Joint Statement: Visit of Prime Minister to the United Arab Emirates (February 13-14, 2024)

President of the United Arab Emirates, His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on February 13, 2024. President His Highness Sheikh Mohamed bin Zayed Al Nahyan welcomed Prime Minister Narendra Modi to the UAE and expressed his appreciation for accepting the invitation to speak at the World Government Summit 2024 in Dubai on February 14, 2024.

The two leaders underlined that this was the seventh visit of Prime Minister Shri Narendra Modi to the UAE in the last nine years. The Prime Minister last visited the UAE on December 1, 2023, to participate in the UNFCCC COP28 conference in Dubai, where he met with UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan on the sidelines. During that visit, India applauded the COP28 presidency for guiding the "COP for Action” and arriving at "The UAE Consensus.” The Prime Minister participated in the COP28 Presidency’s Session on "Transforming Climate Finance”, and together with the UAE President, co-hosted the high-level event on the ‘Green Credits Programme’ on the sidelines of Summit. The leaders also highlighted the four visits of President His Highness Sheikh Mohamed bin Zayed Al Nahyan to India over the past eight years, the latest of which was on January 9-10, 2024, to attend the 10th edition of the Vibrant Gujarat Global Summit, as Chief Guest, and during which he witnessed the exchange of several Memorandums of Understanding on Investment Cooperation, along with Prime Minister Shri Narendra Modi.

The two leaders discussed the India-UAE bilateral relationship, which was formally elevated to a Comprehensive Strategic Partnership during the visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan to India in 2017. They expressed satisfaction on the progress achieved in various sectors, noting that the partnership between the two countries has been significantly expanding over the years.

President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and Prime Minister Shri Narendra Modi witnessed the exchange of the following:

I. Bilateral Investment Treaty II. Inter-Governmental Framework Agreement on the India-Middle East-Europe Economic Corridor (IMEEC) III. Memorandum of Understanding for cooperation on Digital Infrastructure Projects IV. Memorandum of Understanding in the field of Electricity Interconnection and Trade. V. Memorandum of Understanding for cooperation with the National Maritime Heritage Complex, Lothal at Gujarat. VI. Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India. VII. The two leaders endorsed the efforts from both sides to strengthen the strong economic and commercial cooperation and explore new areas of collaboration. They welcomed the strong growth witnessed in the UAE-India trade relations since the entry into force of the Comprehensive Economic Partnership Agreement (CEPA) on May 1, 2022. As a result, the UAE is India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner, with the bilateral trade rising to USD 85 billion in 2022-23. In this regard, the leaders expressed optimism regarding elevating the bilateral trade to USD 100 billion well ahead of the target year 2030. The two leaders also acknowledged the formal unveiling of the UAE-India CEPA Council (UICC), which stands as an important development in the bilateral trade partnership.

The leaders noted that the Bilateral Investment Treaty will be a key enabler for further promoting investments in both countries across sectors. The UAE was also the fourth largest investor in India in 2023 and the seventh largest source of Foreign Direct Investment overall. They highlighted that India has signed both the Bilateral Investment Treaty and a Comprehensive Economic Partnership Agreement with the UAE, reflecting the uniqueness and depth of the bilateral economic engagement between the two countries.

The leaders underscored the importance of a well-functioning and equitable multilateral trading system in fostering global economic prosperity and resilience, and stressed the importance for the 13th WTO Ministerial Conference, taking place in Abu Dhabi from 26 to 29 February 2024, to achieve a meaningful outcome that serves the interests of all WTO Members and strengthens the rules-based trade order.

The leaders welcomed the decision to create Bharat Mart at Jebel Ali, which will further promote bilateral trade and serve as a platform for enhancing the utilization of CEPA by leveraging the strategic location of Jebel Ali port. They noted that Bharat Mart would support micro, small and medium sector enterprises from India by providing them an effective platform to reach out to international buyers and promote their products across Middle East, Africa, and Eurasia.

The leaders appreciated the deepening of economic engagement in the financial sector. They also welcomed the Agreement on interlinking the national payment platforms – UPI (India) and AANI (UAE), which will facilitate seamless cross-border transactions between the two countries.

The two leaders discussed ways to enhance their bilateral partnership in the energy sector, which includes oil, gas, and renewable energy. They acknowledged the recent signing of two new long-term LNG supply agreements between ADNOC Gas and Indian Oil Corporation Ltd and Gas Authority of India Ltd (GAIL) for 1.2 MMTPA and 0.5 MMTPA, respectively. These agreements mark the beginning of a new era in the energy partnership between the two countries, and both leaders encouraged the companies to explore more such opportunities. Furthermore, the two sides agreed to advance their cooperation in hydrogen, solar energy, and grid connectivity.

The leaders acknowledged that the Memorandum of Understanding in the field of Electricity Interconnection and Trade signed today opens a new area of energy cooperation between the two countries, which will also bring to life the Green Grids – One Sun One World One Grid (OSOWOG) initiative launched during by Prime Minister Shri Narendra Modi during COP26. . They expressed confidence that the MoU would further boost energy cooperation and connectivity between both countries.

Prime Minister Shri Narendra Modi thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his personal support and for his graciousness in granting the land for the construction of the BAPS Temple in Abu Dhabi. Both sides noted that the BAPS Temple is a celebration of UAE-India friendship, deep-rooted cultural bonds uniting the two nations, and also an embodiment of the UAE’s global commitment to harmony, tolerance and peaceful coexistence.

Both leaders noted that the cooperation protocol between the National Archives of the two countries and the MoU for cooperation with National Maritime Heritage Complex at Lothal, Gujarat will help in restoring the centuries old roots of India-UAE relationship and preserving the treasures of shared history.

The two leaders appreciated the commencement of the first Master’s program in Energy Transition and Sustainability by the Indian Institute of Technology (IIT) Delhi in Abu Dhabi, the first IIT in the Middle East. They reiterated the shared commitment of both countries for cooperation in education and research with a focus on advanced technologies, Artificial Intelligence, and sustainable energy.

