The World Surfing Champion is a title awarded annually to the best competition surfer for the year, today based on points earned for placings at events on the Association of Surfing Professionals (ASP) ASP World Tour . A qualification system decides who can compete on the tour, for a total of 44 men (the top 44 as they're called) and 16 women.

History [ ]

The earliest world titles were amateur events decided by a single event, open to all comers, and were held only intermittently. The first was at [[Manly, New South Wales Manly in Sydney in 1964. The second was held in Lima, Peru in 1965.

From 1973 to 1975, there was no amateur championship held. The International Surfing Federation had been unable to establish a format or sponsorship and concurrent with this the new professional era was dawning.

1968 World Champion Fred Hemmings, retired from competition and began his career as an event promoter and ran the Smirnoff Rip Curl World Pro/Am that became the defacto professional World Championship from 1970 through 1975. The winners were; 1970: Nat Young (Australia), 1971: Gavin Rudolph (South Africa), 1972: Paul Neilsen (Australia), 1973: Ian Cairns (Australia), 1974: Reno Abellira (Hawaii) and 1975: Mark Richards (Australia).

In 1976 the International Professional Surfing (IPS) organisation was formed by the 1968 champion, turned promoter, Fred Hemmings . It put together an annual tour of 12 events around the world with a points system for event placings to decide a ratings winner at the end. This is the format used today by the ASP.

Peter Townend and Ian Cairns devised the points scoring system, shamelessly (as PT put it) appropriating the way Formula One motor racing did it. Townend also ended up the winner that first year (1976) with Cairns finishing in second.

In early years the title brought honour but only modest financial rewards in extra sponsorship etc, and not all professional surfers had it as their goal. In 1979 for instance when Mark Richards won he hadn't even attended all the events, reckoning it better to concentrate on his board shaping business than travel for the South African leg.

In 1982, following a less than positive experience with the IPS at the new Op Pro, Ian Cairns formed the Association of Surfing Professionals (ASP) which crowned its first champion, Tom Carroll , in 1983. The ASP continues as the worldwide sanctioning body for professional surfing.

In 1999, Mark Occhilupo 's win was a remarkable comeback. He'd been on the tour about 10 years earlier but had abandoned it, then returned stronger than ever.

In 2001 the ASP cut the tour short after the World Trade Center attacks of 9/11 , on surfers' fears for their safety at competitions. The ratings leader C. J. Hobgood was declared the championship winner.

As with almost every any sport there's an element of fortune needed in surfing competitions. The competition format, types of waves and human judging all have an effect, which leaves plenty of room for speculation about excellent surfers who never won a title, or could have won more.

Mark Richards ' record of 4 titles above and below 1979 to 1983 stood until 1997 when Kelly Slater took his 5th. It was joked that it'd taken so long Richards was scarcely remembered by young fans and was known to them only as "that guy whose record Kelly beat". Slater's 7th win in 2005 made him both the youngest and oldest champion.

Frieda Zamba , Wendy Botha and Lisa Anderson all took 4 women's titles. Anderson was followed by dominance and 6 titles by Layne Beachley .

A history of surf champions

Professional surfing has taken place for 57 years , and through half a century, it has gone through a lot of change. The evolution of the sport is incredible, and so are the athletes competing on The Championship Tour. 

Winning the world title is the ultimate goal for any professional surfer, and we have experienced many outstanding athletes throughout the history of surfing. Every surfer who has won The Championship Tour has left an impact on their generation and will go down in history.

The five eras of professional surfing

Professional surfing has taken place since 1964, and this period of competitive surfing can be into five different eras.

Profesional surfing came to life back in 1964 after The International Surfing Association (ISA) was founded. During this first era of professional surfing, six men and women became World Champions between 1964 and 1973.

The ISF paved the road for professional surfing and the commercial aspect, as the first organization to arrange professional surfing events where they crowned elite surfers with The World Champion title.

In 1969, a new organization called the Smirnoff World Pro-Am Surfing Championships got founded by the former pro surfer, Fred Hemmings. In 1973 it became the official World Championship for elite surfers, where it took place on Oahu’s North Shore – the birthplace of modern surfing.

It became a relatively short run in the era of professional surfing, as The Smirnoff World Pro-Am Surfing Championships only got to crown three official world champions.

1976 – 1982

However, Fred Hemmings’ influence on professional surfing wasn’t over,

he simply had a bigger vision for the Championship event. In 1976 he started the International Professional Surfers (IPS), together with Hawaiian surfers Randy Rarick. 

