Luca was born and raised in Rome, and from a young age he was fascinated by the city's layered history and intriguing stories and personalities behind its most-known monuments as well as its hidden artistic gems.

After graduating with a degree in Art History from the University of Rome "Tor Vergata" in 2013, he started working as a licensed guide in Rome's major museums and art galleries, as well as an educator for local cultural projects.

Luca has particular expertise in interpreting artistic iconographies and symbolism, and understanding the meaning of art as a tool for religious and political propaganda in Renaissance and Baroque Art. He also studied in depth the history of Rome's aristocratic families, their artistic patronage and rich collections.

He has an innate love for travel, which has taken him to all corners of the world. He enjoys getting to know new people and cultures, and sharing in their authentic passions for discovery. He finds great joy in exploring the unknown, and is always on the lookout for his next adventure.

I’m Luca , an Italian tour guide, born and raised in Tuscany.

And I’m Lauren , a nati ve Californian wh o moved to Italy in 2010, became a tour guide and started Unlock Italy Travel & Tours with Luca!

We’re both official, licensed guides and first level sommeliers and we want to show you the best of Italy by providing personalised tour planning services and private tour experiences that combine art, history, food and wine.

We started Unlock Italy in 2017 when Luca was working as a tour guide in Florence and Lauren as a guide in Rome. We traveled back and forth for years, always on the lookout for off the beaten track places, networking with guides around the country, hotels, restaurant owners and artisans. In 2019, we decided to make Tuscany our home base and although 2020 brought its challenges (big time!) we are still here!

With over fifteen years in the tourism industry between us and connections with guides in Rome, Naples, Venice & The Amalfi Coast, we hope to offer our guests a personalized experience that starts with the planning process with Lauren and extends to unique tours that draw on Luca’s “insider” Italian perspective and Lauren’s background as an American living in Italy. This tour is great for anyone who wants a deep dive into the city's Baroque history, and anyone who wants to appreciate Rome in an experience that's not quite in the guide books.

LivItaly Tours: Vespa Sidecar Tour Arrow

The Vespa Sidecar tour is entirely private and can be customized for return visitors who may have already seen the highlights. It is not, though, a show-up-when-you-want activity. It can be organized for up to six participants, but you'll only be in a group if you choose to be. My tour was perfect because it was just me and the driver/guide Luca.  As a licensed guide, he knows his history, is easy to understand, and is very friendly. He always has a plan, but is quick to change it at the first request. We talked Rome and food and went to all the right places, from big names to more under the radar finds.

Rome 500 Experience: The 7 Hidden Gems of Rome Tour in an Antique FIAT 500 Arrow

There's a lot of reasons to sign up for this tour through greater Rome, not least is that you get to drive yourself with the top down in a vintage Fiat 500. Another nice perk: Rome's traffic is seriously easier to deal with when traveling in convoy (the group can have up to 50 cars in it). And, as you will get your own car to drive, it can feel like a private tour, although groups are also organized by language, so communication shouldn't be a problem for anyone.  But most importantly, you just look so much better behind the wheel of a classic Italian car.

This tour will take the better part of your day (it's six hours start to finish). Lucca and Pisa are among the most beautiful towns you can visit in Italy.

1. Lucca: gorgeous sights, history, and food

We have designed this tour so that you can explore Lucca and Pisa in total comfort. Your driver will pick you up at your hotel and drive you through the legendary countryside of Tuscany. 

After about one hour, you will reach Lucca, where you will meet your local guide and start your private city tour. 

Your Lucca and Pisa Tour will also be a food experience! While touring Lucca you’ll taste one of the most famous local products: the “focaccia Lucchese”.

You’ll also have the chance to try some artisanal Lucchese chocolate and a local pastry – all included in the price!

- Piazza Napoleone & Palazzo Ducale

After an introduction to the city’s history, you’ll head towards Piazza Napoleone.

The square was commissioned by Elisa Bonaparte, the sister of Napoleon.

This beautiful piazza is overlooked by the grand Palazzo Ducale, the seat of political power since the Middle Ages.

