The city has just recently started flourishing and in every aspect, too, due to increasing foreign investments.

Rapid economic growth has caused the emergence of a modern urban skyline and the development of a widening middle class.

Cebu City is susceptible to many natural disasters. It survives about 20 tropical storms each year and has active seismic faults where earthquakes and volcanic eruptions occur.

Despite the poverty in this city and the liberal gun laws, Cebu City is a relatively safe city by Western standards where violent crime towards foreigners is rare. Still, apply caution and avoid poorly lit and deserted areas.

There have been numerous terrorist attacks in the Philippines' recent history. Explosions occurred in the Quiapo area of Manila on 28 April and 6 May 2017, with many fatalities. The motive for these attacks is still unclear. It is best to remain vigilant at all times.

Always carry small bills with you. Vendors will try and make you buy more things by saying they have no change for large bills. Apart from that, be wary of people lurking around ATMs or anyone trying to distract you. Taxi drivers might try to trick you into paying more, giving you wrongful information about the price of the ride.

Even though many women haven't had any problem in Cebu City, it is advised that women avoid walking alone after dark. Apply all precaution measures at all times and avoid dark and empty streets and locations.

Cebu City is overall a safe city but it has many downsides and its dangers.

Although the Philippine people are known as friendly and welcoming, you should keep in mind that this is a poverty-ridden country, and this can be noticed especially in major cities like Cebu City.

What comes with this situation is, unfortunately, crime.

As an experienced traveler, you know that you should keep your belongings in a safe place, not to flash your valuables, especially parts of expensive technology, in public places, and not to carry all your money with you.

Pickpockets are mostly kids because Philippine law exempts them from jail time.

Even though Cebu City is crawling with pickpockets, it is not known for robberies and violent crimes.

If you do find yourself in a dangerous situation, unfortunately, you cannot rely on the police. In many cases, you should be wary of them as they can be easily bribed and might even try to scam you.

The following parts of Cebu can be unsafe at night: some parts of downtown Cebu, areas along Colon Street and surrounding areas, Mango Square and the Fuente circle where most of the city’s homeless live.

Another thing to remembers is that unfortunately, Cebu City and the province have been a hotspot for human trafficking and sexual exploitation by foreigners.

I have been to Cebu for five times now, for Educational Related Projects, and just plain leisure.

I have really fallen in love with this country, but the risks stated are quite true.

I am glad that I have yet to face any robberies/pickpocketing/muggings, and I hope that it keeps that way.

I believe the risk I face is mitigated as I have local connections that host and bring me around during my visits, so for those who are backpacking and traveling the first time without any network, just don’t offend the people and use common sense to avoid dangerous situations.

(Stay away from Nightlife, don’t walk down dark alleys, etc.) Better 90% of the fun visiting than 100% of the fun and you get mugged… right? haha

PS: There were children robbers that didn’t rob me, but tried to sell me robbed “items”

Street children now are brought to social welfare facilities. All drug addicts are now in jail and rahab. Police officers are doing well in their duties. Under Duterte administration the city of Cebu or perhaps the whole Philippines are cleansed from all bad elements of the society. The only menace to the country are the communist people and their frontliners who really want to destabilize the government. All in all the Philippines is the safest place to enjoy this side of the planet.

Some of the worst liars and scamsters

This is not true. Just take a look at Cabantan. Duterte has done a great job but very much still seems to be done. So many places are run by druglords still. And most women or girls try to love scam foreigners. Dont fall for that any philippine young woman loves you. They already have boyfriends and will scam you for money for her and her boyfriend. And they will have you killed if they need. Many cooperate in mafia like families love scamming foreigners, stealing, dealing drugs and whatever they can to get in money. And like said most americans and foreigners are so easily tricked and gullible because everyone wants to be there and get love and so on.

Be smart and vigilant

I have been to the Philippines 3 times now.

Like any country including the US, you have to use good common sense.

Keep your wallet in your front pocket with your passport in the other front pocket.

I have never experienced any type of crime and the people there are very loving and friendly.

Like any big city, you have to stay vigilant and know your surroundings.

Don’t go into areas where it appears you are looking for trouble.

If you look like a “victim”, you will become one.

