President Joe Biden will be in Philadelphia today. Here’s what we know.

Biden is visiting Philadelphia ahead of Pennsylvania's primary election next week, and is expected to receive some notable endorsements.

President Joe Biden is ending a three-day tour of Pennsylvania in Philadelphia, where he hasn’t been a stranger since being elected in 2020.

Biden most recent visit to the commonwealth took him from his childhood home in Scranton on Tuesday to Pittsburgh yesterday, where he signaled his willingness to crack down on China for potentially anticompetitive trade practices with aluminum and steel.

“I’m not looking for a fight with China,” Biden said. “I’m looking for competition, but fair competition.”

Full details on his Thursday trip to Philadelphia have not been released, but Biden will be endorsed by several members of the Kennedy family , including Kerry Kennedy, Rory Kennedy, and former Massachusetts Rep. Joe Kennedy. It’s a strong rebuke of Robert F. Kennedy Jr., who is running an independent campaign for president and could siphon votes away from Biden and help his Republican opponent, former President Donald Trump .

“I can only imagine how Donald Trump’s outrageous lies and behavior would have horrified my father, Robert F. Kennedy, who proudly served as Attorney General of the United States, and honored his pledge to uphold the law and protect the country,” Kerry Kennedy will say, according to prepared remarks obtained by The Inquirer . “Daddy stood for equal justice, human rights and freedom from want and fear. Just as President Biden does today.”

Biden is in Pennsylvania ahead of next week’s primary election . While the presidential race is all locked up, voters will be deciding their nominees for state House and Senate seats, state attorney general, and other state row offices. These primaries will set up November matchups, which could tip the balance of power in both Harrisburg and Washington.

Biden’s schedule in Philadelphia today

Biden is scheduled to depart the White House around 10:15 a.m. and arrive at Philadelphia International Airport at 11:20 a.m.

From there, he’ll travel to the Martin Luther King Recreation Center in North Philadelphia and deliver remarks around 12:45 p.m. The specific location has not yet been released by the White House.

After that, he’s scheduled to participate in another campaign event at 1:45 p.m. before leaving Philadelphia around 3:50 p.m., according to his public calendar.

It’s the fourth time Biden has traveled to the Philly area this year

It’s Biden’s fourth visit to the Philadelphia area in 2024 and his sixth to Pennsylvania, which included stops in Scranton and Pittsburgh this week ahead of the commonwealth’s Tuesday primary election.

No other place outside of Washington, D.C., and his home state of Delaware has hosted the president more frequently over the last two years. Vice President Kamala Harris traveled to the Philadelphia earlier this month to participate in a roundtable at William Cramp Elementary School, where she promoted the Biden administration’s student debt relief plan.

Last year, he visited eight times, which included a tour of the Philly Shipyard, brunch at Parc after attending his granddaughter’s art show at the University of Pennsylvania , and the official kickoff to his reelection campaign at the Convention Center.

Here is a timeline of Biden’s trips to Philadelphia this year:

Jan. 5: Biden delivered his first major 2024 campaign speech at Montgomery County Community College and visited Valley Forge National Historic Park .

Jan. 15: On Martin Luther King Jr. Day, Biden volunteered at Philabundance alongside newly elected Philadelphia Mayor Cherelle L. Parker .

March 8: After delivering the State of the Union, Biden attended a rally at Strath Haven Middle School and visited a friend’s home in Rose Valley.

Trump visited Pennsylvania last week, but is stuck in a courthouse

Last week, Trump visited Bucks County and held a rally in Lehigh County. But don’t expect the former president to campaign here ahead of next week’s primary.

Trump is stuck in Manhattan, where he is on trial for falsifying business records related to hush money payments made to porn star Stormy Daniels, whose real name is Stephanie Clifford.

New York law requires defendants to be present during their trials. Trump has pleaded not guilty.

On Saturday, Trump is scheduled to hold a rally in Wilmington, N.C. at 7 p.m.

NEW YORK CITY - President Joe Biden visited NYC Monday, disrupting traffic and leading to protests from pro-Palestinian groups.

The president landed at JFK Airport in Queens around 1:40 p.m. and was scheduled to go to Manhattan for a campaign meeting.

The New York Post reports Biden was also in town to tape an interview with late-night talk show host Seth Meyers.

Hundreds of demonstrators flocked to Manhattan's Columbus Circle in response to his visit. Organizers encouraged protesters to gather near the 60th Street exit of the Columbus Circle subway station around 1 p.m. to demand a ceasefire in Gaza amid the Israel-Hamas War.

"Let Biden know he has got to go for carrying out the genocide in Gaza," organizers from WIthin Our Lifetime posted to Instagram .

This time, organizers have not planned protests targeting Biden's visit, though this could change.

March NY fundraiser

Meanwhile, the president is teaming up with predecessors Barack Obama and Bill Clinton next month for a New York fundraiser aimed at powering up donations for his reelection campaign. The threesome traded social media posts to reveal their plans.

The event is set for March 28, and though the Biden campaign says it hasn't settled on a venue, it is considering larger sites that would maximize attendance. That would be a break from Biden’s usual campaign stops, which have tended to feature smaller groups of supporters and donors.

"Folks – I’ll be in NYC on March 28th to support @JoeBiden . Who’s coming with me? Chip in for your chance to join," Obama posted on X , formerly Twitter, on Tuesday, over a picture of Biden, Vice President Kamala Harris and the hand-written message "Let's finish the job" next to Biden's signature.

Clinton responded ironically, "Count me in. Who else is going to be there?" and Biden answered jokingly "You guys know you can just call me next time, right?"

The president has intensified fundraising efforts since December. His campaign said Tuesday that January produced its highest monthly donation total since launching in April 2023, breaking monthly records previously set in December and November of last year.

The campaign said that last month’s haul was buoyed by a write-in campaign that won Biden New Hampshire’s unsanctioned Democratic primary on Jan. 23. New Hampshire Democrats violated a new primary calendar championed by Biden, and he responded by refusing to campaign there or have his name appear on the ballot, and yet still won via write-in.

Biden departed from Joint Base Andrews in Maryland this morning and is arriving at LAX via Air Force One around 1:30 p.m., according to the White House. 

