1. Introduction to the Latest DoPT Order The Latest DoPT Order, effective from October 20, 2023, is a pivotal document that central government employees must acquaint themselves with. It is designed to streamline and clarify the procedures regarding LTC and air ticket bookings.

2. Key Highlights of the Order of LTC Air Ticket Booking Rules for Central Govt Employees

a . Online Booking Mandatory Under the new order, all LTC air ticket bookings must be made online. This digital shift aims to make the process more efficient and user-friendly. Employees can now conveniently book their air tickets through the Authorised online portals, eliminating the need for physical visits to booking counters.

b. Authorized Booking Portals Central Government employees are only permitted to book their LTC air tickets through three authorized travel agents, viz. M/s Balmer Lawrie & Company Limited (BLCL), M/s Ashok Travels & Tours (ATT), and Indian Railways Catering and Tourism Corporation Ltd. (IRCTC). This measure ensures that bookings are made through trusted platforms, safeguarding the interests of the employees.

c. Airline Selection-Flight having the cheapest fare The order provides clarity on airline selection, three ATTs are to display the details of the flight having the cheapest fare and the flight(s) having the fare 10% more than the cheapest fare only, in the desired time slot, at the time of booking the air tickets by the Government employees for the purpose of LTC journey.

OFFICE MEMORANDUM

Subject: M odifications in instructions on booking of Air Tickets on Government Account in respect of Leave Travel Concession (LTC) — reg.

The undersigned is directed to refer to this Department’s OM No.31011/12/2022-Estt.A-IV dated 29.08.2022 regarding instructions on booking of Air Tickets in respect of Leave Travel Concession (LTC). The Department of Personnel and Training (DoPT) has been receiving a number of representations seeking clarifications on issues relating to the settlement of claims, particularly of those government employees who have not retained the screenshot of the concerned webpage of the authorised travel Agents (ATAs) during the booking of air tickets, as provided under the OM dated 29.8.2022 referred to above.

2. In view of the above, the matter has been examined and with the approval of competent authority, the following changes/modifications in the prescribed procedure are made for the convenience of Government employees: –

(i) All three authorized travel agents, viz. M/s Balmer Lawrie & Company Limited (BLCL), M/s Ashok Travels & Tours (ATT), and Indian Railways Catering and Tourism Corporation Ltd. (IRCTC) are to display the details of the flight having the cheapest fare and the flight(s) having the fare 10% more than the cheapest fare only, in the desired time slot, at the time of booking the air tickets by the Government employees for the purpose of LTC journey . Therefore, the booking of air ticket for the purpose of LTC on the website of these three authorized travel agents shall itself be a proof that the ticket booked by the individual government employee was of the cheapest fare as provided under the guidelines.

(ii) All three authorized agents shall indicate the word ‘LTC’ on tickets issued for the LTC journey ; and

(iii) In all cases wherein the non-entitled Government employees are to travel by air under Special Dispensation Scheme directly from their Headquarters/place of posting to the place of visit in NER/J&K/A&N/Ladakh,the Government employees shall continue to take the print-out of the concerned webpage having flight and fare details of the flight for relevant railhead viz. Kolkata/ Guwahati/ Delhi/Amritsar/ Chennai/ Vishakhapatnam to the place of visit viz. NER or UT of J&K or UT of Ladakh or UT of A&N within the same time-slot where the direct flight has been booked for the purpose of reimbursement.

In case the flight tickets are not available in the same slot, the print out of the details of the flights available in the next slot may be retained for the purpose of settlement of claims, as provided under Point (ii) of the title

“Provisions for Reimbursement” in OM dated 29.8.2022 , referred to above.

3. Further, all the three AlAs have also been directed to allow the registration of those employees who do not have official email accounts provided their administrative office sends their details depicting their names, employee code no., private email IDs and mobile numbers, etc . to the travel agents for the purpose of booking the air tickets in respect of LTC journey.

4. For the sake of convenience, the links of the three authorized travel agents are as below:

(i) ‘M/s Balmer Lawrie & Company Limited’,BLCL ( https://govemp.balmerlawrietravelapp.com ), (ii) ‘M/s Ashok Travels & Tours’, ‘ATT’ ( https://www.attitdc.in ) and (iii) Indian Railways Catering and Tourism Corporation Ltd., ‘IRCTC’ ( https://www.air.irctc.co.in ).

