  • Alberta and British Columbia are issuing the PAL

Key Canadian provinces, i.e. Alberta and British Columbia  are now issuing Provincial Attestation Letter (PAL) from the international students as per the instruction by IRCC in January 2024.

The Immigration Refugees and Citizenship Canada (IRCC) has made the Provincial Attestation letter compulsory along with all Study permit applications by the international students.

  • New AAIP stream

The Alberta Advantage Immigration Program (AAIP) has launched a new immigration stream on March 1, 2024, to help the province’s tourism and hospitality industry address labour gaps and challenges. This stream new stream is, AAIP- Tourism and Hospitality Stream.

Ontario PNP updates- Ontario has released two important updates in February 2024: •    With effect from 26 February 2024, Ontario has made the ‘Applicant Consent Form’ compulsory to submit with all new OINP nomination applications. •    In accordance with recent changes to the policy of IRCC, Ontario PNP will also be accepting the Pearson Test of English (PTE) Core from Pearson Canada. 

International Student Program Reforms Applicable in 2024 •    Canada is improving its International Student Program and hence, announced some key reforms applicable in 2024. A few of these changes are:

  • Cap and provincial attestation letter
  • Post-graduation work permit (PGWP) update for graduates of master’s degree programs 
  • Changes to open work permit eligibility for spouses

IRCC sustaining the six existing Express Entry categories As per the latest declaration, IRCC has admitted sustaining the six existing categories for category-based selection in Express Entry draws in the year 2024.

Canada is now accepting PTE Language test The IRCC has expanded its approval of language proficiency tests for Canadian immigration by including the Pearson Test of English (PTE) Core test with effect from January 30, 2024. You may chose PTE Core when applying for a migration or work visa to Canada  

Key updates for Canada Study visa applicants:

Cost of Living Requirement increased for International Students

The IRCC has announced an increase in the cost-of-living requirement for study permit applicants, with effect from January 1, 2024. Canadian Immigration Minister Marc Miller announced on December 7, 2023, that the new cost-of-living requirement for a single study permit applicant will be $20,635, in addition to first-year tuition and travel costs.

Canadian Immigration Minister provided updates on 3 temporary policies impacting international students:

  • Firstly, the waiver on the 20-hour-per-week off-campus work limit will extend until April 30, 2024, offering flexibility for students and applicants.
  • Secondly, the facilitative measure allowing online study time to count toward a post-graduation work permit will continue for students beginning their programs before September 1, 2024.
  • Also, the temporary policy granting an additional 18-month work permit to post-graduation work permit holders, responding to pandemic-related labour market disruptions, will not be further extended beyond December 31, 2023.

Canada has extended the transition period for distance learning measures to December 2023

  • The Immigration Refugees and Citizenship Canada (IRCC) has announced to extend the distance learning requirements originally introduced during the COVID-19 pandemic. Under the new rule, students who have undertaken less than 50 percent of their PGWP-qualifying studies outside of Canada will remain eligible for a Post-Graduation Work Permit (PGWP) until December 31, 2023.

Canada is set to update its student visa program by introducing the 'Trusted Institution' Tag

  • As part of a bigger initiative directed at modernizing the International Student Program (ISP) (administered by Immigration, Refugees, and Citizenship Canada), the IRCC is planning to introduce a new Trusted Institution framework into its student visa program in the coming year of 2024.

IELTS is now offering One Skill Retake

  • IELTS is now allowing One Skill Retake for IELTS language tests! Hence, now, if you were not able to show your full potential in one of the 4 language skills (Listening, Reading, Writing, or Speaking) on test day, IELTS One Skill Retake can help you get back on track.

Canada is now accepting four new language tests for  Student Direct Stream

  • Starting from August 10, 2023, Immigration Refugees and Citizenship Canada (IRCC) is accepting 4 newly approved English language tests for Canada Student Direct Stream (SDS) applicants.
  • Category-based selection: On 31 May 2023, the IRCC has announced category-based selection for federal Express Entry System. This means now the IRCC will hold category based express entry draws. The categories decided for year 2023 are as follows:
  • A strong French language proficiency or
  • science, technology, engineering, and mathematics (STEM) professions
  • trades, such as carpenters, plumbers and contractors
  • agriculture and Agri-food
  • IRCC approved PTE: The IRCC has approved the Pearson Tests of English (PTE) for skilled migration and Student Direct Stream. It is likely to be applicable in late 2023…. Read more

As part of 16 Days of Activism Against Gender-based Violence by Canada, MP for Halifax West, Lena Diab, announced federal government’s determination to renew up to $5.8 million in funding till year 2025 for ten projects supported under the RNWP (Racialized Newcomer Women Pilot)
  • Canada helping internationally educated professionals to work in Health Sector of Canada. Canada’s healthcare sector is undergoing grave labour shortages, intensified by the global pandemic. Canadian government need skilled, qualified and trained workers to fill these vacancies. To address shortages, government is investing in projects, which will provide internationally educated health professionals (IEHP) the support and experience required to follow opportunities in the areas where the Canada need their skills most.
  • Canada is extending work permits to family members of TFWs. Canadian Immigration Minister Sean Fraser has announced to extend work permits to family members of temporary foreign workers
  • Canadian Armed forces now hiring PR holders: Canada’s Armed Forces (CAF) have announced to recruit the permanent residents in Canada. The CAF has recently announced it via an Instagram post. The CAF announced that they are now hiring both Canadian citizens and permanent residents and interested applicants can now apply visiting the official website.
  • Canada to allow more foreign youngsters to work & travel under IEC. On December 1, 2022, immigration minster, Sean Fraser launched the 2023 International Experience Canada (IEC) Program with a 20% rise in the number of applicants.
  • Easy PR for Healthcare professionals: The Immigration Refugees and Citizenship Canada (IRCC) announced changes to make it stress-free for overseas-born physicians to get Permanent Resident (PR) Visa in Canada.  The IRCC has announced to exempt physicians (i.e. who work in a fee-for-service model with public health authorities), from existing requirements.
  • Work Opportunities for International Students: Canada has also announced that now, international students in Canada with off-campus work authorization on their study permit will not be restricted by the 20-hour-per-week rule from November 15, 2022, until December 31, 2023. Hence, the international students in Canada can work without any 20 hours limit in 2023.
  • Canadian immigration minister Sean Fraser has announced to lift the CAP on off campus work limit of 20-hour-per-week temporarily for International students in Canada. From November 15, 2022, until December 31, 2023, International students in Canada with an off-campus work authorization can work without any 20-hour-per-week rule.
  • Canadian government is announcing a few key immigration majors in October and November 2022. These updates are as follows:  
  • IRCC has announced the process for Parents & Grandparents program (PGP)-2022. It will receive 23,100 ITAs (Invitations to apply) in second half of October 2022 out of which, it will ultimately accept 15,000 complete applications .
  • In October 2022, Statistics Canada will release census data on immigration from 2021, first time in last five years.
  • The Immigration Refugees and Citizenship Canada (IRCC) is likely to release the Immigration Levels plan 2023-25 November 1, 2022.
  • The IRCC to implement new NOC system 2021 for federal Express Entry System in possibly in November 2022 . The Saskatchewan Immigrant Nominee Program (SINP) will also implement the same on 16 November 2022 . The Ontario Immigrant Nominee Program (OINP) is also in process to adopt the new NOC 2021 system. 
  • The Immigration Refugees and Citizenship Canada (IRCC) has removed all Covid-19 restrictions along with the requirements of testing, quarantine, and isolation for anyone entering Canada with effect from October 1, 2022.
  • In the recent meeting with family Doctors and Healthy Pictou County at the Aberdeen Hospital, Canadian Immigration Minister Sean Fraser has announced key changes to make it easier for overseas-born physicians to get Permanent Resident (PR) Visa in Canada.
  • Occupation based EE draws

