The Prime Minister, Justin Trudeau, today announced that the President of Germany, Frank-Walter Steinmeier, will visit Canada from April 23 to 26, 2023. He will be joined by Mrs. Elke Büdenbender. During their visit, the President and Mrs. Büdenbender will visit Ottawa, Ontario, Vancouver, British Columbia, and Yellowknife and Tuktoyaktuk, Northwest Territories. The President will be joined by ministers, Members of Parliament and business leaders.

The Prime Minister and the President will meet to further advance joint efforts to build the resilience of our democracies, economies, and environment. They will step up our collaboration on shared priorities including our unwavering support for Ukraine in the face of Russia’s brutal and unjustifiable invasion and addressing the broader global impacts of Russia’s war, like food and energy insecurity. They will work together on ways the two countries can fight climate change and build up clean energy resources, including through secure access to clean hydrogen and critical minerals and strong policies like pollution pricing. The leaders will also highlight our strong trade ties, which are growing our economies and creating good, middle-class jobs in both countries, as well as the close ties between our peoples.

This visit will build on the progress made during last year’s visit from Chancellor of Germany, Olaf Scholz, to strengthen the close relationship between Canada and Germany in areas including our support for Ukraine and advancing clean energy. At this critical time, when the world and our people are facing a series of challenges, ranging from a high cost of living to energy and food insecurity, our two countries remain united by our shared values. As likeminded friends and allies, we must keep working closely together – now and into the future.

“Canada and Germany are close friends – united by our shared values and common interests like upholding democracy, defending human rights, fighting climate change, and making life better for people in our countries and beyond. I look forward to welcoming President Steinmeier to Canada to keep building on our close friendship and partnership.” The Rt. Hon. Justin Trudeau, Prime Minister of Canada

Quick Facts

  • Prime Minister Trudeau and President Steinmeier last met during the Prime Minister’s bilateral visit with Chancellor Scholz in Berlin in March 2022.

  • Canada and Germany benefit from their strong cultural connections and people-to-people ties. Almost 10 per cent of Canadians claim at least partial German ancestry and about 400,000 Canadians travel to Germany each year. A similar number of people travel from Germany to Canada each year.
  • Every year, several thousand German students spend a term or full year at a Canadian college, university, or high school. Thousands more young Germans and Canadians travel in each direction for short-term study and research or work as part of the International Experience Canada program.
  • Germany is one of Canada’s most important sources of innovative, research, and engineering-intensive investment, with over 820 affiliates operating in Canada, employing nearly 63,000 Canadians. Germany is the 7th largest source of foreign direct investments into Canada.
  • In 2022, Germany was Canada’s largest merchandise export market in the European Union, and its seventh-largest trading partner globally, with two-way merchandise trade totalling $30 billion.
  • In 2022, Canadian exports to Germany were $7.5 billion, while Canada’s imports from Germany were $22.5 billion. Canada’s top merchandise exports include consumer goods, energy products, metal ores and non-metallic minerals, metal and non-metallic mineral products, and electrical and electronic machinery and equipment.
  • Investments in Canada by companies like Volkswagen AG advance collaboration across the automotive, battery, and critical minerals sectors. With its subsidiary PowerCo, Volkswagen AG will build its first overseas electric vehicle battery manufacturing facility in St. Thomas, Ontario, which demonstrates the strong and growing potential for collaboration in the clean technology space.
  • In March 2022, and again in May 2022, Prime Minister Trudeau and Chancellor Scholz agreed to work together to advance adoption and expansion of carbon pricing around the world through Canada’s Global Carbon Pricing Challenge and Germany’s Climate Club. In May 2022, both Germany and Canada signed onto the G7 Hydrogen Action Pact.
  • Long-standing partners in the North Atlantic Treaty Organization (NATO), Canada and Germany cooperate closely on security and defence issues, and are also both members of the G7 and G20, the Organisation for Economic Co-operation and Development (OECD), and the World Trade Organization (WTO).
  • Canada and Germany are doing their part to contribute to NATO activities along NATO’s eastern flank, in particular through their leadership of NATO enhanced Forward Presence battle groups in Latvia and Lithuania, respectively.
  • Canada-Germany science, technology, and innovation cooperation is rich, diverse and spans all fields of science from formal cooperation among the academic and research actors to public and private sector. We share many of the same areas of interest such as clean energy and hydrogen, polar research and climate change, quantum and AI, and digital health. The desire and potential for future collaboration is high and will be discussed at the 27 th biannual meeting of the Canada-Germany Joint Committee for Scientific and Technological Cooperation taking place on May 30 to 31 2023, in Ottawa.

