of insurance.
  • Payment for sales tax and other registration fees. Check with the DMV web site in your state to determine what this will be. It varies from state to state.

Shipping Your Car Overseas

Step 1 Select the type of transport.

  • Roll On, Roll Off (RORO): Vehicles are driven directly onto a ship and are lashed down. The travel time across the ocean (from the east coast to Europe, or from the west coast to Asia) is approximately two weeks. The cost is reasonable, but there is a risk of damage or theft.
  • Containerized Shipping: About six cars at a time are loaded into a closed, locked container, which is then loaded onto a ship. This is a more expensive alternative but provides added security than the RORO method.
  • Air freight: This is the most secure and fastest method of shipping your car. It is also the most expensive.

Step 2 Clear your car through US Customs as part of shipping it.

Expert Q&A

  • Do your research. Remember to ask about financing services, auto insurance, and long term rental capabilities before you choose a company. Choose an expat car service that offers all of these services at affordable rates. Thanks Helpful 0 Not Helpful 0
  • Research whether you need an international driver's license before you leave home. Requirements vary from state to state and will vary depending on the length of time you are in the U.S. In most states, if you are establishing a residence, you will be able to get a local driver's license and still keep your original license. If you are only in the U.S. temporarily, you may be able to drive with you home license alone. Thanks Helpful 0 Not Helpful 0

Buying a car in the U.S. is a great way to get around as a foreigner, but there are a few things you should know. Although it’s possible to get a loan as a foreigner, it’ll be easier if you pay outright for a used car. Do research into the cars you’re looking at and negotiate the best price with the seller. To drive your new car in the U.S., you’ll need a valid driver’s license. If you’re visiting short-term, you can use a foreign license if it’s in English. If it’s not in English, you’ll need to get an International Driver’s License from your home country. You’ll also need to buy insurance for your car to legally drive it. If you buy your car from a dealer, they should register it for you, but if not, you’ll need to contact your local DMV to register your car. Importing a Vehicle into the U.S. Temporarily

Importing a Vehicle into the U.S. Temporarily

Breeze Customs Blog

mporting a vehicle into the United States doesn’t always have to be permanent. There are cases when you can import a vehicle or engine temporarily with an exemption from the United States Environmental Protection Agency (EPA).

There are five cases when you can import a vehicle temporarily by obtaining an EPA letter of exemption: for repair or alteration, for display, for testing, for diplomats, and for non-residents. But on what terms and conditions? Read on to learn about the 5 types of EPA vehicle exemptions , the restrictions that apply, and the requirements you must meet when applying to import a vehicle on a temporary basis.

1. Importing a vehicle for repair or alteration

You may import a vehicle or engine temporarily if the sole purpose of the import is for repair or alteration. The vehicle may not be driven on public roads or highways, cannot be sold or transferred, and must be exported after the repair or alteration or upon the expiry of the EPA exemption — whichever comes first.

The requirements for importing a vehicle for repair or alteration are:

  • Filing, upon entry, an EPA Form 3520-1 declaring code “G” and attaching the EPA letter of exemption
  • Posting a Customs Bond with U.S. Customs

2. Importing a vehicle for display

As determined by EPA, you may import a vehicle for a legitimate display purpose either for the general public’s interest (e.g., display in a public museum, display at a charity event) or a business (e.g., to test the market for a new product). However, a written EPA approval letter must be obtained before importation.

It is important to note that using this exemption for private purposes is not permitted, driving the vehicle on public roads and highways is not allowed, and offering a nonconforming vehicle for sale, as a gift, or as a prize in the U.S. violates the Clean Air Act . Moreover, the vehicle must be exported, destroyed, or brought into compliance through the services of an ICI at the end of the display purpose or expiration of the exemption — whichever occurs first.

The requirements for importing a vehicle for display are:

  • Filing, upon entry, an EPA Form 3520-1 declaring code “K” and attaching the EPA letter of exemption

3. Importing a vehicle for testing

You may also import a vehicle or engine for testing purposes such as for research, investigations, studies, demonstrations, or training. The vehicle may be driven on public roads provided such operation is an integral part of the test program, but it cannot be sold or transferred to another party.

The importer carries the burden of proof that the proposed test program constitutes an appropriate basis for an exemption, and must satisfy all the requirements of 40 CFR 85.1705 . The vehicle must be exported, destroyed, or brought into compliance through the services of an ICI at the end of the test purpose, or expiration of the exemption — whichever occurs first.

