Introduction.

We are the British Tourist Authority (BTA), operating under the brand names VisitBritain and VisitEngland. As the national tourism agency, we work to raise Britain’s profile, increase the volume and value of tourism exports and develop England’s visitor economy, working with organisations of all sizes and specialities.

We are funded by the UK Government’s Department for Culture, Media and Sport (DCMS) and function as a non-departmental public body as established in the Development of Tourism Act 1969 .

VisitBritain’s  role is to   deliver growth for the visitor economy, inspiring visitors to explore Britain now through tourism and events.

VisitEngland champions domestic tourism within England and provides support to the wider industry through support of guidance and training.

Collectively, we are a trusted advisor to industry and to Government on the visitor economy, providing research and insights.

Where we work

We are active across the UK’s nations and regions and in 22 overseas markets.

We work with SMEs and destination partners to support a sustainable and resilient tourism sector in England. Through the Local Visitor Economy Partnership (LVEP) Programme we are transforming England’s visitor economy landscape and building a network for strong local leadership and collaboration to grow the value of tourism across the country.

Our overseas network supports the whole of Britain and accounts for approximately three-quarters of inbound tourism spend in Britain. We are active in Australia, Austria, Belgium, Brazil, Canada, China, Denmark, France, the Gulf Cooperation Council (GCC) states, Germany, Hong Kong, India, Italy, Japan, Netherlands, New Zealand, Norway, South Korea, Spain, Sweden, Switzerland and the USA.

We are a partnership organisation, working alongside the national tourist boards for Scotland, Wales and London & Partners as well as with global industry and non-industry partners to extend our reach and fulfil our customers’ needs.

Our international activity includes consumer marketing campaigns under the  GREAT Britain campaign . Our international reach enables us to build relationships, understand our global customers and sell Britain effectively. We gather global market intelligence , develop and maintain relationships with international media, work closely with the travel trade, secure partners on-territory and oversee public diplomacy liaison. 

Thanks to our digital expertise, we also ensure that relevant content is distributed to the customer through the most appropriate channels, allowing us to reach markets beyond those where we have a physical presence.

Tourism Act

The Tourism Act No 38 of 2005 came into effect in October 2007, replacing the Sri Lanka Tourist Board Act No 10 of 1966, which was in effect for the past 41 years. In terms of the provisions contained in the new act, the Tourism Development Fund was legally constituted, with 2 main sources, (1/3rd of the Airport Tax collections and 1% of the Turnover of all Sri Lanka Tourist Board registered establishments.) contributing finances to the fund.

The Act provided for the setting up of the Sri Lanka Tourism development Authority, thereby replacing the Sri Lanka Tourist Board. The Tourism Promotion Bureau was set up to manage Marketing and Promotion.

Tourism HRD functions and the Hotels School operations are currently undertaken by the Sri Lanka Institute of Tourism & Hotel Management. The Sri Lanka Convention Bureau was also restructured as a statutory body like other Institutions to be managed by an independent Board of Management.

Meet the Board

The Department for Enterprise is responsible for economic development and the creation of an environment where local entrepreneurship is supported and thriving and more new businesses are choosing to call the Isle of Man home.

The Department has a key role to play in the achievement of the Programme for Government's stated intention to be an Island of Enterprise and Opportunity and we recognise that supporting economic development is of strategic importance for the Island's future growth and prosperity.

The Department's mission is aligned with these outcomes and objectives:  to create an environment, through innovation and collaboration, where the economy thrives .

The purpose of the Visit Isle of Man Agency Board is to realise the fullest economic growth potential of the Isle of Man as a visitor destination. They are a strategic and key decision making and advisory body supporting the Department for Enterprise ambition for long term economic prosperity for the different sectors in the visitor economy. Sarah Maltby MHK

Political Member for Visit Isle of Man and Motorsport

Sarah Maltby MHK was first elected as a Member of the House of Keys in 2021 and joins the Department having previously undertaken the role of Political Member delegated to Social Security for the Treasury.

Prior to her election, Sarah held a career in social care and education spanning 20 years, whilst also supporting a number of charitable causes close to her heart. Sarah is a passionate advocate for the Isle of Man and securing its future aspirations and stability.

Mark joined the Department in 2012 following an extensive 25 year career on and off the Island across financial services, technology, hospitality and construction. Mark instated a full strategic review of the Departments exisiting structure, introducing Executive Agencies leveraging private sector expertise to create a partnership approach.

