In addition to providing statistics, the National Travel and Tourism Office (NTTO) creates a positive climate for growth in travel and tourism by reducing institutional barriers to tourism, administers joint marketing efforts, provides official travel and tourism statistics , and coordinates efforts across federal agencies through the Tourism Policy Council. The Office works to enhance the international competitiveness of the U.S. travel and tourism industry and increase its exports, thereby creating U.S. employment and economic growth. 

What Guides Our Work: The National Travel and Tourism Strategy

The Department of Commerce, on behalf of the federal interagency Tourism Policy Council, is launching the new National Travel and Tourism Strategy (Strategy) to recover and rebuild a U.S. travel and tourism industry that is more inclusive, equitable, sustainable, and resilient, positioning the sector to drive economic development and export revenue. The Strategy seeks to utilize the full efforts of the federal government to promote the United States as a premiere destination that is representative of the breadth and diversity of its communities, and to foster a sector that creates good jobs for more Americans and is a positive force for sustainability.

Our Engagement with the Private Sector: Travel and Tourism Advisory Board (TTAB)

The United States Travel and Tourism Advisory Board (TTAB) serves as the advisory body to the Secretary of Commerce on matters relating to the travel and tourism industry in the United States. The Board advises the Secretary on government policies and programs that affect the U.S. travel and tourism industry, offers counsel on current and emerging issues, and provides a forum for discussing and proposing solutions to industry-related problems. As is laid out in the National Travel and Tourism Strategy, the U.S. government is working to increase not only the volume, but the value of travel and tourism to the United States. Across all of our work, we are striving to make sure tourism is accessible to communities, diverse across cultures and geographies, and a positive driver for economic growth and environmental protection.

How We Market the United States: Brand USA

NTTO is the official liaison to  Brand USA for the U.S. federal government. The Corporation for Travel Promotion (Brand USA) has a multi-language consumer website available whose primary purpose is to provide international travelers with a “one-stop shop” for travel information about the United States. This public-private partnership allows thousands of U.S. travel and tourism industry organizations to be exposed to traveling consumers around the globe, providing them with additional export assistance resources. It also serves as the USG official head delegate to the Asia Pacific Economic Cooperation (APEC) Tourism Working Group and the official U.S. government observer and participant on committees and activities of the United Nations World Tourism Organization.

Philippine Tourism Secretary Christina Garcia Frasco is a former three-term mayor of the Municipality of Liloan in the Province of Cebu before she was catapulted to the executive branch of government when President Ferdinand R. Marcos, Jr. handpicked her to join his Cabinet and lead the Department of Tourism (DOT) in 2022. Born to a family of public servants, her legacy as a local chief executive saw the rise of Liloan as a top model and most resilient municipality in the Philippines. Her outstanding work did not go unnoticed, meriting a Presidential Lingkod Bayan Regional Award for Excellence in Public Service and ranking number 1 among all municipal mayors in Central Visayas. As the youngest member of the Marcos Cabinet, she has consistently been ranked one of the top-performing Secretaries of the Marcos administration, delivering solid outcomes and achievements for the Department.

From back-to-back international accolades for the Philippines to breaching tourism targets, her visionary leadership has propelled the country onto the world stage. Most recently, with the Philippines' election as vice presidency of the UNWTO General Assembly, a position once held by the country more than two decades ago, alongside the chairmanship of the UNWTO Commission for East Asia and the Pacific. The National Travel and Tourism Office , part of ITA, creates a positive climate for growth in travel and tourism by reducing institutional barriers to tourism, administers joint marketing efforts, provides official travel and tourism statistics, and coordinates efforts across federal agencies through the Tourism Policy Council.   • Management of the travel and tourism statistical system for assessing the economic contribution of the industry and providing the sole source for characteristic statistics on international travel to and from the United States;
  • Design and administration of export expansion activities;
  • Development and management of tourism policy, strategy and advocacy;

Tourism is one of the world's fastest growing industries and an important source of foreign exchange and employment, while being closely linked to the social, economic, and environmental well-being of many countries, especially developing countries. Maritime or ocean-related tourism, as well as coastal tourism, are for example vital sectors of the economy in small island developing States (SIDS) and coastal least developed countries (LDCs) (see also: The Potential of the Blue Economy report as well as the Community of Ocean Action on sustainable blue economy).

The World Tourism Organization defines sustainable tourism as “tourism that takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and host communities".

Based on General assembly resolution 70/193, 2017 was declared as the  International Year of Sustainable Tourism for Development.

In the 2030 Agenda for Sustainable Development SDG target 8.9, aims to “by 2030, devise and implement policies to promote sustainable tourism that creates jobs and promotes local culture and products”. The importance of sustainable tourism is also highlighted in SDG target 12.b. which aims to “develop and implement tools to monitor sustainable development impacts for sustainable tourism that creates jobs and promotes local culture and products”.

Tourism is also identified as one of the tools to “by 2030, increase the economic benefits to Small Island developing States and least developed countries” as comprised in SDG target 14.7.

