Standard Policy for Guest Cancellations, Refunds & Final Payment

Learn about our standard cancellation policy and refund schedule.

In the case that you need to cancel your cruise vacation, you may be charged a fee based on the standard Princess Cruises cancellation policy. The amount will depend on the length of your itinerary and how far in advance of your departure date that you cancel. Use the charts below to determine your refund.

If you’ve already purchased  Princess Vacation Protection † , your refunds for covered cancellation reasons will continue to be governed by Princess Vacation Protection. Please review the plan coverage, conditions and exclusions for full details. We highly recommend that guests purchase Princess Vacation Protection – not only does it provide some peace of mind for unexpected cancellations, it also offers partial reimbursements for trip delays or interruptions, lost or damaged baggage and medical coverage.

Refund Schedules & Final Payment Due Date

For booked guests, please review your booking confirmation email which contains the cancellation schedule and final payment terms that apply to you. For full details and booking conditions, please also refer to the  passage contract .

Since a cancellation by you likely means a diminished opportunity to sell space on other cruises/cruisetours, the cancellation fees in the schedules below apply regardless of whether Your space is resold. You hereby agree that losses sustained by us in the event of Your cancellation would be very difficult or impossible to quantify, and that the fees set forth in our cancellation policy represent a fair and reasonable assessment as liquidated damages. The amount of cancellation fee varies based on length of sailing for cruise/cruisetour and timing of cancellation for cruise/cruisetour and Cruise Plus package, as illustrated in the schedules below.

CANCELLATION POLICY EXCEPTION(S): A. If You have purchased a specially priced promotion where the deposit is 100% non-refundable from the point of payment, You are not entitled to any refund, payment, compensation or credit whatsoever of Your deposit under any circumstance if you cancel Your booking.

B. If you have purchased a specially priced promotion that is 100% non-refundable from the point of payment, You are not entitled to any refund, payment, compensation or credit whatsoever of Your Cruise or Cruisetour fare if You cancel Your booking.

Cruise Cancellations & Refunds FAQs

How do I cancel? For bookings made directly with Princess Cruises, please visit the  Customer Support and Information page . For all other bookings, please contact your travel advisor.

How much will I be refunded? If you cancel, your refund amount will depend on the length of your itinerary and how far in advance of your departure date that you cancel. Please view the charts above to determine your refund eligibility.

What is the time window for cancelling? While you can cancel your cruise at any time, your refund amount will depend on the length of your itinerary and how far in advance of your departure date that you cancel. Please view the charts above to determine your refund eligibility.

When will I receive my refund if I cancel? We want you to know that we hear you and understand your frustration with the time it is taking to receive your refund. We are now refunding millions of dollars per week and are actively working through our back log. Our reservation and payment systems were not designed to handle this volume of refunds in a short period of time, and it is taking longer than we wanted. As we respect our guest’s money and time, we have increased the number of team members supporting this enormous effort and have made modifications to our systems. Am I eligible for cruise credit if I cancel? The standard Princess cancellation policy does not grant cruise credit, but residents of the U.S. and Canada (excluding New York, British Columbia ,  Puerto Rico and Quebec) may be eligible with Princess Vacation Protection.

How do I purchase cruise vacation protection if I may need to cancel? We highly recommend that you purchase vacation protection to offer some peace of mind and help you make the most of your trip.  Princess Vacation Protection  is available only to residents of the U.S. and Canada (not including New York, Puerto Rico and Quebec). It can be purchased at the time of booking or up until the final payment by visiting  Cruise Personalizer . You can also call your travel advisor or visit the  Customer Support and Information page . You are considered enrolled as soon as the cost plan has been paid. Please review the terms, conditions and exclusions of the plan by visiting our  Princess Vacation Protection page  and clicking on your state-specific plan documentation. What will be refunded if I cancel? If you’ve pre-paid for shore excursions or onboard purchases, you will receive a full refund. The Princess Cruises refund policy states that you will also receive money back on taxes, fees, port expenses, transfers and surcharges. You may also receive a refund for part of your cruise fare depending on the length of your itinerary and how far in advance of your departure date that you cancel. Exceptions If you cancel, you will not receive a refund or cruise credit for the deposit or fare or your cruise/cruisetour if you have purchased a specially priced promotion where the deposit or fare is 100% non-refundable. What Happens if I Cancel My Cruise? What to Know About the Process

Most people book a cruise and can’t wait to get on the ship. Unfortunately, sometimes life takes an unplanned turn and you have to cancel. Maybe it’s because you get sick, there’s a death in the family, a job loss, or any other number of reasons.

