DHS/CBP/PIA-073 Advance Travel Authorization (ATA)

The U.S. Department of Homeland Security (DHS) is developing a new, voluntary Advance Travel Authorization (ATA) process to collect information from eligible noncitizens requesting advance authorization to travel to the United States to seek a discretionary grant of parole. U.S. Customs and Border Protection (CBP) is publishing this new Privacy Impact Assessment (PIA) to provide notice and assess the privacy risks associated with ATA. ATA launched October 12, 2022, to implement a parole process for certain undocumented noncitizens from select countries and their qualifying immediate family members, under which those individuals may request advance authorization to travel to the United States to seek a discretionary grant of parole. This Privacy Impact Assessment discusses the general workflow of ATA and the information collected, stored, and used at each step. CBP’s ATA collection is conducted through the CBP One™ mobile application, and CBP is publishing a CBP One™ Privacy Impact Assessment appendix update concurrently with this ATA Privacy Impact Assessment. Appendices regarding the Ad Hoc ATA Process and the Uniting for Ukraine (U4U) Process were recently updated and expanded. February 2024

Everything You Need To Know About TPS Travel Authorization and How To Apply for It

Temporary Protected Status (TPS) is a temporary immigration status granted to people in the U.S. who come from certain countries they can’t return to. If you have TPS or have applied for TPS and you want to travel outside of the United States, you need to apply for travel authorization. Getting travel authorization allows you to return to the U.S. after leaving without having your immigration status revoked. Applying for travel authorization can take up to five months, so it’s important to plan ahead.

What Is TPS?

Temporary Protected Status (TPS) is a temporary immigration designation. It allows individuals to work and live in the United States regardless of their immigration status. But this special status only applies when it would be unsafe for them to return to their home country. With TPS, a person doesn’t have to worry about getting detained or deported even if they overstay an immigrant visa or are an undocumented immigrant.

Only those who have come from countries that qualify for TPS are eligible to receive it. There are currently 15 designated countries that have Temporary Protected Status, including:

Afghanistan

Burma (Myanmar)

El Salvador

South Sudan

This list of Temporary Protected Status countries is subject to change. To confirm the current countries on the list, visit the U.S. Citizenship and Immigration Services’ (USCIS) Temporary Protected Status website .

How Does a Country Receive Protected Status?

The Secretary of the Department of Homeland Security (DHS) can designate a country for TPS if certain temporary conditions make it difficult and/or dangerous for individuals from that country to return. These conditions include:

An ongoing armed conflict, like civil war;

A natural disaster, such as a disease outbreak or earthquake; or

Another type of temporary and extraordinary condition that makes it dangerous for someone to return home.

In addition to staying in the United States without risk of removal, beneficiaries of TPS are also eligible to apply for work authorization , like receiving a work permit or Employment Authorization Document (EAD).

As beneficial as TPS is, it has a few limitations. Unlike those who receive asylum status , TPS recipients don’t have a pathway to lawful permanent residency with an adjustment of status.

Also, if you have TPS, you can’t automatically return to the United States if you leave. You can travel to and from the United States, but you first need to apply for travel authorization. This is called Advance Parole.

What Is Advance Parole?

Despite its name, Advance Parole has nothing to do with the criminal justice system. Rather, it’s a type of travel authorization that allows certain immigrants to return to the United States after traveling abroad. Without Advance Parole, immigrants who leave the United States while their immigration application or status is still pending may:

Have their immigration status revoked

Have any pending applications denied

Be barred from re-entry to the United States

Generally speaking, if someone is eligible for TPS, they’re also eligible for Advance Parole or a TPS travel authorization document. This means if you apply for TPS, you can apply for Advance Parole at the same time. In other words, you don’t have to wait until your TPS application is approved before applying for Advance Parole.

How Can Someone With TPS Apply for Travel Authorization?

You can get permission to travel through either Advance Parole or TPS travel authorization. Either method requires you to complete Form I-131 . It costs $575 to file this form, and the USCIS normally takes about three months to process it.

Applicants most often submit Form I-131 to the USCIS by mail. The address you mail your completed form to depends on who you are and what other immigration relief or benefits you’re requesting.

For example, if you’re filing Form I-131 along with Form I-821 (the form you use to apply for TPS), you’ll send your Form I-131 to the address assigned to your country. If your Form I-821 has already been approved or you’re requesting Advance Parole with Form I-821 that’s pending approval, then you’ll send your Form I-131 to one of two addresses. If using the U.S. Postal Service (USPS), you’ll send it to:

Attn: I-131 TPS

P.O. Box 660167

Dallas, TX 75266-0867

If you want to send Form I-131 via UPS, DHL, or FedEx, then you’ll use this address instead:

2501 S. State Hwy. 121 Business

Lewisville, TX 75067

When completing Form I-131, you don’t need to give a reason for your request if you’re already on TPS and applying for Advance Parole. However, you do need to give a reason if you have a different immigration status, such as DACA or a green card.