The president will then make stops in downtown Los Angeles and Hollywood , where he is scheduled to tape a show for "Jimmy Kimmel Live!"

The following road closure s are in place through noon Saturday: 

  • Any area between the 101 Freeway and the 10 Freeway, west of the 110 Freeway
  • Transfer ramps from the east and westbound 10 Freeway to the northbound 110 Freeway
  • Exits from the northbound 110 Freeway onto Pico Boulevard, 9th Street, 6th Street, 4th Street, and 3rd Street
  • Exits from the southbound 110 Freeway onto 6th Street and Wilshire Boulevard
  • Figueroa Street between Washington Boulevard and 3rd Street
  • Pico Boulevard between Union Avenue and Grand Avenue
  • 7th Street between Bixel Street and Flower Street

President Joe Biden will arrive in Las Vegas on Tuesday, and significant traffic disruptions are expected.

Las Vegas Metropolitan Police released a tentative schedule noting that hard closures will take place between 5:30 p.m. and 6:30 p.m., at the airport connector, the 215 westbound, I-15 northbound between 215 and U.S. 95, U.S. 95 northbound between the Spaghetti Bowl to Summerlin Parkway, and Summerlin Parkway in both directions.

Between 7:30 p.m. and 8:00 p.m., the Summerlin Parkway to U.S. 95 and I-15 southbound in the resort corridor will also experience rolling closures. Then on Wednesday from 12:15 p.m. to 12:45 p.m., Maryland Parkway from Tropicana Avenue to Russell Road will be closed.

Officials advise drivers to schedule plenty of time, especially if they’re trying to access the airport.

Syracuse, N.Y. — Drivers should seriously consider not using Interstate 81 Thursday afternoon to avoid closures and delays caused by President Biden’s visit to Syracuse.

Closures of parts of I-81 are expected to cause massive traffic delays.

Biden will visit Syracuse to talk about the CHIPS and Science Act that lured Micron Technology to Central New York. The speech is at the Milton J. Rubenstein Museum of Science & Technology.

Starting around noon until around 1:30 p.m. Thursday I-81 south with be closed from Route 481 to Franklin Street in Syracuse, said Sgt. Jack Keller, a State Police spokesperson. That’s 7.5 miles of the interstate.

I-81 North will be closed from I-690 to the Syracuse Airport exit from around 2:45 to 3:45 p.m., Keller said. That’s about 5 miles of the highway.

When Biden last visited Syracuse in October 2022, the president’s exit from the city caused massive traffic backups on I-690 West.

Biden in Wilmington: From arrival to traffic, here's more about the president's visit

President Joe Biden will head to Wilmington on Thursday.

According to a release from The White House, he will arrive at Wilmington International Airport and then head to the Wilmington Convention Center to give remarks on infrastructure and the environment.

Here's what you need to know about the president's upcoming visit and what to expect for Biden's arrival in the Port City.

When will Biden arrive?

The timeline of around 3 p.m. has shifted a bit due to Biden first heading to Charlotte, where he will "pay his respects to the brave law enforcement officers killed and wounded in the line of duty," according to a White House release.

Four officers wer e killed while trying to serve a warrant to a convicted felon in Charlotte on Monday.

Biden is scheduled to leave Charlotte at 3:10 p.m. and head to Wilmington International Airport, where he is set to arrive at 3:55 p.m.

He will then head to the Wilmington Convention Center, where he will deliver remarks at 4:30 p.m. before departing Wilmington at 6:05 p.m.

What will Biden discuss?

While at the Wilmington Convention Center, Biden is expected to discuss "how his Investing in America agenda is rebuilding our infrastructure and creating good-paying jobs in Wilmington and across the country," according to a news release from The White House.

In response to why Wilmington might be a fitting location for the discussion of such subject matter, Mayor Bill Saffo mentioned U.S. Environmental Protection Agency (EPA) Administrator Michael Reagan's previous visit to Wilmington , highlighting Reagan's discussion of national PFAS regulations.

"I know that the administration has been very engaged in that issue," Saffo said. "They've also been engaged at the federal level with the removal of lead from our pipes," adding that the Cape Fear Public Utility Authority (CFPUA) has been working on that matter for a number of years.

Wilmington has been on the forefront of numerous environmental issues regionally, the mayor added.

"I think (Biden) is here to make an announcement as to what that means not only for this community but for the country," Saffo said.

How has the city of Wilmington prepared for the president's arrival?

Preparing for a presidential visit requires a community-wide collaborative effort, Saffo said.

"When a president visits a community there are a lot of things that we have to work on and work with the administration and ... the secret service in planning these types of events," Saffo said. "Where the events are held, the size of the venue, the locations, the motorcade to and from the airport − the logistics involved are enormous."

Saffo said Biden's visit is historic for Wilmington.

"Obviously we are very proud to have any president arrive in our community that represents our government," noting that former President Donald Trump previously visited the Port City in 2020, designating Wilmington the first World War II Heritage City nationwide.

When will Air Force One arrive at ILM?

Air Force One will arrive at the Wilmington International Airport at 3:55 p.m. Thursday.

By Wednesday morning, the Federal Aviation Administration listed a temporary flight restriction (TFR) Thursday in a roughly 30-mile radius surrounding downtown Wilmington between 1:30 p.m. and 5:15 p.m. It's unknown as of Wednesday night if the time range will widen given Biden's change in schedule.

It is important to note that Wilmington International Airport anticipates minor impacts to commercial flight operations during this time as the TFR does not fully restrict scheduled commercial flights, according to airport spokesperson Erin McNally.

"We encourage travelers to check their flight status directly with the airlines for the most up to date information," reads a Facebook announcement from ILM posted Wednesday. "Additionally, travelers may want to allow extra time, in the event there are temporary road closures or changes in traffic patterns."

Air travel for general aviation users will be restricted primarily between 1:30 p.m. and 5:15 p.m., according to the post. General aviation users are encouraged to check NOTAMS (notices) for details.

What about security and traffic?

The Wilmington Police Department will be providing personnel to assist with the needs of the U.S. Secret Service, police spokesman Lt. Greg Willett said.

