The share of tourism in the gross domestic product (GDP) increased from 4.1% in 2018 to 4.5% in 2019, to reach 3.2% in 2022, according to the note, published on Wednesday by the National Institute of Statistics (INS).

In fact, the INS explained that after a rather buoyant 2019, the tourism industry was hit hard in 2020 by the health crisis (COVID-19 pandemic) and its many repercussions, following the unprecedented contraction in tourism demand. It should be noted that the share of tourism in GDP was limited to 1.7% in 2020 and 2% in 2021.

Direct GDP generated by the tourism sector increased from 4.6 billion dinars in 2018 to 5.5 billion dinars in 2019, then fell to 2 billion dinars in 2020 and 2.5 billion dinars in 2021, before recovering to 4.4 billion dinars in 2022.

Direct gross value added in tourism comes mainly from tourism-related activities (67.5%), namely accommodation, food and transport services, and tourism-related activities (23%).

The INS also reported that the number of direct jobs in the tourism sector will increase from 137,000 in 2018, to 155,000 in 2019, to just over 70,000 in 2020 and 2022, reaching 107,000 in 2022, representing 3.1% of total employment in Tunisia.

Tunisia’s economic outlook remains highly uncertain. The economic rebound in 2021 was relatively moderate. Debt sustainability concerns remained acute due to elevated fiscal deficits and financing needs. As a net importer of energy and cereals, Tunisia is vulnerable to spikes in global commodity prices due to the repercussions of the war in Ukraine. Fast-tracking the recovery and safeguarding macroeconomic stability will require the swift implementation of structural reforms.

Recent Developments

GDP grew by an estimated 2.9% in 2021, as the successful containment of the COVID-19 pandemic starting in the second semester and increased vaccination allowed the relaxation of mobility restrictions across the country. The economic rebound was relatively modest considering the strong GDP contraction of 9.2% in 2020, the sharpest in the MENA region. Key factors behind the modest recovery include the relative dependence of the economy on tourism and the limited fiscal space and difficult business environment, including restrictions on investments and competition.

Labor market outcomes remained limited. The already high unemployment rate reached 18.4% by the 3rd quarter of 2021 combined with a slight reduction in labor force participation. The unemployment rate is particularly high among youth, women and in the west of the country.

Growth in Tunisia is projected to reach 3.0% in 2022 supported by a gradual global recovery from the pandemic. This rate would not yet allow output to return to pre-pandemic levels of 2019. Growth is expected to eventually gain ground, but it remains modest at around 3.5% a year over the medium term, dragged by pre-existing structural challenges and the economic consequences of and uncertainty around the war in Ukraine and associated sanctions.

The poverty rate is expected to reach 3.4% in 2022 and 3.1% in 2023 using the US$3.2 line (2011 PPP). The number of poor and vulnerable at the US$5.5 line (2011 PPP) is projected to decline from 18.9% in 2022 to 17.7% in 2023 and is not expected to go back to pre-crisis levels before 2024.

Tunisia: tourism receipts to rebound sharply in 2023

Tourism in Tunisia recorded a clear rebound in 2023 with 8.8 million visitors, up 49.3% in one year, and is well on the way to surpassing a record reached in 2019, before the Covid pandemic, a Tourism Ministry official told AFP on Thursday.

"Our objective was to recover 80% of the tourist flows recorded in 2019", a record year which serves as a benchmark for the last decade, Aymen Rahmani, Director of Studies and Cooperation at the Tunisian National Tourist Office (ONTT), told AFP.

By 10 December 2023, "Tunisia had exceeded this target", he noted, with 8.8 million visitors compared with 8.7 million over the same period in 2019. "If we maintain the same trend between now and the end of 2023, we will reach 9.6 million visitors", stressed Mr Rahmani.

As of 10 December 2023, revenue stood at 6.7 billion dinars (around 2 billion euros). This is an exceptional figure", said Mr Rahmani, who believes that revenue of 6.9 billion dinars is possible by the end of 2023.

According to Mr Rahmani, the top visitors were Algerians (2.7 million), followed by Libyans (2.1 million) and French (+14.6% with 974,000 tourists). The sector was already in recovery in 2022, when Tunisia had recovered 68% of the 2019 tourist flow.

According to the World Bank (WB), the rebound has enabled Tunisia, which is 80% in debt, to partially rebalance its current account deficit, thanks to increased inflows of foreign currency, against a backdrop of very weak growth (+1.2% forecast by the WB for 2023).