- The Cathedral of San Martino

Next, you’ll walk through Piazza del Giglio and reach the Cathedral of St. Martin, one of the highlights of our Lucca and Pisa Tour.

Piazza Anfiteatro is a truly unique mix of past and present.

- Walk on the Walls!

Lucca is also famous for its walls, built between 1504 and 1645, and perfectly preserved.

Your Lucca and Pisa Tour will continue with a walk on top of the walls, where you can enjoy a special view of the city from a unique vantage point.

Your Lucca walk will end in Piazza San Michele, which was built on top of the ancient Roman Forum of the city. Here, you’ll admire the impressive Church of St. Michael and the house of the legendary opera composer Giacomo Puccini.

At this point in the day, you’ll probably be ready for lunch.

Your guide will happily recommend a lovely restaurant, where you can try some of the delicious local food and wine (not included in the price).

Then, you will get back in the car and drive towards Pisa, which is just half an hour away.

2. Pisa: Leaning Tower, Duomo, Baptistery

Your Lucca and Pisa tour will continue in the world-famous Campo dei Miracoli.

Here, you’ll have some free time to explore the area on your own and admire the lovely Tower of Pisa, the Duomo, and the Baptistery.

Campo dei Miracoli will be the last stop of your Lucca and Pisa Tour.

You are staying in Rome for a few days and you want to jump into the real culture of Rome away from the tourists. BREAKFAST WITH THE LOCALS  After the drive we will approach Luca’s neighborhood. We will stop at his favorite breakfast coffee bar. We will sit down and you will have the best tea, cappuccino, espresso in the city accompanied by some amazing Cornettos (croissants)

THE DRIVE IN THE NEIGHBORHOOD Back on board and see where people live, see what they do for a living. Let’s jump into a retail store, see our pharmacy from the outside or inside if you want, see how the shops are like. Jump into our culture

BUTCHER/DELI  Let’s see where people in Rome (locals) for their daily fresh grocery. Try Pizza Bianca with Mortadella. Try a couple of mozzarellas. Just to see and learn. And why not? Pecorino Romano

WINE SHOP  Today your better be hungry. We will stop at a friend’s of my wine shop where we will try 3 local wines accompanied by light snacks. This way you will see where locals go for their aperitif

THE LUNCH  Family style served food. Local charcuterie and focaccia. Carbonara, Matriciana taste. Desert! Wine and Limoncello. Ready for it

Done with this, if you are still standing, back to your hotel in the city!!!!

We do not accept payments via credit card for amounts below 350 euros . If the payment is made with a credit card at the end of the tour/transfer you will be required to sign an one time payment authorization form, provided by us. If payment is made with a wire transfer the total cost will be increased by 10 %. If you decide to pay in cash you will be asked to pay your driver at the beginning or at the end of the tour/transfer.  The Total will be indicated in your final contract.

Where is Lucca & how do I get there?

Lucca is located in inland Tuscany (more precisely in the north-west), just 20 kilometres away from the sea. To help you orientate yourself: Florence, the capital of Tuscany, is about a good hour’s drive away from Lucca. After Pisa it’s no more than half an hour.

If you are arriving by plane , you usually land in Florence or Pisa. There you find both the international airports of Tuscany, which several airlines or destinations fly to. From there you can rent a car to explore Tuscany with. (We always book our rental cars through Sunny Cars .)

If you are traveling by car (whether it’s your own or a rental) then take into consideration that cars are de facto not allowed in Lucca’s old town. Many places to stay in the old town offer parking options . You will need to allow around 30 euros per night for this. What can I experience in Lucca?

  • Slow strolls & enjoying the Italian flair: For many, Lucca is one of the most beautiful cities in Tuscany, if not the most beautiful. Within the historical city walls an enchanting, almost car-free old town awaits you. Winding alleyways, impressive squares, imposing churches – you can look forward to all that and much more. In comparison to Florence, Lucca is also pleasantly tranquil.

How many nights should I plan for Lucca?

Lucca’s old town is really quite manageable. Therefore, many visit Lucca on a day trip – just as we also did on our first trip to Tuscany. Theoretically it is quite possible to visit Lucca’s main attractions in just a few hours.