In the Rio+20 outcome document The Future We want, sustainable tourism is defined by paragraph 130 as a significant contributor “to the three dimensions of sustainable development” thanks to its close linkages to other sectors and its ability to create decent jobs and generate trade opportunities. Therefore, Member States recognize “the need to support sustainable tourism activities and relevant capacity-building that promote environmental awareness, conserve and protect the environment, respect wildlife, flora, biodiversity, ecosystems and cultural diversity, and improve the welfare and livelihoods of local communities by supporting their local economies and the human and natural environment as a whole. ” In paragraph 130, Member States also “call for enhanced support for sustainable tourism activities and relevant capacity-building in developing countries in order to contribute to the achievement of sustainable development”.

In paragraph 131, Member States “encourage the promotion of investment in sustainable tourism, including eco-tourism and cultural tourism, which may include creating small- and medium-sized enterprises and facilitating access to finance, including through microcredit initiatives for the poor, indigenous peoples and local communities in areas with high eco-tourism potential”. In this regard, Member States also “underline the importance of establishing, where necessary, appropriate guidelines and regulations in accordance with national priorities and legislation for promoting and supporting sustainable tourism”.

In 2002, the World Summit on Sustainable Development in Johannesburg called for the promotion of sustainable tourism development, including non-consumptive and eco-tourism, in Chapter IV, paragraph 43 of the Johannesburg Plan of Implementation.

At the Johannesburg Summit, the launch of the “Sustainable Tourism – Eliminating Poverty (ST-EP) initiative was announced. The initiative was inaugurated by the World Tourism Organization, in collaboration with UNCTAD, in order to develop sustainable tourism as a force for poverty alleviation.

The UN Commission on Sustainable Development (CSD) last reviewed the issue of sustainable tourism in 2001, when it was acting as the Preparatory Committee for the Johannesburg Summit.

The importance of sustainable tourism was also mentioned in Agenda 21.

The Roadmap includes a set of 15 recommendations based on three interlocking action areas: resilience, stimulus, green economy aimed at supporting the tourism sector and the global economy.

  • January 1985 Tourism Bill of Rights and Tourist Code At the World Tourism Organization Sixth Assembly held in Sofia in 1985, the Tourism Bill of Rights and Tourist Code were adopted, setting out the rights and duties of tourists and host populations and formulating policies and action for implementation by states and the tourist industry.
  • January 1982 Acapulco Document Adopted in 1982, the Acapulco Document acknowledges the new dimension and role of tourism as a positive instrument towards the improvement of the quality of life for all peoples, as well as a significant force for peace and international understanding. The Acapulco Document also urges Member States to elaborate their policies, plans and programmes on tourism, in accordance with their national priorities and within the framework of the programme of work of the World Tourism Organization.

What is the Meaning of DOT?

DOT stands for the Department of Tourism in the Philippines.

What is the Purpose of DOT?

The Department of Tourism (DOT) is the primary planning, implementing, and regulatory government agency tasked to develop and promote the Philippine tourism industry, both domestic and international.

The agency is also tasked to manage, operate, and maintain all government-owned tourism facilities. It is the sole owner of all Philippine tourism-related trademarks, as well as its logo and slogan “It’s more fun in the Philippines.” The DOT is headed by a Secretary who reports directly to the President of the Philippines.

The DOT is mandated to formulate tourism plans and programs to promote, develop and regulate the country’s tourism industry as a major socio-economic activity that generates foreign currency and local employment, and to spread the benefits of tourism to a wider segment of the population with the support, assistance, and cooperation of both the private and public sectors.

The DOT is also responsible for promoting the Philippines as a tourist destination, and to this end has created several tourism campaigns that have become well-known around the world. These include “It’s more fun in the Philippines;” “Pilipinas Kay Ganda;” “Sights, Sounds and Flavors of the Philippines;” and “Traveling with Children”.

The DOT envisions “to position the Philippines as a premier tourist destination in Asia”. This vision aims to make travel an integral part of Filipino life through sustainable tourism development that will create new jobs for Filipinos while conserving heritage sites and protecting cultural identities.

In its commitment to serve its purpose, the department is working with the following agencies:

Duty-Free Philippines Corporation: a government-owned and controlled corporation which operates the country’s airports and seaports. The company is engaged in the sale of duty-free goods to foreign nationals who are transiting or on a stopover in any of its facilities. It also operates retail stores at Ninoy Aquino International Airport (NAIA) Terminal 1, NAIA Terminal 2, NAIA Terminal 3, Clark Intl. Airport and Mactan-Cebu Intl. Airport.

Intramuros Administration: the agency responsible for the administration, promotion, and development of Intramuros as one of the country’s tourist destinations.

National Museum : the government agency mandated to preserve, develop, and promote Philippine history and culture through its collection of artefacts, books, documents, and other materials related to Filipino heritage.