As per the recommended changes for the amendments to the Immigration and Refugee Protection Act, the IRCC (Immigration Refugees and Citizenship Canada) to conduct occupation-based Express Entry draws in next few months . The IRCC has proposed these amendments under Bill C-19 , providing the immigration minister more liberty concerning inviting foreign skilled worker candidates in the Express Entry pool.

  • Six month processing time for Express Entry

The IRCC (Immigration Refugees, and Citizenship Canada) to resume six-month processing time for Express entry applications (received by IRCC post issuing ITA). Due to pandemic caused situation, the IRCC was talking little longer to process the applications. However, it is now back to within 6 months once again.

  • IRCC revised Express Entry Proof of funds requirement

IRCC has increased the Proof of Funds (POF) requirement for Express Entry candidates for this year. To keep EE profile eligible, all Express Entry candidates need to update settlement fund numbers (as per revised POF requirement) in their respective EE profiles by June 8, 2022.

  • IRCC revised Canada PR visa fee

IRCC (Immigration, Refugees and Citizenship Canada) has announced to revise the fees for all PR (Permanent Residence) Visa applications including economic (i.e. Express Entry and PNP, etc.), permit holder, family and humanitarian classes with effect from April 30, 2022.

  • Online application for Temporary Visas

Canada has extended the current Ministerial Instructions for all foreign applicants applying for a temporary resident visa, study permit or work permit from outside Canada to submit their applications electronically until March 31, 2023 .

  • Latest Changes to the medical inadmissibility Policy of Canada

Canada implemented key changes to the medical inadmissibility policy of the Immigration and Refugee Protection Act. This step will help to better define and implement the medical inadmissibility policy with Canadian values on diversity and the addition of people with disabilities.

  • Travel Updates for foreign students

To become eligible to enter Canada as an overseas student, you must fulfil three requirements:

  • You need to qualify as a fully vaccinated traveller unless you are a minor student (under the age of 18 years).
  • You need to have a valid study permit or a letter of introduction showing you were approved for a study permit, unless you do not need one.
  • You need to be attending a designated learning institution ( DLI ).
  • Latest update Atlantic Immigration Program (AIP)

The Immigration Refugees and Citizenship Canada (IRCC) has stopped accepting AIPP applications on March 5, 2022, as the Ministerial Instructions (MIs) of this Pilot program expired. The Atlantic Immigration Program (AIP) replaced this program. The IRCC began accepting applications for the newly launch and alternate AIP on March 6, 2022.

  • New Processing time tool

Canada updated the processing times tool on March 31, 2022 to more precisely, check the processing time of Canada immigration applications. Before this, the system used to show the service standards based on average application processed. Updated every week, this new tool will provide information, i.e.

  • Volumes of applications being processed and
  • Any changes to our ability to process applications
  • No Pre-entry test for fully vaccinated

With effect f rom April 1, 2022, fully vaccinated travellers, entering Canada by land, air or water, no longer need to undergo the pre-entry test for Covid-19.

  • Canada New Immigration Levels Plan 2022-2024

As per the latest Immigration levels plan 2022-24, IRCC will welcome 431,645 new permanent residents in 2022 , 447,055 in 2023 and 451,000 in 2024. Overall, Canadian government will invite approximately 1.5 million new permanent residents (i.e. 13, 29,700 ) by the end of 2024. The immigration target for 2022 now revised to 431,645, which was 411,000 in the earlier plan.

  • CICC is new Regulator for Canadian immigration

  • Pre-entry molecular test result not required- From 30 November, Canadian citizens/permanent residents or people, who have right of entry, qualify as fully vaccinated travellers and who re-enter Canada within 72 hours of leaving, don’t require providing a pre-entry molecular test result
  • Travellers aged 12 years and older need full vaccination - With effect from 30 November 2021; all travellers in Canada, aged 12 years and older require a full vaccination against COVID-19.

You need a  valid Canadian passport  to travel to Canada by air (board your flight).

Answer: You need a valid passport or travel document to travel to Canada by car, train, bus or boat

If you decide to fly to a Canadian airport instead, you'll need an Electronic Travel Authorization (eTA).

Answer: You need official proof of status in the U.S.

Lawful permanent residents of the U.S. must present these documents for all methods of travel to Canada:

  • a valid passport from their country of nationality (or an equivalent acceptable travel document ) and
  • a valid green card (or equivalent valid proof of status in the United States)

Answer: You need a transit visa 

To connect between 2 international flights, in less than 48 hours. Cost: Free

Note: If you have more than 48 hours between international flights OR if you decide to visit Canada, you need to apply for a visitor visa.

Answer: You can apply for a parent and grandparent super visa to visit for more than 6 months

  • The super visa is for visits of 5 years at a time .
  • a letter from your child or grandchild with a promise to financially support you for the duration of your visit in Canada.
  • More information on approved insurance providers outside of Canada will be available in the coming months.
  • be valid for at least 1 year from the date of entry to Canada
  • provide at least $100,000 in emergency coverage.
  • You must apply for a super visa from outside Canada.
  • Cost: CAN $100

Note : If you don't meet the criteria for a super visa, you need to apply for a visitor visa.

If you transit through Canada to or from the United States

You  may  be able to  transit through Canada without a visa or eTA if you meet certain eligibility requirements.