If you go out, DO NOT drink to where you have no idea where you are.

This behavior will get you into trouble.

Im amazed at most of the reviews I read. Perhaps they are being polite? As far as safety is concerned I would certainly agree ,it’s safe if common sense is used. The filth . Pollution ,and poverty I saw was so sickening. It made me angry. The food in general was discusting and well below acceptable. The people as always are amazing, so polite ,well mannered and friendly, I truly feel for the people they have no one to fight for them, but remain proud.

Been coming to Cebu for 18 years, now living here for the past 2 years. Never had any real problems, maybe the odd person trying to overcharge a few pesos. Driving here is crazy but ok with me, motorcyclists love to drive without lights at night as it’s considered macho and very cool, i think of mororcyclists as a person looking for somewhere to die they really are that stupid. Car driving pretty much the same. If you want to drive here best to buy (yes buy) your licence at SM shopping mall, oh there is no driving test here, just pass the eyesight test and you get a license for around £10 $15, pay 600 Pesos for insurance and anyone can drive your car (the insurance is for the cat not the driver). Lots of Laws here but not enforced except for Cebu city, no problem with the police, if you get caught just bribe them, very easy and works every time.

Cebu city…lived here several years. Overall, safe and modern city with access to international products in the malls and markets. Fairly inexpensive for the 2nd largest city in PH. English is spoken most everywhere. Call centers and BPO are all around the city. Good international crowd of expats, students, and employees. Some good restaurants owned by filipinos and foreigners. Food overall is not as good as thailand or vietnam, but there are some excellents dishes. Lechon or roasted pig is tasty and each city has its specialty lechon. Same with roasted chicken. The Ugly: streets are dirty and trash in many places. Traffic sux and cebu city needs a rail or monorail system. Buses and jeepneys are cheap, but some still use diesel fuel. Thick black exhaust fills the air. Need more hybrids and electric vehicles. There are some buses modern, clean, and safe. Kids will rob you in mango area. Come up in groups and search your pockets. Little kids 7 to 14 years old! Women will ask for money on dating sites. Even if you never met them! The little beeches ! Expect all foreigners are wealthy… Be aware in bars, jeepneys, and walking in dark sidestreets alone. Ive had my necklace stolen and phones stolen by girls in bars and at home. Average wage here is less than 10 usd a day. Even for skilled workers. Overall, people are polite and friendly. I get called sir frequently. Its a good base for SE Asia. International airport and some nice places to see-beaches, waterfall, mountains. RATING 1 to 10. 10 being highest/best SEVEN. 7

Staying safe in Cebu

I’m an American expat retired U.S. Army living in Cebu since 2009. I have never been robbed, mugged, pickpocketed, etc. Do not come to the Philippines being flashy or boastful. This will bring negative attention to yourself. Do like the locals do, and don’t make yourself standout other than looking like a foreigner. Never tell anyone your wealth, how much you make, stay humble, and refuse to answer those questions. Even stating you are just a poor foreigner might help you. Remain vigilant of your surroundings and you should have a peaceful stay in Cebu and the Philippines.

Cebu province travel requirements for tourists & visitors, the province of cebu is under alert level 2 from january 1-15, 2022. below are the general travel requirements for cebu province..

  • Effective immediately, all persons traveling to the Province of Cebu shall no longer be required to present a negative (a) RT-PCR Test Result nor a (b) Rapid Antigen Test Result or (c) a medical certificate as a requirement for entry.
  • Instead, fully vaccinated persons shall be required to present their vaccination cards or vaccination certificates as proof of vaccination. Click here to know how to download a Vaccination Certificate from VaxCertPH .
  • Unvaccinated or partially-vaccinated individuals shall present a medical certificate issued within 24 hours before your arrival in Cebu.
  • Interzonal travel within the entire island of Cebu shall be permitted. All persons shall be allowed to travel to and from the Province of Cebu and the cities of Cebu, Mandaue, and Lapu-Lapu.
  • For those traveling to Cebu, confirmed round-trip plane ticket must also be presented (except for Locally Stranded Individuals and Returning Overseas Filipinos)

  • Passed symptom checking or screening at the port upon arrival and upon boarding.