The requirements for importing a vehicle for testing are:

  • Filing, upon entry, an EPA Form 3520-1 declaring code “I” and attaching the EPA letter of exemption

4. Importing a vehicle for diplomats

A vehicle may be imported temporarily by a member of the armed forces of a foreign country, or a representative of an international organization, or personnel of a foreign government on assignment in the U.S. who come within the class of persons for whom free entry has been authorized in writing by the U.S. Department of State. In this case, neither a Customs Bond nor an EPA approval is required.

The imported vehicle may not be sold or otherwise transferred to another party in the U.S. unless the new owner also has the required U.S. Department of State authorization, or orders for duty in the U.S. for members of the armed forces of foreign countries, and the new owner submits a new EPA Form 3520-1 to U.S. Customs. Otherwise, the vehicle must be exported at the end of the authorizing assignment, or U.S. Department of State authorization for free entry of vehicle, whichever comes first.

The requirements for importing a vehicle for diplomats are:

  • Filing, upon entry, an EPA Form 3520-1 declaring code “N” and attaching the EPA letter of exemption
  • A copy of the U.S. Department of State authorization, or orders for duty in the U.S. for members of the armed forces of foreign countries, must be attached to Form 3520-1.

5. Importing a vehicle for non-residents

Non-residents may import motor vehicles and motor vehicle equipment into the United States for personal use for up to one year. The vehicle must be imported in connection with your arrival, and it must be owned by you or on order before you depart from abroad. It cannot be sold or transferred to another party in the United States.

Only individual non-residents may import a vehicle through a non-resident exemption. It is prohibited to use this exemption primarily to conduct business, or for principle use by persons other than the importer (or spouse of the importer), the vehicle must be exported after one year, or upon the departure of the non-resident — whichever comes first.

Although written EPA approval must be obtained, a Customs Bond is not required in this case.

The requirement for importing a vehicle for non-residents is:

  • Filing, upon entry, an EPA Form 3520-1 declaring code “O” and attaching the EPA letter of exemption

It is important to note that, for all exemption types, you must keep a copy of the EPA approval letter for future proof of EPA exclusion.

10 Used Foreign Cars You Can Finally Import in 2019

If you’re a car enthusiast, arguably the best part of rolling into a new year is the opportunity to purchase cars that were once forbidden fruit.

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-lead-full

By Andrew Connor

New year, new you, new list of cars that can finally be brought to the United States. If you’re a car enthusiast, arguably the best part of rolling into a new year is the opportunity to purchase cars that were once forbidden fruit, made possible now that they’re a quarter of a century old. And trust me, 2019 has some real good shit in store, ranging from a Porsche-tuned station wagon to a few rally homologation specials to an apocalypse-ready minivan.

Keep in mind, you’ll have to wait until 25 years from the month your import was produced for it to be fully legal. ( Read about the “25 Year Law” here .) But if you’ve been after any one of these wonderful obscurities, consider the wait nearly through.

Audi RS2 Avant

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Audi-RS2

Arguably the most anticipated import car for 2019 will be the Audi RS2 Avant, grandfather to all hardcore sports wagons. Launched in March of 1994, the RS2 was a collaborative venture between Audi and Porsche and the harbinger of Audi’s insane “RS” cars. Based on the vanilla Audi 80, the RS2 was assembled at the same Porsche factory that made the legendary 959. It was bestowed with a turbocharged inline five-cylinder engine tuned by Porsche to produce well over 300 horsepower and sent to all four wheels via a six-speed manual gearbox. That glorious combination of running gear made a 0 to 60 mph sprint possible in under five seconds, which was supercar-rivaling acceleration at the time. Other goodies include Brembo brakes and Recaro sports seats.

Unfortunately, the RS2 was a particularly limited-run car, with fewer than 3,000 examples built. As such, the RS2 is already seeing massive demand in Europe, with prices extending well beyond $35,000 for a good example. So if you want one stateside next year, you’ll need fairly deep pockets.

Maserati Quattroporte IV

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Maserati-Quattroporte-IV

Most Maseratis of the ‘80s and ‘90s were weird, but also strangely desirable. The Quattroporte IV – a generation of the marque’s four-door we never saw stateside – is certainly no different. The car’s wedgy and angular styling was penned by Italian design legend Marcello Gandini (whose credits include the Lancia Stratos, Lamborghini Miura and De Tomaso Pantera). The engine powering it was a twin-turbo V6 (a couple of years later a twin-turbo V8 was also offered). That was good for a top speed of just over 160 mph and a 0 to 62 mph sprint in under six seconds, according to Maserati.

So it’s a reasonable performer then, with a luxurious interior, and it’s a bit of a rarity, to boot. Only some 2,400 Quattroporte IVs were made during its run between 1994 and 2000; it’d certainly stand out on American roads today. So if you want one, good news: you can find early examples in good condition for under $20,000. Bad news? It’s a 25-year-old, Italian exotic. Know what you’re getting into.

