Can you go on a cruise with a green card? What US permanent residents need to know about travel documents

Taking a cruise is relaxing, but making sure all your documents are in order for your sailing can be challenging, even more so for United States permanent residents who have a green card. The good news is that if you are a lawful permanent resident of the U.S., you are allowed to travel outside the country and can go on a cruise with your green card.

According to U.S. Customs and Border Protection , "If you are a Lawful Permanent Resident (LPR) of the United States, the U.S. government does not require you to have a passport for any travel, including air, land, or sea travel, however, you are even more likely to be required by your destination country to have one."

If you're a lawful permanent resident, you're cleared for foreign travel, but the documents you need for a cruise vacation might vary based on your departure port and destinations visited.

Here are the key points you need to know about travel documents if you'd like to go on a cruise as a green-card holder or other non-citizen resident of the U.S.

Does a green card count as a passport?

A green card and a passport are not the same. While both documents are proof of identity, a passport is evidence of your citizenship while a green card shows that you are legally permitted to live and work in the U.S. as a foreign national.

Can I cruise from the US with just a green card?

As a lawful permanent resident going on a cruise from and back to U.S. home ports, you will need your green card to prove your identity and citizenship status so you can reenter the U.S. at the end of your sailing. You'll have to show the card during the boarding process and again when you reenter the U.S. at the end of your sailing.

Whether you also need a passport from your home country depends on your exact itinerary and the cruise line you're sailing.

"A green card holder can sail on closed-loop sailings without a passport," a representative from Carnival Cruise Line explained, referencing round-trip cruises that begin and end in the same U.S. city that only visit nearby countries in the Western Hemisphere (e.g., the Bahamas and Caribbean islands).

However, there are exceptions. For example, permanent residents must bring their home country passport if their cruises stop in Canada, Colombia, Bermuda or Greenland. A closed-loop cruise visiting ports in Mexico might require a passport, another cruise line representative told us, so double-check if you're cruising to Puerto Vallarta or Cozumel.

Transatlantic and transpacific cruises and sailings that start in one U.S. city and end in another one (such as full Panama Canal transits) also require green-card holders to carry a passport.

Additionally, some cruise lines might require permanent residents to carry a passport regardless of itinerary, so make sure you check the policy of the line you intend to sail. It's generally a good idea, especially if something goes wrong on your vacation and you have to disembark early and fly home.

You might also need a tourist visa to enter the port depending on that country's rules for travel for citizens of your home country. If you need a visa, you typically will need to carry your home country passport as well.

To determine which ports require visas or passports to enter, you can enquire with your travel adviser or head to the government website or embassy of each country your cruise visits to research visa requirements, forms, information and fees for your nationality.

Can I cruise internationally with a green card?

Lawful permanent residents are not limited to cruises from U.S. ports; they can book sailings in Europe, Asia, South America and other international destinations.

To enter another country by air, you will need a passport from your country of citizenship and potentially some travel visas. You'll need your green card to return to the U.S.

For example, if you're taking an Alaska cruise that departs from Vancouver, British Columbia, you will need a home country passport and a green card to go through international customs at the airport. If you're taking a cruise through Europe, you will need your green card, home passport and a visa.

All green-card users should contact the embassy or consulate of the countries on the itinerary to learn about the travel documents that are required. Depending on the ports of call, you might also need a Schengen visa , which allows entry and transit through 26 countries in Europe that are part of the Schengen Agreement. These countries include popular cruise destinations like France, Greece, Italy, Norway and Spain.

What if I don't have a green card but want to travel under the Visa Waiver Program?

For those who are not U.S. citizens or lawful permanent residents, taking a cruise is still possible. If you are traveling under the Visa Waiver Program, you can use the immigration stamp (I-94W) that you were given when you first entered the U.S. to reenter the country at the end of a cruise. Just be sure that your cruise ends before the 90-day admission period that you were originally given with the stamp.

Additionally, if you're using an immigration stamp to reenter the U.S., you will need to be sure that your cruise isn't too far away, is only visiting nearby islands or the contiguous country, and that the trip does not take you outside the U.S. for more than 30 days.

If your cruise goes beyond the 90-day admission time, you will need to apply for a new admission period. You will also have to talk to the Customs and Border Protection officer about how you were not using the cruise to get around the time limit for Visa Waiver Program travelers.

How do I reenter the US with a green card?

Reentering the U.S. with a green card is simple. You will need your current, unexpired permanent resident card or green card to give to the Customs and Border Protection officer. Additionally, if you have any other documents that prove your identity, such as a U.S. driver's license, a foreign national ID card or a passport, give those to the officer as well. The officer will use the documents to verify your identity and immigration status.

Does cruise travel outside the US affect permanent resident status?

If you are a permanent resident, you can travel outside the country for brief travel and it usually does not impact your status. This can change if you travel outside the U.S. for more than a year, but you're likely not cruising for that long.

Bottom line

If you're ready to book a cruise but only have your green card as a lawful permanent resident, you don't need to worry because you can set sail on the high seas without a U.S. passport. However, you often need a passport from your home country and possibly visas to enter ports of call. You will also need to prove your identity upon returning to the U.S. with your green card and a second form of identification, such as a home country passport.

A select few closed-loop, round-trip cruises sailing from a U.S. port only require you to sail with your green card and not a home country passport, but you must make sure your itinerary qualifies otherwise you can get turned away for having missing documentation. It's always safer to travel with your home country passport, even if it's not required.

Even if you don't have a green card and you only have an immigration stamp under the Visa Waiver Program, you can still take a cruise as long as it's within the 90-day admission period. For either an immigration stamp or green card, it's important to note the length of the cruise and where it goes. You don't want to get held at Customs and Border Protection upon reentering the U.S. for going outside the travel parameters of the type of citizen identification you have.

United States Electronic System for Travel Authorization (ESTA) - for Citizens of Visa Waiver Program Countries (VWP) Entering the United States Per the Visa Waiver Program (VWP) requirements, all VWP travelers must obtain an electronic travel authorization (ESTA) prior to boarding a travel carrier to enter the United States. This can be done by completing the online application on the U.S. Department of Homeland Security’s website. Applications may be submitted at any time prior to travel. However, DHS recommends that applications be submitted no less than 72 hours prior to travel. Passport holders from the below countries with biometric passports are eligible to participate in the US Visa Waiver Program: Andorra, Australia, Austria, Belgium, Brunei, Chile, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, San Marino, Singapore, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Taiwan, United Kingdom All passport holders from the above countries must be able to present a valid ESTA or US Visa before boarding a cruise that starts, visits, or ends in the United States. Any person unable to do so will be denied boarding.

