White House to Host Macron in Biden’s First State Visit

After months of pandemic-related disruptions to President Biden’s diplomatic calendar, the White House is set to welcome the French president in December.

WASHINGTON — The White House announced on Monday that it would host President Emmanuel Macron of France and his wife, Brigitte Macron, in December in the first state visit of President Biden’s administration.

The visit, which is scheduled for Dec. 1, comes as both leaders have sought to shore up cooperation between the United States and Europe amid several global crises, in particular Russia’s invasion of Ukraine and the ripple effects it has caused across global markets.

“We work closely with France on the full range of global challenges, as you all know, including the war in Ukraine,” Karine Jean-Pierre, the White House press secretary, told reporters on Monday. “It is for these reasons that the president and first lady thought it was important to welcome this close and valued partner to the White House for their first state visit.”

“It will underscore the deep and enduring relationship between the United States and France, our oldest ally,” she said.

The visit symbolizes something of a return to traditional diplomatic activities for Mr. Biden, especially after the White House regularly postponed trips and whittled down meetings with foreign leaders for many of the early months of his presidency because of the pandemic.

“Covid certainly has delayed many of the in-person events a president traditionally hosts at the White House,” Ms. Jean-Pierre said.

But the White House announcement indicated that the visit, which will include a state dinner, will feature the usual pomp and pageantry of traditional state visits, through which the White House celebrates ties with its closest allies.

For Mr. Macron, it may be a more familiar affair.

In 2018, Mr. Macron was also the first world leader to be invited for a state dinner by President Donald J. Trump , attending a ceremony that included a performance by the Washington National Opera and wine produced through an American and French viticulture collaboration. Mr. Macron won a second term as France’s president in April and will return for his second state visit surrounded by a new administration.

The visit also marks a recovery in relations between Paris and Washington after a low point last year, when it was revealed that the United States had secretly pursued plans to help Australia build nuclear submarines, effectively undermining a 50-year, $66 billion deal France had cut to supply the Australian government with its own conventional submarines.

Mr. Macron and other top French officials were incensed by the secret negotiations, going as far as to briefly recall French ambassadors from both the United States and Australia. Mr. Biden later sought to repair relations , meeting with Mr. Macron one on one and describing the United States’ handling of the negotiations as “clumsy.”

In recent weeks, however, both Mr. Biden and Mr. Macron have spoken about the need to coordinate their activities in response to threats to Western democracies.

At the U.N. General Assembly last week, both men condemned President Vladimir V. Putin of Russia for disrupting the international order with its war, which has reverberated beyond Ukraine by sending energy prices in Europe skyrocketing before winter.

Since the war began, Mr. Macron has repeatedly sought to negotiate with Mr. Putin to mediate the conflict, while Mr. Biden has consistently urged lawmakers in the United States to continue approving regular military aid packages for Ukraine in an attempt to tip the balance of the war.

State visits traditionally offer an opportunity for cabinet secretaries and senior lawmakers to mingle with their counterparts, and the visit is also expected to offer an opportunity for discussions on climate and trade policy.

VP Kamala Harris talks abortion in La Crosse, announces minimum nursing home staff levels

LA CROSSE — In a visit to a purple region of Wisconsin on Monday, Vice President Kamala Harris announced new rules for nursing home staffing and rallied voters around abortion as the race for the presidency remains extremely tight in the battleground state.

"This is a moment where we must stand up for foundational, fundamental values and principles," Harris told supporters during a campaign event at the La Crosse Center. "Here's the other piece that I will say: When we think about what is at stake, it is absolutely about freedom."

The trip to La Crosse reflects Democrats' efforts to make abortion a key factor in motivating turnout for President Joe Biden, including among voters in purple areas or even the traditionally red Milwaukee suburbs.

Women affected by abortion bans in other states campaigned for Biden in Waukesha County last week , and Harris brought a similar message to the area in January . Biden administration officials have also made frequent trips to Milwaukee and Madison this year, both Democratic strongholds.

