Information / services, services provided by the police to the community, 01. emergency services for the public.

1-1-9 Police Emergency service free of charge to the caller from any location Island wide.

The emergency service – The Police have in operation strategies to assist the public or any organization encountering adverse situations of any level, which may arise at any unexpected hour disrupting the normal way of life in the society.

The police emergency center on 1-1-9 operating at Inspector Generals command Information center Mirihana receives all public calls of emergencies and prompt action is taken.

The relevant local police station and the authorities too will be informed of the complaint in any part of the Island depending the nature of the complaint.

In case of Emergencies (personal and national cases eg. Disaster and accidents) – Police Emergency Response Crew will be at the doorstep within 15 Minutes (in the city), and in all other out station areas the distance and the terrain would effect the response time in reaching the location but will be quickly as possible.

02. Island wide Policing

The entire Island is covered by 401 Police station, which are at service 24 hrs of the day

03. Entertaining complaints of the general public.

The general public could make complains which are entertained and addressed at the earliest. The public has the right to request an acknowledgment of the complaint made.

04. Tourist Police

Special Police units apart from the general police duties are assigned to serve tourists in all maters of guidance relief in adverse situations they have co-ordination with the tourist hotels and cover locations of the frequent and lodge.

05. Issue of extracts of complaints

The OIC of the Police station issues extracts of complaints made by the public on an application made requesting for the same on payment of Rs.25 .00 per hundred words each. An official receipt is issued for the payment.

These extract of complaints are issued only on the provisions of law

The extract which the complainant is entitle in a criminal suit is mentioned in the criminal procedure code section 444 (1). In civil maters, extracts of complaints may be issued on request.

06. Issuing of clearance certificates.

  • Clearance certificates for applicants seeking visas are issued at a nominal rate of Rs. 500.00 each. An application made from abroad cost Rs.1000.00 each
  • Applications could be made through the Police web site online
  • Clearance certificates could be collected and the special counter at the Police Headquarters or by post on choice of the applicant as the case may be

Inquiries could be made from the special unit at the Police headquarters Colombo – 01, by telephone number +9411-2013069, +9411-2013070, +9411-2013071, +9411-2013072 between 0930 hrs to 1530 hrs on any working day

07. Issuing of police clearance certificates for employment

The officer in charge of the local police area issues this certificate on a written application made by the applicant on the payment of Rs. 25.00 for which an official receipt is issued.

08. Issue of accident report

The OIC station is duty bound to issue accident report without any undue delay, when insurance co- operation calls for an accident report from the Police to process the claims made by the member of the public. A copy of the first complaint is requested to be attached for the claim

09. Loud Speaker Permits

Permits for the use of loud speakers have to be obtained in terms of section 80 of the Police Ordinance same is issued by any officer of Police of a rank not below the grade of Assistant Superintendent of Police.

10. Gun / Explosive

Permits have to be obtained from the District Secretary on the recommendation of a Police Officer of a rank not below the grade of Superintendent of Police.

11. Processions

Under the amendment of section 77 (1) of the Police ordinance no procession shall be held in any public place, in any area unless notice in writing of such procession has been given to the OIC at least 6 hours before the commencement of such procession

  • Promotion of Human Rights Awareness amongst the Police Officers so that the Police officers would deal with general public with human rights consciousness.

Functioning of Police Tourist Division for the Safety of Tourists

In this respect the safety of the tourists is very important and in order to attend to issues related to their protection, Sri Lanka police inaugurated a special police post at No. 28, Queens street Colombo. In 1960 and later due to the growth of tourist influx it was turned into a police tourist division providing an efficient service to tourist complaints and also to minimize irregularities related to tourism.

To build up confidence for the tourists regarding their safety in Sri Lanka

To entertain tourists & their complaints courteously, record complaints and implement necessary actions in a professional manner.

Conducting surveillances and gathering information regarding the misconducts done by the tourists and monitoring the dishonest organizations linked within the tourism trade.

To associate with the tourist service providers and introducing safety measures for the tourists for their travel within Sri Lanka

Conducting awareness programs for the various sorts of the Tourist Service Providers in order to minimize issues which are being risen

For better improvement of tourism in Sri Lanka

Principle objective on this division is to provide a Tourist friendly, professional and prestigious police service. In many crucial events, usual police proceedings consume more time on getting contacts with embassies, consulates, travel agents etc.Hence keeping network access with emigration and customs for any of the matters such as tracing records, verifications on immigration details and previous custom declarations, etc are made available for the tourists.Quick access on obtaining and sending such information through internet is required in various situations such as natural disasters, crimes, accidents, etc in order to provide much healthier assistance for the tourist in case they meet with distress. Networking with the SLTDA has already been completed and furthermore, similar facility is needed to link with the following agencies; Airport/ Immigration & Emigration dept/ Customs/ Embassies/ Reputed tourist service providers

Training & Education for police personnel attached to the tourist police division

1. Aimed to develop knowledge and attitudes among Police officers on under mentioned aspects;

1. Orientation of foreign languages 2. Awareness of the law enforcement related to the tourism 3. Awareness of following sectors in order to minimize practical issues;

 Immigration procedures  Existing custom procedures  Import-Export procedures

2. Training and awareness programs are organized for the tourist service providers in order to fulfill following aspects;