You need an official proof of status as a lawful permanent resident of the U.S., such as one of the following:

  • valid permanent resident card (Form I-551)
  • foreign passport with an unexpired temporary I-551 stamp (also known as an Alien Documentation, Identification and Telecommunication [ADIT] stamp)
  • foreign passport with a temporary I-551 printed notation (“Upon endorsement serves as temporary I-551 evidencing permanent residence for 1 year”) on a machine-readable immigrant visa upon endorsement with a U.S. Customs and Border Protection admission stamp
  • expired permanent resident card (Form I-551) with Form I-797 (Notice of Action) for pending Form I-751 (Petition to Remove Conditions on Residence) or Form I-829 (Petition by Investor to Remove Conditions on Permanent Resident Status)
  • expired permanent resident card (Form I-551) with Form I-797 (Notice of Action) for pending Form I-90 (Application to Replace Permanent Resident Card [Green Card])

Have proper identification

You must carry proper identification for yourself and any children travelling with you to help confirm your legal right or authorization to enter Canada when you arrive.

All visitors arriving from or transiting through the United States should visit the U.S. Customs and Border Protection website for information concerning the requirements to enter, transit through, or return to the United States.

Identification requirements for U.S. citizens and permanent residents

If you are a U.S. citizen or permanent resident, you must carry proof of citizenship such as a passport, birth certificate, a certificate of citizenship or naturalization, a U.S. Permanent Resident Card, or a Certificate of Indian Status along with photo identification. If you are a U.S. permanent resident, ensure you carry proof of your status such as a U.S. Permanent Resident Card.

For members of a Trusted Traveller program

U.s. citizens.

U.S. citizens who are members of the NEXUS program can use their membership card as proof of identification and citizenship when entering Canada by land, air or water. This applies when you are using either conventional or NEXUS-only lanes. U.S. citizens who are members of FAST may use their membership card when entering Canada by land or water only. When travelling by air, FAST cards will only be accepted as proof of identification when you are travelling to Canada from the U.S.

U.S. permanent residents

NEXUS and FAST members who are permanent residents of the U.S. must still travel with a passport and proof of permanent residence. You may be asked to present these documents to the Border Services Officer ( BSO ) when you arrive at the border.

No matter your mode of travel, we recommend you carry a valid passport for all travel abroad, including visits to Canada from the United States. A passport may be required by your airline or other transportation authority, since it is the only universally-accepted, identification document.

Identification requirements for international visitors

All international travellers must carry acceptable identification and a valid visa (if necessary) when entering Canada. A passport is recommended because it is the only reliable and universally-accepted travel and identification document for the purpose of international travel.

Electronic Travel Authorization

Visa-exempt foreign nationals need an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, U.S. Lawful Permanent Residents (USLPR) and travellers with a valid Canadian visa. Canadian citizens, including dual citizens , and Canadian permanent residents cannot apply for an eTA.

Certain low-risk foreign nationals from select visa-required countries may also travel to or through Canada by air using an eTA through the eTA expansion program .

Be prepared: Apply for an eTA before you book your flight to Canada. Most applicants get approved within minutes. However, some applications can take several days to process so don’t wait until the last minute. Get help if you have questions before, during or after you apply.

Fake websites

Travellers who apply for an eTA are advised to be cautious in all dealings with companies that claim to offer help in getting an eTA. These companies are not operating on behalf of the Government of Canada. Many have established websites that charge a fee to provide information and submit eTA applications.

BSOs watch for missing persons , and may ask detailed questions about any minors travelling with you.

What you can bring with you

As a visitor, you can bring certain goods into Canada for your own use as personal baggage. Personal baggage includes clothing, camping and sports equipment, cameras and personal computers. This also includes your mode of transportation, including vehicles, private boats and aircraft.

You must declare all goods when you arrive at the first CBSA port of entry. Our BSO s check goods you are bringing in or taking out of Canada to verify what you have declared. If you declare goods when you arrive and take them back with you when you leave, you will not have to pay any duty or taxes. These goods cannot be:

  • used by a resident of Canada;
  • used on behalf of a business based in Canada;
  • given as a gift to a Canadian resident; or
  • disposed of or left behind in Canada.

The BSO may ask you to leave a security deposit for your goods. Your deposit will be refunded when you leave Canada with the goods. If this happens, you will be issued a Temporary Admission Permit. We will keep a copy and give you one for your records. When you leave Canada, bring your goods and your copy of the Temporary Admission Permit, to the BSO . You will get a receipt and your security deposit will be refunded by mail.

Making your declaration

Every traveller entering Canada must report to a border services officer and answer all their questions truthfully. Travellers must also report goods they are bringing with them, including food, plant and animal products.

To ensure a smooth border crossing, have all required identification and travel documents in hand. Be ready to make a full and accurate declaration, including the amount of goods in Canadian dollars you are bringing with you.

If you arrive by land, follow the signs to the first checkpoint. A border services officer will check your identification and other travel documents and you will answer their questions.

If you arrive by private boat, go directly to a designated marine telephone reporting site and call the Telephone Reporting Centre ( TRC ) at 1-888-226-7277 to get clearance. For more information, visit the Private boaters page.

If you arrive at one of Canada's main airports , you can complete your customs and immigration declaration your before arrival with Advance Declaration.

At the airport kiosk or eGate, you will scan your travel document and verify your identity. The device will print your declaration and you will bring it to a border services officer.

If you arrive at a smaller Canadian airport, without a kiosk or eGate, you must fill out a paper E-311 CBSA Declaration Card prior to arrival and present it to a border services officer.

Use Advance Declaration and save time!

Submit your customs and immigration information with Advance Declaration up to 72 hours before you arrive in Canada using your smart phone or your computer. When you use Advance Declaration, you can access express lanes in the arrivals hall. Data shows that it’s up to 50% faster at the airport kiosk or eGate.

Instructions on how to complete the card are attached to the form. You can list up to four people living at the same residence on one card. If there are more than four people living at your address use one additional card for each additional group of four or fewer people. Once the cards are complete you can detach and discard the instructions. Do not fold the card.

Be sure to keep the card handy along with your identification and other travel documents. You will be asked to show this card to our BSOs several times.

Referrals for secondary services and inspections

At any point during your interactions with our BSOs at a port of entry, you may be referred to our secondary services and inspections area.

We understand that travellers may feel anxious when crossing the border. Referrals to secondary inspection are a normal part of the cross-border travel process that any visitor to Canada may experience.

Why you may be referred to secondary inspection

You may be referred to secondary inspection for a variety of reasons, for example:

  • carrying out a random inspection;
  • verifying your declaration or documentation;
  • asking you more in-depth questions about yourself or inspecting your goods;
  • determining your admissibility to Canada or the admissibility of the goods in your possession;
  • having you pay duty and taxes;
  • completing or processing paperwork to support your entry or the entry of your goods to Canada.

All travellers are protected by the Canadian Charter of Rights and Freedoms . Referrals are not made on any discriminatory basis, such as race, nationality, religion, age or gender.

