All ferries that are included here are Govt. Ferries only, which is what you’ll need to get the refund.

There is no other Govt. scheme that offers complete refund of the full trip, some expenses like hotels, small boats (ferries are covered), water sports and entry tickets need to be from your side.

We have listed tour packages at the lowest cost so you can easily afford it by yourself.

What is included?

According to the rule, only expenses related to travel made by rail, road, or air are covered under LTC. We provide the complete breakage of costs with an accepted layout which can be submitted to your office for an LTC claim.

Here is a list of all covered areas:

Sightseeing:

The sightseeing costs i.e. vehicle charges are provided within a KM wise table for accurate pricing.

The table will mention the pricing that we provide for our sightseeing tours which should be either equal or lower to the standard cab costs to destinations in Andaman, defined properly by the Andaman and Nicobar Administration.

There are no additional costs added to it, so you can claim your LTC without any hassle.

To claim LTC, you need to have all transfers to the inter-islands with a Govt. Ferry.

The information about the ticket price timing and the distance will be included in our bill along with the official ferry ticket so you can submit it to your office.

Flight Tickets:

For flight tickets, the information about the itinerary along with the boarding pass needs to be submitted to the government for an easy claim. The provided ticket will be directly from the airline with accurate PNR number.

The maximum amount that can be refunded for flight tickets will be Rs. 25166/- for a one way trip.

The tickets can only be purchased from 2 providers:

The respective Ministries and Departments often check the air tickets submitted by the officials and verify it directly with the airline to match the submitted cost. If any misuse is found, strict action is taken against the central govt. employee directly by the Govt. of India.

‍ How to claim?

LTC for Port Blair and other islands in Andaman can be claimed by submitting the filled LTC form along with proof of travel to your HR or accounts department.

The claim needs to be a valid travel to the destination that you have mentioned in your flight tickets.

The proof of travel consists your traveling journey and other information which can be provided by the tour operator you have selected. Only verified operator registered with the Government can provide a valid one.

Does it cover my family?

Yes, all your family members can be covered in LTC, which includes:

• Children (up to a maximum of 2)

The only condition is that they need to be dependent on you. Moreover, other members of the family such as parents, brothers, and sisters can be added to the claim, only if they are dependent on you.

How agents in Andaman provide full refund under LTC 80?

As discussed earlier, some agents provide complete coverage of the trip under LTC, which is either a fraud or a false claim.

In some cases, we have seen that the agent manually edits the bill of the airline ticket to the maximum amount permissible (25166) and adjusts the price of the trip in it.

This is a complete fraud of the Leave Travel Concession Bill and comes under forgery that can cause a strict legal action under section 420 and can result in suspension of the employee and the desertification of the agent.

Day - 2 (Ahmedabad – Jamnagar)

After breakfast drive to Jamnagar upon arrival visit Ranmal Lake, Ayurved University, Pratap Villas, Bala Hanuman etc. Overnight stay at Jamnagar.

Day - 3 (Jamnagar – Dwarka)

Day - 5 (Somnath – Junagarh)

Day 01: Ahmedabad - Bhavnagar Morning you will depart for Bhavnagar by surface approx. 203 kms/ 04 hrs. Enroute we visit Lothal famous for the excavation sites of Harrappan Civilisation. The excavations have revealed the remains of a well planned city dating to 2 BC. Arrive in Bhavnagar you will check in at your hotel. Afternoon you will proceed for a visit to Takhteshwar Temple, Barton Library & Museum & Gandhi Smriti. Evening you can indulge in some shopping of the famous tie and die fabric of Bhavnagar. Evening will be at your leisure. Overnight at the hotel.

Day 02: Bhavnagar - Palitana - Diu Morning you will depart for Palitana by surface approx. 70 kms /2 hrs. On your arrival you visit the famous pilgrim site - PALITANA. Visit the Jain Temples situated on top of the Shetrunjaya hill. One has to climb 3000 steps to visit these 900 year old temples. Later proceed to Diu by surface approx. approx. 140 kms / 3 hrs. On your arrival in Diu you will check in at your hotel. Evening will be at your leisure. Overnight at the hotel.

