Do NOT Install Latest Microsoft Update

Adobe is retiring the Flash application on Dec. 31, 2020. However, Microsoft has made an update available (KB4577586) that would remove Adobe Flash immediately. It is imperative that you do not download this update at this time. Installing the update would remove Adobe Flash and disable your ability to video visit on GTL’s current system.

GTL is working with your loved one’s facility to install a Flash replacement. In the coming weeks, you will be notified when the install will take place. Until then, it’s critical you  do not  download Microsoft’s latest update.

Visitors must be appropriately dressed to include shirt and shoes.  Appropriate undergarments are required but should not be visible.  Clothing which unduly exposes the chest, stomach, or midriff is not allowed.  Prohibited garments include: halter or tube tops, transparent clothing, and any clothing with derogatory or offensive slogans/pictures. Visitation staff will determine attire appropriateness. Those not in compliance will be asked to change or leave the visitation center.

Young Thug renewed his bid for bond in the YSL RICO case. His lawyer Brian Steel filed a new motion seeking the embattled rapper’s release from the Fulton County Jail in Atlanta on Tuesday (July 23).

Judge Ural Glanville denied several requests for bond before he was forced to recuse himself from Young Thug’s trial. Steel hoped Judge Paige Reese Whitaker , who is now handling the case, would be more lenient.

“Since May 9, 2022, [Young Thug] endures the torturous conditions in the County Jail, to wit: twenty two (22) out of twenty four (24) hours a day locked into a small cement cell with no contact with another human being except when his counsel visits and in Court proceedings; inedible food; living in squalor-ant infested room and unable to see any activity/movement out of the cell’s ‘windows,’” Steel wrote.

Overcrowding led to 10 deaths at the Fulton County Jail in 2023. Three more inmates died in the first four months of 2024.

Steel insisted Young Thug, whose real name is Jeffery Williams, isn’t a flight risk or a threat to the community. If placed on house arrest, Young Thug intended to cover all costs for ankle monitoring and a police officer detail.

“Mr. Williams has taken the initiative to secure the commitment of full time off-duty sworn law enforcement officers to watch his home and secure him in his home twenty four (24) hours/seven (7) days a week, if house arrest is Ordered by this Honorable Court as a condition of pre-verdict bond,” Steel wrote. “Mr. Williams will also submit to wearing an ankle monitor if Ordered by this Honorable Court as a condition of pre-verdict bond. Mr. Williams will submit to a condition that any person who would visit him at his abode would have to be on an approved list provided to this Honorable Court as well as the District Attorney’s Office and if the individual’s name is not on this list, that person will be denied entry to his home.”

He added, “Any visitor will have to consent to being searched, physically and electronically, by the off duty sworn police officer and if the visitor does not agree to consent to this search, the person will be prohibited from visiting with Mr. Williams. Mr. Williams also agrees that any of his text messages, telephone calls, e-mails or other forms of communication, in any manner, can be secured and the information provided to this Honorable Court, if desired, as if Mr. Williams was in custody and on a recorded line.”

Judge Whitaker must address multiple motions before the YSL RICO trial can resume. Attorneys for four of the case’s six defendants requested mistrials due to Judge Glanville’s actions .

Widely thought to have inspired Rudyard Kipling's "The Jungle Book," Kanha National Park is an enchanting safari spot in India's central highlands. A center for Sikhism, the holy city of Amritsar is renowned for its Golden Temple (Sri Harmandir Sahib). True to its name, the temple was built using nearly 900 pounds of gold leaf, and its complex is a spiritual hub. Amritsar, which is located in Punjab near the Pakistan border, also holds important memorials to some of India's darkest moments in history – the Partition Museum and the Jallianwala Bagh. Wildlife enthusiasts should journey to this park in northeast India for one reason: the one-horned rhinoceros. The 170-square-mile Kaziranga National Park contains roughly two-thirds of the world's population of these prehistoric-looking creatures. Located in the Brahmaputra River floodplain, Kaziranga features grassy meadows, marshland and broadleaf forests. Opt for a jeep tour to cover the most ground and for the best chance at spotting other fauna like tigers, leopards, elephants, gibbons and water buffalo. County executive blames Seattle City Attorney, not jail, for safety issues

In an escalation of tensions between two local governments over how to handle misdemeanor crime, King County Executive Dow Constantine is pushing back on the claim that booking restrictions in the downtown jail are heightening public safety issues in Seattle, pointing the finger instead at City Attorney Ann Davison’s office.