The Secret Service works closely with local law enforcement to "minimize disruptions to the public while ensuring the highest level of safety and security," Special Agent Joseph Routh said in an email on Tuesday.

As of Tuesday, Routh was unable to discuss any security specifics, but he said that "the public can expect intermittent road closures and parking restrictions as part of the visit."

Saffo referred to Wilmington law enforcement involvement with the event as "significant," noting the New Hanover County Sheriff's Office, Wilmington Police Department and Wilmington's Secret Service field office have been in communication with one another in preparation of the event.

As for traffic, the Secret Service has been advised about the Cape Fear Memorial Bridge lane closures, Saffo said.

"I don't know the exact route that the president will take, but I know that they've been advised and informed about that," Saffo said. The Secret Service will "try to minimize any kind of impact to the community to the best of their ability."

President Joe Biden visits New York City for campaign receptions

NEW YORK - President Joe Biden arrived in New York City on Wednesday, bringing traffic chaos during the evening commute.

The White House said he attended three private campaign receptions.

Biden's visit comes ahead of a March 28 fundraiser he's planning with his predecessors, former presidents  Barack Obama  and  Bill Clinton . 

Biden landed in a helicopter Wednesday afternoon at the Wall Street landing zone downtown after flying into John F. Kennedy International Airport on Air Force One. He left the city on Marine One around 8 p.m.

Biden's arrival brings traffic chaos to New York City

The NYPD began preparing hours before his arrival, putting up barricades and shutting down several major thoroughfares in Midtown and on the city's East and West sides, bringing traffic to a standstill for hours.

"It took me an extra, like, 40 minutes," one driver said.

"They should tell us where to go," another driver said.

"It's going to be crazy, and I'm trying to get back home to Brooklyn to get away from here, because sometimes you never know," Brooklyn resident Marina Sternberg said of the visit. 

"I'm sure down here is going to be crazy and packed with people on the streets trying to see the president and just roadblocks and everything," Manhattan resident Jeraldo Pearson said.

Crosstown streets were so stagnant at the peak of the evening commute that city buses dropped passengers off in the middle of the Central Park Transverse, and a lot of taxi and ride-share passengers just gave up and finished their routes on foot.

"I've been trying to take a cab. It's so cold. I obviously don't wanna be biking. Now I'm biking," commuter Vanessa Cohen said.

"We started on foot, then we tried to get on a bus, but it was too full, so then we got in a taxi and then decided to go by foot 'cause it was fastest way," commuter Jeanine Katzen said.

"You gotta get creative getting across town, and I don't like that," commuter Chris Morales said.

Stalling traffic even more, several protests over the Israel-Hamas war popped up around Biden's events.

Biden's visit brings out protesters

Hundreds of Palestinian supporters gathered around the Columbus Circle Globe and protested for hours while waiting for the president's motorcade to drive past.

"To not let this fall off the front pages. To continue to show we are paying attention to what's going on, and that he will pay a price for this in this election because there are so many people, myself included, who will not be able to bring themselves to vote for him," demonstrator Steve Bottocelli said.

"We're here to sort of give him a sort of New York welcome because we want to say that if he wants our vote, if he wants our support, he needs to listen to the majority of Americans -- the majority of Democratic voters, but Americans as a whole -- who want a cease-fire in Gaza," demonstrator Margaret Palquist said.

Wednesday marks exactly four months since the Israel-Hamas war started. Palestinian supporters say they want a cease-fire and hope the president hears their message loud and clear from New York City streets.

Police say the demonstration was peaceful with no reported arrests.

Parts of Interstate 81 will be closed before and after President Joe Biden's arrival at Wilkes-Barre/Scranton International Airport.

*** Updated 11:32 a.m., April 16: President Joe Biden's public schedule shows an estimated arrival time of 1 p.m. at Wilkes-Barre/Scranton International Airport. Motorists should expect road closures between the airport and Scranton leading up to and immediately following that time.

Biden's schedule also lists campaign events at 2 p.m. and another at 5:40 p.m. in Scranton.

The Scranton Police Department yesterday instructed residents to "avoid travel downtown" on Tuesday without further details.

**** President Joe Biden's visit to the Scranton area will result in temporary road closures Tuesday and Wednesday.

The president is expected to land at Wilkes-Barre/Scranton International Airport (AVP) in the early afternoon Tues. That means Interstate 81 North and Southbound will be closed for parts of midday just before and after his arrival.

The president’s motorcade will take him into downtown Scranton, where he’s slated to give remarks around 2 p.m. at the Scranton Cultural Center at the Masonic Temple on North Washington Avenue. The blocks surrounding the Cultural Center are expected to be closed off in the hours before and shortly after his speech.

Biden will stay overnight in the area, so parts of downtown Scranton may be off limits to vehicle traffic until Wednesday. The president will travel to Pittsburgh then Philadelphia later this week.

Scranton's Marywood University moved classes online Tuesday from noon onward. The City of Scranton also announced trash and recycling pickups would be postponed Tuesday. Biden's visit will "cause service delays from the Department of Public Works (DPW)," a spokesperson said in an email. "Residents should place recycling out for pickup Tuesday afternoon or evening for Wednesday morning."

Neighboring Dunmore Borough announced no parking on parts of Electric Street on Tues. In a statement on social media, Dunmore Police shared the following message:

"Tuesday, April 16, Parking will NOT be permitted on Electric Street from N. Washington Avenue to N. Blakely Street for security reasons, due to the Presidential visit to our area. Any vehicle located in this no parking zone WILL be towed. Thank you for your cooperation."

A PennDOT spokesperson said Pennsylvania State Police (PSP) will handle interstate closures. WVIA News will provide updates from PSP as we receive details.

Biden, after meeting with families of officers killed in NC, says the nation is grieving with them

President Joe Biden has met privately with the families of law enforcement officers shot to death on the job in Charlotte, North Carolina

CHARLOTTE, N.C. -- President Joe Biden said Thursday he was praying for loved ones and all those left behind after he met privately with the families of law enforcement officers shot to death on the job. The visit came just a week after he sat down with the grieving relatives of two cops killed in upstate New York.

“The entire nation is grieving with these families," he said from his second stop of the day in Wilmington, North Carolina, where he was announcing new measures to cut lead pipes from the water supply.

