Visit Japan Web: The Online Registration Before Arriving in Japan

Japanese customs: mysos replaced from november, 14,  2022.

During the Covid pandemic, entry procedures in Japan have changed a lot, which created some confusion. It is still somewhat the case after the reopening to tourism since October 11, even if a focus has been placed on easing the procedures especially through digitalization , to minimize human interactions and subsequent contamination risks.

Until recently, the Japanese government asked visitors to install specific app on their smartphones:

  • MySOS, for advance registration of information regarding vaccine status / PCR test, for faster airport procedures in Japan (the "fast track" system)
  • COCOA, an app to track contact-cases and infected persons, but it was discontinued in September 2022.

MySOS was not mandatory but highly recommended . Travelers who could not use the app were directed upon their arrival in Japan to a specific line in order to complete the necessary steps (showing a valid vaccination certificate / PCR test, etc.) which lengthened their time at the airport.

New website available since November 1st, 2022

In mid-October 2022, a new change in the procedure has been announced for all entry in Japan from November 14 included : every traveler (tourist, foreign resident and Japanese citizen alike) can register in advance on the Visit Japan Web site.

Visit Japan Web is a free, single portal to group formalities related to:

  • Covid-19   🦠 ( quarantine , vaccination certificate, PCR test); The Pre-registration for Quarantine Procedures section collects the information that were previously filled in the MySOS app ("Fast Track" function);
  • Immigration : the Disembarkation Card for Foreigner that was formerly handed in the plane  ✈️ just before landing (does not concern Japanese citizens and foreign permanent residents);
  • Customs  🛂 , with the Declaration of Personal effects and Unaccompanied Articles , to fill upon arrival, formerly either on a paper form or on the Japanese government’s Zeikan shinkoku app (税関申告アプリ).

In the facts, registering on the website has been possible since November 1, 2022 , for any arrival in Japan from November 14 in one of its largest airports:

  • Tokyo -Narita,
  • Tokyo-Haneda,
  • Osaka - Kansai (KIX),
  • Chubu ( Nagoya ),
  • Fukuoka ( Kyushu ),
  • New Chitose ( Hokkaido ) and
  • Naha ( Okinawa ).

Travelers arriving in Japan before November 14, 2022, can still use the MySoS app to fill their Covid related data and are not the target of the Visit Japan Web.

1 blue screen and 2 QR Codes to show on a smartphone

Like with MySOS previously, each step of the registration process is ended by a change in the page display that includes:

  • A blue screen , for a successful quarantine procedure registration,
  • and the creation of 2 QR Codes for customs and immigration procedures.

Once all the steps are completed, a visitor’s smartphone  📱 will display first a blue screen, then 2 QR Codes to show at each checkpoint.

Starting April 29, 2023 , according to March 10 and April 26 latest announcements of the Ministry of Health, Labor and Welfare, some of the borders restrictions will be lifted and the Covid-19 quarantine procedure (blue screen) will not be required anymore .

It is highly recommended to register before departing for Japan : at the latest 6h prior to the flight’s departure, and ideally within the 10 preceding days , in order to allow time for the review of the submitted documents. Reviews are sorted by date of arrival in Japan . Visit Japan Web is available in English.

Whether you are fully vaccinated or not, consider using Visit Japan Web to make sure to board your flight to Japan, as airlines reserve the right to refuse passengers who may potentially be banned at the Quarantine Procedures step.

The necessary documents are:

  • A valid email address (will be used as a user ID to each access to Visit Japan Web);
  • Until April 29, 2023 , Covid vaccination certificate or negative PCR test result taken less than 72 hours before departure and translated in English (use the Japanese-English form provided by the Japanese Ministry of Health here );
  • An address in Japan (for example, of the first accommodation you will be staying at).

If traveling with underage children , it is possible to register them on the same Visit Japan Web account (up to 10 travelers). Dependent or handicapped adults who cannot go through the procedures alone can also be registered in the Family members traveling with you section. However, each of them has to have their own passport or equivalent immigration document.

Each member of the family registered on the same account will also have their blue screen and 2 QR Codes, to show at checkpoints at the arrival airport in Japan.

Like with MySOS, registering with Visit Japan Web is not mandatory , however it helps going through the entry procedures in Japan faster, and reduces the hurdles of tedious formalities after 12 hours of more spent in a plane.

On April 5, 2023, Kono Taro, the Japanese Minister of Digital Affairs, announced that travelers are no longer required to show any document at arrival airport’s quarantine in Japan . However, filling information forms for immigration and customs is still a requirement.