Davison, as well as Seattle City Council President Sara Nelson and interim police Chief Sue Rahr, have argued the county’s restrictions, in place since 2020, mean they’re limited in their ability to combat public disorder and repeat shoplifters.

In a message to Metropolitan King County Council members, sent Wednesday by Penny Lipsou, director of council relations, Constantine said Davison’s claims are misguided. The jail makes exceptions to booking restrictions when there is a compelling reason, the message said, and Davison’s office has been ineffective at making those arguments in court.

“Rather than attacking the jail (and in past months, the judges), she should first get her own shop in order,” the message said.

The message goes on to invite Seattle to cancel its contract with the county for jail space:

“The County is more than willing to immediately release the City from any further obligations under the 2012 contract. This would ameliorate [the Department of Adult and Juvenile Detention]’s staffing challenges, and allow the County to focus on the more serious (felony) suspects and offenders, who are the County’s responsibility under state law.”

King County has been restricting bookings in its downtown jail since the beginning of the pandemic, first for public health reasons, then due to staffing shortages. While violent offenses and DUIs are still eligible for booking, property destruction, trespassing, shoplifting and others are not. Seattle, which pays the county about $20 million a year for roughly 200 beds in the downtown jail, has only been able to access between 70 and 80 since 2020.

In response, Mayor Bruce Harrell recently announced a plan to jail people in a Des Moines jail, owned and operated by South King County cities, known as the South Correctional Entity, or SCORE. The proposal, which would put Seattle into new territory after exclusively using county-run jails, comes as Davison and members of the Seattle City Council have increased pressure on Harrell to find new jail beds.

In a City Council meeting Wednesday, Davison told officials her office couldn’t book more than half the misdemeanors listed in the city’s code.

“If somebody smashes a plate-glass window at one of our storefronts, I can’t get them booked into King County Jail,” Davison said.

Nelson, meanwhile, has repeatedly said the city should demand its money back from the county until it’s afforded all 200 beds.

The message from the county executive’s office said the restrictions are not policy driven, but a response to low staffing levels which do not allow the county to operate its jails at full capacity. Hiring has picked up, but is still well below the number of staffers needed.

Seattle can request exemptions from the restrictions — which it has done several times, according to Constantine’s email, including as recently as last week to allow Seattle police officers to book more people from downtown and its surrounding neighborhoods. News website PubliCola earlier reported on the exemption request .

“[The Department of Adult and Juvenile Detention] has made it clear to Seattle and other partner agencies that it will grant exceptions to booking restrictions based on special emphasis patrols, special events, and place-based enforcement, up to and including a recently requested exception for all of downtown Seattle,” the message read.

As for the money, Constantine’s message said the county is already subsidizing misdemeanor bookings and the city is not paying the full cost, even with the limitations in place.

“There is no money to return, despite the city council president’s assertion,” it said.

Amy Enbysk, press secretary for Constantine, confirmed the authenticity of the email, which was intended to be internal.

“The Executive is extremely frustrated that these issues are being discussed at a City Council meeting without an opportunity for the County to be present, as it provides a one-sided perspective of a complex challenge,” she said.

A spokesperson for Harrell said the city remains in conversation with the county about its booking restrictions. A spokesperson for Davison declined to comment.

Three inmates have been mistakenly released from a New Mexico jail in July

Three inmates have been mistakenly released from the Metropolitan Detention Center in Albuquerque, New Mexico, during the month of July, according to Bernalillo County officials.

Most recently, 44-year-old Desiree Sanchez was erroneously released from the jail Wednesday. Sanchez was booked into the facility a week earlier on preventative detention for charges related to armed robbery and aggravated battery with a deadly weapon, officials said in a news release.

"MDC staff are working with local law enforcement officials in an effort to bring Sanchez back into custody," they said.

An unidentified man was released from the facility on July 17 before fulfilling the pretrial services required for his conditional release.

"MDC staff contacted the inmate and advised him of the outstanding release conditions," county officials said in a news release. "He, in turn, reported to Pretrial Services and fulfilled the remaining requirements of his release."

Another inmate, Anthony James Jaramillo, is also at large after he was released from MDC on July 3.