Update as of january 13, 2022: cebu city is under alert level 3 from january 14-31, 2022. if you're planning to visiting cebu city, here are the travel requirements for fully-vaccinated, partially-vaccinated and unvaccinated tourists..

  • Fully vaccinated individuals
  • Valid ID/proof of identity bearing holder's picture and signature.
  • Official vaccination cards with QR code. If without QR codes, present the Official Vaccination Certificates issued by the local health officer or by the DOH-Bureau of Quarantine (BOQ). Negative Covid-19 test result is NO LONGER REQUIRED.
  • Other travelers NOT FULLY VACCINATED
  • A negative RT-PCR (swab) test result taken within seventy-two (72) hours; OR
  • A negative Antigen test result taken within forty-eight (48) hour; OR
  • A negative Saliva test result taken within forty-eight (48) hours

Arriving in Cebu from abroad? Here’s what you need to know

If you’re coming to the Mactan Cebu International Airport (MCIA) from abroad, there are new quarantine protocol requirements.

Beginning February 1, all international passengers arriving in Cebu are required to have a mandatory RT-PCR swab test on the 5th day after arriving.

Note that the instructions for domestic travelers coming to Cebu are different. You may read those requirements here .

“This is pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) Resolution Nos. 96 and 97,” the MCIA in their public advisory.

Under IATF Resolution No. 96, all arriving passengers, regardless of origin, shall be required to undergo facility-based quarantine upon arrival.

Previously, the RT-PCR swab test was required upon arrival. This time, it is 5 days from the arrival date at the designated quarantine facility/hotel to consider the possible incubation period of the virus. If a passenger was exposed and caught the virus on the airplane for example, it would not immediately appear if the swab is taken upon arrival.

What’s more is that arriving passengers from countries where the new COVID-19 variants emerged are now subjected to a 14-day quarantine, while waiting for their RT-PCR test result. If the passenger tests negative, they can coordinate with their home local government unit on completing the quarantine in their home town.

Fortunately for OFWs, the costs for the RT-PCR swab test are shouldered by the Overseas Workers Welfare Administration (OWWA).

Non-OFW Filipinos and foreign nationals will have to pay for their own swab test, which cost P4,100. They also have to arrange their own quarantine hotel stay of 7 days hotel booking confirmation at accredited hotels.

When you arrive at the airport, here’s what to expect:

Step 1: Pre-deplaning procedure

Prior to arrival, fill out and complete the following forms distributed by the airline crew while in-flight:

  • Health Declaration Form
  • Immigration Arrival Card

You must also complete the online MCIA Passenger Arrival Registration Form via https://mactancebuairport.com/covid-19-registration within 5 days before your scheduled arrival date at MCIA. 

Step 2: Arrival briefing

The bureau of quarantine will brief passengers before they unload and step off the aircraft.

Step 3: Validation

Once briefing is done, proceed to the Validation Counter and present the following:

  • Barcode/Travel Reference Number (TRN)
  • Boarding pass
  • Health declaration form

Step 4: Temperature scan

A Bureau of Quarantine officer will scan your temperature for fever.

Step 5: Immigration clearance

Proceed to the Immigration counter for clearance. Submit Immigration Arrival Card.

Step 6: Proceed to exit counters

Proceed to the designated counters at the Arrival Reclaim Hall:

  • For OFWs: OWWA Counter for hotel accommodation assignment
  • For non-OFW Filipinos and foreign nationals: Cashier counter for payment of swab test.

Note: Philippine pesos and credit cards are modes of payment accepted. For other currencies, proceed to the foreign exchange counter at the arrivals area.

Step 7: Swab Testing

All passengers shall be swabbed upon arrival at MCIA and on the 7th day of quarantine at their respective quarantine facilities. All swab tests would be administered by the Department of Health (DOH) Region 7.

Step 8: Claim luggage

You may get your belongings at the luggage carousel .

Step 9: Proceed to waiting area

Proceed to the designated waiting area and wait for a representative from the respective agencies for Customs clearance:

  • OWWA for OFWs
  • Accredited hotel representatives for returning non-OFW Filipinos and foreign nationals

Step 10: Proceed to customs counter

Passengers must have their luggage checked by the Bureau of Customs.