Non-Executive Chairman of Visit Agency

Ranald has spent 37 years in the Finance sector, 17 of which working internationally selling the Isle of Man as a great place to invest. Ranald worked for a UK adventure company as a qualified Leader and he now assists in cruise ship walks on the Island.

Deborah Heather

CEO of Visit Isle of Man

Deborah has over 25 years of hospitality, tourism and travel experience; an award winning ex-Hotel Managing Director and a graduate of Cornell University General Managers program. Deborah was previously a volunteer on the Visit Board for the last 12 months and has worked with destinations for the past 13 years. Deborah is currently Chair of the Tourism Society and a regular speaker at events such as World Travel Market, Tourism Management Institute, the Annual Hotel Conference and the Short Term Accommodation Show.

Brian Thomson

Managing Director, Isle of Man Steam Packet Company

Brian is a maritime leader with a wealth of experience and a background in naval architecture and marine engineering, Brian began his professional career with the UK Maritime and Coastguard Agency. He relocated to the Isle of Man seven years ago to work as a Surveyor for the Isle of Man Ship Registry and, in 2019, was promoted to Principal Surveyor.

Chief Executive, Palace Holdings Limited

Brett is the chair of the Isle of Man Chamber of Commerce Visitor Economy Committee which represents a broad range of the visitor industry. This Committee is dedicated to working with Government to promote growth in all aspects of the visitor economy.

Senior Account Manager, PDMS

Richard has a career background in technology and telecommunications, but outside of this he has been involved in the promotion of Cycling and Triathlon events on the Island for over 30 years.

John Keggin 

Managing Director, Island Escapes Ltd

John brings a wide range of experience from a variety of marketing and operational roles, having worked within both financial services and tourism businesses on the Isle of Man and in Cornwall. In 2018 John established Island Escapes, a rapidly growing, modern holiday lettings agency which now manages over 80 self-catering units across the Isle of Man.

Connie Lovel 

Executive Director / CEO, Manx National Heritage

Having relocated to the Isle of Man in August 2021 to take up the position at Manx National Heritage (MNH), Connie has a wealth of experience in the heritage and tourism sectors and joins MNH directly from the National Trust for Scotland (NTS) after almost seven years. The NTS is the largest member organisation in Scotland, and like MNH for the Isle of Man, is responsible for the care and promotion of the nation’s natural, built and cultural heritage.

Leigh Morris 

CEO, Manx Wildlife Trust

Appointed CEO of MWT in January 2020, Leigh’s environmentally focused career spans horticulture, education, marine and terrestrial conservation, and includes 12 years in senior roles at two of Scotland’s premier environmental visitor attractions, the Royal Botanic Garden Edinburgh, and the Royal Zoological Society of Scotland (Edinburgh Zoo and Highland Wildlife Park).

David Curtis-Brignell MBE

Tourism Reimagined

David’s career began in local government working in British resorts. He spent 9 years at the English Tourist Board before moving to the commercial world where he held senior positions in global hotel companies, travel and tour operators. He served 2 terms as Chairman of The Tourism Society and is now an Honorary Fellow. He co-founded and co-chaired British Tourism Week and then chaired VisitEngland’s English Tourism Week for 10 years. He was awarded an MBE for services to tourism in 2020.

Gary Cobb 

Airport Director for Isle of Man Airport

Gary is responsible for the safe, efficient running of the airport from operations through to route connectivity. Prior to this Gary was Chief Operating Officer for Highlands and Islands Airport where he oversaw HIAL’s airport operations and regulatory compliance.  He was also responsible for key corporate projects including HIAL’s Air Traffic Management Strategy and other large scale capital projects. Before joining HIAL, Gary was Head of Airfield Planning at Gatwick Airport where he was responsible for the airport’s innovative northern runway project.  He has also held responsibility for the operation of Gatwick’s single runway – the busiest single runway in the world.

Claire McColgan CBE

Director of Culture and Major Events, Liverpool City Council

Claire is responsible for Culture Liverpool, Marketing Liverpool, Business Liverpool, City Halls, Cruise, Film Office and Tourist Information at Liverpool City Council and recently delivered an unparalleled Eurovision on behalf of Ukraine.

Claire is a national and international advisor and speaker on best practice in Culture acting for Arts Council England and Ireland, the British Council, Local Government Association and represented the UK in Thailand, Brazil and China. Claire was a Director on the Board of Derry/Londonderry, the inaugural City of Culture program, and was chosen by Karen Bradley, then Secretary of State, as the UK expert for the 2022 European Capital of Culture competition.