Biden detoured to Charlotte for the visit that took place with little fanfare behind closed doors, as the White House wanted Biden to be seen as respecting the privacy of grieving families and avoiding the appearance of using their grief for political purposes. He also met with officers wounded during the shooting, and wished them a fast recovery.

The president took a short motorcade across the airport to the North Carolina Air National Guard base to meet the group, which included elected officials. The location was an alternative to traveling into the city and was chosen as the least taxing one for local law enforcement officers who are still reeling from the deaths but who would have a hand in securing the president's trip.

“The men and women of law enforcement, you represent the best of us,” he said from the podium at the second stop.

Once again, Biden was seeking to be an empathetic leader for a community reeling from gun violence, while also calling for stricter rules around firearms and more money for law enforcement on the front lines.

Four officers were killed this week in North Carolina, when a wanted man opened fire on a joint agency task force that had come to arrest him on a warrant for possession of a firearm as an ex-felon, and fleeing to elude capture. They were: Sam Poloche and William Elliott of the North Carolina Department of Adult Corrections; Charlotte-Mecklenburg Officer Joshua Eyer; and Deputy U.S. Marshal Thomas Weeks.

Four other officers were wounded in the gunfire; the suspect was killed. An AR-15 semi-automatic rifle, a 40-caliber handgun and ammunition were found at the scene.

An AR-15 is among the weapons most often used in mass shootings, and it's the type of gun Biden is talking about when he says the U.S. should ban “ assault weapons.” Congress passed the most comprehensive gun control legislation in decades in 2022, after a horrific school shooting in Uvalde, Texas. But it didn't go far enough, Biden often says.

And as he campaigns for the 2024 election , Biden has made curbing gun violence a major campaign platform, elusive to Democrats even during the Obama era, as he fends off attacks from Republican challenger Donald Trump that he is soft on crime and anti-police.

“We have to get them the resources they need to do their job,” Biden said of law enforcement. “And keep the weapons of war" out of the wrong hands.

The violence came just about two weeks after another fatal shooting of law enforcement officers in Syracuse, New York; Lieutenant Michael Hoosock and Officer Michael Jensen were killed while looking for a driver who fled a traffic stop. After his speech, Biden met relatives of both of the officers’ families.

Biden had already been scheduled to come to Syracuse to celebrate Micron Technology’s plans to build a campus of computer chip factories, but the local police union said officers were still coming to terms with the deaths and weren’t happy with the president’s trip and had hoped he would delay.

On Thursday from Wilmington, Biden announced his administration was providing states with an additional $3 billion to replace lead pipes across the country, building on $5.8 billion for water infrastructure projects around the country announced in February.

“There’s no safe level of lead exposure," he said. “None. The only way forward is to replace every lead service line that connects clean water.”

Money for the pipe replacement comes from one of the administration’s key legislative victories, the $1 trillion bipartisan infrastructure law that Biden signed in 2021. The infrastructure law includes over $50 billion to upgrade America’s water infrastructure.

The new round of funding will help pay for projects nationwide as Biden seeks to replace all lead pipes in the country.

“We’re going to get it done,” he said.

EPA estimates that North Carolina has 370,000 lead pipes, and $76 million will go to replace them statewide. Biden also will meet with faculty and students at a Wilmington school that replaced a water fountain with high levels of lead with money from the law.

Biden visits Wilmington updates: Air Force One departs from ILM airport

Biden departs Wilmington

Air Force One took off at 6:15 p.m. from Wilmington International Airport to head back to the White House, two hours after it landed in the Port City.

President Joe Biden's motorcade left the Wilmington Convention Center around 5:50 p.m. after Biden spoke just more than 20 minutes.Biden and Governor Roy Cooper greeted members of the Wilmington Police Department and New Hanover County Sheriff’s Office that were part of the motorcade before departure.

Taking shots at Trump and himself

President Joe Biden didn’t shy from taking shots at his presumed Republican opponent in the fall while announcing the additional funding for removing lead pipes from the country’s public water systems. 

Here are some highlights from the president’s comments, which lasted about 20 minutes: 

Along with removing the country’s lead pipes, Biden said his administration was working hard to improve the nation’s water quality by investing in water plant improvements and getting “forever chemicals” out of the environment and public drinking supplies. He said his government had a special focus on helping disadvantaged and low-income communities that have often been overlooked. 

“Folks this is about safety, but it’s also about fairness,” he said. “We have to make things right, and we’re going to do that now.” 

Without mentioning Donald Trump by name, referring to him as his “predecessor” several times, Biden said his administration was making progress for all Americans – not just the wealthy and corporations. 

“I’m sick and tired of trickle-down economics,” he said to loud applause.

Along with brandishing his environmental credentials, Biden mentioned his work in helping the economy – especially manufacturing – bounce back from the pandemic and foreign competition. 

He took special note of his administration's work on reducing medical and prescription costs, something he said he had been working on for decades while in the U.S. Senate. 

“I know I look like I’m only 40, but I’m a little older than that,” Biden said, taking a self-deprecating jab at the age issue that has dogged him during his re-election push. 

The president wrapped up his comments just after 5:22 p.m.

Show the president 'our Wilmington'

Wilmington Mayor Bill Saffo took the stage at 4:40 p.m., warming up the crowd. 

He talked up the sense of community and how peoplepower can make a difference in good governance and protecting the environment. 

Saffo was followed by EPA Administrator Michael Regan, who used to be the head of the N.C. Department of Environmental Quality. 

“It is great to be home back in North Carolina,” Regan said, before mentioning the new PFAS regulations he had announced in Fayetteville last month. 

He then said President Biden is keeping his promises and working “every single day” for a healthier and fairer America. 

Regan also praised Saffo and local advocates for staring down the water quality issues the Cape Fear region had been facing for years. 

That journey would be continued today by the president’s announcement to dedicate billions toward the removal of lead pipes from the nation’s water systems. 

Next up was Gov. Roy Cooper, who received the first standing ovation of the afternoon. 

“I’m excited and always excited to be at the beach,” he said after remarking that this was the president’s third visit in four months to North Carolina. 