1. To minimize frauds and deceitful acts over the service providing business

2. Ensuring quality service to the expenditure borne by the tourist

3. Enhancement of skills amongst those who engaged within the trade

Investigation & Prosecution

When above preventive measures become unsuccessful, Police Tourist Division compels to take action against those who commit offences and bring them before the law. Depending on the nature of the complaint, it is decided whether the investigation could be handled by the PTD itself or hand over to the local Police/ Agency. In such occasions, the assistance of the PTD could be extended as a second option. Most of the complainants who seek service from the Tourist Police are foreign tourists. Due to this reason all the complaints should be attended and inquired immediately as they do not have adequate time duration to remain in Sri Lanka. Therefore, our main goal is to provide an amicable settlement for those tourists who become victims for various harassments as they do not have much time left to stay.

Intelligence & surveillance After the establishment of the Tourist Police Division in 2007, teams are being deployed covering the city of Colombo and other sites where tourism developed areas in order to attend surveillances in revealing unethical manners practiced by various elements in which tourists can be subjected to crimes & harassments. Beach patrols, Monitoring patrols are operated with the aspects of suppressing tourist harassments and to identify unauthorized guiding, unlawful tour operations, touts, vendors, illegal money exchanges and all other sorts of deceitful acts over the trade.

An operation room is being functioned 24 hour basis in order to entertain complaints of tourists and any other involvements pertaining to tourism. This Police Division consists of sufficient male & female officers below the rank of Senior Superintendent of Police who is the Director of this Division.

Important hints for a secure tour of Sri Lanka

There are many scams and fraudulent rackets targeting tourists. It is common for tourists to be approached by well-dressed people claiming to work for reputable hotels or tour groups, offering trips to shops or sites. To avoid being misled or conned, it is best to make arrangements with your hotel or tour operator in advance. This is also common with “tuk- tuk” drivers who offer to organize excursions, and promote specific locations or retailers. When travelling by public transport, tuk-tuk or taxi, make note of the vehicle number, driver information, and associated company, if possible. This information is useful in the event of a problem arising. If travelling by “tuk-tuk”, ensure that they have a meter, and that the meter is functioning prior to travelling with them. Be sure to check the meter before payment. Always be vigilant and pay attention to your belongings specially wallets, passports and luggage. Be careful when travelling in isolated areas. Refrain from walking in lonely areas, particularly after dark, or with unknown people. Please be mindful to dress appropriately when visiting religious and cultural institutions including temples, churches, mosques and kovils. IGP assures 25 new police stations and new uniform for Tourist Police Division

IGP Pujith Jayasundara said 25 new Tourist Police Stations would be established across the country to ensure the safety of tourists.  The IGP made this assurance during a meeting held with the Chairman and senior officials of the Sri Lanka Tourism Development Authority (SLTDA) and the officers of the Tourist Police Division, at the Police Headquarters in Colombo, on Friday.  At the meeting, the IGP also said a new uniform would be introduced to the Tourist Police Division, allowing it to build more cordial relations with the tourists visiting Sri Lanka. The new police stations will be constructed with the instance of the SLTDA and they will be strategically positioned covering all main tourist destinations in the country. “We have to understand the important role played by the tourism sector in the country’s economy. In a few years, it is expected to become the largest foreign exchange earner for the country. Therefore, ensuring safety of the foreigners visiting Sri Lanka will be a top priority for the Police Force,” IGP said.  He also added that measures would be made to give more training opportunities to officers attached to the Tourist Police Division.  “Officers of the Tourist Police Division should pay special attention to language training. In addition to English, they should also learn widely used international languages such as Chinese, Hindi and French,” the IGP said, while promising to expand training opportunities to the Tourist Police.  “Members of the Tourist Police Force must work closely with the SLTDA and other institutions involved in the tourism sector. At the same time, the Tourist Police Division should be a brand by itself adding value to Sri Lanka’s reputation as a safe destination,” Jayasundara said.  Speaking on behalf of the SLTDA, its Chairman Kavan Ratnayaka said the state tourism institution would extend its maximum support to the Tourist Police Division, as protecting tourists is a key priority for the Government and the SLTDA would go to any length to achieve it.

Tourist Police unit to be strengthened

The decision was taken at talks held today between President Gotabaya Rajapaksa and top officials of the Tourism Ministry.

Tourist Police Division was established in 2007 and teams were deployed covering the city of Colombo and other tourist sites to carry out surveillance and protect tourists from crimes and harassment.

However, as of late the Tourist Police Division has not been very active.

Minister of Tourism and Aviation Prasanna Ranatunga, Tourism State Minister Arundika Fernando and other officials in the tourism sector had talks with the President today.

The President’s office said that at the talks it was decided to set a USD $10 billion revenue target for Sri Lanka by 2025.

The target is to be achieved through targeted promotions, building the image of the country and making Sri Lanka the preferred destination with superlative Sri Lankan hospitality.

Good thinking. Very seldom you can find them in a tourist area and when you find one, he cannot converse well in English, let alone in any other language.

Sri Lanka Tourism and Police in discussion to enhance the safety and security of tourists

To strengthen the safety and security of Tourists and increase the tourist police presence in the country, State Minister of Tourism Promotions Arundika Fernando along with Sri Lanka Tourism Officials met with the Acting IGP of Sri Lanka Police Chandana Wickramaratne last week.

