Also known as slip joint , a telescoping joint at the surface in floating offshore operations that permits vessel heave (vertical motion) while maintaining a riser pipe to the seafloor. As the vessel heaves, the slip joint telescopes in or out by the same amount so that the riser below the slip joint is relatively unaffected by vessel motion.

Maintain pressure integrity despite tubing movement

Maintain pressure integrity after the packer is set

Expansion joints are used to compensate for tubing movement that occurs due to changes in temperature, pressure, or both during normal well operations after the packer has been set. The joints maintain the pressure integrity of the tubing while allowing the string to safely expand and contract. We offer you a range of products with multiple stroke lengths for single- and dual-string completions, standard conditions, H 2 S and CO 2  service, and temperatures higher than 300 degF [149 degC]. The stroke length is selected by calculating the change in tubing length based on the maximum temperature differential expected.

Retrieve tubing without removing packer

Expansion joints are also available for applications where an extreme change of length is expected in the production tubing or where a tubing separation device is required to enable tubing retrieval without removing the packer. Alternatively, a polished bore receptacle (PBR) and seal assembly can be used. Before separation of the joint, a blanking plug may be installed to block the flow from the formation. Specialized retrieving heads are available for retrieving the expansion joints and the tools connected below them. A special tool enables retrieval of the PBR and attached packer stinger after the tubing string and PBR seal assembly have been removed from the well.

Compensatory Time Off for Travel

Fact sheet: compensatory time off for travel, description.

Compensatory time off for travel is earned by an employee for time spent in a travel status away from the employee's official duty station when such time is not otherwise compensable.

Employee Coverage

Compensatory time off for travel may be earned by an "employee" as defined in 5 U.S.C. 5541(2) who is employed in an "Executive agency" as defined in 5 U.S.C. 105, without regard to whether the employee is exempt from or covered by the overtime pay provisions of the Fair Labor Standards Act of 1938, as amended. For example, this includes employees in senior-level (SL) and scientific or professional (ST) positions, but not members of the Senior Executive Service or Senior Foreign Service or Foreign Service officers. Effective April 27, 2008, prevailing rate (wage) employees are covered under the compensatory time off for travel provision. See CPM 2008-04 .)

"Compensable"

Compensatory time off for travel may only be earned for time in a travel status when such time is not otherwise "compensable." Compensable refers to periods of time creditable as hours of work for the purpose of determining a specific pay entitlement. For example, certain travel time may be creditable as hours of work under the overtime pay provisions in 5 CFR 550.112(g) or 551.422. (See fact sheet on hours of work for travel .)

Creditable Travel

To be creditable under this provision, travel must be officially authorized. In other words, travel must be for work purposes and must be approved by an authorized agency official or otherwise authorized under established agency policies.

For the purpose of compensatory time off for travel, time in a travel status includes-

• Time spent traveling between the official duty station and a temporary duty station;
• Time spent traveling between two temporary duty stations; and
• The "usual waiting time" preceding or interrupting such travel (e.g., waiting at an airport or train station prior to departure). The employing agency has the sole and exclusive discretion to determine what is creditable as "usual waiting time." An "extended" waiting period-i.e., an unusually long wait during which the employee is free to rest, sleep, or otherwise use the time for his or her own purposes-is not considered time in a travel status.

Commuting Time

• Travel outside of regular working hours between an employee's home and a temporary duty station or transportation terminal outside the limits of his or her official duty station is considered creditable travel time. However, the agency must deduct the employee's normal home-to-work/work-to-home commuting time from the creditable travel time.
• Travel outside of regular working hours between a worksite and a transportation terminal is creditable travel time, and no commuting time offset applies.
• Travel outside of regular working hours to or from a transportation terminal within the limits of the employee's official duty station is considered equivalent to commuting time and is not creditable travel time.

Crediting and Use

Compensatory time off for travel is credited and used in increments of one-tenth of an hour (6 minutes) or one-quarter of an hour (15 minutes). Employees must comply with their agency's procedures for requesting credit within the time period required by the agency. Employees must also comply with their agency's policies and procedures for scheduling and using earned compensatory time off for travel.