On our last road trip through Tuscany , we stayed two nights in Lucca and didn’t regret it for one second. Lucca is incredibly charming, particularly in the evening hours.

Piazza dell’Anfiteatro

Lucca’s main square, Piazza dell’Anfiteatro, is rather curious . It is shaped like an ellipse, so it has an oval shape. Why is this? A Roman amphitheater was originally located here – hence the name.

The Piazza dell’Anfiteatro is really beautiful and something quite special. The pastel-coloured houses in their various yellow tones give the square a very unique charm.

Cafés and restaurants are nestled along the outskirts of the Piazza, all of which are rather touristy. But okay, no wonder in this area. Nevertheless, we enjoyed an aperitivo here in the evening. What a great atmosphere! (However, we would personally look elsewhere for food.)

Unfortunately, out of the approximate 250 medieval towers that were once in Lucca only a few remain. The two most well-known are the Torre Guinigi and the Torre delle Ore. Today they serve as viewing points and provide a fantastic view from the birds-eye-view over Lucca for you.

Torre Guinigi

If you spot a terracotta-coloured, tree-covered tower , then you are in the right place! Seven centuries-old holm oaks are enthroned on the rooftop of Torre Guinigi and give the tower its striking appearance. What an eye-catcher.

To reach the rooftop of the 45-metre-high Torre Guinigi you need to conquer its 230 steps . Once you reach the top, a fantastic, completely uninterrupted view over Lucca in all directions is waiting for you. The ambience from the surrounding trees here is also really great.

Our tip: If possible, we would recommend coming at sundown. Unfortunately, this wasn’t possible when we visited in October, because the tower closed again in the afternoon.

Torre delle Ore

The second famous tower in Lucca, which you can climb, is Torre delle Ore, also the Clock or Bell Tower. You can recognise it by its huge clockface. At around 50 metres, it is the highest tower in Lucca. You can also look forward to a fantastic panorama view from here.

Lucca Cathedral (San Martino Cathedral)

One of the main attractions in Lucca is the gigantic San Martino Cathedral. With its asymmetrical, richly decorated façade and its gigantic bell tower, an architectural masterpiece awaits you here. 

Of course, you can also view Lucca Cathedral from the inside. The interior is rather simple and less appealing to the eyes than you might guess from the outside.

However, our personal highlight is the view from the cathedral’s bell tower . What many people don’t know: You can climb up it. Because the two well-known towers with a view in Lucca close rather early in the off-season, we found a more than worthy sunset spot up here at the bell tower. Woohoo!

It must be noted that taking photos up here is unfortunately a little restricted due to the grating – especially if you are out and about with a SLR camera like us. Nevertheless, we really enjoyed it.

Cathedral Lucca

San Michele in Foro

The second-most famous church in Lucca, after the cathedral, is San Michele in Foro, located in the heart of Lucca’s old town. It dates to the 12 th century and is simply impressive to look at with its white, richly decorated façade.

The San Michele Church in Foro sits in the square where the Roman Forum was once located. Today a few cafés and restaurants are nestled here in the square of the same name, the Piazza San Michele. The Piazza is generally well visited throughout the day and a meeting point for young and old.

You can also view the church from within. (The entry is free.) The interior is kept rather simple and, in our opinion, far more imposing from the outside.

Pretty impressive: Lucca’s old town is still surrounded by its historical city wall, as it was earlier. With a length of 4 kilometres , it circles its way around the town centre. The city wall originates from the Middle Ages and was expanded in the 16 th or 17 th century, to be as it is today.

What – apart from its intactness – is so special about the city wall? It is walkable. Or beyond that: More precisely, you will find yourself in a type of elongated park here. Locals use the tree-lined pathway to go jogging or for walks.  

There are regular access points along the up to 12-metre-high city wall , so that you can enter the circuit from practically any point of the old town. Anyone who likes to get around a little faster can also rent a bicycle .

Unfortunately, it’s not possible to enjoy proper distant views over Lucca’s rooftop landscape from the city wall (it’s not high enough for this), but there are always pretty views on offer.