Claire was awarded the CBE in 2023 for achievements and services to culture and arts across the country.

Introduction

Introduction from the chair.

The VisitEngland Advisory Board has been in existence since the Development of Tourism Act 1969 and is legally constituted as the English Tourist Board, an advisory Non-Departmental Public Body.  It is responsible for advising the Board and the Senior Team of the British Tourist Authority, which operates as VisitBritain and VisitEngland with ring-fenced funding for Britain and England activity, on matters relating to tourism in England, and thereby helping to drive economic growth and excellence in English tourism.  It recently advised on the criteria for assessing grant-funding applications to the Discover England Fund and its comments and advice were then communicated to the BTA Board to inform its decisions.

VisitEngland Advisory Board is accountable to the BTA Board and the Accounting Officer of BTA exercises the responsibilities through a governance framework put in place in 2016 which details the corporate governance arrangements.

Role description

The Chair will be supported by a non-executive Board in providing expert advice to the Chair and Board of the BTA, and in representing English tourism to the tourism sector and public. The Chair of the VEAB will report into the BTA Chair on a regular basis, but continues to be accountable to the Secretary of State for DCMS for the effectiveness of the VEAB. 

The chief responsibilities of the new Chair will be to:

Provide effective leadership of the Board and advice to the Chief Executive and BTA Board on English Tourism matters - principally:

How to drive improvements in the appeal of the English tourism product. 

How to advance English interests in the context of Britain-wide promotional activity.

How to handle responses to unforeseen events that have a detrimental effect on tourism, such as flooding events.

How best to support and align the work of an extensive network of stakeholders including national cultural bodies, local government, Local Enterprise Partnerships, Destination Management Organisations and the English Tourism Industry. 

How VisitEngland can maximise investment in English tourism, through partnership engagement and commercial activity, which is in accordance with HMT rules for the management of public money.

Represent England on the BTA Board, and at key events in the tourism sector, over English Tourism Week and speak on behalf of England.

Champion England domestically as a visitor destination.

Regulation of appointment

Essential criteria.

  • A strong commitment to engaging communities across England, supporting economic growth across all regions.
  • Excellent communication skills including the ability to operate effectively as an ambassador for the organisation and work in a hybrid/remote working environment;

Overview of the application process

Public appointments are made on merit following a fair and open competition process which is conducted in accordance with the Governance Code for Public Appointments. We will deal with your application as quickly as possible and will keep you informed at key stages. We aim to conclude the appointment process within three months of the deadline for applications – this is in accordance with the Governance Code.

The assessment process

Ministers are responsible and accountable to Parliament for the public appointments made within their department. As a result, they must be consulted at every stage of the appointments process.

An Advisory Assessment Panel (“Panel”) is appointed by Ministers to assist them in their decision making. The role of the Panel is to decide, objectively, which candidates meet the eligibility criteria for the role .

At the shortlisting meeting the Panel will assess applications against the eligibility criteria and decide which candidates have best met the criteria, who should be recommended for interview. Ministers will then be consulted on the Panel’s recommended shortlist. If you have applied under the Disability Confident Scheme and you meet all the essential criteria, then you will also be invited for an interview.

Once the shortlist has been agreed by Ministers, you will be advised (by e-mail) whether you have been shortlisted. Those shortlisted will be invited to an interview.

The Panel will meet again to interview candidates and determine who is appointable to the role. The Panel may invite you to make a brief presentation at the start of the interview and will go on to question you about your skills and experience, including asking specific questions to assess whether you meet the criteria set out for the post. The Panel will also explore with you any potential conflicts of interest or any other issues arising from your personal and professional history which may impact on an appointment decision.

Details of the panel’s assessment of interviewed candidates are provided to Ministers, including whether they have judged a candidate to be appointable to the role. It is then for Ministers to determine merit and decide who should be appointed. In some circumstances, Ministers may choose not to appoint any candidates and re-run the competition.

Ministers may choose to meet with candidates before deciding the outcome. Candidates should therefore be prepared for a short time gap between interview and a final appointment decision being made. Candidates who have been interviewed will be kept informed of progress.

Once the decision on the appointment has been made, interviewed candidates will be advised of the outcome of their application, including whom they may approach for feedback. Successful candidates will be issued with their Terms & Conditions and a letter of appointment should they agree to take up the position.

Eligibility criteria

In general, you should have the right to work in the UK to be eligible to apply for a public appointment.

There are a small number of specialist roles that are not open to non-British citizens. Any nationality requirements will be specified in the vacancy details.

