As Indian Prime Minister Narendra Modi begins a two-day visit to Egypt, some analysts have hailed it as a potential “game changer” for bilateral ties.

The trip has been expected to pave the way for a substantial increase in India’s investment in the North African country and a ladder for Egypt to gain entry to the BRICS economic bloc.

It is Modi’s first visit to the country as prime minister and the first by any Indian prime minister since 1997.

It has come months after Egyptian President Abdel Fattah el-Sisi’s January visit to New Delhi when he was the chief guest at India’s 74th Republic Day celebrations. El-Sisi was the first Egyptian president accorded the honour.

Modi’s visit has been viewed as strengthening the bilateral relations the two sides had already elevated to a strategic level during el-Sisi’s January visit. Analysts say it could also reveal the contours of how ties could unfurl in the days ahead.

“This is a very quick, reciprocal visit coming just within six months of President Sisi’s visit to India. We do expect and are confident that the visit will not just ensure continuing momentum to the relationship between our two countries, but will also help it expand to new areas of trade and economic engagement,” Indian foreign ministry spokesperson Arindam Bagchi said.

From Egypt’s point of view, it is more about diversifying partnerships beyond the Western bloc. For India, observers have said it is to consolidate its position as a voice of the Global South as it gears up to host the G20 meeting in September in the capital New Delhi.

Apart from bilateral talks and the signing of various trade agreements, Modi will interact with the small Indian community and was expected to meet some prominent leaders in Egypt.

India and Egypt have enjoyed close ties as they were the founding numbers of the 1961 Non-Alignment Movement (NAM) – a global forum of 120 developing countries that believed in the non-alignment of major power blocs.

In recent years, el-Sisi has travelled to India three times. While Egypt has eyed increasing India’s investment in the country, experts said New Delhi is looking for deeper access to the Middle East and North Africa (MENA) region through Cairo.

‘Refurbished image’

Aftab Kamal Pasha, who taught Middle Eastern Studies at the Jawaharlal Nehru University in New Delhi, told Al Jazeera that Egypt and India have enjoyed friendly relations historically.

“There are clear limits to what he [Modi] can get from the GCC [ Gulf Cooperation Council ] states, so he turned to Egypt,” Pasha said.

Pasha said el-Sisi would like to see Egypt join BRICS – a powerful grouping of the world’s major economies including Brazil, Russia, India, and China.

Modi “wants to balance China in the organisation” and also to prevent Pakistan, which Beijing wants inside BRICS, from joining, he said. Expectations have been high that Modi will announce India’s support for Egypt’s desire to join BRICS.

“Modi will be able to project at home that the most important Arab country is supporting India … without attacking his policy towards Indian Muslims , not mentioning what he’s doing in Kashmir ,” said Pasha.

What do both countries seek?

Egypt’s economy has endured tumultuous periods over the past few years, initially caused by the pandemic and then followed by the Russia-Ukraine war, which affected the food supply of almost 80 percent of Egypt’s grains imported from Russia and Ukraine.

The war also impacted Egypt’s foreign exchange reserves. In 2022, despite putting restrictions on wheat exports, India stepped in to assist crisis-ridden Egypt and allowed shipments of 61,500 metric tonnes to the country.

To overcome the crisis, Egypt is eyeing investment from India to meet its foreign debt obligations and maintain food security. Since Russia’s invasion, Egypt’s currency has depreciated nearly by half. Multiple foreign investors have pulled billions out of Egyptian treasury markets.

Analysts have said close ties with Cairo can also hold significance for India. The most populous country in MENA, Egypt holds a crucial geostrategic significance as 12 percent of global trade passes through the Suez Canal.

Cairo can be a gateway to major markets in both Europe and Africa for India, experts said. India has also been concerned about China’s growing influence in Egypt.

China’s bilateral trade with Egypt is currently at $15bn, double that of India’s $7.26bn in 2021-22. The latest bilateral trade reached $5.18bn from April 22 to January 23.

Regional recognition

Fazzur Rahman Siddiqui, senior research fellow at the Indian Council of World Affairs (ICWA), New Delhi, told Al Jazeera that India intends to emerge as a significant power in the Global South.