With this new format, they organized a small circuit of events around the world, making it the first-ever  world championship tour . The IPS World Circuit took place in Hawaii, Australia, and South Africa. 

They made an international ranking system that would encourage the best surfers around the world to get involved. They also introduced the man-on-man heat format, as we know it today, as well as decent prize money for The Champions. 

International Professional Surfers (IPS), is considered the original world governing body of elite surfing on a professional plan. However, a revolt led by Ian Cairns resulted in the foundation of the ASP World Tour, still considered by many to be the most influential Pro Surfing Tour of our time.

1983 – 2014

Former surfer Ian “Kanga” Cairns, developed a concept with a stronger focus on joint ownership and control of the sport for event organizers and the surfers on tour. This new way of thinking became the organization we know as, Association of Surfing Professionals (ASP). 

In the mid-1990s, ASP evolved into the “Dream Tour” concept, where the focus shifted from hosting events in the metropolitan areas to finding the best destinations with high-quality surf, despite its remote locations. 

The philosophy of the “Dream Tour” has played an important role in the popularization of the sport, together with the internet which has helped build media visibility. 

In this era, we have seen  some of the all-time best surfers , counting names like; Kelly Slater, Stephanie Gilmore, Andy Irons, Layne Beachley, Mick Fanning, and Carissa Moore.

2015 – Present

In 2013, the ASP World Tour got purchased by ZoSea and rebranded, The World Surf League (WSL). It became official in 2015 when we saw the first World Surf League Championship Tour. 

ZoSea has taken the sport of surfing even further by its way of commercializing it and making it more mainstream and popular among people around the world. We are stoked about the future of the sport and the positive impact that ZoSea will leave on it. 

Nowadays we have:

  • The International Surfing Association (ISA ): Which is the world governing authority for all the disciplines within surfing, counting regular surfing, SUP, bodyboarding, etc. The organization regulates the sport and certifies surf schools and surf instructors. The organization also creates a bridge between the sport of surfing and the Olympic movement, as it is recognized by the International Olympic Committee. In 2020 surfing reached a big milestone, as it became an official sport at the Olympic Games in Tokyo.
  • The World Surf League (WSL):  Is the governing body for elite surfers. They organize and run professional events to showcase and crown the best talent in a variety of formats. The World Surf League crowns surf champions in a series of tours like; shortboard, longboard, and big wave surfing, in both male and female divisions.

As mentioned above, The World Surf League consists of many different tours, where The Championship Tour is the biggest and most known of its kind, that draws the most commercial and media coverage.

A Visual History of the ASP

When competitions first burst onto the surfing scene in the ’60s, the men and women who participated competed for passion and pride.  Not so much in the way of cash as sponsorship wasn’t yet a thing. There was no “surf industry.”

It was the amateur era indeed. Early greats like Bob McTavish, Joey Cabell, Midget Farrelly and Mike Doyle won their respective National Championships and various international events, but beyond that, surfing didn’t have much else to offer.

While surfing’s camaraderie was rich, the surfers themselves were not. There was very little money flowing through the sport. Surfers were rewarded with personal achievement, and much like other amateur sports of the ’60s, any reign at the top was short-lived.

The ’70s saw events such as the Smirnoff Pro, The Duke Kahanamoku Classic and the Pipeline Masters offering around $10,000 in prize money – a stark contrast to the penniless ’60s.With the new decade came new stars – Jeff Hakman, Reno Abellera and Gerry Lopez. These surfers, along with established stars Nat Young and David Nuuhiwa, began earning prize money as well as sponsorship deals.

At this point, the surf industry was still very much in developmental stages in Australia, Hawaii and Japan, and not even on the radar in Europe and South America. However, it was in full swing in California. Riding the ripples made by Gidget, The Beach Boys and the ’60s surf craze, surf companies had spread roots and drew the public to their branding. Once branding went up, fans flocked. It was magnetic.

Mid-decade, events were popping up all over the globe – from Sydney to Rio, Florida to Durban. These tournaments were linked in 1976, during the ASP’s embryonic phase. The International Professional Surfers (IPS), surfing’s very first governing body, crowned Peter Townend surfing’s first world champion. He was followed by Shaun Tomson, Wayne Bartholomew and Mark Richards, who won it four times. By 1984, the tour had expanded to 20-plus internationally-rated events.