Schengen Visas - for Entry to the European Union for Applicable Nationalities The Schengen Agreement (effective March 26, 1995) is an agreement between several member states of the European Union (EU) to remove immigration controls for travel within their collective territories. This creates a "borderless" region known as the Schengen Area , which changes the procedures for entering, connecting or traveling between any of the Schengen States. There are four types of Schengen visas; Type C is the one typically needed by passengers, which can be issued by any one of the Schengen states and is valid for all the others. Due to the type of itineraries in Europe, The Schengen Agreement maintains that certain nationalities require a visa to enter the EU zone. Guests who are not US, Canadian, or European nationals are strongly encouraged to contact the nearest EU-member country embassy to determine if a Schengen visa is necessary.

Anyone who does not carry a passport from Australia or New Zealand must have an Australian visa to go on any cruise that calls to an Australian port or they cannot sail.

Passport holders from the following countries are eligible to apply for the ETA via the app on their own. Third parties, like Visa Central cannot assist with the app set up as it has to be done on the mobile phone the applicant takes with them on the trip.

  • Once you download the app be sure to have your passport with you when you start the eVisa application process.
  • The App requires that the physical passport is scanned. The Passport Chip and Info Page scan line is read in real-time.

Passports are required for all sailings that visit Cartagena as a port of call.

Canadian passport holders that embark or disembark in Cartagena will be charged a fee of CAD $85 by local immigration authorities. This fee does not apply to in transit guests visiting as a port of call.

Guests that are in transit and visiting Dominican Republic as a port of call only, do not require a visa to go ashore.

The following requirements are for guests that are embarking the ship in La Romana, Dominican Republic only.

  • All foreign and Dominican passengers entering or leaving Dominican Republic on commercial flights must complete the free electronic entry and exit form, which combines the Traveler’s Health Affidavit, Customs Declaration, and International Embarkation/Disembarkation forms. The form is available in different languages and can be accessed through the following link: https://eticket.migracion.gob.do . It must be complete up to 72 hours before the flight. This form is not required for transit guests.
  • Passport holders from the below countries are required to pay for a tourist card at the port of embarkation at La Romana under the following circumstances. If a guest flies into the Dominican Republic, and is in the country for over 24 hours when they board the ship, they will have to purchase a tourist card from authorities at the cruise terminal. The cost is $20 USD or 20 Euros which has to be paid in cash. They only accept these two currencies. If a guest is disembarking in La Romana and remaining in the Dominican Republic for more than 24 hours, they need to purchase a tourist card from authorities in the cruise terminal for $10 USD or 10 Euros cash. They only accept these two currencies. No other nationalities require a visa to visit Egyptian ports by sea on a cruise ship. Some nationalities, such as Canadians, require a visa to fly to Egypt, but do not require a visa if entering Egypt by sea.

Passport holders from the following countries require a visa for Faroe Islands from an embassy or consulate before the cruise. Passport holders from all nationalities not listed above require a visa for New Caledonia issued either, by a French embassy or a Schengen Visa issued by a French embassy, before the cruise. Guests without a valid visa will be detained onboard while the ship is in ports in New Caledonia.

Visa Requirements for New Zealand

All passengers debarking in New Zealand are required to download the New Zealand Travel Declaration App "NZTD" and fill out the privacy policy before embarkation. 24 hours before departing the last port before entering New Zealand, all guests will be required to fill out and submit the full travel declaration form on the "NZTD" app. Any guests unable to access the app may use the below website to fill out the and submit the New Zealand Travel Declaration.

The government of New Zealand has recently launched an electronic visa called the NZeTA that will be required for all guests not holding New Zealand or Australian passports to obtain prior to their cruise.

The NZeTA visa will be available for purchase via New Zealand's immigration website, or their mobile app, called NZeTA.  Guests will also have to pay what is called the International Visitor Conservation And Tourism Levy (IVL) which is done at the same time as the visa application. 

NZeTA visa will cost 9 NZD if purchased via the mobile app, and will cost 12 NZD if purchased via the website.  The IVL will cost 35 NZD, and price remains the same whether purchased through the mobile app or website.  Therefore, total cost will be either 44 NZD or 47 NZD per person to get both the NZeTA and IVL.

WHO NEEDS THE NZeTA VISA?

All guests who do not hold passports from New Zealand or Australia require the NZeTA visa to enter New Zealand by sea (for cruises that start and end in Sydney).  Australian permanent residents who do not hold Australian passports also require the NZeTA.  All nationalities are eligible to enter New Zealand by sea on a ship with the NZeTA.  However, only the visa waiver countries can obtain an NZeTA visa to enter New Zealand by air (for cruises that start in Auckland).  Guests from all nationalities that are not part of the visa waiver program (except for New Zealand and Australian passport holders) must get a visitor visa to enter New Zealand by air.  This is a separate visa that is also obtained online.

All guests MUST have the NZeTA or visitor visa in order to take any cruise that visits New Zealand ports. It is not an option to detain a guest onboard in New Zealand ports if they do not have the required visa.  For cruises that begin in Sydney, we will check for the NZeTA confirmation email from every guest at check in so please print or have the confirmation email available on your phone.  Anyone who has not yet applied can do so at the pier, but will not be boarded if they do not receive approval before the ship sails.

HOW LONG IT TAKES TO GET THE VISA:

It is recommended that everyone applies for the NZeTA at least 72 hours prior to travel, as it can take up to 72 hours for the visa to be approved for certain individuals. 

Guests who are flying into New Zealand (for cruises beginning in Auckland) who are not from visa waiver countries, must get a New Zealand visitor visa prior to travel.  This visitor visa is now obtained online by all nationalities, and it takes an average of 14 business days to be processed.  The visitor visa can also be used to enter New Zealand by sea, so if a guest already has a visitor visa and is entering New Zealand by sea, it is not necessary for them to also get an NZeTA.

Visa Requirements for Nicaragua

Guests from the following countries require a visa to go ashore in Nicaraguan ports. If a guest does not have a visa, immigration in Nicaragua may allow the guest to go ashore if they purchase a visa for $64 USD. It is not guaranteed that the option will be given for guests to purchase a visa upon arrival to Nicaragua.

Guests of all nationalities except for Israel will receive a visa upon arrival to Oman arranged by the shipboard team. If the ship is in Oman for only one day, the visa is free of charge. If the ship is in Oman for 48 hours or more, the visa cost is $29 per person, which will be charged automatically to all guests' onboard accounts. If you are booked on a cruise that visits Saudi Arabia as port of call, please read carefully the following visa requirements to go ashore. Passport validity of 6 months is strictly enforced.

Passport holders from Israel, Iran, Lebanon, Palestine, Yemen and Syrian nationals are prohibited from entering Saudi Arabia and must remain onboard while the ship is in Saudi Arabian ports. These passport holders are not eligible to apply for e-visa or visa on arrival.