5. All the Ministries/Departments are once again advised to bring it to the notice of all their employees that any misuse of LTC shall be viewed seriously and appropriate action as deemed fit under the relevant rules will be taken against the defaulting employees. In order to keep a check on any kind of misuse of LTC, Ministries/Departments are advised to randomly get some of the air tickets submitted by the officials verified by the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.

DoPT relaxes LTC facility for the government employees to travel by Air to visit J&K, Ladakh, North Eastern Region and Andaman & Nicobar Islands. DoPT (Department of Personnel & Training) has issued orders relaxing the Leave Travel Concession (LTC) facility for the government employees to travel by Air to visit Jammu & Kashmir, Ladakh, North Eastern Region and Andaman & Nicobar Islands. Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that this relaxation has been extended up to 25th September 2022.

As a consequence, to this circular, Dr Jitendra Singh said that an entitled government official can avail LTC for visiting Jammu & Kashmir, North Eastern Region, Ladakh and Andaman & Nicobar in lieu of a hometown LTC.

In addition, the facility of Air journey to non-entitled government servants will be available for visiting Jammu & Kashmir, North Eastern Region, Ladakh and Andaman &Nicobar Islands. As a further convenience, ease of travel permission is also being granted to undertake journey to these areas by private Airlines, whereas normally a government servant is expected to travel by the state owned Air India, he added.

Pertinent to mention that in relaxation to Central Civil Services (LTC) Rules 1988, the scheme allowing government servants to travel by Air to visit Union Territory of Jammu & Kashmir, Union Territory of Ladakh, the North Eastern States and Union Territory of Andaman & Nicobar Islands has been extended for a period of two years till 25th September 2022.

Describing this as a huge and an exclusive facility for the government employees, Dr Jitendra Singh said that all eligible government servants may avail LTC to visit Jammu & Kashmir or North East or any of these mentioned areas against the conversion of their one Home Town LTC in a four-year block. However, the government servants whose hometown and place of posting is the same, are not allowed this conversion. He said, such government servants who are not otherwise entitled to travel by Air will also be allowed to travel by Air, under the norms of this scheme, in Economy class by any Airlines, subject to the maximum fare limit of LTC-80 scheme.

Ever since the Modi government took over in 2014, said Dr Jitendra Singh, it has been the direction of Prime Minister Narendra Modi to give priority to the far flung and difficult regions, and do whatever possible for ease of living and ease of governance in these areas.

Govt employee and want to travel by air? Here are some LTC rules you should know

The guidelines have been issued by the department of post under the ministry of communications..

The Union government has announced Leave Travel Concession (LTC) rules for central government employees for air ticket booking. The guidelines, issued by the Department of Post under the Ministry of Communications, explain rules in regard to air ticket booking agents, ticket fare etc.

Therefore, if you are a central government employee, you should be aware of the following LTC rules for air travel:

(1.) Tickets can be purchased only from the three authorised travel agents: M/s Balmer & Lawrie Company Limited (BLCL), M/s Ashok Travels & Tours (ATT), and M/s Indian Railway Catering and Tourism Corporation (IRCTC) Limited.

(2.) Within their entitled travel class, employees should choose a flight, preferably non-stop, with cheapest possible fare, in a given slot. A screenshot/print-out of this booking should be retained for LTC settlement claims.

(3.) To avail the most competitive fare and minimise burden on the exchequer, tickets should be booked at least 21 days before the intended journey date.

(4.) In unavoidable circumstances, where the booking is done through an external travel agent, relaxation can be given only by financial advisors of the ministry/department, and heads of department not below the rank of Joint Secretary in subordinate/attached office.

(5.) For LTC advance, staffers should apply at least 30 days prior to the intended date of journey, with the print-out of booking.

(6.) After receiving advance, if you see a different fare, then this is because there was a time gap between applying for and grant of advance; the said difference will be adjusted while settling LTC claim.

(7.) Employees not entitled for air travel but wish to travel by air, and are not under the Special Dispensation Scheme, should also get their tickets from the three agents irrespective of booking time limit.

(8.) Cancellations made before less than 24 hours before the journey will require submission of a self-declared justification by the staffer. No cancellation charges will be provided by the three ATAs.