The two leaders reviewed the progress of establishing the UAE-India Culture Council Forum and the membership of the council from both sides. The two leaders also emphasized the role of cultural and knowledge diplomacy in shaping a deeper mutual understanding that benefits both nations.

The leaders welcomed the MoU for creation of an intergovernmental framework between India and UAE on the India-Middle East-Europe Economic Corridor IMEEC, which reflected the lead taken by the UAE and India in furthering regional connectivity. The main elements of the Framework include development and management of a logistics platform, including a digital ecosystem, and provision of supply chain services to handle all types of general cargo, bulk, containers and liquid bulk in order to enable IMEEC. This will be the first agreement under the IMEEC initiative, launched on the side-lines of G20 Leaders’ Summit in New Delhi.

The leaders welcomed the MoU to jointly explore, assess and evaluate investment cooperation in the digital infrastructure sector. This MoU was signed by the Ministry of Investment of the UAE and the Ministry of Electronics & Information Technology of the Republic of India and focuses on creating strong and effective collaboration by building relationships between public and private organisations in the UAE and India. It aims to explore and evaluate the possibility of establishing a supercomputer cluster in India and data centre projects in India.

pm uae visit

pm uae visit

India-UAE Joint Statement during the visit of PM to UAE

facebook

President of the United Arab Emirates His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on 15 July 2023.

Both sides noted that this was the fifth visit of Prime Minister Shri Narendra Modi to the UAE in the last eight years. Prime Minister Modi last visited the UAE in June 2022 when he visited Abu Dhabi to meet HH Sheikh Mohamed bin Zayed Al Nahyan to convey his greetings as His Highness assumed the presidency of the UAE. In 2015, Prime Minister Modi became the first Prime Minister of India to visit the UAE in 34 years. This visit was followed by the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2016, then in 2017, when HH Sheikh Mohamed bin Zayed Al Nahyan was the Chief Guest at India’s Republic Day celebrations. Moreover, the India-UAE relationship was formally elevated to a Comprehensive Strategic Partnership during the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2017.

The leaders expressed satisfaction that UAE-India relations have witnessed tremendous progress on all fronts. India-UAE trade rose to USD 85 billion in 2022, making the UAE India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner. In February 2022, India became the first country with which the UAE signed a Comprehensive Economic Partnership Agreement (CEPA). Bilateral trade has increased by approximately 15% since the entry into force of the CEPA on 1 May 2022.

The leaders noted the significant global roles played by both countries in 2023, with India’s presidency of the G20 and the UAE’s presidency of COP28. The UAE side appreciated the hosting of the Voice of Global South Summit by India in January 2023. The Indian side also commended the UAE for its instrumental role in promoting the Global South’s interests at COP28 and making COP28 a “COP of action.” Both sides also looked forward to further cooperation in plurilateral fora such as I2U2 and the UAE-France-India trilateral cooperation initiative. They noted that such platforms provide greater opportunities for both countries to elevate the partnership to new heights.

Today, in Abu Dhabi, the President of the UAE HH Sheikh Mohamed bin Zayed Al Nahyan and the Hon’ble Prime Minister of India Shri Narendra Modi witnessed the following: I. The signing of a Memorandum of Understanding for the establishment of a framework to promote the use of local currencies (INR-AED) for cross-border transactions by Governors of the respective Central Banks.

II. The signing of a Memorandum of Understanding on interlinking payment and messaging systems by Governors of the respective Central Banks.

III. The signing of a Memorandum of Understanding for planning to establish Indian Institute of Technology – Delhi in Abu Dhabi.

The leaders discussed that developing the Local Currency Settlement System between the two countries to settle bilateral trade is a reflection of mutual confidence. Moreover, it underlines the robustness of the economies in both countries and enhances the economic engagement between the UAE and India. The leaders expressed their interest in strengthening cooperation in the payment systems area by enabling integration between their instant payment systems to process cross-border transactions between the UAE and India more efficiently. Such cooperation will also include the mutual acceptance of domestic card schemes by interlinking national card switches. Integration between these systems will enhance access to payment services for the benefit of the citizens and residents of the two countries.

The leaders reiterated their resolve to further strengthen investment ties between the two countries. In this context, they appreciated the efforts of the bilateral High-Level Joint Task Force of Investments. They acknowledged that the UAE became the fourth largest investor in India in 2022-2023, compared to the seventh in 2021-2022. They appreciated the plan of Abu Dhabi Investment Authority (ADIA) to set up a presence in Gujarat International Finance Tec-City (GIFT City), a financial free zone in Gujarat, in the next few months. This will further facilitate investment opportunities for the UAE in India.

The leaders also discussed the significance of the tripartite MoU between the Ministry of Education of India, Indian Institute of Technology (IIT Delhi) and Abu Dhabi Department of Education & Knowledge (ADEK) for the establishment of IIT Delhi – Abu Dhabi. In February last year, during the Virtual Summit between the two leaders, they agreed to establish the Indian Institute of Technology in the UAE. Both sides have worked tirelessly over the past two years to make this vision a reality. The two leaders expressed their endorsement and approval that IIT Delhi – Abu Dhabi will become operational by January 2024 by offering a Master’s program in Energy Transition and Sustainability. Other Bachelor, Master’s and Ph.D. Level programs are expected to be offered from September 2024, in addition to establishing research centers in the fields of sustainable energy, climate studies, computing, and data sciences.

The leaders resolved to further enhance bilateral partnership in the energy field, both in oil, gas, and renewable energy. Both sides will take forward their cooperation in Green Hydrogen, solar energy and grid connectivity. Both sides also agreed to increase investment across the energy spectrum, including in India’s Strategic Petroleum Reserve Programme.

The leaders acknowledged the joint work on issues of climate change, particularly during India’s presidency of the G20 and the UAE’s presidency of COP28. They resolved to work together to make COP28 a success for all.

Recognizing the importance of food security, the leaders reiterated their resolve to promote the reliability and resilience of food supply chains and expand food and agriculture trade, including through food corridors projects in India. The UAE side will complete its consultations with various Indian stakeholders swiftly for the early realization of projects in this area.