Visa Requirements for Sri Lanka

All passengers are required to obtain an electronic ETA visa prior to arrival to Sri Lanka. This visa is free of charge and must be obtained online at least 48 hours in advance. Anyone who does not obtain the ETA visa in advance must remain onboard in Sri Lankan ports. Visa Requirements for Taiwan

Please refer to this website for a list of countries that do not require a visa for Taiwan.

Passport holders from Hong Kong, Macau, UK overseas must obtain a Taiwan Entry & Exit permit. There are different documents required depending on the place of birth and/or residence.

Chinese (People’s Republic of China) Passport holder must obtain Taiwan Entry & Exit Permit before boarding cruise, on-line entry permit is not available.

Visa Requirements for Tanzania

Passport holders from many countries will require an e-visa to go ashore in Tanzania. Guests must apply for the e-visa prior to embarkation. There is a 10 day approval process on the e-visa, approvals may be granted while on the ship in transit to Tanzania. All guests of any nationality are required to have a yellow fever vaccine certificate , without it guests will be detained onboard. A medical waiver will be accepted in lieu of the yellow fever vaccine. A 10-day inoculation period is required for the vaccine to be valid.

Electronic Travel Authorization Per the Visa Waiver Program (VWP) requirements, all VWP travelers must obtain an electronic travel authorization prior to boarding a travel carrier to enter the United States. This can be done by completing the online application on the U.S. Department of Homeland Security ’s website. Applications may be submitted at any time prior to travel. However, DHS recommends that applications be submitted no less than 72 hours prior to travel. In most cases you will receive a response within seconds. Potential responses include:

  • Authorization Approved
  • Travel Not Authorized : Travelers must obtain a nonimmigrant visa at a U.S. Embassy or Consulate before traveling to the U.S.
  • Authorization Pending : Travelers should check the ESTA website for updates and final response.

An approved travel authorization will be:

  • Required for all VWP travelers prior to boarding a travel carrier to enter the United States under the VWP.

Traveling with Infants:

  • At least six (6) months of age on the day of boarding

Traveling with Minors and Young Adults: Norwegian Cruise Line’s policy dictates that a minor or young adult must be accompanied in the same stateroom (or connecting stateroom) by a passenger 21 years of age or older at the time of boarding.

  • Minors – an individual under the age of 18 on the day of embarkation/boarding.

Canadian entry requirements stipulate that a child under the age of 18 traveling alone, or with person(s)  other than  both parents , should be in possession of a letter (preferably notarized) from the parents or legal guardian containing:

  • The name and a 24-hour contact telephone number of the parents or guardian;
  • The destination and length of stay in Canada.

Sanctioned Countries are as follows: CRIMEA REGION OF UKRAINE, THE SO-CALLED “DONETSK PEOPLE’S REPUBLIC OF UKRAINE,” THE SO-CALLED “LUHANSK PEOPLE’S REPUBLIC OF UKRAINE,” CUBA, NORTH KOREA (DEMOCRATIC PEOPLE'S REPUBLIC OF KOREA), SYRIA, OR IRAN.

High-Risk Countries are as follows: VENEZUELA, RUSSIA, OR BELARUS.

Accordingly, it is Norwegian Cruise Line’s policy that if you are a citizen or resident of one of these sanctioned or high-risk countries, Norwegian Cruise Line is entitled to cancel your booking and refuse boarding unless you can satisfy the following conditions:

  • Proof of citizenship in a non-sanctioned country; OR
  • Proof of residency** in a non-sanctioned country; AND
  • Evidence that you are funding the cruise, including all onboard charges by providing a credit card from a bank associated with a non-sanctioned country and a non-sanctioned financial institution.

** This must be in the form of a valid passport, temporary or permanent resident card, or national ID card including personal information and photography. Russian passport holders may also present a valid US visa. Documentation, such as a rental agreement, showing address, will not be sufficient. Venezuelan passport holders are only required to provide a method of payment from a non-sanctioned country and a non-sanctioned financial institution.

You must be able to satisfy the above criteria to sail on board a Norwegian Cruise Line ship. Traveling with a passport that is valid for at least 6 months after the cruise ends, is preferred. This travel document will provide the best embarkation and disembarkation experience, while also providing guests the ability to travel by air to or from the United States, if needed.

International Travel as a Permanent Resident

In general, you will need to present a passport from your country of citizenship or your refugee travel document to travel to a foreign country. In addition, the foreign country may have additional entry/exit requirements (such as a visa). For information on foreign entry and exit requirements, see the Department of State’s website .

If seeking to enter the United States after temporary travel abroad, you will need to present a valid, unexpired “Green Card” (Form I-551, Permanent Resident Card). When arriving at a port of entry, a U.S. Customs and Border Protection Officer will review your permanent resident card and any other identity documents you present, such as a passport, foreign national I.D. card or U.S. Driver’s License, and determine if you can enter the United States. For information pertaining to entry into the United States, see U.S. Customs and Border Protection’s webpage .

Permanent residents are free to travel outside the United States, and temporary or brief travel usually does not affect your permanent resident status. If it is determined, however, that you did not intend to make the United States your permanent home, you will be found to have abandoned your permanent resident status. A general guide used is whether you have been absent from the United States for more than a year. Abandonment may be found to occur in trips of less than a year where it is believed you did not intend to make the United States your permanent residence. While brief trips abroad generally are not problematic, the officer may consider criteria such as whether your intention was to visit abroad only temporarily, whether you maintained U.S. family and community ties, maintained U.S employment, filed U.S. income taxes as a resident, or otherwise established your intention to return to the United States as your permanent home. Other factors that may be considered include whether you maintained a U.S. mailing address, kept U.S. bank accounts and a valid U.S. driver’s license, own property or run a business in the United States, or any other evidence that supports the temporary nature of your absence.

If you plan on being absent from the United States for longer than a year, it is advisable to first apply for a reentry permit on Form I-131 . Obtaining a reentry permit prior to leaving the United States allows a permanent or conditional permanent resident to apply for admission into the United States during the permit’s validity without the need to obtain a returning resident visa from a U.S. Embassy or Consulate abroad. Please note that it does not guarantee entry into the United States upon your return as you must first be determined to be admissible; however, it will assist you in establishing your intention to permanently reside in the United States. If you remain outside of the United States for more than 2 years, any reentry permit granted before your departure from the United States will have expired. In this case, it is advisable to consider applying for a returning resident visa (SB-1) at the nearest U.S. Embassy or Consulate. An SB-1 applicant will be required to establish eligibility for an immigrant visa and will need a medical exam. There is an exception to this process for the spouse or child of either a member of the U.S. Armed Forces or civilian employee of the U.S. Government stationed abroad on official orders. Additionally, absences from the United States of six months or more may disrupt the continuous residency required for naturalization. If your absence is one year or longer and you wish to preserve your continuous residency in the United States for naturalization purposes, you may file an Application to Preserve Residence for Naturalization Purposes on Form N-470. If you lose your Green Card or reentry permit or it is stolen or destroyed while you are abroad, you may need to file a Form I-131A, Application for Travel Document (Carrier Documentation) . This carrier documentation will allow an airline or other transportation carrier to board a lawful permanent resident bound for the United States without the carrier being penalized. Travel Documentation: Non-U.S. Citizens

Carnival requires guests to provide proper travel documentation in order to travel. The documentation is required at embarkation and throughout the cruise and is the responsibility of the guest. Our policy states that any guest traveling without proper documentation will be denied boarding the ship and will be under full penalty, and therefore, will not be offered a refund or a replacement cruise. Guests must contact the appropriate embassy or consulate of the countries they will be visiting for specific travel documentation requirements. Carnival assumes no responsibility for advising guests of Immigration requirements.