Considering the current situation, several recommendations were discussed. All popular tourist destinations from Colombo to down south, to have Tourist Police presence, increase the presence of Tourist Police at Ella, including Kandy & Galle Fort Railway Stations, Have a separate Tourist Police Unit at the existing police stations ideally including female officers, Tourist Police to wear a Jacket and/or a band to distinguish themselves as tourist police, Tourist Police cadre to be increased substantially to meet the safety requirements of the tourism industry, Body camera to be provided to the tourist police and 1912 to be used as the 24 hours Call Center dedicated to Tourism, Tourist Police assistance to be provided for hotels on request to properties willing to provide space for tourist police in their premises, Police Assistance to make it mandatory for all Tuk Tuk, Taxi drivers including Uber and Pickme drivers to have a notice inside the vehicle with the photo of the driver, name, Identification Number, QR code and 119 for Emergency, SLTDA to provide on monthly basis details of unregistered Travel Agents, Guides and other unregistered establishments/services for necessary action by the Police were some of the key recommendations.

“As per President Gotabaya Rajapaksa’s manifesto annual tourism arrivals are expected to reach 7 million in the future and currently, there are serious issues on the safety of tourists due to the lack of tourist police presence. We believe these recommendations will help solve the existing issues related to safety and security of the tourists and the industry” State Minister of Tourism Promotions shared.

Government re-establishes “Tourism Police”

Colombo (AsiaNews) – The Sri Lankan Ministries of Tourism and Defence have re-established the Tourist Police Division to guarantee the security of domestic and foreign tourists. This way law and order problems in the tourist sector, so badly affected by a fresh outbreak in the country’s civil war, can be better handled.

Tourism Minister Milinda Moragoda said that the establishment of the Tourist Police Division will prevent tourists from being harassed and create an environment that will allow them to enjoy the hospitality of Sri Lanka, its nature and culture.

The Tourist Police Division will be under the command of Superintendent Maxi Proctor who himself will come under the supervision of a deputy inspector general.

Government sources said that a network of police stations or units will be set up linking the major tourist spots. This, it is hoped, will guarantee local and foreign visitors a safe and calm stay.

Interviewed by AsiaNews taxi drivers in the capital Colombo said they “hoped it would increase the number of tourists” on which they depend for their livelihood.

A report published in the Hindustan Times said that this year the number of tourists dropped by 36 per cent over last year after air attacks by Tamil Tigers.

Airport sources in Colombo said that last year 500,000 visited the country bringing US$ 410 million.

Colombo is a major air gateway in South Asia with 4 million passengers passing through the Bandaranaike International Airport in Katunayake.

Crime in Sri Lanka: Here’s how tourists can stay safe

Sri Lanka is truly the ‘ Pearl of the Indian Ocean’ and has become quite popular in the backpacking world. Men, as well as women, resort to traveling solo to the island. While traveling solo is a great way to unleash your true self, it comes with a price.

Despite being a victim of 25 years of brutal civil war, the country is emerging as a remarkably safe place to travel. However, no matter how many safety measures the government deploys, there are still a lot of tourists who become a victim of untoward incidents, violent crime, and sexual abuse and plenty of other kinds of crime in Sri Lanka.

Every now and then, the internet is filled with stories of women describing the harassment and injustice they faced on their holiday to Sri Lanka. Despite the legal system and laws pertaining to the safety of tourists in Sri Lanka, it’s appalling to hear horrific accounts narrated by them.

Such incidents make fellow women travelers feel intimated. If women want to travel solo to Sri Lanka, they should be able to do it without any doubt or fear in their mind.

Thus, don’t refrain from traveling to the island only because of some touts and street hustlers. Instead, be aware of your surroundings and know your rights as a tourist traveling to Sri Lanka. A little caution goes a long way in ensuring your safety.

If you ever feel like you are in a tricky situation, immediately file a complaint at a police station near you and the harasser will face serious consequences.

Common Scams in Sri Lanka

Just like any other developing nation, petty theft and scams are common forms of crime in Sri Lanka. As a tourist, it is important for you to be alert at all times.

Thus, even before running you through the security measures you can take, we’ve listed the types of crimes and scams tourists are prone to face in Sri Lanka.

  • Petty theft : Petty theft is less common in Sri Lanka than many other parts of Asia. However, it still does exist. At all times, you must take responsibility for your belongings. Pickpockets mainly take place in crowded areas. Few travelers have also reported theft from their hotel rooms. We would recommend depositing your valuables in the safe provided in the hotel rooms. If you are a woman traveling solo, avoid dark and secluded beaches at night. In this aspect, Negombo and Hikkaduwa particularly have bad reputations.
  • Credit card scams : Credit card fraud is a grave risk for visitors. Use cash wherever possible. You could also withdraw from an ATM close-by. In case you hand over your credit card to the manager of a hotel, make sure you never lose sight of it. Chances of duplicating your credit card information are high.