Democrats have focused blame on former President Donald Trump, who has so far visited Wisconsin once this election cycle. Trump held a two percentage point lead over Biden in the most recent statewide poll by the Marquette University Law School, 51% to 49%, well within the poll's margin of error.

Trump in a video statement earlier this month said abortion restrictions should be left up to the states . Abortions are currently being provided in Wisconsin, but the state Supreme Court could soon weigh in .

"There is a clear line between where we are now and who is to blame," Harris said. "The former president was very clear with his intention — he would fill and appoint three members of the U.S. Supreme Court with the intention that they would overturn the protections of (Roe v. Wade)."

Harris announces new rules for staffing levels at nursing homes

Before speaking at the campaign event, Harris met with home health care workers at the Hmoob Cultural & Community Agency, where she announced two new federal rules.

One sets minimum staffing levels in nursing homes that receive federal funding through Medicare and Medicaid — about 3 1/2 hours of staffing per resident per day, a requirement that will be phased in. A registered nurse will also be required on site at all times.

Another rule provides that more Medicaid payments for home care services go toward workers' wages.

"The two announcements that we are making today recognize that we owe you, those workers, so much more than applauding you," Harris said, referencing praise for health care workers during the beginning of the COVID-19 pandemic. "Let's recognize the gift that these talented professionals give to families and to all of us as a society."

Ron Johnson says nursing home rules should be handled locally

In Madison, Republican U.S. Sen. Ron Johnson spoke to reporters about Harris' visit following a roundtable discussion hosted by the state's largest business lobby, Wisconsin Manufacturers & Commerce.

"Anybody who's following me realizes I'm not a real fan of the federal government," Johnson said when asked about the new federal rules for nursing homes.

"So I would much rather allow or have the state government and local governments in charge of the requirements of nursing care facilities, and — anything to do with the citizens of this state, I'd rather have state governments and local governments handle that than some dictate from the federal government that causes more problems or exacerbates more problems than it solves."

New Marquette poll shows abortion is top issue for Democratic voters

In the latest Marquette University Law School poll released last week , 24% of Democratic voters said they consider abortion their most important issue in deciding who to vote for, followed by the economy. For independent and Republican voters, 5% of those groups saw abortion as their top issue.

"People will say to me, 'Well, Sarah, aren't folks just over that whole abortion issue? Haven't they just moved on?" Secretary of State Sarah Godlewski said before Harris' speech. "I am just as mad today as when I heard about the Supreme Court overturning Roe, and I know that I'm not alone."

While abortion was the leading issue among Democratic participants, the economy was the No. 1 issue for all respondents in the survey, followed by immigration and abortion policy. Voters saw Biden better at handling abortion and health care, and Trump better on the economy and immigration.

A majority of registered voters in Wisconsin, 54%, also said they favor a national ban on abortion after 15 weeks of pregnancy with exceptions for rape, incest and the life and health of the mother.

Johnson, in comments to reporters at the Wisconsin Manufacturers & Commerce, again called for a statewide referendum that would put the question of when to ban abortion to voters.

Democrats campaigning on abortion outside of blue strongholds

While Democrats have also highlighted abortion access in suburban Milwaukee, the La Crosse area is much more purple and voted for Biden in 2020. In 2020 , La Crosse County voted 56% for Biden, compared to Trump's 42%.

While Biden officials have stopped in Milwaukee and Madison most frequently, they've also visited Superior on the Minnesota border , Green Bay and the Menominee Nation in northeastern Wisconsin.

La Crosse is located in the 3rd Congressional District, one of two truly competitive U.S. House districts in Wisconsin. The seat is currently held by Republican Rep. Derrick Van Orden. Democrats are focusing more energy on the race compared to the last cycle.

Van Orden has raised much more money than his prospective Democratic challengers, small-business owner Rebecca Cooke and state Rep. Katrina Shankland from Stevens Point.

Neither were spotted at the campaign event, though Democratic U.S. Rep. Mark Pocan from Madison praised Shankland alongside other state legislators from the area in his remarks at the campaign event. Pocan has endorsed Shankland in the race.

Pocan called Van Orden a "chauvinist" and said western Wisconsin is "represented in Congress by someone who has been endorsed by the most extreme groups on abortion."

