You will be manually verified by the Quarantine Officers and determine if you are compliant with the entry protocol set by the Philippine Government. It is necessary to show the specific documents which will be asked from you by the officer.

What is “Express Lane”?

Express lane has been included in the eTravel process to provide further convenience to the health protocol compliant international inbound travelers. When you are issued a Green QR Code and the information and supporting documents you have submitted during online registration has been approved, you are qualified in the express lane where your Green QR Code will be scanned and tagged for your arrival date and time. There may be no further interview or need for submission of any documents.

I lost the screenshot of my personal QR Code, what do I do?

If you registered within 72 hours prior to your arrival to the Philippines, you may retrieve your personal QR Code and view some of your details using the "Edit Registration” tab in the eTravel website. To open my profile, go to the eTravel etravel.gov.ph/search and enter your reference number and date of birth then press the CONTINUE button as shown in the blue box below.

I made a mistake. Can I still edit my information after I have successfully registered?

For as long as you have not been processed, verified, and tagged as arrived by the border health authorities (BOQ) in the eTravel you may still change some of your information in the eTravel through the “Edit Registration” tab in the eTravel website. You will not be able to edit your data once you have arrived, verified and tagged as arrived by the Quarantine Officer. The editable information are mainly the data that is needed during the issuance of your quarantine certificate (i.e. arrival date, address, other personal info).

I have registered more than once in the eTravel for my travel, which QR code should I use?

You may use either of the QR Code but you should only choose one to present upon your arrival. Only the verified QR Code by BOQ upon your arrival at the airport/seaport is valid for your travel. Presenting different QR code during the process may cause delay or inconvenience for you.

Why can I not use the same QR Code next flight?

From Friday, those entering the South-East Asian country will have to access the eTravel portal to provide their arrival and health information — which are mandatory entry requirements.

The platform replaces the One Health Pass website, which was launched by the Philippines' government to manage travellers during the Covid-19 pandemic . This website will no longer be accessible from Monday.

It also replaces the paper arrival card, which has long been the system for immigration clearance for inbound travellers.

eTravel: Philippine One-Stop Electronic Travel Declaration System

#BOCDigitalization | The eTravel Customs System serves as a digital data collection platform for both travelers and crew members arriving in and departing from the Philippines. The primary features of this web portal include the Bureau of Customs’ Electronic Customs Baggage and Currency Declaration interface, aimed at improving border control, bolstering health surveillance, and facilitating economic data analysis. The BOC is set to initiate its pilot implementation at the Ninoy Aquino International Airport and Clark International Airport.

Entry Visas for the Philippines

Entry requirements for the Philippines : All travelers need to obtain the eTravel One-Stop Electronic Travel Declaration System (originally the One Health Pass) to enter the Philippines. This mandatory entry requirement has been introduced by the Government of the Philippines. You can apply here .

Before booking a trip, it is necessary to verify the entry requirements and visa conditions for the Philippines .

Not all travelers must obtain a visa to the Philippines . However, foreign nationals who want to visit the country for short-term stays for tourism, transit, business, study, or employment should apply for a visa in advance.

What Is a Philippines Tourist Visa?

A Philippines tourist visa is a travel permit granted to a foreign passport holder by a consular officer at a Philippine Embassy or Consulate. A traveler visa for the Philippines will be issued after the visa application has been properly examined.

The Philippines visitor visa (a tourist permit) is an entry requirement for citizens of several countries . A tourist visa holder can travel to the Philippines and present their documents at any port of entry.

However, the visa issued is not a guarantee that its holder will be automatically admitted into the country. The final decision is up to the immigration officers at the border.

According to the Philippines Government, a "foreign tourist" is defined as a person reaching the Philippines for a legitimate, non-immigrant purpose such as sightseeing, sports, health, visiting family, training, short-term study (excluding enrollment in a school in the Philippines to pursue a title or degree), religious pilgrimage, business, cultural and scientific activities.

Standard Procedure Requirement for a Philippines Tourist Visa

Foreigners who need a tourist visa for the Philippines must apply in person at an embassy or consulate .

Those who need a tourist visa for the Philippines from an embassy can choose the type of visa depending on the length of validity and number of entries the traveler requires, either:

• Single entry valid for 3 months
• Multiple entry valid for 6 months
• Multiple entry valid for 12 months

However, all of these embassy visitor visas allow a total stay of 59 days in the Philippines , regardless of the number of entries or period of validity.

Applications for minors may be made by a parent or guardian. The minor, with the exception of an infant, will also be required to attend an interview at a Philippines mission along with the person who has presented the application on their behalf.