On occasion, Non-U.S. Citizens may be asked to surrender their passport at time of check-in. It will be returned upon completion of the immigration inspection at the time of debarkation.

Carnival highly recommends that all guests travel with a passport valid for at least six months beyond the completion of travel unless otherwise noted differently.

Domestic Cruises

  • Non-U.S. Citizens are required to carry a valid, unexpired passport and a Multiple Entry Visa, if applicable. In addition , guests must contact the appropriate embassy or consulate of the countries they will be visiting for specific travel documentation requirements. Carnival assumes no responsibility for advising guests of Immigration requirements.
  • Visa Waiver Program (VWP) : Non-U.S. citizens that are eligible to apply for admission under the Visa Waiver Program must have a valid, unexpired machine readable passport that includes specified security features (biometric identifiers). In addition , travelers are required to have an electronic travel authorization via the Electronic System for Travel Authorization (ESTA). Details on this program as well as the participating VWP countries can be found below. 
  • Mexican citizens who are traveling with a Border Crossing Card must also present a valid, unexpired Mexican passport.  Please click  here for more details.

Cruises that Visit Canada or Transit in Canada 

  • Non-U.S. Citizens must carry a passport valid for at least three months beyond the date of their visit to Canada, from their country of citizenship.
  • Non-U.S. Citizens may require a Canadian Visa depending on their nationality.
  • Guests who are not citizens of the United States, Canada, U.K., Australia or New Zealand, may require a Temporary Resident Visa (TRV) to visit or transit Canada.
  • As of March 16, 2016, visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include travelers with a valid Canadian visa.
  • If guests are required to have a visa, it must be obtained in advance regardless of whether they choose to remain onboard or go ashore. Processing times vary by citizenship and may take up to 45 days. For more information, regarding travel documentation requirements, please contact your local Canadian consulate or visit http://www.cic.gc.ca/english/visit/apply-who.asp .
  • Entry into Canada: Guests who have committed or been convicted of a crime may not be allowed into Canada - for more information, click here .

Visa Waiver Program (VWP) The Visa Waiver Program allows foreign nationals from certain countries to travel to the United States for business or pleasure, for stays of 90 days or less without obtaining a visa.

All Visa Waiver Program countries are required to issue passports that include specified security features (biometric identifiers) in order to enter the United States. A biometric identifier is an electronic scan of a physical feature, such as an eye, hand, fingerprint, or face. It allows an immigration inspector to know for certain that the person appearing before them is the same person to whom a passport or visa was issued.

Electronic System for Travel Authorization (ESTA) Electronic System for Travel Authorization is an automated system that determines the eligibility of visitors to travel to the United States under the Visa Waiver Program. ESTA applications may be submitted any time prior to travel. However, it is recommended that guests apply when they begin preparing their travel plans. We suggest that guests visit  www.cbp.gov/travel/international-visitors/esta for additional information regarding ESTA. 

Guests will need to print and carry their Electronic System for Travel Authorization as it will need to be presented at cruise check-in along with their passport. An ESTA needs to be completed for each family member traveling on the cruise.

Citizens of the following countries (excluding U.S. Permanent Residents) that participate in the Visa Waiver Program must possess an ESTA for entry into the United States:  Andorra, Australia, Austria, Belgium, Brunei, Chile, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, The Netherlands, New Zealand, Norway, Portugal, San Marino, Singapore, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Taiwan and United Kingdom *

* United Kingdom - only British citizens with the unrestricted right of permanent residence in England, Scotland, Wales, Northern Ireland, the Channel Islands and the Isle of Man are eligible to enter the United States with ESTA.

Note: Citizens of Curacao, Bonaire, St. Eustatius, Saba and St. Maarten (from the former Netherland Antilles) are not eligible to travel to the United States under the Visas Waiver Program, if they are applying for admission with passports from these countries.

Europe and Transatlantic Cruises Non-U.S. Citizens must contact the appropriate embassy or consulate of the countries they will be visiting for specific travel documentation requirements. Carnival assumes no responsibility for advising guests of Immigration requirements.

  • Non-U.S. Citizens must carry a passport valid for at least three months beyond the date of their visit to a Schengen country (see list of countries below).
  • Non-U.S. Citizens may require a Schengen Visa.
  • For itineraries that include countries (such as Turkey and Croatia) which are not part of the Schengen agreement, additional visas may be required for citizens of certain countries.

Schengen Visa Requirements Under the Schengen regulations, citizens of certain countries will need a valid visa to visit or transit through any country in the Schengen area. There are currently 26 European countries that participate in the Schengen Agreement. The agreement eliminates all internal border controls between the participating countries. Once you enter a Schengen country, you may travel continuously for up to 90 days within the member countries.

The following countries are party to the Schengen Agreement: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, (including Monaco), Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovak Republic, Slovenia, Spain, Sweden and Switzerland. Visa requirements vary depending on the passport under which you are traveling and the countries being visited.  Proper travel documentation is required at embarkation and throughout the cruise. We strongly suggest that guests visit  www.schengenvisa.cc for additional Schengen Visa information and check with the appropriate embassy or consulate of the countries they will be visiting for specific travel documentation requirements. Be sure to provide the complete itinerary of the cruise so the embassy or consulate can provide the correct information. Guests may also contact a visa service agency for assistance. Names on Travel Documentation It is important that the guest’s full name (first name and last name) on the cruise and airline tickets be the same as the guest’s non-expired government-issued photo I.D. they plan to use for travel identification. In the event of a different name on the cruise/airline ticket and the guest’s photo I.D. as a result of a marriage, divorce or a legal name change, documentation (original or clear, legible copy) supporting this change is required (at embarkation), such as a marriage certificate, marriage license or legal name change court document. Failure to bring documentation bridging the name differences could result in denial of boarding.

Please Note: For those about to or recently have been married, we strongly recommend that if the non-expired government-issued photo I.D. is in the maiden name, the cruise booking be made in the maiden name (do not include the married name); If the reservation was made in the married name, but the non-expired government-issued photo I.D. is in the maiden name, documentation (original or clear, legible copy) supporting this change is required (at embarkation), such as a marriage certificate or marriage license. Failure to bring documentation bridging the name differences could result in denial of boarding.