What to expect from secondary inspections

If you are referred for Secondary Services or Inspection, an officer may:

  • ask you to provide detailed information about your plans while visiting Canada, or the time you spent abroad;
  • make further enquiries, check records, or conduct research to verify your declaration;
  • confirm the guardianship of children travelling with you;
  • process the payment of duty and taxes;
  • inspect your luggage, purse or wallet, electronics (including laptops and cell phones), your vehicle and any additional goods you are transporting;
  • examine visually your pet or any animals travelling with you;
  • ask you to produce evidence of the money you have available to fund your visit to Canada;
  • request that you produce receipts to account for expenses you incurred or purchases made abroad; or
  • count your cash or travellers cheques, in your presence.

While most travellers we inspect comply with Canadian laws and regulations, we do encounter individuals who are intent on breaking the law and who attempt to avoid detection. That is why the officer may not always answer specific questions about a Secondary Inspection.

Travelling with alcohol and tobacco

Alcoholic beverages.

You are allowed to bring into Canada only one of the following amounts of alcohol and alcoholic beverages free of duty and taxes:

Alcoholic beverages are products that exceed 0.5% alcohol by volume. Certain alcoholic and wine products that do not exceed 0.5% by volume are not considered alcoholic beverages.

You must meet the minimum age of the province or territory where you enter Canada. Minimum ages are established by provincial or territorial authorities: 18 years for Alberta, Manitoba and Quebec and 19 years for the remaining provinces and territories.

The CBSA classifies "cooler" products according to the alcoholic beverage they contain. For example, beer coolers are considered to be beer and wine coolers are considered to be wine.

The quantities of alcoholic beverages you can import must be within the limit set by provincial and territorial liquor control authorities that apply where you will enter Canada. If the amount of alcohol you want to import exceeds your personal exemption, you will be required to pay the duty and taxes as well as any provincial or territorial levies that apply. Contact the appropriate provincial or territorial liquor control authority for more information before you return to Canada.

You must be of legal age in the province of importation. While you are allowed to import more alcoholic beverages than the amounts listed above, you will be responsible for paying duty and taxes on the additional alcoholic beverages you are bringing into Canada.

Tobacco products

As a visitor or a temporary resident, you may bring into Canada, free of duty and taxes, all of the following amounts of tobacco products, as long as these items are in your possession when you arrive in Canada:

You can speed up your clearance by having your tobacco products available for inspection when you arrive.

Whether they are stamped or unstamped, if you bring in tobacco products that exceed your personal exemption, you will be required to pay the regular duty and taxes as well as any provincial or territorial levies that apply on the excess amount.

Note: You must be 18 years of age to bring tobacco products into Canada under your personal exemption.

Stamped Tobacco Products – Personal exemption amounts

If you wish to import cigarettes, manufactured tobacco and tobacco sticks duty free as part of your personal exemption, the packages must be stamped " duty paid Canada droit acquitté ". You will find tobacco products sold at duty-free stores marked this way.

Unstamped Tobacco Products – Special duties rate

A special duty rate applies to cigarettes, manufactured tobacco and tobacco sticks that are not stamped " duty paid Canada droit acquitté".

For example, if you claim a carton of 200 cigarettes as part of your personal exemption and it is not stamped " duty paid Canada droit acquitté", you will be assessed at a special duty rate.

Unstamped Tobacco Products – Import limits

In addition to your personal exemption amounts, there are limits on the quantity of tobacco products that may be imported if it is not packaged and not stamped " duty paid Canada droit acquitté ". The limit is currently five units of tobacco products. One  unit of tobacco products consists of one of the following:

For short visits, these quantities may be limited to amounts that are appropriate in respect of the nature, purpose, and duration of the visit.

Restricted/prohibited goods

Certain goods are restricted or prohibited in Canada. To avoid the possibility of penalties, including seizure or prosecution, make sure you have the information you need before attempting to bring items into Canada.

The following are some examples of restricted or prohibited goods:

  • Firearms and weapons : You must declare all weapons and firearms at the CBSA port of entry when you enter Canada.
  • Food, plants, animals and related products : All food, plants, animals, and related products must be declared. Food can carry disease, such as E. coli. Plants and plant products can carry invasive alien species, such as the Asian Long-Horned Beetle. Animals and animal products can carry diseases, such as avian influenza and foot-and-mouth disease.
  • Explosives, fireworks and ammunition : You must have written authorization and permits to bring explosives, fireworks and certain types of ammunition into Canada.
  • Vehicles : Vehicles include any kind of pleasure vehicles such as passenger cars, pickup trucks, snowmobiles and motor homes, as long as you use them for non-commercial purposes. There are many requirements that apply to importing a vehicle .
  • Consumer products : Certain consumer products that could pose a danger to the public (e.g., baby walkers, jequirity beans that are often found in art or bead work) are not allowed to be brought into Canada. Canadian residents should be aware of consumer products that have safety requirements in Canada . Many of these safety requirements are stricter than requirements of other countries.

Travelling with CAN$10,000 or more

If you have currency or monetary instruments equal to or greater than CAN$10,000 (or the equivalent in a foreign currency) in your possession when arriving in or departing from Canada, you must report to the CBSA. Monetary instruments include items such as stocks, bonds, bank drafts, cheques, and travellers' cheques.

This regulation applies to currency and monetary instruments you have on your person, in your baggage and/or in your vehicle.

When you arrive in Canada with CAN$10,000 or more in your possession, you must report it on the CBSA Declaration Card (if one was provided to you), or in the verbal declaration made to a BSO.

When you leave Canada by air with CAN$10,000 or more in your possession, you must report to the CBSA office within the airport, before clearing security or, if leaving by land or boat, report your intent to export to the CBSA at one of our offices.

Travelling with gifts

If you are travelling with gifts, do not wrap them before crossing the border. If a gift is wrapped, a BSO may need to un-wrap the gift to examine the goods you are bringing into Canada.

Can I enter Canada?

Why some people cannot enter or remain in canada.

There are a number of reasons you can be found inadmissible, denied a visa or refused entry to Canada such as:

  • Human or international rights violations
  • Criminality
  • Organized criminality
  • Health grounds
  • Financial reasons
  • Misrepresentation
  • Non-compliance with the Immigration and Refugee Protection Act (IRPA).
  • Having an inadmissible family member

Ministerial relief

If you have been found inadmissible to Canada on grounds of security, certain provisions relating to human or international rights violations, or organized criminality, you may request that the Minister of Public Safety and Emergency Preparedness (the Minister) make a declaration of relief under subsection 42.1(1) of the Immigration and Refugee Protection Act (IRPA) if the Minister is satisfied that doing so is not contrary to the national interest. This process is commonly referred to as Ministerial relief.

Overcome criminal convictions

Depending on the crime, how long ago it was committed, and how you have behaved since the conviction, you may still be allowed to come to Canada, if you:

  • convince an immigration officer that you meet the legal terms to be deemed rehabilitated, or
  • applied for rehabilitation and were approved, or
  • were granted a record suspension, or
  • have a temporary resident permit.