The sport ballooned to host over 60 pro events worldwide, and the ASP’s new two-tiered system of ratings was introduced and implemented in 1992, incorporating the surfer, who automatically qualified for the ASP World Championship Tour (WCT) in addition to a Qualification Series (QS) which was also introduced to feed the top tour and keep A-level and B-level talent competing against their own ranks.

In the wake of the ’80s and ’90s, the ASP refocused on staging tour events at prime surf locations rather than metropolitan beaches in the middle of summer which were of notoriously poor quality, wave-wise. The industry and its players caught on quick to this attraction and began hosting events at exotic locations such as Grajagan Bay in Indonesia, Jeffreys Bay in South Africa, Mundaka in the Basque Country, Tavarua in Fiji, Teahupoo in Tahiti and Trestles in Southern California. Around this time, surfing’s newest phenomenon emerged – 11-time ASP World Champion Kelly Slater – while the likes of Lisa Andersen and Layne Beachley pushed women’s surfing to never-before-seen heights.

Eventually, events were shifted to match the correct regional swell season with a waiting period so the surfers had more than ideal conditions in which to perform. This resulted in the ASP’s current mantra of “World’s Best Surfers, World’s Best Waves.” While some locations have delivered better than others, and the location schedule will always entertain debate, destinations like Pipeline, Jeffreys Bay, and Tahiti are second to none.

And in 2014, the sport of surfing had another first. The ASP was taken over by new management and began the process of rebranding and rebuilding professional surfing from the ground up.  With new partners in production, media, and sponsorships, the organization has communicated ambitious desires to place professional surfing under the limelight of mainstream interests. With new management’s first year of competition about to begin, focus will shift to Snapper Rock to observe the management of this transition – carefully observing the next step for professional surfing.

'The Occumentary' 25th Anniversary Tour

To celebrate the 25th anniversaries of both Mark Occhilupo’s 1999 ASP World Title and  The Occumentary,  film maker Jack McCoy and Occhilupo will be hitting the east coast of Australia.

It will be the first time the film has been shown on the big screen and to commemorate the event, Jack has remastered the film to give it a complete new look.

“I’ve spent hundreds of hours blowing up the film from its original VHS release as a 4:3 aspect, to 16.9 widescreen," said big Jack. "When I watched it back for the first time it was like watching a whole new movie, people’s minds are going to be blown!”

Following his hiatus from competitive surfing, Billabong founder, Gordon Merchant, sent Occhilupo to WA to live and train with McCoy and his family, and begin the comeback of all comebacks. He shed thirty kegs, cleaned up his lifestyle, and they began documenting Occhilupo’s journey back to the pinnacle of professional surfing.

It began with his iconic performance at the Bells Beach Skins event, and ultimately led to Occy becoming (at the time, curse Kelly Slater) surfing’s oldest world champion at 33-years old.

The film was the first ever feature documentary of a surfer and instantly became a cult classic, with many still regarding it as one of the best surf movies ever produced. As with all of Jack’s films, the soundtrack is next level and features the likes of the Foo Fighters, Ed Kuepper, Powderfinger, and Yothu Yindi.

Throughout the tour, the audience will be treated with Jack, Occhilupo and special guests sharing untold stories and never seen before footage from Occhilupo’s career, as well as a Q and A session to delve deeper into this special moment in time.

“I look back at this period as one of the most amazing experiences of my life and to have it documented in such a way is so special. I can’t believe it’s been 25 years but it’s going to be great to hit the road with Jack and friends to celebrate the occasion with the surfing tribe,” says Occ.

Mate, if there’s one thing that Hollywood has taught me Is that you’ve got to learn to seperate people’s talents from their personalities when it comes to entertainment . I wouldn’t like to be trapped in a stuck elevator with Tom Cruise on MDMA but I can still enjoy Top Gun Maverick.

The film, Occ's world title, and Jack's film catalogue brought a lot of joy to surfers and it's in the same vein that I agreed to run the press release. The relentlessly negative shit reflects on me and Swellnet, we don't need it.

I'd like to add Occ to the long list of former world champs who've dropped in on me - mainly Sydney, but various places.

Fair enough @DingOZ, a pile on is unnecessary, but I do wonder at what point we stop forgiving the current reality due to past endeavors?

Look, for what he did in his career it sure was a wild arc (or two), but what he did was pretty great in the scope of the history of Australian surfing ...the world champs going back to midget'64.

Out of respect, round here Sydney/N, we tend to give these kind of people whichever wave they want.