No matter the reason, having to cancel a cruise does occasionally come up, and the details of the process aren’t always so clear. It’s not as simple as just clicking a button to cancel and getting your money back. There are a number of hurdles and things to know about getting a refund when you decide not to sail.

To help make things clearer, we’ve covered a number of the most common questions you might have about canceling a cruise…

Am I Allowed to Cancel my Trip?

First and foremost, yes, you are allowed to cancel a cruise that you’ve booked . As well, you can cancel your trip for any reason that you want — even if you just simply decide you don’t want to take the cruise.

Just because you book the trip doesn’t mean you are obligated to actually sail. Of course, that doesn’t mean you are entitled to get all of your money back (more on this in a moment).

But if you thought that you could only cancel for certain reasons or that you weren’t able to cancel at all, that’s simply not the case.

How Do I Cancel a Cruise?

If you’re wanting to cancel your trip, you might find that it’s not as simple as you hoped. These days many of us are used to being able to cancel an order online with the click of the button. That’s usually not the case with cruising.

If you want to cancel, you aren’t likely to find a simple button in your online cruise account that lets you cancel. Even if there is one, it might be difficult to find.

Instead, the best way to cancel the trip is to give the cruise line a phone call . You can easily find the number to call on the cruise line website. Connect to a representative and then let them know that you’d like to cancel the trip. They will walk you through the process.

Is There a Penalty I Have to Pay?

If you cancel anywhere close to the cruise date, then you should expect that you will receive a penalty for the cancelation. However, this penalty isn’t in the form of another charge. Instead, it comes out of the deposit or cruise fare that you’ve paid. So you don’t have to shell out more money, you will just get back less than you paid.

These penalties will vary from cruise line to cruise line and even based on the length of the cruise. In general, the longer before your cruise you cancel, the smaller the penalty fee will be.

In many cases, cancellation penalties start between 90-120 days from the cruise date. Cancel before that and you’ll get back what you’ve paid, minus your initial deposit. The closer to the sailing date before canceling, the higher the penalty amount. Usually canceling anytime within 30 days of the cruise means a penalty of 100% of the cruise fare.

What If I Just Don’t Show Up For The Cruise?

Say instead of canceling your trip, you simply don’t show up on cruise day. That’s not the same as canceling. Cruise lines make it clear that if you don’t show at the port, that will lead to no refund.

As Norwegian Cruise Line says clearly on their website, “No refunds will be given on any cruise for no-shows.”

How Can I Cancel Without a Penalty?

Say your cruise is upcoming and something happens that forces you to cancel. Does that mean you will always see a penalty?

Typically the answer is that most cancellations will have some sort of penalty, even if you cancel well before the trip actually sails. This penalty can be minimal if done well in advance, when it’s normally just the deposit amount.

But what about canceling with absolutely no penalty? This is unlikely. In some cases you may be able to cancel and if you have travel insurance, that policy could cover a penalty. However, travel insurance usually only covers cancellations for specific reasons. If you do have “cancel for any reason coverage” then it offers more flexibility in what it pays.

Does Travel Insurance Cover Cancellation Penalties?

If you’re hit with a cancellation penalty, travel insurance may be a big help. You’ll definitely want to check with your policy, however.

Usually travel insurance covers losses only for specific named reasons . This includes things like sickness, death, loss of job, and other major reasons. If canceling for a reason outside the scope of what’s allowed by your policy, then don’t expect it to cover the penalty.

Some policies offer “cancel for any reason” coverage. As the name implies, with this sort of policy, you’re covered no matter why you decide to cancel. However, the trade-off is that it often covers only a certain percentage of your loss.

In the case of any travel insurance, you’ll want to carefully read your specific policy for coverage before you decide to cancel the trip.

What About Taxes & Fees I Paid for the Cruise? Are They Refunded?

When you pay for your cruise, not everything your paying is the cruise fare. For instance, you pay the cruise fare, but also taxes, fees, and often other extras. So if you pay $1,000 per person for a cruise, maybe $850 of it is actual cruise fare.

It’s important to know that if you cancel and a penalty is assessed, that it doesn’t apply to taxes and fees paid. These are refunded to you, no matter the penalty. So if you paid $1,000 in total but only $850 of that was actual cruise fare, the remaining $150 would be returned to you — even if you had a 100% fare penalty for canceling the trip.

