VAT refunds on accommodation

International visitors receive a direct and automatic reimbursement of the 21% value added tax (VAT) charged on accommodation in Argentina.

VAT on hotel stays and other accommodation will automatically be refunded for international visitors who pay with a foreign credit card or via bank transfer from a foreign bank. 

The ellimination of VAT on accommodation charges, combined with a favorable exchange rate, make visiting Buenos Aires more affordable.

The new VAT rule covers hotel stays and other forms of accommodations, and includes VAT imposed on breakfast services if they are part of the cost of lodging. Other hotel services are excluded and must be billed separately.

The rebate system is available to visitors who can prove with a valid passport or identification card that they live abroad, and who pay for their accommodation with a non-Argentine credit card or via bank transfer from another country. The process is completed at the time of billing, with no need for any extra paperwork.

Claiming back VAT on shopping

Separately, visitors can also claim back the VAT they pay on Argentina-manufactured products with a value of more than AR$70 pesos bought from participating retailers signed up to the Global Blue Argentina scheme. To take advantage, follow these steps:

There’s plenty of reasons to book a trip to Argentina: the hiking , the scenery, the dancing, the cowboys , the food, and, of course, the wine . Well, now you can add one more to the list, because Argentina's government recently announced that all international tourists will receive a direct and automatic reimbursement of the Value Added Tax (VAT) from their hotel and lodging stays across the country.

The new refund initiative, which is a joint agreement between Argentina’s tax authority, AFIP, and the Ministry of Tourism, started January 2 and applies to all forms of accommodations ranging from five-star hotels to rural ranches and vineyard resorts. It even covers any tax associated with breakfast services if they are part of the cost of lodging. This is great news considering Argentina’s 21 percent VAT has long been one of the highest in the world , so the elimination of it for visitors will definitely result in significant savings. For example, a three-night stay at the Vines Resort & Spa in Mendoza including breakfast would cost around $2,705. With the VAT refund, you're looking at savings of about $470.

One traveler who just spent three weeks in the country told Condé Nast Traveler that the change was noticeably helpful during her trip. "It's been a huge help given Argentina is eye-wateringly expensive by South American standards," said Ashley Lane. "It's particularly helpful in the major cities. But, since you can only use a foreign debit or credit card it's harder once you get to Patagonia because not all accommodations take card."

To take advantage of the rebate system, you must prove you live abroad by showing a valid passport or identification card and pay for the stay with a non-Argentine credit card or via bank transfer from another country. To make it even easier for travelers, the process takes place at the time of billing, so there’s no lengthy paperwork or extra time necessary.

This announcement comes after the recent drop in value of the Argentinian peso , making it an even more affordable time to travel. And not only is it good news for tourists, but locals as well. “With this new initiative, we hope to encourage more visitors, which will in turn help boost jobs in the tourism industry,” said Gustavo Santos, Argentina's Minister of Tourism, in an email release.

How much of a boost? Well, according to the officials’ forecasts they’re expecting an additional 95,000 tourists in 2017 alone and already saw about 5.74 million visitors in 2015, it said in the release. That increase is expected to create 8,000 new jobs and give the economy a bump by about $70 million, something desperately needed by the struggling economy that recently reported an unemployment rate just under 10 percent and inflation at around 40 percent.

What to do with the extra savings? Well, for starters, we'd recommend a hunting and fishing expedition through rural Argentina.

The Government of Argentina announced this Wednesday that the treasury will return to consumers what they pay in value added tax (VAT) , a measure that seeks to alleviate the blow to the pockets dealt by the very high inflation that is registered in the South American country.

"We have established a VAT refund program for 21% of the total basic basket of Argentina," said the Argentine Minister of Economy and presidential candidate, Sergio Massa, in an appearance.

Massa said that work must be done on the "rate of income recovery in Argentina", not only "in the next quarter but in the next four years."

The announcement came a few hours after the official inflation index for August was known, which was 12.4% in relation to July and 124.4% in interannual terms.

The jump is directly related to the abrupt 22% devaluation that the Argentine peso suffered on August 14 , one day after the primary elections in Argentina with a view to the presidential elections in October.

The sudden devaluation in the official exchange rate, which the Government attributed to a requirement imposed by the International Monetary Fund (IMF), immediately translated into a rise in the price of the dollar in the parallel quotes that follow many links in the economy to set prices on all types of goods and services.

"The month of August has probably been the month that hit Argentines' pockets the hardest with inflation," Massa admitted.

The minister assured that the measure announced this Wednesday seeks that "that blow and that injury that the impact of inflation due to the devaluation imposed by the IMF represents in the pocket of each Argentine family has the State taking the initiative to return their effort".

To attract international visitors, Argentina is refunding its tax on all lodgings

International visitors to Argentina should go out on their hotel balconies and belt out the good news: The government is waiving the value added tax on lodgings. This means more money to spend on tango lessons, Malbec wine and flank steak.