“And with him being from Delaware, we want to show him our Wilmington," he said to thunderous applause. "If Air Force One's crew ever gets confused about which Wilmington to fly to, tell them to head south!"

Next up is President Biden, who started his remarks remembering the law enforcement officers' lives lost in Charlotte on Monday.

Afterwards, Biden noted to Saffo that there's another Wilmington: The one the President knows well in Delaware.

Biden reaches Wilmington Convention Center

President Joe Biden arrived at Wilmington International Airport’s Aero Center and was greeted by Wilmington Mayor Bill Saffo and Governor Roy Cooper at 4:20 p.m. 

Saffo joined the motorcade and they departed to travel to the Wilmington Convention Center where Biden is expected to deliver his remarks. Around 20 minutes later, the motorcade arrived.

Remarks will include environmental investments such as the replacement of 1.7 million toxic lead pipes throughout the U.S.

Biden will also meet with local students and faculty from a Wilmington school that was able to replace a water fountain with high levels of lead with funding from the president’s American Rescue Plan. 

Biden arrives...and so do Donald Trump supporters

Air Force One made its way to Wilmington International Airport around 4:15 p.m.

While it might be around 5 p.m. before President Joe Biden arrives at the Wilmington Convention Center, a few supporters of former President Donald Trump will also be there to greet him.

By 3:30 p.m., dozens of civilians gathered about a block away from the convention center. Among them were about 40 pro-Palestinian activists and roughly the same number of supporters of former President Donald Trump.

Trump’s supporters raised flags with “Trump 2024” and “Women for Trump” messages, among others.The crowd of activists held signs and yelled “Free, free, free Palestine,” “Cease fire now,” “Biden, Biden, you can’t hide, we charge you with genocide,” among other chants.

District Attorney on Biden: 'He's putting his money where his mouth is'

New Hanover and Pender County District Attorney Ben David said Wilmington "will always be a place where the biggest races are decided" as he awaited President Joe Biden's arrival at the Wilmington Convention Center Thursday afternoon. "Politically we are a microcosm, we represent what America looks like and we are confronting some of the biggest issues honestly here, and so, it's only appropriate that (Biden) should come to Wilmington." 

Prior to his arrival in Wilmington, Biden is making a stop in Charlotte to meet with the families of law enforcement officers who were killed in the line of duty.

David said he appreciates that the president "recognizes the importance of going to a tragedy like that and calling out the violence that has to stop." Addressing such violence is important, "particularly when it's directed at people who are just trying to do their jobs," David added. 

The district attorney said he admires that the president has come to North Carolina to address three important topics: honoring men and women in law enforcement, the environment, and infrastructure. 

"He's putting his money where his mouth is," David said about Biden.

White House remarks before flight to Wilmington

Press Secretary Karine Jean-Pierre said the Biden administration mourns “for the fallen heroes and their loved ones and (prays) for the recoveries of the courageous officers who were wounded” while en route to Charlotte, according to a press release. 

Jean-Pierre also touched on the upcoming presidential visit to Wilmington. While the schedule noted Joe Biden's arrival to the Wilmington International Airport around 3:55 p.m., it's more likely Air Force One will arrive at 4:15 p.m. 

“President Biden believes that every American should be able to turn on the tap and...drink clean and safe water,” Jean-Pierre said.  

Enviornmental Protection Agency Administrator Michael Regan said he was “really excited to join the president today for this big announcement.”

“This is the third installment of five,” Regan said in the release. “We are giving out or investing into grants that will amount to $15 billion in total. This is the third year, so the President has already put out $9 billion to erase these lead service lines in our country.”  

The 100% removal of lead piping across the country is expected to complete within a 10-year window, Regan said in the release, adding that he was unable to provide an estimate on the percentage of lead piping that has already been removed nationwide.

Seats all spoken for

The first attendees at President Joe Biden’s event at the Wilmington Convention Center began filing in just after 2 p.m. 

Twenty minutes later, the small guest area was roughly half full of VIPs, hand-picked by the White House and local Democratic Party for the president’s announcement about new funding to remove lead pipes from homes and public water systems. 

With the president not scheduled to speak for around two hours, many of the attendees took the downtime to excitedly take pictures in front of the dais and lectern that would later be occupied by the country’s top executive – large signs and digital boards behind them advertising Biden’s impending policy announcement. 

By 2:35 p.m., officials announced all the seats were taken and it would now be standing-room only as people continued to file in.

Women's groups arrive at convention center

Elli Klein, founding administrator of Southeast North Carolina Women for Biden/Harris, arrived at the Wilmington Convention Center around 2:15 p.m. on Thursday. 

"I'm joining my Democratic Party colleagues to hear what the president has to say and all that he is doing (and) all the administration is doing to improve our infrastructure," said Klein less than two hours before President Joe Biden is scheduled to give remarks. "It's exciting. We have a lot of work to do to make sure we preserve our reproductive freedom and our democracy." 

Elaine Syres, core member of Women Organizing for Wilmington (WOW), arrived at the Wilmington Convention Center sporting both a WOW T-shirt and a blue American Federation of Teachers T-shirt. 

Syres recalled Women Organizing for Wilmington protests held outside on the corner of City Hall in 2016.

"The first one I was involved in was (about) the condition of the water in New Hanover County and the PFAS and everything else," Syres said. "What good does it do everybody if the water (that is) going to the homes or schools (is) going through lead pipes? It's an issue...it could be the cleanest water in the world but if you're running it through a lead pipe, that's not helping anyone." 

Biden "should come here" to discuss the replacement of lead pipes, Syres said, adding it's an issue experienced nationwide. 

Wilmington International Airport to soon see Air Force One

By early afternoon, President Joe Biden’s expected arrival time at Wilmington International Airport’s Aero Center remains 3:55 p.m.

About two hours before Biden’s expected arrival, Wilmington International Airport appears not too busy. Some New Hanover County Sheriff’s Office vehicles and Wilmington Police Department vehicles are in the area.

According to the airport’s website, flights for General Aviation users will be restricted between 1:30 p.m.-5:15 p.m.

By noon, Wilmington Convention Center relatively quiet

Aside from a heavy police presence in the area, things were largely quiet at the Wilmington Convention Center early Thursday afternoon. Several Wilmington Police Department vehicles were in the area, and deputies with the New Hanover County Sheriff's Office were also nearby. 