(9.) Preferable, one ticket should be booked for each leg of travel, and holding multiple tickets is prohibited.

(10.) Employees are encouraged to generate tickets digitally through the portal of the three ATAs only. For this, they should submit their official email IDs with these agencies.

1.How are the Claims of LTC be adjusted in case of delayed submission?

Where advance has been drawn, the claim for reimbursement shall be submitted within one month of the completion of the return journey.

Where no advance has been drawn, the expenditure incurred shall be submitted within three months of the completion of the return journey.

Administrative Ministry/Department concerned can admit the claims in relaxation of the provisions subject to the following time limits without reference to DoPT:

(a) Where no advance is taken, LTC Bill submitted within a period not exceeding six months; and

(b) Where advance has been drawn, claim for reimbursement submitted within a period of three months after the completion of return journey (provided the Govt. servant refunds the entire advance within 45 days after the completion of the return journey-Rule 14 of CCS(LTC) Rules, 1988 read with- O.M.NO.31011/5/2007-Estt.A dated 27-09-2007

2. Can a Govt. servant visit NER or J&K on more than one occasion on conversion of Hometown under the relaxation allowed for LTC visits to NER/J&K ?

Govt. servant who has availed the benefit of Home Town conversion to NER/J&K in one block (Say 2006-2009) can again visit NER/J&K in the new/next block (Say 2010-2013) Subject to availability of LTC in a particular block so long as the relaxation is in force.

3. Can a Govt. employee avail of air travel to NER/J&K in case of all India LTC if his Hometown and the Headquarters are at the same place?

Both NER and J&K scheme of LTC allow relaxation for air travel on all India LTC to all categories of employees to the extent specified in the DOP&T’s O.M.31011/4/2007-Estt.(A) dated 02.05.2008 and DOP&T’s O.M.31011/2/2003-Estt.(A) dated 18.06.2010 even if the Hometown and the Headquarters are same.

4. Whether Govt. Servant who has already availed one Home Town LTC in the current Block can avail LTC to visit NER?

Yes, he can avail it against All India LTC.

5. Can a Govt. Servant avail the benefit of visiting NER/J&K twice in a particular block of 4 years?

Yes, a Govt. Servant can visit NER/J&K by conversion of his Home Town LTC and also be availing All India LTC subject to validity period of the scheme and fulfilling of other conditions.

6. Can a fresh recruit avail the benefit of Home Town conversion to NER/J&K?

A fresh recruit Govt. Servant can also avail the benefit of Home Town conversion to NET/J&K against one of the three occasions of Home Town available to him in each block.

7. Can fresh recruit avail of conversion of Home Town to visit NER/J&K under the relaxation allowed for visiting NER/J&K?

Any Govt. Employee can avail of the relaxation for visiting NER.J&K and convert one Home Town LTC for such visit in a block of 4 years as long as the relaxations continue.

8. Can a fresh recruit govt. servant avail of all India LTC anytime during the 4 year block?

IT can be availed only in the 4th occasion of the block and not at random.

A person who has joined service for the first time is treated as a fresh recruit for the first eight years.

On completion of one year, the fresh recruit can be allowed 3 Home Town LTC and 1 All India LTC in each block of Four Years in the first 8 Years.

No, the dependent parents of fresh recruits can not avail LTC for the Journey from Hometown to Headquarters and back.

13. Whether claims for reimbursement can be allowed for road journeys by bus/taxi or other vehicle operated by private operators?

LTC Rules do not permit reimbursement for journey by a private car (Owned/borrowed/hired) or a bus/van or other vehicle owned by private operators. LTC facility shall be admissible only in respect of journeys performed in vehicles operated by govt. or any Corporation in the public sector run by the central or state Govt. or a local body. Rule 12(2) of CCS(LTC) Rules, 1988 read with – DoPT’s O.M.No.31011/4/2008-Estt.A dated 23 September, 2008

14. Whether airfare of Children whose full fare is charged by the airlines is reimbursed?

If full fare has been charged by the airlines and paid by the Government servant, the same will be reimbursed.

15.Can a govt. Servant use the service of travel agents for LTC purpose?

Yes, but it should be limited to M/s Balmer Lawrie and company and M/s.Ashok Travels and Tours.