“Since Modi came to power, India has tried to broaden its foreign policy outreach. India has opened almost 20 new missions on the African continent,” Siddiqui said.

“Egypt has lost its voice in regional affairs like in Palestine, Ethiopia, and many African countries over the years. The kind of say it used to have; they have lost their shine. And Egypt is now looking beyond the continent, and India happens to be potential for its growing stature.”

He said by allying with Egypt, India could have deeper access to the Arab world, Africa, and much deeper access to Israel. After taking over the G20 presidency in December 2022, India has invited Egypt to participate as a “guest country”.

In an interview with the Indian daily Hindustan Times last week, Egyptian ambassador to India, Wael Mohamed Awad Hamed, called the visits “game-changers”.

“We can reinforce each other’s position on the international front … we are offering India a very promising opportunity of taking Egypt as a springboard to three regions – Europe, the Middle East, and the whole of Africa,” he said.

“With the launch of the direct connection between Cairo and New Delhi, along with the possibility of having an industrial zone for India in Egypt – these are all things that will really solidify our relations and take them to new horizons.”

PM Modi conferred Egypt’s highest state honour, countries elevate relations to ‘strategic partnership’

Prime Minister Narendra Modi was on Sunday conferred with the ‘Order of the Nile’, Egypt’s highest honour, by President Abdel Fattah El-Sisi at the Presidential palace in Cairo.

Instituted in 1915, the ‘Order of the Nile’ is conferred upon heads of states, crown princes, and vice presidents who offer Egypt or humanity invaluable services. This is the 13th highest state honour conferred upon Prime Minister Modi.

In the first bilateral visit by an Indian Prime Minister to Egypt in 26 years, India and Egypt elevated their relationship to a ‘Strategic Partnership’ after Modi and El-Sisi held wide-ranging talks with a particular focus on enhancing political and security cooperation.

Modi and El-Sisi inked the strategic partnership document after their wide-ranging talks encompassing further enhancing political and security cooperation, defence collaboration, trade and investment ties, scientific and academic exchanges and strengthening people-to-people contacts. “Besides the agreement on strategic partnership, the two countries also signed three more pacts on — agriculture and allied sectors; protection and preservation of monuments and archaeological sites; and competition law,” Foreign Secretary Vinay Kwatra told reporters.

Modi and El-Sisi also discussed further cooperation in G-20, highlighting the issues of food and energy insecurity, climate change and the need for the Global South to have a concerted voice. The Prime Minister also extended an invitation to El-Sisi to attend the G-20 Summit in New Delhi in September.

Festive offer

Before departing for India a few hours later, Modi visited Egypt’s historic 11th century Al-Hakim Mosque in Cairo, restored with the help of India’s Dawoodi Bohra community. The mosque mainly performs Friday prayers and all five obligatory prayers. The Prime Minister was seen appreciating the intricate carved inscriptions on the walls and doorways of the mosque which was built in 1012. Over a thousand years old, al-Hakim is the fourth oldest mosque in Cairo, and the second Fatimid mosque to be built in the city.

Apart from touring the pyramids of Giza, he also visited the Heliopolis Commonwealth War Cemetery and offered tributes to the Indian soldiers who bravely fought and laid down their lives in Egypt and Palestine during the First World War. Modi offered floral tributes and signed the visitor’s book at the Cemetery that comprises the Heliopolis (Port Tewfik) Memorial and the Heliopolis (Aden) Memorial. The Heliopolis (Port Tewfik) Memorial commemorates nearly 4,000 Indian soldiers who died fighting in Egypt and Palestine in the First World War.

Modi met members of the Indian community in Egypt, who hailed him as “India’s hero”. “ Saara Hindustan sabka hero hai. Desh ke log mehnat karte, desh ki taraqqi hoti hai (Entire India, everyone’s hero. The people of the country work hard and the nation progresses),” the prime minister said.