Students made their way around Cape Fear Community College’s downtown campus Thursday afternoon, where classes were seemingly being held as usual.

The White House released more details about President Joe Biden's expected remarks in Wilmington on Thursday afternoon. He is scheduled to speak at the Wilmington Convention Center at 4:30 p.m.

According to a morning news release, Biden is expected to announce a $3 billion investment to replace toxic lead pipes during his Wilmington presidential visit. Biden’s announcement “delivers funding to every state and U.S. territory to help address lead in drinking water while creating good-paying jobs,” the release reads. It added $76 million in funding from the president’s Bipartisan Infrastructure Law will be allocated to lead pipe replacement across North Carolina.

Biden is expected to meet with faculty and students from a Wilmington school that replaced a water fountain with high levels of lead with funding from the president’s American Rescue Plan, according to the release. The total project will replace up to 1.7 million lead pipes nationwide. 

Biden heads to Charlotte, then Wilmington

President Joe Biden will be visiting Wilmington today to talk about address environmental issues and infrastructure in the city and surrounding region.

After departing Joint Base Andrews in Maryland on Air Force One around 11:45 a.m., his first stop will be in Charlotte to pay respects and meet family members of four law enforcement officers who died on Monday in a shootout.

Biden will leave Charlotte at 3:10 p.m. and should arrive at Wilmington International Airport around 3:55. Then he will head to the Wilmington Convention Center, where he will discuss his Investing in America agenda and how it is rebuilding infrastructure and creating jobs in Wilmington and across the country, according to an email announcement from the White House.

Biden in Wilmington: From arrival to traffic, here's more about the president's visit

Although Biden is seeking reelection in November, his visit is not a campaign visit, but a presidential visit.

"It cannot come at a more-critical time during a more-critical election year in a more-critical place," according to a statement Monday from the New Hanover County Democratic Party.

Biden's visit comes nearly two weeks after Donald Trump's campaign rally in Wilmington was postponed due to severe weather. A date has not been set yet for his return.

As for the issues Biden could be addressing, it is uncertain which ones he will cover, but PFAS filtration could be one on the list as well as the need for a Cape Fear Memorial Bridge replacement .

Road closures already in place...

Road closures are already in place for the US President Joe Biden’s four-day visit to Ireland this week.

President Biden arrives in Belfast this evening where he will be met by the British Prime Minister Rishi Sunak.

He is due to tour Carlingford Castle in County Louth on Wednesday, attend a gala dinner at Dublin Castle on Thursday and visit Knock Shrine on Friday.

Road closures are already in place in Dublin and drivers have been warned to expect road closures, parking restrictions and traffic diversions in Louth and Mayo as well.

There will also be “temporary rolling road closures to facilitate security escorts” during the visit.

Road closures

In Dublin, parking restrictions have been in place on Earlsfort Terrace, Leeson Street Lower, Hatch Street Lower, Castle Street and Ship Street since 7am yesterday.

Meanwhile, Earlsfort Terrace closed to traffic at 7am this morning and will remain closed until Saturday.

Pedestrian access to businesses on Earlsfort Terrace is only via Hatch Street until the road reopens.

Meanwhile, Phoenix Park will be closed to both traffic and pedestrians from 5pm on Wednesday to 5pm on Thursday. Gardaí said arrangements are in place for “local access only”.

Meanwhile, residents in Louth Mayo and other parts of Dublin are being urged to remain on the lookout for further local road closures, parking restrictions and traffic diversions during the week.

President Biden will be arriving and departing from Dublin Airport at various times over the trip and passengers are advised to allow additional time to arrive at the airport due to possible rolling road closures, particularly late Wednesday and early Friday.

He will arrive and depart from Ireland West Airport on Friday afternoon and evening and passengers are again advised to allow extra time to arrive at the airport due to possible rolling road closures.

“In general, traffic restrictions for the visit will be kept to the minimum required and it is intended that any impact on the public will be localised and minimal,” said a Garda spokesperson.

Gardaí said they are working to keep the nature and scale of the policing and security operation “proportionate to the need to protect everyone’s safety”.

SYRACUSE, N.Y. — Multiple roads will be closed to traffic in downtown Syracuse on Thursday to accommodate President Joe Biden's visit.

There will be no parking in the areas marked in red below beginning on Wednesday, April 24th, at 10 p.m. If vehicles remain parked in these areas, towing will begin on Thursday, April 25th, at 5 a.m.

Streets marked in red below will remain closed from 6 a.m. to 4 p.m. on Thursday, April 25th.

While there will be no vehicular traffic, pedestrian traffic is allowed, and businesses will remain open.

Here are the road closures to expect when U.S. President Biden visits Ottawa

U.S. President Joe Biden and his wife, Dr. Jill Biden, the First Lady, will be visiting Ottawa Thursday and Friday to meet with the governor general and the prime minister and to address Parliament.

A large security apparatus will accompany the president on his visit, and residents can expect a heavy police presence and the sight of military aircraft and drones around the capital.

American flags were installed in downtown Ottawa on Wednesday ahead of the president's visit. Crews have installed bike racks and other fencing near Parliament Hill, and police could be seen doing run-throughs of motorcade movements.

The city of Ottawa has released its list of road closures for the presidential motorcade and visit, starting Thursday when Biden arrives and ending Friday night after his departure.

Biden is expected to meet with Governor General Mary Simon at the Ottawa Airport around 6:25 p.m. Thursday, according to the Governor General's Office.

"The morning commute on Thursday, March 23 is not expected to be impacted, however, for security reasons, the exact details and timing of road closures and other impacts to City services may be communicated at the last minute," the city says. "We appreciate your patience and understanding as this visit takes place."

ROAD CLOSURES

The city says the following roads will be fully closed from 4 p.m. Thursday until 11 p.m. Friday:

  • Wellington Street, between Metcalfe Street and Mackenzie Avenue
  • Rideau Street, between Mackenzie Avenue and Dalhousie Street
  • Elgin Street, between Queen and Wellington streets
  • Mackenzie Avenue, between Murray and Rideau streets
  • Colonel By Drive, between Daly Avenue and Rideau Street
  • Sussex Drive, between Rideau Street and George Street

TEMPORARY ROLLING ROAD CLOSURES

There will also be temporary rolling road closures throughout the president's time in Ottawa. The city warns some of these closures may last several hours.