Palazzo Pfanner

A rather hidden, and not so well-known attraction in Lucca can be found to the north of the old town. The Palazzo Pfanner and its garden grounds are an oasis of peace and somewhat of an insider tip.

A beautifully situated garden awaits you here comprising of stone pathways, lemon trees, statues, benches to linger and a beautiful fountain in the middle. Although, the garden is not so wide sprawling. 

With the combo-ticket, you can also visit the associated Palazzo and gain a little insight into the historical premises .

Palazzo Pfanner Italy

The classic day trip destination around Lucca is Pisa. The famous leaning tower is enthroned there, making it one of the landmarks of Tuscany.

You have probably already guessed what that means: The crowd surrounding the leaning tower is particularly huge in the middle of summer. Thousands of people frolic around the spacious Piazza dei Miracoli during the day.

However, Pisa is of course much more than just the leaning tower. There are many more attractions in this university town, for example the Santa Maria Assunta Cathedral or the baptistery. Pisa is located on the banks of the Arno. Therefore, you shouldn’t miss a stroll along the riverbanks.

Our conclusion: Personally, we find Pisa to be a bit overrated, but it is of course impressive to see the world-famous construction with your own eyes.

Getting there from Lucca

You can reach Pisa from Lucca in just 30 minutes by car. It is possible to park in the paid parking spots outside of the historical town centre. Alternatively, you could also travel by train from Lucca to Pisa.

Cinque Terre

Hello postcard picture! Cinque Terre, the five colourful villages along the rugged Ligurian Coast, are a very popular day trip destination close to Lucca. They are called (in order from north to south):

  • Monterosso al Mare
  • Riomaggiore

Because the villages are really tiny and lie very close to each other, you can theoretically see all five villages on a day trip. Our personal favourite was Manarola , followed closely by Vernazza.

Important to know: Even if the photos sometimes suggest otherwise, the villages are incredibly well visited and everything but secluded.

Getting there from Lucca & transport while there

We recommend you first drive to La Spezia (around 1 hour drive from Lucca) and explore Cinque Terre by train from there. Trains run regularly between the five villages. The travel time between the villages is just a few minutes.

Cinque Terre Day Trip

Caffè Santa Zita: Art Nouveau flair in the middle of the old town. We highly recommend this chic café for a coffee break. Inside it has a classic ambience (hello time travel!), outside you are seated quite nicely in the square in front of the Basilica di San Frediano. The delicious Dolci are especially noteworthy – each one a small work of art. 

Pizzeria da Felice: If you get hungry during the day and want to eat like the locals, then we can highly recommend this small pizzeria for you. The atmosphere is reminiscent of a fast food place. (There are no actual tables, instead you either eat while standing or seated on the small benches.) Perfect for a slice of pizza to carry you through!

Pizzeria Sud: We can recommend this great, very cosy pizzeria for the evening. It is located in the northern part of the old town and is well-frequented. No wonder because they prepare really delicious, Neapolitan, wood-fired pizza here. Making a reservation is advisable.

Osteria Nova: There is a touch of fine dining in this young, hip osteria. The dishes are of high quality, although we found the vegetarian options could be improved. Inside the ambience with the high roofs is very elegant and special. When the weather is nice you can also sit at a table outside in front of the restaurant. Making a reservation is recommended!

Because we have already been to Lucca several times and our relatives even own a house there, we would love to show you a few accommodation options. Depending on what you are looking for, you will find the right accommodation for you in our tips.

Option 1: In a traditional Agriturismo

A so-called Agriturismo is a special kind of accommodation in Italy. You will stay the night in a kind of estate or farm , so mostly traditional or at least very personal.

Agriturismo Al Podere Di Rosa is located about a 5-minute drive outside of Lucca’s old town – perfect if you are planning one or two day trips.

The rooms are traditional, but very cosy . A disadvantage is the lack of soundproofing, due to the historic walls. The family is incredibly hospitable, the breakfast very food and, last but not least, the value for money is great.