The executive order, which went into effect Jan. 2, offers tourists a direct and automatic refund of the 21 percent tax, one of the highest in the world. It removes the tax on all lodgings throughout the country’s 23 provinces, from upscale city hotels to rugged estancias in the countryside. It also applies to breakfast services associated with overnight stays.

The decision to remove the charge is part of the government’s larger plan to open up Argentina after decades of insularity and political turmoil.

“It’s a sign of good things to come,” said Gonzalo Robredo, executive director of the tourism office of Buenos Aires. “We are working toward strong tourism development and facilitating travel for international visitors.”

Travelers have several other reasons to rejoice, as well. In August, Americans received an exemption from paying the $160 reciprocity fee. They can now enter the country at no charge. (No such luck for Canadians and Australians.) In 2015, the new president, Mauricio Macri, lifted controls over the Argentine peso, allowing the local currency to float freely with the U.S. dollar. The black market is out; ATMs are in.

The rebate is only available to visitors who can prove, with a valid passport or identification card, that they live abroad. They must also pay with a non-Argentine credit card or bank transfer from another country. The hotel will remove the charge at the time of billing.

The savings are significant. On average, midlevel properties cost $100 to $200. For example, rates at Home , a boutique hotel in the Palermo Hollywood neighborhood of Buenos Aires, start at $115; about $24 will go back into your wallet. Higher-end properties charge twice as much. A night at Faena Hotel Buenos Aires , a luxury hotel near Puerto Madero, starts at $459.

What to do with the spare cash? Throw the VAT a farewell party with a tango show at Esquina Carlos Gardel or a dinner for two at La Cabrera , a popular steakhouse in BA.

Foreign tourists in Argentina will be refunded VAT on hotel services

Macri signed the order at Casa Rosada during a World Tourism Day event with Tourism minister Santos, Finance minister Prat Gay and industry representatives.

Argentine president Mauricio Macri signed an executive order on Tuesday under which foreign tourists will receive a refund of the value-added tax, or VAT, paid on hotel services in an effort to attract more visitors to Argentina and boost tourist businesses.

 The executive order requires the “direct and automatic” reimbursement to tourists of the VAT paid on hotel services using debit or credit cards issued overseas.

Macri signed the order at the Casa Rosada presidential palace during a World Tourism Day event as Tourism Minister Gustavo Santos, Finance Minister Alfonso Prat Gay and tourism industry representatives looked on.

Legislation has been in place since 2001 covering VAT refunds for foreigners, but the implementing regulations covered only purchases of goods and had not been extended to hospitality services until now.

Macri urged the public and private sectors to work toward “strong tourism development,” adding that globalization had turned the business ”into a powerful industry without smokestacks that boosts quality employment around the world, (and) Argentina has a lot to offer.“

”Everything that in the past made Argentina seem a faraway country, now work in favor“ because of the changes the government has introduced, Macri said. ”It is important to take advantage of the enormous opportunities opening up in our relationship with the world,” the president underlined.

The government has concluded that refunding VAT payments will increase Argentina's appeal to foreign visitors and the flow of hard currency, boosting tourism businesses and creating jobs.

The executive order noted that neighboring countries, such as Chile, Uruguay, Peru, Ecuador and Colombia, offer similar incentives.

The Macri administration estimates the initiative will help an annual arrival of 120.000 new tourists, which would spend some 90 million dollars and create 8.000 jobs.

Yes, Chile has been doing this for some time but it is always worth checking the exchange rate hotels are using. Dollar payments for tourists are supposed to be 19% tax free but take a moment to check the peso rate which includes the tax and they are often about the same. I suspect there is more to this plan for Argentina. For as long as I have been travelling to Argentina local owned hotels will offer massive discounts for cash payments. Pure tax avoidance. I imagine the discount scheme will require some kind of formal payment with a credit card - as in Chile.

I am arriving in Arg tomorrow and have just booked a hotel at P.Iguazu and paid the VAT (21% extra on top of the price quoted on booking.com). I wonder whether the hotel will refund me there and then or whether I have to go through a tediously slow bureaucratic performance when I leave the country? I suspect the latter.

Argentina implements refund of VAT for accommodation to foreign tourists

Since January 2nd, 2017, Argentina will refund VAT to foreign tourists for lodging. This measure seeks greater flow of visitors, greater incomes of foreign exchange and the creation of new jobs.

This policy reaches the services of lodging and breakfast. Other services that the guest takes at the hotel must be invoiced separately with “A” or “B” vouchers. The estimated impact of this measure, in a year of application, is the arrival of 95,000 new tourists, with an income of more than 70 million dollars, and it is expected to generate almost 8,000 new jobs.