The Government expects all holders of public office to work to the highest personal and professional standards. 

You cannot be considered for a public appointment if:

you are disqualified from acting as a company director  (under the Company Directors Disqualification Act 1986);

have an unspent conviction on your criminal record;

your estate has been sequestrated in Scotland or you enter into a debt arrangement programme under Part 1 of the Debt Arrangement and Attachment (Scotland) Act 2002 (asp 17) as the debtor or have, under Scots law, granted a trust deed for creditors.

When you apply, you should declare if:

you are, or have been, bankrupt or you have made an arrangement with a creditor at any point, including the dates of this. 

you are subject to a current police investigation.

You must inform the sponsor department if, during the application process, your circumstances change in respect of any of the above points. 

Security clearance

Equality and diversity, disability confident, reasonable adjustments.

  • ensuring that application forms are available in different or accessible formats;
  • making adaptations to interview locations;
  • allowing candidates to present their skills and experience in a different way;
  • giving additional detailed information on the selection / interview process in advance to allow candidates time to prepare themselves;
  • allowing support workers, for example sign language interpreters;
  • making provision for support animals to attend.

Holders of public office are expected to adhere to and uphold the Seven Principles of Public Life https://www.gov.uk/government/publications/the-7-principles-of-public-life/the-7-principles-of-public-life--2 . These are:

  • SELFLESSNESS - Holders of public office should act solely in terms of the public interest. They should not do so in order to gain financial or other material benefits for themselves, their family or their friends;
  • INTEGRITY - Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might seek to influence them in the performance of their official duties;
  • OBJECTIVITY - In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit;
  • ACCOUNTABILITY - Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office;
  • OPENNESS - Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands;
  • HONESTY - Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest;
  • LEADERSHIP - Holders of public office should promote and support these principles by leadership and example.

The newly appointed Board of Directors of the Saint Lucia Tourism Authority, since installment in September, is charting the way forward with a strategic vision that emphasizes culture, heritage, and history – reinforcing Minister of Tourism Hilaire’s commitment to “Putting People First”. The public can expect to see more of these components as key elements of the Saint Lucia Tourism Authority’s marketing plan, especially looking at linkages to ensure that the economic benefits of tourism include craftsmen, artisans farmers and other local establishments.

Appointed by Saint Lucia’s Tourism Minister, Hon. Dr. Ernest Hilaire, the Board of Directors reflects a balanced group of individuals with skill sets in the fields of law, entrepreneurship, marketing, hospitality, business management, community development, events, and accommodations management.

The board is chaired by Mr. Thaddeus M. Antoine – Attorney at Law and serving as the Deputy Chairperson is Mrs. Grace Parkinson – Chief Operating Officer at SLASPA and Chair of the Maritime Tourism Committee. Supporting directors are Mr. Paul Collymore  – President of the SLHTA and Chair of the Airlift Committee, Mr. Thomas Leonce – President of the Vacation Rentals Association and Chair of the Marketing Committee, Mr. Ernest Augier – President of the Soufriere Regional Development Foundation and Chair of the Finance Committee, Ms. Savvy Gajadhar – Entrepreneur, Ms. Jeanine Henry – Senior Manager in the field of Finance and Securities, and Ms. Donalyn Vittet – Permanent Secretary in the Ministry of Tourism.

Serving with enthusiasm, the Board of Directors and Saint Lucia Tourism Authority recently represented the island’s interests in several tourism industry meetings and conferences around the world – with the goal of impacting tourism and increasing our island’s exposure globally. The Authority attended the annual Florida-Caribbean Cruise Association (FCCA) meeting and connected with key cruise executives, as Saint Lucia will see the return of 363 cruise calls this winter. Supporting the U.K. tourism market, the team attended World Travel Market in London, meeting with more than sixty top industry trade professionals including media, airlines, and tour operators. Saint Lucia is already seeing increased arrivals from the U.K. with over 20,000 visitors’ year to date and the new flights from Heathrow provide easier connections from Europe. At Expo Dubai, the Authority maximized the opportunity to examine emerging markets and ensure that Saint Lucia is at the forefront of attracting these new travelers to our region. And celebrating the achievements of our esteemed Saint Lucian tourism providers, the Saint Lucia Tourism Authority hosted an inaugural local award ceremony to reward outstanding tourism service providers for accolades won at the 28th annual World Travel Awards.