Additional tips and advice

An Internet  📶 connection is required to use the Visit Japan Web site, especially to create the account, fill in the user’s information, and their family’s when applicable (name, passport number, etc.), the forms regarding vaccination or PCR test and create the first QR Code. The digital Disembarkation Card for Foreigners and custom procedures can be completed offline and the QR codes created upon arrival at the airport.

Creating a Visit Japan Web account is possible on a computer (Chrome browser is recommended) or on a smartphone (Chrome browser recommended on Android). In any case, before departure, make sure to be logged in only on the device you will use to travel (a smartphone ideally), and check that all information is up-to-date.

Questions asked at immigration and customs procedures are the same than on the paper forms. In any event, official Japanese sources (the Embassy of Japan or the Border Control page of the Japanese Ministry of Health for example) are the ultimate references regarding entry procedures in Japan and should be checked frequently.

Global Entry for Citizens of Japan

How to apply for global entry.

Citizens of Japan can apply for Global Entry (GE) through U.S. Custom and Border Protection’s (CBP)  Trusted Traveler Programs (TTP) website .

Application Process

  • Initial applicants : At this time, please do not email the GE office for promotional codes. System enhancements to allow additional initial applications to be received by CBP for first-time Japanese Global Entry applicants are currently in development. As such, no new GE applications for Japanese citizens will be processed until further notice. 
  • Renewing members: To receive your promotional code, renewing GE members must include your PASSID in the subject line of your correspondence with the above email address. Example: Promotional Code for PASSID: 123456789; Last name, First name
  • Phone No.: Please enter a weekday phone number at which the applicant can be contacted during Japan local time.
  • Email Address: Please set up your email to accept email from the domain “@i.moj.go.jp”.
  • Address: If the applicant’s current address is different from the mailing address or if the current address is overseas but the applicant has a mailing address in Japan, please enter the additional address in the “Mailing Address” field.

Applicants who have submitted the application via the TTP website must send a copy of their family register (original only) to the following address by simple registered mail (Kani-kakitome) no later than 30 days after receiving their PASSID from CBP:

  • Submit a copy of the applicant’s family register that was issued within the past three months.
  • Write the PASSID in pencil in the upper right-hand margin of the family register copy. A PASSID will be received after finishing the application is submitted via the TTP website.

Additional copies of family registers may be necessary in some circumstances when the Chinese characters (kanji) of the name and/or legal address needs to be confirmed. If additional copies of family registers are requested by Inspection Coordination Department of Tokyo Regional Immigration Bureau, please send them to the above address (Inspection Coordination Department (GEP Personnel), Tokyo Regional Immigration Bureau).  

The contact information for submission of the family register copy is as follows:

  • Schedule an Interview: Once your application is reviewed, you will receive a message in your TTP account instructing you to schedule an interview at one of the  Global Entry Enrollment Centers  . If you are unable to schedule an in-person interview, you may opt to use the Enrollment on Arrival (EoA) option that is immediately available upon arrival to the U.S. aboard an international flight.  No appointment is required for the EoA process. Maintaining Global Entry Membership

Membership in the Global Entry program is valid for five years. Once approved, Global Entry members interested in maintaining benefits beyond five years must submit a renewal application through the TTP website prior to the membership expiration date. A promotional code is also required to complete the renewal application and can be obtained via an email to [email protected] .  

Other Benefits

Since GE cards are only necessary at land border crossings, citizens of Japan enrolled in Global Entry do not receive a Global Entry card but are eligible to participate in Transportation Security Administration’s (TSA) Precheck for air travel throughout the United States. Visit the TSA Precheck Program website for more information.  

Travel Requirements

All Japanese Global Entry members must have a valid passport and a valid visa or approved Electronic System for Travel Authorization’s (ESTA) application to receive Global Entry benefits and must maintain updated passport/visa information with CBP. If you obtain a new visa, or obtain a new passport, you must notify CBP either through your account dashboard or in-person at a Global Entry enrollment center. If the visa information is incomplete or not properly updated by CBP, the Global Entry kiosk may incorrectly calculate your class of admission and admission date.

Children traveling to the U.S.

All children, including infants, must have their own travel documents such as a passport or document from a Trusted Traveler Program to enter the U.S. If you travel or are going to travel with a child, consider taking the following documents:

  • If the child is traveling with only one of their custodial parents, they must have a letter of consent, preferably in English and notarized, from the other parent or signed by both parents. The letter should say "I acknowledge that my son/daughter is traveling outside the country with [the name of the adult] with my permission."
  • If one parent has sole custody of the child, a copy of the custody document can take the place of the other parent's letter.
  • Parents who frequently cross the border by land with a minor must always carry a letter of permission from the other parent.