He is set to join Gov. Gen. Mary Simon at Joint Task Force North headquarters for a tour and briefing with senior officials.

They will then head north to the hamlet of Tuktoyaktuk where they are to meet with Indigenous leaders and members of the community.

While in Tuktoyaktuk, they plan to visit the shore of the Arctic Ocean to learn about the effects of climate change and view homes that were relocated due to coastal erosion.

They are also scheduled to attend a presentation on the Smart Ice Project which combines traditional knowledge with modern technology to monitor ice, as well as dog sledding and ice fishing demonstrations.

They will end their time in Tuktoyaktuk by attending a community event at Kitti Hall before returning to Yellowknife via Inuvik.

Steinmeier arrived in Ottawa Sunday, where he attended events including a reception held by the German ambassador during which he spoke about the importance of liberal democracies.

He was in Burnaby, B.C., and Vancouver on Tuesday, where he toured fuel cell company Cellcentric and attended a roundtable discussion with German and Canadian business representatives.

Official visit to canada.

Topic: Report

23 April 2023 23 April 2023

Federal President Frank-Walter Steinmeier and Elke Büdenbender have traveled to Canada for an official visit from 23 to 27 April at the invitation of Governor General Mary Simon. With his trip to Ottawa, Vancouver and the Arctic, the Federal President paid tribute to the close partnership between Canada and Germany, as well as the cooperation between two liberal democracies, which are tackling the challenges of our time together. This was the Federal President’s first visit to Canada in his political career.

Justin Trudeau, Prime Minister of Canada, welcomes Federal President Steinmeier at Parliament Hill.

Federal President Frank-Walter Steinmeier and Elke Büdenbender have traveled to Canada for an official visit from 23 to 27 April at the invitation of Governor General Mary Simon. With his trip to Ottawa, Vancouver and the Arctic, the Federal President paid tribute to the close partnership between Canada and Germany, as well as the cooperation between two liberal democracies, which are tackling the challenges of our time together: from security policy and resilience to the energy transition and climate change. The Federal President was accompanied by Bettina Stark-Watzinger, the Federal Minister of Education and Research, and a delegation composed of members of Parliament, as well as representatives of the business, academic and cultural communities. This was the Federal President’s first visit to Canada in his political career.

In the capital Ottawa on 23 and 24 April, the Federal President met Governor General Mary Simon and had political talks with Prime Minister Justin Trudeau. He also talked to parliamentarians and representatives of civil society. During a public discussion with students, the Federal President and Prime Minister Trudeau looked at current challenges facing democracy. The second day in Ottawa closed with an evening of culture at the National Arts Centre.

On 25 April, the Federal President traveled on to the port city of Vancouver on Canada’s West Coast to learn more about Canada’s Pacific orientation. To that end, he joined the Premier of British Columbia on a tour of the port and speak to representatives of the local business community. During a guided tour of a fuel cell manufacturer and a visit to see smart energy systems at the University of British Columbia, the focus was on economic and technological cooperation between the two countries.

On the last day of the trip, on 26 April, the Federal President was the guest of Governor General Mary Simon in her homeland in the far north of Canada. Starting off in Yellowknife, the capital of the Northwest Territories, they traveled together to Tuktoyaktuk on the Arctic Ocean coast. There representatives of the Inuit community described the impact of climate change on the Arctic. Coastal erosion and the melting of the permafrost are jeopardising the ecosystem and the livelihood of the Inuit and are aggravating global warming. Joint German-Canadian research projects on the ground, headed by Inuit, are aimed at strengthening the Inuit’s adaptive capacity and at mitigating the consequences of climate change.

The visit of Germany’s president to Metro Vancouver creates a “rare” opportunity for Canadian businesses to speak directly with a key trade partner’s leadership, says a top B.C. executive who hosted the foreign dignitary.