At the Ritz Carlton hotel, where the PM’s delegation is staying, an Egyptian woman, Jena, dressed in a saree, greeted Modi with the popular song ‘Yeh Dosti Hum Nahi Todenge’ from the movie ‘Sholay’. “ Kisi ko pata bhi nahi chalega ki aap Misr ki beti ho ya Hindustan ki beti ho (Nobody will be able to tell whether you are a daughter of Egypt or a daughter of India),” Modi said.

Modi discussed Egypt-India ties as well as issues related to promoting social harmony and countering extremism and radicalisation with the Grand Mufti of Egypt, Dr Shawky Ibrahim Abdel-Karim Allam. He apprised the Grand Mufti that India would set up a Centre of Excellence in IT at the Dar-al-Ifta – an Egyptian advisory body for Islamic legal research – under the Ministry of Social Justice of Egypt.

Modi met Hassan Allam, CEO of one of the largest Egyptian companies operating in the Middle East and North African region. The two leaders discussed possibilities of forging closer cooperation with Indian companies in renewable energy and green hydrogen.

PM Modi also met the renowned author and petroleum strategist Tarek Heggy in Cairo and discussed issues related to global geopolitics, and energy security. Among other people he met were prominent yoga instructors Reem Jabak and Nada Adel, and encouraged them to visit India.

Modi is on a two-day visit to Egypt at the invitation of the President Abdel Fattah El-Sisi. The visit, the first by any Indian PM since 1997, is of significance as Egypt has traditionally been one of India’s most important trading partners in the African continent. India-Egypt Bilateral Trade Agreement has been in operation since March 1978 and is based on the Most Favored Nation clause, according to the Egyptian Central Agency for Public Mobilization and Statistics (CAPMAS).

India was Egypt’s fifth largest trading partner in the period April 2022-Dec 2022. It was the 11th-largest importer of Egyptian goods and the 5th-largest exporter to Egypt during the same time. The two countries share a close political understanding based on a long history of contact and cooperation in bilateral, regional and global issues.

On his arrival in Cairo on Saturday, the Prime Minister was received by Egyptian Prime Minister Mostafa Madbouly-led India Unit, a group of high-level ministers constituted by El-Sisi to improve the bilateral relationship between the two countries.

The Egypt tour follows Modi’s three-day visit to the US , which saw him attending bilateral meetings with US President Joe Biden , leading Yoga Day celebrations, addressing US Congress, speaking at press conference to meeting tech CEOs, Modi’s first state visit was a multi-faceted event.

PM Modi's two-day Egypt tour begins today, to visit centuries-old Al-Hakim Mosque

According to the Ministry of External Affairs, apart from his talks with President Sisi, Prime Minister is likely to interact with senior dignitaries from the Egyptian Government, some prominent Egyptian personalities, as well as the Indian community in Egypt. 

The relations between India and Egypt are based on ancient trade and economic linkages as well as cultural and deep-rooted people-to-people ties. During the State Visit of President Sisi in January 2023, it was agreed to elevate the relationship to a ‘Strategic Partnership’.

PM Modi to visit historic Al-Hakim Mosque

During the two-day tour, PM Modi will visit the historic Al-Hakim Mosque built during the Fatimid dynasty in Cairo on June 24. PM Modi's visit to the mosque is scheduled as the first event on the last day of his two-day programme in Egypt's sprawling capital Cairo. The Prime Minister will spend around half an hour at the Al-Hakim Mosque.

About Al-Hakim Mosque

The monument is a historic and prominent mosque in Cairo named after Al-Hakim bi-Amr Allah (985-1021), the 16th Fatimid caliph. The mosque was originally built by Al-Hakim bi-Amr Allah's father, Caliph Al-'Aziz Billah, towards the end of the 10th century, in the year 990, and was later completed by Al-Hakim in the year 1013.

The mosque is also known as Al-Anwar, meaning "the Illuminated", similar in style to the name of the earlier Al-Azhar Mosque founded by the Fatimids. It is the second-largest mosque in the city of Cairo, and the fourth oldest. The mosque is located in the heart of Islamic Cairo, on the east side of al-Mu'izz Street, just south of Bab al-Futuh (one of the northern city gates of Fatimid Cairo).