“Saint Lucia Tourism Authority will endeavor to keep improving the overall tide of tourism, creating development opportunities while also stimulating sustainable and inclusive growth opportunities, especially for our Saint Lucian people who are desirous of growing within the industry. In the coming weeks, the Authority will launch an awareness program intended to showcase the value of the tourism industry locally and multiply our touchpoints to ensure an all-encompassing program,” remarked Chairman – Mr. Thaddeus M. Antoine.

Enacted in August 2017 and serving as a statutory arm of the Government of Saint Lucia, some of the core roles of the Saint Lucia Tourism Authority are to operate as the destination’s lead marketing agency, positioning Saint Lucia in traditional markets while keeping focus on emerging markets and new opportunities.

Additionally, the Authority is tasked to carry out informative market research, facilitate business opportunities and linkages between tourism and other sectors of the economy, identify and facilitate training and capacity building needs for the tourism industry, and encourage the establishment and enhancement of amenities, facilities, and destination services appropriate for engagement of the brand promise of the destination.

The Saint Lucia Tourism Authority is one of the first points of contact for travelers to Saint Lucia. The organization markets the destination through targeted campaigns internationally, to showcase Saint Lucia on a global scale. To always position destination Jamaica as the pre-eminent Caribbean tourist destination that delivers value for the People and Government of Jamaica and the tourism industry stakeholders.

The Jamaica Tourist Board (JTB), founded in 1955, is Jamaica's national tourism agency based in the capital city of Kingston. The JTB is a public company governed by a Board of Directors, appointed by the Minister of Tourism. The Director of Tourism, also appointed by the Minister, is the administrative head of the organization and is responsible for the day-to-day activities of the JTB.

The JTB is responsible for the worldwide tourism marketing and promotion for Jamaica. Its mandate has been to promote Jamaica as a preferred travel destination; identify new and emerging consumer groups; cultivate new relationships with travel partners and disseminate timely and useful marketing information to its offices and travel partners worldwide. The Jamaica Tourist Board is the most preferred point of contact for persons travelling to Jamaica. The organization markets the uniqueness and diversity of destination JAMAICA through creative programmes and advertisements worldwide. Throughout the years, the JTB has been recognized for its exceptional leadership and outstanding service with accolades from industry and trade partners both regionally and internationally.

JTB offices are located in Kingston, Montego Bay, Miami, Toronto and London. Representative offices are located in Berlin (Germany), Barcelona (Spain), Rome (Italy), Amsterdam (The Netherlands) and Tokyo (Japan).

KENROY HERBERT APPOINTED AS NEW CHAIRMAN OF THE ANGUILLA TOURIST BOARD Herbert Will Focus on Rebuilding Tourism Industry in Post-Covid Market

The Valley, Anguilla, July 23, 2020…….. The Anguilla Executive Council announced the appointment of Tourism Entrepreneur and Lifestyle Connoisseur, Kenroy Herbert, as the new Chairman of the Anguilla Tourist Board (ATB). As Chairman, Herbert will lead the seven-member Board in overseeing global operations of the Anguilla Tourist Board across all source markets. Chairman Herbert and the Board will be responsible for strategically managing Anguilla’s promotional, sales and marketing initiatives both on island and overseas, to expand tourism arrivals while optimizing the industry’s benefits for Anguilla’s residents.

Chairman Herbert’s priorities in his new role include the appointment of a Director of Tourism, the improvement of arrival and departure experiences for all guests, a continuous increase in visitor arrivals from current and emerging markets, the development and improvement of the Anguilla/St. Maarten dock facilities, and the increase of tourism revenue through the exploration of new niche markets such as regional tourism and local experience tourism. The impact of the COVID-19 crisis is being felt not only in Anguilla but throughout the entire tourism ecosystem. Reopening and rebuilding the destination will require a collaborative approach and is another primary focus for Chairman Herbert. “Particular emphasis will be placed on preparing a comprehensive tourism recovery plan to rebuild our destination with innovation and encourage investment, as we rethink the tourism sector,” he noted. “I am humbled to be a part of this extraordinary effort, together with our hard-working colleagues in the hospitality industry, and I look forward to taking this new challenge head-on. We have proven that what we have to offer, far surpasses our cerulean seas and pristine, white sand.”