Toyota Celica GT-Four (ST205)

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Celica-GT-Four

Think WRC homologation car and your mind probably conjures up images of Lancia Deltas and Audi Quattros sliding through the dirt and snow. But the Celica GT-Four ST205 is, arguably, one of the most underrated homologation specials to what is, arguably, the most infamous rally car of all time. In short, the Toyota Celica GT-Four competing in Group A rallying used a device that was able to bypass the turbo restrictor plate during competition yet could appear completely normal under inspection. This, supposedly, gave the car a 50 horsepower advantage over the competition. The technical explanation is longer and far more clever than just that – so much so that FIA president Max Mosley called it “the most sophisticated device I’ve ever seen in 30 years of motorsport.”

The road-going variant of the Group A car, introduced in February 1994, was just as much a friend, sporting an all-wheel-drive system, a 2.0-liter turbocharged four-cylinder producing 255 horsepower and a big-ass spoiler. It even featured all the plumbing needed to install an anti-lag system. It’s a little-known gem from the height of Toyota’s experimental phase, and that alone makes it worth seeking out (as if the rally-like handling and ear-piercing turbo noises weren’t enough).

Subaru WRX STi

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Subaru-WRX-STi

While the rally-bred Subaru WRX STi has been available for a few generations in the U.S., the very early cars – the ones that first made Subaru a sensation with tuners and boy racers – was a Japan-only affair. The earliest WRX came into being in 1992, but the coveted variant warmed over by Subaru Technical International was introduced two years later. The first cars were essentially finished WRXs taken from the production line, then modified by STi. The 2.0-liter turbocharged four-pot received a modest power boost, from 240 horsepower to 250, while upgraded suspension and transmission components were added for good measure.

Mitsubishi Lancer Evo II

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Mistubishi-Evo-II

The first Lancer Evo has been legal in the U.S. for about two years now, but in 2019 you’ll be able to import that car’s successor. On the surface, there isn’t much to distinguish the Evo II from the original, mostly because the improvements made were incredibly subtle. That included a slightly lengthened wheelbase, wider tires and improved sway bars. Most notable, though, was a modest increase in power, now up to 252 horsepower over the original’s 244hp.

Mitsubishi Delica Space Gear

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Mistubishi-Delica

Mitsubishi’s off-road-ready third-generation Delica has been an import staple in the US for years now, but this year we’ll likely start seeing the car’s fourth-gen successor make its way stateside. In addition to the new “Space Gear” moniker, the fourth-gen Delica received smoother, more aerodynamic design language, perfect if you’re going for that “helicopter parenting in the end times” look. Though it lacks the edgier look of the third-gen, the Space Gear has a more refined interior, and it still retains — in 4WD guise — all the off-road underpinnings you’d need for an adventure: high-riding suspension, transfer case and a locking differential.

Mitsubishi Pajero Mini

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Mistubishi-Pajero-Mini

Maybe you’ve fallen in love with the fourth-generation Jimny ( we don’t blame you ), but the idea of waiting a full 25 years for one is disparaging. For a replacement in the interim, might we suggest the Pajero Mini?

As the name suggests, the Pajero Mini takes inspiration from the legendary Mitsubishi Pajero SUV but is small enough to fit into Japan’s “Kei” class of microcars. That means you get a tiny 659cc engine and the car is even shorter than the modern Mini Cooper, but you get a 4WD system and transfer case for proper backwoods shenanigans.

Mitsubishi FTO

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Mistubishi-FTO

Clearly, 1994 was a big year for Mitsubishi, as it also saw the introduction of the FTO, the brand’s compact, FWD sports coupe. It’s an obscure little car, unless you spent a lot of time playing Grand Turismo as a kid, but was available with a revvy 2.0-liter V6 that pumped out 170 horsepower – or nearly 200hp in “GPX” trim (a smaller four-cylinder was the base option). Transmission options boil down to a five-speed manual or a four- or five-speed automatic with selectable gears that can “learn” your driving style and shift accordingly.

Nissan Rasheen

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Nissan-Rasheen

Compact crossovers are a dime a dozen these days, but if you want something small and practical that’s a bit more forward-thinking and quirky, the Nissan Rasheen might be your chariot. The Rasheen’s pseudo-retro styling looks inspired by the Wartburg 353 and smacks of Nissan’s oddball “Pike Factory” cars. Mechanically, there’s nothing particularly notable: it’s powered by a trio of small four-cylinders (1.5, 1.8 and 2.0-liter options were available) and Nissan’s ATTESA all-wheel-drive system. What is notable, however, is the option for plaid seating! Expect the earliest examples of the Rasheen to become eligible for import starting in November.