How To Get Updates on the Status of Your Travel Authorization Request

If you want to receive progress updates via email or text notifications, you can submit Form G-1145 along with your I-131 application. The USCIS will send you an e-Notification within one day of accepting your application. This e-Notification also has a receipt number that you can use to get further application status updates as it’s processed.

Tips for Filling Out Form 1-131

To ensure the proper and efficient processing of your Form I-131 application, there are several tips to keep in mind. One of the biggest is to make sure you sign all the necessary places.

Another important tip is to complete the form on a computer, if at all possible. This ensures you’re using the correct version of the form and allows you to easily correct any mistakes before printing out your completed form and mailing it off.

If you make a mistake on a paper form, you’ll have to start all over. This is because USCIS’s electronic scanners can’t process forms containing portions covered up with correction tape or fluid. The USCIS has a form filing tips page with more advice on completing its forms.

What Limitations Are There for Someone With TPS Traveling on Advance Parole?

If you have TPS or are applying for TPS, you shouldn’t travel outside the United States unless you first receive travel authorization. If you don’t have travel authorization, you may be unable to reenter the U.S.

In certain situations, it could take more than a year to approve your travel authorization. So the moment you know you’ll need to go overseas or think there’s a chance you may have to, it’s best to begin the travel authorization application process. If you want to have a rough idea of how long the USCIS might take to process your Form I-131, you can use the USCIS’s processing times online tool .

Another limitation is the length of time you can be outside the United States. The exact length of time can vary, but in most cases, the maximum amount of time you can expect to stay out of the United States and still return is one year. You may be able to extend this time by applying for a second Advance Parole while traveling with an approved Advance Parole that’s still valid. Just make sure you return to the United States before your designated period of Advance Parole expires.

Finally, if your TPS application is pending and you leave the country, you may miss important notifications about your application. It might also be difficult to schedule appointments like a biometrics appointment .

Ticketing and Reservation

For help with Ticketing and Reservation Contact

Adebisi Esan – Email: [email protected] | Cell: 0805-5356703   Ext: 2863

1. When you are planning your travel, call or email your request indicating details of your travel plans to the Travel Services Unit. Try to be as precise as possible. You may even request options. Indicate dates, class of travel, airline preferences, etc. To ensure trouble-free travel and to get reasonable fares, please try to give at least 7 to 14 days notice of your plans. We know this is not always possible, but we urge you to do so wherever it is, and help us to also help you.

2. The Travel Officer will work out the itinerary and get back to you with the details, and this should include costs and conditions of travel. Normally, an itinerary will be worked out for you keeping in mind that the travel should be on the most economical and direct route. At the same time, itinerary must be passenger friendly, and therefore least tiring and time consuming. On the basis of discussion with the agent, they might even want to protect a booking and go ahead with the reservation.

3. On receipt of feedback your itinerary will be finalized and you may now request the Travel Officer to proceed with reservations, if this has not already been done. Confirmation by phone/e-mail is enough at this stage.

4. Confirm the booking by following up with a completed Travel Authorization (TA) form. This should be sent to the Travel office for verification, recording and immediate authorization to the airline or the agent, to issue ticket. This is IITA’s authorization to the agent to commit funds. Please note that ticket may not be issued without an approved TA, except in emergency circumstances.

5. A Reservation not ticketed within certain period is automatically cancelled by the airline. Please remember this and ensure your TA is sent early enough to beat the airline deadline.

6. All Prepaid Ticket Advice (PTA) reservations should be accompanied by passenger’s address and telephone contact, and must be done in good time (at least two weeks prior to departure and preferably earlier) to be able to secure seats. Kindly note however, that PTAs are a lot more expensive and refund is difficult when ticket is not used. It is therefore advisable to request passengers to buy their tickets from the country of origin whenever possible and get reimbursement from IITA.

7. Ticket will be issued immediately on receipt of TA and normally ready for collection within three days from the date that TA is received by the agent.

Note: Sometimes the airlines require photocopies of the international passport biographical data section and the visa for country of destination(s) before ticket is issued.

8. The Travel Office will inform the traveller when ticket is ready for collection. In cases where travel arrangements have been made within a very short period of time, the ticket might have to be left at the Ikeja Guest House or taken to the airport to hand over either to the traveller or the airport representative.