  • Visa scams : Despite tourist visas being available on arrival, it is always better to obtain one online beforehand. It saves you time and you can directly breeze through immigration. When you arrive at Colombo International Airport, make sure you are aware of the visa fee for your country. Some officials scam naïve tourists by overcharging them.
  • Other scams and hassles : It’s unfortunate but scams and other related crime in Sri Lanka are quite common. From tuk-tuk drivers to gem shop owners and guesthouse touts, all are experts at cheating tourists. They often start by being overly friendly with you. Once they feel like they’ve won your confidence, they persuade you to stay in their shop or visit their guesthouse. Most tuk-tuk drivers say they are an official government-run but end up taking you to secluded places to rob you or stores where they will get a commission. You’ll find the maximum con artists in Galle, Kandy, and Colombo Galle Face Green. Also, when you are booking a day tour or safari, make sure to book it from official travel agents. If you are taking a tuk-tuk somewhere, always haggle and agree on the price before you travel.

Sexual Abuse

Off late, there has been an increasing number of cases of harassment of tourists and sexual abuse. There are a lot of western women who have reported incidents of verbal and physical harassment by groups of men. From making sexually suggestive advances to lewd comments and sexual assaults, sexual harassment of tourists is on the rise. There is no particular place that is unsafe. However, most of the incidents have been reported from tourist areas including market places, railway stations, public streets and bus stations.

Sexual Abuse in Sri Lanka

There have also been reports of drinks spiked with drugs at bars and restaurants. Therefore, never leave your drink unattended and be careful about taking anything from strangers.

Sexual Assault of Tourists in Sri Lanka

Sexual assault has been the most grappling form of crime in Sri Lanka that has demanded serious attention from the naysayers. In the past few years, the numbers of sexual harassment cases have been increasing in different parts of the island. Here are some of the cases that made national news:

  • In 2018, a group of men, as well as women, visited a bar on Mirissa Beach . When the group was enjoying dinner and drinks, the waiters at the restaurant tried to grope the women and sexually harass them. After a while, more local guys began to inappropriately touch other tourist girls. The group even tried complaining to the bar owner but their pleas were brushed off. Other visitors to Mirissa said that such behavior by the beach boys is a common occurrence. When the group decided to leave the bar, a group of 8 to 10 locals mercilessly assaulted three women while the male friend was punched to the ground and repeatedly kicked. After the men escaped the scene, the victims came to their senses and lodged complaints with the Tourist Police via electronic mail.

Sexual Assault in Sri Lanka

  • On Women’s Day this year (2019), another case of sexual harassment was reported from Mirissa. A middle-aged man is said to have grabbed a woman’s vagina. At first, the woman was confused about what was happening. She was just about coming to terms that she had just been sneakily molested in a roomful of people. The men around her claimed that the abuser was drunk. She immediately called a nearby police station. After hours of waiting, they finally arrived on the scene. However, they were of very little help to her and instead asked her to pay for their tuk-tuk from the point where the incident had occurred to the police station. The victim posted this incident on Facebook with the intention of creating awareness. The suspect was put behind bars at Kotawila Police Station (the same place where the report was filed). A Colombo Gazette article wrote that the suspect was released on bail for a further hearing on March 28. Though the woman will be out of the country by then, she found a little solace that the man will now need to face a judge for his actions.

Such incidents are frequent in Sri Lanka. However, tourists should try their best to teach the harassers and defaulters a lesson. There are many tourists who refrain from going through the entire ordeal of the legal process in Sri Lanka. Since they are visitors to the country, such incidents often go unreported and the abusers roam scot-free. There are many women who get away with it unharmed physical but mentally and emotionally get much shaken up.

We urge both men and women tourists to come out and report such incidents. The Sri Lankan legal system will try its best to secure justice and punish the offenders.

Please don’t let incidents like these change your plans of visiting Sri Lanka! The country is beautiful and the people too are extremely warm-hearted and friendly. It is just a few touts and rouges whom you need to be aware of. The solution is not to avoid the country but take measures to stop such incidents from occurring. The legal system should be looked into and the punishment for such acts should be made stringent.

The campaign aimed at bringing an end to violence against women. The groups also demanded that the government take action to curb rising rape, domestic violence, and gender-based attacks.

Travel safety Poster Campaign

A poster campaign aiming to create awareness on how to be cautious while traveling across the island and important contact details in an emergency situation were launched by Tourist Police Division, Colombo with the assistance of British High Commission in Sri Lanka.

The campaign will cover 45 identified railways stations, bus stops, Bandaranayake International Airport and popular tourist destinations across the country.

Women in Need Organisation

Women In Need (WIN) is a local, non-profit and non-governmental organisation dedicated to addressing issues of Gender Based Violence (GBV) faced by women and girls in Sri Lanka. WIN’s centres are located in Anuradhapura, Colombo, Badulla, Batticaloa, Jaffna, Kandy and Matara. Their 24-hour hotline number is 011 471 85 85. They take calls in Sinhala, English, and Tamil.

Helpline for Women

On 1 st March, the Women and Child Affairs Ministry Secretary announced that the operating hours of the helpline for women – 1938 – will be extended to 24 hours to receive complaints regarding any forms of discrimination against women, including harassment, abuse, and violence. Before this, it was only operational from 8:30 am to 5 pm.

Sri Lanka’s Legal Aid Commission found that Sri Lanka has the highest rate of sexual harassment in South Asia, and South/East Asia has the second highest rate of gender-based violence worldwide.