Onlookers and protesters: a split scene outside Biden fundraiser in Westchester County

IRVINGTON ‒ Nobody was getting anywhere near the movie-star mansion where President Joe Biden was set to hobnob with campaign donors.

So there at the police barricade, a good distance from where Michael Douglas and Catherine Zeta-Jones were throwing the fundraiser, a curious crowd had gathered on both sides of Broadway, people with kids and dogs and phones at the ready in hopes of a glimpse of the Biden motorcade approaching.

Then came the protesters.

They had marched up Main Street and onto Broadway in Irvington, holding a banner, signs and Palestinian flags, and chanting slogans to denounce the civilian toll of Israel's war in Gaza and accusing Biden of complicity. They stopped at the barricade and continued their protest, occupying one side of the street with the onlookers on the other side and a line of cops in the middle.

"Hey hey, ho ho," they chanted, led by someone with a bullhorn. "Genocide Joe has got to go."

The scene unfolded Thursday evening in the Westchester County village where Biden stopped to gather campaign cash. Earlier that day, he visited New York further upstate with Gov. Kathy Hochul and Sen. Chuck Schumer to celebrate Micron's plans for a complex of computer-chip plants near Syracuse, a project spurred by a 2022 law Biden signed.

Afterward, Biden flew to New York City and back north to Westchester to join the 5 p.m. fundraiser at the actor-couple's home, tucked on a side road off Broadway and near the Hudson River. The minimum price to get in was $3,300 per person or $5,000 for a couple. Top donors were asked to shell out $100,000.

‘A practical problem-solver’? Or losing ground over Gaza?

Among those hoping to see the president pass was Constance Kehoe, a Democratic district leader and former Irvington village trustee. Gathered with her husband and friends near the police barricade at Heritage Hill Road, she held a handmade sign that welcomed "Scranton Joe" and "Irvington Joe" and urged people to vote.

She said she was thrilled about any president visiting her home village, particularly one with accomplishments on infrastructure and reproductive rights. She understood the antiwar protests to a degree, having seen similar ones against the Vietnam War on the Columbia campus in 1968. But she felt the current Middle East situation was more complex, and she enthusiastically supported Biden.

"I think he's the experienced, practical problem-solver, and what could be more needed at a time like this?" she said.

From the protesters' perspective, what's needed is strong pressure from Biden for Israel to end its military campaign against Hamas in Gaza.

Nada Khader, one of the activists who helped organize Wednesday's protest, argued beforehand that the Biden campaign must see the political importance of heeding the young war protesters on college campuses now. Without their support, he could lose the key swing states he needs to beat Trump again, costing him the election.

"I cannot see them voting for Biden," said Khader, executive director of the WESPAC Foundation in Westchester. "He's not energizing them to come out and vote."

The protesters started their march at Irvington's Metro-North Station, where more than a dozen Metropolitan Transportation Authority police officers had gathered before their arrival, accompanied by a SWAT vehicle. The police presence was massive. All along Broadway and its side roads, from its intersection with Interstate 287 at the Cuomo Bridge to Main Street in Irvington, police from many agencies ‒Yonkers, Port Chester, New Rochelle, Dobbs Ferry, many others ‒ stood watch or waited in parked vehicles.

At the barricade, the protesters kept a steady stream of chants going, accompanied by a drum. "Israel, stop the slaughter!" they called. "Cease-fire now!"

Watching them with anger was Anne Sommerfeld, an Irvington resident who fumed at their use of the word "genocide" because she lost a set of grandparents and other relatives to the Holocaust. What is happening in Gaza today is not comparable to the Nazis' mass extermination of the Jews, in her view.

"I don't even like Netanyahu," she said of the Israeli prime minister. "But Israel has got to exist."

Like Kehoe, she said she had opposed the Vietnam War but saw the current situation in Gaza as different.

Nearby, Dr. Susan Rubin, a dentist from Chappaqua, stood with the protesters, holding a handmade side on cardboard that read, "I want to live." She vehemently opposed the war in Gaza and, like Khader, warned that Biden risks losing the youth vote by supporting Israel.