Greater Vancouver Board of Trade CEO Bridgitte Anderson hosted a roundtable discussion headlined by German President Frank-Walter Steinmeier, on the third day of his four-day trip to Canada.

The discussion included about 20 delegates from both Germany and Canada.

The conversation mainly focused on the topics of Indigenous reconciliation, the net-zero economy and reorganizing supply chains in the Indo-Pacific region.

The media was not allowed to attribute quotes to delegates who spoke at the event, but the discussion touched on topics such as balancing the risks and opportunities of doing businesses with China, as well as whether India — which receives a large portion of its military supplies from Russia — is a suitable alternative in creating new value chains.

Anderson says it makes sense that German officials wanted to engage Canada on these issues while in Vancouver as the gateway to the Asia Pacific.

“And that’s important for the Indo-Pacific strategy, but it’s also important for the EU, as well. And having an opportunity to host Germany today, I think, it’s just one example of how we can strengthen trade relations globally with other European partners,” Anderson said in an interview on Tuesday.

Delegates also spent some time talking about how European partners should work with First Nations communities to ensure Indigenous rights are respected for projects involving foreign investment.

Beyond the Board of Trade roundtable, Steinmeier also visited the Burnaby fuel cell company Cellcentric on Tuesday and joined B.C. Premier David Eby on a boat tour of Vancouver Harbour.

Steinmeier was also scheduled to visit the University of B.C.’s Smart Hydrogen Energy District — a soon-to-open hydrogen fuelling station.

Eby says Steinmeier’s visit gives the province a valuable opportunity to create ties — especially given Canada and Germany’s commitment to creating a more sustainable, greener economy through innovation.

“There’s lots for us to talk about,” Eby said. “Germany has a significant amount of foreign direct investment right here in British Columbia. Many German companies (are) operating here. There’s opportunity for increased German investment here in British Columbia.”

According to Statistics Canada, Germany was Canada’s seventh largest source of foreign direct investment in 2021, totally $31.9 billion.

Germany was also Canada’s largest merchandise export market in the European Union last year, Anderson said.

Steinmeier will next travel north to Yellowknife and Tuktoyaktuk on Wednesday for events, including meetings with government officials and a tour of the Canadian Armed Forces’ Joint Operations Centre in the North.

German president ending visit to Canada in Northwest Territories

german president visit to canada

YELLOWKNIFE — Germany’s president is visiting the Northwest Territories for the final leg of his four-day official visit to Canada.

Frank-Walter Steinmeier and his wife, Elke Budenbender, were welcomed at the Yellowknife airport Wednesday morning by territorial commissioner Margaret Thom, Deputy Mayor Stacie Smith and Yellowknives Dene First Nation Chief of N’Dilo Fred Sangris, among other dignitaries.

Steinmeier then joined Gov. Gen. Mary Simon at the Canadian military’s Joint Task Force North headquarters for a tour and briefing with senior officials. Outside, federal government employees formed a picket line as part of a countrywide strike involving more than 150,000 Public Service Alliance of Canada workers.

Steinmeier and Simon headed further north Wednesday to the hamlet of Tuktoyaktuk to meet with Indigenous leaders and members of the community.

While in Tuktoyaktuk, they plan to visit the shore of the Arctic Ocean to learn about the effects of climate change and view homes that were relocated due to coastal erosion. They are also set to visit a traditional sod house, known as igluryuaq in Inuvialuktuk, built with sawed drift logs covered with sod clumps for insulation, as well as an ice house that was dug in the permafrost in 1963 that is used to store meat and fish.

Steinmeier and Simon are then scheduled to attend a presentation on the Smart Ice Project, which combines traditional knowledge with modern technology to monitor ice, as well as dog sledding and ice fishing demonstrations. They are to end their time in Tuktoyaktuk by attending a community event at Kitti Hall before returning to Yellowknife via Inuvik.

The House of Commons Standing Committee on National Defence recently released a report on Arctic security and sovereignty with 26 recommendations for the federal government. Those included fast-tracking recruitment of members of the Canadian Armed Forces, tabling timelines to enhance forwarding operating locations in the Arctic, and collaborating with territorial and Indigenous governments to ensure military infrastructure includes dual-use benefits.