The leaders highlighted the importance of the health sector and scope of cooperation bilaterally and in third countries by energizing ongoing health cooperation and further diversifying it. The potential of both countries to become a reliable alternative in global health supply chains of vaccines and medicines was highlighted. Opportunities for collaboration in the growing health infrastructure in the UAE and India were also discussed.

The leaders noted that people-to-people contacts, which date back centuries, are one of the strongest and most important pillars of the historic India-UAE ties. The UAE expressed appreciation that the large Indian diaspora continues to play a significant role in the society and economy of the UAE and further reinforces bilateral relations.

The leaders agreed to further strengthen bilateral collaboration to strengthen maritime security and connectivity in the region to promote prosperity in India, the UAE, and the shared neighborhood. They also agreed to enhance defense exchanges, sharing of experiences, training, and capacity building.

The leaders reaffirmed their joint commitment to the fight against extremism and terrorism, including cross-border terrorism, in all forms, at both the regional and international levels. They agreed to further deepen their bilateral cooperation in the fight against terrorism, terrorist financing, and extremism. In this context, they emphasized the importance of promoting the values of peace, moderation, coexistence, and tolerance among peoples and stressed the need for all forms of extremism, hate speech, discrimination, and incitement to be renounced.

Both leaders emphasized the importance of multilateralism and called for collective action to promote a just, rules-based global order. The two leaders also expressed satisfaction on the coordination between the two sides on UN Security Council matters, especially in 2022, when both countries served as non-permanent members of the UNSC. Prime Minister Modi commended the UAE’s achievements during the UAE’s term as an elected member of the Security Council. The UAE reiterated its endorsement of India’s bid for permanent membership of the reformed UNSC.

Prime Minister Modi thanked HH Sheikh Mohamed bin Zayed Al Nahyan for his warm hospitality to his delegation. Prime Minister Modi is looking forward to the participation of HH Sheikh Mohamed bin Zayed Al Nahyan in the G20 Leaders’ Summit on 9-10 September 2023 in New Delhi.

Both leaders reaffirmed their commitment to further strengthening the Comprehensive Strategic Partnership, exploring emerging areas of collaboration, and promoting peace, stability, and prosperity in the region and beyond.

The visit also saw delegation-level talk on strengthening bilateral cooperation in key areas including trade, energy, defence and food security.

The UAE and India entered into a Comprehensive Economic Partnership Agreement (Cepa) trade deal in May 2022.

The agreement saw a reduction, or in some cases a waiving, of tariffs on more than 80 per cent of UAE goods which were imported to India.

A joint committee was established between the nations to improve market access and assess, revise and propose amendments to the Cepa.

The first meeting of the joint committee saw a target being set of of $100 billion in non-oil trade by 2030.

Bilateral non-oil trade between the UAE and India reached $50.5 billion, a 5.8 per cent annual increase, in the first 12 months of the agreement, The National reported in June.

“Bilateral trade is currently at a very strong $85 billion, making the UAE India's third-largest trading partner, and India's second-largest export destination.

“Also, very substantial sums of foreign direct investment flows from UAE to India. The UAE is the fourth-largest overall investor in India.”

Bilaterals, Hindu temple opening and more: Why Modi's visit to UAE is crucial

Bilaterals, Hindu temple opening and more: Why Modi's visit to UAE is crucial

The next two days are going to be busy for Prime Minister Narendra Modi.

He is heading to the United Arab Emirates today for two days and will hold bilaterals, boosting cooperation in energy, ports, digital infrastructure and investment flows.

According to the Ministry of External Affairs (MEA), it is the prime minister’s seventh visit to the UAE since 2015 and the third in the last eight months.

Let’s take a look at the agenda of the PM’s visit and why this visit is significant.

What to expect from PM Modi’s UAE visit

In the UAE, the Prime Minister is expected to hold bilaterals with President Sheikh Mohamed bin Zayed Al Nahyan and Sheikh Mohammed bin Rashid Al Maktoum, the vice president, prime minister and defence minister of the UAE, inaugurate the grand BAPS Hindu Mandir in Abu Dhabi, and meet the diaspora.

The announcement of the Prime Minister’s visit comes soon after UAE president Al Nahyan visited India in September for the G20 Leaders Summit and attended as the Chief Guest at the 10th Vibrant Gujarat Global Summit in January.

PM Modi has worked towards building stronger ties with the UAE ever since his landmark visit to the West Asian country in August 2015. The two countries are also among each other’s top trading partners with a bilateral trade of about $85 billion in 2022–23, according to official data.

During the visit, PM Modi will hold a bilateral meeting with the UAE president, discussing ways to further deepen, expand, and strengthen the strategic partnership between the countries and exchange views on regional and international issues of mutual interest, according to the MEA.

Following the talks, the two sides are likely to ink a number of agreements to shore up cooperation in several key areas. Modi and Al Nahyan are also likely to exchange views on regional and international issues of mutual interest.

The prime minister will also meet with Sheikh Mohammed bin Rashid Al Maktoum, the vice president, prime minister, and defence minister of the UAE.

At his invitation, the Indian premier will also participate in the World Government Summit 2024 on Wednesday in Dubai as the guest of honour and deliver a special keynote address at the summit.

PM Modi will inaugurate the BAPS Mandir , the first Hindu temple in Abu Dhabi.

Modi is also set to give a speech to over 40,000 people today at a stadium event in Abu Dhabi’s Zayed Sports City at an event called “ Alhan Modi ” (Welcome Modi in Arabic). For those who have watched India-UAE ties for the past ten years, this should come as no surprise.

Why the visit is significant

With the latest visit, PM Modi aims to focus on boosting cooperation in areas of energy, ports, fintech, digital infrastructure, railways and investment flows.

Foreign Secretary Vinay Kwatra, addressing a press conference, said both sides are looking at firming up understandings in areas of ports, logistics, energy security, energy trade and digital domain, among others. He added the two sides are also examining possible cooperation in the areas of maritime heritage as well as fintech products and railways.

“We are also looking to see if we can arrive at an understanding on investments in the field of digital infrastructure, arrangements for the protection and promotion of capital flows,” he said, adding that there may be some understanding for cooperation in the domains of ports and maritime sphere.

