Spain to start issuing the EU Digital COVID Certificate from today, 20 days before it becomes mandatory

Spain has today started to issue the EU Digital COVID Certificate to all citizens in Spain who apply for it. This new system is a decisive step in opening up Spain to safe international mobility.

Spain becomes one of the first European countries capable of issuing and recognising this certificate. It is 20 days earlier than when it becomes mandatory - set for 1 July - which is the date set by the European Regulation for the rights of citizens and the obligation of States.

This will be done progressively and on a trial basis throughout June, although the certificates issued will be valid from the outset. This week, most regional governments will start issuing digital certificates to accredit some of the conditions, mainly having received the vaccine or having recovered from the disease.

In the coming days and weeks, the regional governments will offer more and more functionalities to this certificate with the aim of all being able to issue electronic and hard-copy certificates from 1 July accrediting the three situations: vaccination, recovery and negative results of diagnostic test.

From today, any citizen who requests it at the electronic office of the Ministry of Health will be able to prove that they have been vaccinated or that they have overcome the disease.

Safe and free of charge

The EU Digital COVID Certificate, which begins to be issued in our country today, and in turn, Spain also accepts from travellers from other European countries, is completely free of charge and can be obtained both in electronic and paper formats. In both cases, each certificate includes a QR code that makes it easy to read.

It is simple and interoperable across the EU and must be fully implemented by 1 July. It certifies that a person has been vaccinated, has overcome the disease or has a negative test result. It is totally secure and respects privacy. In fact, the data remains on the certificate and is not stored or retained when a Certificate is verified by another Member State.

Without this certificate, it will be possible to travel within the EU in compliance with the health requirements, but the process of entering the country will be slower and additional measures, such as testing and quarantine, may be put in place.

"Thanks to the work of the professionals of the National Health System, both the Ministry and the regional governments, it will be possible that in just over a month, millions of Spaniards will be able to have this certificate to facilitate their international mobility," said Alfredo González Gómez, Secretary General for Digital Health, Information and Innovation, who added: "This demonstrates both the enormous potential of new technologies applied to health and the excellent collaboration that exists in the NHS between the Government of Spain and the regional governments".

New rules for entering Spain

It should be noted that new rules governing the health requirements to be met by all travellers entering Spain came into force today. All vaccinated people with a full vaccination schedule may enter our country regardless of their place of origin, providing proof of vaccination if they come from a country or area at risk. Accepted vaccines are those authorised by the European Medicines Agency (EMA) and the World Health Organization (WHO) and at least 14 days must have elapsed since the full schedule was completed.

In addition, all people travelling to Spain from a European country in the Schengen Area will be able to do so if they can prove that they: have been vaccinated against COVID-19, have a negative test result, including antigen tests for the first time, or had the disease in the last six months and have recovered from it.

From today, Spain also accepts travellers coming from other EU countries who can prove any of these three situation (vaccination, negative test or recovery) by means of the EU Digital COVID Certificate issued by any European country. With this Certificate, travellers will be able to enter Spain more quickly and easily, avoiding waiting times and additional controls.

This new system, which came into force today, represents a decisive step in opening of Spain to safe international mobility, and has been possible thanks to the progress of the information systems and technological platforms developed by the Ministry of Health to guarantee the maximum efficiency of health controls at our ports and airports.

This control is a reality thanks to the SpTH system and the health control forms, which will continue to be compulsory, and also thanks to the devices established by Sanidad Exterior, AENA and Puertos del Estado.

Therefore, from today, all vaccinated people, wherever they come from, will be able to enter Spain and, if they also come from an EU country, they will be able to do so easily and comfortably thanks to the EU Digital COVID Certificate.

The EU Digital Covid Certificate: Who will be issuing them and what are they for?

The so-called ‘coronavirus passport’ will come into force across the 27-country bloc on july 1, and aims to standardize documents such as proof of vaccination or pcr test results.