Compensatory time off for travel is forfeited-

• If not used by the end of the 26th pay period after the pay period during which it was earned. (See Notes 1 and 2.)
• Upon voluntary transfer to another agency;
• Upon movement to a noncovered position; or
• Upon separation from the Federal Government. (See Note 1.)

Under no circumstances may an employee receive payment for unused compensatory time off for travel.

Note 1: See exceptions for uniformed service or an on-the-job injury with entitlement to injury compensation at 5 CFR 550.1407(a)(2) and Question 24 of the Questions and Answers on Compensatory Time Off for Travel (under References below).

Note 2: See exception due to an exigency of the service beyond the employee's control at 5 CFR 550.1407(e) and Question 25 of the Questions and Answers on Compensatory Time Off for Travel (under References below).

Limitations

Compensatory time off for travel may not be considered in applying the biweekly or annual premium pay caps or the aggregate limitation on pay. There is no limitation on the amount of compensatory time off for travel an employee may earn.

When is Eid al-Fitr 2024 and how is it celebrated?

The three-day festival celebrates the completion of the fasting month of Ramadan by Muslims across the world.

As a new moon was not sighted on Monday evening after Maghrib prayers, Muslims in Saudi Arabia and neighbouring countries will fast one more day, completing 30 days of Ramadan. The first day of Eid will then be celebrated on Wednesday, April 10.

The first day of Eid al-Fitr is determined by the sighting of the crescent moon marking the start of the month of Shawwal, the 10th month of the Islamic (Hijri) calendar.

How do Muslims celebrate Eid?

Traditionally, Eid is celebrated for three days as an official holiday in Muslim-majority countries. However, the number of holiday days varies by country.

Muslims begin Eid day celebrations by partaking in a prayer service that takes place shortly after dawn, followed by a short sermon.

On their way to the prayer, which is traditionally held in an open area, Muslims recite takbeerat, praising God by saying “Allahu Akbar”, meaning “God is great”.

It is customary to eat something sweet before the prayer, such as date -filled biscuits known as maamoul in the Middle East. This particular festival is known as the “sweet” Eid – and the distribution of sweets is common across the Muslim world.

Muslims usually spend the day visiting relatives and neighbours and accepting sweets as they move around from house to house.

Each country has traditional desserts and sweets that are prepared before Eid or on the morning of the first day.

Children, dressed in new clothes, are offered gifts and money to celebrate the joyous occasion.

Girls and women in many countries decorate their hands with henna. The celebration for Eid begins the night before as women gather in neighbourhoods and large family gatherings for the application of henna.

In some countries, families visit graveyards to offer their respects to departed family members right after the morning prayers.

It is common for Muslim-majority countries to decorate their cities with lights and hold festivities to commemorate the end of the fasting month.

Eid amid the onslaught in Gaza

For some 2.3 million Palestinians in Gaza this Eid, this will be the first Muslim religious holiday after more than 33,000 people have been killed in Israeli attacks. With little food aid, and very limited water, Gaza’s Eid al-Fitr will be mired in destruction amid the continuing attacks.

What are common Eid greetings?

The most popular greeting is “Eid Mubarak” (Blessed Eid) or “Eid sa’id” (Happy Eid). Eid greetings also vary depending on the country and language.

House Speaker Mike Johnson to deliver remarks with Trump on 'election integrity'

WASHINGTON — House Speaker Mike Johnson will travel to former President Donald Trump’s Mar-a-Lago estate in Florida on Friday for remarks about “election integrity” with Trump, two sources directly familiar with the plans confirmed.

Asked by NBC News what his news conference with Trump will focus on, Johnson, R-Fla., said: “You’ll have to see. ... I look forward to going down there."

Asked to elaborate on “election integrity," Johnson said: “free and fair elections."

CNN first reported plans for the remarks. The House is set to be in session Friday, but votes are expected to be held in the morning.

Johnson faces threats to his job from his right flank and scrutiny over his handling of thorny issues in a narrow Republican majority, including a military aid package for Ukraine and other U.S. allies that has been held up for months, despite his vows to pass new Ukraine aid.