Rubin pointed out that she's Jewish and recently attended a Passover seder in Brooklyn with fellow Jews who oppose the war.

"'Never again' means 'never again,'" Rubin said, invoking a vow about the Holocaust. "That's why I'm here as a Jewish person."

Tuesday marked a milestone for King Charles III , who welcomed the President Cyril Ramaphosa of South Africa to the U.K. for the first state visit of his reign. Kate Middleton and Prince William had the royal responsibility of being the first family members to greet President Ramaphosa, meeting the leader at the Corinthia Hotel in London.

The state occasion was special for Prince William and Kate as well, as it marks their first since becoming the Prince and Princess of Wales.

Kate choose an autumnal shade of plum, perfectly matching her accessories (including a chic pillbox hat!) with her coatdress.

Prince William and Kate greeted King Charles and Queen Camilla with a curtsy and bow.

During the ceremonial welcome at Horse Guards, President Ramaphosa and the King walked side-by-side as they inspected the troops.

President Ramaphosa and the royals convened at Royal Pavilion on Horse Guards Parade. Presentations were made, and the national anthem of South Africa was played.

Ramaphosa will spend the next fews days in the U.K. conducting engagements that highlight the history the two countries share.

And the festivities begin! President Ramaphosa joined King Charles and Queen Camilla in the Irish State Coach, riding in a dazzling horse-drawn carriage procession through London to Buckingham Palace.

The epic equestrian procession was straight from the pages of a storybook. Though President Ramaphosa's trip marks the first state visit of King Charles' reign, much of the organization is believed to have taken place before the late Queen Elizabeth died in September.

As COVID curtailed visits and international travel, this is the first state visit hosted by the British royal family since 2019.

In a show of patriotism and collaboration, South African and Union Jack flags lined the Mall as the horses trotted along.

Queen Camilla was bright in a cerulean blue ensemble for the royal welcome.

Meanwhile, Princess Kate and Prince William rode to the palace in the Australian State Coach with South Africa's Foreign Minister Naledi Pandor.

Kate pinned on a special new piece of jewelry for the morning outing, wearing the Princess of Wales Feather Brooch for the first time since receiving her new title. The sparkling pin has been worn by many previous Princesses of Wales, including Princess Diana and Queen Camilla.

After the grand entry into Buckingham Palace and a private lunch, King Charles and Queen Camilla led the president around the Picture Gallery to view items from the Royal Collection relating to South Africa.

Among the items displayed was the text of a speech given by then-Princess Elizabeth on her 21st birthday along with a black and white photograph. In a special radio broadcast from Cape Town, the royal pledged her life to her duties.

"I declare before you all that my whole life, whether it be long or short, shall be devoted to your service and the service of our great imperial family to which we all belong," the future monarch famously said.

Princess Kate and Prince William were present for the event, walking around the Picture Gallery with South Africa's Foreign Minister Naledi Pandor.

Other members of the royal family who were present at the palace included Prince Edward, Sophie, Countess of Wessex and Prince Richard, Duke of Gloucester.

Tuesday evening brought the highlight of the week: the state banquet at Buckingham Palace — the British royal family's first since 2019!

For her tiara debut as the Princess of Wales, she wore her favorite headpiece: the Queen Mary's Lover's Knot tiara.

Queen Camilla wore the Belgian Sapphire tiara , previously worn by Queen Elizabeth , along with a royal blue gown.

Prince Edward attended with wife Sophie, Countess of Wessex, who sported the Aquamarine Necklace Tiara for the state banquet.

King Charles gave a speech at the banquet, saying: "My wife and I are delighted to welcome you to Buckingham Palace this evening.

"South Africa, like the Commonwealth, has always been a part of my life. My mother often recalled her visit in 1947, the year before I was born, when, from Cape Town on her 21st birthday, she pledged her life to the service of the people of the Commonwealth."

The King added, "It is therefore particularly moving and special that you are our guest on this, the first state visit we have hosted."

King Charles also shared the nickname that Nelson Mandela used for Queen Elizabeth : Motlalepula, meaning "to come with rain."