Day 03: In Diu Today you will be at leisure for the full day or you can enjoy the beaches, churches and Portuguese Fort of Diu. Evening at leisure. Overnight at the hotel.

Day 04: Diu - Sasangir Morning you will depart for Sasangir by surface ( approx. 128 kms/ 4 hrs). Enroute we visit the temple of Somnath- One of the twelve jyotirlingas. The temple is famous in history for the various invasions on the temple for its wealth. Later proceed to Sasangir which is famous for its Asiatic Lion. Evening will be at your leisure. Overnight at the hotel.

Day 05: Sasangir - Rajkot Early morning go for game viewing in the Gir National Park. Later proceed to Rajkot by surface approx. 90 kms / 2 hrs. Enroute we visit Junagadh famous for its 9thCentury Uparkot Fort &19thCentury Rang Mahal palace. Later proceed to Rajkot. On arrival in Rajkot you will check in at your hotel. Later in the afternoon visit the Watson Museum and Library & Kaba Gandhi No Delo. Evening will be at your leisure. Overnight at the hotel.

Day 06: Rajkot ( Gondal) - Jamnagar Morning you will depart for Jamnagar by surface approx. 86 kms / 02 hrs enroute visiting Naulakha Palace at Gondal. On your arrival in Jamnagar you will check in at your hotel. Evening will be at your leisure or time free to explore the markets of Jamnagar. Overnight at the hotel.

Day 07: Jamnagar - Dwarka - Jamnagar Morning you will proceed for a full day visit to Dwarka approx. 148 kms / 03 hrs one way. Visit the temples in Dwarka. Evening will be at your leisure. Overnight at the hotel.

Day 08: Jamnagar - Bhuj Morning you will depart for Bhuj by surface approx 313 kms / 7 hrs. On arrival in Bhuj you will check in at your hotel. Evening will be at your leisure. Overnight at the hotel.

LTC and Official Tour by Private Airlines allowed now – A walkthrough on latest updates

Central Government Employees can now travel by Private Airlines while availing Leave Travel Concession (LTC) and during Official Tour, if they are otherwise eligible for Air Travel as per LTC Rules and Travel Allowance Rules

Air Travel for Central Government Employees while proceeding on LTC and on official Tour is allowed as per rules and procedures under Leave Travel Concession Rules (LTC) and Travelling Allowance Rules respectively.

The present Air Travel Entitlement for Central Government Employees after implementation of 7th Pay Commission Report relating to Allowances by Govt with effect from 1st July 2017 is as below.

It could be seen that Air travel entitlement when availing LTC will be applicable only to Emplyees drawing pay from Level 9 as against Air travel eligibility on official tour which is applicable for employees from the pay level 6.

Air Travel on LTC and Official Tour – Which Airlines should I book?

Until 16th February 2022, Air Travel on LTC and Offcial Tour could be performed only using Flights operated by Air India, except for certain relaxation given by Govt such as Air Travel allowed for all Central Government Emplyees while proceeding on LTC to NER (North Eastern Region).

Government had also imposed conditions relating to booking of air tickets to the extent that Flight Tickets have to be booked either directly or through three govt approved booking agents only viz., Balmer & Lawrie, IRCTC and Ashok Travels (ITDC).

In view of earlier Govt owned airliner Air India has been taken over TATA recently, this entity will be a private airliner hereafter.

So, Govt has recently come up with an office memorandum (No. 19024/03/2021-E.IV dated 16.02.2022) to the effect that air travel on Government account both Domestic (including LTC) and International travel can be made by private airlines. Howver, Governement still has not withdrawn the condition relating to air ticket booking.

In other words, Air tickets purchased by Government Emplyees through three Govt approved Ticketing Agencies viz., Balmer & Lawrie, IRCTC and Ashok Travels (ITDC), will only be considered for reimbursement of Airfare by Govt under LTC Rules and Travelling Allowance Rules.

Govt’s Order relating to allowing Air Travel through Private Airlines for LTC and offiical Tour is as follows.