Step 11: Quarantine facility transfer

Proceed to your designated vehicle with your respective agency representative for hotel or quarantine accommodation drop-off.

Step 12: Releasing of RT-PCR results

Test results are released within 24-48 hours via the email address provided in the online registration form.

  • If the swab test result is POSITIVE, BOQ will coordinate with the passenger for specific instructions. The passenger must comply with the mandated health, safety, and treatment protocols of the DOH and BOQ.
  • If the swab test result is NEGATIVE, the passenger will receive the test result via email from the BOQ.

Step 13: Going home

If the swab test result is negative, you may then coordinate with your LGU for further instructions on transport and completion of the remainder of the 14-day quarantine. Your hometown may offer pick-up from Cebu City or you may arrange your own transportation depending on the instructions of your home local government.

Many people may wonder about the safety of Cebu because the Philippines are still a developing country. Although pickpocketing is a common crime for tourists, it’s relatively safe to travel around Cebu if you always mind your surroundings.

I’ve lived in Cebu since 2018 and have seen a lot of tourists, including female solo travellers, enjoying exploring Cebu without having any problems. For me, it’s very comfortable to travel across the island, and I definitely enjoy it. However, understanding potential risks in advance will help you go around this region safely and comfortably.

Street Children / Beggars

It’s common to see these people in developing and underdeveloped countries. In Cebu, you can find them in specific areas: Downtown, Mango Street, Osmeña Blvd, SM City and so on. They beg and may follow you, but they’re not aggressive and dangerous. If you felt sorry for them, you could give them food, not money, because they might use it for buying drugs as it’s rampant in Cebu.

It’s also common to see these street vendors who sell souvenirs to tourists in a country like the Philippines. In Cebu, they are in almost every sightseeing spot. They may annoy you because they’re pushy to sell their items, but if you think that it’s worth spending money on, you could buy it. However, these items are often sold at a higher price and sometimes different from what they say, so buy it at your risk if you want it. 

Common Crimes

There are a couple of types of crime that frequently happen in Cebu. I worked for an ESL school for two years and have seen a lot of students who have suffered from these crimes. These are very common in this island, so you should be really careful about them. 

Overcharging

I’m not sure if I can put it in a category of crime, but I want you to be careful about it. Just like in other developing countries, some people try to take advantage of you, especially when you don’t know the cost of living in Cebu. It’s always a good idea to understand it before coming here. 

All taxis in Cebu are metered. The initial fare of yellow (airport) taxis starts from ₱70 , and that of the white taxis starts from ₱40 . Both of them also charge ₱13.5 per km and ₱2 per 2 mins . That’s the fixed fare for all taxis except for ride-hailing services. However, some drivers tell you the fare first and never set the meter, so please make sure that the meter is working when the taxi starts to move . Also, when you pay for the fare, some drivers may take the change as a tip, knowing that it’s actually a change. There is no tipping culture in the Philippines, so you can ask them to give it back in that case, or keep coins and small notes ready to pay for the exact fare. Nevertheless, if you come to Cebu city from the airport for the first time, it’s safe to use Grab because the fare is fixed.

Motorcycle taxi

Just like taxis, motorcycle taxi drivers also overcharge you, especially in rural places like Moalboal, Oslob, and Bantayan. The drivers in the city are reasonably honest unless you ask them to take you to the mountainous areas. On the other hand, the drivers in the countryside are often greedy. They tend to charge higher than what it takes you in the city. The fare in the city is around ₱20 per km, so you can go twice as much as you can in rural areas. Nonetheless, to avoid the problem, make sure to settle down the fare before you take a ride.

This type of crime is the most prevalent crime here in Cebu, and the risk is very high. Thieves pick your valuables not only from your pockets but also from your zipped backpack. This crime is the most common amongst ESL students as well. The pickpocketers form a team . It’s usually two or three people, and each person has his/her role to play. In most cases, the first person distracts your attention, the second person monitors surroundings, and the third person takes your valuables. Therefore, you should pay attention to your surroundings when you’re in a hazardous area. 

On The Street

A majority of pickpocketing happens on the street. As I mentioned, there is a typical team tactic to steal your valuables. The first person may ask you something like “Where are you going?” or “Where are you from?” to start a conversation to hold your attention. The second person monitors it in the distance, and the third person approaches you and unzips your bag and takes your belongings. 

