Dubai: Kuwait’s Ministry of Interior will soon issue a decision to raise the salary ceiling for family/dependent visa (Article 22) to KD800 up from KD500, Al Anba newspaper reported.

This decision will apply to all expats who hold visas (Article 17 and 18) - private and government.

To obtain a dependent/family visa expats who receive a salary of KD800 will have to submit an original work permit or any proof. Additional income earned documents or proof will not be entertained.

KUWAIT: The interior ministry has increased the minimum wage required for a foreigner to issue visit visas for relatives, only a few days after the state approved a decision to raise the salary required for expatriate workers to sponsor their wives and children, in a move said to help curb an increase in the country's expat population.

An expat must now have a minimum salary of KD 200 to apply for a visit visa for his wife or children , said Maj Gen Talal Maarafi, director general of the interior ministry's residency affairs department. The previous minimum wage was KD 150.

Meanwhile, the minimum salary must be KD 300 for an expat applying for a visa for a sibling or any other relative, except for parents, whose age must not exceed 50 years , Maarafi explained.

The interior ministry last year set the duration of a visit visa issued for a wife or child to three months, while visit visas for relatives were restricted to one month.

Last Wednesday, Deputy Prime Minister and Interior Minister Sheikh Mohammad Al-Khaled Al-Sabah issued a decision amending the foreign residency law to raise the salary requirement for dependent visas from KD 250 to KD 450, a move expected to cut the number of foreign families in the country.

The two most recent steps come as Kuwait scrambles for solutions to address a demographic imbalance problem that is widely blamed for the country's deteriorating public services and infrastructure and unemployment among other issues. "We have 2,670,000 expats, and if we do not take such measures, this number will double in a few years, creating a bigger problem," Maarafi told Al-Rai daily.

"How can a person whose monthly salary is KD 250 deal with the high cost of living and meet all the demands of his family?" Maarafi said in defense of the interior ministry's decision. "It is illogical, and keeping it unchanged means costing the state money and commitment towards unproductive manpower." Maarafi reassured that the decision will not be enforced retroactively, and will only affect dependent visa applications submitted after the decision became effective. Dependent visas issued before the decision can still be renewed based on the old salary, and the same goes for issuing visas for newborns, he added.

Only male expatriates are allowed to sponsor a family, according to Kuwait's residency laws. The average salary of a male expat in the private sector is only KD 247, according to the latest statistics. In case the husband dies, a working mother can sponsor her children, provided that her monthly salary meets the KD 450 minimum requirement, Maarafi explained. Some exceptions will also be made on humanitarian grounds regarding spouses and children, he added.

The interior ministry's recent measures are directly linked to the government's plan to readjust Kuwait's population, which is currently dominated by expats at nearly 70 percent, according to sources familiar with the issue. Meanwhile, the same sources who spoke to Al-Rai on the condition of anonymity admitted that a proposal to reduce or set a quota for the number of expat communities in Kuwait will take time to implement, adding that any step in this regard would be taken on a gradual basis in order to minimize any potential negative effects that might happen as a result. "[Rushing the decision] could create confusion in the state's economic and labor market fields, in addition to the effect a drastic reduction could have on Kuwait's relations with other countries," said the sources.

The Egyptian government last week urged Kuwait to retract a decision it recently made to reduce the monthly rent allowance paid to expat teachers in public schools from KD 150 to KD 60, which affects nearly 13,000 Egyptian teachers working in the state. Egyptian Minister of Manpower Mohammad Saafan was even quoted in the Kuwaiti press as saying that the 'crisis' resulting from this decision will be presented for discussion during the Arab Labor Organization's meeting late next week in Qatar.

Minister of Social Affairs and Labor and Minister of State for Planning and Development Hind Al-Subaih reiterated as well that rectifying Kuwait's demographic imbalance remains part of the government's plans, yet its implementation needs "prolonged periods of time".

In other news, Maarafi announced that the interior ministry will implement the interior minister's decision pertaining with rectifying the situation of Palestinians in Kuwait who carry travel documents issued by Arab countries. Nearly 8,000 Palestinians have been dealing with a dilemma for the past few months after Egyptian authorities stopped renewing their travel documents issued by the Egyptian government on grounds that they already carry Palestinian passports.

However, those Palestinians could not renew their visas in Kuwait because Kuwaiti authorities were yet to recognize their passports as official documents. But this changes this week as the systems at all immigration departments around Kuwait will be updated to accept Palestinian passports, Maarafi said, adding that Palestinians with expired visas would then be required to obtain a certificate from the Palestinian Embassy to confirm that their passports are valid, before their new visas are printed on the passport.

Separately, Maarafi expressed hope that the foreign ministry would begin searching for new markets to recruit domestic helpers before a national domestic labor recruitment company that was established earlier this year begins its work.