"MDC learned of the erroneous release after Metro Court officials notified facility staff on Wednesday, July 10," Bernalillo County officials said in a statement.

Local law enforcement are looking for Jaramillo, who was brought to the facility for a felony charge of possession of a controlled substance.

The MDC's Office of Professional Standards is investigating all three incidents, according to county officials.

They added that a “new protocol” ordering a double-check of inmates’ release information was implemented following the July 17 incident. Bernalillo County officials have not responded to questions about how another inmate could be mistakenly released after improved protocol was put in place.

Mayor Harrell Proposes Jail Pilot to Ensure Well Functioning Criminal Legal System, Improve Accountability for Criminal Actions and Deliver Services for Those in Need

Seattle – Today, Mayor Bruce Harrell proposed legislation for a new pilot program to send a limited number of misdemeanor offenders to the South Correctional Facility (SCORE), allowing the City to more consistently book individuals who have engaged in misdemeanor criminal offenses. The proposal – informed by a stakeholder process including criminal legal system partners, diversion advocates, and service providers – seeks to ensure a robust and well-functioning system that combines best practices to deter criminal activity and provides an array of options to provide access to health, treatment, and legal services for those in need. 

“Public safety is our top priority as a City and the plain reality is that our current process and system for incarcerating repeat criminal offenders is not meeting the moment. Jail is not always the first or most appropriate option for someone engaged in unlawful activities, and throughout my career I have been a strong advocate for ensuring an array of diversion programs, but an effective jail option is necessary for a functioning criminal legal system, ” said Mayor Harrell . “The goal of this pilot is to give us needed flexibility, capacity, and stability in jail options, ensuring clear and consistent accountability for individuals based on their actions. Our One Seattle vision is that people in crisis should get the help they need, and this pilot would include strict requirements for access to medical, mental health, and drug treatment services. We also must recognize that the status quo of people suffering on our streets in a frequent cycle of arrest, release, and re-offense fails to serve them and our greater Seattle community.” 

The SCORE facility is accredited by the Washington Association of Sheriffs and Police Chiefs for following best practices related to use of force, management, staffing, records management, health and safety, training, code of conduct. The facility is also accredited by the National Commission on Correctional Health Care, and meets the national standards to prevent, detect, and respond to sexual abuse. SCORE also has video court options, on-site medical care, and drug and mental health treatment services. As part of the ILA, the City would ensure that all inmates can connect with outreach providers, case workers, shelter and supportive housing providers to coordinate warm handoffs with transportation upon release. This includes specialized clinical intervention services for Trueblood class members. 

The pilot program Interlocal Agreement (ILA) would authorize the City to use at least 20 beds at the SCORE facility, at a cost of one and a half to three million dollars per year depending on utilization rate. Currently, the City contracts with the King County Correctional Facility.  In 2023, Seattle’s average number of misdemeanor offenders held in jail was half of what it was in 2019, dropping from 180 to 75, reflecting a lack of available corrections officers and resulting booking restrictions.  

“There are many complex factors that contribute to crime and violence in our community and improving public safety requires a multi-faceted approach that includes both services and enforcement. The City has a variety of outreach programs to divert individuals into treatment and services but the few who refuse assistance and continue illegal and unsafe behavior cannot just be left on the street to continue endangering themselves and others,” said Interim Chief of Police Sue Rahr . “We have a responsibility to place those people in secure detection until their unsafe behavior can be addressed and to stop the predatory businesses and cycle of desperation that captures people suffering from addiction and harms communities. Without more options for secure detention, the police cannot carry out our vital role to provide safety for everyone.” 

The City will develop clear policies on which crimes and detainees may be booked at SCORE as part pilot program under the ILA. Generally, SCORE will be used to hold misdemeanor offenders for 24-48 hours if they are medically cleared to be booked, have been arrested for offenses that fall outside of the current King County jail booking restrictions but that still have significant impact to the community, and are unlikely to be subject to additional criminal proceedings after their preliminary hearing or arraignment.  

The City will continuously assess the effectiveness of this program and reserves the right to terminate this program if it does not meet the needs and expectations of the City. SCORE jail beds used this year would be paid for with underspend from the King County jail contract and in 2025 would be paid for as part of the City’s general fund. 