Traveling with Minors When traveling with a minor where one parent or both parents or legal guardians are not cruising, we strongly recommend bringing an original signed letter from the absent parent(s) or legal guardians authorizing the minor to travel with you. If there is no second parent with legal claims to the minor (due to sole custody, deceased, etc.) other relevant paperwork, such as a court decision, death certificate, birth certificate naming only one parent, would be useful to bring in place of a signed letter. This will expedite processing by the Department of Homeland Security.

Here's When You Need (and Don't Need) a Passport to Cruise

T o determine whether or not you need a passport to cruise, you first need to figure out if the itinerary is closed-loop or open-loop (also known as open-jaw).

Closed-loop cruise: A closed-loop cruise typically doesn't require a passport since it begins and ends in the same U.S. port (though there are some exceptions to this rule).

Example: Royal Caribbean International 's seven-night Western Caribbean & Perfect Day cruise stops in several countries – the Bahamas, Jamaica, Haiti and Grand Cayman – but the itinerary is considered closed-loop because it starts and ends in Fort Lauderdale, Florida.

Open-loop cruise: An open-loop cruise begins in one U.S. port and ends in a different U.S. port.

Example: Carnival Cruise Line 's 16-day Panama Canal from Seattle itinerary is not considered closed-loop because it departs from Seattle and completes its journey in New Orleans.

All of the above regulations have been determined by the Western Hemisphere Travel Initiative: a plan by the departments of State and Homeland Security that determines which documents are acceptable for proving identity and citizenship when entering the United States.

Where to cruise without a passport

There are several destinations where you can cruise without a passport on a closed-loop sailing. They include the following:

  • The Bahamas

When looking at cruises to these locations, be mindful of the home ports. The Bahamas, Mexico, Bermuda, the Caribbean and Canada are all foreign ports, which means they only qualify for the passport exception if they are a stop along your cruise itinerary . If the cruise originates in any of these countries, it is likely you will need a passport.

Since Alaska, Hawaii and New England are all U.S. destinations, any closed-loop routes departing from these locations will not require a passport. However, keep in mind that it can be hard to find closed-loop cruises originating in Hawaii or Alaska.

To find closed-loop itineraries for a Hawaiian voyage or Alaskan cruise , try searching for sailings departing from major cities on the West Coast, like Seattle or Los Angeles . By contrast, quite a few closed-loop cruises leave from New England ports, but they are often marketed as Canadian cruises.

When you need a passport for closed-loop cruises

Some cruise itineraries include foreign ports that require a passport for disembarkation. This is most commonly an issue for travelers on a closed-loop Caribbean cruise. Barbados , Guadeloupe , Haiti, Martinique , St. Barts , and Trinidad and Tobago all require U.S. citizens to present a valid passport to disembark and enter the country, despite WHTI regulations not requiring a passport for these destinations. Labadee, Royal Caribbean's private island , is an exception and does not require a passport despite its location in Haiti.

If your itinerary includes a country requiring a U.S. passport, your cruise line will require you to have the passport at check-in. Note that your passport must not expire within six months of your arrival in a foreign country or else it won't be considered valid for international travel.

Acceptable forms of ID

All travelers – U.S. citizens and foreign nationals alike – must present documents that show identity and citizenship when entering the United States. A U.S. passport can show both. If you don't have one or don't want to bring one, be aware that you may need to present more than one document.

U.S. citizens 16 and older

If you're a U.S. citizen age 16 or older sailing on a closed-loop cruise without your passport, you will need a government-issued photo ID like a driver's license. In addition, you must present a document that proves your U.S. citizenship. These include:

  • Passport card
  • State-issued enhanced driver's license (EDL)
  • Government-issued birth certificate
  • Trusted Traveler Program card (NEXUS, SENTRI or FAST)
  • American Indian Card (Form I-872) or Enhanced Tribal ID Card

The Trusted Traveler Programs are risk-based programs to facilitate the entry of travelers who have been vetted and preapproved. Most of these programs will provide you with a machine-readable card that allows you to pass through border checkpoints quickly. Keep in mind, some of these IDs are only available to travelers 16 and older.

U.S. citizens younger than 16

U.S. citizens younger than 16 are only required to present proof of citizenship, such as one of the following documents:

  • Original, notarized or certified copy of their government-issued birth certificate
  • Consular Report of Birth Abroad issued by U.S. Department of State
  • Certificate of Naturalization issued by U.S. Citizenship and Immigration Services

Non-U.S. citizens

If you are a lawful permanent resident (or LPR) of the United States, you are required to present a permanent resident card or other valid evidence of permanent residence status.

Non-U.S. citizens, with the exception of Canadians and Mexicans, are not subject to passport exceptions, so a valid passport will need to be provided. Canadian citizens can present a valid passport, Enhanced Driver's License or Trusted Traveler Program card. Mexican citizens must present a passport with a visa or a Border Crossing Card.

Unacceptable forms of ID

While most common forms of identification are accepted, there are a few exceptions. U.S. military identification cards and U.S. Merchant Mariner documents are valid forms of identification, but only when traveling on official orders or in conjunction with official maritime business, so it is unlikely they will be accepted when traveling on a cruise.

Here are some other documents that will not be accepted as proof of citizenship:

  • Voter registration cards
  • Social Security cards
  • Baptismal papers
  • Hospital certificates of birth (for anyone older than a newborn)

It is important to note that many of the permitted forms of identification, such as a passport card or EDL, are only accepted at land and sea border crossings. Unforeseen circumstances, such as a medical air evacuation, may cause you to return to the U.S. by air travel. In this case, these documents won't be accepted when you try to reenter at the border crossing.

To avoid extra delays in your return to the U.S. following unforeseen travel complications, the Department of State recommends that everyone taking a cruise from the United States carry a valid passport book in case of emergency.

Starting December 19, 2016, Mexican land and sea borders will be open to certain travelers with a laser visa (Green Card or Visitor without a visa), as long as they comply with the migratory requirements for entering Mexico.

These travelers will be able to stay in Mexico for up to seven days, as long as they have a valid passport and tourist card (FMM – Forma Migratoria Multiple). After these seven days, they must leave the country and can return after another 180 days have passed.

This newly announced travel policy from the Mexican government means that green card holders can now visit Mexico by cruise ship without having to obtain a visa in advance. For many people, this will make it much easier to visit Mexico and enjoy all that the country has to offer.

However, it is important to note that this policy change does not apply to everyone. In order to be eligible, green card holders must meet certain criteria, such as having a valid passport and being able to show proof of financial means. Additionally, travelers must still comply with all other Mexican entry requirements, such as having a return ticket and sufficient funds for their stay.