In my case, I was told “Your taxi is coming!” by a guy in front of IT park. At the time, I’d just booked my taxi, and it was actually coming from the direction that he pointed at, so I moved towards it while wondering. While I was walking, I felt that my backpack had been pulled a bit. When I turned around, there was a woman right behind me, and my bag was halfway opened. 

Fortunately, there was almost nothing in the bag, so nothing was stolen, but my advice for you is that you shouldn’t carry a backpack or carry it in the front if you need to bring it . Also, please be careful about your valuables in your pockets when you’re in a crowded place like festivals and night clubs because some people are there just to steal them.

Jeepney is a cheap and local mode of transportation in the Philippines that works like the bus. You may find it easy to move around Cebu city once you get used to it. I like to take it when I get to one place from another. Jeepney is usually cramped, so you need to sit with strangers without any personal spaces. Pickpocketing rarely happens in Jeepney these days, but someone might snatch your phone or wallet either from inside or outside of it if you lowered your guard. Therefore, please be mindful about your

Restaurants / Bars

It always feels good to dine in a restaurant with outdoor seating in warm weather. There are a lot of those restaurants and bars in Cebu that you can enjoy outdoor dining. If it’s fenced, it’s relatively safe, but if it’s unfenced and located in a mall or alongside the street, you shouldn’t leave your valuables on the table.  

In my case, someone pretended to be a staff in the bar and started to clean up our table while I was into a conversation with my friends. When he finished it and left, my phone was gone. In a local restaurant and bar like where I was in, there is not enough CCTV to cover every corner of it, so you should keep your belongings with you or under surveillance. You should also avoid putting your backpack on the ground . If you’d do, you should strap your bag to a leg of the table or chair to protect it.

There is a wide variety of hotels in Cebu. Some of you may prefer to stay in a budget hostel, but you should be careful about where to keep your valuables in that kind of hostels because some bad staff may steal them from your bags. I believe that it doesn’t happen frequently but did happen to my friend. 

In her case, she kept her cash in her bag and left it in her dorm room where there was no one except for herself. When she came back, she found that some of the cash was missing from her bag even though there was only her in the room. She complained about it to the hostel, but it was rejected because there was no CCTV in the room to prove it, and it’s usually no such cameras in private rooms in hotels. Therefore, please keep your valuables with you or keep them in your locker when you go out. The Filipino is very friendly, hospitable, and helpful, but not all of them are, so you should keep them safe by yourself. 

How to Keep Your Valuables Safe

The best way to protect yourself from pickpocketing is to keep your pockets empty . Before moving to Cebu, I travelled around Eastern Africa for five months. Pickpocketing in the region was a prevalent crime. I was scared at first, but I was able to travel without worrying about my valuables being stolen because I kept them in a belt all the time. The belt in the picture is designed for running, but it can be used for travelling as an anti-theft product. I usually put my wallet in the front, my phone at the back, a lip balm on the right, and the hotel’s key on the hook on the left and pull the T-shirt over the belt to hide everything. I’ve kept using it since 2016, and I absolutely love it. The type of my belt is called FlipBelt Zipper Running Belt , and you can purchase it online. The wallet in the picture is actually a coin purse that I bought in a dollar store. It looks small, but credit and bank cards fit in this size perfectly. I used to use Coach’s long wallet, but now I only use this purse for my security. Surprisingly, many locals here use a similar type of wallet with mine. It seems to make sense to have a small purse for your safety .

Crimes That Happen Occasionally

These types of crimes rarely occur but do happen to some people. I don’t hear it often but receive these kinds of incident reports from my country’s embassy sometimes. These events usually occur at night, so please use Grab to move around when you need to pass one of the risky areas 

Armed Robbery

It’s illegal to possess firearms in the Philippines, yet these items somehow spread throughout society. They get involved in local accidents sometimes, but it’s pretty uncommon that foreign tourists get harmed by them. 

However, there are several incidents in a year that these tourists are threatened and robbed by armed robbers. These incidents usually occur after midnight, like from 1 am to 4 am, when you walk on the street to get back to their hotel . As far as I know, it often happens in F. Cabahug street where a famous night club “ICON” and luxurious hotel “Castle Peak” are located. 