He said, "I have been reassured that this was a mark of the particular affection President Mandela felt for the Queen… rather than a remark on the British habit of taking our weather with us!"

President Ramaphosa sat between King Charles and the Princess of Wales for the dinner.

The menu for the banquet's dinner in the palace ballroom included grilled brill with wild mushrooms and truffles in sorrel sauce and ballotine of Windsor pheasant filled with artichokes, quince compote and port sauce. For dessert, guests had iced vanilla parfait with caramelized apples.

The table was decorated with over 100 ivory-colored candles, along with displays of seasonal fruit and 23 flower arrangements in silver-gilt centerpieces. Seasonal flowers from Buckingham Palace and Windsor Castle's gardens were used for the floral arrangements.

The next day, Prince Edward accompanied President Cyril Ramaphosa during a tour of the Royal Botanic Gardens, Kew.

They highlighted the scientific and conservation partnerships that the two countries share, notably the Millennium Seed Bank Partnership through the South African National Biodiversity Institute.

Prince Edward and President Ramaphosa viewed the plants in the world-renowned gardens, including the King Protea, the national flower of South Africa.

The men then visited the Francis Crick Institute, a biomedical research hub specializing in studying the biology of health and disease. The institute, which involves academia, medicine and industry, works with University of KwaZulu- Natal, a public university in South Africa.

At the science center, Prince Edward and the president got to see technology used across Africa to make diagnoses, including COVID-19, before spending time with South African students and scientists.

Biden-Harris Administration Finalizes Rule to Strengthen Protections for Youth in the Child Welfare System

Final Rule Brings the Child Welfare System Closer to Better Supporting Youth with Resources and Services that Meet their Needs.

Today, the U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF), finalized a policy that strengthens protections for youth in foster care by clarifying how states must meet their statutory requirements to appropriately serve LGBTQI+ children in foster care.

“Every child deserves a safe and loving home,” said HHS Secretary Xavier Becerra. “When any child comes into government care, they should have supports and services that meet their specific needs. By addressing the needs of LGBTQI+ children, this rule brings us one step closer to ensuring that all children have the opportunity to thrive.”

LGBTQI+ children are overrepresented in foster care and face significantly higher levels of bullying and harassment in care than other children. In addition, LGBTQI+ children who enter foster care experience significantly worse outcomes, including higher levels of mental health-related hospitalizations and homelessness. Like all children, LGBTQI+ young people deserve a placement that meets their unique needs. The rule advances the child welfare system toward the Administration’s goal of supporting all foster children with the resources and services they need.

This final rule makes clear that all children in the child welfare system, including LGBTQI+ children, are entitled to protections against harassment, abuse, and mistreatment, regardless of their placement. Additionally, this final rule specifies that as part of meeting the existing statutory requirement to provide safe and proper care for all children in foster care, state child welfare agencies must ensure that LGBTQI+ children have access to specially designated foster care placements.

To be considered a designated placement for LGBTQI+ children, the placement must satisfy three conditions:

  • The provider must commit to establishing an environment that supports the child’s LGBTQI+ status or identity; and
  • The provider must be trained with the appropriate knowledge and skills to provide for the needs of the child related to the child's self-identified sexual orientation, gender identity, and gender expression; and
  • The provider must facilitate the child's access to age- or developmentally appropriate resources, services, and activities that support their health and well-being.

HHS has concluded that requiring states and tribes to offer a designated placement for all LGBTQI+ children in foster care who request or would benefit from such a placement is necessary to effectuate the statutory promise of a safe and appropriate placement for children who are LGBTQI+. The rule also recognizes the critical role of kinship placements and states that services and training can be offered to current providers, including kin, to help them become a designated placement if they wish to do so. The rule will help promote placement stability and retain sibling, kinship, family, and community ties, consistent with the child’s best interest and provider’s wishes.