New IRCC Policy Clearing Up Visitor And Super Visa Backlog

IRCC published the details of new temporary public policy on June 29, 2023 which has been speeding up the processing of visitor visa and super visa applications.

Originally, this public policy came in effect with signature of Immigration Minister Sean Fraser on February 28, 2023 and is valid until December 31, 2023.

As per the latest available data, IRCC has been managing around 2.25 million immigration and visa applications.

Out of these, 1.3 million are temporary resident visa applications which includes study permits, visitor visa, super visa, and work permits.

New IRCC temporary policy is aimed at clearing the accumulating visitor visa and super visa inventory to increase Canada’s appeal to visitors, families, and business people.

As of now, this policy is only applicable to visitor visa or super visa applications submitted on or before January 16, 2023.

Under this new policy, visa officer may not assess whether a foreign national will leave Canada by end of the period authorized for their stay, while processing an application for a visitor visa or super visa.

This will save processing time by removing an extra task of assessing the above information and result in clearing of backlog at faster pace.

It is important to note that this specific reason has long been one of the most used refusal reasons for visitor visas .

However, the Immigration Department as well as Immigration Minister Sean Fraser has repeatedly kept their stance stating that an immigration officer always decides to approve or refuse applications.

How does automation tools process temporary visa applications?

If it is eligible, the program will forward it to an officer who will check eligibility and make the ultimate decision.

To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.

February 29, 2024, 8:30 a.m. – Ottawa – Canada and Mexico have maintained a deep, positive and constructive diplomatic partnership over the past 80 years. We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.

As of February 29, 2024, at 11:30 p.m. Eastern time, Mexican citizens who hold a valid US non-immigrant visa or have held a Canadian visa in the past 10 years and are travelling by air on a Mexican passport will be able to apply for an electronic travel authorization (eTA). With the high number of Mexican citizens currently holding US visas, the majority will continue to enjoy visa-free travel to Canada. Those who do not meet these conditions will need to apply for a Canadian visitor visa. This responds to an increase in asylum claims made by Mexican citizens that are refused, withdrawn or abandoned. It is an important step to preserve mobility for hundreds of thousands of Mexican citizens, while also ensuring the sound management of our immigration and asylum systems.

The application process for Mexican citizens seeking a work or study permit will not change. Mexican citizens who want to work in Canada will continue to have access to a wide number of existing labour pathways, including the Temporary Foreign Worker Program and the International Mobility Program.

Canada supports ongoing travel, tourism and business with Mexico. We will continue to work with the Government of Mexico to strengthen our regular pathways to immigration, and with our provincial and territorial counterparts to support a system of managed migration as well as to support those in need of protection. Canada is expanding its network of visa application centres in Mexico to better serve these clients. Today’s action will relieve pressure on Canada’s borders, immigration system, housing and social services, while preserving mobility for Mexican citizens who want to come to Canada.

The Seasonal Agricultural Worker Program (SAWP) is a vital example of the mutually beneficial migration that we seek to promote regionally and globally. Canada is ready to work with Mexico to build on this program, through the modernization of a new SAWP bilateral agreement, to offer Mexican workers new opportunities, through the incorporation of year-round primary agriculture and seasonal fish, seafood and primary food processing into the program. This will benefit workers and businesses on both sides of the Canada–Mexico relationship.

Canada is continuously monitoring the impacts of its visa policies for both visa-exempt and visa-required countries, as well as asylum claim trends. These challenges are not limited to one country. Any adjustment to Canada’s travel requirements are made to preserve the integrity and sustainability of our asylum and immigration systems.

Asylum claims made by Mexican citizens reached a record high in 2023 at a time when Canada’s asylum system, housing and social services were already under significant pressure. The majority of these claims (approximately 60%) were either rejected by the Immigration and Refugee Board of Canada, or withdrawn or abandoned by the applicant.

In 2023 alone, asylum claims from Mexican citizens accounted for 17% of all claims made that year from all nationalities around the world. The country’s asylum claim rate has risen significantly since the visa was first lifted in 2016 (from 260 claims in 2016 to 23,995 claims in 2023). 

All eTAs issued to Mexican passports before 11:30 p.m. Eastern time on February 29, 2024, will no longer be valid—except for eTAs linked to Mexican passports with a valid Canadian work or study permit. Mexican citizens travelling to Canada without a valid work or study permit will need to apply for a visitor visa or reapply for a new eTA —if they are eligible.

Mexican citizens holding a valid work or study permit can still travel by air to Canada with their existing eTA as long as it remains valid, and they can continue to study or work in Canada based on the validity and conditions of their permit. Mexican visitors who are already in Canada on an eTA can stay for as long as they are authorized (up to six months from the date they arrive in Canada). However, if they plan to leave Canada and wish to return, they must have the proper travel documents (visa or new eTA). 

Most approved visa applicants receive multiple-entry visas, which allow them to visit Canada as many times as they want, for up to 10 years, or until their passport expires.

The eTA is a digital travel document that most visa-exempt travellers need in order to travel to or transit through Canada by air. IRCC first began expanding its eTA program to eligible citizens from visa-required countries in 2017. Mexico will now be among 15 countries whose citizens can to fly to Canada on an eTA, instead of a visa, if they meet certain requirements .

What to expect from Canadian immigration in 2024

Immigration, Refugees and Citizenship Canada (IRCC) has begun initiating a variety of changes that will affect all newcomers to Canada in 2024.

As announced in the Immigration Levels Plan for 2024-2026 , Canada aims to welcome a total of 485,000 permanent residents (PRs) in 2024. Alongside this increased level of immigration, Canada is expected to launch updates across various programs and leverage Artificial Intelligence (AI) to streamline the client experience.

Updates to the Express Entry System

In 2023, IRCC began conducting category-based Express Entry draws . These draws were implemented to help Canada find foreign nationals best suited to address the country’s most pressing labour gaps and demographic needs.

Discover if You Are Eligible for Canadian Immigration

In the first year of category-based draws, IRCC chose to prioritize the following categories of immigration candidates.

  • Those with French language proficiency
  • Those with recent work experience in any of the following five industries: Healthcare; Science, Engineering, Technology and Mathematics (STEM); Trades, Transport and Agri-Food/Agriculture

In 2024, IRCC is expected to continue with category-based draws. However, the department has made it clear that they will reassess the focus categories chosen for 2023 and potentially alter them based on the changing needs of Canada’s labour market. This means that new sectors and proficiencies may be chosen as areas of focus by IRCC, potentially enabling new groups of newcomers to be eligible for category-based Express Entry draws this coming year.