Option 2: In Lucca’s old town

Would you like to stay directly in Lucca’s old town? Then we recommend the small boutique hotel, Il Pozzo di Santa Zita. It is located just a small hop away from the famous Piazza dell’Anfiteatro, therefore very central but quiet .

The whole house is incredibly tastefully decorated with a great amount of attention to detail . On top of that are many extras, such as a coffee machine in your room and, last but not least, very comfortable beds.

Our conclusion: A very special place to stay! If you are looking to stay in the centre of town, you are in the right place.

A Guide to Lesser-Known Lucca, Italy

I taly was a travel hotbed this summer (literally and figuratively). It was the perfect storm of variables: Post-COVID travel crescendoing, the new season of HBO’s White Lotus — filmed at the San Domenico Palace, Taormina, A Four Seasons Hotel — airing and coupled with the rise of Tomato Girl Summer on TikTok, featuring crystal blue waters in Capri and mouthwatering plates of homemade pasta. But the influx of tourists caused prices to sky-rocket, particularly in already popular destinations like Southern Italy and Rome, and it became nearly impossible to get a true, authentic Italian experience. 

Enter the city of Lucca. Located in Tuscany, Lucca has been, to this point, spared the commercialization that many other, bigger Italian cities have not. Dating all the way back to Roman times, the city is surrounded by Renaissance walls, originally built to protect the city from attacks, that are still intact. (They’ve since taken on a new purpose, serving as a place for visitors to ride bikes or walk for some of the best views of the city and surrounding countryside.) Medieval architecture — towers, palaces and churches chief among them — have all been preserved, making it feel like you’ve entered a living time capsule that drips Italian culture. 

So whether it’s the first or last stop on your Italian getaway, this guide to lesser-known Lucca will give you a true taste of this magnificent city.

How to get to Lucca

To get to Lucca, your best bet is going to be to fly into Pisa (a 25-minute drive away) or Florence (two hours away), though it really depends on what else is on your itinerary.

Pro tip: It’s extremely easy to navigate Tuscany yourself, via rental car. If you return to Florence afterwards, there’s a central train station that you can take either north to Milan or south to Rome — choose your own adventure!

What to se e and do in Lucca

Piazza dell’Anfiteatro : In the center of town, and once a Roman amphitheater, the oval-shaped space is now the hub for colorful buildings, restaurants and boutique shops. 

San Martino (The Cathedral of Lucca) : Here you’ll find exemplary architecture at every turn as well as Volto Santo, a wooden crucifix of religious significance. If you’re in Lucca in September, there’s a Holy Cross Celebration , where the streets are lined with candles and lamps. 

Go on a local horse carriage ride : There’s a young local woman named Marika whose business relies heavily on her horses, Mario and Luigi. Between the three of them, they offer tourists rides through the city, with the horses playfully poking their heads into nearly every storefront in pursuit of treats from shop owners. 

Explore Lucca on foot: Lucca is a very walkable city, but still big enough to get a little lost. There are an array of different shops selling leather goods and handmade souvenirs, as well as cafés and plenty of authentic, Italian gelato shops. You can choose to venture on your own or with a local guide for a fuller experience. 

Ride a bike on top of the city walls : As previously mentioned, you can ride bikes or walk on the top of the famous walls of Lucca. It’s the perfect way to spend an afternoon: biking, sightseeing and even picnicking.

Partake in Prelude of Existence : Grand Universe Lucca offers a truly unique guest experience, where a local composer will actually write you your very own custom prelude based off your personality traits. After spending some time getting to know you, they’ll play your customized theme song for you before giving you the written music to take home as a souvenir.  

Visit Puccini Museum : If you don’t know who Giacomo Puccini is, you will after your visit to his home. The last of a dynasty of composers from Lucca, Puccini enrolled in music classes at the age of 10 before going on to become the most famous composer of his time. He passed away in 1924, but his legacy is alive and well in Lucca.

Guinigi Tower : Looking above at the city skyline, the Guinigi Tower is a bit mesmerizing. It’s tall and thin in diameter, yet there’s a full rooftop garden replete with oak trees. Visitors can climb to the top for stunning views.  