From July 1, the European Union is going to put into use a “ coronavirus passport ” that will allow its citizens to travel across the 27-country bloc without the need for quarantines – assuming the epidemiological situation does not take a new turn for the worse. The “EU Digital Covid Certificate,” as the scheme is known, is seeking to standardize the documents issued by each country so that they can be recognized by each member.

What is the passport for?

The EU Digital Covid Certificate aims to guarantee the use of national certificates across the union that prove that the holder has been vaccinated against Covid-19, has had a negative PCR or antigen test for the virus, or has recovered from the illness thus enjoying a period of immunity from reinfection. The Digital Covid Certificate should be available to residents of Spain, regardless of nationality. This is likely to include United Kingdom nationals, who should not be affected by the fact that their country has now left the European Union via the process commonly known as “Brexit.”

Can countries use the passport for other purposes?

This is within their powers. For example, some countries want this document not just to be used for the free circulation of travelers across the EU, but also for social events. Austria wants to use it for access to hotels, restaurants and cultural activities.

Who will issue these certificates?

The member states will decide this. In the case of Spain, the regions – which are in charge of their own healthcare systems as well as the overall control of the pandemic in their territories – can be assigned this task. The Health Ministry will place the technical means necessary at their disposal so that they can consult the central vaccination register.

What format will they be available in?

Citizens can choose between paper, digital or both.

Why is this being done?

After a number of EU countries announced that they would create such certificates, Brussels decided that it should guarantee a model that will allow for the recovery of full movement within the EU. The bloc is also seeking to put an end to fake PCR test and vaccine certificates, by creating a homogenized system where the data can be verified.

What data should be included?

The data included should facilitate cross-EU functionality – i.e. so that a country can accept a document that has been issued by another EU member. In particular, the certificate should include a barcode or QR code that allows for the verification of the authenticity and validity of the document, among others. The certificate will have to be in the official languages of the issuing country and in English. What’s more, another document will contain the details of the Covid-19 vaccine the holder has received, the result of a PCR test or information that guarantees that the bearer has overcome the virus should they have contracted it previously.

Why have these three scenarios been chosen?

The Commission believes that scientific literature has by now consistently concluded that the Covid-19 vaccines contribute to breaking the chain of transmission an that those who have had Covid-19 in the last six months have a reduced risk of infecting others.

How can you prove that you have had Covid-19?

The document must include the date of the first positive PCR test. That certificate is only valid for 180 days.

Do I have to pay for the document?

No, the certificate is free. To avoid fraud, a fee may be charged should the holder repeatedly lose the document.

When does it come into force?

On July 1. For countries that are not ready in time, an introductory period is being considered. In Spain, the certificate will come into force ahead of that date – in fact it may start as early as today with a pilot program, coinciding with the reopening of Spanish borders to global visitors who have been vaccinated.

Does this mean that being vaccinated is obligatory for travel?

No. In fact, the passport cannot be a precondition for travel.

What advantages will I have if I have the Spanish certificate?

The Spanish Covid certificate will guarantee that the bearer the same rights as local citizens when in another EU country. For example, if an Austrian restaurant only permits patrons with the certificate, the Spanish document will be equally valid.

Which vaccines are allowed?

The EU will accept all of those authorized by the European Medicines Agency (EMA): Pfizer-BioNTech, Moderna, Oxford-AstraZeneca and Janssen. However, a country will also be able to accept certificates expedited for anyone who has received a vaccine validated by an EU member state, one that has temporary authorization or whose use has been approved for emergency reasons by the World Health Organization (WHO). The EU regulation only states that there can be no exceptions: if one state accepts that the residents of another member (or a third country) can travel with vaccines that have not been approved by the EMA they should extend this possibility to the rest of the members of the 27-country bloc.

Are measures such as quarantines ending?

This is the aim of the certificate, but each country reserves the right to impose new restrictions if they consider that the epidemiological conditions require such measures. In this case, they must be communicated with 48 hours notice, if possible, to the rest of the EU member states.