Germany and Canada co-operate on security and defence issues as long-standing partners in the North Atlantic Treaty Organization and are both members of the G7 and G20, the Organization for Economic Co-operation and Development and the World Trade Organization.

The German-Canadian High Level Steering Group on Bilateral Cooperation was established in 2021 to strengthen relations between the countries. It brings together senior officials from the Canadian and German governments to strengthen co-operation on areas including peace and security, climate change, energy and natural resources, and innovation, digitalization and the economy.

In March and May 2022, Prime Minister Justin Trudeau and German Chancellor Olaf Scholz agreed to work together to advance the adoption and expansion of carbon pricing and both countries signed onto the G7 Hydrogen Action Pact.

Steinmeier arrived Sunday in Ottawa, where he attended events including a reception held by the German ambassador during which he spoke about the importance of liberal democracies.

On Tuesday, he was in Burnaby, B.C., and Vancouver, where he toured fuel cell company Cellcentric and attended a roundtable discussion with German and Canadian business representatives.

Steinmeier is to depart Yellowknife for Germany on Wednesday evening.

German Chancellor Olaf Scholz will visit Canada to talk Ukraine, energy co-operation

Return of key turbine last month sparked criticism from ukraine.

Prime Minister Justin Trudeau will accompany the chancellor of Germany, Olaf Scholz, on a brief Canadian visit later this month that will include stops in Montreal, Toronto and Stephenville in western Newfoundland, his office announced on Saturday.

Details of the visit were outlined in a release shared by the PMO, which said the Aug. 21-23 visit starts in Montreal, where meetings will take place with German and Canadian business leaders. A tour is also scheduled at a local artificial intelligence institute.

Trudeau and his government have faced criticism over a decision earlier this year to grant a permit exempting Siemens Canada from sanctions against Russia that allow it to return a turbine for use in a pipeline that supplies natural gas to Germany.

The turbine was repaired at a Siemens facility in Montreal and the government defended the move as necessary to secure gas supplies for Europe.

  • Gazprom claims Canada-to-Germany gas turbine transfer not in step with contract
  • Freeland says decision to exempt gas turbines from Russian sanctions 'difficult' but 'right thing to do'

The statement announcing Scholz's tour notes the two leader's visit to Montreal will advance shared priorities between Canada and Germany "including our unwavering support for Ukraine, protecting peace and security in Europe and around the world, and addressing the broader global impacts of Russia's illegal and unjustifiable invasion."

"The leaders will also continue collaboration on ways the two countries can work together to safeguard energy security, and accelerate the global transition to clean energy, including through secure access to key resources like clean hydrogen and critical minerals," the statement read.

Hints of announcement on clean energy

The two leaders will then head to Toronto, where Trudeau will take part in the virtual summit about Russia's annexation of Crimea, followed by an appearance at the Canada-Germany Business Forum.

The trip will conclude with a stop in Stephenville, N.L., where Trudeau and Scholz will attend a hydrogen trade show. The statement notes the two countries also intend to "formally deepen" a shared goal of advancing a clean economy, but offered no other details.

"Germany and Canada are close friends on the world stage. We are tied by our shared commitments to democracy, peace and security, including our support for Ukraine, a clean, healthy future, and an economy that works for people," Trudeau said in the statement.

The statement says the two men will also talk about the automotive sector and climate change.

The prime minister and chancellor last met in June at the G7 Summit in Germany.

While the government's initial explanation for returning the turbine to Russian energy giant Gazprom was about gas supplies, a newly released document prepared by Global Affairs Canada for Foreign Affairs Minister Mélanie Joly suggests jobs and global inflation were also considerations.

  • Worried about a warming world, thousands of Germans reject using LNG — including Canada's
  • Analysis Germany says it has no good alternatives to Russian energy — but not everyone is convinced

The government submitted the "memorandum for action" and the permit itself in Federal Court in response to a legal challenge of the turbine decision filed by the Ukrainian World Congress.

The memo noted the specialized facility in Montreal working on the turbine employs more than 400 "highly skilled" employees and is the only one in the world certified to do maintenance on the equipment.

It also cautioned that not returning the turbine could ultimately weaken support for the Western allies' strong stance on Russia. It said without the turbine, Russia could blame Western sanctions for limiting the Nord pipeline's ability to operate, and that would likely further increase world energy prices and global inflation.