The impact of sexual violence on tourists and locals has serious consequences not only for the victims but for the country’s national welfare too.

Helpline for Women

In order to combat such incidents, perpetrators must face legal as well as social repercussions. The government has to increase the legal accountability —and society too must play a role in addressing the problem. Instead of telling a woman not to wear a certain kind of clothing or not to visit places at night, men should be taught a lesson. Seminars should be held to make it clear to them that sexual violence is not normal, not respectable and not acceptable.

A General Overview of Sri Lanka Police

Sri Lanka Police is considered Sri Lanka’s civilian national force. It is responsible for maintaining order and keeping the peace, ensuring public safety as well as enforcing criminal law and traffic laws in Sri Lanka.

The police consist of nearly 84,000 people who come under 432 police stations, 67 functional divisions, and 43 territorial divisions. ‘ Dhammo Have Rakkathi Dhammachari ‘ is the motto of the Sri Lanka Police which means the one who lives by the Dhamma is protected by the Dhamma itself in English. The government of Sri Lanka is the governing body of the Sri Lanka Police while the National Police Commission overviews it. Its headquarters are located on Church Street in Colombo 01. Besides, the Ministry of Defence is the parent agency of the police while the Special Task Force, Terrorist Investigation Department, Criminal Investigation Department, Children and Women Bureau, and Police Narcotic Bureau are child agencies.

The History of Sri Lanka Police

The history of the Sri Lanka Police goes back to 1797. In 1797, the British governor of Ceylon created the office of Fiscal and made Fredric Barron Mylius the Fiscal of Colombo . In 1806, the British governor appointed a Vidane Arachchi to each village. Vidane Arachchi was responsible for the detection and prevention of crime in their supervising areas. Later, in 1832, the governor of Ceylon instructed to form a Police Force that consists of a superintendent, ten sergeants, a chief constable with five constables, and 150 peons. 

In 1865, the British governor in Ceylon enacted the Police Ordinance which resulted in stipulating the responsibilities and powers of policemen. Consequently, the beginning of the Sri Lanka Police Service happened in the later year with William Robert Campbell as the Chief Superintendent of police in Ceylon. This was exactly on the 3rd of September 1866. In 1867, William Robert Campbell became the first Inspector General of Police. In the same year, the police headquarters was founded in Maradana, but it was moved to Colombo Fort in 1932. Furthermore, the Criminal Investigations Department (CID) was established in 1870. 

Making another chapter in Sri Lanka’s police history, women were permitted to enrol in the police force for the first time in 1952. Moreover, depending on the factors such as population, workload, crimes, locality, and important institutions in the area, the administration graded the police stations into five classifications, Grades “E to A” in 1954.

In 1974, the administration decided to change the uniforms for constables and sergeants. The Police Higher Training Institute and the Police Special Task Force were established in 1978 and 1983 respectively. Later, in 2008, Sri Lanka Police Academy was established. 

Roles of Sri Lanka Police

Sri Lanka Police has the authority for law enforcement in the country. This includes fighting crimes, carrying out investigations, and drug enforcement. In addition, the police ensure the security of the country by keeping public security, maintaining public order, securing public events, rallies, and holidays, intelligence services, handling suspicious objects and bomb disposal, riot control/crowd control, counter-terrorism, providing VIP security, assisting the prison service with management of prison unrest and in prisoner transport as well as handling the local command of the home guard. 

Moreover, the police play a key role in traffic control and coordinating emergency services in the country. Apart from that, the police render a great service to the community by handling civilian complaints, educating the community and participating in educational campaigns, handling youth violence and crime, and assisting and coordinating community policing. Similarly, the President, the Prime Minister, and foreign ambassadors are provided with ceremonial escorts by the police at state functions.

In addition to all these, the police provide the following services to the community. 

  • Emergency services for the public
  • Entertaining complaints of the general public.
  • Tourist Police
  • Issue of extracts of complaints
  • Issuing clearance certificates.
  • Issuing of police clearance certificates for employment
  • Issue of accident reports 
  • Loudspeaker permits issuing
  • Gun / explosive permits issuing
  • Public processions maintaining

Accordingly, it is clear that the Police plays a significant role in Sri Lankan society.

The Organization of the Police

The Inspector General of Police is the professional head of the Sri Lanka Police. He reports to the National Police Commission and the Ministry of Law and Order. C. D. Wikramaratna is the current Inspector General of Police in Sri Lanka. The police service consists of five geographic commands called ranges. Under the command of a Senior Deputy Inspector General of Police, the ranges of the northern, southern, eastern, and western sectors of the country are covered. These ranges are again subdivided into police divisions which are headed by a Deputy Inspector General of Police (DIG). Furthermore, divisions are subdivided into districts and police stations. A Senior Superintendent of Police (SSP) heads a single district of the country. 

Special Task Force

This is one of the special operational units owned by the Sri Lankan Police. This was established in March 1983. Some foreign advisers like the British Special Air Service assisted in the forming of the Special Task Force. The Special Task Force of Sri Lanka rendered great service during the 30-year civil war that took place in the country, a few years back.

Specialized Units and Divisions

Sri Lanka Police consists of a number of specialized units and divisions. The main units are as follows. 