OFFICE MEMORANDUM

Subject: Modification of instructions regarding Air Travel on Government account.

The undersigned is directed to refer to this Department’s O.M. dated 31.12.2021 regarding booking of air tickets on Government account after disinvestment of Air India through three authorized agencies viz. Balmer & Lawrie, IRCTC and Ashok Travels. Several references have been received in this Department seeking clarification regarding booking of air tickets for Domestic and International travel by private airlines in view of the disinvestment of Air India.

2. It is clarified that the air travel on Government account both Domestic (including LTC) and International travel can be made by private airlines. Tickets shall be purchased only through the above three authorized agents.

3. This is issued with the approval of the Finance Secretary & Secretary (Expenditure).

WHAT IS LTC 80 TOUR PACKAGES?

LTC 80 is a special type of tour package offered by the Indian Government to its employees who are entitled to travel under the Leave Travel Concession (LTC) scheme. These packages are designed to provide travel options to government employees for both domestic and international destinations at discounted rates. Authorized travel agents, who have been approved by the government, usually offer these packages. The package generally includes return airfare, hotel accommodation, meals, local transportation, and sightseeing tours. It is important to note that LTC 80 packages are exclusively available to Indian Government employees who are eligible for the LTC scheme. GENERAL GUIDELINES FOR AVAILING LTC ELIGIBILTY:

Any employee with one year of continuous service on the date of journey performed by him/his family is eligible. Note: Employees whose spouses are working in Indian Railways/National Airlines are not eligible for LTC. ‘

‘FAMILY’ MEANS

i) Wife, husband, parents, unmarried children (two) of the Government Servant wholly dependent* on the employee irrespective of whether they are residing with him/her or not; ii) Married daughters divorced /separated from their husbands and widowed wholly dependent* on the employee. iii) Unmarried minor brothers as well as unmarried, divorced, separated from their husbands or widowed sisters residing with and wholly dependent* on the employee provided their parents are either not alive or themselves wholly dependent on Govt. Servant. *A member of the family whose income from all sources, including stipend, pension, but excluding Dearness Relief does not exceed Rs 3,500/- p.m. is deemed to be wholly dependent

• Dependent condition does not apply to the Govt. Servant’s spouse.
• Concession can be availed of for self and family separately on different occasions, even in different calendar years of the same block.
• Family can travel in one or more groups; but each group should complete its return journey within six months from the date of its outward journey.
• Can be availed of during any leave including study leave, casual leave and special casual leave.
• Concession for one block can be carried forward to the first year of the next block.

JOURNEY BY AIR:

Journey by Air is permitted to all entitled employees by LTC rules under the following conditions: (i) Travel by Air India only. (ii) In Economy class only, irrespective of entitlement. \ (iii) LTC-80 ticket of Air India only to be purchased. (iv) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC

Entitlement will be the same as for tour/transfer. Reimbursement admissible only in respect of journeys performed by vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or local body. By Rail: All employees are entitled to travel by Rail by entitled class by the shortest route to the destination

TYPES OF LTC

(a) The leave travel concession to hometown shall be admissible irrespective of the distance between the headquarters of the Government servant and his hometown, once in a block of two calendar years. (b) The leave travel concession to any place in India shall be admissible irrespective of the distance of the place of visit from the headquarters of the Government servant, once in a block of four calendar years. Provided that in the case of a Government servant to whom leave travel concession to hometown is admissible, the leave travel concession to any place in India availed of by him shall be in lieu of, and adjusted against, the leave travel concession to hometown available to him at the time of commencement of the journey; (c) A Government servant residing leaving his family at his home town can avail LTC every year to visit his home town by forgoing All India LTC for self and home town/ All India LTC for family (For visit to Jammu & Kashmir, North East Region and Andaman & Nicobar please refer to the attached GOI OM)

NOTE From 1-09-2008, new recruits to the Central Government can travel to their hometown with their families on three occasions and to any place in India on the fourth occasion. This is applicable for the first two blocks of four years after joining the government for the first time. The blocks of four years apply from the initial date of joining, and all other provisions concerning the frequency of travel under LTC remain the same.

