Tourism master plan to revive Great Keppel (Woppa) Island features eco-resort, jetty and sewage plant

A crowd of people walk down a ramp on a ferry to a beach.

Once an 1980s party paradise, Great Keppel (Woppa) Island could soon be transformed back into a tourism mecca featuring an eco-resort, glamping space and conservation areas.

After more than 15 years of uncertainty, the Queensland government has released a master plan for the island's future.

Big ticket items include allowances for an eco-resort, glamping, an access jetty, new sewage infrastructure and more cultural experiences.

"It's a beautiful island," Minister for State Development and Infrastructure Grace Grace said.

"We'll be building boardwalks, we'll be putting the infrastructure in to meet the visitation and tourism increases.

"We'll be looking at concept designs, we'll be looking at marina facilities, we'll be doing all that work."

Buildings in ruins

Sydney-based developer Tower Holdings bought the leases to the site in 2006 but shut the doors two years later.

Although a number of developers have tried to revive the resort, it has sat idle ever since and buildings are in ruins.

The Queensland government has been working with the Livingstone Shire Council, local operators and traditional owners for more than five years to develop the master plan for the island.

Queensland Tourism Minister Michael Healy said the government would put $30 million towards implementing the plan in partnership with the local council.

"Our $30 million investment provides a significant boost towards implementing the concept master plan and delivering the priority actions, such as a new wastewater treatment plant and improving maritime access," he said.

Meeting Queensland's tourism targets

Despite more than 50,000 visitors each year, it is hoped the new plan will attract people for longer stays on the island and bring even more visitors to central Queensland.

Capricorn Enterprise chief executive Mary Carroll has welcomed the initiatives.

"This master plan is the critical first step in ensuring that the necessary technical bodies of work can be expedited by government to pave the way to attract sustainable development as soon as possible for our destination to help achieve the state's Towards Tourism 2032 targets," she said.

"One quarter of the Capricorn Coast's tourism economy is generated because of Great Keppel Island (GKI), which increases to over 50 per cent with the realisation of the GKI master plan vision."

She said visitors to the island generated $49.9 million in revenue for local businesses and that would increase by another $95.9 million with the implementation of the master plan, "bringing the total visitor spend to $145.8 million".

A man stands with the ocean in the background

Tristan Jones has worked on the Island for five years and said the biggest issues were wastewater, a lack of fresh water and getting onto GKI safely.

"The sooner we can get some sort of mini marina or something like that built where we can land the ferry safely, the better," he said.

He said when he speaks to visitors, many of them talk about seeing the Island returned to its "former glory".

Traditional owners have also welcomed the provisions in the new master plan for cultural tourism.

Woppaburra Land Trust chairperson Valmai Smith said it would create on-country employment.

"The rejuvenation of Great Keppel Island (Woppa) will benefit the Woppaburra people by caring for country and maintaining our cultural and spiritual connection to the island," she said.

"It will also create on-country employment and economic opportunities for Woppaburra people, and we look forward to working in partnership with other businesses, organisations and all three levels of government to realise these opportunities."

Work is expected to start this year.

Florida is boring?!

The Sunshine State is home to Disney World and Universal Studios and has hundreds of miles of beaches. We have the oldest city in the U.S. in our backyard and some of the richest people in the world .

To keep life interesting, we even have sharks and alligators .

Apparently, that's not enough.

According to a study by Solitaired , Florida is the fifth most boring state in the United States , based on an analysis of 66.7 million Google reviews of 3,290 popular tourist attractions around the world. The analysis was made to determine what locations were the least interesting.

  • Georgia is the most boring state, with many attractions and extensive reviews indicating boredom.
  • The U.S., Canada and Australia hold the top three spots for countries with the most boring tourist attractions. And yes, U.S. was No. 1.

The 21.3-per cent rise in arrival numbers in the first quarter this year – from 1.29 million in the same period in 2023 – could help the country hit targets enough to match pre-pandemic levels before 2024 is out.

