Ottawa launches $850,000 ad campaign advising Canadians to stay home during COVID-19

The federal government has launched an $850,000 digital-based ad campaign warning Canadians about the perils of travelling abroad during the COVID-19 pandemic, which could include grounded flights or lax health rules at their destination.

The ads follow a CBC News report in late September that some snowbirds were planning to fly south this winter, despite the government's advisory to avoid non-essential travel abroad . Since that time, a number of snowbirds have already left Canada.

Several of the new ads target snowbirds , including a video posted on Facebook and Twitter in which a forlorn older man lies in a hospital bed while sombre music plays in the background. A caption at the bottom of the screen warns that seniors are at a higher risk of developing complications from COVID-19.

The government launched the ad campaign in November "on various digital platforms" and travel websites "to reach multiple target audiences," Global Affairs Canada spokesperson Jason Kung said in an email. The campaign will run until March 2021 during peak travel times, he said.

Kung didn't provide details about the individual ads. CBC News found three anti-travel videos the government posted on social media in December and ads targeting snowbirds in two magazines that launched in November and December respectively. 

'Missed the boat'?

Some snowbirds who are already at their winter destination question the timing of the campaign blitz.

"I think they missed the boat with that one," said Lorraine Douglas, 67, of Osoyoos, B.C. On Oct. 24, she and her husband, David, flew to San Jose del Cabo, Mexico, where they own a condo. She said the flight was full.

"Most people who come to this area of Baja [Mexico] are coming down in October," she said.

Kung said that "elements of the campaign were released in November when older adults typically consider travelling down south." He didn't specify which elements.

Regarding the campaign's anti-travel message, Douglas said it doesn't faze her because COVID-19 safety regulations are strict in her area.

"You have to wear a mask, even if you're walking on the street," she said. "We're outside in the sunshine.... So we actually feel safer here than we would at home."

The federal government argues Canadians are safer at home, as COVID-19 cases continue to surge in many parts of the world.

But the government  won't stop Canadians from travelling abroad . Although the Canada-U.S. land border is closed to non-essential travel, Canadians can still fly to the United States , as well as to other countries with open borders, such as Mexico. They can also return to Canada, as long as they quarantine for 14 days.

Just over one million Canadian air passengers have entered Canada since March 21, according to the Canada Border Services Agency.

Canadian snowbirds typically head to U.S. Sunbelt states for the winter. According to U.S. Customs and Border Protection, 244,244 Canadians have flown to the United States since October.

One of the government's new video ads targets families pondering travelling abroad over the holidays. It reminds them that the pandemic isn't over and they can entertain themselves at home with activities such as playing in the snow.

Another large ad posted in Ontario's Fifty-Five Plus magazine  warns seniors that along with being more susceptible to complications from COVID-19, they also face potential pitfalls, such as inadequate medical coverage and less strict health measures at their destination compared to Canada.

Snowbird Shelton Papple, 66, of Brantford, Ont., said he didn't see any of the government's advertising before Dec. 4. That's when he and his wife, Karen, flew to Buffalo, N.Y., and shipped their car to the city so they could drive the rest of the way to Florida — despite a closed U.S. land border.

He said that contrary to the ominous ads, he and his wife feel safe in in their neighbourhood in Fort Myers. They have invested in medical insurance that includes COVID-19 coverage  and live in a gated community where people are taking COVID-19 precautions, he said.

"Everybody's wearing a mask, everybody's social distancing. When we play golf, everybody takes her own cart," said Papple. "We're doing no different than what we would do at home ... except there's more to do and it's outside."

But there are many Canadians, including snowbirds, who have opted not to travel abroad this winter. They include Roy Graham, 65, of Toronto.

The snowbird and his adult daughter normally spend the winter in Rotonda West, Fla. But this year, Graham believes the stakes are too high for himself and his daughter, who has health issues.

"The uncertainty of what's happening down south, with COVID running rampant in different states, you just don't know what to expect."

Graham viewed the government's video ad targeting snowbirds at the request of CBC News and said the message it sends reinforces his decision not to travel this winter.

"It touches a nerve," he said. "You don't want to be a statistic."

Yellow fever vaccination.

Some countries require proof that you have received a yellow fever vaccination before allowing you to enter the country. Consult an embassy or consulate of your destination country in Canada for up-to-date information on its entry and exit requirements before you travel abroad.

Other countries may require you to have been vaccinated for yellow fever if you have passed through an area where yellow fever may occur .

Proof of vaccination must be documented on an International Certificate of Vaccination or Prophylaxis . You must carry the original certificate with you.