  • Protective unit
  • Counter-terrorist unit
  • Crime-investigation unit
  • Law enforcement unit
  • Support unit
  • Technology infrastructure unit

The protective unit consists of the president’s security division, prime minister’s security division, ministerial security division, parliament police division, judicial security division, and diplomatic security division.

The counter-terrorist unit of Sri Lanka Police consists of the Special Task Force (STF) and Terrorist Investigation Division (TID). Moreover, the Criminal Investigation Department (CID), Colombo Crime Division, Police Narcotic Bureau, Financial Crimes Investigation Division (FCID), Children & Women Bureau, disappearances division, and the human rights division comes under the crime-investigation unit.

Similarly, the law enforcement unit consists of the traffic police, tourist police, anti-riot squad, police kennels (k9 units), ombudsman division, and strategic development division (community policing). 

The mounted division, marine division, Sri Lanka Police Academy, police examination division, and the police hospital in Colombo act as the support units of the Sri Lankan Police. Furthermore, the technology infrastructure unit of the Police consists of the police information technology division, police communication division, police CCTV division, police public relations division, police tell IGP unit, and the police 119 call center. 

Ranks of the Sri Lanka Police

Policemen of the Sri Lanka Police come under 16 ranks from top to the bottom. Out of these ranks, the senior ranks are as follows. 

  • Inspector General of Police (IGP)
  • Senior Deputy Inspector General of Police (SDIG)
  • Deputy Inspector General of Police (DIG)
  • Senior Superintendent of Police (SSP)
  • Superintendent of Police (SP)
  • Assistant Superintendent of Police (ASP)
  • Chief Inspector of Police (CIP) 
  • Inspector of Police (IP)
  • Sub-inspector of Police (SI)

In addition to the above senior ranks, other policemen work under the following ranks. 

  • Police Sergeant Major (PS)
  • Police Sergeant Class 1 (PS)
  • Police Sergeant Class 2 (PS)
  • Police Constable Class 1 (PC)
  • Police Constable Class 2 (PC)
  • Police Constable Class 3 (PC)
  • Police Constable Class 4 (PC)

Uniforms of the Sri Lanka Police

Standard uniforms for the police were designed in 1866 with the establishment of the Ceylon Police. The uniforms of the British police force greatly influenced the Ceylon police uniforms. Inspectors and the above-graded officers used to wear white colonial uniforms that the British used to wear. However, police officers still wear them for ceremonial occasions. Meanwhile, the uniforms of constables consist of dark blue tunics, shirts, and black round caps. The cap had a collar number on it. For practical reasons, khaki uniforms came to use in later years. However, all the ranks of police wore khaki uniforms with khaki tunics, shorts, hats, and a baton until 1974. 

With the last major changes made in 1974, the present uniform came. It had to undergo several changes for practical reasons. The number 01 khaki uniform consists of a khaki jacket with black epaulets, white shirt, khaki trousers or skirt, black tie, medals, and black peaked cap. The officers wear this uniform mostly for formal occasions. Meanwhile, the number 02 khaki uniform has a khaki shirt which is long-sleeved or short-sleeved, khaki trousers or skirts, medals, ribbons, and a black peaked cap. This is the normal working uniform. 

The superintendent’s grade and the officers above wear black gorget patches on their uniforms. Moreover, the officers above the rank of sub-inspector wear a short sleeve tunic like a bush jacket and black sam brown belts. In addition, the traffic policemen wear white belts along with white peak caps. Meanwhile, the relevant service numbers are worn on their uniforms by the sergeants and the constables of the Sri Lanka Police. The officers of the Special Task Force of the Police wear khaki uniforms with slightly lighter colors compared to the other uniforms. In addition, they wear DPM camouflage uniforms along with bright green berets. 

Awards and Decorations of the Sri Lanka Police

Sri Lanka Police presents a number of awards and decorations to the policemen with consideration of their talents and achievements. These awards and decorations include the following. 

  • Gallantry medals
  • Service medals
  • Meritorious awards & medals
  • Campaign medals
  • Coronation/inauguration medals
  • Anniversary medals
  • United Nations’ service medals
  • Former decorations & medals

Sri Lanka Police awards two gallantry medals named Janadhipathi Police Weeratha Padakkama (Presidential Medal of Police Gallantry) and Sri Lanka Police Weeratha Padakkama (The Police Gallantry Medal). In addition, it awards three service medals for the police officers named Sri Lanka Police Vishishta Seva Padakkama , Sri Lanka Police Long Service Medal, and Sri Lanka Police First Aid Medal.

The meritorious awards & medals of the Police include the Desha Putra Padakkama (Son of the Nation Medal) and Uththama Pooja Pranama Padakkama (Recognition of Meritorious Sacrifice Medal). Moreover, Purna Bhumi Padakkama , Riviresa Campaign Services Medal, Northern Humanitarian Operations Medal, and Eastern Humanitarian Operations Medal are awarded as the campaign medals. In the same way, the police awarded some coronation or inauguration medals like Ceylon Police Independence Medal in 1948, Queen Elizabeth II Coronation Medal in 1953, and President’s Inauguration Medal in 1978. 