The main reason given for the economic slowdown is that the drought that has affected Tunisia since the start of the year has reduced production in the country's important agricultural sector, while the war in Ukraine has increased its imports of cereals (food and fodder) and energy, on which it is heavily dependent.

Over the last decade, tourism, which accounts for 9% of GDP, has been hit by the revolution that toppled dictator Ben Ali in 2011, followed by jihadist attacks that killed nearly 60 tourists in 2015 at the Bardo museum in Tunis and in the seaside resort of Sousse (central-eastern Tunisia).

Tourism revenue in Tunisia has risen by 57.7 per cent in the first five months of 2023.

Data by the Central Bank of Tunisia (BCT) shows that the nation raised 1.7 billion Tunisian Dinar ($549.8 million) from tourism compared to a similar period in 2022.

At the same time, income tax rose by 6 per cent to 3.1 billion Tunisian Dinar ($1 billion) between January and May 2023.

The central bank said the country’s external debt burden reduced by 10 per cent, from 3.6 billion Tunisian Dinar ($1.16 billion) between January and May last year to 3.2 Tunisian Dinar ($1.03 billion) in the same period in 2023.

Tunisia’s net foreign exchange reserves also fell by 3.1 billion Tunisian Dinar ($1.9 billion) over the same period, from 24.4 billion ($7.9 billion) in 2022.

More than one million tourists had visited Tunisia in the first five months of 2023.

In the whole of 2022, Tunisia recorded 6.3 million visitor arrivals, official records indicated.

France, Germany, Poland, Czech and Algeria were the countries that contributed the highest number of visitors to Tunisia.

Tourism is an important pillar of the Tunisian economy, representing 14 per cent of the country’s gross domestic product (GDP). It also offers nearly 400,000 direct and indirect jobs.

The ancient city of Carthage, the amphitheater at El Djem, Bardo National Museum, the Sahara Desert and the Ancient City of Dugga are among Tunisia’s most famous tourist attraction sites.

‘My future is overseas’: Tunisians look to Europe as Covid hits tourism

As the pandemic deals a death blow to an already struggling sector, former workers see little hope for recovery

T he seafront along the town of Hammamet in Tunisia is deserted. Looking out at the bright empty coast from his souvenir shop, Kais Azzabi, 42, describes the crowds that would stroll along the broad boulevards. Today, there is nobody.

“It was very busy here,” he says, gesturing to the street and the Mediterranean Sea beyond. “Since the corona started, everything stopped.”

Blasted by revolution, terror attacks and political instability, the pandemic has all but delivered a death blow to Tunisia’s embattled tourism sector, a former economic staple. Many of its employees are now looking across the sea for opportunities to build new lives in Europe. Beyond the resorts, recent political events have done little to instil confidence in hotel workers. A presidential power grab in July , which suspended parliament, ousted the chief of government (prime minister), and put former constitutional law professor and political independent Kais Saied into office , has yet to deliver a new long-term vision for the country.

Amine*, 20, sits on the empty beach outside one of the resort’s imposing white hotels. The lifeguard from nearby Tazerka pushes a half-dead fish around a bucket as his friend wades into a lively sea in search of more.

“There were some Tunisian guests here earlier, but it’s dead now,” he says, through an interpreter, looking to the empty beach huts and stacks of unused loungers. “My future is overseas,” he says, remaining vague on how he might get there. “All my friends have gone [to Europe],” he says. “Tazerka is empty. All the nearby towns are empty. Everyone has gone.”

In August, migrant arrivals in Italy from Tunisia were up about 75% on the previous year . According to the International Organization for Migration, this marked “the highest number of departures since the aftermath of the 2011 revolution”. Among them, were 502 unaccompanied minors, as well as a further 138 travelling with at least one member of their family, suggesting that these were not temporary relocations.

In another part of Tazerka, Ramzi, 20, sells melons from the back of his father’s truck on the roadside. Every day, he travels with his father and cousins 150km (90 miles) from Kairouan to sell fruit. They can only do this during the summer months, surviving the winter on whatever they have saved in the tourist season or from occasional work his father can find in construction. Covid-19 has made a desperate situation worse, Ramzi’s father, Nouredinne, says.

“I only want to go to Europe,” Ramzi says. “I’ve been wanting to go there for five or 10 years.” One of his cousins, Wassim, shouts over that he has never had any goal other than to get to Europe since he was a child.

The only thing stopping them is money. “You need around 3,500 TD [Tunisian dinar], but that’s risky. If you have more, it’s more secure,” Wassim says, through an interpreter.