Go to an outdoor opera: If you’re in the market for a 30-minute drive to the coast, you can experience The Festival Puccini — an annual opera festival held in an open-air theater. There, you can also tour Puccini’s second home, which was transformed into a museum by his son in 1925. You won’t find many Americans in the audience of the three-act opera, but don’t worry — if you don’t speak Italian, there are screens with subtitles to follow along.

What to eat and drink.

La Linea : Obviously Italy is known for their pizza, and La Linea is slinging some of the most authentic Italian pies. With outdoor seating on a quaint street, it doesn’t get anymore Italian than this.

Sommita’ Martin Champagne Rooftop Bar : Opened just last year atop Grand Universe Lucca, it’s the first Martin Orsyn-branded terrace in Italy. Here you can enjoy cocktails, pre-dinner bites and primetime people watching.

Legacy : This restaurant, which serves breakfast, lunch and dinner, is located on the first floor of Grand Universe Lucca. Start your morning like a local by grabbing a table along the sidewalk and an espresso.

All’Olivo : Located inside one of the historical squares of Lucca, this restaurant is both authentic, and perfect for wine lovers. (Reminder that you are in Tuscany, so you can’t go wrong with any of the local vintages.) The restaurant is divided into four sections: “Sala dei vini” (the wine room), “Sala giardino” (the garden room), “Sala caminetto” (the fireplace room) and “Sala privé” (the private room). 

Pasticceria Taddeucci : If you’re looking for the perfect cafe, this is it. Originally opened in 1881, you’ll find traditional pastries here, like cakes and biscuits and, of course, espresso. 

Ristorante Giglio : This Michelin-starred restaurant self-identifies as a mosaic, where the chefs, the waiters, the diners, the ambiance, the menu and drinks all come together to create a cohesive vision. More than just a dinner, it’s an experience.

Trattoria da Ubaldo : This may not be for everyone, but if you’re looking for a bizarre-yet-intriguing place with odd decor (think skulls and sex symbols) for a fun nightcap, add it to your list.  

Gelateria Veneta Lucca : There are no shortage of authentic gelato shops in Italy, but this one has our vote. With so many different flavors to try, you’ll want to pick up some scoops after every meal.

Where to stay

Grand Universe Lucca : This 55-room hotel has lived quite a few lives, from a glass-blowing workshop to a noble residence. It couldn’t be more central, with views of two central squares (Piazza del Giglio and Piazza Napoleone), and while it’s got a restaurant and rooftop bar on-site, it’s just steps from streets full of restaurants, cafés and shops. Guests are able to enjoy plethora of amenities, from bicycle rentals to walking tours and more. 

Grand Universe La Residenza : If you have a larger number of guests or want something a bit more exclusive, this newly-opened property is the sister residence to Grand Universe Lucca, offering a luxurious experience of apartment-style accommodations to make you really feel like a local. 

After you’ve explored Lucca, the world is your oyster — you can travel further north into Tuscany, to Florence as a jumping off point to Cinque Terre, Rome or Milan. That said, if you head south to Sicily, you’re sure to find yourself missing the serenity (read: lack of tourists) on tap in Lucca.

Venice tests a 5-euro fee for day-trippers as the city grapples with overtourism

VENICE, Italy — Under the gaze of the world's media, the fragile lagoon city of Venice launched a pilot program Thursday to charge day-trippers a 5-euro (around $5.35) entry fee that authorities hope will discourage visitors from arriving on peak days and make the city more livable for its dwindling residents.

Visitors arriving at Venice's main train station were greeted with large signs listing the 29 dates through July of the plan's test phase that also designated separate entrances for tourists, and residents, students and workers.

Venice will limit tour groups to 25 people and ban loudspeakers to control tourism

"We need to find a new balance between the tourists and residents,'' said Simone Venturini, the city's top tourism official. "We need to safeguard the spaces of the residents, of course, and we need to discourage the arrival of day-trippers on some particular days."

Not all residents, however, are persuaded of the efficacy of the new system in dissuading mass tourism , insisting that only a resurgence in the population will restore balance to a city where narrow alleyways and water buses are often clogged with tourists.

