The Japan Transport and Tourism Research Institute (JTTRI) is an independent, non-profit organization founded in 1968 as an affiliated organization of the Ministry of Transport (now Ministry of Land, Infrastructure, Transport and Tourism) with the support of government, industry and academia. For over 50 years since its foundation, JTTRI has contributed to the development of the administration, business, and industries of transport and tourism and the progress of academic research in these fields, through surveys and research, policy proposals, holding of seminars and symposiums, dissemination and provision of information on important issues of the time, consulting business (entrusted research), and publishing of books, while maintaining close relations with the Japanese government, transport and tourism industries, and academic societies.

Our Missions

As conditions in the world rapidly become more fluid, we face increasing uncertainty. In particular, the environment surrounding the economy and society is changing drastically due to the progress of digital technology, the current COVID-19 pandemic, etc. JTTRI is always aware of the purpose for which it was established, "bridging academic research and practical demands", and conducts activities that effectively address not only the challenges facing modern society but also future challenges, aiming to achieve results that are both "useful for specific locations and situations" and "useful for the world". In addition, JTTRI is expanding and strengthening its international activities and cooperation with governments and government-related organizations, transport and tourism industries and academic societies over a wide area including ASEAN and India, as well as North America across the Pacific Ocean.

The Ministry of Land, Infrastructure, Transport and Tourism (often abbreviated to MLIT or MLITT) is a Ministry of the Japanese Government, tasked with the development of national policy relating to the area of land use, infrastructure development, transport and tourism. The MLITT is a major ministry of the Japanese State, second in size to the Ministry of Defence. The first meeting of the Working Group on Motor Vehicles and Parts (“the WG ”) under the Agreement between the United Kingdom of Great Britain and Northern Ireland and Japan for a Comprehensive Economic Partnership (“the Agreement”) took place on 24 June 2022 in Geneva and via videoconference connecting Tokyo and London.

Japanese participants from Ministry of Foreign Affairs of Japan ( MOFA ), Ministry of Land, Infrastructure, Transport and Tourism ( MLIT ) and Ministry of Economy, Trade and Industry ( METI ) as well as the UK’s participants from the Department for Transport ( DfT ), Department for International Trade ( DIT ) and British Embassy in Tokyo had a fruitful exchange of views on matters related to Annex 2-C of the Agreement (Motor Vehicles and Parts).

The enclosed meeting agenda was adopted.

3. Adoption of the Rules of Procedure of the Joint Committee for the WG

Both sides confirmed that the Rules of Procedure for the Joint Committee would apply mutatis mutandis to this Working Group based on mutual understanding.

4. Review the implementation of the Annex 2-C of the Agreement

Japan and the UK explained the implementation status of the Appendices of 2-C-1 and 2-C-2 in the Annex 2-C of the Agreement. Both sides confirmed that their respective legal framework have incorporated UN Regulations ( UNR ) from No. 153 to 163 which were adopted in the World Forum for Harmonization of Vehicle Regulations (WP29) of The United Nations Economic Commission for Europe ( UNECE ) after the Japan-UK CEPA had entered into force. The UK introduced the state of play of the regulation on the Reverse Warning in the UK, which is difficult to apply at this point due to existing traffic rules. The UK confirmed their intention to discuss this issue in the meetings under WP29, in order to maintain the harmonization between Japan and the UK, which Japan welcomes.

5. Discussion related to domestic regulations

Japan and the UK introduced their type approval schemes. Japan asked the UK to have sufficient dialogues with industries, so that the transition from the EU-Whole Vehicle Type-Approval ( WVTA ) to the GB type approval scheme would not become an excessive burden on vehicle manufacturers. In particular, Japan requested to ensure sufficient period from promulgation to enforcement.

The UK explained the handling of Advanced Driving Assistance and Automated Lane Keeping System ( ALKS ) under national laws. Japan appreciated the UK for leading the discussion about the amendment of UNR 157 on ALKS which has been agreed at the recent WP29 session. Japan also explained that a treatment of advanced vehicle systems which were listed in Regulation (EU) 2019/2144 was not clear in the GB type-approval scheme, and asked the UK to share its details. The UK responded that they did not apply any regulations related to advanced vehicle systems in the GB type-approval scheme at this stage and that it was important to consider the influence on the UK industries when applying.

6. Discussion on the development of International Whole Vehicle Type-Approval ( IWVTA )

Japan asked for the UK’s continuous support in promoting the IWVTA , which has been introduced since 2018 with the support of the UK and the other countries within WP29. The UK said that it would continue to review the application of IWVTA domestically.

In the closing remarks, both sides reaffirmed that they continue dialogues in every occasion to deepen cooperation in this field. Japan proposed that the next meeting be held at the separate timing of the WP29 meetings.

Bureau Veritas SA Granted Recognized Organization status by Japan

Paris La Défense, 2 April 2024 - Bureau Veritas SA (BV), a world leader in testing, inspection, and certification, has been awarded recognized organization (RO) status by Japan’s Ministry of Land, Infrastructure, Transport & Tourism (MLIT). The recognition is made to Bureau Veritas SA  under Japan’s Ship Safety Law and the Act on the Prevention of Marine Pollution and Maritime Disaster . The award follows both document verification and site audits, checking inspection procedures at shipyard and operations at the Bureau Veritas Kobe office and in the Paris headquarters, where Matthieu de Tugny, Executive Vice President of Bureau Veritas Marine & Offshore, also participated in the opening and closing interviews in Paris. Accordingly, it was confirmed that the registration requirements and authorization standards as a recognized organization were met, and MLIT formally registered and authorized BV on 25th March 2024. Bureau Veritas, founded in 1828, established representation in Japan in 1953, where it has been operating ever since. With offices in Kobe and Yokohama, and a worldwide network of offices, Bureau Veritas is now authorized to conduct statutory surveys, certification and services on behalf of MLIT on Japanese flagged vessels engaged in international voyages. Working with a wide range of national administrations - particularly with the key Pacific maritime nations - is an important element in the Bureau Veritas strategy to further promote and share technical expertise and understanding of new technologies.

The Japanese news agency Kyodo News reported that this expansion comprises four new sectors which are road and railway transportation, forestry, and timber industries. Surprisingly, there has been a substantial increase in the demand for foreign laborers in Japan. There are several factors, but one of the prime is a significant decline in birth rate and shortages in transportation and logistics sectors.

These shortages are expected to meet with the introduction of new regulations limiting overtime hours for drivers, known as the "2024 problem." With this, the Japanese government intends to admit up to 820,000 foreigners under the skilled worker visa program over the next five fiscal years, starting from April.

This number surpasses the previous estimate for the five years leading up to fiscal 2023, which concluded in March. Following feedback from the public on the proposed reforms, the government plans to revise relevant regulations, including those under the Justice Ministry, to facilitate the acceptance of skilled workers in the newly added sectors.

Chief Cabinet Secretary Yoshimasa Hayashi has urged relevant ministers to prepare for the timely integration of foreign workers. Under the new program, skilled foreigners can work as bus drivers, drive taxis, and trucks in the transportation sector, provided they are employed by companies certified by the Ministry of Land, Infrastructure, Transport and Tourism.

Proficiency in Japanese at the N3 level, one of the Japanese Language Proficiency Test's five levels, is required for positions involving communication with passengers. In the railway sector, skilled workers can engage in various roles including manufacturing train cars, maintaining tracks, and serving as drivers, conductors, or station staff.