Celebrating a few of the prominent anniversaries of the country, Sri Lanka Police awarded Janaraja Padakkama (The Republic Medal) in 1972, the 50th Independence Anniversary Commemoration Medal in 1998 as well as Sri Lanka Police 125th Anniversary Medal in 1991 as the anniversary medals. Similarly, the police received two United Nations service medals for their participation in the United Nations Mission of Support to East Timor, in 2003 and United Nations Mission in Liberia, in 2007.

Furthermore, former decorations & medals of the Sri Lanka Police include the following.

  • Queen’s Police Medal
  • King’s Police Medal
  • Ceylon Police Medal
  • Colonial Police Medal
  • Ceylon Police Long Service Medal
  • Defence Medal

Weapons of Sri Lanka Police

Police officers do not carry weapons while performing their normal duties. But, they are advised to carry weapons. The Special Task Force usually consists of a greater variety of firearms in order to handle military-type counter-terrorism operations. 

Sri Lanka Police have a number of handguns such as the following. 

  • Beretta M9 series pistols
  • Browning 9mm

In addition, the police have several assault rifles like type 56 assault rifles for ceremonial purposes, type 56-2 assault rifles, and M4 Carbine assault rifles. Furthermore, the police consist of sub-machine guns like H&K MP5 submachine guns and Uzi submachine guns, sniper rifles like Heckler & Koch PSG1 sniper rifles as well as grenade launchers like the HK 69 breech-loading grenade launcher. 

Vehicles of the Police

What are the Requirements to Join the Police?

Sri Lanka Police recruits police officers in four stages. They are based on educational qualifications and entry ranks. Anyone who has completed the entry requirements has the chance to join the police for the following positions.

  • Probationary Assistant Superintendent of Police
  • Probationary Sub Inspector of Police
  • Police Constable
  • Women Police Constable
  • Police Constable Drivers

Male and female applicants who have a degree from a recognized university in Sri Lanka and are between the ages of 22 to 26 have the chance to apply for the post of Probationary Assistant Superintendent of Police. Moreover, these applicants must face an entrance examination. If someone is looking for a Probationary Sub Inspector of Police position, they must have passed the GCE A/L examination and must be aged 18 – 25 years. However, they will have to undergo an endurance test and a written exam. 

Males and females who have completed the GCE O/L examination and are between the ages of 18 – 25 have the chance to apply for the Police Constable and Women Police Constable positions respectively. They must face a written exam as well as an endurance test. If someone is willing to join Sri Lanka Police as a Police Constable driver, they must have completed a minimum of up to grade 7 at school. In addition, they must be between the ages of 19 – 35 years and must have a valid driving license. However, they too must undergo an endurance test and a written exam. 

Peacekeeping and International Deployments

Sri Lanka Police officers have taken part in a number of international deployments during the past few years. These deployments were as advisers as well as observers. United Nations Mission of Support to East Timor, the United Nations Stabilization Mission in Haiti, the United Nations Mission in Sudan, and the United Nations Mission in Liberia are some of the United Nations peacekeeping missions where the Sri Lankan police personnel have taken part since 2002. Furthermore, the Special Task personnel of the police assisted the Chinese police in maintaining security against possible terrorist threats during the 2008 Beijing Olympics.

Most tourists have faced various harassments at Hikkaduwa beach

  • Most face harassment in the form of persistent vendors, cheating, begging

The majority of tourists who visit the Hikkaduwa beach have experienced various forms of harassment, which has led to a high negative perception and a very low attitude regarding the destination and its quality with persistent vendors, cheating, and begging being identified by tourists as the types of harassment that most faced, while sexual harassment, providing an unsatisfactory service, misappropriation, theft, and assault were noted as the types of harassment faced by a minority.

These findings were made in an article on the “Effect of tourists’ harassment to the destination image and repeat visit intention of tourists: A case study of Sri Lanka”, which was authored by R.S.S.W. Arachchi (attached to the Department of Tourism Management of the Faculty of Management Studies of the Sabaragamuwa University) and published in the Journal of Management (15)1 in December 2020.

Arachchi conducted a pilot survey with four officers of the Tourist Police Division and two officers in the Research and International Relations Division of the Sri Lanka Tourism Development Authority (SLTDA) along with two tour guides, in order to identify the major places where tourist harassment takes place such as at beaches, streets, markets, hotels, natural attractions, cultural sites, in transportation, and at cafés. 

They expressed the following views: “Tourist harassment is one of the major issues which affect the tourism industry. I think that beaches and cultural sites are the highest recorded places where tourist harassment occurs”; “I think that beach sites are the places where the most harassment occurs. One can identify Mount Lavinia, Mirissa, and Hikkaduwa as the major hotspots for tourist harassment”; “Most times, I saw with my own eyes how most tourists face different difficulties while enjoying their vacation. Especially women faced more difficulties than men because of the locals. I think that beach destinations are the places where most tourist harassment cases are recorded, especially because of the beach boys”.

The principal types of tourist harassment include persistent vendors (charging exorbitant prices), sexual harassment (soliciting of an unwanted sexual relationship), providing an unsatisfactory service (the selling of substandard items), physical harassment (misappropriation), theft/robbery, pestering, threatening, assault, cheating, and begging.