What About Extras That I Bought or Prepaid Gratuities?

In addition to your cruise fare and taxes/fees, you might have spent other money on your trip. This can include things like pre-booked packages, such as drink packages, specialty restaurants, or wi-fi. It can also mean excursions or prepaid gratuities. In some cases, these items can add up to hundreds or even thousands of dollars.

The good news is in general prepaid items are refunded, just like port fees and taxes. So if you’ve prepaid gratuities, or bought the drink package, that money will normally be returned to you. If you’re worried about these extras, you can often go in and cancel them individually for a refund before and then later cancel the cruise.

As Princess says in their cancellation policy, “If you’ve pre-paid for shore excursions or onboard purchases, you will receive a full refund. The Princess Cruises refund policy states that you will also receive money back on taxes, fees, port expenses, transfers and surcharges.”

I booked a cruise with Viking and have to cancel due to health. I did buy insurance. Problem is my roommate still wants to go , but viking even though they have been paid in full, wants to charge her additional $5600 for the room even though it’s already been paid. I am not asking Viking for a refund am going through the insurance

What is Celebrity's cruise or Cruisetour cancellation and refund policy?

In the event of a cancellation of a Cruise or CruiseTour, any applicable Taxes/Fees or Fuel Supplement charges shall be refunded. For bookings made outside of the United States and Canada, a different cancellation policy may apply. Contact your local office or travel agency for details.

Cancellation notices are effective when received by the Operator.

For Passengers who have booked a CruiseTour and desire to cancel their tour portion while retaining the Cruise, refunds of the CruiseTour Fare (including any applicable supplement charges) shall be made in accordance with the following cancellation policy. Guests who convert their CruiseTours to a cruise only booking within forty-two (42) days of the start date of the tour segment of the CruiseTour will be subject to a cancellation charge. The amount of that charge varies depending on the location of the CruiseTour and/or its length. For the specific amount of the charge, visit  Our FAQ section .

The cancellation charge policies set forth above vary for single occupancy or for the third, fourth or higher occupants in a stateroom or for groups. Consult your travel agency or call Celebrity for further details.

Cancellation by the Passenger after the Cruise or CruiseTour has begun, early disembarkation of the Passenger for any reason, including pursuant to any provision of this Ticket Contract, or “no-shows” shall be without refund, compensation, or liability on the part of the Carrier whatsoever.

If Carrier received payment via credit card, the refund will be made to that credit card. If Carrier received payment from your travel agent, the refund will be provided back to that travel agent.

Carrier reserves the right to offer promotional cruise fares or other offers that may modify the cancellation policies set forth above.

For cancellations of air flights, hotel stays, transfer services, shore excursions, pre-purchased amenities, CruiseCare, pre-booked services (such as spa, photography or wedding services) and pre-booked arrangements such as specialty dining, see the applicable terms and conditions for any applicable cancellation charges.

Cancellation of Cruise For Australian and New Zealand Residents

The following cancellation charges will then apply to your cruise. Standard Cruises & Cruisetours (Cruise Portion Only).

Days Prior to Cruise Departure and cancellation Charges:

  • 151 or more days : deposit is refundable except in the case of non- refundable deposit promotions and airfares
  • 150-71 days:  loss of deposit 
  • 70-46 days:  25% of fare*
  • 45-31 days:  50% of fare*
  • 30-15 days:  75% of fare*
  • 14 days or less:  100% of fare

Cancellation of Cruise for UK & Ireland Residents

For cancellations received, the following cancellations charges will apply:

· 5 days or less before departure 100%

· 6 to 14 days before departure 90%

· 15 - 28 days before departure 75%

· 29 - 69 days before departure 50%

· 70 days or more before departure deposit only (including any increased deposit amount for any ’advanced purchase’ flight tickets.

Please be advised that if your booking was made prior to 01/07/2021, the final payment is due 57 days prior to the start of your cruise.

Please be advised that the minimum cancellation charge will always be the loss of deposit including any increased deposit amount if you have purchased advance purchase air fares. Please note that any amendment or transfer fees will also be charged when a booking is cancelled.

Is cruise/vacation cancellation protection available?

Cruise cancellation protection is available through Celebrity’s CruiseCare® plan, which is designed and intended for US residents, excluding residents from New York.

How can I request a refund?