16. What is the definition of family for LTC?

For LTC purpose, family consists of

(i) Spouse of the Govt. Servant and two surviving unmarried children or step children

(ii) Married daughters, who have been divorced, abandoned or separated from their husband and widowed daughters residing with and wholly dependent on the govt. servant.

(iii) Parents and/or step parents residing with and wholly dependent on the govt. servant.

(iv) Unmarried minor brother as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. servant provided their parents are either not alive and are themselves wholly dependent on the govt. servant.

OFFICE MEMORANDUM

Subject: Instructions on booking of Air Tickets on Government Account in respect of Leave Travel Concession (LTC) – regarding.

The undersigned is directed to refer to the above mentioned subject and to state that in view of the disinvestment of Air India and the consolidated instructions issued consequently by Department of Expenditure vide O.M. No. 19024/03/2021-E.IV dated 16.06.2022, which is also applicable in case of air journey in respect of LTC, it has been decided that:

  • In all cases of air travel in respect of LTC, air tickets shall be purchased only from the three Authorized Travel Agents (ATAs), namely:

(a) M/s Balmer Lawrie & Company Limited (BLCL),

(b) M/s Ashok Travels & Tours (ATT),

(c) Indian Railways Catering and Tourism Corporation Ltd. (IRCTC).

  • The choice of the travel agent for booking of ticket from the three authorized travel agents is left open to the Ministry/Department and the official in case of self booking, based on convenience and service quality. No agency charges/convenience fees will be paid to these ATAs.
  • Government employees are to choose flight having the Best Available Fare on their entitled travel class which is the Cheapest Fare available, preferably for Non-stop flight in a given slot, mentioned below, at the time of booking. They are to retain the print-out of the concerned webpage of the ATAs having flight and fare details for the purpose of the settlement of the LTC claims.

(a) On the day of travel in the desired 3 hours’ slot of following time band — 00:00 hours to 03:00 hours, 03:00 hours to 06:00 hours, 06:00 hours to 09:00 hours, 09:00 hours to 12:00 hours, 12:00 hours to 15:00 hours, 15:00 hours to 18:00 hours, 18:00 hours to 21:00 hours, 21:00 hours to 24:00 hours.

(b) With provision of optimizing within a 10% price band, for convenience and comfort.

  • Employees are encouraged to book flight tickets at least 21 days prior to the intended date of travel on LTC, to avail the most competitive fares and minimize burden on the exchequer.
  • Employees are also encouraged to avoid unnecessary cancellations. Cancellations made less than 24 hours before intended travel on LTC, will require the submission of a self-declared justification by the employee. All the three ATAs have been directed to provide zero/nil cancellation charges. Till then, cancellation charges are to be reimbursed for all cases where cancellation was due to the circumstances/reasons beyond the control of Government employee.
  • Employees should preferably book only one ticket for each leg of intended travel on LTC. Holding of more than one ticket is not allowed.
  • While tickets may be arranged by the office through the travel agent, employees are encouraged to make ticket booking digitally through the Self Booking Tool/online booking website/portal of these 3 ATAs only. Employees must register their official Government Email-Id with these three agencies to book their air tickets digitally through above modes for travel by any airlines.
  • In case of unavoidable circumstances, where the booking of ticket is done from unauthorized travel agent/website, the Financial Advisors of the Ministry /Department and Head of Department not below the rank of Joint Secretary in subordinate/attached offices are authorized to grant relaxation.
  • No Mileage Points will be generated against travel on Government account.

Provisions for Advances

  • Government employees entitled for air travel, may apply for LTC advance with the print-out of the concerned webpage of authorized travel agency having suitable flight and fare details while tracking the fare of the flight under the three hour time slot, as mentioned at Para l{iii)(a) above, at least 30 days prior to the intended date of journey.
  • Government employees not entitled for air travel and wish to travel by air but not under the Special Dispensation Scheme, may apply for LTC advance with reference to Rail/Bus fare.
  • Those Government employees who are not entitled for air travel but who wish to travel by air under the Special Dispensation Scheme, may apply for LTC advance with reference to Rail/Bus fare from their Headquarters/place of posting up to Kolkata/Guwahati/ Chennai/Visakhapatnam/Delhi/Amritsar plus air fare (indicated in print-out of the concerned webpage of authorized travel agency having suitable flight and fare details) from the relevant railhead in Kolkata/ Guwahati/ Chennai/ Visakhapatnam/ Delhi/ Amritsar till the place of visit in North East Region/Union Territory of Jammu & Kashmir/ Union Territory of Andaman & Nicobar/Union Territory of Ladakh.

