U.S. VIRGIN ISLANDS (July 24, 2020) – The U.S. Virgin Islands Department of Tourism announced the launch of phase one of a new online portal that will prescreen and assist with the certification process of all travelers prior to their arrival in the Territory. The goal is to reduce the spread of Coronavirus Disease 2019 (COVID-19).

The U.S. Virgin Islands Travel Screening Portal facilitates pre-arrival processing, thereby improving efficiency, reducing delays, and providing a more seamless traveler experience.

The development process will next integrate mobile optimization for the portal, followed by a hybrid mobile application launch, and artificial intelligence to automate the processing of laboratory test results from travelers visiting from highly impacted states and territories.

The secure portal, a result of the coordinated efforts of the Office of the Governor, the Virgin Islands Department of Health, the Virgin Islands Port Authority, the Ports of the U.S. Virgin Islands, and the Department of Tourism can be found at www.usviupdate.com/travelportal .  

The Government of the U.S. Virgin Islands will provide oversight with respect to Health Insurance Portability and Accountability Act (HIPAA) compliance and other best practices to ensure the confidentiality and privacy of user information and personal data, and the overall integrity of the process.

Upon visiting the portal, all travelers will be greeted with a welcome that guides them through a series of screens, including General Information, Terms and Conditions, Traveler Information, and the COVID-19 Traveler Screening Tool. After travelers from highly impacted areas upload their COVID-19 test results, the information submitted will be processed in 24-48 hours and a certification code issued immediately upon completion.  

For most travelers, the portal screening and certification will eventually replace the existing manual procedure, which requires the physical completion and review of the COVID-19 Traveler Screening Tool at the Territory’s ports of entry. Once the passenger arrives, the Virgin Islands Port Authority, in conjunction with the Department of Health and the Virgin Islands National Guard, will process the traveler using the validation generated from the portal in addition to performing temperature checks with a thermal scanner.

“Our team has been working tirelessly to adapt to a rapidly changing operational environment in this ‘Open Doors’ phase of the pandemic,” said Commissioner of Tourism Joseph Boschulte, “and we continue to update our practices and procedures as recommended by the Centers for Disease Control and Prevention and local health officials.” 

The Commissioner applauded the efforts of the interagency teams and stated that the online portal, which prescreens all travelers and validates COVID-19 test results, is another positive step towards keeping residents and visitors safe.

Any traveler aged 15 and older whose home state (state of residence) has a COVID-19 positivity rate greater than 10 percent will be required to produce a negative COVID-19 antigen (molecular/PCR/rapid) test result received within five days prior to travel to the U.S. Virgin Islands or a positive COVID-19 antibody test result received within four months of travel to the Territory. Currently, residents of Puerto Rico are also subject to this requirement.

COVID-19 test results are also required from travelers, 15 years old and older, who have spent more than seven days in and are traveling from a state with a positivity rate greater than 10 percent. Positivity rates used are according to data and analysis from Johns Hopkins University: https://coronavirus.jhu.edu/testing/tracker/overview .

St. Thomas has two cruise ports - - The West India Company Dock (almost universally referred to as Havensight) and Crown Bay. Both are located on the south side of the island not far from Charlotte Amalie. Generally, the ships of Carnival Cruise Lines, Norwegian Cruise Line, Celebrity Cruises, and Royal Caribbean (except Oasis of the Seas and Allure of the Seas) dock at Havensight. Cunard, Princess, Holland America and Oasis and Allure typically dock at Crown Bay. This can change depending on the number of ships in port. Deeper draft ships such as Queen Mary 2, Oasis and Allure are required to dock at Crown Bay.

St. Croix Cruise Ship Arrival

Our Port The Ann E. Abramson Pier is named in honor of the Virgin Islands Public Works Commissioner who was responsible for much of the rejuvenation of the Frederiksted area. This is the pier where most of the large cruise ships dock, as well as military ships, submarines, and other naval vessels. From time to time, tall-ships especially from Denmark, can be seen here. The dock itself has been a favorite diving place especially for viewing bright coral, sponges, and a multitude of fish life. A night dive should reveal the sea-horses unique to this pier. Visitors arriving at the pier often walk through the small town of Frederiksted and walk to the nearby beaches and beach club. MORE INFO

US Virgin Islands Tourism Is Booming

It’s been one of the biggest success stories in Caribbean tourism since the onset of the pandemic: the US Virgin Islands, which expertly navigated the uncertain waters of the pandemic and came out with record-breaking numbers. 