A diverse group of representatives from Anguilla’s tourism industry have been appointed to the ATB Board of Directors, in keeping with the new government’s promise to embrace the perspectives of young tourism professionals who are transforming the industry. The newly appointed members of the ATB Board are as follows: Stacey Liburd, Sales and Marketing Consultant, Quintessence Hotel and Long Bay Villas; Danitza Delisa Mussington, First Female Boat Captain, Funtime Charters; Melisha Maccow Niles, Conference Services/Wedding Specialist, Four Seasons Resort; Luisana Mendez Retde, Student & Aspiring Hospitality Professional; Condon Proctor, Event Coordinator, Lagoon Tours; and Tiago Moraes Sarmento, General Manager, Belmond Cap Juluca. New Chairman of Turks and Caicos Tourist Board 

The Turks and Caicos Tourist Board has a new chairman, Caribbean Journal has learned. 

The board has announced the appointment of Caesar Campbell to the role, it confirmed this week. 

“Caesar Campbell is uniquely qualified to Chair our Tourist Board,” said Josephine Connolly, the Turks and Caicos Islands’ Minister of Tourism. “He has worked successfully in every sector of our tourism industry in the capacity of Director of Tourism for the  Turks and Caicos Tourist Board , the Executive Director of the  Turks and Caicos Hotel & Tourism Association ,  President of the  Airport Operators Committee  and owns  Olympia DMC,  which manages hotels and hospitality-related companies.”

A native of Jamaica, Campbell has lived in Turks and Caicos for the past 25 years; he manages and operates Hotel La Vista Azul and The Tides. 

“The Covid-19 pandemic imposed itself on the tourism industry worldwide, and the last two years have been challenging,” Campbell said in a statement. “Post Covid-19 travel will inevitably be different, and competition will be fierce. Consequently, at the Tourist Board, we will need innovation and collaboration to ensure we grow our business, and I am excited to engage with all our stakeholders for us to become a more resilient and sustainable destination.”

Olivier Lim to be Singapore Tourism Board chairman from Jan 1, 2024

SINGAPORE – A new chairman will take the helm at the Singapore Tourism Board (STB) on Jan 1 after Mr Chaly Mah Chee Kheong steps down.

Mr Olivier Lim, currently chairman of PropertyGuru Group and Starhub, will replace Mr Mah, the Ministry of Trade and Industry (MTI) said on Dec 29.

Mr Lim was appointed deputy chairman of STB in January.

He is also lead independent director at DBS Group Holdings and DBS Bank, a director at Raffles Medical Group, and serves on the MAS Securities Industry Council.

Mr Lim was previously chairman of several organisations including Certis Cisco Security, Frasers Property Australia, and Mount Faber Leisure Group.

He has held directorships in several Singapore Exchange-listed companies including Banyan Tree Holdings, and served on the boards of JTC Corporation, Sentosa Development Corporation and the Accounting and Corporate Regulatory Authority.

Mr Mah has been the chairman of STB since Jan 1, 2017. During his tenure, he led the board to implement initiatives and strategies that helped boost tourism before the Covid-19 pandemic, MTI said.

Under his leadership, STB achieved record highs in international visitor arrivals and tourism receipts of 19.1 million and $27.7 billion respectively in 2019.

Amid the pandemic, Mr Mah guided the board in supporting the tourism sector to innovate and transform, according to the MTI statement.

During that time, STB launched the SingapoRediscovers campaign to drive local demand for tourism products and the SingapoReimagine initiative to build anticipation for resumption of global travel.

Tcube, or the Tourism Technology Transformation Cube, was also introduced to offer digital initiatives and resources that support tourism businesses in their digital transformation journey, MTI said.

In recognition of his commitment and contributions to the tourism sector, Mr Mah was awarded the Public Service Star Medal during the 2022 National Day Awards.

MTI Permanent Secretary for Development Beh Swan Gin thanked Mr Mah for his contributions as chairman of STB.

Dr Beh said: “Under Chaly’s leadership, STB executed important initiatives that contributed to our robust tourism performance.”

He added: “I am confident that Olivier’s extensive experience will position him well to take STB towards its next phase of growth.”

Other board changes at STB include the appointments of Mr Amrin Amin, head of corporate development at Temasek Foundation, and Changi Airport Group chief executive Lee Seow Hiang.

SINGAPORE: PropertyGuru and Starhub chairman Olivier Lim will take over as chairman of the Singapore Tourism Board (STB) on Jan 1, the Ministry of Trade and Industry (MTI) said on Friday (Dec 29).

He will replace Mr Chaly Mah, who has served the board for seven years. The move comes a year after Mr Lim's appointment as STB deputy chairman.

Mr Lim is also the lead independent director of DBS Group Holdings and DBS Bank, as well as a director of Raffles Medical Group. He serves on the Monetary Authority of Singapore (MAS) securities industry council.