Nah everyone is just sick of Occy relentlessly burning them on every single wave, not even good ones. Done it to me a few times on average waves i've waited yonks for. I really hate online bullying so don't think people should be saying nasty stuff about him, just boycott his film so he doesn't make any money. Same way i don't buy any Tomo boards cos he drops in and is super agro when he does. Comments like Terminal's above are gold and well deserved.

Disappointing to hear re Tomo. Considering fairly recent events involving a family member.

For me it is all about his his absolutely meteoric rise in the eighties.

This movie came out the year I got my first surfboard. We’d watch it for an amp up before we headed out and got in everyone’s way. Sad to see his behaviour now, although I don’t have to surf with him so it doesn’t affect me directly. Wonder why he thinks he can do that?

Back in the day his comeback inspired me to start surfing again after many years of heading down the wrong track with various poor life decisions, so at 54 and still surfing, that’s a positive. But for all the negative, why bitch and moan on line ? Fkn sort it out old school or just shut up . I don’t surf around there and never will but who calls these “ legends “ out ? I’ve called a few people out in my time and they’re usually weak as piss unless they’ve got back up , but we all the same . You’re just a surfer , nothin special . This year, with bands such as Blondie , Interpol , Adam Ant , and Simple Minds also on the bill, the headliner experience was something altogether diffferent.

Duran Duran , the ever-stylish English new wave group, headlined Cruel World on Saturday. The band has enjoyed a deserved resurgence in popularity post-pandemic with its induction into the Rock & Roll Hall of Fame in 2022 and a popular tour that featured two sold-out nights at the Hollywood Bowl.

Duran Duran headlines the Cruel World music festival at Brookside...

The 90-minute set was as colorful as the cream and lavender jackets worn by singer Simon LeBon and keyboardist Nick Rhodes, as sharp as bassist John Taylor’s cheekbones, and as powerful as Roger Taylor’s drums.

And, above all else, it was fun: How could it not be with so many hits in the Duran Duran catalog and so many memories for a crowd full of fans who were there when Duran Duran videos ruled MTV in the ’80s?

After opening with “The Chauffeur,” one of the few deep cuts in the set, Duran Duran jumped straight into the hits – “Wild Boys,” “Hungry Like the Wolf,” and “A View to a Kill,” their James Bond movie theme followed in quick succession.

“The last month we’ve just been thinking (about Cruel World) and how we’re going to make it the best thing possible,” Le Bon told the crowd in the middle of that run of songs. “And now we’re here and it’s happening!”

All four original Durannies are in their early to mid-60s – older like their original fans, but young for elder statesmen of rock – and they and the touring musicians and backing vocalists all sounded strong throughout the performance. The middle of the set slowed things down a little with songs such as “Careless Memories,” “Ordinary World,” and “New Moon on Monday.”

The end of their night raced through more up-tempo bops. “The Reflex” and a mashup of Duran Duran’s “Girls on Film” with the Talking Heads’ “Psycho Killer” – they covered the latter song on the 2023 album “Danse Macabre” – finished off the main set.

“Save a Prayer” opened the encore with the field in front of the stage awash in twinkling cell phone lights before “Rio” sent the crowd and the festival home for another year.

Here’s what else we caught while wandering between the three stages at Cruel World on Saturday:

A rare reunion: Tones On Tail, a side project of Bauhaus’s guitarist Daniel Ash and drummer Kevin Haskins, reunited at Cruel World to play its first show since 1984, the same year it released “Pop,” the group’s one album. More post-punk than goth, Tones of Tail impressed those who’d slipped away from Duran Duran on the main stage to hear Ash scatter shards of electric guitar atop Haskin’s expressive drumming and the loping basslines of Diva Dompe, Haskins’ daughter.

With Saturday’s performance, Ash and Haskins have now played all three years of Cruel World in all three bands they share – Bauhaus was there in 2022, and last year, Love and Rockets performed. Highlights included the jazzy swing of “Happiness,” “Lions,” and “Go!” which, alas, we missed to head back for the final run of Duran Duran.

New kids, old block: Cruel World isn’t strictly a day for older acts. New groups inspired by the OG bands on the bill also show up, and on Saturday a trio of those stood out.

Dreamcar , which includes the three guys from No Doubt – bassist Tony Kanal, guitarist Tom Dumont and drummer Adrian Young – is fronted by singer Davey Havok of AFI. They play a kind of modern new wave and fans at the main stage in the late afternoon responded strongly to songs such as “We Rats,” “Kill For Candy,” and a cover of David Bowie’s “Moonage Daydream.”