First of all, you shouldn’t walk on this particular street after midnight . It’s okay to hang out by the early morning, but be sure to take Grab to get back to your hotel even if it’s close to where you are. 

Drug Dealing

Drugs are rampant in some specific areas. Since it circulates in some places, there are many drug dealers. It’s uncommon that foreign tourists deliberately purchase it, but it occasionally happens that these dealers approach them to promote it. 

One of my friends was asked near Carbon Market in downtown by a female street vendor who sold bottles of water when he asked her to buy a bottle. She slipped an actual product out of her bras and showed it, but of course, he didn’t buy it. Another friend was asked when he was dining in one of the outdoor food courts near Crown Regency. He, of course, didn’t buy it but was shown an actual item by a group of guys. 

It barely occurs, but having these items is regarded as a felony in this country , and it may also put your travel buddies at risk. Please do not show any interest in it. 

Risky Areas

There are a lot of slums in Cebu, and slums and urban areas are not distinctively separated. They are mixed up. Although Cebu is relatively safe to travel, some specific places are considered as unsafe, especially late at night, so you shouldn’t go to these following areas. 

Mango Street

Mango Street is one of the red-light districts located in the centre of Cebu city. There are fancy restaurants and bars and famous clubs alongside the street, and it becomes very vibrant after dusk. It’s popular for both locals and international travellers to hang out at night, and it’s actually fun. 

However, this place is unsafe because it’s known for prostitution, pickpocketing, and theft . As a school manager in an ESL school, I’ve seen a lot of people whose valuables were stolen after hanging out in this street. There are many hustlers, whores, homeless people, drug dealers, and street children on the road. Although it’s fun to spend a night in this area, you should be alert to your surroundings whenever you walk on the street at night.

Downtown (Colon Street) and Its Neighbourhood (Ertima and Pasil)

Downtown and its neighbourhood are one of the most impoverished areas in Cebu, where you can find dozens of slums. It’s a bustling place during the daytime because there are several notable tourist spots and a large local market. However, it becomes one of the most dangerous areas at night because the most of drug dealers and addicts are concentrated in this particular area , which is also known for stolen items being sold on the street. Besides, prostitutes, street children, homeless people, and thieves are everywhere in the place. You can walk around during the daytime, but you shouldn’t go there late at night for your security.  

Salinas Drive

Not so many people think that this street is unsafe because it’s located right next to IT park, but it actually is. In fact, this is the street where thieves halfway opened my backpack. I consider this road as a dangerous place, not because I experienced it, but because a lot of ESL students have been targeted by pickpocketers on their way to IT park from JY Square at night. These thieves in the street are very skilled in a way that they can pick valuables from the pocket of pedestrians while they’re walking. The victims often have no idea when and where it’s stolen. Therefore, you shouldn’t carry a backpack on this road, but if you’d do, be sure to carry it in the front . You’ll see many people carrying their bag in that way when you come to Cebu.

F. Cabahug Street

This is the street that I often see in the incident reports from my country’s embassy. People don’t usually think that it’s one of the risky places to walk around late at night because there are decent restaurants and hotels alongside the road. However, on the reports, some armed robberies have occurred on this street in the past few years . It usually happens after midnight, so you should take Grab to get back to your hotel if you stayed out till late at night.

Safer Areas

There is no super safe place in Cebu, but there are some relatively safer places for tourists to stay. If you’re concerned about security, it’s better to stay in one of these places. However, it doesn’t mean anything wouldn’t happen in these areas though. 

IT park is a district designed for both residential and business use. It’s one of the safest places in Cebu because there is at least one security guard in each building and in front of some restaurants and bars as well. In fact, many expatriates, including my colleagues, prefer to live there because it’s safe and provides a comfortable living environment. If you want to stay in this area, you can book through one of booking sites such as Agoda, Booking.com, and Airbnb.

Remote Islands

Many islands surround Cebu island. They are fairly safe because the rate of crimes in these places is way lower than Metro Cebu . Some of the famous islands for tourists are Bantayan, Malapascua, Camotes, and Siquijor. In these islands, you could relax on the white beach and also enjoy scuba diving or snorkelling to see animals in the sea although you may need to fend off some hustlers sometimes. 

