Form I-131, Application for Travel Document
Form i-131 overview for:, form i-131 explained, what is form i-131 used for.
Certain non-citizens can file Form I-131, Application for Travel Document , to obtain various travel documentation. The application has different uses depending on the non-citizen's immigration status in the United States. When filing, applicants may request the following types of travel documents from U.S. Citizenship and Immigration Services (USCIS):
Reentry Permit
Refugee travel document, advance parole travel document, humanitarian parole.
Form I-131 is different than Form I-131A, Application for Travel Document (Carrier Documentation). Permanent residents use Form I-131A to obtain travel authorization after losing a green card or reentry permit while traveling outside the United States.
Eligibility to Apply for a Travel Document
Who needs form i-131.
Eligibility to file Form I-131 is dependent on the travel document type. Each travel document has specific criteria. In some cases, immigration status may also affect filing requirements. CitizenPath's Travel Document Package is an online service created by immigration attorneys. It's an affordable way to confirm eligibility and prepare the application correctly.
Permanent residents who anticipate an absence from the United States or one year or more should generally apply for a Reentry Permit. A green card is typically sufficient to reenter the U.S. after trips of less than one year. However, there is a presumption that you've abandoned your permanent residence when the absence is one year or more. A Reentry Permit helps mitigate this problem. With the exception of having to obtain a returning resident visa abroad, a reentry permit does not exempt you from compliance with any of the requirements of U.S. immigration laws. In other words, it is still important that you haven't taken actions that suggest you've abandoned your green card. Learn more about Reentry Permits >>
Individuals with asylum or refugee status generally must have a Refugee Travel Document to return to the United States after temporary travel abroad. In most cases, a refugee or asylee may use the Refugee Travel Document for travel in place of a passport. This is helpful because many lack a passport from their home country. In fact, the Refugee Travel Document is similar in appearance to a U.S. passport. Permanent residents, who obtained such status as an asylee or refugee, may also need a Refugee Travel Document in place of a passport. Learn more about Refugee Travel Documents >>
Advance Parole
Non-citizens who are in the United States (typically waiting for a more permanent immigration status) may be able to request Advance Parole. If eligible, Advance Parole is necessary to return to the United States after temporary travel abroad.
Although there are other eligible status, individuals with a pending Form I-485 (adjustment of status applicants) and recipients of Temporary Protected Status, use Advance Parole for brief trips. Generally, if you have applied for adjustment to that of a permanent resident, USCIS will deem your application abandoned if you leave the United States without first obtaining Advance Parole. When issued in combination with an Employment Authorization Card, Advance Parole is issued directly on the card (as pictured). Learn more about Advance Parole >>
I-131 Online Filing Options
Can form i-131 be filed online.
At this time, there is no way to submit Form I-131 to USCIS electronically, but you can prepare the form with an online service to make sure you prepare it correctly.
USCIS has not introduced online filing for this form. Regardless, e-file doesn't necessarily mean you get quick processing. If you are interested a quick approval, focus on submitting a well-prepared application package. It’s the difference between saving a couple of days with online filing versus saving several weeks with smooth processing. What’s more, USCIS is not your advocate. They are not looking out for your best interests. If you include information that damages your immigration future, USCIS isn’t going to correct you.
For people who want to make sure they are preparing the application correctly, CitizenPath offers an affordable service created by immigration attorneys. CitizenPath’s Travel Document Package will make the application easy and give you alerts if there’s a problem. You’ll also receive detailed filing instructions so you know exactly which supporting documents to submit with your application. CitizenPath even provides a money-back guarantee that USCIS will approve your application for a travel document.
Form I-131 Instructions
How do i fill out i-131.
CitizenPath's easy-to-use website helps you prepare the application quickly and accurately. Our online service provides step-by-step I-131 instructions to make it easy. We even give you a money-back guarantee that USCIS will approve your application.
If you prefer to fill out the Form I-131 PDF, you can download instructions from USCIS or follow this summary of directions.
General Guidance
- Type or print answers in black ink only.
- Enter “N/A” if an answer is not applicable and "NONE" if your answer is zero.
- Foreign language documents must be accompanied by a full English certified translation .