Kuwait’s interior ministry has raised the minimum salary requirement for foreign workers to sponsor their families, in a bid to reduce the country’s growing expatriate population, local media reported.

Expatriates now have to earn at least KD450 (around $1,487) per month, up from the previous requirement of KD250, to sponsor their spouses and children.

Foreign nationals already living in Kuwait or those who born in the country and earning less than KD450 will have their cases examined by the director general of the residence affairs department to decide whether they can be exempted from the ruling.

Officials have also confirmed that 14 categories of expatriates will be automatically exempt from the minimum salary requirement.

They include – chancellors, judges, prosecution staff and legal experts working in the public sector; doctors and pharmacists; university and professors at higher institutes; public school directors and deputies, educational supervisors, teachers, social workers and lab assistants; academic, financial and economic consultants; engineers; imams, preachers, muezzins and Quran teachers; librarians at government bodies and private universities; health ministry staff including nursing staff, paramedics, technicians and social workers; social workers and psychologists in the public sector; journalists, media staff and reporters; coaches and players at sports unions and clubs; pilots and flight attendants; and washers and buriers of dead bodies.

The move is expected to prevent thousands of low-paid expatriates in Kuwait from bringing their families to live with them, daily Kuwait Times reported.

According to the report, the average salary of a male expatriate in the private sector currently stands at KD247.

In the past, Kuwait had a similar minimum salary requirement of KD400 for expatriates to sponsor their families. However, the rule was modified in December 2004, reducing the minimum wage to KD250. The move was hoped to balance the demographic of the country, which was strongly tilted towards single male expatriates.

But with the number of foreigners in Kuwait reaching up to 3.3 million – and accounting for almost 70 per cent of the total population – there has been growing pressure to introduce policies to limit and reduce expatriate numbers.

Kuwait hikes minimum salary requirements for expat family visas

Kuwait has raised the minimum salary required for expatriates to sponsor their wives and children from KD250 to KD450.

The decision issued by Interior Minister Shaikh Mohammad Al Khalid Al Sabah to make the amendment will dramatically reduce the number of expatriate families living in Kuwait where foreigners make up two thirds of the total population believed to be around 3.3 million people.

Under Kuwait’s laws, any employee from any nationality who has a residency can sponsor his spouse, children or elderly dependent relatives to live with him or her in the country.

However, the permission to sponsor the spouse and children is granted only to those who meet the minimum salary criterion in order to ensure that the sponsor can financially support and accommodate himself and his or her dependents without recourse to public funds.

The minimum wage for the dependent visa used to be KD400, but it was lowered to KD 250 in 2004 in a bid to encourage expatriates to bring in their families and change the demography of the country from a male-dominated society to a family society.

However, the amendment over the years largely contributed to a dramatic increase of expatriates living in Kuwait, prompting calls to adopt new policies to ensure a more sensible balance between the numbers of Kuwaitis and non-Kuwaitis.

A limited percentage of the expatriate population, made up mainly of low-skilled Asians and Arabs working mainly in the construction and service sectors, earn more than KD450 a month.

The amendment announced on Wednesday by the minister said that the expatriate must draw the KD450 minimum salary from the occupation for which he was granted the residency visa, which rules out combinations of two jobs to reach the required monthly wage.

Foreigners who are already in Kuwait or who were born in the country and make less than KD450 a month will have their cases looked into by the director general of the residence department to assess whether they can be exempted from the minimum salary requirement.

The minister’s decision said that 14 categories would be exempted from the KD450 minimum salary condition.

The list includes advisors, judges, public prosecution staff, legal experts and researchers in the public sector; doctors and pharmacists; professors at universities, colleges and higher institutes; public school principals and vice-principals, education supervisors, teachers, social advisors and laboratory assistants in the public sector; academic, financial and economic consultants; engineers; imams, preachers, muezzins and Quran teachers; librarians in government establishments and private universities; health ministry staff including nurses, paramedics, technicians and social service workers; social workers and psychologists in the public sector; journalists, media staff and reporters; coaches and players affiliated with sports associations and clubs; pilots and flight attendants; and washers and buriers of dead bodies.

Kuwait visit visa rules and regulations.

A visa is required by all visitors to Kuwait , except GCC nationals, who have the right to enter and live in Kuwait without having to go through any particular formalities.

Nationals from several other countries, including Canada, Australia, US and the EU are eligible to apply for a Kuwait Visa online (eVisa). The online application process is quite simple and quick, as the applicants just have to answer a series of basic questions. Also, all expatriates residing in GCC countries, irrespective of their citizenship, can apply for eVisa Kuwait.

Prior to the introduction of eVisa system in Kuwait (before 2016), visitors had to visit an embassy or consulate, or line up at the border points to obtain a visa. With the eVisa now made available, this process is easier. However, other types of Kuwait Visa procedures are still available.