Hotels on The Coast of Mactan Island

These hotels come with more than three stars. They have pools and private beaches on their site and provide excellent security and quality of service . You can arrange marine activities and tours in your hotel, and they can coordinate it for you. These hotels are best suited to family travel as they offer a comfortable environment for guests by the western standards. Some of the notable five-star hotels are Crimson Resort , Shangri-La , Jpark Island Resort , Mövenpick Hotel , and Dusit Thani Resort . They are super fabulous!

Health Concerns

The Philippines is not the best place in terms of public health. Because of its poor standard of hygiene, some diseases constantly spread throughout the country, and so as Cebu. It’s not common that tourists get sever sick when they travel, but there is a high chance that you catch one of these diseases even if you stay in a good hotel. If you want to travel on a budget, you should consider precautionary measures before coming to the Philippines.

The tap water in the Philippines is not for drinking . You can use it for brushing your teeth and taking a shower, but it’s not a good idea to drink it. If you want to drink water, please drink the water from the water servers installed in your hotel or buy a bottle of water from a convenience store . 

Stomachache / Diarrhea

These are the most common illness for travellers, known as Traveller’s Diarrhea . It occurs when you eat or drink contaminated food or beverages in a restaurant with poor hygiene practices. In the Philippines, the small local eatery called “Carinderia” is the place for most locals to dine and buy meals for their family. The food there is pre-made and kept in a container under the shadows. The staff in Carinderia do care about sanitation and hygiene, but it may not be as good as the restaurants in the mall. If you’re not used to eating that kind of food, you should avoid it . If you want, choose a popular one with a queue outside because it indicates that the restaurant keeps cooking and providing fresh food. Or you can take a drinkable vaccination lik e  DUKORAL  f or Traveller’s Diarrhea if your stomach is not so strong. I used it before travelling in Eastern Africa because I’d had an upset stomach so often. The hygiene there wasn’t as good as the Philippines’, but I didn’t get any stomachache even though I regularly dined in local restaurants.

It becomes prevalent during the rainy season because the temperature drops a little. It starts in May and ends in December. Respiratory diseases like cold and flu are very common all year round and highly contagious amongst the local people because a lot of people live in congested houses in many parts of the Philippines. I think that most of the international tourists have already taken a flu vaccination in their home country, so you don’t need to worry about it, but if you don’t, take a shot in advance.

It spreads time to time . The recent outbreak in Cebu was 2019. It’s highly infectious, especially to children. However, if you come from one of the developed countries, you don’t need to worry about it because I think that most of you already got vaccinated in your home country when you’re a child. If not, I recommend you to take something like MMR not only for the trip but also for your health in the future.

Dengue Fever

Dengue fever is one of the common diseases in tropical and subtropical countries like the Philippines. It’s a mosquito-borne disease and transmitted by the infected mosquitoes . They are everywhere all year round but reproduce during the rainy season. There is no preventive medicine, but there is a vaccination approved by 20 countries and the European Union. Mosquito repellant creams and sprays are also good for protecting yourself from getting bit. 

I suffered from dengue fever in 2018, just two months after moving to Cebu. I think that I probably got it when I hiked in the mountain in the city of Naga. There were a few days of asymptomatic period, and after that, I had the high fever that spiked up towards the night for a few days and ended up being hospitalised. 

What makes dengue so dangerous is that it decreases the number of white blood cells, which help you fight against viruses and bacteria, and platelets, which help you stop bleeding, at the same time . It means that your immune system becomes so weak that it couldn’t protect your body from getting another disease. Mine also decreased to less than half of what I used to have and kept dropping for the next four days. Fortunately, it bounced back on the fifth day after the hospitalisation, and I was able to completely cure it after spending ten days in the hospital. 

Although dengue fever exists in this country, it is not common for people to get it . I’ve seen thousands of ESL students in the past two years, but none of them was found positive except for one of my Filipino colleagues. Even when you accidentally catch it, it’s curable with medicines . Nonetheless, if you got hospitalised, it’d cost you more than $100 per day. In my case, I was insured by my company, so I didn’t need to pay for it, but if you’re worried about it, you can consider travel insurance like World Nomad.