Indeed, from June 2021 to May 2022, the US Virgin Islands had the highest hotel occupancy in the Caribbean, with a 72.5 percent number, according to data from STR. 

The USVI also led the region in average daily rate at $637 and revenue per available room, $461.61, during the same period. 

And the numbers keep getting even better. 

In a sizzling start to 2022, first-quarter visitor arrivals surged 153 percent compared to the same period in 2021, with a total of 452,764 visitors, according to Tourism Commissioner Joseph Boschulte. 

The USVI also saw a rapid increase in new airlift during the pandemic; Transportation Security Administration data showed that the USVI was the fastest-growing location for total airlift capacity in the Americas from 2019 to 2021.

The hope, Boschulte tells Caribbean Journal, is for these numbers to stay strong. 

“Based on our tourism numbers for Fiscal Year 2022 and projecting into next year, we are feeling confident that visitation to the U.S. Virgin Islands will continue on an upward trajectory,” Boschulte says. “Thanks to our efforts in attracting more airlift, our overnight visitor numbers have soared, leading to record hotel occupancy for the Territory.”

The US Virgin Islands has also seen its cruise industry, which was largely dormant for the calendar year 2021, rebound in a big way. 

The USVI is projected to see more than 450 calls and 1.4 million passengers in the fiscal year 2023, up from just under 250 calls and around 480,000 passengers in fiscal year 2022. 

The aim is to add 70 percent more passengers to Crown Bay in St Thomas, and to triple the numbers in St Croix’s cruise port in Frederiksted in 2023.

The latter will come from a major expansion by Royal Caribbean, which is adding three times it’s passenger volume to Frederiksted, it announced at SeaTrade earlier this year .

“With airlift at record highs and continuing to increase, thanks to our aggressive efforts to attract new service, and with the return of the cruise business this year, we expect our visitor numbers to match or exceed the pre-pandemic year of 2019,” he said.

“We are not resting on past efforts. Working closely with government leadership and local tourism partners, we are continuing to develop programs and products that will attract new and repeat visitors, including in the meetings, incentives, conventions and events (MICE) business,” Boschulte says. “We are ensuring we are top of mind with travel advisors and the media, using our social media platforms and other trade and public relations efforts to keep these audiences engaged and informed.”

“ 15 years ago, I received a loan from SBDA and they helped with agriculture supplies for my family estate farm of 64 acres. We rare the St. Croix white-hair sheep and many vegetables. Since my parents passed in the 60s, we’ve been taking care of the farm. UVI does research on these particular species of sheep and we do research with UVI and now we harvest cucumbers, avocados, and peppers. Farming is a hard job and we appreciated the loan as we are looking to expand the farm. I like to encourage farmers to participate in loans that are available through SBDA and USVIEDA, Economic Development Bank. ”

Financing Options

The State Small Business Credit Initiative Program was created by the 2010 Small Business Jobs Act to support small business lending and encourage financial institutions to be more aggressive in their lending activities.

Maximum Enhancement Amounts

If you are a business in Frederiksted, St. Croix that has the greatest potential for generating new business activity in Frederiksted, did you know that you can have first priority in receiving a loan through this program at a reasonable interest rate?

The Farmers and Fishermen Loan Program offers loans for commercial farmers and fishermen. Loans are secured by acceptable collateral.

The Micro-Credit Loan Program offers a secured loan subject to creditworthiness of applicant and/or guarantor. The loan amount shall be from $1,000 to $50,000.  The maximum loan term is 5 years.

The Economic Development Administration Loan Fund offers loans up to $75,000 for dislocated workers with the best prospect for establishing or expanding their own businesses.