Al-Hakim Mosque is example of Fatimid architecture 

The Al-Hakim Mosque is a significant example of Fatimid architecture and history in Cairo. The rectangular mosque covers an area of 13,560-metre square out of which 5000 square metres is the large courtyard or sahn at the centre. The remaining space is divided into four covered halls, one on each side of the mosque. The Bayt al salat, or sanctuary area and prayer hall, is the largest of these, measuring 4,000 square metres and having five bays.

The mosque has two distinctive minarets on its north and west corners. Al-Hakim himself modified these minarets in 1010 by enclosing them in a square salient around them. They are the city's oldest still standing minarets.  The mosque holds the distinction of being the oldest mosque in the world with two minarets built simultaneously when it was first built.

The mosque has eleven gates, of which the most important is the central one on the main facade, made of stone. The gate has a prominent portico with carved niches and squares on its tip, similar to the Mahdiyah Mosque in Tunisia. The mosque also has pointed arches supported by rectangular columns in the courtyard and the prayer hall, reminiscent of the Ibn Tulun Mosque in Cairo.

 Important cultural site for the Dawoodi Bohra community

The mosque of al-Hakim bi-Amr Allah is an important cultural site for the Dawoodi Bohra community in Cairo. The latest renovation project was the second such initiative undertaken by the Dawoodi Bohra community after the first renovation and restoration project that was completed nearly forty years ago.

The renovations were undertaken as part of a large-scale plan by the Ministry of Tourism and Antiquities to boost tourism to Cairo's Islamic sites. The work was co-funded by the Dawoodi Bohra community.

Work on the mosque began in 2017 and included repairs to water damage and cracks in the walls. Wooden fixtures, including the mosque's doors, its pulpit and the signature decorative wooden tiles that line the base of its ceilings, were bolstered.

The ornate chandeliers of the mosque, one of Cairo's most prominent Fatimid sites, were also restored. Security cameras were installed as well as more efficient electrical wiring to service both the indoor areas and the large courtyard that the mosque is known for. Intricate restorations were also undertaken on the mosque's facades and marble floors.

The al-Hakim bi-Amr Allah Mosque, a nearly 1000-year-old structure in the heart of the Egyptian capital of Cairo, was reopened on the 27th of February this year following extensive renovations that took six years to complete.

Egypt and India discussed strengthening ties in areas including trade, food security and defence during a state visit to Cairo by Indian Prime Minister Narendra Modi, the two countries said on Sunday.

Prime Minister Narendra Modi on Sunday visited the Heliopolis Commonwealth War Cemetery in Cairo. The Cemetery is maintained by the Commonwealth War Graves Commission. 

It commemorates nearly 4,000 Indian soldiers who died fighting in Egypt and Palestine in the First World War and also houses 1,700 Commonwealth burials of the Second World War as well as several war graves of other nationalities, according to the Commonwealth War Graves Commission website.

Located at the south end of the Suez Canal, the original Port Tewfik memorial was unveiled in 1926.

PM Modi lands in Cairo, begins first state visit to Egypt in almost 3 decades

On the second leg of his two-nation tour, Prime Minister Narendra Modi landed in Cairo, the capital of Egypt, for the first state visit by an Indian PM in around 3 decades.

PM Modi arrived in Cairo following a “successful visit to the US.”

The visit is at the invitation of Abdel Fattah El-Sisi, President of Egypt, which he extended to PM Modi in January when he attended the Republic Day celebrations in New Delhi as chief guest.

This is PM Modi’s first visit to Egypt as Prime Minister and the first bilateral visit by an Indian Prime Minister after 26 years.

Upon arriving in Cairo, PM Modi was greeted with a ceremonial welcome and guard of honour and in a special honour was received by his Egyptian counterpart Mostafa Madbouly at the airport.

PM Modi schedule in Egypt

During his two-day June 24 to 25 State visit, he will hold a roundtable meeting with the Egyptian PM and also meet President El-Sisi.

Later on, PM Modi will interact with the Indian community.

PM Modi is scheduled to meet the Grand Mufti of Egypt, Dr Shawki Ibrahim Abdel-Karim Allam, today and will also interact with Egyptian thought leaders.