WHICH LEAVE IS ADMISSIBLE FOR LTC?

The Leave Travel Concession (LTC) can be availed only during earned leave, casual leave, special casual leave, vacation leave, study leave, maternity leave, and paternity leave. LTC during Leave Preparatory to Retirement (LPR) is permissible if the journey is completed before retirement. Therefore, leave is mandatory for availing the LTC. However, LTC cannot be availed during Child Care Leave.

DECLARATION OF PLACE OF VISIT UNDER LTC TO ANY PLACE IN INDIA

When a government employee or any member of their family intends to avail the concession to visit any place in India, they must declare the intended place of visit in advance to their controlling officer.

CAN LTC BE EXTENDED TO NEXT YEAR?

If a government servant is unable to use their leave travel concession within a particular block of two years or four years, they can avail it within the first year of the next block. However, if they are entitled to LTC to their hometown, they can only carry forward the LTC to any place in India for a block of four years if they have carried forward the LTC to their hometown in respect of the second block of two years within the block of four years.

WHAT ARE THE RULES FOR ENCASHMENT OF EARNED LEAVE ON LTC?

Government employees can encase a maximum of ten days of earned leave when availing of the Leave Travel Concession (LTC), up to a total of sixty days during their entire career. The leave encashed at the time of LTC will not be deducted from the maximum amount of earned leave encashable at the time of retirement. It is also clarified that if both the husband and wife are government servants, then the encashment of leave equal to 10 days at the time of availing of LTC will continue to be available to both, subject to a maximum of sixty days each during their career.

WHAT IS LTC REIMBURSEMENT RULES

Reimbursement under the leave travel concession scheme shall not cover incidental expenses. Incidental expenses and local journeys are not covered under the LTC scheme. The reimbursement for the expenses of the journey will only be allowed for a point-to-point journey on a through ticket over the shortest direct route. The Government employee can claim reimbursement for the travel fare incurred during the journey, including the fare for transport by rail, road, air, or sea. However, expenses incurred on meals, hotel accommodation, sightseeing, local transport, and other related expenses will not be reimbursed under the scheme.

CAN I GET LTC ADVANCE

Government employees can take an advance of up to 90% of the fare for the LTC journey, which can be used for both the outward and return journey if the leave taken or the anticipated absence of family members does not exceed 90 days. However, if the period of leave or anticipated absence exceeds 90 days, then the advance may be drawn only for the outward journey.

COMMENCEMENT OF THE JOURNEY

Both types of LTCs, i.e., Home Town LTC and Anywhere in India LTC, allow the journeys to commence from a place other than the Headquarters and also terminate at that place. However, the concession is limited to the journey between Headquarters and the place of visit only.

VISIT TO THE DECLARED PLACE ESSENTIAL

To claim LTC, it is essential to visit the declared home town or place of visit in India. Failure to visit the declared place will result in the disallowance of the LTC claim.

FORFEITURE OF CLAIM

A claim for reimbursement of LTC expenses must be submitted within three months of completing the return journey. If no advance was drawn, failure to submit the claim within this time frame will result in forfeiture. If an advance was drawn, the claim should be submitted within one month of return, and if not submitted within three months, the claim will be forfeited and the advance will be recovered.

LTC SHALL BE AVAILABLE IN A BLOCK OF 4 YEARS

Leave Travel Concession (LTC) scheme is available in a block of four years. Employees can avail of the scheme once in every four-year block for travel within India or to foreign countries. The current block is 2018-2021, and the next block will be from 2022-2025. If an employee does not avail of the LTC scheme in a particular block year, they cannot carry it forward to the next block year. It is essential to plan and utilize the LTC scheme within the eligible block years.

WHAT IS THE MAXIMUM LTC AMOUNT?