“Since digital cooperation between our two economies is an important element of the partnership, we are also looking to see if we can arrive at an understanding on investments in the field of digital infrastructure,” he said.

Kwatra said the two sides are also examining possible cooperation in the areas of maritime heritage as well as on fintech products and railways.

“Currently, the two sides are busy discussing various agreements that could be finalised during the visit,” Kwatra said, adding he was not in a position to share more details.

How India-UAE relations have grown stronger

India-UAE bilateral relationship have strong ties, dating all the way back to 3,000 BC.

According to Moneycontrol , the two countries were a part of the trade trio of Meluha, which many scholars identified as the Indus Valley Civilisation, present-day Indian subcontinent, Magan (Oman and parts of the UAE), and Dilmun (Bahrain and parts of Saudi Arabia). Although evidence of this ancient trade can be found in the discovery of valuable goods and spices in Roman settlements along Egypt’s Red Sea coast, the relationship between the UAE and India has grown since HH Sheikh Zayed Bin Sultan Al Nahyan became ruler of Abu Dhabi in 1966 and the UAE Federation was founded in 1971.

However, things changed when the IC 184 hijacking happened in December 1999. According to Shishir Gupta’s article in Hindustan Times , when the incident took place, “the Indian ambassador wasn’t even allowed to go into the air base where the hijacked flight was landed before it took off for Kandhar.”

Consequently, the article claims that as soon as PM Modi assumed office in India, he made it a point to establish relations with the Gulf nations.

“The initial forays were made at the level of intelligence officials, at the levels of the national security advisor, at the level of then foreign secretary, S Jaishankar. When we reached out to the UAE, its leaders said very clearly that ‘you have been viewing us from the prism of Pakistan, we look at you bilaterally’. And that is where it all started. Then we started to engaged bilaterally,” the piece noted.

Modi’s visit to the UAE in 2015 was the first by an Indian PM in 34 years, paving the way for subsequent visits and expanded cooperation in various spheres. Leading up to this visit, both leaders engaged in multiple high-level visits.

In 2017, President Al Nahyan was even invited on Republic Day as a chief guest.

By 2022, bilateral relations had been elevated, with both of them signing the Comprehensive Economic Partnership Agreement (CEPA). According to ANI , the trade between India and the UAE has grown by 16 per cent to reach $85 million in 2022-23.

Last year, numerous agreements and MOUs were signed during Modi’s visit to Abu Dhabi, covering areas such as local currency settlement, payment and messaging systems, renewable energy, and innovative healthcare.

One of the UAE’s significant investments includes the opening of an office by the Abu Dhabi Investment Authority in GIFT City.

The two countries also enjoy strong multilateral relations, with Modi given the special status of being the only Head of State/Head of Government last year to address the ceremonial opening of the COP28 Plenary for that national statements.

With India’s support, the UAE became a permanent member of BRICS on 1 January this year, and joined the Shanghai Cooperation Organisation (SCO) as a Dialogue Partner in May last year.

PM Modi UAE visit: 10 pacts signed between India, UAE

PM Modi in UAE: India and the UAE have signed 10 agreements to collaborate in areas such as energy, infrastructure, investments, and archive management, as announced by Foreign Secretary Vinay Kwatra on Wednesday. These agreements were signed during a meeting between Prime Minister Narendra Modi and UAE President Sheikh Mohamed bin Zayed Al Nahyan.

The MoU in the field of electricity interconnection and trade will focus on green hydrogen, energy storage, and cooperation on energy security and trade. The Inter-governmental Framework Agreement concerning Cooperation for the Empowerment and Operation of the India-Middle East-Europe Economic Corridor (IMEC) aims to enhance regional connectivity.

The primary aspects of the recently signed agreement encompass collaboration on logistics platforms and supply chain services for all kinds of general cargo, bulk containers, and liquid. This cooperation is seen as vital to advancing the goals of the specific corridors.

One of the objectives is to expedite the operation of the IMEC and enhance regional connectivity amongst the concerned parties, said the spokesperson. The announcement of the corridor was made in New Delhi during the G20 summit held in September. The IMEC, anticipated as an alternative to China's Belt and Road Initiative (BRI), will link India, the United Arab Emirates, Saudi Arabia, Jordan, Israel, and Europe.

Foreign Secretary Kwatra announced that the Memorandum of Understanding (MoU) on Cooperation in Digital Infrastructure projects will establish a comprehensive cooperation framework. This includes investment cooperation in the digital infrastructure sector and the exchange of technical knowledge and skills. Government and regulatory authorities will form partnerships under this MoU, focusing on high power computing, digital innovation, and data management platforms.

Kwatra also mentioned that the Bilateral Investment Treaty will strengthen a broad-based investment partnership. It will not only protect existing investments but also promote further capital flows between the two economies.

The MoU on the Development of the National Maritime Heritage Complex (NMHC) aims to foster engagement between the two countries to support the Maritime Heritage Complex at Lothal, Gujarat. Both parties will collaborate extensively to develop this project, as stated by the foreign secretary.

The Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India will establish expansive bilateral cooperation in the field of restoration and preservation of archival material. This protocol will also bolster cooperation in archives management via the exchange of expertise, historical information, research, and studies.

Additionally, the agreement on the interlinking of the instant payment platforms, UPI of India and AANI of UAE, will enable seamless cross-border transactions. An agreement on interlinking domestic debit/credit cards, RuPay of India with JAYWAN of UAE, was highlighted as a significant step in fostering financial sector cooperation, which will boost the universal acceptance of RuPay across the UAE.

Q1)  What is UNFCCC?

The UNFCCC stands for the United Nations Framework Convention on Climate Change. It is an international environmental treaty that was adopted at the Earth Summit in Rio de Janeiro, Brazil, in 1992. The UNFCCC aims to address global climate change and its impacts by promoting cooperation among countries.  The ultimate objective of the UNFCCC is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system. It recognizes that climate change is a global issue and that its effects are felt by countries worldwide, but the responsibility for addressing it differs between developed and developing countries.