Johnson is under tremendous pressure from Rep. Marjorie Taylor Greene, R-Ga., another Trump ally, who has threatened to force a vote on a motion to oust him over funding for Ukraine. Greene, who argues that congressional attention and funding should be turned to the southern border rather than Ukraine, last month filed a "motion to vacate" to depose Johnson but stopped short of forcing a vote to remove him.

A Republican former senior congressional aide said that the meeting at Mar-a-Lago may send a message to Greene that Johnson is close to Trump and that Trump supports his continued leadership of the House GOP. “This seems to be more about motion-to-vacate mitigation than anything else,” the former aide said.

Before he was elected speaker, Johnson had boosted Trump's false claims of widespread election fraud in the 2020 presidential election and pursued legal efforts to invalidate President Joe Biden's electoral victory. In December 2020, Johnson led an amicus brief signed by more than 100 House Republicans in support of a Texas lawsuit seeking to overturn Biden's wins in four battleground states.

Johnson endorsed Trump in November, not long after he took the speaker’s gavel.

Although Trump did not announce an outright endorsement in the speaker's race last year, he seemed to boost Johnson's bid, writing on his Truth Social platform , “My strong SUGGESTION is to go with the leading candidate, Mike Johnson, & GET IT DONE, FAST!”

Days after he announced his endorsement of Trump, Johnson met with him at a fundraiser for Rep. Gus Bilirakis, R-Fla., at Mar-a-Lago in November.

Trump to Meet an Embattled Johnson, Putting Their Tortured Ties on Display

The presumptive Republican presidential nominee and the G.O.P. speaker, at odds over many issues, are making common cause on “election integrity.”

Speaker Mike Johnson may not have a functional majority in Congress, but his job is similar to the Republicans who preceded him in at least one respect: The duties include the difficult task of managing Donald J. Trump.

Mr. Johnson on Friday will travel to Mar-a-Lago, Mr. Trump’s Florida estate, to join him for what the speaker has billed as a “major announcement on election integrity.” No further details have been forthcoming.

The two men had been planning to get together for a political meeting, but Mr. Johnson’s team suggested a joint public appearance on a topic Mr. Trump cares deeply about, according to two people familiar with the planning.

It will afford Mr. Johnson the opportunity to stand shoulder to shoulder with Mr. Trump at a precarious moment in his speakership, as he works to corral a minuscule and deeply divided majority around a legislative agenda many of them oppose — all while facing the threat of an ouster from Representative Marjorie Taylor Greene, a far-right Georgia Republican and ride-or-die Trump ally. Making matters even trickier, Mr. Trump, the former president and presumptive Republican presidential nominee, is helping to undermine that agenda.

Even so, Republicans generally consider it good and politically helpful to be physically near Mr. Trump.

“It’s about Trump embracing Johnson,” former Speaker Newt Gingrich said of Friday’s joint appearance. “This is Trump saying, ‘He is the speaker, I am his friend, we are together.’ That’s a pretty important thing for him. He just has to endure.”

Mr. Trump does think of Mr. Johnson, who defended him in two impeachment trials and played a key role in his efforts to overturn the 2020 election , as something like a friend, people close to him said. He likes the Louisiana Republican, and likes his loyalty even more. (He especially appreciated that Mr. Johnson quickly endorsed him after becoming speaker, a move that his predecessor Kevin McCarthy always resisted). The two speak regularly, and Mr. Trump has even come around on some of the congressional endorsements Mr. Johnson has lobbied him on.

Still, if this is what an embrace looks like, it’s not clear that it’s so much better than the alternative.

Mr. Trump earlier this week weighed in against legislation that Mr. Johnson put forward to extend an expiring warrantless surveillance law that national security officials say is crucial to fighting terrorism and gathering intelligence. Mr. Trump urged lawmakers to “kill” the law undergirding the program, and ultraconservatives in the House banded together to block it from coming to the House floor in an embarrassing defeat for Mr. Johnson.

The speaker managed on Friday to get the measure back on track in the House by shortening the extension to two years from five, placating far-right Republicans who believe Mr. Trump would be president again once it expired.