The duration of leave travel concession (LTC) can vary depending on the employee’s entitlement and the purpose of travel. Generally, LTC is granted for a maximum of 17 days for each trip, including the time required for travel. However, this can vary based on the rules and regulations of the organization or department the employee is working for. Additionally, the number of LTC trips that an employee is eligible for within a block of time can also vary. It’s best to check with your employer or HR department for specific details on LTC entitlements for your organization.

CAN I VISIT TWO PLACES IN LTC?

Yes, you can visit two places during your Leave Travel Concession (LTC) journey. However, please note that the concession will only be applicable for travel between the Headquarters and the declared place of visit. If you choose to visit two places, the distance between those two places should be within the distance of the declared place of visit from the Headquarters. Additionally, you would need to provide appropriate documentation and receipts for your travel and expenses incurred for both places to claim reimbursement under LTC.

IS LTC AVAILABLE FOR ANDAMAN AND NICOBAR ISLANDS?

Yes, employees of the Government of India are eligible for Leave Travel Concession (LTC) to visit Andaman and Nicobar Islands as it has been declared a tourist destination by the government. However, the reimbursement of expenses for LTC travel to these islands may be subject to certain conditions and limits, as per the prevailing government guidelines.

CAN IN CLAIM CAR RENTAL CHARGES IN ANDAMAN LTC TOUR PACKAGES

Yes, employees of the Government of India who avail Leave Travel Concession (LTC) to visit Andaman and Nicobar Islands can claim car rental charges as part of their LTC tour package, subject to certain conditions and limits, as per the prevailing government guidelines.

CAN I GO DIGLIPUR IN LTC TOUR PACKAGES

Yes, employees of the Government of India who avail Leave Travel Concession (LTC) can visit Diglipur in Andaman and Nicobar Islands as it has been declared a tourist destination by the government. However, the reimbursement of expenses for LTC travel to Diglipur may be subject to certain conditions and limits, as per the prevailing government guidelines.

DoPT relaxes LTC facility for the government employees to travel by Air to visit J&K, Ladakh, North Eastern Region and Andaman & Nicobar Islands.

Travel relaxation has been extended up to 25th september 2022: dr. jitendra singh government employees can avail ltc for these places in lieu of a hometown ltc for ease of travel, employees can travel to these areas even by private airlines.

DoPT (Department of Personnel & Training) has issued orders relaxing the Leave Travel Concession (LTC) facility for the government employees to travel by Air to visit Jammu & Kashmir, Ladakh, North Eastern Region and Andaman & Nicobar Islands. Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that this relaxation has been extended up to 25th September 2022.

As a consequence, to this circular, Dr Jitendra Singh said that an entitled government official can avail LTC for visiting Jammu & Kashmir, North Eastern Region, Ladakh and Andaman & Nicobar in lieu of a hometown LTC.

In addition, the facility of Air journey to non-entitled government servants will be available for visiting Jammu & Kashmir, North Eastern Region, Ladakh and Andaman &Nicobar Islands. As a further convenience, ease of travel permission is also being granted to undertake journey to these areas by private Airlines, whereas normally a government servant is expected to travel by the state owned Air India, he added.

Pertinent to mention that in relaxation to Central Civil Services (LTC) Rules 1988, the scheme allowing government servants to travel by Air to visit Union Territory of Jammu & Kashmir, Union Territory of Ladakh, the North Eastern States and Union Territory of Andaman & Nicobar Islands has been extended for a period of two years till 25th September 2022.

Describing this as a huge and an exclusive facility for the government employees, Dr Jitendra Singh said that all eligible government servants may avail LTC to visit Jammu & Kashmir or North East or any of these mentioned areas against the conversion of their one Home Town LTC in a four-year block. However, the government servants whose hometown and place of posting is the same, are not allowed this conversion. He said, such government servants who are not otherwise entitled to travel by Air will also be allowed to travel by Air, under the norms of this scheme, in Economy class by any Airlines, subject to the maximum fare limit of LTC-80 scheme.

Ever since the Modi government took over in 2014, said Dr Jitendra Singh, it has been the direction of Prime Minister Narendra Modi to give priority to the far flung and difficult regions, and do whatever possible for ease of living and ease of governance in these areas.