Q2) What is Indian Strategic Petroleum Reserves Ltd. (ISPRL)?

Indian Strategic Petroleum Reserves Ltd. (ISPRL) is a special purpose vehicle (SPV) established by the Government of India under the Ministry of Petroleum and Natural Gas. It is responsible for building and maintaining strategic petroleum reserves (SPRs) in India.   The primary objective of ISPRL is to ensure energy security and to mitigate any potential disruptions in oil supplies. India, as one of the world's largest consumers of oil, recognizes the importance of having strategic reserves to safeguard against supply disruptions caused by geopolitical events, natural disasters, or any other emergencies that may impact oil availability.

Indian Prime Minister Narendra Modi will visit the UAE on June 28, India's Ministry of External Affairs said.

The prime minister will travel to the UAE from Germany, where he will participate in the G7 Summit. During the visit, PM Modi will pay his condolences on the demise of the late His Highness Sheikh Khalifa bin Zayed Al Nahyan.

"After attending the G7 Summit, the Prime Minister will be travelling to UAE on June 28 to pay his personal condolences on the passing away of Sheikh Khalifa bin Zayed Al Nahyan, the former UAE President. The PM will also take the opportunity to congratulate His Highness Sheikh Mohamed bin Zayed Al Nahyan on his election as the new President of UAE and Ruler of Abu Dhabi," the ministry said.

The Indian prime minister will be the latest world leader to pay tribute to the late Sheikh Khalifa.

"The Prime Minister will depart from UAE the same night on June 28," the ministry added.

Modi's first visit after CEPA signing

Modi was expected to travel to the UAE earlier this year in January, but the trip was postponed. The UAE-India Comprehensive Economic Partnership Agreement was expected to be inked during that visit. However, the deal was signed in February during a virtual summit witnessed by Sheikh Mohamed and PM Modi. The historic agreement aims to take the bilateral trade to $115 billion in five years, further securing India's place as one of the UAE's most significant and trusted commercial partners.

PM Modi's visit will be the first after the signing of the deal, which has been witnessing strong momentum between the two nations, with bilateral ministerial meetings and outreach programmes underway on the benefits of the free trade deal.

In 2021, India was the second-largest trading partner of the UAE. It accounted for 9 per cent of the total volume of the UAE's trade with the world, and 13 per cent of the UAE's non-oil exports, while the non-oil foreign trade between the two countries in 2021 reached Dh165 billion, a growth of 66 per cent compared to 2020.

High-level bilateral visits have been taking place regularly, with top ministers and business delegations holding meetings and exploring new growth verticals.

Last month, Dr Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology and Special Envoy for Climate Change, held a series of meetings with government and business leaders in India, focused on opportunities within the energy transition and industrial growth.

The visit comprised bilateral meetings with senior Indian government officials, including S. Jaishankar, Minister of External Affairs; Piyush Goyal, Minister of Commerce and Industry, Consumer Affairs and Food and Public Distribution and Textiles; and Bhupender Yadav, Minister of Environment, Forest and Climate Change, and Minister of Labour and Employment.

Strong ties in good, difficult times

Sheikh Mohamed and PM Modi share cordial and close ties. While Modi visited the UAE in 2015, 2018, and 2019, Sheikh Mohamed travelled to India in 2016 and 2017.

During the last visit by Modi, he was honoured with the UAE's highest award, the 'Order of Zayed'. Also, in an unprecedented gesture, India declared a day of national mourning on May 14 as a mark of respect to the late UAE President.

The Indian national flag flew at half-mast on the day of mourning throughout the country on all government buildings, and there was no official entertainment on that day.

"We will always remember his contribution to our bilateral relations and the welfare of the Indian community in the UAE. My condolences to His Highness' family, the government and the people of the UAE in this hour of grief," India's President Ram Nath Kovind tweeted.

Expressing deep grief over the passing away of the late President, Modi described Sheikh Khalifa "as a great statesman and a visionary leader under whom India-UAE relations prospered. May he rest in peace. The heartfelt condolences of the people of India are with the people of UAE."

India had sent its vice President Naidu as world leaders gathered in the country to pay homage.

Meanwhile, India also welcomed the new President of the UAE.

PM Modi congratulated Sheikh Mohamed bin Zayed Al Nahyan on his election as the UAE's President.

"My best wishes to the Ruler of Abu Dhabi, His Highness Sheikh Mohamed bin Zayed Al Nahyan on being elected as the new President of the UAE," Modi tweeted from his official Twitter account.

"I am confident that under his dynamic and visionary leadership, our Comprehensive Strategic Partnership will continue to deepen," Modi added.

Another former US State Department official alleges Israeli military gets ‘special treatment’ on abuses

  • “In my experience, Israel gets special treatment that no other country gets,” says Charles O. Blaha, former director of a State Department security and human rights office
  • Late last year, Josh Paul resigned as a director overseeing arms transfers to other countries’ militaries in October in protest of the US rushing arms to Israel amid its war in Gaza

WASHINGTON: A former senior US official who until recently helped oversee human-rights compliance by foreign militaries receiving American military assistance said Wednesday that he repeatedly observed Israel receiving “special treatment” from US officials when it came to scrutiny of allegations of Israeli military abuses of Palestinian civilians.

The allegation comes as the Biden administration faces intense pressure over its ally’s treatment of Palestinian civilians during Israel’s war against Hamas in Gaza. And it matters because of who said it: Charles O. Blaha.

Before leaving the post in August, he was a director of a State Department security and human rights office closely involved in helping ensure that foreign militaries receiving American military aid follow US and international humanitarian and human rights laws.

Blaha said his departure from the State Department after decades of service was not related to the US-Israeli security relationship. He is the second senior State official involved in that relationship to assert that when it comes to Israel, the US is reluctant to enforce laws required of foreign militaries receiving American aid.

“In my experience, Israel gets special treatment that no other country gets,” Blaha said. “And there is undue deference, in many cases, given” to Israeli officials’ side of things when the US asks questions about allegations of Israeli wrongdoing against Palestinians, he added.