Peugeot 106 Rallye

10-Cars-You-Can-Finally-Import-in-2019-gear-patrol-Peugeot-106-Rallye

This year is the year of the import rally car. In addition to the Celica GT-Four, WRX STi and Lancer Evo II, you’ll be able to import this: the Peugeot 106 Rallye, which was Peugeot’s homologation special for competing in 1,300cc class rally back in the day. The car’s humble (but high-revving) 1.3-liter engine only puts out around 100 horsepower, but with a stripped interior and a lightweight chassis, it only has to move around 1,800 pounds, making it a tossable little corner carver.

How To Temporarily Import Cars to the US

Avoid a headache - import your vehicle correctly..

The US government is careful in what it allows into the country, especially when it comes to vehicles from overseas. Save yourself a headache at the border, and ensure your vehicle gets imported correctly.

1. Plan your arrival

First, you will want to figure out how quickly you would want your car to arrive in the states.

You will have two options to import your car.

  • Loaded in a container and shipped by sea: 14 to 60 days
  • Shipped via expedited  air freight : 3 to 10 days from collecting the vehicle overseas to your door in US.

In order to avoid customs duties for your goods, it is best to have the vehicle arrive in the US around the same time you will be arriving.

2. Gather the documents

The required documentation for importing a car is as follows:

  • CPB Form 3299
  • Copy of passport
  • Copy of vehicle title
  • POA for the clearing agent
  • Bill of landing

If you are importing a car that’s under 25 years old , your vehicle must either fit US emissions standards or you must apply for a special use permit from the EPA. Without it, you will not be able to use your car on US roads.

lamborghini aventador temporary us import

3. Receive the car

Upon the vehicles arrival to US, your agent will clear, unloaded, prep, and deliver the vehicle to you anywhere in the US.

We can refer you to a short-term insurance agency.

4. Drive away!

Here are some basic requirements, rules and regulations for driving an imported car in the US.

You are allowed to temporary import a vehicle for a term of no longer than 1 year maximum.

Once the vehicle enters the country, you must now abide by each states local laws. In California for example, you have 14 days to register the vehicle. All states require insurance on your vehicle.

We can refer you to a short term insurance agency.

Sell my car, car research, sign in, eight tips for buying a car out of state, venturing to another state may yield a better deal, but make sure you’re prepared..

author-image

Article QuickTakes:

  • Ask for pictures & videos and get a PPI
  • See if seller will hold car and make sure you can legally drive it
  • Turn your trip into a vacation or ship the car
  • Look at taxes & registration and don't forget emissions testing

With limited supply and high demand, the current car market may have you casting a wide net to find a new or used vehicle. If you’re willing to travel to pick up a car or pay to have it shipped, you’ll find a lot more choices if you’re open to buying a car out of state; plus, you may save a few bucks. But before you change your search parameters, you’ll want to know everything that’s involved with cross-state vehicle purchases. Here are some essential tips to help you.

1. Ask for Lots of Pictures and Video

You want to feel confident about your purchase, and asking the seller for plenty of high-res pictures—particularly of any damaged areas—can allay your doubts. If you’re still unsure, ask the seller for a live walk-around of the vehicle using a video chat program like Apple FaceTime, Google Hangouts, or Zoom. That way you can ask questions in real time.

2. Get a Pre-Purchase Inspection for a Used Car

Obtaining a pre-purchase inspection (PPI) is a smart decision when looking at any used car, but it’s especially important when buying a car out of state. A car may look great in pictures or on video, but it could have some unfortunate and potentially costly stories to tell. For a relatively small fee (usually an hour or two at a shop’s standard rate), a qualified mechanic will check out the electrical system, put the car up on a lift to look for leaks and hidden damage, and take it for a test drive to evaluate its handling, ride, and acceleration.

The seller may suggest a specific shop or dealership for the PPI, but it’s best to do your own research, finding a place in the area and arranging the visit yourself. This helps ensure that the mechanic is working on your behalf, not the seller’s. Lastly, if the seller is unwilling to accommodate a PPI, that’s a red flag.

3. See if the Seller Will Hold the Car for You

If you’re willing to travel to see a vehicle in person but worry someone else might swoop in to buy it in the meantime, ask the seller—be it a dealer or private party—if they’ll hold the car for you in exchange for a deposit. Make sure to confirm that it’s refundable in case the car isn’t as described or you change your mind upon inspection and that the deposit will apply to the final price of the vehicle if you proceed with the transaction. It’s best to get this in writing via email.