On Sunday, PM Modi will visit Al-Hakim Mosque. The Prime Minister will spend nearly half an hour at the Al-Hakim Mosque– a historic and prominent mosque in Cairo named after Al-Hakim bi-Amr Allah (985-1021), the 16th Fatimid caliph.

During his Egypt tour, PM Modi will also visit the Heliopolis War Grave cemetery to pay tribute to the Indian soldiers who made the supreme sacrifice fighting for Egypt during the First World War.

The visit is of significance as Egypt has traditionally been one of India’s most important trading partners in the African continent. India-Egypt Bilateral Trade Agreement has been in operation since March 1978 and is based on the Most Favored Nation clause, according to the Egyptian Central Agency for Public Mobilization and Statistics (CAPMAS).

Furthermore, India and Egypt share a close political understanding based on a long history of contact and cooperation in bilateral, regional and global issues.

Meanwhile, in the United States, Prime Minister Narendra Modi attended various events and met top Indian and American CEOs including Tesla CEO Elon Musk. He received a ceremonial welcome and guard of honour at the White House upon his arrival.

He was hosted by US President Joe Biden as well as First Lady Jill Biden for a state dinner at the White House, as well as a State Luncheon by the US Secretary of State Antony Blinken, and US Vice President Kamala Harris.

In the second leg of his two-nation visit, Prime Minister Narendra Modi landed in Cairo on Saturday for the first bilateral visit by an Indian PM after 26 years. In a special gesture, PM Modi was welcomed at the airport in Cairo by Egypt’s Prime Minister and accorded a ceremonial welcome and a Guard of Honour.

PM Modi also met with the Grand Mufti of Egypt, Hassan Allam, CEO of Hassan Allam Holding Company, famous thinker Tarek Heggy and popular yoga instructors Reem Jabak and Nada Adel during his visit.

Prime Minister Narendra Modi began his maiden state visit to Egypt by holding discussions with his Egyptian counterpart Mostafa Madbouly and top Cabinet ministers on deepening trade relations and strengthening the strategic partnership between the two countries.

As Prime Minister Narendra Modi is all set to hold a meeting with the Egyptian PM, the Indian flag was seen hoisted alongside the Egyptian flag.

PM Modi's two-day Egypt tour begins tomorrow, to visit 11th century Al-Hakim Mosque

By Rajnish Singh Prime Minister Narendra Modi is all set to visit the 11th-century Al-Hakim Mosque here during his two-day visit to Egypt beginning on Saturday.

PM Modi's visit to the mosque is scheduled as the first event on the last day of his two-day programme in Egypt's sprawling capital Cairo. The Prime Minister will spend nearly half an hour at the Al-Hakim Mosque-- a historic and prominent mosque in Cairo named after Al-Hakim bi-Amr Allah (985-1021), the 16th Fatimid caliph.

The mosque was originally built by Al-Hakim bi-Amr Allah's father, Caliph Al-'Aziz Billah, towards the end of the 10th century, in the year 990, and was later completed by Al-Hakim in the year 1013. The mosque is also known as Al-Anwar, meaning "the Illuminated", similar in style to the name of the earlier Al-Azhar Mosque founded by the Fatimids. It is the second-largest mosque in the city of Cairo, and the fourth oldest.

The mosque is located in the heart of Islamic Cairo, on the east side of al-Mu'izz Street, just south of Bab al-Futuh (one of the northern city gates of Fatimid Cairo). The Al-Hakim Mosque is a significant example of Fatimid architecture and history in Cairo. The rectangular mosque covers an area of 13,560-metre square out of which 5000 square metres is the large courtyard or sahn at the centre. The remaining area is divided into the four covered halls on each side of the mosque, with the Bayt al salat, or sanctuary area and prayer hall towards the qibla wall, being the largest at 4,000 square metres and consisting of five bays.

The mosque has two distinctive minarets on its north and west corners, which were modified by Al-Hakim himself in 1010 by adding a square salient around them. They are the oldest surviving minarets in the city. The mosque also has the distinction of being the oldest mosque in the world to have two minarets erected together at the time of its initial construction. The mosque has eleven gates, of which the most important is the central one on the main facade, made of stone. The gate has a prominent portico with carved niches and squares on its tip, similar to the Mahdiyah Mosque in Tunisia.