He spoke to reporters at an event where he and other members of an unofficial, self-formed panel of former senior US civilian and military officials released a report pointing to civilian deaths in specific airstrikes in Gaza. They said there was “compelling and credible” evidence that Israeli forces had acted illegally.

Blaha’s comments echoed those of another State Department official and panel member, Josh Paul . Paul resigned as a director overseeing arms transfers to other countries’ militaries in October in protest of the US rushing arms to Israel amid its war in Gaza.

Asked about the allegations from the two, a State Department spokesman, Vedant Patel, said “there is no double standard, and there is no special treatment.”

Israeli officials did not immediately respond to a request for comment. Israel consistently says it follows all laws in its use of US military aid, investigates allegations against its security forces and holds offenders accountable.

Israel historically is the United States’ biggest recipient of military aid, and Biden on Wednesday signed legislation for an additional $26 billion in wartime assistance. But Biden has come under growing pressure over that support as Palestinian deaths mount.

The latest Israel-Hamas war began on Oct. 7, when Hamas and Islamic Jihad, two militant groups backed by Iran, carried out a cross-border attack that killed 1,200 people in Israel. Israel responded with an offensive in Gaza that has caused widespread devastation and killed more than 34,000 people, according to local health officials.

In coming days, the administration says it will announce its official findings from reviews it did into allegations of especially serious human rights abuses by specific Israeli military units. Those units would be barred from receiving US military aid if the US review confirms those allegations.

Separately, the Biden administration also is expected to disclose by May 8 whether it has verified assurances from Israel that the country is not using US military aid in a way that violates international or human rights law. Both Israel’s written assurance and the US verification were mandated by a new presidential national security memo that Biden issued in February.

The February agreement was negotiated between the Biden administration and members of his own Democratic Party, who had been pushing for the US to begin conditioning military aid to Israel on improving treatment of Palestinian civilians.

Panel members released their report Wednesday to urge the US to scrutinize specific attacks in Gaza that the former officials argued should lead to a conclusion that Israel was wrong when it confirmed it was complying with the laws. If that determination is made, the US could then suspend military aid.

Wednesday’s unofficial report points to 17 specific strikes on apartments, refugee camps, private homes, journalists and aid workers for which the former US officials and independent experts allege there’s no evidence of the kind of military target present to justify the high civilian death tolls.

They include an Oct. 31 airstrike on a Gaza apartment building that killed 106 civilians, including 54 children. Israeli officials offered no reason for the strike, and a Human Rights Watch probe found no evidence of a military target there, the officials said. Israel has said in many of the instances that it is investigating.

Hamas releases video showing well-known Israeli-American hostage

  • Goldberg-Polin is one of the most recognized captives. Posters with his image are pinned up across Israel

JERUSALEM: Hamas released a hostage video on Wednesday showing a well-known Israeli-American man who was among scores of people abducted by the militants in the attack that ignited the war in Gaza. The video was the first sign of life of Hersh Goldberg-Polin since Hamas’ Oct. 7 attack on southern Israel, and its release ignited new protests in Jerusalem calling on the government to do more to secure the captives’ release. In the video, Goldberg-Polin accused Israel’s government of abandoning the people who are being held hostage by Hamas. He also claimed that some 70 captives have been killed in Israel’s bombing campaign. Goldberg-Polin was clearly speaking under duress, and the claim could not be independently verified. It was not clear when the video was made. Goldberg-Polin, 23, was at the Tribe of Nova music festival when Hamas launched its attack from nearby Gaza. In the video, Goldberg-Polin is missing part of his left arm. Witnesses said he lost it when attackers tossed grenades into a shelter where people had taken refuge. He had tied a tourniquet around it before being bundled into the truck by Hamas. Goldberg-Polin is one of the most recognized captives. Posters with his image are pinned up across Israel. His mother, Rachel Goldberg, has met with world leaders and addressed the United Nations. Though there was no date on the video, Goldberg-Polin appeared to reference the weeklong Jewish holiday of Passover, which began on Monday. His parents said they were relieved to see him alive but were concerned about his health and well-being, as well as that of the other hostages. “We are here today with a plea to all of the leaders of the parties who have been negotiating to date,” said his father, Jon Polin, naming Egypt, Israel, Qatar, the United States and Hamas. “Be brave, lean in, seize this moment and get a deal done to reunite all of us with our loved ones and end the suffering in this region,” he said. Hostages’ families have accused Israeli Prime Minister Benjamin Netanyahu’s government of not doing enough to secure the release of their relatives. After the Hamas video was made public, hundreds of Israelis gathered outside Netanyahu’s official residence in central Jerusalem on Wednesday, calling on the government to strike a deal to bring home hostages. Many held posters of Goldberg-Polin, and some of the protesters set cardboard boxes on fire. “We are afraid for his life, so we went to protest and call for the government to do whatever is possible to bring him and everybody else back, as soon as possible,” said one of the marchers, Nimrod Madrer. “Bring them back home,” the crowd chanted. At the nearby Great Synagogue, a large crowd jeered the country’s ultranationalist national security minister, Itamar Ben-Gvir, chanting “shame” as he exited the building following a Passover gathering. One protester banged on Ben-Gvir’s car and was pushed away by police as it drove off. Hamas and other militants abducted around 250 people in the Oct. 7 attack and killed around 1,200, mostly civilians. They are still believed to be holding around 100 hostages and the remains of some 30 others. Most of the rest were freed in November in exchange for the release of 240 Palestinians imprisoned by Israel. Khalil Al-Hayya, a senior Hamas official, said Goldberg-Polin’s family had asked mediators to inquire about his fate for humanitarian reasons. His family was “searching the world for any sign of him,” Al-Hayya said in an interview with Hamas-run Al-Aqsa TV broadcast on Wednesday. Hamas’ armed wing ”sent a strong message by publishing this young man’s message directed at Netanyahu,” Al-Hayya said. The US, Qatar and Egypt have spent months trying to broker another ceasefire and hostage release, but the talks appear to have stalled. Hamas has said it will not release the remaining hostages unless Israel ends the war, which has killed over 34,000 Palestinians, according to local officials. Netanyahu has rejected those demands, and says Israel remains committed to destroying Hamas and bringing all the hostages home. He has come under mounting criticism in Israel, where some say it will be impossible to do both.