“The national government listened to a proposal made by the tourism sector in the last fifteen years. The reimbursement of VAT for accommodation to foreign visitors is already a fact, after a decade and a half of postponements, “said the Minister of Tourism of the Nation, Gustavo Santos.

“The norm we promote includes all contracting in the area of accommodation of non-resident tourists and includes direct purchase as the one made through travel agencies. We seek that the entire chain of Argentine tourist value is competitive and of good quality, “said Santos. The return of VAT to accommodation services will be made to people who through their passport or ID card prove their residence abroad and pay by credit card issued abroad or bank transfer originated outside the boundaries of Argentina.

The requirements are: accommodation must be registered in the AFIP. Likewise, the agencies must also be registered with VAT and be qualified by the Ministry of Tourism of the Nation. The VAT rebate proposes to regulate a system that improves competitiveness, since foreign tourists will automatically pay a lower rate for the accommodation service in Argentina.

The implementation was made through General Resolution 3971 of the Federal Public Revenue Administration and the Ministry of Tourism of the Nation.

From march 2020, international travelers will pay a tax of between 0.50 and 1.50 us dollars for each night they spend in the city of buenos aires..

According to what was communicated so far, this tax will be applied to foreign tourists older than 12 years old who visit the city of Buenos Aires as of March 2020. This fee will be between USD 0.50 and USD 1.50 per night. According to this new regulation, there will be different rates depending on the category of accommodation selected by the tourist and that will be paid upon arrival.

This tax starts from USD 0.50 for the 3-star hotels, rises to USD 1 for the 4-star ones and increases to USD 1.5 for the 5-star ones. In the Apart-hotels it will be 0.50 dollars and in the Boutique Hotels of 1 dollar. Last but not least, the tax to temporary rentals will be of USD 0.75 and for cruises USD 1.

The Tourism Entity of Buenos Aires stated that this self-sustaining management scheme will boost public-private investment and generate more than 6 million dollars for the promotion of the City in the world.

If enjoying a steak with a glass of Malbec after taking in a day at Iguazu Falls is not enough of an incentive, the value of visiting Argentina as a tourist keeps getting better and better due to the confluence of a trifecta of reasons.

Foreign tourists who visit Argentina will receive a direct and automatic reimbursement of the value-added tax — also known as VAT, which can be as much as 21 percent — paid on lodging services with debit cards or credit cards issued outside of the country in an effort to attract more visitors to Argentina; as well as boost businesses which cater to the tourism industry.

Mauricio Macri — who is the current president of Argentina and signed the executive order at the Casa Rosada presidential palace on Tuesday, September 27, 2016 — estimates that the initiative will create 8,000 jobs and positively affect 120,000 new tourists who would spend approximately 90 million dollars.

The executive order is expected to be finalized and become effective in approximately two months.

Other Financial Incentives to Visit Argentina

Tourists from outside Argentina have been able to enjoy a refund of the value-added tax paid since 2001 — but only the purchases of goods have been covered under those regulations.

The refund of the value-added tax paid on goods and hotel services is in addition to the elimination of the reciprocity fee  0f $160.00 which Americans were required to pay in order to visit Argentina as of last month.

At greater than 15 Argentine pesos to the dollar, the current exchange rate for Americans is the best in at least one year — further bolstering the value of a trip to visit Argentina.

The refunds of payments of the value-added tax — combined with the elimination of the reciprocity fee and the favorable exchange rate — significantly increases the appeal of Argentina to foreign visitors and the flow of hard currency, boosting tourism businesses and creating jobs.

This action by the government of Argentina underlines the topic of this article, which argues in favor of why more countries should consider relaxing their visa fees and requirements for foreign visitors . Argentina was arguably forced to offer this financial incentive to tourists to remain competitive to attracting visitors because neighboring countries — such as Colombia, Chile, Peru, Uruguay and Ecuador — already offer similar financial incentives to foreign tourists.

By reducing — or, better yet, eliminating — the fees to secure a visa and refund the value-added tax for a visitor, the economic benefits could more than make up for it. That $160.00 per person for a visa to visit Argentina — plus the value-added tax of 21 percent — could instead go towards patronizing businesses and other areas of the general economy, which in turn would increase tax revenues for the government as one of many benefits. Charging exorbitant taxes and visa fees can actually do more economic harm to countries in the long term than help them.

I was on holiday in Brazil with my sister and when we visited the Iguaçu Waterfalls we also decided to hike in the Argentinian national park, which is just on the other side of the border.

A bus shuttle drove us there from our hotel in Brazil and picked us up at the end of the day. On the way back, before reaching the customs, there was a police patrol and a group of girls who stopped us. One of these girls asked our driver where we were from and if we had some document (which I didn’t understand), he said no, so we were asked to pay a fee of 25 pesos.

The driver couldn’t speak any English so he couldn’t explain what it was about. Hence my question: was that a sort of tourist tax? Do tourists in Argentina have to pay that every day?