Brief History

The Philippine Travel & Tourism Association was established in 1950 to promote the country as a major travel destination. In 1956, the Board of Travel & Tourist Industry was established by Congress as a law following the Integrated Reorganization Plan of 1972.

In 1973, President Ferdinand Marcos established a new Department of Tourism, which was composed of two separate agencies. The structure of the department was changed following the implementation of the 1973 Constitution, which provided for the division of government.

In 1986, President Corazon Aquino signed Executive Order 120 and 120A, which reorganized the Department of Tourism. The Convention Bureau was then renamed the Philippine Convention & Visitors Corporation. The Intramuros Administration was also included in the department. In 1998, the Tourism Department was instrumental in celebrating the country’s independence from Spain.

In 2003, the Department of Tourism launched the World Wide Opportunities for Philippines (WOW Philippines) project, which was under the leadership of Senator Richard Gordon.

The passage of Republic Act 9593 in 2009 was regarded as the most significant event in the tourism industry of the Philippines.

Functions and Responsibilities of DOT

If approved, you will get a certificate of investment eligibility that shows that the project has been approved. This document must be submitted with all other documents when applying for your visa at the Philippine embassy or consulate in your home country.

Endorsement for Tourism Road Infrastructure Program (TRIP) Proposal : The DOT also has a Tourism Road Infrastructure Program (TRIP), which is designed to improve the country’s tourism infrastructure through the construction of roads, bridges and flyovers. If you have a TRIP proposal and need an endorsement from the DOT for funding purposes, you will have to submit your proposal in person at any DOT office or send it via mail. External Communications Handling : If you are a foreign company that wishes to set up an office in the Philippines, you will have to register with the SEC as an External Communications Handling (ECHC) agent. This is a requirement under Republic Act No. 1067 or the Securities Regulation Code of 2000. Once registered, your company will be able to provide services in relation to foreign investment into the country and communications between investors and their local partners.

Freedom of Information (FOI) Requests : If you are a foreign company, you may have to deal with Freedom of Information (FOI) requests. These are requests for documents that can be made by anyone who is interested in obtaining information about the government’s activities and policies. The government can reject these requests if they relate to “classified” matters or if providing the requested information would pose a security risk.

DOT Internship Application : Students who are interested in working as an intern with the Department of Tourism can apply online or by walk-in applications. To be eligible, you must be a Filipino citizen, have finished at least one year of college education, and speak English fluently. Established in 1973, the Department of Tourism (DOT) is the Philippines’ executive office responsible for the regulation and promotion of the Philippine tourism industry.

DOT’s mission is to encourage, promote, and develop tourism as a major socio-economic activity to generate foreign currency and local employment, ultimately spreading the benefits of tourism to both the private and public sector.

The Mokoro is a common type of canoe used to move around in the Okavango Delta's shallow waters. Oarsmen stand in the stern and push with a pole. Traditionally, Mokoros are dug-out from trunks of a large straight tree, like ebony or kigelia.

Old Palapye is a significant multicultural historical site containing artefacts from the Middle Stone Age, the Late Stone Age, and the Early Iron Age. In contemporary times, the village became the 19th century capital of the Bangwato (led by Khama III), who occupied the area from 1889-1902.

Local pharmacist charged with attempted sex trafficking of a minor and child sex tourism

MIAMI – On April 19, a local pharmacist was charged by criminal complaint with attempted sex trafficking of a minor and attempted travel to engage in illicit sexual conduct.

According to the criminal complaint and the underlying affidavit, law enforcement officers stopped Stefan Andres Correa, 42, of Miami, Florida, attempting to board a flight from Miami to Bogota, Colombia. It is alleged that, law enforcement officers discovered nine cellular phones in Correa’s possession containing videos of Correa engaging in intercourse with purported minor children, as well as a chat exchange with a suspected sex trafficker, where Correa allegedly paid for commercial sex with children aged between 10 to 12 years old in Colombia. According to the allegations, during the chat exchange, Correa agreed with the suspected sex trafficker to meet with the minor victims once he arrived in Colombia. 

Correa made his initial appearance on April 19. A detention hearing is scheduled for today, April 23, at 10:00 a.m. If convicted, Correa faces a mandatory minimum sentence of 15 years in prison with a maximum sentence of life in prison as well as up to a lifetime of supervised release.

U.S. Attorney Markenzy Lapointe for the Southern District of Florida and Special Agent in Charge Anthony Salisbury of Homeland Security Investigations (HSI), Miami made the announcement.

HSI Miami investigated the case with assistance from HSI offices in Cleveland, Ohio, and Bogota, Colombia, as well as U.S. Customs and Border Protection (CBP).  The Narcotic and Dangerous Drug Section’s Office of the Judicial Attaché in Bogota, Colombia, also provided critical assistance. Assistant U.S. Attorney Lauren Astigarraga-Little is prosecuting it.

A criminal complaint contains mere allegations, and all defendants are presumed innocent unless and until proven guilty in a court of law.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by the U.S. Attorney’s Offices and the Criminal Divisions Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to locate better, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