4. Be Sure You Can Legally Drive the Car Home

If you decide to pick up the car yourself, you need to keep a few things in mind. First, let’s consider if you’re flying in and buying a car off a lot. In that instance, the dealership will likely be willing to send someone to pick you up at a nearby airport. You’ll want to confirm ahead of time that the dealership will provide a temporary license plate so you can legally drive the car home. You’ll also need to add the car to your insurance. (If you’re traveling on a weekend, you should contact your insurer a day or two early, just in case.)

If you complete a private-party sale, transporting a car across state lines can be trickier, since the seller can’t issue you a temporary license plate. The best way to avoid unwanted attention is to load the car on a trailer and tow it home. If that’s not an option, you can drive it, but first contact the department of motor vehicles in every state through which you’re planning to drive and confirm what paperwork you need to carry. Many states offer a grace period during which you can legally move the car before you register it, but you’ll need valid insurance and a dated bill of sale signed by you and the seller.

5. Turn Your Car-Buying Trip Into a Vacation

If you’ve always wanted to see the Grand Canyon and the car is in Phoenix, buying a car out of state is your chance. If you’re on the fence about taking a road trip, compare the cost of transporting the car—including fuel, overnight accommodations, the time off work, and/or flights/train tickets to get there (and back, if you don’t buy the car)—with that of having it shipped.

6. Consider Shipping the Car

If shipping winds up fitting your budget and schedule, a wide number of trucking companies stand ready to collect the vehicle from the seller and bring it directly to you. Dealerships likely have experience with this and can help arrange pickup and delivery. If you find yourself needing to work out arrangements on your own, numerous online brokers will shop around for the best deal on your behalf.

7. Look Closely at Taxes and Registration

Unless you live in a state that doesn’t levy a sales tax, you will need to pay taxes on the car when you go to register it. Dealerships will be aware of this, and in some cases, they may collect your state’s taxes for you, allowing you to roll it into a loan. If they don’t, though, be aware that you may be on the hook for a big check when you go to your motor vehicle registration office.

8. Don’t Forget About Emissions Testing

Many areas require vehicles to undergo periodic emissions testing (aka smog testing). Even brand-new cars may not be exempt in some states. While cars two years old or younger without performance modifications should have no issue passing these tests, older models may not have the region-specific equipment necessary to pass a visual inspection.

When in doubt, contact the automaker's customer-service department or your state’s emissions testing service to determine the vehicle’s compliance. A sticker under the hood will also indicate if the car was originally built to 50-state or market-specific emissions standards.

Can Tourists Buy a Car and Insurance in the U.S.?

Obtaining a car and insurance as a tourist in the U.S. can be a complex process. To legally drive in the country, visitors must have car insurance, whether renting a vehicle or bringing their own from abroad. Insurance options vary, and some agencies may require a U.S.-issued driver’s license. Buying a car can be done through dealerships or private sellers, but ensuring proper documentation is crucial. Foreign-owned vehicles may require insurance from U.S.-based agencies. Researching insurance resources and comparing coverage options online is recommended. Understanding requirements and finding adequate coverage are key for tourists navigating the U.S. car insurance system.

As a tourist visiting the United States, you may wonder if it’s possible to purchase a car and insurance during your stay. The answer is yes, it is indeed possible to buy a car and obtain insurance as a foreign visitor in the U.S.

When it comes to car insurance, it’s important to note that driving without insurance is illegal in the U.S. Whether you plan to rent a car or bring your own vehicle from your home country, having valid car insurance is mandatory to legally operate a vehicle in the United States.

If you decide to rent a car during your visit, you can typically purchase insurance directly through the rental agency. They offer different coverage options to suit your needs and provide protection in case of accidents or damages.

For tourists who bring their own vehicle from their home country, purchasing insurance from a U.S.-based insurance agency is necessary. However, it’s worth noting that some insurance companies may not provide coverage to foreign drivers. In such cases, it may be required to obtain a U.S.-issued driver’s license or an International Driving Permit (IDP) as proof of driving qualifications.

Buying a car in the U.S. is also an option for tourists who plan to stay for an extended period. You can purchase a vehicle either from a dealership or a private seller. However, it’s crucial to ensure that the private seller has all the necessary valid ownership documents before making the transaction.

Once you’ve finalized the car purchase, it’s essential to visit a local motor vehicle agency office to complete the necessary paperwork and register the vehicle in your name as the new owner.

While obtaining car insurance for foreigners can be challenging due to certain requirements, several insurance companies may offer coverage to individuals with recognized foreign licenses or an International Driving Permit. Researching different insurance companies and coverage options online before your trip to the United States can help you find suitable insurance for your needs.

Remember, having a valid driver’s license from your home country and proper car insurance that meets the state requirements are essential for driving in the U.S. Being aware of these regulations and making sure you have adequate coverage will contribute to a smooth and legally compliant driving experience during your time as a tourist in the United States.