  • Bronson Avenue, between Findlay Avenue and Airport Parkway
  • Colonel By Drive, between Hog’s Back Road and Daly Avenue
  • Sussex Drive, between George Street and Princess Drive
  • Wellington Street (westbound), between Kent and Metcalfe streets
  • Wellington Street (eastbound), between Lyon and Metcalfe streets
  • Metcalfe Street, between Queen and Wellington streets
  • O’Connor Street, between Queen and Wellington streets
  • Bank Street, between Queen and Wellington streets
  • Sussex Drive, between Rideau Street and Princess Avenue
  • Princess Drive, between Sir George-Étienne Parkway and Sussex Drive
  • Sir George-Étienne Cartier Parkway, between Bearbrook Road and Princess Drive
  • Aviation Parkway, north of Montreal Road
  • Bronson Avenue, between Holmwood Avenue and Airport Parkway

In addition, the Macdonald-Cartier and Alexandra bridges will have intermittent and temporary closures in both directions for all vehicular, cyclist and pedestrian traffic during movement of the motorcade. The Chaudière bridge is closed due to rehabilitation work . The Portage bridge remains open in both directions.

The city suggests people avoid unnecessary travel in the affected areas while Biden is in town and to expect a wait if you must travel. Businesses in the area are advised to let their customers know of any changes to hours or any closures via social media or other direct communications.

O-Train Line 1 service will operate as regularly scheduled. Some OC Transpo bus routes and Para Transpo service will experience travel delays due to road closures and various routes will experience detours during select time periods. Bus service will be detoured from Rideau Street to Mackenzie King Bridge on Thursday and Friday.

The city does not expect the presidential visit to affect waste collection on either Thursday or Friday.

This is Biden's first visit to Canada since taking office in 2021.

CHARLOTTE – President Joe Biden reprised his familiar role as consoler-in-chief on Thursday as he met privately with the families of four police officers killed in a shooting earlier this week in North Carolina.

Biden was already scheduled to travel to Wilmington, North Carolina, to deliver a speech on rebuilding infrastructure and creating good-paying jobs. The White House added a stop to Charlotte to his itinerary.

Biden met with family members at the North Carolina Air National Guard base, situated at the Charlotte Douglas International Airport, where Biden stopped for more than two hours during his North Carolina swing. It was not immediately clear how long Biden met with the families.

The four officers were killed Monday when a gunman with a high-powered rifle opened fire on them from the second floor of a residence while a task force made up of officers from several agencies was attempting to serve a felony warrant in Charlotte. Multiple officers were hit, and the other task force members called in reinforcements.

As local police arrived and began to rescue the downed task force members, more gunfire came from the house and additional officers were struck, police said.

Killed were Sam Poloche, 42, and Alden Elliot, 46, both with the state's Department of Adult Correction; Deputy U.S. Marshal Thomas M. Weeks Jr., 48, of Mooresville, North Carolina; and Charlotte-Mecklenburg Police Department Officer Joshua Eyer, 31.

Four other officers were wounded in the attack.

The gunman, identified as 39-year-old Terry Clark Hughes Jr., exited the house with a firearm and was shot by police. He was pronounced dead on the front lawn.

In a statement on Monday, Biden described the fallen officers as “heroes who made the ultimate sacrifice, rushing into harm’s way to protect us.” The death of a police officer is “like losing a piece of your soul,” he said.

Biden's meeting with the families of the slain officers in Charlotte also included officers wounded in the shooting, along with other law enforcement officers and elected officials.

Biden has been forced to take on the role of consoler-in-chief multiple times during his presidency, comforting the families of hurricanes, tornados and other natural disasters, along with the victims of mass shootings in cities ranging from Buffalo to Las Vegas and Uvalde, Texas to Lewiston, Maine .

In October 1971 the UN General Assembly had recognized the People’s Republic as the only legitimate representative of China in the United Nations, and expelled the representative of Taiwan. This was not an outcome the United States had anticipated until the crucial vote was taken. The following February, there took place a visit by Nixon to China that was the first visit ever made by an American president to mainland Asia, and one he described as an attempt to bridge ‘sixteen thousand miles and twenty-two years of hostility.’

When Nixon followed his Chinese trip by becoming also the first American president to visit Moscow (in May 1972), and this was followed by an interim agreement on arms limitation – the first of its kind – it seemed that another important change had come about. The stark, polarized simplicities of the Cold War were blurring, however doubtful the future might be.

On May 22, 1972, Richard Nixon became the first American president to visit Moscow, the capital and largest city of what was then the Union of Soviet Socialist Republics. The nine-day summit came on the heels of Nixon’s more famous visit to China earlier in the year, when he and Chairman Mao reinitiated Chinese-American relations and began a long process of reintegrating the two societies’ political, cultural, and economic institutions. (Nixon, in 1959, visited Moscow as vice-president, something I’ll write about it July, so stay tuned!)

So why did Nixon, one of the most ardent anti-Communists in American politics during the late 1960s and early 1970s, go to Moscow at the height of the Cold War? How was he able to even pull it off? The counterintuitive answer is that it was because he was so hawkish. Only Nixon could go to the Soviet Union (and China earlier in 1972).

Nixon’s anti-Communist credentials were so sound that he could spend political capital making inroads with Communist enemies. His actions were viewed as safe by the American electorate because, for better or worse, the public saw Nixon as somebody who would not betray American values at the negotiating table with the Soviets. Nixon’s hawkishness provided moral cover for America’s withdrawal from Vietnam, and its peaceful overtures to the two most powerful and aggressively anti-capitalist regimes in the world (China and the USSR).

This dynamic plays out in a number of examples in the world today, too. Donald Trump comes to mind, of course, but so does Narendra Modi’s populist regime in India (relations between India and Pakistan have never been so peaceful). Xi Jinping’s China can also be viewed in this light. At home, Chairman Xi is a strident nationalist, but abroad, he and his policymakers have been vigorously building multilateral relationships with Asia, Africa, Latin America, Europe, and even the United States using that hawkishness at home as one of its diplomatic cards at the negotiating table. In the past, Otto von Bismarck’s German federation achieved peace on the European continent through strength.