How long will the regulation in force?

So far, for 12 months. The aim of the European institutions is to lift all of the restrictions on freedom of movement when the epidemiological conditions allow. The European Commission will have to present a report four months after having started to apply the regulation and three months before this one-year period comes to an end.

Spain is now issuing EU Digital Covid Certificates – full details of what you need to know

Spain has started to issue the EU Digital Covid Certificate to all citizens in Spain who apply for it, becoming one of the first European countries capable of issuing and recognising the certificate. It is 20 days earlier than when it becomes mandatory – set for 1 July – which is the date set by the European Regulation for ‘the rights of citizens and the obligation of member States’.

The EU Digital Covid Certificate  is to be used as digital proof that a person has either:

  • been fully vaccinated against Covid-19
  • received a negative test result,
  • or recovered from Covid-19

The European Commission has stated that: ‘EU Certificates can be issued and used  in all EU Member States to facilitate free movement during the Covid-19 pandemic. All EU citizens and their family members, as well as non-EU nationals legally staying or residing in the Member States and who have the right to travel to other Member States, would be eligible to receive such certificates free of charge .’

The Commission has also stated that, ‘the EU certificate only includes a minimum set of information  necessary to confirm and verify the holder’s vaccination, testing or recovery status.’

The key features of the certificate are:

  • Digital and/or paper format
  • with QR code
  • free of charge
  • in national language and English
  • safe and secure
  • valid in all EU countries

Here are further FAQ regarding the  EU Digital Covid Certificate : 

How will the certificate work.

  • The EU Digital Covid Certificate contains a QR code with a digital signature to protect it against falsification.
  • When the certificate is checked, the QR code is scanned and the signature verified.
  • Each issuing body (e.g. a hospital, a test centre, a health authority) has its own digital signature key. All of these are stored in a secure database in each country.
  • The European Commission has built a gateway through which all certificate signatures can be verified across the EU. The personal data of the certificate holder does not pass through the gateway, as this is not necessary to verify the digital signature. The European Commission also helped Member States to develop national software and apps to issue, store and verify certificates and supported them in the necessary tests to on-board the gateway.

How will citizens get the certificate?

  • EU Member States’ authorities are in charge of issuing the certificate. It could, for example, be issued by test centres or  health authorities , or directly via an eHealth portal . 
  • The digital version can be stored on a mobile device. Citizens can also request a paper version. Both will have a QR code that contains essential information, as well as a digital signature to make sure the certificate is authentic.
  • Member States have agreed on a common design that can be used for the electronic and paper versions to facilitate the recognition.

How will it help free movement?

  • The EU Digital Covid Certificate will be accepted in all EU Member States . It will help to ensure that restrictions currently in place can be lifted in a coordinated manner.
  • When travelling, the EU Digital Covid Certificate holder should in principle be exempted from free movement restrictions: Member States should refrain from imposing additional travel restrictions on the holders of an EU Digital Covid Certificate, unless they are necessary and proportionate to safeguard public health. 
  • In such a case – for instance as a reaction to new variants of concern – that Member State would have to notify the Commission and all other Member States and justify this decision.

Will citizens who are not yet vaccinated be able to travel to another EU country?

  • Yes. The EU Digital Covid Certificate should facilitate free movement inside the EU. It will not be a pre-condition to free movement, which is a fundamental right in the EU.
  • The EU Digital Covid Certificate will also prove the results of testing, which is often required under applicable public health restrictions. The certificate is an opportunity for Member States to adjust the existing restrictions on public health grounds. The currently applicable recommendation on coordinating free movement restrictions in the EU will also be amended by mid-June with a view to the holiday season.

New rules for entering Spain since 7 June

Since  Monday 7 June , all travellers from outside the European Union and Schengen Zone  can visit Spain , providing they have a certificate to show they have been fully vaccinated against Covid-19 and that the second dose was received at least 14 days before travelling (or the first and only dose if vaccinated with Janssen).