The Department of Tourism is ramping up its tourism campaign with the global travel trade, covering more cities around the world, including the Middle East, alongside a whole-of-nation drive to boost Halal tourism .

Top 5, by country of residence

In terms of country of origin, South Korean tourists topped the list of arrivals with 458,619, or 27.59 per cent of the total, up from 26.02 per cent in the same period last year.

The Philippines, known for its affordability and diverse offerings, anticipates a surge in regional arrivals due to its proximity and robust transport connections.

Fitch Solutions unit BMI forecasts a return to pre-pandemic foreign visitor levels, estimating arrivals to reach 8.21 million by the end of 2024. The Department of Tourism is aiming for a more modest target of 7.7 million tourist arrivals this year.

In 2023, the Philippines welcomed over 5.45 million foreign visitors, surpassing BMI's projection of 4.9 million for 2023 and DOT's own target.

The tourism sector's complete recovery is expected to get an added boost from a rise in arrivals from key markets in Asia, Europe, and the US and Canada.

Facing pressure from rights groups, World Bank suspends funding for Tanzania tourism project

A U.S.-based rights group says the World Bank has suspended funding for a tourism project in Tanzania that allegedly caused the suffering of tens of thousands of villagers

KAMPALA, Uganda -- The World Bank has suspended funding for a tourism project in Tanzania that caused the suffering of tens of thousands of villagers, according to a U.S.-based rights group that has long urged the global lender to take such action.

The World Bank's decision to suspend the $150 million project, which aims to improve the management of natural resources and tourism assets in a remote part of southern Tanzanian, was “long overdue,” the Oakland Institute said in a statement Tuesday, charging that the bank's "failure to take immediate action resulted in serious harms for the local communities.”

At least $100 million has already been disbursed for the project, which started in 2017. The suspension of World Bank financing took effect April 18.

The Oakland Institute, a California-based rights watchdog whose work focuses on marginalized communities, for years led calls for the World Bank to stop funding the project known by the acronym REGROW, documenting serious rights abuses suffered by Indigenous communities in the area.

The group in a report released in November accused the World Bank of failing to hold Tanzanian authorities accountable for extrajudicial killings and sexual assault s relating to the expansion of Ruaha National Park.

The report said the Tanzanian government’s tactics to force communities away and increase tourism in Ruaha National Park, a goal of the REGROW project, were “inextricably tied to its financing by the World Bank.”

The World Bank said at the time that it “has zero tolerance for violence in the projects it finances," adding that a panel of inspectors was reviewing a complaint related to REGROW “to determine whether a compliance audit into the concerns raised is warranted.”

In recent correspondence between the World Bank and the Oakland Institute seen by The Associated Press, the lender confirmed the suspension of further disbursements to REGROW “until we are confident that the project is upholding our environmental and social standards.”

Anuradha Mittal, executive director of the Oakland Institute, said the World Bank's decision to suspend funding for “a dangerous project” is a victory for marginalized communities in the East African country.

“It sends a resounding message to the Tanzanian government that there are consequences for its rampant rights abuses taking place across the country to boost tourism,” Mittal said. “The days of impunity are finally coming to an end.”

It was not immediately possible to obtain a comment from Tanzanian authorities.

The Oakland Institute documented at least 12 disappearances or extrajudicial killings allegedly carried out by rangers, in addition to multiple sexual assaults of women. Government agencies allegedly seized and auctioned large numbers of cattle, imposing a heavy financial strain aimed at pressuring herders to leave.

“During the first months of 2024, rangers illegally seized and auctioned off thousands of cattle from herders while preventing farmers from cultivating their land -– devastating countless livelihoods as a result,” it said in its statement Tuesday.

Tanzania relies heavily on tourism to finance its budget, and the country has long been trying to develop its extensive national parks to attract more visitors.

Tens of thousands of communities in other parts of Tanzania have been caught up in the efforts, putting local authorities under the spotlight over civilian abuses. These efforts, cited by Amnesty International and others, include the violent eviction of 70,000 Maasai from grazing lands in the Loliondo area to clear vast tracts of land for trophy hunting.