 “Jail can be very disruptive and especially so for people with behavioral or substance use disorders. Offering additional resources benefits persons receiving treatment and contributes to an overall safer jail and the communities’ receiving persons upon release from jail,” said SCORE Executive Director Devon Schrum . “SCORE partners with other agencies and community providers to offer treatment and community reentry support. SCORE holds accreditations with the National Commission on Correctional Healthcare, Prison Rape Elimination Act Certification through the Department of Justice and serves as a Bureau of Justice Administration National Mentor Site for Medication for Opioid Use Disorder treatment in a corrections setting.” 

The stakeholder engagement process to develop this agreement included a diverse group of perspectives including law enforcement, service providers, civil rights, labor, and others coming together as a workgroup to address concerns and determine solutions to operational issues. The objective of the workgroup is to receive feedback and highlight operational issues concerning the potential jail expansion.  

The legislation will be sent to City Council for approval and states that the ILA will not go into effect until the City formally notifies SCORE, and that, before the City does that, outstanding operational issues will be addressed as completely as possible and detailed policies will be drafted.

Richmond jail still operating under COVID rules, limiting family and lawyer access to inmates, attorney says

RICHMOND, Va. -- More than four years after COVID 19 prompted restrictions at the Richmond City Justice Center, the public defender's office says the jail is still operating under pandemic era conditions meaning those incarcerated have limited access to their families and lawyers.

Richmond's Chief Public Defender Tracy Paner said her attorneys, who are appointed by the court to represent people accused of crimes who cannot afford a lawyer, are having issues accessing their clients at the city jail.

"This has been a consistent problem at the jail," Paner told CBS 6.

For starters, they usually can only meet with their clients through a plexiglass divider.

“The first thing I do for every client is introduce myself and shake their hand. It’s a sign of respect. I can’t do that with my clients," Paner said.

Paner said COVID restrictions were put in place in 2020, which her attorneys understood at the time. Four years later, access still has not expanded.

Paner said out of the jail's 14 professional visitation rooms, only four to five are operational at a time, they do not allow for in-person contact, and the phones meant for communicating don't work.

Due to the limited availability, Paner said attorneys are spending more than an hour on average waiting to speak to clients.

“We have multiple people to see almost every time we go to the jail. This is kind of time is just taking away from our ability to represent our clients," Paner said.

Paner said the current setup further diminishes the ability to share important documents and digital evidence with clients.

"I have to be able to review these videos with my client so that they can understand and appreciate the strength or lack of evidence that the Commonwealth may have so that we can prepare to go to trial. Doing that through a plexiglass window is really difficult," Paner said.

Additionally, she said none of the rooms with video visitation capability are operational.

And it's not just professional visits they're concerned about. She said the jail also suspended free public video visitation in 2020, restricting inmates from keeping in contact with family members, which Paner said is necessary to improve outcomes for inmates.

"The fact that the only video access clients’ families have is through GTL (a telecommunications company) that they pay for, astronomical prices, precludes them from being able to use it. My clients are the poorest of the poor," Paner said.

Paner said she brought these concerns to Richmond Sheriff Antionette Irving back in March, but since then, there's been little to no improvements despite having multiple informal meetings with jail leadership.

So, in early June, Paner sent a letter to Sheriff Irving detailing the perceived lack of progress to addressing ongoing issues.

She requested a return to pre-pandemic visitation practices, more staffing to support visitation, a commitment to lowering wait times, repairs to broken equipment, and a reopening of the lobby to the public.

“That letter was sent more as a last resort," Paner said.

Paner asked for a response to her requests by June 25, but as of July 23, she said she had only received an acknowledgement of receipt from Sheriff Irving.

CBS 6 reached out to Sheriff Irving requesting an interview. A spokesperson emailed a statement saying the office was unaware of any recent concerns regarding access to clients.

"Attorneys have full access to their clients. They may visit whenever they so choose with respects to the hours. There have been no recent concerns brought to our attention. If there were any previous concerns, they have been reviewed," Major Stacey Bagby said.

She continued, "Inmate visitation is in line with procedures and safety of inmates and staff. Attorneys are allowed to visit during business hours, weekends, holidays, and evenings until lockdown unless there is an emergency in which permits otherwise."

Bagby said attorney visitation did not change after COVID.

However, Paner's letter stated when her office requested a "return to in-person visitation," they were "advised that this would not be possible due to continuing COVID 19 concerns."

Regarding broken equipment and phones, Bagby requested patience for replacement items to be ordered and arrive.