The following are the minimum requirements for applying for a temporary Philippines visitor visa:

• Passport /travel document (alongside a photocopy of the same) valid for at least 6 months beyond the intended period of stay in the Philippines
• Fully completed visa application forms (incomplete forms will be rejected)
• Passport-size photo of the traveler taken within the previous 6 months , with the applicant’s signature attached to the front of the picture
• Photocopy of a travel itinerary for return or onward journey to the next port of destination.

Applicants will also need a valid payment method to cover the visa fees .

Other document requirements for a visit visa

Additionally, all visa applicants are required to supply proof of sufficient funds to cover the stay in the Philippines. For example:

• Print-out of last credit card/bank account statement
• Deed of ownership of real estate property

Other documents showing the applicant’s ability to financially support themselves while in the Philippines may also be accepted. Please note that it is necessary to supply two or more of these types of documents .

In order to determine whether a visa can be issued, the visa officer can request additional documents at their own discretion.

Starting April 15, 2023 , both departing and arriving international travelers to the Philippines are required to register through the E-Travel portal

This initiative by the Bureau of Immigration (BI) aims to enhance passenger convenience by discontinuing the use of paper-based arrival and departure cards.

Please take note of the following guidelines:

• Register at the E-Travel portal https://etravel.gov.ph
• Paper-based arrival and departure cards will be phased out by May 1, 2023
• Arriving international passengers: Register between 72 hours before arrival and up to the actual arrival time.
• Departing international passengers: Register between 72 hours and up to 3 hours before the scheduled departure.

Entry Guidelines

As per IATF Resolution No. 2 (s. 2022) on the ENTRY, QUARANTINE and TESTING Requirements of inbound travelers to the Philippines

A. FULLY VACCINATED (Filipino and Foreign Travelers)

– No pre-departure COVID-19 Test requirement – Must have received the 2nd dose in a 2-dose series or a single dose COVID-19 vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.

B. UNVACCINATED or PARTIALLY VACCINATED (Filipino and Foreign Travelers)

1. Travelers 15 years and older shall present a remotely supervised/laboratory-based Rapid Antigen Test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, or other similar establishment taken 24 hours prior to the date and time of departure from country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that, he/she has not left the airport premises or has not been admitted into another country during such lay-over. 2. Travelers 15 years and older who fail to present a negative pre-departure testing shall be required to undergo a laboratory-based Antigen Test UPON ARRIVAL at the airport. 3. ACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the quarantine protocols of their parent/s or an accompanying adult/guardian traveling with them. 4. UNACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the protocols set forth in Section B (1) and (2) above. NOTE:- Any inbound traveler, whether Filipino or Foreign national, who shall test positive for COVID-19 through rapid antigen test shall be subjected to the latest prevailing quarantine and isolation protocols of the DOH.

BOC, DICT rolls out e-Travel Customs System

THE Bureau of Customs (BOC) and the Department of Information and Communications Technology (DICT) have launched the e-Travel Customs System in all international airports to enable passengers to declare their baggage and currencies electronically.

The BOC announced on Thursday that one QR code per passenger, whether arriving or departing, shall be used in the e-Travel System starting Thursday, May 10, for a “seamless travel clearance.”

Through the e-Travel system, passengers can now fill out the electronic versions of the Customs Baggage Declaration Form (e-CBDF) and Currencies Declaration Form (e-CDF) using the e-Travel website at  https://etravel.gov.ph/  or by downloading the eGovPH application.

Passengers must complete the electronic forms within 72 hours, or three days, before arriving or departing from the Philippines, the BOC noted.

All passengers entering the country must complete the e-CBDF form, while those leaving the country who are bringing in or taking out more foreign or local currency than permitted must fill-out the e-CDF form.

Upon arrival or before departure, the BOC said that passengers must present their passports to the Immigration Officer for e-Travel registration confirmation and the QR Code to the Customs Officer for clearance.

In addition, the BOC reminded the public of its strict enforcement of the regulations on cross-border transfer of currencies.

Any person bringing in or taking out of the Philippines US$10,000 or its equivalent is required to declare the entire amount brought into or taken out of the Philippines in the e-CDF.

As for the Philippine currency, a person is only allowed to bring into or take out of the Philippines an amount not exceeding P50,000.

A written authorization from the Bangko Sentral is required for amounts above the limit, and the entire amount brought into or taken out of the Philippines must be declared in the e-CDF, the BOC said.