Travel study reveals the least-walkable city for tourists in the U.S. is in Florida

Summertime is right around the corner. And for some Florida cities, like Orlando, Tampa and Miami, that means it’s almost time for waves of tourists .

And whether those tourists explore on foot or by car is determined by where in the state they plan on vacationing.

Online tutoring marketplace Preply conducted a study to find the most and least walkable touristy towns in the U.S.

Orlando made the list, but not for its walkability. Although Walt Disney World (which is basically a city in itself) has very walkable theme parks, the actual city of Orlando is one of the least walkable in the country.

Here’s where and why Orlando ranked on Preply’s list of the most and least walkable cities , which other Florida city made the list and Orlando's walkability score.

What U.S. city has the most walkability?

“To build our list of the most walkable cities in the U.S., we analyzed the Top 30 most-visited cities in the U.S. and used TripAdvisor to highlight five top attractions per city,” Preply’s study says.

“We then calculated the distance, walking time and how many steps it would take to walk between the five top attractions in each city, crowning the shortest walking distance cities as the most walkable destinations.”

Chicago took the top ranking as the most walkable city for tourists on Preply’s list.

Here are the rest of the top 10 most walkable cities from Preply’s study:

  • Chicago, Illinois
  • Nashville, Tennessee
  • Dallas, Texas
  • Santa Fe, New Mexico
  • New Orleans, Louisiana
  • Portland, Oregon
  • Boston, Massachusetts and Boise, Idaho (tied for seventh place)
  • Austin, Texas
  • Washington D.C.
  • Savannah, Georgia

What U.S. city has the least walkability?

Two Florida cities made Preply’s Top 10 list of the least walkable tourist cities in the country.

Orlando took the crown for the least walkable city overall and Miami tied for eighth place, with St. Louis, Missouri.

Here are the rest of the top 10 least walkable cities from Preply’s study:

  • Orlando, Florida
  • Los Angeles, California
  • San Francisco, California
  • Honolulu, Hawaii
  • Memphis, Tennessee
  • Cincinnati, Ohio
  • Seattle, Washington
  • Miami, Florida, and St. Louis, Missouri (tied for eighth place)
  • Pittsburgh, Pennsylvania
  • San Diego, California

What is the walkability score in Orlando, Florida?

“Orlando takes the throne as America’s least foot-friendly destination, with a whopping 31 miles and 65,000 steps to cover between its five most popular attractions,” the study said.

“By our estimates, a hike between the Universal Islands of Adventure, Discovery Cove, Universal Studios, Magic Kingdom Park, and the Wizarding World of Harry Potter would take a leg-tenderizing 11 hours and 19 minutes.”

Although it’s highly unlikely that anyone is visiting all of these parks in one day, that total walking time is only around an hour and a half less than it would take you to drive and fly from Universal’s Islands of Adventure theme park to Disneyland in Paris (that trip would take around 10 hours and 45 minutes).

If you’ve never been to Orlando and are planning a visit this summer, remember that you’ll have to rent a car or arrange a ride to take you from place to place throughout the city.

“If you’re still keen to explore Orlando’s top tourist hotspots, a local taxi ride would start at $2.90 and cost (between $1 and $2 per mile),” the study said. “Exploring the top five destinations would create a taxi cost of at least $70.”

Orlando also ranks low for walkability on Walkscore.com, scoring a 42 for overall walkability . For reference, that score is out of 100 and New York City ranks in the high 80s on this scale.

Q&A: A top Detroit tourism official on the NFL Draft, why it's downtown and how it'll impact how people view city

kollam top tourist

The clock is ticking down toward the NFL Draft in downtown Detroit, and Christopher Moyer, a top tourism official in the city, believes the city is ready.

Moyer is the senior director of communications for Visit Detroit, the organization formerly known as Detroit Metro Convention & Visitors Bureau. Visit Detroit promotes Metro Detroit regionally, nationally and internationally as a convention, business meeting and tourism destination.

Could the draft be a preview of future events to come to Detroit? Moyer calls it "an audition." An estimated 400,000 visitors are expected to converge on the city.