After nightfall, two more relatively younger bands showed off what they’ve learned from their post-punk elders, with the English band Placebo mixing singer Brian Molko’s electric guitars with shimmering synths on fan favorites such as “Every You, Every Me” and “Special K,” and the American band Interpol as powerful as always on highlights that include “The Rover” and “Rest My Chemistry.”

Rule Britannia : So much of the music of Cruel World has roots in the United Kingdom, and this year a handful of British bands made their Cruel World debuts.

Simple Minds drew a large crowd to the second stage for its anthemic Scottish rock. “Promised You a Miracle,” “All The Things She Said,” and a cover of the Call’s “The Walls Came Down” were all great singalongs, but they paled in comparison to the response to “Don’t You (Forget About Me),” the band’s biggest hit thanks to its placement in the soundtrack to “The Breakfast Club.” To hear the crowd sing an extended take on its melody as the sunset on the Arroyo Seco was truly moving.

Fellow Scots the Jesus and Mary Chain were also powerful on noisy pop that included songs such as “Happy When It Rains,” “Head On,” and “Just Like Honey,” while Heaven 17’s glossy synth-pop had the crowd dancing to tunes including “Let Me Go” and “Penthouse and Pavement.” and a cover of Bowie’s “Let’s Dance.”

Bowie is also a touchstone for Gary Numan, whose chilly synths and guitars owe a lot to Bowie’s Berlin era. Numan returned to Cruel World on Saturday to play his solo debut album “The Pleasure Principle” in full, and the set felt much more successful than his 2023 turn which featured newer, less satisfying material.

New band, old beats: Lol Tolhurst x Budgie x Jackknife Lee is a new trio made up of the Cure’s original drummer Tolhurst, Siouxsie and Banshee’s drummer Budgie, and Irish producer Lee. Their debut album “Los Angeles” arrived near the end of 2023, with guest vocalists singing vocals over the dual-drumkits and guitar of the band.

Isaac Brock of Modest Mouse sang on the album, and he along with album guests Arrow De Wilde of L.A. band Starcrawler and rapper-trumpeter Pan Amsterdam showed up to Cruel World to perform their songs live. Brock also stuck around for a cover the Cure song “A Forest,” another highlight in a day full of them.

China and Serbia on Wednesday proclaimed an “ironclad friendship” and a “shared future” during a visit to Belgrade by the Chinese president, Xi Jinping, underlining the close political and economic ties between two countries that share a wariness of the United States.

Mr. Xi arrived in Serbia late Tuesday — the 25th anniversary of a mistaken 1999 airstrike involving the U.S. Air Force during the Kosovo war that destroyed the Chinese Embassy in Belgrade, the Serbian capital. Three Chinese journalists were killed in the strike.

Mr. Xi appeared briefly on Wednesday morning with the Serbian president, Aleksandar Vucic, before a cheering crowd of people, some of whom told Serbian media outlets they had been bused in by the ruling party, gathered in front of the Palace of Serbia, the former headquarters of the now defunct government of Yugoslavia that now houses Serbian government offices.

“The ironclad friendship between China and Serbia has withstood the test of international storms and tribulations,” Mr. Xi told Mr. Vucic in a meeting, according to an account from Xinhua , China’s official news agency. “It has a deep historical bedrock, a robust political foundation, wide-ranging common interests and a solid basis in public opinion.”

The leaders later signed an agreement declaring their intention to “deepen and elevate the comprehensive strategic partnership between China and Serbia,” and “build a new era of a community with a shared future,” local news outlets reported.

In contrast to his last visit to Eastern and Central Europe in 2016, during which he faced noisy protests in the Czech Republic, Mr. Xi received a uniformly rapturous reception in Belgrade, with the authorities reportedly detaining potential protesters and mobilizing state workers to cheer him.

Sara Markovic, a Belgrade filmmaker, said in a telephone interview that her 63-year-old father, Dejan, a practitioner of China’s banned Falun Gong spiritual movement, and five fellow followers of what Beijing calls an “evil cult” had been taken into custody ahead of Mr. Xi’s visit. The six detainees and two family members who were picked up at the same time despite having no links to Falun Gong, were all released without charges soon after Mr. Xi left Serbia on Wednesday evening, Ms. Markovic said.

A police arrest warrant said Ms. Markovic’s father was suspected of “endangering persons under international protection.”

Ms. Markov said her father had no plans to protest the Chinese leader’s visit and had been picked up because “our government wants to please the Chinese in every way possible” and was “acting like the CCP,” a reference to the Chinese Communist Party.