The outgoing Mr Mah assumed the position of STB chairman on Jan 1, 2017.

During his tenure, he led the board to implement key initiatives and strategies that contributed to the strong tourism performance before the COVID-19 pandemic.

“Under his leadership, STB was successful in increasing international visitor arrivals, tourism receipts and grew our mindshare globally,” said MTI.

The ministry noted that Singapore recorded 19.1 million international visitor arrivals and S$27.7 billion (US$21 billion) in tourism receipts in 2019.

“When faced with unprecedented challenges posed by the COVID-19 pandemic, Mr Mah guided the board in supporting the tourism sector to innovate and transform in order to emerge stronger from the pandemic,” it added.

Under his leadership, STB launched the SingapoRediscovers Campaign to drive local demand for tourism products, as well as the SingapoReimagine initiative to build anticipation for the resumption of international travel.

“These initiatives have enabled STB to strengthen local advocacy and engagement, maintain mindshare with our international audience, as well as propel tourism companies to jumpstart their business transformation,” MTI said.

He was awarded the Public Service Star Medal at the 2022 National Day awards in recognition of his commitment and contributions to the tourism sector.

Mr Beh Swan Gin, Permanent Secretary (Development) for MTI, thanked Mr Mah for his "invaluable contributions".

"Under Chaly’s leadership, STB executed important initiatives that contributed to our robust tourism performance," he said.

"I am confident that Olivier’s extensive experience will position him well to take STB towards its next phase of growth.”

MTI also announced two new board member appointments - Mr Amrin Amin, head of corporate development at Temasek Foundation and Mr Lee Seow Hiang, CEO of Changi Airport Group.

Two other members were reappointed to the board - Mr Arthur Lang, Singtel's group chief financial officer, and Ms Soh Siew Choo, chief information officer for Asia at MetLife.

Two board members will step down upon the completion of their term on Dec 31. They are Urban Redevelopment Authority CEO Lim Eng Hwee and Turmeric Capital and Aspirational Consumer Lifestyle chairman and CEO Ravi Thakran.

Tourism doors open to showcase hong kong’s normalcy.

The past year has been full of immense changes – immense change for tourism, immense change for Hong Kong, and immense change for the world. As the pandemic subsided, Hong Kong reopened its tourism doors to visitors from around the world. The happy faces of visitors from the Mainland and overseas filled our streets once again. As a member of the tourism industry, I could not have felt more uplifted and encouraged. The gradual and orderly recovery of tourism has been made possible by the unceasing efforts and behind-the-scenes preparations during the pandemic from everyone in the travel trade and tourism-related sectors

Stepping into a brighter tourism future

Throughout the pandemic, the Hong Kong Tourism Board (HKTB) closely monitored the evolving situation and flexibly adjusted our strategies. When the fifth wave of the outbreak eased in the second quarter of 2022, we focused on generating a positive ambience in the city and stimulating consumption to create business opportunities for the tourism and related sectors. At the same time, we gradually brought back iconic mega events to consolidate Hong Kong’s status as Asia’s Events Capital and maintain the city’s visibility in the world while taking public health to account. For promotions, HKTB continuously used various platforms and social media to showcase the exciting new attractions and experiences Hong Kong has to offer. As pandemic-related inbound travel restrictions were gradually lifted from the fourth quarter of 2022, we sent out invitations to trade representatives, celebrities, online influencers, and media representatives from around the world to visit and see for themselves how Hong Kong was ready to welcome back visitors.

Welcoming back the world and showcasing Hong Kong’s resumption of normality

As the doors to tourism fully reopened at the beginning of 2023, the “Hello Hong Kong” global promotion was launched following months of meticulous planning. With the Hong Kong SAR Government taking the lead, the whole city answered the call to send friendly greetings to all corners of the world and welcome visitors from near and far to rediscover Hong Kong’s timeless appeal. The HKTB not only rolled out the red carpet and warmly welcomed our visitors, but also actively reached out to the world to promote the appeal of Hong Kong to tourists and visitors. We also believe that “seeing is believing”, and hence invited people from every continent to visit Hong Kong and experience our many new attractions and experiences for themselves. This resulted in positive word-of-mouth and social media publicity and sent a compelling message to the world that Hong Kong is back and better than ever.

Keeping pace with change

Every step of Hong Kong’s tourism rebound was carefully planned and prepared by the HKTB and our travel trade partners. I am supremely confident that by highlighting the city’s core strengths and adjusting our strategies to respond to the changes in consumer habits and travel patterns, Hong Kong’s tourism appeal and competitiveness will shine more brightly than ever.