Meanwhile, non-vaccinated Europeans — who were already allowed to enter Spain with a negative PCR test taken within 72 hours — since 7 June are also able to take a cheaper antigen test instead. Since Monday 24 May, Spain  officially lifted restrictions for UK travellers to allow non-essential travel without quarantine or the need to provide any test, although a health declaration form is required. However,  Spain  still remains on the UK government’s updated ‘amber’ list of countries after the latest review of travel destinations.

The new measures were finally published in Spain’s Boletín Oficial del Estado (BOE) on Saturday 5 June. The Spanish Tourism Ministry has also detailed (in English) the new measures in a 3 page document here .

Been trying to get my certificate from the Andalucía App (and website) eveer since my vaccination but it says my details are incorrect. They are not and are identical to the printout given by my Central Salud clinic. I have read so many “feedbacks” that this doesn’t work so I am not the only one. Some are lucky, my wife for instance, got hers without problem but others are not so lucky. Its a very bad App if people who need a certificate (are entitled to one!) cannot get one because of a very buggy app.

The Spanish locator form, also known as the " Spain Travel Health " or "Spain Health Control" form, is a document that travelers need to fill out before traveling to Spain, especially during the COVID-19 pandemic. I’m an American citizen, but I have an EU digital covid certificate issued by France that I got last August for a different trip. Can I use that to apply for the SpTH pass? I read that the lines go quicker if you use that instead of a different proof of vaccination (like my US CDC vaccine card), but I wanted to make sure it wouldn’t be a problem to use that if I’m not an EU citizen. In France, at least, it works exactly the same as any other EU digital covid certificate

Hello, I was supposed to travel to Madrid yesterday 25th November. I was unable to get the qr code , I tried several times but no luck. We went to the airport early to get help and the EasyJet ground staff spent 90 minutes with me trying to get the code. As a result we could not board and lost our holiday. How can I complain to the health authority and who do I contact? Thank you.

Hello, I'm having difficulty determining if I will be allowed to enter Barcelona, Spain from Marrakech, Morocco if I'm an American citizen that is fully vaccinated. I know I'm allowed into Spain from the US or another EU county, but I cannot figure out if I'm allowed in if I travel through Marrakech. If I am allowed in, will I have to quarantine? On the spanish health form it asks you if you have been in contact with a covid case in the last 14 days. If you say yes, you still get issued a QR code. If you have said yes, yet are fully vaccinated and have tested negative with a PCR test, will you be allowed into Spain?

Hello, I am an American study abroad student who is in Barcelona for three months. I am vaccinated but have been denied at some nightclubs and bars because I don't have the EU Covid Passport with the QR code. It seems impossible for Americans to obtain the covid passport, is there any way around this? I want to obtain the QR code so I don't have to get tested every single weekend to go out even though I am vaccinated. I have tried going to el CAP and they said they couldn't do anything. Thank You

Hello, We’re traveling from US to Barcelona next week. My vaccination card is with my married name but my passport and airline ticket is with my maiden name. Will I be allowed entry into Barcelona if I also bring my marriage license to show both names and also my old driver’s license with my married name in it? I’m very worried I’ll be denied entry on arrival, especially since we’re traveling with young children. Thank you for your help!

It often happens that the download is successful but the site does not specify it. I recently renewed my visa and applied for a new residency card. I was supposed to receive the new card today but was told it will not be available for another two weeks. I am flying to Greece in less than two weeks and am worried that I will not be able to re-enter Spain without a valid residency card. I currently have my EU Vaccination Certificate, expired residency card, Resguardo de Solicitud (stating I applied for the new card in August and that my visa is valid until 2023), and passport, but I am not sure if that is sufficient. Several countries have added travel restrictions on tourists from the United States following the European Union's recommendation to reimplement restrictions due to the continued spread of COVID-19 . Now, you can add Spain to that list.

The new rule effectively bans unvaccinated American travelers from entering Spain. The country will require proof of vaccination to enter the country — and there are almost no exceptions .