U.S. citizen children traveling abroad

Ports of entry in many countries have security measures to prevent international child abduction . If you are traveling alone with your child, you may be required to present documentation proving you are the parent or legal guardian. You may also need a letter of permission from the other parent for your child to travel. 

If your child travels alone, depending on the country, they may be required to present a notarized letter from both parents or their legal guardian. If a minor is traveling abroad and is not accompanied by both parents or a legal guardian, contact the embassy or consulate of the country you will be visiting and ask about entry and exit requirements for that country.

Consent letter for children travelling outside Canada

A consent letter demonstrates that a child has permission to travel outside Canada from every parent or guardian who is not accompanying them on the trip.

When to use a consent letter, how to write a consent letter.

A consent letter should be used for all cross-border travel when a child is travelling:

  • with only 1 parent or guardian
  • in the care of friends or relatives
  • with a group, such as a sports, school, musical or religious group

This includes day trips and travel where a child will be with only 1 parent for part of a trip. For example, a child will leave Canada with both parents but will return with only 1 parent.

A consent letter is not a legal requirement in Canada, but it can simplify travel for Canadian children as it may be requested by immigration authorities when entering or leaving a foreign country or by Canadian officials or airline agents when re-entering Canada.

The person who is accompanying the child should bring the original signed letter rather than a copy. Officials may be less likely to question the authenticity of an original document.

If you are travelling with a child for whom you have always been the sole parent or guardian, you can bring a document that shows you are the child’s only parent or guardian, such as a copy of a long form birth certificate that identifies you as the only parent.

If the other parent is deceased and you have full custody of your child, you should bring a copy of the death certificate of the deceased parent when accompanying the child on a trip.

The definition of a child varies from country to country, so any child under 19 years old should carry a consent letter.

Using a letter of consent outside Canada

Countries have their own entry and exit requirements for children. The consent letter may not be considered sufficient by a country’s immigration authorities and there is no guarantee that they will recognize it. In some countries, your child may be deemed to be one of its citizens if you or the other parent is a citizen of that country. As a “deemed citizen,” your child may be subject to the same entry and exit requirements as other citizens of that country.

Risk of abduction

If there is a risk that the accompanying parent will not bring your child back to Canada, consult a lawyer and proceed with caution before signing a consent letter.

International child abduction

There are no official guidelines for the content and format of a consent letter, but they usually include:

  • the name of the child
  • the names and contact information of parents or guardians
  • the name and relationship of the person who is accompanying the child
  • information on where the child is travelling and the duration of the trip

You may use 1 letter or multiple letters depending on the situation:

  • If neither parent is accompanying the child, they can both sign 1 letter or they can each sign a separate letter
  • Children from the same family who are travelling together may be listed on 1 letter
  • Separate letters are recommended for children who will be travelling separately for part of the trip
  • Consult a lawyer when writing a letter without specific dates or for frequent cross-border trips

You can change the letter to fit your specific situation, but you should try to include as much detail as possible.

The consent letter should be signed by:

  • Parents who are married or in a common law relationship who are not accompanying the child travelling outside Canada
  • custody of the child
  • decision-making responsibility for the child
  • guardianship of the child (in Alberta and British Columbia)

A court order or agreement may also specify who does or does not need to sign a consent letter for a child travelling abroad.

If the child is in temporary care: The consent letter should be signed by the appropriate child welfare agency representative granting consent for the child to travel with the accompanying person. If in doubt about who should sign the letter, consult a lawyer.

If one of the parents is deceased: If the child is travelling alone or without the surviving parent, the child should carry a consent letter signed by the surviving parent and a copy of the death certificate of the deceased parent.

Signature of a witness

Any adult may witness the signing of a consent letter. It is strongly recommended that a notary public witness and sign the letter as border officials may be less likely to question its authenticity.

If you are outside of Canada, a consular officer at a Canadian government office may witness the signing of a consent letter ( fees apply ).

The Hague Convention (Convention on the Civil Aspects of International Child Abduction) 

Before traveling abroad with a child.

1. What Happens through Trans-boundary Child Removal

1. the child can be returned to the country of his or her habitual residence based on the hague convention..