If we cancel a voyage, or delay embarkation by three (3) days or more and you elect not to sail on the delayed voyage or a substitute voyage we offer, you can obtain a refund or a future cruise credit (FCC).  Although our practice is to issue a future cruise credit automatically, you may instead submit your request for a refund by contacting us .   Refund requests must be made within six (6) months of the date the cruise was cancelled or the scheduled embarkation date, whichever is earlier.  

Please note this policy does not apply to guests booked on chartered sailings.  If you were booked on a chartered sailing that was canceled or embarkation was delayed by three (3) or more days, and you wish to inquire about refunds or future credits, you must contact the third party reseller that sold you the cruise.

With nonrefundable cruises, you can lock in those extremely attractive fares, but in the event you can’t sail as planned, you won’t have the option to simply get your money back. Each cruise line has a different cruise refund policy, but in many cases, you could lose your deposit or be issued a future cruise credit in lieu of a refund, and extra cancellation or service fees will probably apply as well. When plans go wrong: Your guide to booking refundable travel

In recent weeks, the travel industry has been rocked by disruptions that sound like they belong in action movies starring The Rock. With cruise ships quarantined for weeks on end, and entire countries shut out from interaction with the rest of the world, travelers around the world are asking us, "What are my options? Where can I go? Can I even travel at all?"

We've published plenty of guides about safety , travel insurance and destinations that are still safe to visit . This one, however, tells you everything you'll want to know about planning a trip you might need to cancel on short notice — without forfeiting your entire vacation budget.

Travel insurance

Credit card trip protection does not apply to epidemics.

Unfortunately, the coronavirus is one of those major events that is not covered under most insurance policies, regardless of whether you have insurance through your credit card benefits, or if you purchased an independent insurance plan from a third-party underwriter.

Travel insurance providers have now declared COVID-19 to be a " foreseen event " — and once that happens, travelers can no longer purchase trip cancellation insurance benefits.

Purchase "cancel for any reason" travel insurance

That being said, it isn't all gloom and doom: You can still get your money back in the event of a travel disruption by purchasing a really good travel insurance plan. It's just going to cost you.

"Cancel for any reason" coverage means exactly that: Cancel because the coronavirus beat you to your vacation spot. Cancel because your significant other dumped you in the airport. Cancel because you feel like it. Whatever the reason, this level of coverage allows you the peace of mind of knowing that you can get your money back when plans go awry.

There are a few key points to note about this level of coverage:

  • "Cancel for any reason" plans usually must be purchased within 14-21 days from when you made your initial trip payment. You can't purchase it last-minute.
  • You can expect the plan to cost at least 10-12% of your total trip expenses.
  • You may have to insure 100% of your trip costs in addition to canceling your trip at least 48 hours before departure time to receive a refund of up to 75% of the trip cost.

Cancel within 24 hours of booking

Frequent travelers know that you can cancel flights operating within or to the U.S. within 24 hours of booking , as long as you purchase seven days or more before the date of your departure. However, this rule is worth mentioning again, especially in the context of recent travel news.

The US Department of Transportation is the governing entity behind this policy, which means that foreign carriers are also required to adhere to this rule when you purchase a fare that arrives into the U.S.

But note that the no-penalty cancellation within the first 24 hours of booking only applies to flights booked more than seven days in advance, as this reader mistake story illustrates in excruciating detail. If you purchase your flight within that seven-day window, there are no refunds.

Book full-price flights

Look, we get it: Nobody wants to pay full price, especially if discount options are available. But sometimes, that full-price flight is exactly what you need for times when things go wrong, because those are the only tickets that are fully refundable without cancellation or change fees.

Book award flights for greater flexibility

Here at The Points Guy, we often tout the value of points and miles for getting outsized value on your travel. Whether it's for first-class travel for an out-of-pocket cash cost of a few dollars toward taxes and fees, or last-minute flights to see a family member in an emergency, points and miles are your biggest money saver in the travel game.

This principle holds true when it comes to cancelling award bookings as well: Most airlines and hotels offer more lenient rules when it comes to award reservations because they're refunding you in the company's loyalty currency. If you cancel in advance, you can usually request to redeposit your miles for a fee, depending on whether or not you hold elite status with the airline. United's top-tier elite 1K members , for instance, are eligible for full refunds on award mile redeposits up to the time of travel.

Just be sure to cancel before your flight is scheduled to depart: In some cases, those miles are forfeit the moment that flight takes off without you. In others, you'll have to pay a higher fee to have those miles reinstated to you; United, for instance, charges $125 to get your miles back after no-showing on a flight, even for top-tier elite members.