Upon submitting the Visa application form online, a copy of the visa will be sent to the applicant by email. For entering Kuwait, the visitor can show a copy of this visa along with their passport to the concerned authorities at the Kuwaiti border.

It should be noted that visitors who enter Kuwait are not allowed to work. If you wish to work in Kuwait, you should obtain a residence visa and a work permit.

Visa-on-arrival

Among the non-GCC countries, nationals of the below said countries will be granted visa on arrival in Kuwait, or they may take an e-visa prior to their arrival in Kuwait.

Such countries include All European Union nations, Andorra, Australia, Bangladesh, Bhutan, Brunei, Cambodia, Canada, Georgia, Hong Kong, Iceland, India, Japan, Laos, Liechtenstein, Malaysia, Monaco, New Zealand, Norway, Pakistan, San Marino, Serbia, Singapore, South Korea, Swaziland, Switzerland, Turkey, United States, Vatican City and Vietnam.

Kuwait Tourist Visa (e-visa)

This Kuwait online visa or eVisa enables you to visit Kuwait and travel around for touristic purpose.  All foreign nationals and residents in GCC countries, irrespective of their nationalities are eligible to apply for a Kuwait eVisa .  Those seeking a Kuwait Online Visa will have to complete an online application with their biographical information and valid travel document, passport information.

The processing time may be between one day and three business days. Once approved, the visitor will be sent an email of the eVisa, thereby saving him the hassle of going to an embassy or consulate to submit a visa application. The Kuwait Online Visa has a validity of 90 days and is a single-entry visa .

Types of visit visa

There are two basic types of visas that can be classified as Visit Visa and a Residence Visa.

As for Visit Visa, there are several types of visit visas. The Kuwaiti embassies may issue a three-month visa, a six-month visa and multiple-entry visas, based on their applications.

A Visit Visa with validity period of 1 month, a Business Visa (validity of 6 months), Transit visa (validity of 1 week) and Tourist visa (valid for 3 months) and Residence visa (valid for 10 years, but, civil ID needs to be renewed annually).

Toursit Visit Visa

A Kuwait Tourist visit visa is issued for a limited time period of leisure travel, and no business activities are allowed during this period.

The Visit Visa can be sponsored by a relative or sponsor who is a resident foreigner staying in the country. Prior to travel to Kuwait, the visitor will have his visa processed and passport stamped at the nearest Kuwait Embassy. The sponsor in Kuwait can use the faxed copy of visitor’s passport to obtain the visit visa in Kuwait. A copy of the so-obtained visa can be faxed to the visitor to enable his or her travel to Kuwait.

Upon arrival, the sponsor can meet the visitor at the airport with the original visa upon entering the country. The original visa paper can be deposited by the sponsor at the special counter in the arrival hall, and the original documents can picked up by the visitor at a special counter in the immigration area. The original documents are necessary for completing the entry formalities.

On the whole, it may take two working days to obtain a Kuwait Visit Visa. The hotels can also arrange such a visa for business purpose, but, this may take about seven days.

Family Visit Visa

Immediate family members and other relatives residing in the country can visit family members who currently live in Kuwait. No eligibility or criteria is required for this.  Proof of relationship alone is sufficient, and you can visit with your Kuwait Visit Visa.

Documents required:

  • Proof of relationship
  • Copy of visitor's valid passport
  • Copy of civil ID of the sponsor
  • Latest salary certificate of the sponsor

Procedure for family visit visa:

  • Go to Kuwait embassy in your country and submit the necessary documents for family visit visa.
  • Fill in the application form
  • Pay the fees due. The family visit visa application costs at a fee of 3KD.

At least KD450 per month if the sponsor works for the government,  and minimum of KD650 if sponsor works in private sector.

Business Visit Visa

In case you are visiting for a business purpose, you need to have a sponsor, or the hotel where you are staying can act as sponsor.

  • Valid passport (an additional copy) with 6 months validity remaining
  • Kuwait visit visa application with security form filled out by sponsor
  • Kuwait sponsor or company
  • Copy of visitor's passport
  • Copy of sponsor's signature as registered for business purposes
  • Copy of sponsor's letter of invitation for the business, stating purpose of the visit

Multiple Entry Visa

Those who obtain this visa can enter Kuwait multiple times during a period of one year. This type of visa comes in handy for those on business visit. However, the sponsor will have to be the Ministry of Defense. Americans are eligible to obtain multiple entry visit visa with a validity of 10 years and unlimited number of entries.

Vaccination

In most cases, vaccination certificates are not required to be granted entry into Kuwait. But, they are mandatory, in case the visitor comes from an area that is infected by viral disease like yellow fever or cholera. The certificates indicate that the visitor is healthy and won’t be transmitting any diseases. In case the visitor is from one of the infected countries, they might also be subjected to medical examination within a few days after their arrival. The visitor will also have to confirm the last country visited.