Although I explained a lot about the things that you should mind when you travel in Cebu, it’s relatively safe to travel . I’ve seen many female backpackers and solo travellers, but they said that they felt comfortable to explore this island. There’s something that you might need to endure at some point, but I bet that you’d fall in love with fantastic nature and heartwarming people.

Traveling to Cebu Requirements

There are different requirements for people that are vaccinated and non-vaccinated

Prior to departure (Pre-Flight Checklist):

Fully-vaccinated tourists:.

  • Valid photo ID with signature
  • Vaccination Certificate or Vaccination Card with a QR code

Non-Vaccinated tourists:

  • Authentic ID with a photo and signature
  • Negative RT-PCR Test Result from any DOH-accredited laboratories taken within seventy-two (72) hours; or
  • Negative Antigen/ Saliva Test Result from any DOH-accredited laboratories taken within forty-eight (48) hours

Additional Important Added Documents:

  • Booking a round-trip flight
  • Confirmed Hotel Reservation with Credentials
  • Travel Schedule

Step 1: Obtain an Authority to Enter pass

It’s important to take note that domestic travelers will simply need to provide their vaccination card or, in the case of fully vaccinated and unvaccinated tourists, a negative RT-PCR test as of December 1, 2021.

If you intend to visit Cebu City, a requirement would be to have an Authority to Enter (ATE) pass in order to do so. Visitors must enter their personal and travel data on the city’s government website in order to obtain one: Registration

Within 48 hours of receiving all required materials, an email pertaining to your application will be delivered. You will get the Clearance email if your application is accepted. This must be shown when you arrive in Cebu City.

Step 2: Negative RT-PCR Test Result

Note: Only non-vaccinated travelers will be needed to show a negative RT-PCR test result as of December 1, 2021.

While announcements have been made about the removal of the swab test requirement for tourists, Mayor Edgardo Labella clarified that the tri-cities (Cebu City, Mandaue, and Lapu-Lapu) will still require a negative RT-PCR test  from its visitors.

The test must be completed in certified laboratories only, at least 72 hours (3 days) before your departure for Cebu City.

Step 3: Plan your travels to Cebu.

Please keep in mind that your flight itinerary should be within 72 hours of the time you took your RT-PCR test, NOT from the time you received your findings, while making travel arrangements to Cebu via Mactan Cebu International Airport.

It’s advisable to familiarize yourself with the updated policies and procedures before your journey if you’re traveling during the pandemic.

Step 4: Secure your hotel reservation.

The following step is to reserve your hotel room at a resort or hotel in Cebu City that has been approved.

This means that the hotel or other lodging facility that guests are permitted to use must possess a Certificate of Authority to Operate (CAO) or a Provisional Certificate of Authority to Operate (PCAO) issued by the Department of Tourism (DOT).

Step 5: Plan your traveling schedule.

Prepare your travel itinerary following the confirmation of your hotel reservation for the entirety of your stay, or at the very least for the first 10 days of your vacation (whichever is shorter).

Step 6: Complete the COVID Shield Travel Authorization form.

A Travel Authorization from the Joint Task Force Corona-Virus Shield must be shown by non-essential travelers, according to a government task force in Cebu City (JTF-CV).

There are the two requirements you must meet before receiving your travel authorization: A medical certificate from a DOH-accredited hospital or from the city or municipal health office, as well as a barangay clearance from your local government of origin demonstrating that you have not had COVID-19 symptoms for 14 days prior to the travel date

Step 7: Pack & Quarantine!

You must maintain in quarantine following the testing until your flight to Cebu. Avoid social engagements and running errands outside of your home as much as you can. Social Butterflies, hold the urge to explore, this is something you must deal with for your protection.

Remember to bring your COVID-19 safety kit, which should include your face mask, face shield, alcohol, wipes, and other items. If your airline or lodging has any additional criteria for visitors, ask them before booking.

Follow health and safety protocols upon arrival and departure

Overall when it comes to travelling don’t forget to have fun! Always have a mix of enjoying the trip and being a responsible traveler.

Consistently adhere to the minimum health and safety regulations put in place in the province, such as the use of face shields and masks, frequent hand washing, and social seclusion.