Anecdotally, Republicans from California tend to be a bit more hawkish than their national counterparts. Nixon and Reagan come to mind, but so do many of California’s GOP members in the House of Representatives today. This is due, in part, to the fact that California is so far to the left that GOP operatives have to distinguish their differences with Democrats in a more pronounced manner. California’s Democrats are, for better or worse, viewed as the standard-bearers for all things left-wing today: big government, open immigration (whether legal or not), and world peace. This is a caricature, of course, since people like Nancy Pelosi and Babs Boxer have easily traceable hawkish records on policies like foreign affairs, but that’s just the nature of electoral politics in one-party states and of the narrative of our media establishment. California’s Republicans, outnumbered and always under attack, have no other option but to oppose instinctively their counterparts’ public aura. If the Democrats there are in favor of peace with communists (even if their voting record says otherwise), the Republicans have to go to their constituents and say they are against it.

Nixon was the first president to visit Moscow. FDR had visited the Soviet Union in 1945, but the conference he attended, along with Winston Churchill and Josef Stalin, was held at Yalta, a resort town in present-day Crimea. The Moscow Summit itself was rather interesting, too. Nixon signed numerous accords with the Soviet Union while there, but he did so with numerous heads of Soviet bureaucracies rather than solely with Brezhnev. What this can tell us is that the Soviet Union was far more decentralized in 1972 than many hawkish (and ideological) observers claimed.

After Stalin’s butcherous rein, Khrushchev came to power and tried to eliminate the brutal elements of Stalin’s regime while simultaneously wielding the power Stalin had held. But power thrives on fear and violence, and reformers took advantage of Khrushchev’s less brutal approach to institute a number of reforms in governance, including the dismantling of the General Secretary’s omnipotent position in the USSR’s political hierarchy. What emerged by the time Khrushchev’s successor, Brezhnev, came to govern was a much more decentralized political structure that sought to realize a true union of Soviet socialist republics. The fact that this realization still failed to replace capitalism  as a superior producer of goods, services, and human freedom should not shroud the fact that reform was achieved in the Soviet Union. Indeed, the fact that hard-fought reform in Soviet civil and political life failed to achieve any of the USSR’s economic goals is a strength when pointing out socialism’s long list of failures.

Incidentally, one of the reasons I didn’t include Gorbachev in the l ist of dictators who “gave up” power is because he wasn’t a dictator. Gorbachev inherited a political system that was decentralized and dedicated to representativeness. If anything, the executive branch of the USSR was more decentralized than its American counterpart, a fact illustrated best by Nixon having to sign accords with a number of high-ranking Soviet officials.

So what can all this history teach us about today’s world? I look at hawks and doves. Hawks may make boorish claims, and they may say stupid things, but maybe, just maybe, we should give the hawks a chance.

Putin taunts the West with 'first ever' visit to remote ice-covered 'frontier region' just 55 miles from the US - as Zelensky tries to drum up war support in Lithuania

President Vladimir Putin  has arrived for his first-ever presidential visit to Chukotka in Russia 's Far East - just 55 miles from the US state of Alaska . 

Putin arrived in Anadyr, the local capital of the Chukotka region this morning after flying from Moscow some nine time zones away. 

Chukotka is the easternmost region of Russia, with a maritime border on the Bering Strait with Alaska.

The Russian president was met in Anadyr by a motorcade and was whisked away in a limousine amid frigid temperatures of -28C. 

It's the closest he has come to US soil since he met with President  Barack Obama in New York City in 2015.

Chukotka is so close to Alaska that Roman Abramovich - the ex-Chelsea FC owner - was reported to fly to Anchorage in Alaska for lunch when he was the governor of the region from 2001 - 2008.

Putin's visit comes at a time when US-Russian relations are at their lowest ebb in decades amid the war in Ukraine and a growing East-West divide. 

Meanwhile, Ukrainian President Volodymyr Zelensky today landed in Lithuania as part of an unannounced trip to the Baltic states to drum up more support for the conflict.

The three Baltic states - all former Soviet republics which are now EU and NATO members - are among Ukraine's staunchest allies.

'Estonia, Latvia, and Lithuania are our reliable friends and principled partners. Today, I arrived in Vilnius before going to Tallinn and Riga,' Zelensky said on social media platform X, formerly Twitter.

'Security, EU and NATO integration, cooperation on electronic warfare and drones, and further coordination of European support are all on the agenda,' he said.

The Baltic tour marks Zelensky's first official trip abroad this year.

In Lithuania, a key donor to Ukraine, Zelensky said he will hold talks with the president, prime minister and the speaker of parliament, and meet with the Ukrainian community.

The visit comes as other Kyiv allies waver on fresh aid, nearly two years into Russia's invasion.

Ukraine has come under intense Russian shelling in recent weeks, retaliating with strikes on Russia's border city of Belgorod.

Zelensky has urged allies to keep military support flowing and held in-person talks with officials from the United States, Germany and Norway last month.

But an EU aid package worth 50 billion euros ($55 billion) has been stuck in Brussels following a veto by Hungary, while the US Congress remains divided on sending additional aid to Ukraine.

Following his trip to Chukotka, Putin is expected to visit several regions in the Russian Far East to boost his re-election campaign amid the war with Ukraine, which has seen more than 300,000 Russians killed or maimed.

He is due to stand in March, seeking another six years in the Kremlin.

The only Kremlin leader ever to travel to Chukotka previously was Dmitry Medvedev in 2008.

Putin's trip sees him escape a wave of ugly protests in western Russia over hundreds of thousands of people scraping by in freezing conditions due to breakdowns in communal heating supplies.

In Elektrostal, Moscow region, desperate residents say they have had no communal heating - which Russians routinely expect the state to supply usually through piped hot water - for the entire winter so far.

'We have been without heating since [9 October],' one resident said in a video circulating on Telegram.

'It is impossible to be in our homes… We are freezing! We are freezing! We are freezing!' they said.