In Canada, the vaccination is only given at designated yellow fever vaccination centres .

Before you zip your suitcase and head off to the airport, you might want to take a quick detour through Canada's latest travel advisories . They're like looking both ways before crossing the street but for globe-trotting.

After all, that safari you're planning might share space with safety concerns , your next beach holiday could have you dodging unexpected waves of political unrest, and that view of the Aurora you're dreaming about may be dimmed by disaster warnings .

A quick check of Canada's travel advisories could be the difference between a trip to remember and one to forget. So, here are some of the latest countries that could use a closer look, each with its own set of reminders and warnings to consider before you finalize your plans:

Risk level: Take normal security precautions

Why: On January 14, 2024, a volcanic eruption occurred on the Reykjanes Peninsula near Grindavík, southwest Iceland, prompting evacuations of the area, including Grindavík and the Blue Lagoon , due to dangerous lava flows. Icelandic authorities have closed all access to the eruption site and are monitoring the potential for volcanic gas clouds to affect Reykjavik's air quality. Those in areas possibly impacted by volcanic gases should keep windows closed, avoid using ventilation systems, and stay away from low-lying areas prone to gas accumulation. Fortunately, Keflavik International Airport remains unaffected, and flights are operating as normal.

Why: A nationwide strike scheduled for January 24, 2024, by the General Confederation of Labour Unions is expected to cause significant disruptions across Argentina. Public transportation, public services, and both domestic and international flights may be affected, with potential roadblocks complicating travel.

Travellers to the Greater Metropolitan Area of Buenos Aires, Mendoza, and Rosario should exercise a high degree of caution due to heightened risks of petty crime, such as theft and muggings, as well as organized and drug-related crime and violence. Visitors are advised to check their travel plans for January 24, monitor local news for updates on the strike and demonstrations, and follow the advice of local authorities to ensure safety.

Risk level: Exercise a high degree of caution

Why: Ecuador's government declared a nationwide state of "internal armed conflict" on January 9, 2024, after escalating gang violence, in Guayaquil and Quito. The declaration, following a state of emergency announced on January 8, aimed to empower security forces to tackle the surge in violence, marked by small explosions, attacks on businesses, and car burnings.

A nationwide curfew from 11 p.m. to 5 a.m. has also been instituted. During curfew hours, individuals are required to remain indoors, except for travellers heading to or from the airport for scheduled flights. Those caught travelling during curfew hours should be prepared to present ID and flight details to authorities.

The state of emergency grants security forces enhanced powers, including the ability to restrict gatherings, enter homes without warrants, and monitor prisoners' communications. Despite these security concerns, airports remain operational, though some flights have been affected. Travelers should contact their airlines to check for any potential delays or changes to their flights. Bus travel may also face disruptions; thus, verifying itineraries and schedules at bus terminals is advised.

For those currently in Ecuador, expect to see a heightened security presence, particularly near prisons. It's crucial to carry identification at all times and adhere strictly to the directives of local authorities.

Why: Following the presidential transition in Guatemala on January 14, 2024, there's a heightened possibility of demonstrations across the country, notably in Zone 1 of Guatemala City. These demonstrations could disrupt travel, affecting access to major roads and possibly leading to safety concerns for travellers. Foreign participants in any demonstrations risk detention, deportation, or being barred from future entry into Guatemala.

Due to very high levels of violent crime, non-essential travel is also discouraged to specific parts of Guatemala City (Zones 3, 18, 19, and 21) and certain municipalities including Amatitlán, Chinautla, Escuintla, San José del Golfo, San Raymundo, and Villa Nueva. The advisory extends to the departments of Chiquimula, Jutiapa, and Zacapa, along with highways RN-7E, CA-11, CA-12, CA-13, and PET-13, where safety concerns are significant.

Risk level: Exercise a high degree of caution (with regional advisories)

Why: In Nairobi, travellers should be cautious in neighbourhoods like Eastleigh, Kibera, and Pangani due to high crime rates. Along the coast, areas within 50 km of the Tana River County coast and the coast in Kilifi County pose a heightened risk for kidnapping and attacks.

Counties bordering Somalia, Mandera, Wajir, Garissa, and Lamu, are no-go zones due to the threat of kidnapping and terrorist activities. Likewise, Turkana and Marsabit counties, adjacent to South Sudan and Ethiopia, pose risks of armed banditry and cross-border violence.