- Submit your application with the current USCIS filing fee . Use a personal check, money order, cashier’s check or use Form G-1450 to pay by credit card.
- Submit photocopies for all supporting documents unless an original document is specifically required.
- For Information About You , answer the general questions about name, address and birth. Carefully indicate how you were admitted to the United States or your current status that makes you eligible for a travel document.
Parts 2, 3, and 4
- For Application Type , select which type of travel document you are requesting. Your choices are very limited based on your immigration status. In rare situations, such as humanitarian parole, you may provide information about yourself in the remainder of the section.
- For Processing Information , supply answers regarding your intended travel, removal proceedings, and previous travel documents. Disposition is an explanation of what happened to the previously issued travel document. Speak to an immigration attorney before traveling outside the United States if you are in removal proceedings or have accrued any time in an unlawful presence. If you are requesting a Reentry Permit or Refugee Travel Document, you may provide address information if you wish that it be delivered abroad instead of your U.S. address.
- For Information About Your Proposed Travel , describe the purpose of the trip and which countries you intend to visit. Generally, there are no restrictions for permanent residents requesting a Reentry Permit for temporary travel. However, individuals who have (or have had) asylum or refugee status should avoid traveling back to their country of claimed persecution. Speak to an attorney first. Likewise, some Advance Parole applicants -- such as DACA -- are limited to specific reasons for travel.
Parts 5, 6, and 7
- For If Applying for a Re-entry Permit , complete the section only if you are requesting a Reentry Permit. Your past time outside the United States may affect the term of your new travel document. Speak to an attorney if you ever considered yourself a "nonresident" during your time as a green card holder.
- For If Applying for a Refugee Travel Document , complete the section only if you are requesting a Refugee Travel Document. Again, any asylee or refugee generally should not travel to their country of claimed persecution. If you must travel to that country, speak to an immigration attorney first.
- For If Applying for Advance Parole , complete the section only if you are requesting an Advance Parole Travel Document. Indicate if the document should be valid for a single use or multiple trips. Again, in limited circumstances, you may provide information about an overseas U.S. embassy or DHS office if the person intended to receive the document is abroad.
Parts 8 and 9
- For Applicant's Statement , sign your application with black ink. A surprising number of I-131 rejections are the result of applicants forgetting to sign or signing in the wrong place. Provide an email and U.S. phone numbers where USCIS can reliably reach you. USCIS will rarely call applicants, but they will use email.
- For Preparer , provide information if applicable. If you prepared your Form I-131, it’s only necessary to sign as the “applicant.” If another person prepared the application for you, be sure Part 9 is filled in and signed appropriately.
This is an abbreviated list of Form I-131 instructions. We highly recommend that you download USCIS instructions or use CitizenPath’s service to prepare the application. CitizenPath provides filing instructions customized to your situation. You’ll get detailed I-131 instructions that explain which supporting documents to submit, how to organize, and where to mail.
Filing Addresses for the Application
Where to file form i-131.
USCIS accepts the I-131 application via mail only. They do not want applicants to submit the form in-person at USCIS offices. USCIS has numerous filing addresses. The address depends on various factors such as the basis of eligibility, travel document type, and U.S. state of residence. For the most up-to-date address, refer to your CitizenPath filing instructions or use the USCIS I-131 direct filing addresses .
Although USCIS receives your application package at these locations, they will process them somewhere else. If you have an interview (rare), it will be at a USCIS field office near the home address you provide.
Form I-131 Processing Time
How long does it take to get a travel document.
USCIS is reporting I-131 processing times in excess of one year at their service centers. Check USCIS processing times for the latest estimates. The best way to ensure a smooth process and quick processing time is to prepare a complete and problem-free application. For this reason, CitizenPath customers generally experience the best processing times for USCIS travel documents.
Expedited processing of a travel document is available in certain situations. For a detailed description of plausible reasons and how to communicate your urgent need, see our article on expedited processing for travel documents .
Reporting for processing times only includes forms that were successfully filed. If an individual does not correctly prepare a form or otherwise does not satisfy eligibility requirements, USCIS will reject or deny these requests. For the most recent year, USCIS reported the following national statistics:

Form I-131 Questions and Answers
The USCIS filing fee to submit Form I-131, Application for Travel Document, can vary significantly based on the type of travel document, age, and eligibility category. Use our pricing tool to determine your filing fee .