The former president has also said it is “stupid” for the United States to send aid to Ukraine and railed against doing so, even as Mr. Johnson has made it clear that it is a top priority of his to bring up a bill to provide an infusion of American military assistance to Kyiv.

The dynamic means that even as they present a united front at Mar-a-Lago, the pair will be at odds on many issues they could be asked about. Such is life with Mr. Trump. And for Republican speakers, it always has been.

For a short time after Mr. Trump first arrived in the White House in 2017, he deferred to Republican leaders on Capitol Hill on their legislative efforts, which included trying to repeal Obamacare and seeking tax cuts. Former Speaker Paul D. Ryan, who had refused to campaign for Mr. Trump, benefited from the fact that the new president had a personal interest in the success of a shared Republican agenda.

Even so, managing the relationship required both hand-holding and hand-wringing about who was going to be the last person in Mr. Trump’s ear. In 2018, for instance, Mr. Trump threatened to veto a big spending bill that had been approved by Congress. Mr. Ryan had to work to convince him to sign it.

“It would be these fire drills where you had to send five or six people to walk him back,” recalled Brendan Buck, who served as a top adviser to Mr. Ryan. “You’re always going to be fighting the last person who talked to him, emotional whims, the thing he read. It’s a constant battle you always have to be fighting.”

That same year, Mr. Trump almost scuttled a version of the surveillance legislation he tanked this week when he tweeted criticism of it — breaking with his administration — apparently after watching a segment on Fox News. “Everyone was calling him, the national security adviser rushed over, people were rushing over to the White House,” Mr. Buck recalled. Mr. Trump eventually walked back his post 90 minutes later.

But Mr. Trump now has less of a stake in the Republican agenda in Congress — it’s not his. And he is not surrounded by a national security apparatus that can weigh in and help keep him on a track that is more in line with that of party leaders in Congress.

As he settled into the White House, Mr. Trump also started keeping his own counsel more and relying less on congressional leaders for direction. He was not interested in taking Mr. Ryan’s advice, for instance, about trying to avoid a government shutdown at the end of 2018.

Mr. McCarthy spent years nurturing his relationship with Mr. Trump, going so far as to sort out his favorite flavors of Starburst to curry favor. He visited the former president at Mar-a-Lago after the Jan. 6, 2021, mob attack on the Capitol in an attempt to smooth over any divisions.

Mr. McCarthy had an up-and-down relationship with Mr. Trump during his short tenure as speaker. He succeeded in steering some of Mr. Trump’s endorsements during the 2022 midterm campaigns, and his biggest win might have been keeping the former president silent during his negotiations with the White House over the debt ceiling — Mr. Trump waited until after the deal was signed to criticize it.

Mostly, Mr. McCarthy benefited from timing: The former president was not yet the presumed Republican nominee during his tenure and was less involved in the agenda in Washington.

Mr. Johnson may have the worst of both worlds: Mr. Trump is not the president, so he does not have a shared interest in the Republican speaker’s legislative success, but at this stage of the presidential campaign, he is attuned enough to potentially complicate anything he tries to do. Mr. Trump continues to carry enough influence with Republicans on Capitol Hill that his opposition can be enough to sink a bill outright, and Mr. Johnson has not had as long to cement their relationship.

“Johnson has the hardest speakership of anyone since maybe the beginning of the Civil War,” Mr. Gingrich said. “His major goal has to be to hold the system together to get to an election in which Trump increases Republican turnout.”

People close to Mr. Trump said he values Mr. Johnson’s political insights and has deferred to him at times on endorsements. Mr. Johnson lobbied him hard to back Representative Mike Bost, Republican of Illinois, over Darren Bailey, a competitive challenger running a spirited MAGA campaign. It was a difficult endorsement for Mr. Trump to come around to, people familiar with it said, but he ultimately did so at Mr. Johnson’s urging.

Ms. Greene, for her part, said she would not back down on her criticism of Mr. Johnson or drop the threat to try to oust him, even if Mr. Trump gives the speaker a public boost.

“Things like that don’t bother me,” she said of Mr. Trump hosting an event with Mr. Johnson. Of the speaker, she added: “Right now, he does not have my support.”