"This is an audition for future events," Moyer said.

The Detroit News chatted with Moyer recently about the city's big moment in the spotlight, how it'll compare to last year's draft in Kansas City and how this moment will be different than when Detroit hosted the Super Bowl in 2006.

This interview has been edited for clarity and length.

Q. How does the NFL Draft compare to hosting a Super Bowl?

Moyer : This event, in some respects, not in terms of TV audience, but the number of people that could show up in the course of the week, will rival any Super Bowl in terms of people on the ground. We all know, there’s incredible vitality that does exist here. However, too many public perceptions are stuck in the 1980s.

Q. How crowded will it be in Detroit during the actual draft?

Moyer : Walking through the crowd is going to be tight. It is entirely possible that Campus Martius and the NFL experience at Hart Plaza will reach capacity. It won’t be one person in and one person out. Detroit’s commitment of leaving no fan behind, the Draft Day in the D, Greektown, the parks, Parker's Alley, Grand Circus, Beacon Park — this will fill up downtown. There will be two, three, four times as many people stretching from Greektown to Eastern Market that will be more than inside the footprint (the Draft Theater) itself.

Q. How will the draft here be different than last year's draft in Kansas City?

Moyer : Kansas City put their draft on in the equivalent of Belle Isle. It was a mile from downtown to get into their draft viewing area. We’re committed to this being right in the heart of downtown. Theirs was in a big and wide open space; ours is encompassed by the architecture of downtown.

And I think it being downtown is an advantage for us. A sea of Honolulu blue and beautiful architecture of the Guardian up to the soon-to-be-open Hudson's Tower — that will change people’s minds about Detroit. We’re going to be opening people’s minds to Detroit. While there are complications from an event specifics, I think this puts us in a better standing.

Q. Where can we expect to see fans from?

Moyer: In Kansas, it was 90% people wearing red for the Chiefs. Metro Detroit is bigger and we have a lot of Lions fans here already. People will come from other states, but we obviously want more local. But we'll likely see fans from Pittsburgh to Chicago and other markets in between. Chicago is the only one that has a high first-round pick so we’re excited for Bears fans to be here.

Q. What's the message you want to tell outside fans about Detroit?

Moyer : Our message for this draft and what we’ve been putting out there is that cars wouldn’t be cars, music wouldn’t be music and culture wouldn’t be culture without Detroit. Detroit helped create five genres of music, including rock, hip-hop and jazz. We have places like Baker's Keyboard Lounge, the largest and oldest jazz lounge in the world. Detroit has great culinary options, from Lebanese to Yemeni food. Detroit is a must-visit city.

With 90 hours of network TV coverage focusing on the draft and Detroit next week, the eyes of the nation will truly be on us. The draft is a seminal event that will demonstrate to the 10, 15, and 20-year-olds living in Detroit, Canton, Kalamazoo, and Marquette that big things happen in our state, and they do not need to leave Michigan to achieve their dreams. It will also show 10, 15, and 20-year-olds living in Miami, Nashville, and Denver that Detroit is a city of exceptional beauty, vitality, and opportunity.

Of course, this is not just about three days in April. The success of this event will help accelerate Detroit and Michigan’s growth for the next 30 years. Success this week will help us attract more visitors, events, and billions of dollars in investment.

Q. The city did a lot of things before the 2006 Super Bowl to make it look more vibrant with pretend storefronts. Have we avoided the gimmicks this year?

Moyer : There are temporary pop-up shops coming, but there’s not going to be a façade put up alleging occupancy (in store) when it's not there. I wasn’t here in 2006, but we wouldn’t be hosting this event without investment from leaders like Roger Penske at the time. We know there were shortfalls in 2006, but we’re in a much better position now.

Q. What about the weather? What happens if the weather is bad for some of the draft?

Moyer : We have plans in place to keep people safe if there is dangerous weather, but right now we are optimistic for a great three days. Rain will not impact plans or the experience of committed fans, who are eager to participate in the festivities and support their teams.