Understanding Car Insurance Requirements for Foreign Drivers

When it comes to car insurance in the U.S., foreign drivers, including tourists, need to understand the specific requirements they must meet. This includes obtaining a driver’s license and exploring insurance options, whether they choose to rent a car or bring their own vehicle from their home country.

Obtaining a Driver’s License in the U.S.

Foreign drivers who plan on driving in the U.S. for an extended period may need to obtain a driver’s license issued within the country. The requirements for obtaining a license vary by state, but generally, individuals can visit their local Department of Motor Vehicles (DMV) office to complete the necessary paperwork and pass a written and practical driving test. If you are a short-term visitor, using your valid driver’s license from your home country along with an International Driving Permit (IDP) is typically sufficient.

Insurance Options for Tourists Renting a Car

For tourists planning to rent a car in the U.S., insurance options are available through the rental agency. These options often include liability coverage, collision damage waivers, and personal accident insurance. It’s essential to carefully review the rental agreement and understand the coverage provided. You may also be able to use your existing car insurance policy from your home country, as some policies extend coverage to rental cars abroad. Ensure you check with your insurance provider beforehand and understand any limitations or requirements.

It’s crucial for foreign drivers to navigate the car insurance requirements in the U.S. Understanding the process of obtaining a driver’s license, whether it’s necessary for your stay, and exploring insurance options for rental cars can help ensure compliance and peace of mind during your time in the country.

Buying a Car in the U.S. as a Foreign Visitor

Buying a car in the U.S. as a foreign visitor is an exciting prospect, offering freedom and convenience during your stay. There are two primary options for purchasing a vehicle: from a dealership or from a private seller.

Purchasing a Vehicle from a Dealership

Buying a car from a dealership provides certain advantages, such as a wide selection of new and used vehicles, financing options, and warranties. As a foreign visitor, you’ll need to provide necessary documentation, including your passport, proof of address, and a valid international driver’s license or a driver’s license from your home country.

At the dealership, you can browse the available cars, take test drives, and negotiate the price. Once you’ve selected a vehicle, the dealer will assist you with the necessary paperwork, including the bill of sale, title transfer, and any additional fees or taxes.

It is crucial to thoroughly inspect the vehicle, review its history report, and ensure all documents are accurate before finalizing the purchase. This process will help protect your investment and give you peace of mind with your new car.

Buying a Car from a Private Seller

If you prefer buying a car directly from a private seller, there are some important considerations to keep in mind. Begin by researching available platforms and listings, such as online marketplaces, local classifieds, or community bulletin boards.

When meeting with the seller, inspect the vehicle carefully, paying attention to its condition, mileage, and any potential issues. It is wise to request a vehicle history report to ensure transparency about previous accidents or damages.

Agree on a fair purchase price and negotiate the terms of the sale, including any warranties or guarantees. Once a deal is reached, both parties will need to complete several essential steps, such as signing a bill of sale, transferring the title, and updating the vehicle registration.

Before finalizing the transaction, it is advisable to have a qualified mechanic inspect the car. This will help identify any hidden problems and give you confidence in your purchase.

Buying a car in the U.S. as a foreign visitor can be a rewarding experience. Whether you choose to purchase from a dealership or a private seller, ensure you have all the necessary documentation, thoroughly inspect the vehicle, and follow the proper legal procedures. Enjoy your newfound mobility as you explore the beautiful landscapes and destinations across the United States.

Finding Insurance Coverage for a Foreign-Owned Vehicle

When it comes to insuring a foreign-owned vehicle in the U.S., there are a couple of options available. Whether you brought your vehicle from your home country or purchased one in the U.S., it’s essential to have the appropriate insurance coverage to comply with legal requirements.

Insuring a Vehicle Brought from the Home Country

If you brought your car from your home country to the U.S., you’ll need to obtain insurance for it. To ensure a smooth process, consider the following steps:

  • Research U.S.-based insurance agencies: Look for insurance providers that specialize in coverage for foreign-owned vehicles. These agencies have experience dealing with the unique requirements and challenges involved.
  • Provide necessary documentation: You’ll likely need to provide documentation such as your vehicle’s title, bill of sale, and any import/export documents. These documents help establish ownership and facilitate the insurance process.
  • Meet insurance requirements: Ensure that the insurance policy you choose meets the minimum coverage requirements set by the state where you plan to register the vehicle. Each state has its own insurance requirements, so it’s crucial to verify and comply with them.