According to the Spanish government , U.S. travelers must show proof of COVID-19 vaccination to enter the country. Vaccinations approved by Spain's Ministry of Health, including Pfizer, Moderna and Johnson and Johnson , are accepted. Children under 12 are the only exemption from the rule.

This mandate replaces a recent rule that allowed travelers to enter with proof of vaccination or a negative COVID-19 test taken within 72 hours before arrival.

The U.S. is on Spain's list of "high-risk" countries, though the list also includes most of the world. According to the Spanish government, the list of high-risk countries is reviewed every seven days.

In addition to proof of vaccination, travelers headed to Spain from the U.S. must present a QR code generated through the Spain Travel Health portal. The health form details your name, email, passport number and flight details. Travelers then receive a QR code that's must be presented at boarding and upon arrival in Spain. Alternatively, the EU digital certificate is acceptable if you're coming from other EU countries.

When Spain first reopened its borders earlier this summer, COVID-19 tests and proof of vaccination weren't mandated . However, in light of rising coronavirus cases and the EU's recommendation, countries are implementing new restrictions on travel. This is a general trend we've seen worldwide, and it's getting increasingly difficult to travel internationally if you're not fully vaccinated.

The highly transmissible delta variant has forced countries to reevaluate their international travel strategy. According to Reuters, the U.S. averages 313 cases per 100,000 residents daily, while Spain averages 59 cases per 100,000 residents daily. Nearly 75% of Spaniards are fully vaccinated, according to Johns Hopkins University data .

While Spain's new restrictions mainly affect the unvaccinated, some countries are implementing requirements that also impact fully vaccinated travelers. For instance, the Netherlands reimposed a 10-day quarantine on top of proof of vaccination or a recent negative test — and we may see other countries develop similar restrictions soon.

The U.S. Centers for Disease Control and Prevention (CDC) classifies Spain as Level 4: "Very High Level of COVID-19" and recommends Americans avoid traveling to the country. The U.S. State Department also lists Spain under its own Level 4 "Do Not Travel" designation due to COVID-19 cases.

Currently, Spain is open to all travelers. Please, take your time to learn the information presented below to find out if you can travel to Spain and what travel restrictions are in place.

Can I enter Spain if I am vaccinated?

You can enter Spain if you are vaccinated. You must have completed a full vaccination course at least 14 days before arriving in Spain.

The Spanish government has announced that any vaccine authorized for marketing by the EU (by European Medicines Agency, EMA) and WHO is accepted. Here’s the list of vaccines accepted in Spain as of November 11 2021:

  • Comirnaty – Pfizer / BioNTech
  • Vaxzevria – AstraZeneca
  • AstraZeneca / SK Bio, SK Bioscience
  • Covishield – Serum Institute of India
  • Janssen – Johnson and Johnson
  • Spikevax – Moderna
  • SARS-CoV-2 vaccine – Sinopharm / Beijing Institute of Biological Products
  • CoronaVac – Sinovac Life Sciences
  • Covaxin – Bharat Biotech

Travel documents if you are fully vaccinated

Please, make sure to present one of the following documents:

  • The EU Digital COVID Certificate or a valid equivalent approved by the EU Commission (a mobile application for EU travelers)
  • A completed manually SpTH QR (if you do not possess the EU Digital COVID Certificate or valid equivalent) 

Upon arrival at the airport, holders of the EU Digital COVID Certificate or a valid equivalent have to follow the Orange Way signals; holders of an SpTH QR have to follow the Blue Way signals.

If you have a paper certificate, it must be in Spanish, English, French, or German and contain the following data:

  • Name and surname
  • Personal identification number
  • Name of the vaccine administered
  • Country/city where the vaccine has been administered
  • Date(s) of vaccination

Also, whether vaccinated or not, all travelers must complete a Health Control Form (FCS form) and sign it electronically at least four hours before the expected date of departure.