Overall, this is good news for green card holders who have been wanting to visit Mexico by cruise ship. With the simplified process, it will now be easier than ever to enjoy all that the country has to offer.

Green card holders can now travel to Mexico by cruise, thanks to a new rule issued by the Mexican government. The rule, which went into effect on October 1, 2017, allows green card holders who are traveling on a cruise ship that makes stops in Mexico to stay in the country for up to 72 hours without a visa.

Section 2 – Working in The Bahamas

1. How do I obtain a work permit? Work permits must be applied for and obtained from the Department of Immigration Nassau, Hawkins Hill, PO Box N-831, Nassau, The Bahamas, Tel: 001 242 322 7531 Fax: 001 242 326 0977

2. Can I apply for a work permit while I am in The Bahamas? No; work permit applications from persons already in The Bahamas would not be entertained. Applications must be made while you are outside The Bahamas.

3. What is the criteria for a non-Bahamian person to obtain employment in The Bahamas? The Bahamas is a small developing country and Government regulations ensure that employment may be only offered to non – Bahamians in posts for which there are no suitably qualified Bahamians. In order to obtain employment as a non – Bahamian, the following criteria must be met:

An employer who has a vacant post is required to advertise the post locally. If he is unsuccessful in filling the post locally, he may apply to the Immigration Board for permission to recruit outside the country. He must also obtain a certificate from the Department of Labor indicating that a Bahamian is not available to fill the position.

When the prospective expatriate employee has been contacted, the employer must apply for a permit which is issued by the Immigration Board. An application will not be entertained if the prospective employee was already in The Bahamas, having entered as a visitor. Permits are issued for specific posts and the renewal of a permit is not automatic. Each application would be considered on its merits.

Employers may apply for permits for longer periods than one year in respect of certain key personnel on contract. Such contracts should indicate that their renewal would be subject to obtaining the applicant’s replacement within a stipulated period.

Fees of varying amounts up to $15,000 (for senior managerial and professional people) are charged if a permit is granted. The same amount is payable upon renewal of the permit annually. If approval is granted the employer will be asked to enter into a bond equivalent to the cost of repatriating the employee.

Section 3 – Money Matters

1. What is the exchange rate of the Bahamian dollar? The American dollar and the Bahamian dollar operate a system of parity where $1(USD) = $1(BSD)

2. What currency can I use in The Bahamas? The Bahamian dollar is the legal tender in The Bahamas; the American dollar is the most accessible currency to obtain from a bank or a bureau de change outside of The Bahamas and is widely accepted throughout The Bahamas Islands as both the Bahamian dollar and American dollar are used interchangeably.

3. Can I leave The Bahamas with Bahamian money? The currency of The Bahamas is restricted; therefore it is illegal to depart the country with more than $200 Bahamian dollars in your possession.

4. Can I use traveler’s checks in The Bahamas? Internationally known traveler’s checks in dollar denominations may be cashed almost anywhere.

5. What hours can I do my banking? Banks in New Providence and Grand Bahama are open from 9:30 to 3:00 Monday to Friday; however, service on the on the Family Islands service is often limited.

6. Can I use credit and debit cards in The Bahamas? Yes; major credit cards and most debit cards are acceptable for payment throughout the Islands. In addition, most ATMs on the islands will offer cash advances from your cards subject to a small fee.

Section 4 – General Immigration and Entry Questions

1. I know that I do not require a visa to enter The Bahamas – what documentation should I have in my possession to enter?

  • A valid passport with six months validity from the date of departure from The Bahamas
  • A return or onward ticket if flying by commercial carrier
  • A letter and further documentation if flying by private aircraft
  • If traveling by private vessel, documentation from the Captain giving entry and exit details of the vessel;
  • Passengers traveling by commercial cruise ships must have their travel vouchers or passbooks
  • Visa or entry permits for any other country that you would be visiting
  • Sufficient funds to finance the visit (approx. $200USD per day)
  • A letter of invitation if residing at a private address if applicable
  • A confirmed hotel booking if applicable

2. If I am a permanent resident of the US (a green card holder), what documents do I need to travel to The Bahamas? Green card holders do not require visas to visit The Bahamas. They should have a travel document that is valid for six months from the date of departure from The Bahamas; sufficient funds to finance their trip; onward or return tickets to leave The Bahamas and proof of accommodation.

3. What forms of ID does a British passport holder need to take with them on their holiday for entry into The Bahamas? A valid passport for six months from the date of leaving The Bahamas.

4. Can a non-Bahamian travel to The Bahamas on an expired Passport? No; passports must have a minimum of six months validity from the date of departure from The Bahamas. In addition, airlines would not let passengers board with expired travel documents.

4b. If I only have four months left on my passport, can I still travel to The Bahamas? Only British and American passport holders may travel to The Bahamas with less than six months left on their passports. However, British passport holders are advised to have at least six months unexpired on their passports, as they need this requirement for British Immigration purposes. British passport holders that travel to The Bahamas with less than six months validity on their passports would be allowed entry to The Bahamas as long as the duration of their visit to The Bahamas is less than three weeks (21 days).

5. Is it acceptable for a child to be on the mother’s or father’s passport to gain entry into The Bahamas? No. Each individual traveler (adult or child) requires their own passport to gain entry into The Bahamas.

6. What happens if my name appears differently on the passport as it appears on the ticket? If the name change were due to Marriage, you would need a copy of the marriage certificate with other proof of citizenship (birth certificate, voter’s card, driving license etc.) If the name change is due to adoption or legal name change (deed poll) you would need a certified copy of the legal document showing the name change with other proof of citizenship. If you do not have a legal document, you would need a parent or other relative that knew of the name change to have an affidavit sworn to that fact.

7. At what age can children travel unaccompanied to The Bahamas and what documentation should they have to gain entry? An authorization letter from their parents stating consent has been given for children of sixteen years and under.

8. Are pets allowed to travel to The Bahamas without a period of quarantine? A valid import permit ($10) is required to import any animal into The Bahamas. Unless otherwise indicated, a permit can only be used once and only during the period specified on the permit. Dogs and cats imported from countries with rabies must be six months and older. To apply for an import permit, please telephone 001 242 325 7502 in The Bahamas or 001 242 325 7503. You may also write to the Director of Agriculture at P O Box N – 3028, Nassau. State your name and address, the type, age and number of animals you wish to import, the country of export and origin, the purpose for importing the animal(s), as well as anticipated date of arrival and destination in The Bahamas.

9. Can I travel to The Bahamas with prescription drugs used as medication for an existing illness? It is suggested that a letter from the doctor stating that the medication is needed for your health be obtained and presented to Bahamas Customs if questioned.

10. Are there any fees I have to pay to leave the country? Departure tax is incorporated in your ticket or holiday package and would not be a separate charge.