Beach sites are major places where tourist harassment takes place. Further, the Tourist Police Related Tourist Complaints – Police Tourist Division (RTC-PTD) report mentioned that many direct common complaints received by the Tourist Police Division in Colombo are from beach areas. According to the Tourist Police RTC-PTD report, Hikkaduwa could be identified as a major hotspot for tourist harassment and the Hikkaduwa beach site was selected for the study. 

Arachchi collected primary data for this research through a questionnaire survey, site observations and interviews with community members, site guides, security officers, and officers who work in tourism related organisations. There are more types of harassment faced by tourists at beach sites. Most of the time, tourist harassment spoiled the tourist’s tourism experience and as a result, these tourists were dissatisfied with the tour; which then directly affects the destination image and the propensity for a repeat visit which means that tourist harassment diminishes the impression of the destination and the propensity to repeat a visit.

The population of the research consisted of tourists who were within the Hikkaduwa beach site during the concerned period which included 100 tourists who visited the Hikkaduwa beach site from September 2018 to March 2019.

A total of 71 respondents (71%) of the sample experienced various harassments while 29 (29%) did not experience any kind of harassment.

A total of 71 respondents (30%) were harassed by persistent vendors, seven (3%) experienced sexual harassment, 11 (4%) were harassed by the provision of an unsatisfactory services, two (1%) experienced physical harassment (misappropriation), four (2%) experienced robbery, three males (1%) experienced assault, 69 (29%) experienced cheating, and 71 (30%) faced harassment from vendors and beggars.

Persistent vendors, cheating and begging were identified as the major types of tourist harassment which were experienced by tourists at the Hikkaduwa beach site.

There is a strong, significantly negative relationship between tourist harassment and the intention/propensity to revisit, and a strong, significantly negative relationship between tourist harassment and the destination image, while there is a strong, significantly positive relationship between the destination image and the propensity to revisit.

Increasing tourist harassment causes a decrease of the propensity to repeat a visit. Increasing tourist harassment causes a decrease in the destination’s appeal. Increasing the destination’s appeal causes an increase in the propensity to repeat a visit. The destination image also acts as a mediator of sorts.

Arachchi conducted in-depth interviews with two officers of the Tourist Police Division of Galle, two site guides, two national guides, two tourists who stayed in Hikkaduwa, two hoteliers and four community members. All interviewees accepted that tourists faced many problems and difficulties while staying in Hikkaduwa. 

One community member replied: “I saw most of the tourists facing many problems while visiting Hikkaduwa.” One hotelier said: “Hikkaduwa is an unplanned development area, and so the tourists who stay face different types of difficulties.” The Galle Tourist Police Division officers replied: “I think that most of the tourists who come to stay in Hikkaduwa will face more difficulties.” 

The majority said that female tourists who came as free independent travellers and young tourists faced certain problematic situations in terms of harassment. Most of the tourists faced different types of harassment at the beach site, as a result of which they had a bad image about the destination, and moreover, they did not like to recommend the site to others. In this case, Government involvement to enforce the law, rules and regulations is very much essential in order to control such harassment. Further, the Tourist Police should pay more attention to addressing these issues.

Arachchi made several recommendations including proposing a “by-pass road”, increasing the involvement of the respondent parties, establishing rules and regulations, issuing identification cards for tourism stakeholders, and conducting awareness programmes for site guides.

Hikkaduwa is an unplanned development area. There is a hotel complex which is established close to the road, so unlike in the Bentota area, there is no freedom for tourists to walk on the road independently. Especially at night, most female tourists do not have any freedom to walk on the road independently due to the forceful behaviour of certain three-wheeler drivers who ask the tourists to take their services by force. 

Further, in Hikkaduwa, there are many robberies that occur at night. The view of most of the respondents is to develop Hikkaduwa like the Bentota area, and for that, the responsible parties should propose a by-pass road for the tourists.

To reduce the harassment that occurs at Hikkaduwa, the involvement of the SLTDA and the Tourist Police should increase. Most of the respondents were of the view that the Tourist Police involvement is especially very low. They should monitor the beach and the roads in order to prevent harassment from beach boys. 

To reduce the problem, the Tourist Police should implement the law properly. Most of the people were of the view that the Tourist Police only attend to traffic offences. They should be on the spot. All the tourism stakeholders should be involved in order to solve these problems. It is better to use a participatory approach of all the tourism stakeholders in order to reduce this issue.

The officials should establish certain rules and regulations against unnecessary influencers. Most of the tourists face different types of difficulties and problems due to the local people. Lone individual travellers especially face many of these problems due to beach boys. The authorities should conduct regular inspections and licensing in order to remove illegal operators on the beach. Moreover, the Government should consider enacting laws that criminalise the harassment of tourists.

The responsible parties should be involved in issuing identification cards for three-wheeler drivers, site guides, and fishermen. Some tourists are highly dependent on the support of beach boys rather than on professional tour guides. Therefore, tourists face more problems when it comes to identifying real tour guides from beach boys. Thus, the responsible parties should issue a licence for the site guides who guide in the Hikkaduwa beach area. By issuing identification cards to them, the tourists can easily identify those persons separately from the influencers.

The officials should create awareness among site guides by highlighting the importance of tourists to the economy while emphasising the image of the destination.

The relevant authorities such as the SLTDA, the Tourist Police and the Ministry of Tourism must concern themselves on this matter and take immediate actions to minimise these issues.