9. If there is a cancellation, please notify the Travel Office as early as possible to avoid being charged for “No Show” by the airline.

10. Traveller or their representative should interact closely with the Travel Officer that is making the reservation to get the best service.

Travel Authorization processing

Applications and petitions postmarked on or after April 1, 2024, must include the new fees or we will not accept them.

What to Know About Sending Us Your Form

The new filing fee is effective for filings postmarked April 1, 2024, and later. If you are filing an acceptable prior form edition on or after April 1, 2024, you must include the new filing fee.

Alert:  Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

If you are a TPS beneficiary with an existing, unexpired advance parole document, you may continue to travel and seek reentry to the United States after a trip outside the United States through the period of validity printed on your advance parole document.

If you are a TPS beneficiary applying for a new travel authorization document, you should continue to use Form I-131, Application for Travel Document. If you have a pending Form I-131, you do not need to file a new application.

We will continue to issue advance parole documents to noncitizens with pending initial applications for TPS (Form I-821).

TPS beneficiaries and individuals with pending initial TPS applications should carefully read the Form I-131 Instructions which contain warnings about certain risks an individual may face if they are outside of the United States while USCIS is considering their TPS reregistration or initial application, such as missing important request for evidence or other notices or being denied TPS while outside the United States.

ALERT: Court decisions regarding DACA.

On Sept. 13, 2023, the U.S. District Court for the Southern District of Texas issued a decision finding the DACA Final Rule unlawful and expanding the original July 16, 2021, injunction and order of vacatur to cover the Final Rule. However, the court maintained a partial stay of the order for “all DACA recipients who received their initial DACA status prior to July 16, 2021.” See the Memorandum and Order (PDF, 1.35 MB)  and Supplemental Order of Injunction (PDF, 72.53 KB) .

Accordingly, current grants of DACA and related Employment Authorization Documents (EADs) remain valid until they expire, unless individually terminated.  In accordance with this decision, USCIS will continue to accept and process DACA renewal requests and accompanying applications for employment authorization under the DACA regulations at 8 CFR 236.22 and 236.23, as it has since October 31, 2022. We will also continue to accept initial DACA requests, but in accordance with the District Court’s order, we will not process initial DACA requests.

Current valid grants of DACA and related EADs will continue to be recognized as valid under the Final Rule. This means that individuals with DACA and related EADs do not have to submit a request for DACA or employment authorization until the appropriate time to seek renewal.

Please see the  DACA Litigation Information Page  for important updates and information related to court rulings on the DACA policy.

Use this form to apply for a reentry permit, refugee travel document, TPS travel authorization document, advance parole document (including parole into the United States for urgent humanitarian reasons or significant public benefit), or advance permission to travel for Commonwealth of the Northern Mariana Islands (CNMI) long-term residents.

For information on travel documents, including potential immigration-related consequences of traveling outside the United States, see our Travel Documents page. If you are in the United States and you have an urgent need to travel outside the United States, see our Expedite Requests page and  Emergency Travel  page.

If you file this form to request an Advance Parole Document authorizing you to seek parole in the United States when you return to the United States after temporary travel abroad, and you depart the United States before we issue your Advance Parole Document, we will consider your Form I-131 abandoned unless you were previously issued an Advance Parole Document that remains valid for the entire time you are outside the United States.

If you file this form to request an advance permission to travel for CNMI long-term residents document, and you leave the CNMI without having an advance permission to travel document, your status will automatically terminate.

Uniting Aviation, News and Features by ICAO

Digital travel authorizations: standardizing the electronic visa

O ver the last decade, a number of States began issuing online visas, often referred to as “eVisas”. This was carried out without the benefit of standardization, commonality, or definitions of what constitutes a travel authorization not physically issued in a passport booklet. Without standardization, it is nearly impossible for anyone outside of an issuing authority to verify non-physical eVisas.  Despite this, online visa notifications are increasingly presented to aircraft operators as emails and/or printouts that contain a myriad of datasets without security features that can be verified through an interoperable framework. In these situations, aircraft operators are unable to verify the eVisa as they carry out their document checks at the point of embarkation.

To address this, ICAO developed and defined a Digital Travel Authorization (DTA), which is intended to assist States and airlines in this situation. The DTA specification provides a step-by-step framework for issuing an electronic notification containing a 2D barcode that can be easily read and verified, enabling both data capture and verification of integrity in one transaction. The DTA can be used in both digital and physical formats, meaning it can be presented on a smart device or on a printed piece of paper with the same security and results.

Additionally, ICAO’s specification and guidance for the DTA encourages States to take advantage of automation for the steps associated with the travel authorization processes, including the continuum from application through airline verification to border inspection or acceptance.