11. What can I bring into The Bahamas as far as food items? You may take any item up to a value of $100USD duty free. However, no fresh fruit or vegetables allowed. Chicken and beef are taxable. One quart of alcohol including beer and wine and 200 cigarettes and 50 cigars are allowed for persons over 21. Section 5 – Vaccination and Inoculations

1. Are there any vaccinations required? Most visitors to The Bahamas do not need special vaccinations before entering the country. However, travelers over one year of age must provide a valid yellow fever vaccination certificate if they are coming from the following countries: Angola, Benin, Bolivia, Brazil, Burkina Faso, Colombia, Cameroon, Democratic Republic of Congo, Ecuador, French Guiana, Gabon, Ghana, Guinea, Liberia, Nigeria, Sierra Leone, Peru and Sudan. Travelers are required to be vaccinated 10 days prior to entering The Bahamas.

2. What if my doctor recommends that I have certain inoculations? You are always welcome to seek the advice of a doctor; any decisions to proceed with vaccinations or inoculations would be a personal decision that you have made on the advice of your doctor.

Been searching online, cruise website but unable to find answer to VISA requirement for cruise to Cozumel/Honduras. We have friends who are legal permanent residents (greencard holder) and have valid Vietnam passport. Anyone know if they need VISA for Cozumel/Honduras?

Regardless of green card status, the person is still a Vietnamese citizen, so they need to meet the requirements for Vietnamese. Honduras requires a visa, and Mexico does as well, but is visa-free for people with US visas (which I assume the green card holder has).

Yes some do have state issued DL, but few others don't

Since they do not have a US birth certificate, they need their passport.

My SO is a non-US citizen, but a US visa is good for most of the cruise destinations.

There are some web sites that will tell you with X passport, going to Y country, if a visa is needed.

One thing to watch is that it may differ for a Cruise. Type of visa is on the left.

For my SO, a visa would be required for St Kitts and Nevis as a tourist, but for a cruise stopover, less than 1 day, no visa is required.

OP explained that they have a green card, which is an official photo ID issued by a US government agency.

The green card is the only document required by the US government to enter and leave the US. Not even the Vietnamese passport will be required by the US government.

But the cruise line, and the governments of the other countries you visit, will probably require the Vietnamese passport, and might even require a visa or some other documentation.

There are four agencies that have requirements: The US government (I know the green card is enough for them), the Cruise Line, the Mexican government, and the Honduran government.

The Cruise Line ought to know about the requirements for the other governments, and the Cruise Line is allowed to have its own requirements that are more stringent than the various governmental requirements. So I'd start by contacting the Cruise Line. But I'd probably follow up by checking websites of Mexico and Honduras.

@smilie123  Hi, I'm in a similar situation to what you described in your initial post. My wife is from Vietnam and is a US permanent resident. I can't find any information about cruise visa requirements to Honduras. Could you share where you obtained this information from and share your experience for your friends from Vietnam if they joined you on the cruise? Thanks in advance!

The following regulations are currently in effect.

AIR TRAVEL – FOR U.S. AND CANADIAN CITIZENS:

For all air travel into the U.S. from Canada or any other international location, you’ll need a valid passport. For air travel to everywhere but North America the passport must be valid for at least 6-months following your trip.

AIR AND CRUISE TRAVEL – FOR ALL CITIZENS OTHER THAN U.S. OR CANADIAN:

All guests must carry a valid passport (valid at least 6 months from the departure date from the U.S.), and if necessary, a multiple entry visa is required for entry into the United States (B-2 Visitors Visa), or a visa waiver. Please be sure to check with the proper agencies and authorities (such as your local immigration office) before you sail because we can’t board you without the proper documents.

CRUISING – FOR U.S. AND CANADIAN CITIZENS;

Caribbean, Bahamas, Bermuda, Alaska, Mexican Riviera, Or Canada & New England Cruises You will need proof of citizenship and a government-issued photo I.D. or a valid driver’s license with a photo. Proof of Citizenship examples include: an original or state certified copy of a U.S. or Canadian birth certificate, a valid or recently expired passport, certificate of naturalization, certificate of citizenship, or a report of your birth abroad.

Best Cruises strongly recommends that all guests travel with a valid passport during their cruise. If you miss your ship at its scheduled U.S. departure port and need to travel outside the U.S. to meet your ship, or should you unexpectedly need to depart the ship from a foreign port prior to the end of sailing, a passport would be required to leave or re-enter the U.S. by air.

U.S. Resident Aliens – Require a valid up-to-date Alien Resident Card.

Hawaii Cruises Inter-island Cruising. There’s no need for a passport when you sail on any NCL America inter-island cruise. So if your ship never sails beyond the islands of Hawaii, all you need is a government-issued photo I.D. or a valid driver’s license with a photo.

Fanning Island Itineraries. If your particular cruise calls on Fanning Island in the Republic of Kiribati, you are leaving the United States and a valid passport is required.

Europe, South America and Asian Cruises A valid passport valid for six months from the return date of travel, a tourist visa may also be required.

U.S. regulations pertaining to required travel documents are updated frequently. What is required to travel to The Bahamas?

Prior to your journey, it's crucial to familiarize yourself with our Bahamas entry requirements for a seamless travel experience. To ensure a smooth entry into the Bahamas by plane, a valid passport is mandatory for all visitors, and an immigration form and oral baggage declaration must be completed upon your arrival.

American Passport

Do I need a visa to visit the Bahamas?

American passport holders can enter The Bahamas visa-free for stays of up to 8 months. For U.S. citizens, a valid U.S. Passport is essential for re-entry into the United States. The Bahamian Government may also ask for proof of a return airline ticket to demonstrate your intent to leave the country after your visit, and sufficient funds to support the duration of your stay in The Bahamas. It's important to note that voter registration or a certified birth certificate is no longer accepted as proof of U.S. citizenship. 

Everyone is required to complete and sign an immigration form upon arrival in The Bahamas, and they must retain a portion of the card until their departure. All individuals must also complete a written baggage declaration form. For those without a passport, please refer to www.travel.state.gov * for the latest information on the passport application procedure. 

Canadian visitors will only need a visa if their stay extends beyond 8 months. However, they must have specific documents, including a Canadian passport valid for at least 3 months after departing The Bahamas (for direct travel) or at least 6 months if transiting through other countries like the U.S. Permanent Canadian residents will also need a Permanent Resident card and a return airline ticket to show proof of plans to leave the country after the duration of their stay.

What do I need to enter The Bahamas as a non-U.S. citizen living in the U.S.?

Non-U.S. citizens who are currently living in the U.S. have specific Bahamas entry requirements: 

For stays up to 30 days, they must bring an Alien Registration Card (Green Card) along with a valid national passport from their country of birth. For stays that exceed 30 days, they will need a valid national passport and a Bahamas Visa.