Hundreds of Venetians protested against the program, marching festively though the city's main bus terminal behind banners reading "No to Tickets, Yes to Services and Housing." Protesters scuffled briefly with police with riot gear who blocked them from entering the city, before changing course and entering over another bridge escorted by plainclothes police. The demonstration wrapped up peacefully in a piazza.

Tourists arriving at the main station encountered almost as many journalists as stewards on hand to politely guide anyone unaware of the new requirements through the process of downloading the QR code to pay the fee.

Arianna Cecilia, a tourist from Rome visiting Venice for the first time, said she thought it was "strange" to have to pay to enter a city in her native country, and be funneled through separate entrance ways for tourists. She and her boyfriend were staying in nearby Treviso, and so downloaded the QR code as required, but she was still caught off-guard while soaking in her first view ever of Venice's canals by the sight of the entrance signs and her boyfriend telling her to get out the ticket.

On the other side of the entrance ways, workers in yellow vests carried out random checks at the train station. Transgressors faces fines of 50 to 300 euros ($53 to $320), but officials said "common sense" was being applied for the launch.

The requirement applies only for people arriving between 8:30 a.m. and 4 p.m. Outside of those hours, access is free and unchecked.

Venice has long suffered under the pressure of overtourism, and officials hope that the pilot project can help provide more exact figures to better manage the phenomenon.

The city can track the number of hotel visitors, which last year numbered 4.6 million and is down 16% from pre-pandemic highs. But the number of day visitors, which make up the majority of the crowds in Venice, could only be estimated until recently.

A Smart Control Room set up during the pandemic has been tracking arrivals from cellphone data, roughly confirming pre-pandemic estimates of 25 million to 30 million arrivals a year, said Michele Zuin, the city's top economic official. That includes both day-trippers and overnight guests.

But Zuin said the data is incomplete.

"It's clear we will get more reliable data from the contribution" being paid by day-trippers, he said.

Venturini said the city is strained when the number of day-trippers reaches 30,000 to 40,000. On peak days, local police set up one-way traffic for pedestrians to keep the crowds moving.

Residents opposing the day-tripper tax insist that the solution to Venice's woes are to boost the resident population and the services they need, limiting short-term rentals to make available more housing and attract families back from the mainland.

Last year, Venice passed a telling milestone when the number of tourist beds exceeded for the first time the number of official residents, which is now below 50,000 in the historic center with its picturesque canals.

"Putting a ticket to enter a city will not decrease not even by one single unit the number of visitors that are coming,'' said Tommaso Cacciari, an activist who organized a protest Thursday against the measure.

"You pay a ticket to take the metro, to go to a museum, an amusement park. You don't pay a ticket to enter a city. This is the last symbolic step of a project of an idea of this municipal administration to kick residents out of Venice," he said.

Venice officials expected paid day-tripper arrivals Thursday to reach about 10,000. More than 70,000 others had downloaded a QR code denoting an exemption, including to work in Venice or as a resident of the Veneto region. Hotels in Venice, including in mainland districts like Marghera or Mestre, should provide a QR code attesting to their stay, which includes a hotel tax.

Venturini, the tourist official, said that interest in Venice's pilot program has been keen from other places suffering from mass tourism, including other Italian art cities, and municipalities abroad such as Barcelona, Spain, and Amsterdam.

But Marina Rodino, who has lived in Venice for 30 years, doesn't see the fee as the cure-all. Neighboring apartments in her residential building near the famed Rialto Bridge once inhabited by families are now short-term apartment rentals.

The corner butcher shop closed. Yet she noted that the new entrance fee requirement will still allow young people to flood the city in the evening for the traditional aperitivo, which can grow rowdy.

She was passing out mock European Union passports for "Venice, Open City," underlining the irony of the new system, and challenging its legal standing with citations from the Italian Constitution guaranteeing its citizens the right to "move or reside freely in any part of the national territory."

"This is not a natural oasis. This is not a museum. It is not Pompeii. It is a city, where we need to fight so the houses are inhabited by families, and stores reopen. That is what would counter this wild tourism,'' Rodino said.