Automating these steps, particularly the application and materials submissions, expedites the pre-vetting and eligibility decisions to allow an applicant to travel. This reduces the burden on both the issuing authority as well as the applicant, using an online approach for submissions; while providing an efficient method for applicants, governments, and airlines to verify the acceptance for travel. Importantly, the DTA standardizes the data set that is collected for each traveller, regardless of the issuing State. This provides a critical advantage to the aircraft operator since it can harmonize its method of verifying DTA barcodes.

Traditionally, the visa sticker has been glued in a passport as a foil-type travel document, to provide a physical travel authorization. To support States and aircraft operators in checking visas, ICAO standardized the visa document in Part 7 of ICAO Doc 9303, Machine Readable Travel Documents (MRTDs) thereby creating specifications for Machine Readable Visas (MRVs).

travel authorization iita

The issuance of a standardized visa assists aircraft operators in taking necessary precautions during the document check prior to boarding. Instead of investing in MRVs, however, a number of States began issuing eVisas without first agreeing on a method of standardization. The last decade has seen a proliferation of such visas. States implement such solutions to save costs and achieve efficiencies, since almost all involved processes are online and do not require a consular appearance by the traveller. The problem remains that these “eVisas” are not based on an interoperable framework, which creates a burden on the middleman – the aircraft operator – who is obliged to conduct pre-departure checks to determine if a passenger is in possession of the document prescribed by the States of transit and destination.

travel authorization iita

The DTA deploys a specific type of VDS used for non-constrained environments or VDS-NC. Since the VDS-NC barcode can be larger, or non-constrained, there is room to store not only the dataset on the 2D barcode, but also the digital signature. This approach provides the following advantages:

  • Security: Even though the cost of issuing a VDS-NC based document is very low, it is very difficult to fake or forge the DTA. Since the barcode signer is on the VDS-NC, only the root of the trust certificate is required to verify the DTA. Of particular importance, the DTA can be presented in both a physical form, as printed from the authorization document of the issuer as well as a digital form on, for example, a smartphone.
  • Personalization: Each digital seal verifies the information printed on the physical document, and is therefore tied to the document holder. There is no direct equivalent to a blank document, therefore no blanks can be lost or stolen.
  • Easy verification : Even untrained persons are able to verify a document protected with a digital seal by using low-cost equipment, such as a basic barcode reader or an application on a smartphone. Moreover, due to the binary nature of a digital signature, distinguishing between authentic and forged documents is straightforward.

travel authorization iita

The DTA process defined by ICAO Doc 9303 covers all of the steps included in a sound visa/travel authorization programme, including the ability to submit supporting materials online. Using specified formats, the issuing authority has available globally interoperable, standardized terminology and the ability to assess the eligibility of the applicant.

The VDS contains the barcode signer certificate, a certificate containing information identifying the entity that signed the VDS on a DTA, as well as the public key corresponding to the private key with which the signature was created.

The barcode certificate can be created with a distinct profile for the DTA, meaning the VDS on DTAs are issued in a way that allows verification by the Country Signing Certificate Authority (CSCA) certificates. This enables a State to re-deploy its Public/Private Key Infrastructure to not only accommodate eMRTD issuance, but also of DTAs.

Public Key Distribution – the role of the ICAO Public Key Directory

The ICAO Public Key Directory (PKD) is a central repository for exchanging the information required to authenticate eMRTDs such as ePassports, electronic ID cards and 2D barcodes in VDS format. To verify a DTA, including a VDS formatted 2D barcode, any verifying entity will need to have access to the root of trust certificate, referred to as the CSCA certificate in ICAO terminology. For the DTA, this is a fairly simple process for a State, since the State is both the issuing and verifying entity in one, meaning it is already in possession of its CSCA. However, for an aircraft operator or a ground handling agent to conduct verification it will need to gain access to the issuing State’s root of trust – the CSCA – to prepare the DTA check.

The ICAO PKD provides access to the trust certificates to all ICAO Member States free-of-charge. This access has now been extended to private sector entities – such as aircraft operators – through a pilot project. Within this pilot project, authorized entities are permitted to use PKD data obtained from the public PKD data and Master List download website . Commercial use of the ICAO PKD will enable widespread verification of the DTA in the aviation environment.

The use of standardized DTAs will save aircraft operators human and financial resources currently being expended to validate non-standadized and non-harmonized “eVisas”. Implementation of the DTA will solve long-standing issues associated with online visa issuance. The DTA provides a globally interoperable model for issuing authorities to adopt and enables a framework for the aviation industry to verify electronically issued travel authorizations before departure.