Validity of Kuwait Visit Visa

The Kuwait Visit Visas are valid for three months (90 days). Visitors can stay in Kuwait for upto 30 days after their entry.

Kuwait Visit Visa cost

The Kuwait Visit Visa costs KD3.00. Entry permits are however free.

Kuwait Visit Visa extension

With a visit visa, you are allowed to stay only up to a maximum of 30 days in the country. In case you extend your stay beyond the validity period of visit visa, you will have to pay a fine of KD10.00 per day after the expiry of the visa.

You will not be allowed to leave the country until you pay total fine. The fines are to be paid in the immigration department in Shuwaikh. The office is open during government work hours. You can also pay the fines in advance if you anticipate your stay extension.

For extending visit visa for a month or two, an expat can submit application to the Immigration Department prior to the expiry of Kuwait visit visa. Another solution for extending Kuwait visit visa is to obtain a second visit visa in the country. You can schedule a day-long travel to Bahrain. You can leave Kuwait in the morning and return in the evening. The flight duration from Kuwait to Bahrain is 40 minutes. This costs about KD45.00. Then seek a second visit visa.

Kuwait to raise minimum salary requirement for expat family visas

The Kuwaiti government has decided to make the criteria for family visas more stringent in view of the increasing number of foreigners in Kuwait.

Kuwait : Kuwait’s Ministry of Interior will be issuing a decision to raise the minimum salary requirement for issuing family/dependent visas to 800 Kuwaiti Dinars (Rs 2,06,404), local media reported.

Currently, the salary requirement for issuing a family/dependent visa is KD500 (Rs 1,29,003).

This decision will apply to all expatriates who hold Visa Articles 17 and 18 (Private and Government).

According to Arabic daily Al Anba, to obtain a dependent/family visa, expatriates with a salary of 800 Kuwaiti Dinars must provide an original work permit or any evidence. No documents or proof of additional income will be accepted.

This is part of the ministry’s commitment to balance the demographic structure and allow highly paid expatriates to bring their families here, provided that they can prove that they are able to provide them with a satisfactory standard of living.

This decision also applies to wives, children under 16 years of age, parents and mother-in-law of the aforementioned expatriates.

Expatriates holding family visas (Article 22) are still able to stay outside the country for more than six months, a decision that has been implemented since the COVID-19 pandemic.

KUWAIT CITY, June 29: The Residency Affairs Sector next week will submit to the First Deputy Prime Minister and Minister of Interior Sheikh Ahmed Al- Nawaf, a new mechanism to organize the issuance of family and tourist visit visas, following the abrupt decision to stop issuing these visas Monday, reports Al-Qabas daily.

Informed security sources told the daily, the residence affairs sector is considering raising the salary ceiling for expatriates who want to bring their wife and children on visit or family visas to 300 dinars minimum and 600 dinars minimum if the applicant wants to bring his parents on visit visa. The sources indicated that the new mechanism will grant broad powers to directors of residency affairs departments in the six governorates, to ease the pressure on the General Administration of Residency Affairs in the Dajeej area, where the number of visitors during the last period reached about one thousand per day due to the withdrawal of the powers of directors of departments.

The sources indicated that Minister Al-Nawaf’s decision to stop family and tourist visits came against the background of receiving complaints about the failure to organize the work mechanism for granting family and tourist visit visas to expatriates.

The sources added, however: “The proposal for a salary cap as a condition for allowing the issuance of visit visas can be increased or decreased according to the Ministry’s vision.” However, the Al-Rai daily quoting informed sources said the decision Minister Al- Nawaf, to stop tourist and family visas, came because people who entered the country during the past months have not left the country and this raised the number of violators by about 20,000.

The Ministry of Interior announced, stopping the issuance of family and tourist visit visas until further notice is to prepare a new mechanism what the ministry called ‘development of work’, while the sources stated that the decision “does not include electronic visas that are granted directly to some nationalities upon arrival at the airport.

The sources indicated “the number of expatriates who entered the country on tourist and family visas during 2022 reached about 70,000,” noting that work is being done to establish a strict mechanism and controls that guarantee the visitor’s departure upon the expiry of visa, as well as not allowing the extension of the visit period which is for 3 months.

The interior ministry’s residency affairs directorate announced new regulations for issuing various types of visit visas.

As per the new regulations, expatriates can apply for visit visas for their parents provided their monthly salaries are not less than KD 500. The concerned authorities have the right to determine the duration of their visit – either family visa for a duration of 30 days or tourist visa for a duration of 90 days – based on the sponsors’ profession and circumstances, and the purpose of the visit.

Regarding visa for siblings, expatriates can apply for family visit visa for them for a duration of only 30 days. There is no extension of duration for all types of visit visas.