China routinely demands that foreign governments hosting a visit by Mr. Xi remove protesters and even posters connected to Falun Gong or affiliated organizations like the Shen Yun dance troupe. Most European governments refuse, but Serbia has gone out of its way to show what Mr. Vucic on Wednesday described on Wednesday as “its reverence and love” for the Chinese leader.

China is Serbia’s largest foreign investor, and increasingly close economic relations have helped expand a relationship forged before the collapse of Yugoslavia, whose capital was Belgrade, in the early 1990s, through a shared wariness of Western and Soviet power.

The 25th anniversary of the NATO bombing has come at a time when Mr. Xi’s government is trying to steady relations with the United States and Western Europe. He had been expected to visit the bombed embassy site, which he visited on his last trip to Serbia in 2016 and is usually a mandatory stop for Chinese officials visiting Belgrade. But he had not appeared there before he left Belgrade Wednesday evening for his next stop, the Hungarian capital of Budapest, Europe’s only other reliably China-friendly capital.

His decision to skip the former embassy site, now a Chinese cultural center that features a black, tombstone-like marble tablet mourning Chinese and Serbian “martyrs,” suggested a desire to avoid rekindling anti-American passions that at the time of the bombing in 1999 led to angry protests by tens of thousands of Chinese around the U.S. embassy in Beijing, some throwing bottles and rocks.

He did not ignore the bombing entirely, but avoided anti-Western bombast.

“This we should never forget,” Mr. Xi said in a statement published on Tuesday by Politika , a Serbian newspaper, recalling that “25 years ago today, NATO flagrantly bombed the Chinese Embassy.” He said that China’s friendship with Serbia had been “forged with the blood of our compatriots” and “will stay in the shared memory of the Chinese and Serbian peoples.”

Beijing’s underlying suspicions about Western intentions, and the role of NATO, persist — a point that surfaced in Chinese official and media comments about the anniversary. But Mr. Xi refrained from the aggrieved outrage voiced in Beijing by the Chinese Foreign Ministry.

“The Chinese people will never forget this barbaric atrocity committed by NATO and will never accept such tragic history repeating itself,” Lin Jian, a spokesman for the ministry, told reporters in Beijing on Tuesday.

Serbia, which still harbors deep grievance over the defeat of Christian Serbs by Ottoman Turks in a battle in 1389, shares with China a view of itself as a righteous force wronged by hostile outsiders.

Serbia and China are also bound by mutual support for each other’s territorial claims — China’s to the breakaway island of Taiwan and Serbia’s to Kosovo, formerly Serbian land that declared an independent state after the NATO bombing campaign.

“Just as we have clear positions on the issue of Chinese integrity — that Taiwan is China — so they support the territory of Serbia without any reservation,” Mr. Vucic, who was Serbia’s information minister under President Slobodan Milosevic during the Kosovo war, said on Wednesday.

China, Mr. Xi said, “supports Serbia’s efforts to preserve its territorial integrity regarding Kosovo.”

Public opinion has soured dramatically on China in much of Europe, particularly in formerly Communist countries to the east, because of the war in Ukraine . But Serbia, which, like China, has close ties to Russia, has remained solidly pro-Chinese and still looks to China for billions of dollars in investment.

But as with nearly all European countries, Serbia has a widening trade deficit with China, a gap that Mr. Vucic hopes can be narrowed by a new free trade agreement that he said on Wednesday would allow Serbia to export 95 percent of its goods duty-free. While Serbia has few products that China needs, Mr. Vucic said Serbian farmers would benefit from new Chinese contracts for prunes, plums and blueberries.

Mr. Vucic was one of only two European leaders, along with Prime Minister Viktor Orban of Hungary, who attended a gathering in Beijing in October to celebrate Mr. Xi’s Belt and Road infrastructure program. President Vladimir V. Putin of Russia and dozens of other foreign leaders also attended.

Belgrade has been decked with Chinese flags and billboards paying tribute to “beloved Chinese friends.” Crowds lined the streets to welcome the Chinese leader, an outpouring of affection that opposition politicians said had been artificially manufactured by the authorities, which they said had ordered street cleaners and other state workers to skip work and cheer Mr. Xi.

Serbia’s state-owned television station even interrupted a broadcast of the Eurovision Song Contest, a hugely popular event watched by millions across Europe, to make way for coverage of a welcoming ceremony for Mr. Xi at Belgrade airport.