New Provincial Nominee Program guidelines

Provincial Nominee Programs (PNPs) are immigration pathways that allow local governments to hand-select candidates that will best help them address labour market gaps. According to IRCC’s latest Immigration Levels Plan, PNPs are projected to make up the country’s biggest (by immigration targets) immigration pathway in 2024.

Provinces were recently provided with a new set of guiding principles for PNPs, detailed here .

IRCC is also introducing new multi-year plans for the PNP starting in 2024. This will enable provinces and territories to better planfor their immigration strategies, as they will know their 2025 allocation a year in advance.

Taken together, these new PNP developments mean that prospective newcomers pursuing this immigration pathway should have a clearer picture of their options to immigrate to their province or territory of choice due to better planning by each regional government.

More Parents and Grandparents Program admissions spaces

In 2023, Canada aimed to welcome 28,5000 immigrants through the Parents and Grandparents Program (PGP).

In 2024, the latest Immigration Levels Plan indicates that PGP targets will grow to 32,000. Should IRCC prove able to improve “intake management and the alignment of [application] inputs and outputs”, more PGP applicants should be able to come to Canada in the coming year .

Enhancements to Canada’s International Student Program

To strengthen the integrity of the International Student Program across Canada and better protect incoming foreign nationals, IRCC has launched a reformed Letter of Acceptance (LOA) verification system that will continue to impact all study permit applicants.

Beginning on December 1 this year, Designated Learning Institutions (DLIs) across Canada are now “required to confirm every applicant’s letter of acceptance directly with IRCC.” The department says that this “new, enhanced verification process aims to protect prospective students from fraud while ensuring that study permits are issued based only on genuine LOAs.”

IRCC also announced in November that, leading into 2024, the department will be conducting a review of its Post-Graduation Work Permit (PGWP) program. Many international students who intend to apply for PR benefit from the PGWP, as the Comprehensive Ranking System (CRS) score treats Canadian work experience favourably.

This review is expected to result in IRCC “introducing reforms [that] better calibrate the [PGWP] to the needs of the country’s labour market, as well as regional and Francophone immigration goals.”

How Canada’s new 2024 student visa rules will affect international students

As an international student, studying abroad is a great way to expand your horizons and gain foreign academic credentials and work experience. It can also be a stepping stone to carving a permanent future for yourself in a country that promises a better quality of life.

Canada is one of the most popular study destinations in the world and it may already be on your shortlist or you may already have started exploring university and college options in Canada . If you’re thinking or actively planning to study in Canada, you should be aware that the government has recently announced some changes to the study permit and Post-Graduation Work Permit (PGWP) requirements .

In this article:

New 2024 rules for international students coming to Canada

Temporary cap on canadian study permits being issued, changes to post graduation work permit (pgwp) eligibility, other spousal open work permit eligibility, updated cost of living requirement for international students.

Here’s an overview of changes that may impact international students planning to study in Canada:

  • Temporary federal cap on international student intake : The number of study permits being approved in 2024 is expected to decrease by 35 per cent over 2023 to 360,000. The cap for 2025 will be decided at the end of 2024.
  • Changes to Post Graduation Work Permit (PGWP) eligibility criteria : International students beginning study programs in private colleges delivering licensed curriculum on or after September 1, 2024, will not be eligible for PGWPs. 
  • Longer PGWPs for master’s graduates : Students who’ve completed master’s programs in Canada will soon be able to get three-year PGWPs.
  • Changes to Spousal Open Work Permit eligibility : Only spouses of international students enrolled in master’s, doctoral, and professional programs will be eligible for open work permits.
  • Updated cost-of-living requirements for students : Starting January 1, 2024, international students will need to show they have at least $20,635 (previously $10,000) to cover their living expenses (the requirement is different for students moving to Quebec ).

On January 22, 2024, the federal government announced a two-year intake cap on study permit applications being approved. It is expected that approximately 360,000 new study permits will be issued to international students in 2024—a 35 per cent decrease compared to 2023. The cap for 2025 will be determined at the end of the year.

Each province and territory will also have a cap on the number of new international students being enrolled in undergraduate programs. Provinces that have seen the most unsustainable growth in international students will see sharper cuts in their study permit allocations. For instance, in Ontario , a 50 per cent reduction in study permit approval is expected.

 Further, provinces and territories will be able to allocate study permit caps to universities and colleges in their jurisdictions. The caps will not apply to international students pursuing master’s or doctoral degrees in Canada. Existing international students who are renewing their Canadian study permits will also not be affected.

Why is Canada enforcing an international student cap?

Over the last decade, the number of study permits being issued by the Canadian government has increased significantly. Unfortunately, the infrastructure required to support this influx of international students has not kept pace, creating pressure on the housing and healthcare systems.

Moreover, some private institutions have been accepting more international students to increase their revenues without improving admission and curriculum standards. This new study permit cap is intended to give the Canadian government time to build a Trusted Institutions Framework which will encourage Designated Learning Institutions (DLIs) to maintain a high standard of education and help eliminate bad actors in the education sector. This will also ensure that the international students arriving in Canada have the support they need to succeed academically and in other aspects of life.

How does the international student cap impact study permit applicants?

As an international student, you may be concerned about how this new cap might affect your chances of qualifying for a Canadian study permit . With fewer study permits being approved, it is expected that admission into Canadian DLIs will become more competitive.

If you’re applying to a master’s or doctoral program in Canada, your chances of getting a study permit will likely remain unaffected. However, students enrolling in undergraduate programs, such as bachelor’s degree, diploma or certificate programs, may find it harder to qualify for a study permit. The reduction in the number of study permits issued is also expected to be more drastic in Ontario, British Columbia , and Nova Scotia, so students interested in these provinces may face greater competition.

Students submitting their study permit applications after January 22, 2024, will also need to get an attestation letter from the province or territory they plan to study in, as added proof of their application’s legitimacy. This document will be in addition to other paperwork, including the Letter of Acceptance (LOA) and proof of financial support, that students are already required to submit. However, the federal government has given provinces and territories time until March 31, 2024, to set up a process for the issuance of attestation letters to international students. This may lead to longer processing times and cause delays in the study permit application process for some summer intake students in 2024.

Will the study permit cap affect existing study permit holders?

No, Canada’s student visa cap will only impact international students submitting their study permit applications on or after January 22, 2024. Existing study permit holders looking to extend their study permits in Canada will not be subject to the new cap.

Will Canada’s study permit cap affect master’s or PhD students?

International students pursuing master’s or doctoral programs (graduate degrees) are currently exempt from the federal and provincial study permit caps. The caps will only apply to undergraduate programs (including bachelor’s degree, certificate, and diploma programs) being offered by colleges and universities in Canada.