The Hague Convention prescribes that when a child is wrongfully removed across national boundaries, he or she should be, in principle, returned promptly to the country of his or her habitual residence. (The return of child may not always be ordered by a court in some circumstances.) Consequently, if one parent takes his or her child to Japan or another country across a national boundary without the consent of the other parent who has custody, and if the other custodial parent makes an application for the return of the child, the child can be returned to the country of his or her habitual residence.

2. One might be prosecuted as a criminal.

(1) illegality of the child removal.

When a parent takes the child out of the country without the consent of the other parent who has custody, it may constitute a crime under the penal code. (In some countries, taking the child even out of the state within the country can be subjected to criminal prosecution.) In reality there were instances where a parent was arrested as suspect of child kidnapping upon re-entry to the country of habitual residence, or wanted internationally by ICPO (International Criminal Police Organization). If you are considering moving across national boundaries out of your country with child, you are advised to check the legal systems of the country of habitual residence.

(2) Relation with the Hague Convention

The Hague Convention prescribes the procedures for the return of the child to the country of his or her habitual residence in cases of wrongful removal for the benefit of the child, and does not therefore prescribe any criminal or other procedures against the parent who wrongfully removed the child.

2. Important Points about Applying Minor’s Passport

When a minor applies for passport of japan, the consent of both custodial parents is required..

  • (1) Regarding the application for Japanese passports of minors, Japan issues passports by having a signature of a custodian as a legal representative to the application form. However, if the other parent has expressed his/her disagreement on the issuance of the child's passport either to the Japanese Embassies, Consulates General or the prefectural passport offices in Japan beforehand, the passport will usually be issued after the verification of the consent of both parents. In this verification process, the Japanese Embassies and Consulates General, as well as the prefectural passport offices, check in principle with the parent who disagreed beforehand on the issuance of child's passport whether he/she is now willing to submit a "Letter of Consent for an Application of Passport", and the passport will be issued after the submission of the Letter.
  • It is crucial to keep a child’s passport so as to prevent a child removal by the other parent. However, there are some cases that despite the fact that the parent holds the child’s passport, the other parent who illegally applied for and obtained a new child’s passport removed the child to a foreign country. If you are concerned about a child removal to a foreign country by the other parents, we recommend you to submit a letter expressing your disagreement on the issuance of the child’s passport in advance.
  • One needs to come to the Japanese Embassy, Consulate-General or prefectural passport office in Japan to express disagreement in writing with other supporting documents such as “Koseki Tohon” (family registry) that demonstrates your parental authority. For details on necessary documents, please ask the Japanese Embassy, Consulate-General or prefectural passport office to which you plan to submit the documents.
  • (2) As mentioned above at the section 1-2(1), taking a child abroad without consent of his/her spouse who has parental authority may be accounted to criminal liability. In fact, there are cases in which parent taking a child was arrested of child abduction when he/she reentered the country, or that parent was placed on the international wanted list of International Criminal Police Organization (ICPO). To prevent Japanese citizens from such disadvantages, the Japanese Embassies and the Consulates General, which are located in such countries that stipulate in domestic law the taking of a child as a crime, are checking verbally to confirm the existence of agreement of both parents on the application for child's passport, even if there is no declaration of disagreement from one parent.
  • On and after April 1, 2022, in accordance with the lowering of the legal age under the supplementary provision of the Act for Partial Amendments to the Civil Code, the age for applying for a general passport with a validity period of 10 years will be lowered from 20 years old to 18 years old or older.

3. To those who Have Experienced Domestic Violence (DV)

There are places where you can talk about a situation that your spouse uses violence against you (Domestic Violence: DV), If you have any concern about DV, please contact the following organizations. Even if you relocate abroad with your child in order to evade DV, you might face problematic consequences such as a criminal prosecution.

(1) Assistances abroad (Assistance for the Japanese citizens abroad)

(a) embassies/ consulates.

The Japanese embassies/ consulates abroad offer the following assistance for Japanese DV victims.

  • Making records of consultations If you have a consultation regarding your family matters (such as DV, removing a child aboard wrongfully, or divorce) at the Japanese embassy/ consulate, a record of the consultation will be made. A copy of such record may be issued upon a request from a court or yourself.
  • Report or request an assistance to related agencies (if there is any safety concern)

(b) Supporting Organizations for DV Victims

The Japanese embassies/ consulates have consignment contracts with the following organizations so that Japanese victims can talk about their issues in Japanese. These organizations provide counseling, phone consultation, and information regarding DV related laws and court systems. In case a staff member of these organizations deals with you in English, please mention that you need assistance in Japanese.