The final rule applies to state child welfare agencies and does not require any provider to become a designated placement. Rather, this rule requires state and tribal child welfare agencies to ensure that the totality of their child welfare system includes sufficient placements for LGBTQI+ children that meet each of the standards for designated placements. Further, the rule specifies that nothing in the rule should be construed as requiring or authorizing a state to penalize a provider that does not seek or is determined not to qualify as a designated placement provider. It also says that nothing in this rule shall limit any state, tribe, or local government from imposing or enforcing, as a matter of law or policy, requirements that provide greater protection to LGBTQI+ children than this rule provides. Finally, this rule expressly provides that, insofar as the application of any requirement under the rule would violate applicable federal protections for religious freedom, conscience, and free speech, such application shall not be required.

“At ACF, we know that young people succeed when they get the support they need,” said ACF Principal Deputy Assistant Secretary Jeff Hild. “This rule will give LGBTQI+ young people in foster care access to an environment where they can thrive.”

Zelenskiy calls for operational changes to Ukraine military after sacking commander

President demands ‘new level of medical support for soldiers’ as questions mount over speed of counteroffensive against Russia

Volodymyr Zelenskiy has demanded rapid changes in the operations of Ukraine’s military and announced the dismissal of the commander of its medical forces.

The Ukrainian president’s move was announced on Sunday as he met defence minister, Rustem Umerov, and coincided with debate over the conduct of the 20-month-old war against Russia , with questions over how quickly a counteroffensive in the east and south is proceeding.

“In today’s meeting with defence minister Umerov, priorities were set,” Zelenskiy said in his nightly video address. “There is little time left to wait for results. Quick action is needed for forthcoming changes.”

Zelenskiy said he had replaced Maj Gen Tetiana Ostashchenko as commander of the medical forces.

“The task is clear, as has been repeatedly stressed in society, particularly among combat medics, we need a fundamentally new level of medical support for our soldiers,” he said.

This, he said, included a range of issues – better tourniquets, digitalisation and better communication.

Umerov acknowledged the change on the Telegram messaging app and set as top priorities digitalisation, “tactical medicine” and rotation of service personnel.

Ukraine’s military reports on what it describes as advances in recapturing occupied areas in the east and south and last week acknowledged that troops had taken control of areas on the eastern bank of the Dnipro River in southern Kherson region.

Ukrainian commander in chief, Gen Valery Zaluzhny, in an essay published this month, said the war was entering a new stage of attrition and Ukraine needed more sophisticated technology to counter the Russian military.

While repeatedly saying advances will take time, Zelenskiy has denied the war is headed into a stalemate and has called on Kyiv’s western partners, mainly the United States, to maintain levels of military support.

Ostashchenko was replaced by Maj Gen Anatoliy Kazmirchuk, head of a military clinic in Kyiv.

Her dismissal came a week after a Ukrainian news outlet suggested her removal, as well as that of others, was imminent after consultations with paramedics and other officials responsible for providing support to the military.

Meanwhile on Sunday, air defence units in Moscow intercepted a drone targeting the city, mayor Sergei Sobyanin said.

Sobyanin, writing on the Telegram messaging app, said units in the Elektrostal district in the capital’s east had intercepted the drone.

According to preliminary information, falling debris resulting from the operation had caused no casualties or damage, Sobyanin said.

Rosatom to survey contaminated areas near Elektrostal plant

Russia’s Rosatom on 22 June signed a state contract with VNIPIpromtekhnologii to conduct a radiation survey in 2021 of three legacy radiation-contaminated areas in the Moscow Region, which adjoin the site of the Mashinostroitelny Zavod (MSZ) in Elektrostal (part of the TVEL Fuel Company). The survey aims to obtain up-to-date and reliable information about the radiation situation in the three areas. The total survey area is some 582,000 square metres and the results of the work, including recommendations on the observation regime for the objects located in this territory, will be presented no later than 30 October.

MSZ currently produces nuclear fuel for Rosatom’s fleet of reactors as well as for some NPPs in Europe. However, from the late 1940s to the mid 1950s, at plant No 12 (the predecessor of MSZ), work was carried out to process imported uranium ores. The ores were initially stored along the railway tracks running south of the industrial site of the plant, resulting in contamination.