Book with Southwest

Ahh, Southwest: America's favorite family-friendly airline continues to set itself apart from the competition. Beyond the free checked bags and open seating, Southwest offers one of the best policies of all time: Cancel or change your flight at any time, and simply pay the difference. There are no penalty fees at any point, even if the fare goes up or down.

When it comes to Southwest cancellations , here's what you need to know:

  • For award travel, you get your Rapid Rewards points back immediately after you cancel. You will be refunded the points even if you no-show a flight (although it's good form to cancel as courtesy to the airline, and for other passengers who may be waiting standby).
  • For flights paid in cash, you can get a full refund within 24 hours, as with most U.S. airlines; after that, you get the value of your ticket in the form of Southwest credit , which is valid for one year from the date of original booking. You must cancel more than 10 minutes before your scheduled departure time.

Book through an airline offering waivers for travel impacted by coronavirus

A number of airlines have begun offering waivers for travel booked over the next couple of months. If you're planning a trip but have been feeling hesitant over coronavirus concerns, consider booking with one of these airlines.

Here's what you need to know for U.S. airlines flying to Europe ; and here's what you need to know for domestic travel .

Purchase Freebird flight protection for domestic flights

Freebird essentially works as a "$19 insurance" option for domestic flights: If your flight is canceled or delayed past a certain number of hours, Freebird will book you on the next flight of your choice that's headed to your destination — even if it's on another airline.

Book low-budget flights you don't mind abandoning if necessary

Most frequent fliers don't celebrate low-cost carriers for either comfort or convenience. Instead, budget airlines usually win on one front alone — cost. The reason is simple: If you just need to get from Point A to Point B, a good fare on a low-cost carrier can cost less than a tank of gas. Similarly, if you're planning a trip but don't want to drop cash on a travel insurance plan, purchasing a budget fare may make more sense than paying for a full-fare ticket you may have to abandon.

Book directly through hotels with liberal cancellation policies

Each chain, brand and property has its own rules and guidelines , and sometimes different room rates will even incur varying cancellation times and dates — some lower-cost fares, for instance, often include a nonrefundable clause. Others like to get tricky; sometimes an individual property will request greater advance-notice windows despite its parent company policies. Make sure you read the fine print carefully, and ideally more than once, before hitting "confirm", for peace of mind.

And if unique circumstances are working against you so that last-minute cancellation is inevitable, keep in mind a cardinal rule of travel: It never hurts to ask for what you want (in this case, a refund) — nicely, courteously and with no sense of entitlement for what you hope to accomplish.

Skip third-party agencies

I'm primarily a Hotels.com girl, simply because most of my personal stays are haphazard enough that I don't have the opportunity to build up much elite status. Hotels.com makes it really easy for me to earn points on each of those random nights here and there, and aggregate all of that hard-earned effort into one free night per 10 nights of paid stays.

But when it comes to online travel agencies (OTAs) like Hotels.com, Expedia or Priceline which purchase travel in bulk, these companies have little to no negotiating power with the hotels that actually offer room inventory. Moreover, OTAs aren't as incentivized to help you because if you cancel, they lose out as well, unlike hotels under a chain which at least will want to earn your long-term business. Moreover, most of the best rates through Hotels.com or Expedia will include a nonrefundable clause because you're trading your flexibility for the guarantee that they'll earn your money.

It's important to note that credit card travel portals like Chase Ultimate Rewards , American Express Membership Rewards and Citi Thank You all count as third-party agencies in the eyes of the hotel. Basically, if you didn't purchase your room in person or through a hotel representative or website, you aren't that hotel's direct customer.

So if you need to be able to get out of your travel plans quickly, book directly through the hotel. As mentioned above, you'll have a much better chance of asking for what you want — and getting it.

Use hotel points to book award redemptions with more flexibility

As a general rule, you can get your miles redeposited to your account when you cancel hotel award bookings, as long as you do so enough in advance of your stay. Better yet, most hotels also don't charge redeposit fees on award bookings, unlike airlines.

Like the section above says, most properties require a 48-hour advance notice , but you'll also want to read the fine print carefully here as well.

Try booking an Airbnb instead of a hotel

Hotels across the board tend to be more strict about refunds and no-shows. But individual Airbnb hosts have control over their own cancellation policies.

You are neither guaranteed nor entitled to a refund in the event that you need to cancel, particularly when it's last-minute. But it never hurts to ask very nicely, and it always helps to offer some kind of explanation, especially if the reason you can't make it is out of your control. For instance, if your flight is canceled and you have no way of getting to your destination, it makes logical sense that you won't be able to make it to your Airbnb.