For those planning to view wildlife, use a reputable safari service and keep a safe distance from the animals. Kenya's rainy seasons, running typically from late March to mid-June and from October to November, often cause flooding and mudslides, potentially disrupting travel plans and access to essential services.

Why: After the presidential elections on January 14, 2024, Moroni experienced a series of demonstrations characterized by vandalism, clashes between protesters and police, and disruptions to telecommunications. To manage the unrest, authorities imposed a nationwide curfew from 10 p.m. to 6 a.m. starting January 17, 2024, with stricter measures in the Moroni area, where the curfew runs from 7 p.m. to 6 a.m.

It's important to remember that even peaceful demonstrations have the potential to escalate into violence unexpectedly and can disrupt traffic and public transportation. Travellers are advised to steer clear of areas where demonstrations and large gatherings are occurring to ensure their safety.

Why: Tropical Cyclone Belal recently swept through Réunion , causing disruptions to transportation, power, water and food supplies, as well as telecommunications. Travellers heading to the affected area should reach out to their airlines or tour operators to assess how disruptions could impact their plans.

The situation underscores the broader risks associated with the cyclone season, which lasts from November to April in Réunion. During that period, even minor tropical storms can escalate rapidly into major cyclones, posing significant safety risks and potentially affecting essential services.

If you're considering traveling to Réunion during cyclone season, be ready to adjust your travel plans, including possibly cutting your trip short or canceling altogether, based on the latest weather forecasts and local advisories.

Why: Certain areas near Cape Town International Airport have been identified as less secure, with an increased risk of attacks on secondary roads. To mitigate risks, it's recommended travellers stay on highways and main roads, avoid shortcuts, plan trips in advance, verify travel itineraries with trusted local sources, and consider arranging for an airport transfer.

In addition to crime concerns, South Africa is grappling with nationwide power shortages, which occur regularly multiple times a day, often stretching over several hours. The outages are expected to persist into 2024. While the chance of a complete nationwide blackout remains low, the consequences of such an event would be severe. South Africa has already faced blackouts lasting up to 12 hours within a single 24-hour period. With increased power demand during the winter months of June and July, blackouts may become even more prolonged, leading to expectations of a particularly dark and cold season.

Why: With the Africa Cup of Nations (AFCON) scheduled from January 13 to February 11, 2024, travellers should be prepared for potential demonstrations. An increased security presence is anticipated during that time. Visitors are encouraged to stay clear of areas where demonstrations and large gatherings are expected.

Travellers are also warned against all travel to areas within 50 km of the borders with Mali and Burkina Faso, including the regions of Bagoué, Bounkani (which encompasses Comoé National Park), Folon, and Tchologo, because of the risk of terrorist activity. Similar caution is urged for regions near the Liberian border — Cavally, San Pedro, Guémon, and Tonkpi — where non-essential travel should be avoided due to crime, insecurity, and recurrent inter-community conflicts.

There are two official languages spoken in Canada, English and French. There are also around 70 ancestral languages spoken in Canada by First Nations, Méti people, and Inuit populations.

Canada’s official currency is the Canadian dollar (CAD).

In Canada, you can try everything from poutine and fresh lobster in the east to Pacific Rim fusion cuisine in the west. The food varies by region, but you’ll find plenty of international restaurants, particularly in the cities.

Québec is known for poutine — fries and cheese curds topped with gravy. Along the coast, you can dine on fresh seafood including salmon, cod, chowder, and some of the world’s largest lobsters, while the Pacific Coast has developed its own Pacific Rim fusion cuisine with Asian and Pacific-island influences. Inland, meals are more likely to include locally raised meats, with barbecues and steaks firm traditions.

Sweet treats and breakfast pancakes will often include one of the country’s most popular exports, maple syrup. Canada also produces its own wine — the Okanagan Valley  is one of the best-known wine regions, or you can try ice wine in Ontario ’s Niagara region.

In Canada, you should expect to tip between 15% and 20% for good service in a restaurant or for a taxi journey. Tipping is very much part of the culture in Canada, so it’s a good idea to have some smaller change to tip bar staff, hotel porters, taxi drivers, etc.

In eastern Canada, you can hop between cities like Toronto , Montréal , and Québec City  by train to explore their history, culture, and food scenes. Alternatively, visit the Atlantic provinces — Nova Scotia , New Brunswick , Prince Edward Island , and Newfoundland & Labrador  — which are ideal for a coastal road trip that explores Canada’s maritime heritage.

Visit Churchill, Manitoba  to spot polar bears, or the Yukon  to see former gold-mining towns and, in winter, the northern lights.