At another site, radioactive contamination is a consequence of the collapse in 1953 of a tailings dam. From 1950, the tailing dump was used to store waste from the production activities of the enterprise. The third small area with a radiation anomaly is near the village of Subbotino and was decontaminated in 2016 as part of the implementation of the programme activities of the Federal State Unitary Enterprise Radon. The content of radionuclides in the soil was reduced to levels corresponding to the radiation safety requirements for land plots for the construction of residential houses, buildings and structures for public and industrial purposes. The radioactive waste (some 10 cubic metres) was sorted, packed and prepared for shipment for processing, conditioning and temporary storage.

Michigan State Men's Basketball to Visit Spain This Summer

Michigan State men's basketball coach Tom Izzo and his team will reportedly go to Spain in August, their first trip overseas since 2015.

it seems Tom Izzo and Michigan State basketball are heading back overseas later this summer.

Justin Thind of 247Sports reported Friday that the Spartans are taking a trip to Spain, with the departure date set for August 13. The trip is to include three preseason exhibition games and will include stops in Madrid, Barcelona, and Valencia.

Michigan State basketball has not taken a trip overseas since 2015 when Izzo and the Spartans went to Italy, a trip that included four exhibition games. The trip followed Michigan State's Final Four season when it fell to the No. 1-seeded Duke in the semifinal game as a No. 7 seed.

On that trip to Italy, the Spartans defeated Basket Florentina 98-54. They then lost three streaight games to the Russian Senior National Team, the Italian National Team, and the National Team of Georgia.

"The Italian team had NBA pros and the Russians had pros over there making a lot of money, so we definitely gained confidence playing those guys and competing with the world's best," said former Spartan forward Denzel Valentine following that 2015 trip. "We're definitely going take that and run with it this year, those freshmen especially, coming right out of high school and playing that competition is big time."

Michigan State would eventually fall to Middle Tennessee State in the first round of the NCAA Tournament that season.

To put into perspective how long it has been since that 2015 trip to Italy, former Spartans who have long been out of the program now, Matt McQuaid, Deyonta Davis, and Kyle Ahrens were all freshmen, Matt Costello was in his final season with the program, Valentine is overseas after six active seasons in the NBA, and Steven Izzo, who just completed his career at Michigan State, was still in high school. Tom Izzo has been to one more Final Four since.

This upcoming trip could be vital for a program that will be in a rather "rebuilding" stage heading into next season. With new faces joining the program and returning players taking on bigger roles, it could go a long way as far as chemistry development goes.

China And Russia Sign Agreement To Continue Cooperation

According to the International Atomic Energy Agency, global interest in fast reactors has been growing since their inception in 1960 because they can provide “efficient, safe and sustainable energy”. Their closed fuel cycle – a fuel cycle that reuses spent fuel – can support long-term nuclear power development as part of the world’s future energy mix and decrease the burden of nuclear waste.

Russia and China are cooperating on several reactor projects, including construction of Russian VVER plants at Tianwan and Xudabao in China and the supply of fuel for China’s experimental fast neutron reactor, the CFR-600 in the southeastern province of Fujian.

Russia’s MBIR multipurpose fast neutron research reactor is under construction at the Research Institute of Atomic Reactors site at Dimitrovgrad in the Ulyanovsk region of western Russia and is scheduled for completion in 2028.

In 2021, Russia’s president Vladimir Putin said Moscow was considering the possibility of China joining a consortium for construction of the plant.

In October, Russia’s state nuclear fuel company Tvel said it had begun deliveries of nuclear fuel for China’s CFR-600. In 2021, Tvel started up a production facility to fabricate fuel for the CFR-600. The facility is part of the Elemash Machine-Building Plant, a Tvel plant in Elektrostal, near Moscow.

Earthquake shakes U.S. East Coast

An earthquake struck the East Coast of the United States on Friday morning, according to the U.S. Geological Survey, causing buildings to shake and rattling nerves from Maryland to Maine.

The USGS measured the quake as a 4.8 temblor with its epicenter near Lebanon, New Jersey. It struck a little before 10:30 a.m. ET. An aftershock of magnitude-4.0 hit right around 6 p.m. ET.