Rental cars

Book car rentals with free cancellation.

When it comes to booking rental cars , a lot of companies out there want your business. But the industry as a whole can include a lot of hidden fees throughout the booking process, and it isn't always clear what is and isn't mandatory.

Fortunately, you can price-shop and you can generally cancel rental car reservations without penalty, since you don't pay at the time of booking; you pay at pickup. (Of course, this is a great time to read the fine print on your particular booking, just in case.) However, it's still courteous to call and notify the rental car company if you know you won't be picking up the car you reserved. This frees up your designated vehicle for another customer who may need it to get home.

Check their cancellation policies or ask for credit toward future trips

As coronavirus fears sweep around the world, cruise companies are offering waivers, no-fee cancellations, deeply discounted sales and credit toward future trips for potential passengers looking to cancel their trips.

Windstar Cruises published a generous new booking policy in late February, allowing travelers cancel their cruises up to 15 days in advance of a trip without paying the [normally steep] cancellation penalties. "The new Travel Assurance Booking Policy is an extra effort to ensure travelers feel comfortable booking a well-deserved cruise vacation now without fearing loss should they need to cancel."

Bottom line

At the end of the day, having to cancel a trip you were excited to take is a huge stinking bummer, regardless of the reason. But following these tips will help ensure that the ache is only felt in your heart — not in your wallet.

This New ‘Standby’ Cruise Fare Costs Just $49 Per Day—but Is It Worth It?

Would you be willing to wait at a port city with your bags packed, hoping to board a cruise at the last minute, all in order to secure one of the cheapest cruise deals out there? Holland America—with its industry-first standby fare offerings—is betting yes.

The line’s new Standby List Program allows travelers to put their names on a list of prospective passengers to be confirmed for a voyage if there are unsold rooms on the ship. Standby cruisers only pay $49 a day, but they receive as little as two days’ notice to get ready for the trip.

For flexible travelers, the scheme offers the possibility of huge savings. Here’s everything cruisers should know about sailing on standby.

How do the fares work?

To get on the standby list, travelers can select an itinerary on Holland America's list of standby-eligible voyages and call 877-724-5425 to join. (You can also have your travel advisor add you to the standby list on your behalf.)

Once you're on the list, you'll be charged $49 per person per day (not including taxes, fees and port expenses, which can cost several hundred dollars more). If you’re not selected for the cruise, you’ll receive a full refund.

When the week of the sailing arrives, the cruise line will start notifying standby passengers whether they made the cut. Guests are confirmed for their sailings in the order they were added to the standby list, so signing up early counts. Would-be passengers should expect to hear their status between seven to two days before the voyage’s departure.

Travelers who aren’t confirmed within two days of the sailing’s departure receive an immediate refund. Truly spontaneous travelers can choose to cut things even closer with a more nail-biting option: They can opt to remain on the standby list all the way up until 90 minutes before departure to see if there’s a no-show. If that doesn't work out, they’ll still get a full refund.

The deal could offer major savings to group travelers who have a bit of flexibility this summer, as the third and fourth guests in a stateroom can travel nearly for free—they would just be on the hook for taxes and fees. But young families are not eligible for cruising standby, as the fares are only available for travelers ages 21 and older. Since it would be a major gamble to travel long distances for an unconfirmed trip, the standby option makes the most sense for people who live in or near eligible ports like Vancouver , Seattle , San Diego , Fort Lauderdale , Boston , Montreal , or Quebec .

How can travelers take advantage?

In 2024, the bulk of standby fares that Holland America is offering are for Alaskan voyages departing Seattle, Whittier, and Vancouver, as well as New England and Eastern Canada voyages departing from Boston, Montreal, and Quebec City.

There are also a handful of transatlantic sailings departing from Fort Lauderdale, Florida, including an extended six-week sailing in November that meanders through dozens of Mediterranean ports in Italy, Portugal, Spain, Morocco, and Egypt, to name a few. Most of the dates for the standby itineraries stretch from May through September, with a few options in October and November as well.

It all sounds appealing, but there are a few factors travelers should keep in mind. “With this program, you've got to be extremely flexible in all aspects of your trip,” says Tanner Callais, founder of cruise travel advice site Cruzely . “Some of these cruises sail for extended periods of time, including up to 42 days,” which is the duration of that lengthy Mediterranean sailing. “You also don't know what sort of cabin you'll receive,” he says. “If you're someone that has to have a balcony room, then this might not be for you.