A Post-Graduation Work Permit is an open work permit that may be issued to international students who’ve completed an eligible study program in Canada . Previously, most international students who completed a Canadian study program longer than eight months were eligible for Post-Graduation Work Permits.

However, starting September 1, 2024, international students who start a study program offered by a public-private partnership (PPP) institution as part of a curriculum licensing agreement will not be eligible for PGWPs after graduation. 

Why will Public-Private Partnership institution graduates no longer be eligible for work permits?

Under curriculum licensing arrangements, private colleges deliver a curriculum created by an associated public college but are subject to relatively less regulatory oversight. International students attend in-person classes at these PPP institutions and the school pays a portion of the tuition fees they collect to the associated public college. 

The Government of Canada has accused some PPP institutions of not delivering sufficient educational value to international students, and as such, has announced these measures to protect the education system and international students from bad actors who have taken advantage of them to make huge profits.

Another significant change to the PGWP program is that graduates of master’s degree programs will now qualify for a three-year work permit. Previously, the length of a PGWP was determined by the length of the applicant’s study program, and as a result, graduates of master’s programs were only eligible for one or two-year PGWPs. Increasing the length of PGWPs issued to master’s graduates will give them more time to gather Canadian work experience and qualify for permanent residence programs .

Why are changes being made to Canada’s PGWP program?

The Post-Graduation Work Permit program allows Canada to retain talented professionals who’ve graduated from Canadian universities and colleges. These international students can stay in Canada temporarily to gain work experience and contribute to the job market and economy.

Moreover, the Canadian work experience they gain makes it easier to qualify for permanent residence programs such as the Canadian Experience Class (CEC) , Federal Skilled Worker (FSW) , and Provincial Nominee Programs (PNPs) .

Changes to the PGWP program will help ensure that the international students qualifying for PGWPs are equipped with the qualifications and educational background necessary to succeed in the Canadian job market. It will also encourage academic institutions in Canada to raise the bar in terms of the quality of education they offer students.

Until 2023, spouses of international students enrolled in eligible full-time Canadian study programs were eligible for spousal open work permits (SOWPs) . However, going forward, open work permits under section C42 will only be available to spouses of master’s and doctoral students and students enrolled in professional programs, such as law and medicine. Spouses of international students enrolled in undergraduate and other college programs will no longer be eligible for open work permits.

Starting January 1, 2024, the cost of living requirement for international students has been increased from $10,000 to $20,635, not including tuition fees. The minimum proof of financial support needed to study in Quebec will be $15,078 (except for international students under the age of 18, who will need to show access to at least $7,541).

Students applying for a Canadian study permit on or after January 1, 2024, will need to show sufficient proof of financial support to meet the revised cost of living requirements. Bear in mind that, as an international student, you do not need to pay these funds to the IRCC or your academic institution. You just need to have this money available to pay for your living expenses during your studies.

Why was the cost of living requirement for international students increased?

The upward revision of the cost of living requirement was done to depict a more realistic picture of students’ living expenses in Canada and to ensure that international students have access to enough funds to pay for necessities in Canada. The cost of living requirements are expected to be revised each year.

Previously, there had been reports of international students struggling to make ends meet in Canada. With the cost of housing and other living expenses in Canada increasing, having access to more funds will make it easier for international students to focus on their studies without having to worry about their finances.

As an international student hoping to study in Canada, the recently announced restrictions to the number of study permits issued each year may make the admission and study permit process more competitive. However, this will also allow the government to maintain greater oversight of academic institutions and ensure that international students receive a better quality of education. Changes to the PGWP and open work permit programs will help make it easier for foreign talent to find suitable employment in Canada and ensure that Canadian employers have access to high-quality candidates. Finally, although a higher cost of living requirement may force incoming students to re-evaluate their budget, clarity on how much money they will realistically need to support themselves in Canada will be beneficial for them in the long run. These changes will help make the international student program in Canada more robust and sustainable.

Updates by IRCC for 2024

Launch of category-based draws .

To address the pressing labour shortages and demographic needs, IRCC launched the category-based Express Entry draws. Six categories were selected for these types of draws aimed to retain more skilled workers who can meet labour gaps and contribute to the economy.

2023 was the first year of category-based draws where IRCC invited candidates for the following categories:

  • Candidates with French language proficiency.
  • Candidates with at least 3 years of work experience in the fields of – Healthcare, STEM (Science, Technology, Engineering, and Mathematics), Trades, Transport, and Agri-food/Agriculture.

New Plans for Provincial Nominee Programs

Provincial Nominee Programs (PNPs) offer newcomers a chance to live and work in a specific province – provided they meet the unique requirements of the said province. For 2024, IRCC has updated PNP guidelines and aims to make it the biggest immigration pathway in Canada.  A new set of guidelines has already been set. 

Also, new multi-year plans are starting for PNPs in 2024 – allowing them to make plans for immigration strategies as they will know their 2025 allocation a year in advance. This will also give newcomers a clear picture of their immigration options.

New Plans for Provincial Nominee Programs

More Admissions under the Parents and Grandparents Program

The Canadian government understands the importance of family reunifications and therefore, considers it as one of its strongest pillars. If you are a permanent resident or a citizen who wishes to sponsor your parents and grandparents to Canada, there is good news for you!

IRCC has increased the target to bring in more family members under the Parents and Grandparents Program (PGP). 28,500 immigrants were welcomed in 2023, which will increase to 32,000 in 2024.

Updates to the International Student Program

Another change to Canadian immigration in 2024 includes the revision of the Letter of Acceptance (LOA) by IRCC. This has been done to enhance the integrity of the International Student Program across Canada. Also, this update will protect international students and continue to impact the study permit applicants. 

Starting December 1, 2023, the Designated Learning Institutions (DLIs) across Canada will confirm the LOA of every applicant directly with IRCC. This will protect new foreign students from fraud while also making sure that their study permits are issued on genuine LOAs.

IRCC will review the Post-Graduation Work Permit (PGPW) program in 2024. International students can benefit from this update as Canadian work experience will boost their chances of obtaining permanent residency in the country.

More Changes to Canada Immigration 2024

A lot more changes have been made to improve the experience of newcomers who plan to apply for Canada PR from India in 2024. 

Increased use of AI

Canada is planning to out-compete other countries for talent. With the increased use of AI, IRCC aims to process applications way faster, improve tools for IRCC offices, and meet immigration and diversity targets. 

This transformation on the digital end will also boost the client experience for immigration candidates in many ways, including:

  • Improving service standards
  • Solidifying partnerships with employers and institutions that depend on immigration, while addressing fraud and strengthening student & worker protections
  • Making applications more accessible using digital and virtual technologies

New IRCC advisory board

IRCC plans to create a new advisory board in 2024. Their job will be to focus on the issues related to immigration laws and services. Also, the advisory board’s goal would be to strengthen the policy and program development in a human-centric approach.