Provisions for Reimbursements

  • In case, at the time of actual booking of the ticket after receiving the advance, there is any difference in fare owing to the time gap between request for advance and grant of advance, the difference in fare will be adjusted at the time of settlement of LTC claim.
  • In all cases wherein the non-entitled Government employees travel by air under Special Dispensation Scheme directly from their Headquarters/place of posting to the place of visit in NER/J&K/A&N/Ladakh, the Government employees must take the print-out of the concerned webpage having flight and fare details of the flight for relevant railhead viz. Kolkata/ Guwahati/ Delhi/ Amritsar/ Chennai/ Vishakhapatnam to the place of visit viz. NER or UT of J&K or UT of Ladakh or UT of A&N within the same time-slot where the direct flight has been booked for the purpose of reimbursement. In case the flight tickets are not available in the same slot, the print out of the details of the flights available in the next slot may be retained. In such cases, the reimbursement will be restricted to the actual air fare for the direct journey or the fare entitled under Special Dispensation Scheme, whichever is less.
  • Government employees not entitled for air travel and wish to travel by air but not under the Special Dispensation Scheme, are also required to book their air ticket through only the three ATAs mentioned above irrespective of booking time limit. However, the reimbursement will be restricted to the actual air fare or the entitled train/bus fare for the shortest route, whichever is a

OFFICE MEMORANDUM

Subject : Central Civil Services (Leave Travel Concession) Rules, 1988 – Relaxation to travel by air to visit North East Region, Jammu & Kashmir, Ladakh and Andaman & Nicobar – extension beyond 25.09.2022 – reg.

The undersigned is directed to refer to this Department’s OM No.31011/3/2018-Estt.A-IV dated 08.10.2020 regarding relaxation to travel by air to visit North East Region, Jammu & Kashmir, and Andaman & Nicobar, and to say that in relaxation to CCS (LTC) Rules, 1988, the scheme allowing Government servants to travel by air to North East Region (NER), Union Territory of Jammu and Kashmir (J&K), Union Territory of Ladakh and Union Territory of Andaman & Nicobar Islands (A&N) is extended for a further period of two years, w.e.f. 26th September, 2022 till 25th September, 2024.

2. The above Special Dispensation Concession is subject to the following terms & conditions:

  • (i) All eligible Government servants may avail LTC to visit any place in NER/ A&N/ J&K/ Ladakh against the conversion of their one Home Town LTC in a four years’ block period.
  • (ii) Government servants, whose Home Town and Headquarters/ place of posting are same, they are not allowed the conversion of any Home Town LTC as they are not eligible for the Home Town LTC facility.
  • (iii) The Government servant whose Home Town is situated in NER/ A&N/ J&K/ Ladakh will also be allowed conversion of Home Town LTC for availing this Scheme to visit any place in any one of the three regions out of the above mentioned four regions except the region wherein his/her Hometown is situated.
  • (iv) Fresh Recruits are also allowed conversion of one of the three Home Town LTCs in a block of four years, applicable to them to visit NER/ A&N/ J&K/ Ladakh. In addition, they are allowed one additional conversion of Home Town LTC to visit UT of J&K/ UT of Ladakh in a block of four years.
  • (v) Government servants entitled to travel by air may avail this concession from their Headquarters in their entitled class of air by any airlines subject to the terms and conditions as enumerated in DoPT’s OM. No. 31011/12/2022-Estt.A-IV dated 29.08.2022 (copy enclosed).
  • (a) Between Kolkata/ Guwahati and any place in NER.
  • (b) Between Kolkata/ Chennai/ Visakhapatnam and Port Blair.
  • (c) Between Delhi/ Amritsar and any place in J&K/Ladakh.
  • Journey for these non-entitled employees from their Headquarters upto Kolkata/ Guwahati/Chennai /Visakhapatnam/ Delhi/ Amritsar shall be undertaken as per their entitlement.
  • (vii) Air travel by Government employees to NER, J&K, Ladakh and A&N as mentioned in para (v) and (vi) above is allowed whether they avail the concession against Anywhere in India LTC or in lieu of the Home Town LTC, as permitted.
  • (viii) Government servants not entitled to travel by air are also allowed to travel by air in Economy class by any airlines to any place in NER/A&N/J&K/Ladakh from their Headquarters directly, however, the reimbursement will be subject to the conditions as enumerated in DoPT’s OM. No. 31011/12/2022-Estt.A-IV dated 29.08.2022.
  • (ix) The instructions regarding booking of air tickets through authorized travel agents, best available fares, slots, booking time, advances, reimbursement, etc., as mentioned in DoPT’s OM. No. 31011/12/2022 -Estt.A-IV dated 29.08.2022 will also be applicable for this Special Dispensation Scheme.

3. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.

Grace Period for LTC Block Year 2018-2021 Carry over of AILTC can be availed within the year 2022

4. In so far as applicability of this extended scheme to the persons belonging to Indian Audit and Accounts Department is concerned, a separate communication will be issued after the comments/ concurrence from the O/o C&AG is received as mandated under Article 148(5) of the Constitution of India.

Subject: Central Civil Services (Leave Travel Concession) Rules, 1988 — clarifications / modifications in the LTC instructions regarding.

The undersigned is directed to refer to DoPT’s OM No. 31011/11/2015-Estt.A-IV dated 12.05.2016 on admissibility of catering charges in respect of rail journey performed on LTC and OM No. 31011/12/2022-Estt.A-IV dated 29.08.2022 regarding booking of Air Tickets on Government Account in respect of LTC.

  • Keeping in view the several references, grievances, etc. in respect of different issues flagged in these OMs, the matter has been considered in consultation with the Department of Expenditure and decided as below:

(i) Reimbursement of Catering charges in case of LTC – Keeping in view the fact that Indian Railways is now providing options to the traveller to avail catering facility or not, it has been decided that wherever employees opt for catering services while booking the tickets for the eligible trains for the purpose of LTC, the reimbursement of catering charges shall be allowed.

(ii) Reimbursement of Cancellation charges levied by the airlines / travel agents – It has been decided that both types of the cancellation charges, viz. (i) cancellation charges levied by the airlines & (ii) cancellation charges levied by the three authorized travel agents for utilization of their portals/platforms, if any, shall be reimbursed on the ground of official exigencies only.

(iii) Booking of Air tickets through three Authorized Travel Agents viz. IRCTC, BLCL & AT’T even in case of the employees not entitled for air travel under LTC – It has been decided that the Government employees not entitled for air travel but wish to travel by air, are no longer required to mandatorily book their air tickets through these three travel agencies viz. M/s Balmer Lawrie & Company Limited (BLCL), M/s Ashok Travels & Tours (ATT), Indian Railways Catering and Tourism Corporation Ltd. (IRCTC) only as the reimbursement is restricted to the actual air fare or the entitled train/bus fare for the shortest route, whichever is less. In case of cancellation of tickets, cancellation charges shall be borne by the Government employees concerned. However, in case of Special Dispensation Scheme, the Government employees not entitled for air travel under LTC, but wish to travel by air to the intended place of visit in NE region, UTs of J&K, Ladakh, A & N, are required to book their air ticket through three ATAs only.

  • The claim of reimbursement in respect of LTC journey is to be settled as per the above instructions, however the cases which have already been settled, need not be reopened.
  • In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these instructions are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

Flying with pets? Here's what to know.

Thinking of taking your dog or cat with you the next time you fly? For a growing percentage of the 90.5 million pet owners in the U.S., the answer is yes. But while the notion of boarding a plane with your pet may seem simple, the rules and restrictions around traveling with an animal can be confusing. 

Eight major U.S. airlines allow pets to fly in-cabin as carry-ons. But flying with your pet takes research and planning, as pet policies vary from airline to airline, are steeped in restrictions, and are limited to specific countries and cities. You'll also have to pay an extra fee for your pet ranging from $95 to $200, depending on the airline and where you're flying. And restrictions often change.

For example, American Airlines  recently revised its policies  so passengers flying with pets may also bring one full-size carry-on or personal item. But the carrier prohibits carry-on pets on transatlantic and transpacific flights. Here's what you need to know when considering taking your fur baby with you on a plane.