Securing Insurance from U.S.-based Insurance Agencies

If you decide to purchase a vehicle in the U.S. as a tourist, you can obtain insurance from U.S.-based insurance agencies. Here’s what you need to know:

  • Research reputable insurance providers: Look for well-established insurers with a good track record. Consider factors such as coverage options, customer reviews, and pricing.
  • Obtain a U.S. driver’s license: Some insurance agencies may require a U.S.-issued driver’s license to provide coverage. If you plan to stay in the country for an extended period, it might be necessary to obtain a local driver’s license.
  • Compare coverage options: Different insurance providers offer various coverage options, such as liability, collision, and comprehensive insurance. Take the time to compare policies and choose the one that best suits your needs.
  • Provide necessary information: When applying for insurance, you’ll need to provide details about the vehicle and your driving history. This information helps insurers assess risk and determine the appropriate coverage and premium.

Securing insurance coverage for a foreign-owned vehicle involves navigating through the intricacies of the U.S. insurance system. Following the guidelines above and working with experienced insurance providers can help simplify the process and ensure that you have the necessary coverage for your vehicle during your stay in the U.S.

Exploring Insurance Resources and Comparison Tools

When it comes to finding the right insurance coverage as a tourist in the U.S., it’s crucial to explore various insurance resources and take advantage of comparison tools. These resources and tools can help you make informed decisions about your car insurance options.

Using Online Resources to Compare Insurance Quotes

One of the most convenient ways to explore insurance options is by using online resources. Many insurance companies and comparison websites provide platforms where you can easily compare insurance quotes from multiple providers. By entering your vehicle details, personal information, and coverage preferences, you can quickly gather quotes tailored to your specific needs.

Take your time to thoroughly review these quotes, considering the coverage limits, deductibles, and any additional benefits offered. It’s also essential to read customer reviews and check the reputation and financial stability of the insurance companies you are considering. This will help you make an informed decision about which insurance policy suits you best.

Calculating Insurance Costs and Coverage

Calculating insurance costs and coverage is an important step in determining the right policy for your needs. Insurance premiums can vary based on factors such as your driving record, the type of vehicle you own, your age, and the coverage options you choose.

Many insurance companies provide online calculators that can help you estimate insurance costs based on your specific circumstances. These calculators take into account various factors and provide you with an estimate of the premium you can expect to pay.

Additionally, it’s crucial to understand the coverage options available to you. Liability insurance is typically required by law and covers damages you may cause to others in an accident. However, you may also consider additional coverage options like collision, comprehensive, or uninsured/underinsured motorist coverage, depending on your needs and budget.

  • Liability insurance: Provides coverage for damages to others in an accident for which you are at fault.
  • Collision coverage: Helps pay for damages to your vehicle in the event of a collision with another vehicle or object.
  • Comprehensive coverage: Covers damages to your vehicle caused by non-collision incidents such as theft, vandalism, or natural disasters.
  • Uninsured/Underinsured motorist coverage: Protects you if you’re involved in an accident with a driver who has inadequate or no insurance.

By understanding the different coverage options available and calculating the associated costs, you can make an informed decision about the insurance policy that provides the right coverage at a price that fits your budget.

Understanding Insurance Requirements for Short-Term Visitors

For short-term visitors to the U.S., understanding the insurance requirements is crucial to ensure compliance and protection during their stay. Whether renting a car or using their own vehicle, visitors should familiarize themselves with the following subtopics.

Short-Term Visitors and Rental Car Insurance

When renting a car as a short-term visitor in the U.S., it is essential to consider rental car insurance options. Rental car companies typically offer several coverage choices, including:

  • Collision Damage Waiver (CDW): This coverage relieves the driver of responsibility for damages due to collisions.
  • Loss Damage Waiver (LDW): LDW covers the cost of repairing or replacing a rented vehicle in case of damage or theft.
  • Supplemental Liability Insurance (SLI): SLI extends the liability coverage provided by the rental company.

Short-term visitors should carefully review these options and assess their personal insurance coverage to make informed decisions about which policies to purchase. It is important to note that rental car insurance requirements may vary among different states and rental companies.

Coverage Options for Long-Term Visitors

For long-term visitors planning to use their vehicles or purchase a car during their stay in the U.S., there are insurance options available:

  • Temporary Car Insurance: Some insurance companies offer short-term policies tailored for foreign drivers staying in the country for an extended period. These policies provide coverage similar to standard auto insurance policies.
  • Non-Owner Car Insurance: Long-term visitors who do not own a car but frequently rent or borrow vehicles may find non-owner car insurance beneficial. This coverage offers liability protection when driving cars that are not owned by the policyholder.
  • International coverage: Visitors should check if their home country’s insurance policy extends coverage to their activities in the U.S. Some international insurance policies may provide limited coverage for driving in foreign countries, including the U.S.