Wars in Gaza and Sudan ‘drive hunger crisis affecting 280 million worldwide’

  • New report on global food insecurity says outlook for 2024 is ‘bleak’

JEDDAH: More than 280 million people worldwide suffered from acute hunger last year in a food security crisis driven by conflicts in Gaza and Sudan, UN agencies and development groups said on Wednesday.

Economic shocks also added to the number of victims, which grew by 24 million compared with 2022, according to a report by the Food Security Information Network.

The report, which called the global outlook for this year “bleak,” is produced for an international alliance of UN agencies, the EU and governmental and non-governmental bodies.

Food insecurity is defined as when populations face food deprivation that threatens lives or livelihoods, regardless of the causes or length of time. More geographical areas experienced “new or intensified shocks” and there was a “marked deterioration in key food crisis contexts such as Sudan and the Gaza Strip,” said Fleur Wouterse, a senior official at the UN’s Food and Agricultue Organization.

Since the first report by the Global Food Crisis Network covering 2016, the number of food-insecure people has risen from 108 million to 282 million, Wouterse said. The share of the population affected within the areas concerned had doubled from 11 percent to 22 percent, she said.

Protracted major food crises are ongoing in Afghanistan, the Democratic Republic of Congo, Ethiopia, Nigeria, Syria and Yemen. “In a world of plenty, children are starving to death,” UN Secretary-General Antonio Guterres said.

“War, climate chaos and a cost-of-living crisis, combined with inadequate action, mean that almost 300 million people faced acute food crisis in 2023. Funding is not keeping pace with need.”

According to the report, situations of conflict or insecurity have become the main cause of acute hunger. For 2024, progress would depend on the end of hostilities, said Wouterse, who said aid could rapidly alleviate the crisis in Gaza or Sudan, for example, once humanitarian access to the areas was possible.

Yemen’s Houthis say they targeted American and Israeli ships

  • The Iran-aligned group said it targeted the US ship Maersk Yorktown, an American destroyer in the Gulf of Aden and Israeli ship MSC Veracruz in the Indian Ocean
  • “The Yemeni armed forces confirm they will continue to prevent Israeli navigation,” Sarea said

CAIRO/DUBAI: Houthi militants in Yemen have attacked what they said were two American ships and an Israeli vessel, the group’s military spokesman said on Wednesday, the first such attack in more than two weeks. The Iran-aligned group said it targeted the US ship Maersk Yorktown, an American destroyer in the Gulf of Aden and Israeli ship MSC Veracruz in the Indian Ocean, the spokesman, Yahya Sarea, said in a televised speech. Yemen’s Houthis have been attacking ships in the Red Sea region since November in what they say is a campaign of solidarity with Palestinians fighting Israel in Gaza. “The Yemeni armed forces confirm they will continue to prevent Israeli navigation or any navigation heading to the ports of occupied Palestine in the Red and Arabian Seas, as well as in the Indian Ocean,” Sarea said on Wednesday. Separately, British maritime security firm Ambrey said earlier on Wednesday that it was aware of an incident southwest of the port city of Aden, an area where the Houthis often target ships they say are linked to Israel or the United States. The vessel reported an “explosion in the water” approximately 72 nautical miles east-southeast of Djibouti, an updated advisory from Ambrey said. Houthi attacks have disrupted global shipping through the Suez Canal, forcing firms to re-route to longer and more expensive journeys around southern Africa. The United States and Britain have launched strikes on Houthi targets in Yemen.

Iraq hangs 11 convicted of ‘terrorism’: security, health sources

  • Under Iraqi law, terrorism and murder offenses are punishable by death, and execution decrees must be signed by the president
  • A security source in Iraq’s southern Dhi Qar province told AFP that 11 “terrorists from the Daesh group” were executed by hanging at a prison in Nasiriyah

NASIRIYAH, Iraq: Iraqi authorities have executed at least 11 people convicted of “terrorism” this week, security and health sources said Wednesday, with rights group Amnesty International condemning an “alarming lack of transparency.” Under Iraqi law, terrorism and murder offenses are punishable by death, and execution decrees must be signed by the president. A security source in Iraq’s southern Dhi Qar province told AFP that 11 “terrorists from the Daesh group” were executed by hanging at a prison in the city of Nasiriyah, “under the supervision of a justice ministry team.” A local medical source confirmed that the health department had received the bodies of 11 executed people. They were hanged on Monday “under Article 4 of the anti-terrorism law,” the source added, requesting anonymity due to the sensitivity of the issue. All 11 were from Salahaddin province and the bodies of seven had been returned to their families, the medical official said. Iraqi courts have handed down hundreds of death and life sentences in recent years for people convicted of membership in “a terrorist group,” an offense that carries capital punishment regardless of whether the defendant had been an active fighter. Iraq has been criticized for trials denounced by rights groups as hasty, with confessions sometimes obtained under torture. Amnesty in a statement on Wednesday condemned the latest hangings for “overly broad and vague terrorism charges.” It said a total of 13 men were executed on Monday, including 11 who had been “convicted on the basis of their affiliation to the so-called Daesh armed group.” The two others, arrested in 2008, “were convicted of terrorism-related offenses under the Penal Code after a grossly unfair trial,” Amnesty said citing their lawyer.

Dubai Airports back to normal operations

pm uae visit

  • Dubai Airports is operating at full capacity - manpower, logistics and facilities
  • Thousands of employees across the aviation sector worked together to restore operations and support guests at both DXB and DWC
  • 75,000 welfare packs distributed to disrupted guests
  • A total of 2,155 flights were cancelled and 115 were perted
  • All disrupted guests at Dubai World Central were successfully re-accommodated by 19 April

After the heaviest rainfall the UAE experienced in 75 years Dubai Airports is making remarkable strides in restoring and normalising operations at Dubai International Airport (DXB).

Paul Griffiths, CEO of Dubai Airports said since yesterday, ahead of its recovery schedule, DXB returned to its normal flight schedule and is back to operating around 1,400 flight movements a day.