Cargo, check-in or carry-on?

Most airlines offer three options for transporting animals: cargo, check-in or carry-on. But if your pet is larger than a bread box, your options are limited to the cargo or baggage check-in options, with very few exceptions. 

Given that large canine breeds such as Labrador Retrievers, German Shepherds and Golden Retrievers are among the most popular dogs in the country, the size restriction for in-cabin pet travel can be a major frustration for those who would rather not fly at all if that means putting their pet in cargo. 

A 2023 Forbes Adviser survey of 10,000 U.S. dog owners found that 33% of respondents fly with their pets, while 37% listed not being able to bring their dog on a plane as their biggest annoyance. Even for pet owners whose animals are small enough to fly as a carry-on, traveling is no breeze.

"When I fly with him I have to go to the desk," Margaret Rauch, 44, told CBS MoneyWatch, referring to her 15-pound poodle mix, Soda. The New York City resident has taken Soda on dozens of flights to St. Croix in the U.S. Virgin Islands, where Soda, now 4, was being fostered by a friend after being found as a stray puppy in 2021. 

In addition to calling the airline in advance to register her dog for a flight, Rauch has to check in at the counter whenever she's traveling with Soda, so the airline agent can confirm her dog and pet carrier conform to the in-cabin pet requirements and that the flight hasn't already met its pet maximum.

Rauch, who said she would never consider putting Soda in cargo, applauded American Airlines' new policy, while noting that in her experience the one carry-on rule was rarely enforced. 

"I feel the price is already high for what I get. Even with AA's rule change, I lose the underseat space," she said. "My dog creates no extra work for anyone."

Despite the added preparation, paperwork and hassle involved in flying with Soda — not to mention the unfriendly looks she occasionally detects from fellow passengers at the sight of her pet carrier — Rauch said, "It's absolutely worth it." 

Asked how the experience could be improved, she pointed to early boarding for pet owners as something that would help.

"If you can get in early, get a seat and settle down, that is an accommodation I don't expect to see anytime soon but I think it makes sense," Rauch said.

Safety and comfort

For the many Americans who see their pets practically as family members, one of the most challenging aspects of flying is ensuring their animal's comfort and safety. 

"The increasing humanization of pets, which involves treating them as part of the family rather than as mere animals, has increased the demand for pet travel services that are of high quality and can be customized to meet the specific needs of each pet," LinkedIn reported in December.

Among other tips, the U.S. Department of Transportation  and animal experts recommend that you not feed your pet four to six hours before a flight and limit their water intake. Others also suggest keeping bottled water on hand at all times. Additionally, most airlines require certain vaccination and vet certification that your pet is healthy enough to fly. Individual countries also have their own requirements for pets to enter.  

Not surprisingly, some airlines do better than others at handling pets. One of the best-rated carriers for pet travel is Alaska Airlines, which has repeatedly topped rankings, such as NerdWallet's Most pet-friendly airlines of 2024.  In recent years, the airline also has maintained one of the industry's lowest incident ratings, according to Veterinarians.org. United Airlines and Delta are among the airlines with the highest incident rates, according to the pet information website. 

On Rauch's first plane trip with Soda traveling home to New York, a layover in Miami led to the flight sitting on the tarmac for two hours. Calming treats are something that helps keeps her dog relaxed on flights. She also withholds Soda's food and limits his water intake up to five hours before a flight, which is also helpful given that he doesn't like using pet relief areas, which she said generally smell of urine and can be overwhelming for dogs. Flights between New York City and St. Croix are generally under six hours. 

"I'm not sure how I'd handle a flight to Singapore," Rauch said.

Here's a rundown of U.S. airlines' pet travel policies, along with fees and and restrictions:

Alaska Airlines

Pet fee: $100

Pets allowed: Dogs and cats are the only pets allowed in-cabin on international trips and flights to Hawaii. Domesticated rabbits and small household birds are allowed as carry-on on domestic flights.

Destinations: Domestic and international, with additional requirements and documentation required for  pets traveling to Hawaii  or  internationally .

Destinations: 

  • Within the 48 contiguous U.S.
  • The U.S. and Canada*
  • Puerto Rico