Embracing in-depth cultural tourism

Hong Kong’s arts and culture scene boasts a solid foundation from its rich east-meets-west heritage, fortified by the addition of world-class museums and exhibitions in the West Kowloon Cultural District, which greatly help make Hong Kong attractive to visitors as a cultural tourism destination. Our long-standing promotion of the city as a leading culture and heritage destination is being implemented through our Hong Kong Neighbourhoods platform, in line with the advocacy by the Central Government and Hong Kong Government of culture-tourism integration and enhancement and the city’s development into an East-meets-West Centre for International Cultural Exchange. The HKTB conducted surveys as visitors returned. We found that – in addition to our world-famous dining and shopping experiences – our arts and culture, and rich countryside and coastline which are easily accessible from the bustling city are big draws, particularly among younger travellers. This is a testament to the hard work of the HKTB and the travel trade in promoting a previously underappreciated aspect of Hong Kong, and we are committed to continuing to leverage our “soft power” in arts and culture to step up our publicity efforts to visitors from target markets through online platforms and social media.

Capitalising on the city’s unique core strength

Another pillar of Hong Kong’s tourism success is its unique advantage of enjoying strong support from the Motherland while being closely connected to both the Mainland and overseas destinations, including the cities in the Greater Bay Area. As visitors seek more diverse experiences after the pandemic, this is the ideal time for Hong Kong to consolidate resources with partner destinations in the Area, build a powerful Greater Bay Area tourism brand for regional and international markets, and promote multi-destination itineraries among visitor source markets.

Making every visit memorable

As the global tourism market continues to evolve, HKTB will continue to be highly flexible. We will closely monitor global tourism developments and trends and work closely with stakeholders, and the Government, the travel industry and related sectors, to devise promotional strategies and plans, respond swiftly to changes in the market, stay fiercely competitive, and support sustainable tourism development. We will work with our friends and partners in all sectors to strive for excellence and be the best hosts imaginable, offering every visitor an unforgettable stay, so that positive and happy impressions of Hong Kong lives long in their hearts and minds.

Delma Maduro appointed Chairman of new Tourist Board

Cabinet has approved and appointed 11 new members to serve as board of directors of the BVI Tourist Board (BVITB) and Delma Maduro has been appointed to serve as chairperson.

The newly appointed board members will serve for four years, and their service began on September 1, 2022, and will expire on August 31, 2026.

Along with Maduro, the members of the board are Henry Prince, Andrew Ball, Keisha Davis-Barnes, Gregory Callwood, Dorcas Fahie, Oren Hodge, Shamora Penn-Maduro, Allan Parker, Miles Sutherland Pilch, and Lorraine Wheatley.

The Cabinet indicated that the recommendation for Maduro to serve as chairwoman came from the Minister for Tourism.

Meanwhile, the four ex officio members of the Board are the Permanent Secretary in the Premier’s Office or a designate, the Managing Director of the BVI Ports Authority or a designate, the Managing Director of the BVI Airports Authority or a designate and the Director of Tourism.

The members of the Board will also be given a stipend for their services, with the Chairman set to receive $1,800 per month and other members receiving $900 per month.

Cabinet documents indicated that Premier Dr Natalio Wheatley had to declare that members of his extended family were being recommended to serve on the board.

Additionally, the Minister for Health & Social Development declared that his sister was being recommended as a member to serve on the Board and he recused himself from the meeting.

The issue of who serves on statutory boards in the territory has been public concern and this has contributed to the Commission of Inquiry (COI) report recommending a review of statutory boards. The COI suggested, among other things, that there should be a protocol for the appointment and removal of statutory board members. It said this protocol should be published and applicable to all such boards.

Recommendation B24 of the report called for a review of statutory boards to determine the extent to which these boards were applying policies intended to promote good governance — such as a conflict-of-interest policy and a political interference policy — and the extent to which those boards follow a due diligence policy.

This mentality is causing us problems now. You can’t get get rid of all the’old’ people because they are the ones with experience and contact and connections in the real world. Just being young and having a degree is not enough. We are suffering right now from Degree syndrome in many Govt departments. Numerous degrees no experience no connections abroad to get things done. I think she still has energy and industry connections to get the job done.

This is a terrible terrible choice for tourism. We keep putting retirees to do what is supposed to be innovative work and my gosh look what we have come to. 4 YEARS????????