The BSP permits cross-border transfer of local currency exceeding the limit only for the purpose of testing/calibration/configuration of money counting/sorting machines, numismatics (collection of currency), and currency awareness.

“Violation of the rules on cross-border transfer of currencies or false declaration or non-declaration of Philippine or foreign currencies shall result in confiscation by Customs authorities,” the BOC warned.

The BOC said that the BSP does not issue a written authorization upon arrival or after confiscation of the excess currency.

Philippines to Launch e-Visa System in Q3 of 2023

The Philippines Department of Foreign Affairs (DFA) has announced that the electronic visa system for the Philippines will be implemented before the end of the year.

On July 5, Affairs Undersecretary Jesus Domingo confirmed that the e-Visa system will launch in the third quarter of 2023. The application portal is expected to open by the end of September at the latest.

“The Philippine e-Visa system will allow foreign nationals to apply for appropriate Philippine visas remotely through personal computers, laptops, and mobile devices,” Domingo clarified.

At present, a Philippines Electronic Travel Authorization is only available for nationals of Taiwan. However, the new e-Visa system will be available to a wide range of nationalities , although the exact list of eligible citizens is yet to be confirmed.

Travelers considering applying for an e-Visa for the Philippines should be aware that there are additional entry requirements they will need to meet. For example, it is still necessary to get either a Philippines eTravel to enter the country.

Benefits of an Electronic Visa System for the Philippines

The move to include an e-Visa option in the visa policy of the Philippines is expected to ease entry procedures and boost the country’s tourism sector, which is vital for its economy.

Domingo stressed that the e-visa system “would make the visa application process faster , more efficient and convenient for foreign nationals who wish to visit the Philippines for touristic and business purposes”.

Jaime FlorCruz, the Ambassador to China from the Philippines, is hoping that the new system will attract more Chinese visitors to the country in particular. Pre-pandemic, China accounted for the second-highest source of tourist arrivals in the Philippines, after South Korea.

But although 1.7 million Chinese tourists visited the Philippines in 2019 , travelers from China have not yet returned to the country in the same numbers.

“The outbound travel is modest and I think we’re getting a good share of that,”  FlorCruz said. “But the reality is that the Chinese are not yet traveling out of China with full force as they used to”.

Nevertheless, the Ambassador is confident that the e-Visa system will incentivize Chinese travelers to consider the Philippines as a tourist destination once again.

How the e-Visa for the Philippines Will Work

The Philippines e-Visa system will allow tourists and business visitors to apply for and receive a visa exclusively online . This means that eligible travelers will no longer have to visit embassies to get their visa.

Additionally, the e-Visa is expected to cut down on the paperwork and time taken to apply for a visa conventionally.

Finally, the Philippine government is working to ensure that the e-Visa application process is not only accessible but also user-friendly. The process can be completed in a few simple steps, and applicants will receive their e-Visas via email.

The Philippines e-Visa system is being developed by the DFA alongside the Department of Information and Communications Technology.

Although the system is now close to launch , the Secretary of the latter organization, Ivan John Uy, stressed that there is still an “anti-fraud element that needs to be consolidated with the platform” before it can be fully implemented.

What is an eVisa?

What is an eTA?

eTA: an electronic travel authorization or eTA is an entry requirement for visa-exempt foreign nationals traveling to or transiting to a country, usually by air. It allows the destination or transit country to screen travelers before they arrive, increasing visibility and security.

• One of the most well-known eTA systems is the ESTA online service for travelers who wish to travel to the United States under the Visa Waiver Program. These travelers have to apply for authorization.
• ETIAS  is the European counterpart of the American ESTA. It's a simple online form for entry of passport data and a tax costing a few euros for three years. ETIAS is expected to be in place by 2024.  A   visa will cost 7 euros for a validity of 3 years. Much cheaper than ESTA.

What is VOA?

Visa on Arrival : VOA is granted at a port of entry, in most cases after an online pre-approval process. This process differs from not requiring a visa, as the traveler must still obtain the visa through immigration before entering the destination country.

There is usually an expedited process  for VOA countries for visa applicants who have been accepted or pre-accepted online.

Travelers can benefit from special lines set up for those with an electronic visa to get through the immigration procedure swiftly. This process can save a considerable amount of time, perhaps even hours.

How to apply for an Electronic Travel Authorization (eTA)

Applying for an eTA is an easy online process. 

Applicants will need a valid passport, a credit card, and an email and can get their eTA approval via email.

The application is then stored and linked to the applicant's passport number. All visa records are stored in a database that enables online visa details by visa holders, registered country organizations, and airline staff.