When visiting The Bahamas, citizens from Latin America need to have a valid passport that covers their planned stay. For stays under 3 months, a Bahamas visa is not mandatory. However, if you are leaving The Bahamas to travel to a country that enforces a passport validity requirement of 6 months beyond your travel dates, you must adhere to that rule. Visitors are not required to take COVID-19 entry tests and most travelers do not need specific vaccinations prior to their arrival in The Bahamas. However, all travelers over the age of one arriving from countries where there is a risk of Yellow Fever transmission must present a Yellow Fever Vaccination Certificate. These visitors must be vaccinated at least 10 days before entering The Bahamas.

Arriving by Boat

Entering The Bahamas on a private boat like a yacht, a fishing boat, or cruise ship requires that you provide the following documentation: 

  • One copy of The Bahamas Customs Clearance Form 
  • One Bahamas Immigration Card per person 
  • Proof of Citizenship (passport) 

When you arrive in The Bahamas by boat, you will be asked to fill out an Immigration Arrival/Departure Card, which you will keep until you leave. You must go through Customs and Immigration at the nearest designated Port of Entry, show the yellow quarantine flag, and inform Customs about your arrival. No. As of April 26, 2022, lawful permanent residents of the U.S. must show the following documents for all methods of travel to Canada:

  • a valid passport from their country of nationality (or an equivalent acceptable travel document ) and
  • a valid green card (or equivalent valid proof of status in the United States)

You need an official proof of status as a lawful permanent resident of the U.S., such as one of the following:

  • valid permanent resident card (Form I-551)
  • foreign passport with an unexpired temporary I-551 stamp (also known as an Alien Documentation, Identification and Telecommunication [ADIT] stamp)
  • foreign passport with a temporary I-551 printed notation (“Upon endorsement serves as temporary I-551 evidencing permanent residence for 1 year”) on a machine-readable immigrant visa upon endorsement with a U.S. Customs and Border Protection admission stamp
  • expired permanent resident card (Form I-551) with Form I-797 (Notice of Action) for pending Form I-751 (Petition to Remove Conditions on Residence) or Form I-829 (Petition by Investor to Remove Conditions on Permanent Resident Status)

BURLINGTON, Vt. — Three cities in Vermont now allow non-U.S. citizen residents to vote in local elections.

Winooski is one of those municipalities. It just held its third local election with noncitizen voting.

"Thirteen hundred and 45 people participated in our annual city and school election," Winooski Clerk Jenny Willingham said about March's contests. "Eleven of those ballots cast were from our all-resident voting," a category that includes green-card holders, refugees and asylum-seekers.

In Vermont and elsewhere, municipalities that allow noncitizen voting in local elections have seen similar low voter registration rates and turnout. Local leaders are trying to parse out why.

That's as noncitizen voting has emerged as a national flashpoint this election year. Republicans including former President Donald Trump are pushing legislation aimed at stopping noncitizens from voting in federal elections — which is already illegal and, by all accounts , very rare.

Small numbers of ballots cast.

In Winooski, getting those 11 noncitizen votes cast in March's races took a lot of legwork for Willingham. She had the ballots printed in 12 languages and had four interpreters — speaking Burmese, Nepali, Swahili and Somali — working on Election Day.

Burlington, Vermont's largest city, counted 62 votes by noncitizens, accounting for less than half of 1% of the nearly 15,000 total votes cast.

In Montpelier, the state's capital, 13 noncitizens voted. There are so few noncitizen registered voters that Clerk John Odum keeps their paperwork in a half-inch blue binder.

This trend extends outside Vermont. Takoma Park, Md., legalized local noncitizen voting 30 years ago. Still, registration and turnout remain relatively low .

There are ongoing grassroots efforts in Vermont to increase voter participation among green-card holders, refugees and asylum-seekers. The League of Women Voters distributes pamphlets and holds info sessions.

The city of Burlington pays outreach workers like Jules Wetchi, an immigrant from the Democratic Republic of Congo, to connect with immigrant communities. Wetchi hosts local radio and TV shows geared at French-speaking new Americans.

"I did what they call civic education to push people to know how they should be engaged to vote, because it's very important," Wetchi said. "This is our second country. We are living here — we should be more engaged to the political situation."

Fear as a barrier to voting

But Wetchi said fear is one of the barriers to the ballot box. People have told him they're afraid they might get harassed when they vote. Others worry that voting might negatively affect their U.S. citizenship application, even if their city clerk assures them that it won't.

Some of that fear stems from the national spotlight on this issue, which got brighter last month when Trump and House Speaker Mike Johnson pushed a measure that would add citizenship documentation requirements for voters.

Vermont Secretary of State Sarah Copeland Hanzas, a Democrat, said she understands why some Vermonters are reluctant to have their names on a list of non-U.S. citizens that's accessible with a public records request.

"We are a nation of immigrants. So it's wild to imagine how we got to this place where we have to worry about these things," she said.

Winooski and Montpelier were sued by the state and national Republican parties to try to stop local noncitizen voting. The lawsuits were thrown out , but Copeland Hanzas wondered whether they added to the chilling effect.

"I'm quite certain that there are more folks who would have been eligible to vote in those local elections," she said.

In Washington, D.C., Republicans in Congress are trying to block a law that allows noncitizens to vote in local D.C. elections. The law went into effect in January . As of April 30, there were 372 noncitizens registered in a city with around 450,000 total registered voters.

D.C. Board of Elections staff members are doing their best to keep their heads down and not let the controversy affect their work, said Executive Director Monica Holman Evans.

"I receive the quote-unquote attacks or the quote-unquote comments, commentary, opinions about it," she said. "And I'm just very clear that I don't take an opinion on this or any other legislation that has been passed in the District of Columbia. Our job is to enforce what's currently in effect."

Vermont's local election officials also said they feel the heat from the national spotlight. They know that one slip-up, like a presidential ballot being mailed to a noncitizen, could end up on the national news.

Larger jurisdictions like D.C. have voter databases that can track noncitizen voters. Vermont doesn't yet; the secretary of state's office said one is in the works.

In the meantime, clerks use Excel spreadsheets and three-ring binders to track noncitizen voters. Willingham, Winooski's clerk, keeps her noncitizen voter registrations in a manila folder in a filing cabinet next to her desk.

"I feel like I check and then I recheck just to make sure that everything is correct, that they are only voting in the elections that our charter has declared," she said.

Despite the low turnout, the mere fact that noncitizen voting is on the books means a lot to many immigrants in Vermont. Wetchi's mother recently made the move to Vermont from the Democratic Republic of Congo. She speaks only Swahili and a local dialect, but Wetchi said he hopes she can vote one day.

"Because her voice is very important. Her voice can change many things," he said.

The thing is, Wetchi and his family just moved to the city of South Burlington, which doesn't have noncitizen voting. His mom can't vote there. But he can — he's a full citizen. He's even thinking about running for office one day.