While coronavirus has hammered Tunisia’s economy, its tourism sector has been hardest hit. Even before the pandemic, the country’s sprawling identikit resorts, relying as they do on package tourism, were in trouble. Battered by revolution in 2011, a devastating terror attack in 2015 and subsequent travel bans , the country’s tourism sector had long ceased to offer the security it promised in the 1960s.

“Before the pandemic, the tourism sector represented around 7% of GDP,” says economist Radhi Meddeb . “Consolidated with the ancillary activities of transport, catering, leisure and crafts, its contribution increases to 14%.”

However, he adds: “If the trends observed so far continue until the end of the year, the contribution of the tourism sector to GDP will probably be negative, around -1% to -1.5% of GDP.”

Despite the best efforts of hoteliers, tens of thousands of jobs have been lost. Before the pandemic, more than half a million people were employed in tourism and its support services. Recent events, not least the travel bans imposed in response to Tunisia’s escalating Covid death rate , have put pay to much of that.

With the economy not expected to recover to pre-pandemic levels for some time, tourism in Tunisia “will never be what it was before the crisis”, says Meddeb, evidenced by the rows of abandoned hotels along the coast at Hammamet, Sousse, Monastir and beyond, signalling an end to the all-inclusive package holidays they once provided. “The Tunisian tourism model will have to reinvent itself.”

Back on the beach, Amine continues to push his solitary dying fish around the bucket. “You can see Pantelleria [Italian island] from my village,” he says. Asked how he’ll get there, he says “I’ll swim”.

TUNISIA WELCOMED 6.3 MILLION TOURISTS IN 2022

Tunisia reported a sharp rebound in foreign tourist arrivals in 2022 while recording some 6.3 million foreign travellers according to first estimations from the tunisia national tourist office (ontt)..

According to reports, a total of 6,116,756 foreign visitor arrivals were registered in Tunisia from the beginning of the year until December 20, compared to 2,354,755 tourists during the same period of 2021.

China’s national news agency Xinhua quoted Lotfi Mani, central director of promotion (DCP, marketing, at the Tunisian National Tourist Office (ONTT). According to the director, the total number of tourists in Tunisia is likely to reach 6.3 million by the end of this year, with France, Germany, Poland, Czech and Algeria being the main source countries for foreign travellers. Four of the country’s 29 incoming European markets already surpassed their 2019 results. They are the Czech Republic, Hungary, Poland, and a combined UK/Ireland figure.

For Lotfi Mani, the current indicators for the tourism sector “have so far met the objectives set since the beginning of the year, in particular those achieving 50 to 60% of the rate of tourist activities of the reference year (2019), which stood at 9.5 million tourists”.

The marketing executive pointed out that the number of tourist nights spent in Tunisia during the above -mentioned period amounted to 18.5 million, bringing the receipts of the tourism sector to $1.256 billion (€1,179bn).

Strengthening Tunisia’s tourism sector

Tourism is an important pillar of the Tunisian economy, representing 14% of the country’s gross domestic product (GDP) and offering nearly 400,000 direct and indirect job opportunities.

During 2022, three important steps gave new impetus to the country’s tourism sector: the presentation, on September 27, of the “national strategic vision of Tunisian tourism by 2035” by the Minister of Tourism to the Head of Government;

The project “Promotion of sustainable tourism in Tunisia”, a joint action of the European Union (EU) within the framework of its program “Tounes Wijhetouna” and the German Federal Ministry of Economic Cooperation and Development ( GIZ Tunisia agency ) in partnership with the Ministry of Tourism and Handicrafts;

The project of USAID “Visit Tunisia Activity” . This is a five-year, USAID-funded project designed to grow and diversify Tunisia’s tourism sector, generating sustainable jobs and increasing tourism revenues. It aims at small and medium-sized enterprises with training and support for young people.

How has tourism in Tunisia grown?

Tunisia experienced a year-on-year average growth rate of 1.14 % for the time period 1976 to 2017 . Since the recession in 2009, there has been an almost exponential growth in tourism in terms of the contribution of travel services to commercial service imports.

How has Tunisia reduced the development gap?  

Over 370,00 jobs have been created in the tourism sector, boosting incomes and increasing the movement of money within the economy. The development of coastal resorts has benefited a range of local businesses including taxis, restaurants, shops and the construction industry. The growth of tourism has boosted the agricultural sector as demand for food has increased with tourist numbers. Due to the economic boost provided by tourism the government has been able to invest more money into education and health care. This investment has resulted in improved literacy rates and life expectancy .