Introduction of the Chief International Talent Officer

CITO or the Chief International Talent Officer will also be a part of several changes by IRCC in 2024. This will be to align the immigration system with the labour market and sectoral strategies of Canada. Immigrants to Canada in 2024 and beyond must pay attention to the development once someone is appointed.

Canada has new requirements for international students hoping to come study. Here's what you need to know

Applicants will soon need to show they have access to $20,635 instead of $10,000.

Canada's immigration minister on Thursday announced a slew of new requirements for foreign students wanting to come study in Canada.

Starting next year, Marc Miller said prospective international students will need to show they have access to $20,635 instead of the $10,000 requirement that has been in place for two decades, in addition to paying for travel and tuition.

The amount will be adjusted annually based on a Statistics Canada benchmark for living costs.

Miller also announced the federal Liberals are extending an exemption that allowed current international students without an employment visa to work for more than the 20 hours each week off campus. 

He threatened to cap visas in provinces that don't help house students or who won't shut down educational institutions that he argues shouldn't be operating.

The announcements drew a lot of feedback and questions from the CBC News audience, especially on the new $20,000 requirement.

Here are answers to some of them.

How will this affect current students and applicants?

The new minimum financial requirements only apply to new study permit applications received on or after Jan. 1, 2024. 

Is the $20K per year or a one-time thing?

The requirement is a one-time thing.

Under the current system, prospective students must show that they have $10,000 in addition to money for their first year's tuition and travel expenses. Under the new system, the $10,000 is increased to $20,635.

Who is eligible to work more than 20 hours a week?

Currently, any international student without an employment visa can work for more than 20 hours a week off campus.

The waiver that temporarily allows students to work over the 20-hour cap was due to expire at the end of 2023, but Miller announced that it will be extended to April 30, 2024 for current students.

International students worry about increased financial requirements

According to a news release : "International students already in Canada, as well as applicants who have already submitted an application for a study permit as of December 7, 2023, will be able to work off campus more than 20 hours per week until [April 30, 2024]."

Miller signalled that the Liberals are open to increasing the cap for when the waiver expires, but he said allowing 40 working hours per week would give people reason to come to Canada and not focus on their studies.

Will this stop diploma 'puppy mills'?

For years, critics have argued that some colleges are providing foreigners with inadequate education while giving them a chance to get visas to work in Canada and to eventually immigrate. Media outlets have reported on students scraping by in exploitative jobs.

"There are, in provinces, the diploma equivalent of puppy mills that are just churning out diplomas, and this is not a legitimate student experience," Miller said at a news conference.

"There is fraud and abuse and it needs to end."

Students duped by alleged immigration scam

For now, no new actions have been announced targeting any specific colleges. 

The punitive threat of reducing visas to schools that rely on international students may, in theory, spur offending institutions to clean up their act. But Miller passed the buck to provinces to do something.

Miller said the measures are meant to ensure international students aren't vulnerable to sketchy employers and "unscrupulous" schools that leave them unable to afford life in Canada.

"Clearly, we have become a country that has been targeted for abuse and exploitation by some unsavoury actors," he said. It's unclear if any tangible crackdown will come from Miller's remarks. 

How does this benefit international students?

Some observers say  the new financial requirement is a step toward being open and transparent with prospective international students about the cost of living and studying in Canada.

Wanda Cuff-Young, vice-president of operations at international recruiting agency Work Global Canada, said the additional funding requirement is a good step to combat fraud, but wonders if doubling the amount of money needed all at once is too much right away.

"Maybe it could have been phased in. But Canada needs students," Cuff-Young said.

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in Canada set and enforce entry rules. If you’re not sure how these requirements apply to you, contact Canada’s High Commission in the UK .

COVID-19 rules

Countries may restrict travel or bring in rules at short notice. Check with your travel company or airline for changes.

If you test positive for COVID-19, you may need to stay where you are until you test negative. You may also need to seek treatment there.

Travel to Canada

There are no COVID-19 testing or vaccination requirements for passengers entering Canada. Avoid travelling if you have symptoms of COVID-19. See the Government of Canada’s website for more information on COVID-19 and travel.

Public spaces and services

The Government of Canada recommends that all travellers wear a face mask on public transport.

You may be asked to wear a face mask indoors, such as in hospitals or on public transport. You may need proof of vaccination to visit settings such as care homes.

Local authorities in Canada can introduce restrictions or measures at short notice. Comply with the rules and advice of the local authorities. Check the COVID-19 guidance for each province and territory .

Passport validity requirements

Your passport must be valid for the duration of your stay.

Visa requirements

Most people need a visa or an Electronic Travel Authorization (eTA) to travel to Canada – not both.

You do not need a visa for short visits (normally up to six months). You will need an eTA instead. Check entry requirements and find out if you need a visa or an eTA for your visit using this tool.

You may need to provide fingerprints and photos at a visa application centre to apply for permanent residence or a study or work permit. Find out if you need to give biometrics. If you do need to give biometrics, see the list of biometrics collection points .

When you arrive, you must show that you have enough funds to support yourself during your stay, even if you are staying with family or friends.

Contact Canada’s High Commission in the UK if you are unsure about visa requirements or your eligibility to enter the country, for example, if you have a criminal record or have been arrested.

Electronic Travel Authorisation (eTA)

You must get an Electronic Travel Authorisation (eTA) to enter or transit Canada by air, unless you’re exempt. Read the list of exemptions on the ETA website . If you enter Canada by land or sea, you don’t need an eTA. However, you must travel with acceptable travel documents and identification .

If you have British-Canadian dual nationality, you cannot apply for an eTA. You need a valid Canadian passport instead.

Visa and eTA scams

Some  unauthorised websites  charge for submitting visa applications. These websites are not associated with the Government of Canada.

If you think you may have been a victim of a scam, use the eTA Check Status tool to confirm if your eTA is valid. If it has been 72 hours since you applied, and you have not received a confirmation of your application, complete this enquiry form .

Transiting through Canada

You must have a valid Electronic Travel Authorisation (eTA) to transit Canada, unless you are exempt.

  • your nearest Canadian high commission, embassy or consulate

Travelling with children

If only one parent is present, carry a letter of consent from the non-travelling parent. Immigration officers have the right to question children using simple and appropriate language to see if there are any concerns about child abduction.

Customs rules

There are strict rules about goods that can be taken into - and out - of Canada . You must declare anything that may be prohibited or subject to tax or duty.

Banned food products will be confiscated and you could be fined. Check the Canadian Food Inspection Agency website for more information.

If you visited a farm, or had contact with wild animals before entering Canada, and intend to visit a farm during your stay, you must complete the relevant section in your Customs Declaration Card. For more information, see the Government of Canada’s website on biosecurity .