The mosque also has pointed arches supported by rectangular columns in the courtyard and the prayer hall, reminiscent of the Ibn Tulun Mosque in Cairo. The mosque of al-Hakim bi-Amr Allah is an important cultural site for the Dawoodi Bohra community in Cairo. The latest renovation project was the second such initiative undertaken by the Dawoodi Bohra community after the first renovation and restoration project that was completed nearly forty years ago.

The renovations were undertaken as part of a large-scale plan by the Ministry of Tourism and Antiquities to boost tourism to Cairo's Islamic sites. The work was co-funded by the Dawoodi Bohra community. Work on the mosque began in 2017 and included repairs to water damage and cracks in the walls. Wooden fixtures, including the mosque's doors, its pulpit and the signature decorative wooden tiles that line the base of its ceilings, were bolstered.

The ornate chandeliers of the mosque, one of Cairo's most prominent Fatimid sites, were also restored. Security cameras were installed as well as more efficient electrical wiring to service both the indoor areas and the large courtyard that the mosque is known for. Intricate restorations were also undertaken on the mosque's facades and marble floors.

The al-Hakim bi-Amr Allah Mosque, a nearly 1000-year-old structure in the heart of the Egyptian capital of Cairo, was reopened on the 27th of February this year following extensive renovations that took six years to complete. PM Modi will make a State visit to Egypt on June 24 and 25.

Earlier, Foreign Secretary Vinay Mohan Kwatra said, "It is worth mentioning here that this will be Prime Minister's first visit to Egypt and I might also mention that this would be the first official bilateral visit of the Indian Prime Minister to Egypt since 1997." PM Modi during his first Egypt tour will also visit Heliopolis War Grave cemetery to pay tribute to the Indian soldiers who made the supreme sacrifice fighting for Egypt during the First World War. New Delhi, Jun 19 (PTI) Prime Minister Narendra Modi will visit the 11th Century Al-Hakim mosque, restored with the help of the Dawoodi Bohra community, during his first visit to Egypt this week.

The prime minister will also go to the Heliopolis War Cemetery to pay tributes to the Indian soldiers who made the supreme sacrifice for Egypt during World War 1.

Modi’s two-day state visit to Egypt from June 24 at the invitation of President Abdel Fattah El-Sisi is the first bilateral visit by an Indian prime minister since 1997.

Before meeting El-Sisi, the prime minister will hold deliberations with the India Unit, a group of high-level ministers constituted by the Egyptian president to boost relations with India.

Addressing a press conference here, Foreign Secretary Vinay Mohan Kwatra said there has been an “intense level of ministerial engagement” between India and Egypt, which is also home to a small Indian community.

Prime Minister Modi is also scheduled to interact with the member of the Indian community in the north African nation.

Kwatra noted that External Affairs Minister S Jaishankar, Defence Minister Rajnath Singh and Environment Minister Bhupendra Yadav had travelled to Egypt recently.

“We have had, similarly, at least three to four ministers from the Egyptian government who have visited India,” he said, adding that the Chairperson of the Suez Canal Authority was on a visit to India.

Kwatra said the high-level exchanges clearly showed the extent of very sharp focus that both India and Egypt were placing on strengthening all aspects of their relationship.

Prime Minister Modi will meet President El-Sisi and oversee the signing of various Memoranda of Understanding and agreements on that day.

Kwatra noted that the Grand Mufti of Egypt Shawki Ibrahim Abdel-Karim Allam was on a visit to India last month.

The foreign secretary noted that India has invited Egypt as a special guest during its G20 presidency.

Kwatra said PM Modi’s “very quick reciprocal visit” to Egypt was taking place within six months of President El-Sisi’s visit to India.

“We are confident that the visit of Prime Minister Modi to Egypt will not just ensure continuing momentum to the relationship between our two countries, but will also help it expand to new areas of trade and economic engagement between our two countries,” Kwatra said. PTI SKU SKU RT RT