“With roads in and around the airport 100% clear of water accumulation, our manpower, logistics and facilities are operating as usual again. To have the airport back up and running is no small feat. 2,155 flights were cancelled and 115 were perted. We had to work closely with our airline partners and service providers to rework schedules, boost manpower and look after all those who had been disrupted.

“I’m continuously amazed with the unwavering dedication of our Dubai Airports employees, airline partners, government agencies, commercial partners and service partners. It has been the most challenging adverse weather event we’ve had to navigate, and our people and partners worked tirelessly to keep the operation running and to assist our guests.”

31 flights were perted to Dubai World Central (DWC) and by 19 April, all guests at the airport were successfully supported and continued onwards to complete their travel plans.

Guest welfare remained a key priority throughout the disruption and although there were initial challenges in transporting supplies with road closures around DXB and DWC, over 75,000 food packs were delivered across both airports.

“While certain challenges remain, including processing the baggage backlog, we’re working closely with our service partners but know there’s still more work to be done and once again thank guests for their patience while we work through this,” added Mr. Griffiths.

“We’re deeply saddened by the ongoing impact of the heavy rainfall on affected communities and businesses across the UAE. We’re also supporting our own people who were badly affected by the weather and will continue to support wherever we can.”

As normal operations resume, guests should arrive at their terminal only three hours ahead of their flight departure time to avoid unnecessary congestion and facilitate smoother operations.

U.S. issues travel warning for Israel with Iran attack believed to be imminent and fear Gaza war could spread

By Debora Patta , Tucker Reals

Updated on: April 13, 2024 / 5:25 PM EDT / CBS News

Update: Iran launched drone attacks against Israel on Saturday. Read CBS News'  latest coverage here .

Tel Aviv  — Israel is bracing for a worst-case scenario that U.S. officials believe could materialize within just hours — the possibility of a direct attack on Israeli soil by Iran in retaliation for a strike almost two weeks ago that killed seven Iranian military officers. Iran has vowed to take revenge for Israel killing its commanders, who were hit by an April 1 strike on the Iranian embassy in Syria's capital.

Two U.S. officials told CBS News that a major Iranian attack against Israel was expected as soon as Friday, possibly to include more than 100 drones and dozens of missiles aimed at military targets inside the country. Sources have told CBS News the retaliation could include attacks carried out both by Iranian forces, and proxy groups around the region that it has been funneling additional arms to for weeks.

The officials said it would be challenging for the Israelis to defend against an attack of that magnitude, and while they held out the possibility that the Iranians could opt for a smaller-scale attack to avoid a dramatic escalation, their retaliation was believed to be imminent.

Asked Friday how imminent he believes an attack is, President Biden responded, "I don't want to get into secure information, but my expectation is sooner than later." The president urged Iran not to move forward, saying his message to Tehran was: "Don't."

Tehran has not indicated publicly how or when it will return fire, so it's unclear how far Iran's leaders will go. If they decide to carry out a direct attack on Israel, there's fear it could blow Israel's ongoing war against Iranian ally Hamas up into a much wider regional conflict.

With the Iranian retaliation expected at any time, the U.S. State Department on Thursday warned Americans in Israel not to travel outside major cities, which are better protected from incoming rocket fire by the country's Iron Dome missile defense system. The latest guidance noted that travel by U.S. government employees in Israel could be further restricted with little notice as things develop in the tinderbox region.

"Whoever harms us, we will harm them," Prime Minister Benjamin Netanyahu vowed Thursday as he visited troops at an Israel Defense Forces airbase. "We are prepared … both defensively and offensively."

Iran-Burning Flags Of The U.S. And Israel

On Saturday, all U.S. embassies in the Middle East were put on high alert and required to hold emergency action committee meetings. Diplomats in Lebanon and Israel were specifically told not to travel to certain areas within those countries.

Sima Shine, a security expert and former official with Israel's national intelligence agency Mossad, told CBS News it was a dangerous moment for the region, and the "most worried" she has been. She said anxiety over an all-out war was likely just as high "on both sides, in Israel and in Iran."

If Iran does choose to strike Israel directly, it could involve a complex missile and drone attack similar to the one Iranian forces launched against a Saudi oil facility in 2019 .

"They will try to do it on the military or some military asset," Shine predicted. "But the question will be the damage. If there would be many injured people, killed or injured … I think it has the potential for a huge escalation."

Iran- International Jerusalem Day Rally In Tehran

Shine stressed, however, that she still believes neither side actually wants a regional conflict.

U.S. "really trying to avoid war"

The U.S. sent a senior general to Israel this week to coordinate with the close American ally on any response it might make to an Iranian attack. Speaking Friday on "CBS Mornings," America's top military officer said, "we're really trying to avoid war."

"This is part of the dialogue that I have with my counterparts within the region, to include the Israeli chief of defense, who I talked to yesterday," said Joint Chiefs chairman Gen. Charles Q. Brown, Jr., adding that the U.S. military was "doing things not only to prevent a war, but at the same time, one of my primary things is to make sure all the forces in the region are protected."

"My role, as the chairman of the Joint Chiefs, is to plan and prepare," Brown said. "That's one thing we do very well."

Brown's Israeli counterpart, Chief of the General Staff Lt. Gen. Herzi Halevi, "completed a comprehensive situational assessment on the readiness of the IDF for all scenarios," Israel's military said Friday.

"The IDF is very strongly prepared, both offensively and defensively, against any threat," Halevi was quoted as saying in the statement. "The IDF continues to monitor closely what is happening in Iran and different arenas, constantly preparing to deal with existing and potential threats in coordination with the United States Armed Forces."

The IDF said the visiting U.S. general, Central Command chief Gen. Michael Erik Kurilla, was taking part in the IDF's situational assessment.

The dilemma for Iran, said Israeli expert Shine, is to figure out how to deliver its promised response to Israel's attack in Syria, but in a way that does not lead to further escalation. Likewise, Shine said Israel could choose to show restraint when it responds to whatever Iran eventually does.

If either side gets the balance wrong, the consequences for the region, and even the world, could be dire.