Long-term visitors should consult with insurance providers to determine the most suitable coverage options based on their specific needs and duration of stay in the U.S.

Helpful Tips for Buying Car Insurance as a Tourist

When purchasing car insurance as a tourist in the U.S., it’s crucial to ensure adequate coverage for your vehicle and find ways to save money. Here are some helpful tips to consider:

Ensuring Adequate Coverage for Your Vehicle

1. Understand your insurance needs: Determine the appropriate coverage limits based on your specific requirements and the value of your vehicle.

2. Consider liability insurance: In the U.S., liability insurance is typically required by law. It covers damages and injuries you may cause to others.

3. Explore comprehensive and collision coverage: These optional coverages protect your vehicle against theft, vandalism, accidents, and other incidents.

4. Review policy exclusions: Pay attention to any exclusions or limitations in your insurance policy to ensure you have the necessary coverage.

5. Discuss additional coverage options: Depending on your needs, you may want to consider add-ons like roadside assistance, rental car coverage, or uninsured/underinsured motorist protection.

Saving Money on Car Insurance

1. Shop around for the best rates: Obtain quotes from multiple insurance companies to compare prices and coverage options.

2. Consider higher deductibles: Opting for a higher deductible can lower your insurance premiums. However, make sure you can comfortably afford the deductible amount in the event of a claim.

3. Look for discounts: Inquire about available discounts, such as safe driver discounts, bundled insurance packages, or discounts for installing safety features in your vehicle.

4. Maintain a good driving record: Keeping a clean driving record can help lower your insurance rates over time.

5. Take defensive driving courses: Completing a defensive driving course may qualify you for additional discounts and demonstrate your commitment to safe driving.

6. Consider usage-based insurance: Some insurance companies offer discounts based on your driving habits, using technology like telematics devices or smartphone apps to track your driving behavior.

Remember, it’s essential to research and understand the insurance requirements and options available to you as a tourist in the U.S. Take the time to compare quotes, assess your coverage needs, and explore ways to save money while ensuring adequate protection for your vehicle.

US Border Protection & Customs –   Importing a Motor Vehicle | U.S. Customs and Border Protection

Non-residents  may import a vehicle duty-free for personal use up to (1) one year if the vehicle is imported in conjunction with the owner’s arrival. Vehicles imported under this provision that do not conform to U.S. safety and emission standards must be exported within one year and may not be sold in the U.S. There is no exemption or extension of the export requirements.

Documentation For CBP clearance you will need the shippers or carrier’s original bill of lading, the bill of sale, foreign registration, and any other documents covering the vehicle. You will also be required to complete EPA form 3520-1 and DOT form HS-7, declaring the emissions and safety provisions under which the vehicle is being imported. Vehicles that meet all U.S. emission requirements will bear the manufacturer’s label on the engine compartment in English, attesting to that fact. For vehicles that lack such a label, the CBP inspector at the port of entry may require proof of eligibility to import under the EPA exemptions or exclusions specified on form 3520-1.

Vehicles that do not meet all U.S. emission requirements, unless eligible for exemption or exclusion must be imported through an independent commercial importer (ICI). EPA will not allow the vehicle’s release to the vehicle owner until ICI work is complete. The ICI will perform any EPA-required modifications and be responsible for assuring that all EPA requirements have been met. Some vehicles cannot be successfully imported or modified by an ICI, however, and in general, ICI fees are very high.

Cleaning the Undercarriage To safeguard against the importation of dangerous pests, the U.S. Department of Agriculture requires that the undercarriage of imported cars be free of foreign soil. Have your car steam-sprayed or cleaned thoroughly before shipment.

Temporary Vehicle Imports for Non-residents Motor vehicles and motor vehicle equipment for personal use may be imported for up to one year. The vehicle must be imported in connection with your arrival and it must be owned by you or on order before you depart from abroad. Only individual nonresidents may import a vehicle through a nonresident exemption. There is no Customs bond required, however, EPA requires that written approval must be obtained prior to importation.

Requirements:

  • Importer must apply for and should keep a copy of the EPA approval letter for future proof of EPA exclusion.
  • Importer must file with U. S. Customs, upon entry, an EPA Form 3520-1 declaring code “O;” and attach the EPA letter of exemption.

Restrictions:

  • Importer must be a nonresident;
  • Vehicle may not be sold or otherwise transferred to another party in the U.S.;
  • Vehicle must be used primarily for personal use by the importer while in the U.S.;
  • Use of this exemption is prohibited if the vehicle is to be used primarily to conduct business, or for principal use by persons other than the importer (or spouse of the importer); and
  • Vehicle must be exported after one year, or upon the nonresident departing the U.S., whichever comes first.