The morning earthquake was the strongest recorded in the Northeast in more than a decade, according to USGS records .

There were no immediate reports of major destruction or any fatalities. Local and regional officials from cities in the earthquake zone said inspections had been launched to ensure that buildings, bridges and other infrastructure were not damaged.

James Pittinger, mayor of Lebanon, New Jersey, called the earthquake “the craziest thing I’ve ever experienced.”  In an interview with MSNBC , he said he had not received reports of any significant damage so far, but added that the shaking caused his dog to run for cover and objects to fall off his shelves.

While a 4.8-magnitude temblor is not considered a major earthquake, even minor shaking can cause damage on the East Coast, which does not take similar precautions as other earthquake hot spots around the world.

New York Gov. Kathy Hochul said the quake was felt across the state.

“My team is assessing impacts and any damage that may have occurred, and we will update the public throughout the day,” she wrote on X .

New York City Mayor Eric Adams said in an afternoon news briefing that no major injuries or impacts to infrastructure were reported, and that people in the city should “go about their normal day.”

Ground stops were temporarily issued at Newark Liberty International Airport in New Jersey and John F. Kennedy International Airport in New York City, according to the Federal Aviation Administration's website. Flight disruptions at the Newark airport continued into the afternoon .

The Port Authority Transit Corp., which operates a rapid transit route between Pennsylvania and New Jersey, suspended service in the aftermath of the quake.

“Crews will inspect the integrity of the line out of an abundance of caution,” PATCO said in an update on X . “Once inspection is complete, service will resume. No timeframe. Updates to follow.”

New York’s Metropolitan Transportation Authority said that there had been no impact to its service but that teams will be inspecting train lines. New Jersey Transit alerted riders of 20-minute delays due to bridge inspections following the earthquake.

While earthquakes in the northeast U.S. are rare, Buffalo, New York, was struck by a 3.8-magnitude quake in February 2023 — the strongest recorded in the area in 40 years.

A 4.1-magnitude earthquake struck the tri-state area in 2017, centered near Little Creek, Delaware,  according to the U.S. Geological Survey . And before that, a 5.8-magnitude quake  shook central Virginia in 2011,  and was felt across much of the East Coast, forcing hundreds of thousands people to evacuate buildings in New York, Washington and other cities.

New Jersey Gov. Phil Murphy said in a post on X that the state has activated its emergency operations center and asked the public not to call 911 unless they are experiencing an emergency.

Frederik J. Simons, a professor of geosciences at Princeton University, told NBC News that the earthquake occurred on a shallow fault system in New Jersey and lasted about 35 seconds.

“The shallower or the closer it is, the more we feel it as humans,” he said.

The quake originated at a depth of less than 3 miles,  according to the USGS . 

Earthquakes on the East Coast can be felt at a great distance and can cause more pronounced shaking in comparison to those on the West Coast because rocks in the region are often older, harder and more dense.  

“These are competent rocks that transmit energy well,” Simons said.

The earthquake ruptured within a fault zone known as the Ramapo system, Simons said. It’s a zone in relatively ancient rock that contains old faults and cracks from ancient tectonic processes. These old faults slowly accumulate stress and occasionally something slips, Simons said.

“There are cracks in it and now and then a little motion accumulates, the stress keeps growing, at very slow rates,” he said. “It’s like an old house creaking and groaning.”

Simons said this was one of the largest earthquakes in New Jersey in recent history. The last notable one was a magnitude-3.1 temblor in Freehold Township in September 2020. 

“I’m on campus at Princeton University for the biggest one I’ve felt in a lifetime,” he said. “This shaking was violent, strong and long.”

Some videos captured the moment of the earthquake, including one from a coffee shop in New Jersey.

The East Coast quake struck two days after a powerful 7.4-magnitude temblor shook the island of Taiwan, killing at least 12 people and injuring more than 1,000 others. The two incidents are not thought to be related, said Dara Goldberg, a USGS geophysicist.

“We’re much too far of a distance for the stress on the fault of Taiwan to affect New York,” she said.