You’ll need to purchase a pass to visit Canada’s national parks. You can buy these on the Parks Canada website or on entry to the national park you’re visiting, though you may need to wait in line if it’s busy. You can choose to buy a single-location pass, or if you’re visiting several national parks on your trip it may be better value to buy an annual Parks Canada Discovery Pass, which grants you access to more than 80 destinations for 12 months. P lanning a trip? Before you jet off to Europe or South America, you may want to take note of the Government of Canada's latest travel advisories.

Canada has issued travel advisories for several popular vacation spots, advising travellers of security risks, new visa requirements , natural disasters and more.

Knowing what to expect can make all the difference on your trip, and the travel advice may even impact your plans.

Before you get going, here are eight travel advisories issued by the government that you'll want to know.

Risk Level: Exercise a high degree of caution

Details: The Government of Canada updated its travel advisory for Indonesia with information about a recent eruption.

According to the advisory, since April 16, 2024, Ruang Volcano in the North Sulawesi province has erupted multiple times.

The government warns that further eruptions may occur and tsunami warnings could be issued, and that transportation and access to essential services are disrupted in the affected area.

Those travelling in affected areas are advised to take official warnings seriously and respect exclusion zones, monitor local media to stay up-to-date on developments and volcanic activity levels, and follow the advice of local authorities, including evacuation orders.

Details: On April 16, 2024, heavy rainfall and strong winds caused severe flooding in the UAE, resulting in significant damage to buildings and infrastructure.

According to the Associated Press , the desert nation experienced the heaviest rain ever recorded in the country in the span of hours as it flooded out portions of major highways and Dubai’s international airport.

Canada's travel advisory for the UAE warns that there may be disruptions to services including transportation, power distribution, water and food supply, telecommunications networks, emergency services and medical care.

Those near the affected areas are advised to exercise caution, monitor local news and weather reports, contact their airline or tour operator to check the status travel plans, and follow the instructions of local authorities, including evacuation orders.

Details: The Government of Canada has updated its travel advisory for India amid general elections in the country.

"General elections are scheduled to take place between April 19 and June 1, 2024. Demonstrations could occur before, during and after the elections," says the advisory.

Polls opened on April 19, according to CNN , in the first and largest phase of India’s election, which will be the biggest in the world.

The travel advisory warns that disruptions to traffic and public transportation may occur, and curfews may be imposed without notice.

Those travelling to India during this time are advised to avoid areas where demonstrations and large gatherings are taking place, follow the instructions of local authorities, and monitor local media for information on ongoing demonstrations.

Details: The Canadian government updated its travel advisory for Hong Kong with information on new national security laws recently passed in the country.

According to the advisory, the 2024 Safeguarding National Security Ordinance and the 2020 National Security Law have broadened the range of national security offences in Hong Kong.

A statement from Global Affairs Canada issued last month expressed concern about the new law and its impacts on human rights, saying that its "broad definitions of national security offences and national security threats raise concerns about the potential for enforcement overreach."

According to the government, under the new law, national security offences could include activities that are not considered illegal in Canada and that occurred outside of Hong Kong, and could include social media posts.

"If you are suspected of endangering national security, you could be detained without charge for up to 16 days and denied access to a legal representative for up to 48 hours," says the advisory .

Canadians travelling or even transiting through Hong Kong are advised to exercise a high degree of caution in the country due to "the risk of arbitrary enforcement of local laws."

Rio de Janeiro, Brazil.

Details: Canada recently updated its Brazil travel advisory to include new information for Canadians about the country's entry requirements.

As of April 10, 2025, Canadian passport holders will be required to obtain a visa for tourist visits to Brazil.

Currently, tourist visas are not required for stays of up to 90 days in the country. Previously, the visa requirement was set to be implemented on April 10, 2024, after being postponed in January .

Once the visa comes into effect, Canadians looking to travel to the country will have to request an electronic visa from Brazil's e-visa website and pay a fee of US$80.90 (CA$110.64) to visit the country as a tourist.

The Government of Canada's travel advisory for the country warns Canadians to exercise a high degree of caution in Brazil due to high crime rates and regular incidents of gang-related and other violence.

The advisory warns that crime rates are highest in urban centres, particularly in areas adjacent to the neighbourhoods of Rio de Janeiro, Sao Paulo, Brasilia, Recife and Salvador.

Those travelling in the country should exercise a high degree of caution at all times, avoid travelling alone, especially at night, and be aware of their surroundings at all times.