You need to provide the following information:

  • Name, surname
  • Passport number, ID card, or personal identification
  • Flight number and arrival date

After the form is processed, you will receive an email with a QR code to show at control points upon arrival in Spain . Print or save the code on a smartphone or tablet.

Can I enter Spain if I am unvaccinated?

Only limited categories of travelers can enter Spain for tourism if they are unvaccinated, namely, holders of a long-term visa issued by a Member State or Schengen Associated State and habitual residents of the following countries can enter Spain:

  • Bahréin
  • New Zealand
  • Saudi Arabia
  • South Korea
  • The Vatican (Holy See)
  • United Arab Emirates

Travel documents if you are unvaccinated

  • A negative COVID-19 antigen test (no more than 24 hours before) or NAAT test result (no older than 72 hours). It must be in English, French, German, Spanish or accompanied by a certified Spanish translation or
  • A COVID-19 recovery certificate (it is valid from a minimum of 11 days after taking the first positive NAAT test until a maximum of six months after that date)

Also, whether vaccinated or not, all travelers must fill in a Health Control Form (FCS form) and sign it electronically at least four hours before the expected date of departure.

For that, you will have to provide the following information:

Can I leave Spain?

All travelers can leave Spain, but they must meet the COVID-19 requirements of whichever country they are going to. Check the list of travel options from Spain we prepared for you.

Can I leave Spain if I am vaccinated?

You can leave Spain if you are vaccinated.

Travel documents if you are vaccinated

If you travel from Spain, you need to have one of the following documents:

  • The EU Digital COVID Certificate (this is approved only within the EU)
  • A printed paper certificate (it is your responsibility to get information about the required language of the certificate and other details needed for your destination)

Additionally, make sure to find out requirements about the presence of COVID-19 tests for vaccinated travelers, since some countries demand tests anyway (the US, for example).

Can I leave Spain if I am unvaccinated?

You can leave Spain if you are unvaccinated.

Depending on the destination, unvaccinated travelers need to have one of the documents:

  • Viral test (the relevant period depends on the individual destination)
  • Documentation of recovery from COVID-19 (a positive viral test result on a sample taken no more than 90 days before the flight’s departure to a foreign country)

According to the ECDC’s report as of November 18, 2021, Spain is the safest destination to visit in Europe . Around 80% of the Spanish population have been vaccinated. All public places are now open in Spain.

Is it safe to travel to Spain right now?

Presently, Spain is considered the safest country to visit in Europe. The Ministry of Health is still asking locals and travelers to follow covid-related traveling rules:

  • Use a face mask in public places
  • Maintain a physical distance of 1.5 meters
  • Gather no more than five people around you during indoor and outdoor meetings

Is Barcelona open for travel?

Barcelona is open for tourists now. All the main attractions, shops and restaurants are open to the public. Traveling to Barcelona , it’s a good idea to carry your vaccine certificate or negative test with you since not all places allow entrance without it.

Do I have to be quarantined if I go to Spain?

Currently, you don’t have to quarantine when you arrive in Spain due to the advantageous COVID-19 situation.

How do I get a health pass to travel to Spain?

When you arrive in Spain from the EU, it’s a great idea to get an EU Digital Covid Certificate. The certificate is free of charge, and it is issued in digital or paper format in the country’s national language and English. However, only EU citizens can get it. If you’re arriving from out of the EU, keep a paper certificate with you.

Passengers arriving in Spain will not be required to present an EU Covid-19 certificate or the QR code of the SpTH Health Control Form.

Is a negative COVID test required for entry? 

No. As of October 21, 2022, it is no longer necessary to present a negative COVID test to enter Spain.

Returning Home

We recommend taking into account some considerations such as: 

  • Checking-in online if possible and taking your boarding pass to the airport on your mobile or printed
  • Arriving earlier than usual at the airport because the security checks and check-in process may be slower than usual
  • Bearing in mind that some airlines have restricted the amount of cabin baggage allowed