The type of cabin could, in fact, be a deal breaker for certain travelers. Holland America says it charges standby guests for an interior stateroom, a space as small as 143 square feet with no windows. But travelers could be assigned any category of room ranging up to a verandah stateroom, which ranges from 228 to 405 square feet with enough outdoor space to fit two deck chairs. However, it’s all based on availability.

“Travelers who want to benefit from a standby fare should keep in mind that once confirmed, Holland America Line assigns their room,” says Rob Clabbers, founder and president of the agency Q Cruise + Travel . “While that might result in savings, it means travelers may end up in the last remaining and likely less preferred location—above a theater or night club [or] all the way forward or aft. While this may work for some, it is definitely not recommended for those who fear seasickness, have mobility issues, would like to be close to travel companions, [or] want to be near or away from elevators,” he says.

Holland America Line also notes that these deals are intended for travelers who live within driving distance of the departure ports. “Booking a last-minute airline ticket could end up being more than the cost of the cruise,” Callais says. “That said, the fares are so low that if you have the flexibility, then it might be one of the best deals you'll ever find. This is especially the case if you're a solo traveler, as the double occupancy fare doesn't apply.”

Travelers will want to run the numbers on each voyage to ensure they’re receiving the best possible deal for enduring the hassle of last-minute arrangements. Some of the sailings do offer incredible value. “However, on other sailings, the savings are not nearly as great,” Clabbers says. “If you or your travel advisor do some research, you may very well find some sailings at fares that are similar or even lower than the $49 per day standby fare—and without the restrictions.”

For instance, it’s possible to book a seven-day Alaska sailing that departs June 9 on Holland America’s website, with prices for an inside room starting at $349 per person, plus $310 in taxes, fees, and port expenses. “You even get a $50 credit to spend on board per room, but the biggest advantage is that you can confirm this several weeks before sailing, so you can fine-tune your travel plans rather than have to wait until the very last minute,” says Clabbers.

One of the better deals would be the 42-day Mediterranean Cruise leaving from Fort Lauderdale in November. Booking that sailing outright, “you would pay $5,479 plus $435 in taxes, fees, and port expenses per person based on double occupancy for an Inside room,” Clabbers says. But, if you sail the itinerary on standby and get confirmed, “you would pay a total $2,058 per person plus taxes. Obviously that would be a good deal.”

Will other cruise lines start offering standby prices?

You might be wondering why a cruise line would offer fares as low as $49 a day. At the end of the day, more guests on board means ships generate more money. “Obviously, a cruise line wants to sail with every cabin filled to maximize revenue and efficiency of scale,” says Callais. “If a room sails empty, the cruise line is still using the same amount of fuel and paying the crew and captain the same wage.”

The majority of new ships break even at 50% occupancy, while older ships need 80% occupancy to hit that benchmark, according to Tom Baker , president of Cruise Center .

Carnival Corporation, which is Holland America’s parent company, saw an average revenue of $236 per passenger each cruise day in 2023, while its direct expenses per passenger was about $156 each day, according to Callais’ analysis of the company’s earnings report . But whereas most of a line’s expenses are fixed, there’s always more room to increase revenue with more passengers, who are bound to spend more on the ship. “In other words, even if this standby rate is less than the cruise line would make at a normal rate, it's still better to earn a little money from it than zero,” Callais says.

Although Holland America is the only major cruise line currently offering the standby fare, it could catch on at other companies if it brings in enough money. “Like most industries, cruise lines are constantly looking at competitors and seeing what they are offering or doing that might benefit their business,” Callais says. “If it works, it will get picked up by others.”

Regardless, it’s likely that standby offerings will stay limited to certain lines, as well as specific ports and times of year. “If the program trains too many passengers to just wait and cruise standby, then that could actually end up hurting the bottom line,” Callais says.

But for many travelers, planning and looking forward to a trip is half the fun: "Part of the joy of travel is the anticipation of the experience," says Clabbers.

Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.  
  • In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.  
  • DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

The final rule on refunds can be found at https://www.transportation.gov/airconsumer/latest-news and at regulations.gov , docket number DOT-OST-2022-0089. There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.

Princess Cruises' Star Princess ship delayed, 9 sailings canceled

Travelers will have to wait longer than planned to sail on Princess Cruises’ upcoming ship.

The delivery of Star Princess, which was set to debut next summer, will be pushed back by about two months. The cruise line said the delay was a “mutual” decision with shipbuilder Fincantieri.