Details: Canadians travelling to Jordan are advised to exercise a high degree of caution due to the threat of terrorism, civil unrest and demonstrations.

According to the Canadian government, since October 13, 2023, protests related to the ongoing conflict in Israel, the West Bank and the Gaza Strip have been taking place regularly at various locations across Jordan.

Major gathering places have included places of worship, especially certain mosques in Aman.

While most protests have been peaceful and contained by security forces, the government says that "isolated incidents of minor clashes with security forces" have been reported.

The government warns that authorities in Jordan may employ enhanced measures to respond to demonstrations, including deploying additional security forces, using crowd dispersal methods and establishing checkpoints and roadblocks.

Those in or near affected areas are advised to expect heightened security measures, avoid demonstrations and gatherings, and follow the instructions of local authorities.

Paris, France.

Details: Canadians are advised to exercise a high degree of caution when travelling to France due to the elevated threat of terrorism in the country.

Paris will be hosting the Olympic and Paralympic Games from July to September 2024. According to the government, public events will take place across France starting on May 8 and will continue until the opening ceremony.

Canadians are advised to plan their travel accordingly, and should expect major disruptions to traffic and movement, large crowds and public gatherings.

They should also expect to see an increased presence of security forces during this time. Earlier this year, France activated its " Vigipirate plan ," a set of measures established by the French government to prepare and protect the population, infrastructure and institutions in the event of a terrorist attack.

According to the advisory, terrorists may target government buildings, exhibition galleries, museums, concert halls and theatres, or public areas such as tourist attractions.

The government advises travellers to always be aware of their surroundings when in public places and be particularly alert during public gatherings and demonstrations.

Risk Level: Take normal security precautions

Details: The Government of Canada has updated its travel advisory for Panama to include regional risk information for the country.

While Canadians are advised to take normal security precautions in Panama in general, they'll want to "exercise a high degree of caution" when travelling in Colón and some areas of Panama City due to "high levels of crime."

The advisory for Panama City includes the areas of Calidonia, Curundú, El Chorrillo, Panama Viejo, Rio Abajo, San Miguelito, Santa Ana, Veracruz and 24 de Diciembre.

Canadians are also advised to avoid all travel to areas south of Metetí in Darién Province to the border with Colombia due to "extremely high levels of violent crime."

"Organized crime groups, including human and drug traffickers, are active in this area," says the government.

They should also avoid all travel to the Mosquito Gulf, from Boca de Río Chiriquí to Coclé del Norte, due to the "high level of illegal activity such as drug smuggling and human trafficking."

California Governor Newsom launches abortion travel ban ad campaign in Alabama

California Governor Gavin Newsom is taking aim at states considering abortion travel bans with the launch of a new ad campaign.

Newsom's Campaign for Democracy ad is set to air in Alabama starting Monday. The governor tweeted out the ad in a social media post Sunday morning.

The 30-second commercial shows two nervous young women driving in a car passing a sign that reads "State Line 1 Mile." 

"We're almost there. You're gonna make it," the passenger tells the woman behind the wheel just before they hear a siren and are pulled over by a state trooper.

"Trump Republicans want to criminalize young Alabama women who travel for reproductive care," a voiceover says as the state trooper walks up to the car.

"Miss, I'm going to need you to step out of the vehicle and take a pregnancy test," the trooper says, waving a test stick in one hand. The next shot shows the driver leaning on the hood of her car as the trooper puts her in handcuffs.

"Stop them by taking action at RightToTravel.org ," the voiceover intones as the ad ends.

Alabama is currently weighing a bill that would make it a crime to help women travel outside the state in order to receive an abortion. The ad is part of a larger effort to combat travel bans across the United States. Newsom was behind a similar ad that ran in Tennessee.

The RightToTravel.org website says that those two states and Oklahoma are considering bills that ban minors from traveling out of state to get an abortion without parental consent, even if it's a case of incest or if there is abuse in the family.

It isn't the first action the governor has taken in the political battle over abortion since the U.S. Supreme Court overturned Roe v. Wade in June of 2022. Two days after the ruling, Newsom partnered with the governors of Oregon and Washington to issue a multi-state commitment promising to defend access to reproductive health care, including abortion and contraceptives.

In September of that year, he launched a billboard campaign in seven of the most restrictive anti-abortion states urging women seeking the procedure to come to California for treatment. He also signed more than a dozen new abortion laws  protecting women's reproductive rights and ordered the state to end its contract with Walgreens after the pharmacy giant  indicated it would not sell an abortion pill by mail in some conservative-led states .