“Following a comprehensive review of the remaining construction milestones, both parties have elected to adjust the ship's delivery date from July 29, 2025 to September 26, 2025, which will result in the cancellation of the nine inaugural sailings,” Princess said in a news release .

Guests whose cruises are impacted will be able to rebook on any Princess ship and, depending on which sailing they pick, receive future cruise and onboard credits. They will also be able to opt for a full refund of their fare instead.

“Despite our collective dedication and relentless pursuit to deliver the ship in late July, it has become evident that additional time is required to ensure the Star Princess is delivered to the highest standards expected by our guests,” Princess Cruises President John Padgett said in the release.

Your cruise was canceled: Now what?

The ship’s new inaugural itineraries will include 11 and seven-day Mediterranean cruises on Oct. 4 and 15, 2025, respectively. Those will be followed by a two-week transatlantic voyage to Fort Lauderdale, Florida on Oct. 22, 2025.

Those sailings will be available to book on April 30.

Star Princess will be the second in the line’s Sphere Class. Sister ship Sun Princess was also delayed ahead of its launch earlier this year, with Princess citing “additional technical work” needed at the shipyard.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

Airlines are ordered to give full refunds instead of vouchers and to stop hiding fees

WASHINGTON — In an effort to crack down on airlines that charge passengers steep fees to check bags and change flights, the U.S. Department of Transportation has announced new regulations aimed at expanding consumer protections .

One of the final rules announced Wednesday requires airlines to show the full price of travel before passengers pay for their tickets. The other will force airlines to provide prompt cash refunds when flights are canceled or significantly changed.

"Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them - without having to ask," said Transportation Secretary Pete Buttigieg in a statement announcing the new rules.

Surprise junk fees have become a large and growing source of revenue for airlines in recent years, according to the DOT.

"Today's announcements will require airlines to both provide passengers better information about costs before ticket purchase, and promptly provide cash refunds to passengers when they are owed — not only saving passengers time and money, but also preventing headaches," Buttigieg said.

The airline industry is unlikely to welcome the new rules. At a hearing on the proposed fee rule in March 2023, an industry lobbying group representing American, Delta and United said it would be too difficult for airlines to disclose their charges more clearly.

"The amount of unwanted and unneeded information forced upon passengers" by the new policy would only cause "confusion and frustration," warned Doug Mullen, the deputy general counsel at Airlines for America . "Very few, if any, need or want this information, and especially when they are initially trying to understand schedule and fare options."

But the DOT insists its new rule will give consumers the information they need to better understand the true costs of air travel.

"I believe this is to the benefit of the sector as a whole," Buttigieg said in an interview with NPR's Morning Edition , because passengers will have "more confidence in the aviation sector."

The new rules require airlines to disclose all baggage, change, and cancellation fees, and to share that information with third-party booking sites and travel agents.

The regulation also prohibits bait-and-switch tactics, the DOT says, that disguise the true cost of flights by advertising a low base fare that does not include all mandatory fees.

"This is really about making sure that we create a better experience for passengers, and a stronger aviation sector in the United States," Buttigieg said in the NPR interview.

The FNPP includes two KLT-40S reactor units. In such reactors, nuclear fuel is not replaced in the same way as in standard NPPs – partial replacement of fuel once every 12-18 months. Instead, once every few years the entire reactor core is replaced with and a full load of fresh fuel.

The KLT-40S reactor cores have a number of advantages compared with standard NPPs. For the first time, a cassette core was used, which made it possible to increase the fuel cycle to 3-3.5 years before refuelling, and also reduce by one and a half times the fuel component in the cost of the electricity produced. The operating experience of the FNPP provided the basis for the design of the new series of nuclear icebreaker reactors (series 22220). Currently, three such icebreakers have been launched.

The Akademik Lomonosov was connected to the power grid in December 2019, and put into commercial operation in May 2020.

Electricity generation from the FNPP at the end of 2023 amounted to 194 GWh. The population of Pevek is just over 4,000 people. However, the plant can potentially provide electricity to a city with a population of up to 100,000. The FNPP solved two problems. Firstly, it replaced the retiring capacities of the Bilibino Nuclear Power Plant, which has been operating since 1974, as well as the Chaunskaya Thermal Power Plant, which is more than 70 years old. It also supplies power to the main mining enterprises located in western Chukotka. In September, a 490 km 110 kilovolt power transmission line was put into operation connecting Pevek and Bilibino.