Generally, adjustment of status applicants may file I-131 "concurrently" with Form I-485 . Concurrently means that you can submit them together. This is the best way to get quick processing.
You may also file Form I-131 after filing Form I-485, but you'll need to wait until you receive the I-485 receipt notice. You'll need the receipt number so that USCIS can link the cases.
Generally, you must file Form I-131, Application for Travel Document, from inside the United States. The granting of an Advance Parole Document for individuals outside the United States is an extraordinary measure used sparingly to allow an otherwise inadmissible non-citizen to travel to the United States and to seek parole into the United States for a temporary period of time due to urgent humanitarian reasons or for significant public benefit. Seek the advice of an immigration attorney if you are outside the United States and feel the need to file Form I-131.
You should apply for a Refugee Travel Document or Reentry Permit before you leave the United States. However, the travel document may be sent to a U.S. embassy, U.S. consulate, or DHS office abroad for you to pick up, if you make such a request when you file your application. Departure from the United States before a decision is made on the application usually does not affect the application decision. However, if biometrics collection is required and the applicant departs the United States before biometrics are collected, the application may be denied.
Permanent residents who are outside the United States for less than one year and lost a green card, may be able to file Form I-131A, Application for Travel Document (Carrier Documentation), to obtain temporary document to return to the U.S.

The Documents You Need to Travel Abroad Now
The pandemic has created a whole new checklist of what you should bring on your trip. Here’s the essential paperwork you need to have in your bag.
- Share full article
By Lauren Sloss
While international travel is not impossible this holiday season, particularly if you’re vaccinated, the rise of the Omicron variant promises to make it much more complicated .
Assuming you are traveling to a country open to nonessential travel, the vaccine and testing documentation required for entry could range from nothing (Mexico) to detailed and numerous (Norway, and many others). Before booking, you can research online what you’ll need — on a running list from The New York Times here , or the websites of various airlines, the C.D.C ., the U.S. State Department or that of your destination’s government — but be prepared to recheck requirements in the days leading up to your departure, in case rules have changed.
Here are the types of documentation that many destinations now require from U.S. travelers. As in prepandemic times, make physical copies of everything and if you have digital versions, organize them in an accessible place on your phone. Keep them handy, too, as you will be asked for your documents multiple times during your journey.
Proof of vaccination
No matter your destination, no matter what requirements it has for proving you are vaccinated against the coronavirus, it’s smart to bring your physical, C.D.C.-issued vaccine card with you, along with digital photos of your card and paper photocopies. You might not need it — be sure to store it safely — but don’t assume that a U.S.-based digital passport or QR code is acceptable. For example, your physical C.D.C. card will be accepted in France and the United Kingdom; the latter, however, also accepts certain state-issued digital health apps for entry , like California’s Vaccine Record and New York’s Excelsior Pass . And remember to check what vaccines are accepted at your destination.
A completed locator form
Some destinations, including the United Kingdom and certain European Union countries , require travelers to complete a digital passenger locator form before entering the country (you must submit the U.K. form in the 48 hours before you arrive in the country), to help with contact tracing. In addition to your travel information, vaccination status and contact information, the form may ask for your address in the country, and, in the U.K, confirmation of scheduled coronavirus tests that you need to take after arrival. With its locator form, Croatia asks for proof of paid accommodation, and if you’re traveling to Canada, you will need to download and submit information using the ArriveCan mobile app within 72 hours before your arrival.
Coronavirus test results
More countries now require proof of a negative test, often in addition to proof of vaccination. Depending on where you are going, some countries require P.C.R. tests, while others allow rapid antigen tests. The timing requirement of your test might ask for results between 24 or 72 hours before your arrival, or one to three days. Take Croatia again: The country requires a negative P.C.R. test taken within 72 hours or a rapid antigen test within 48; if you have neither, you’ll be required to test upon arrival at your own cost and quarantine until you receive negative results. Rules for unvaccinated children vary widely by country and age, too — when entering Denmark , fully vaccinated adults or children under 16 do not need proof of a negative test, while 16- and 17-year-olds must have proof of a negative test to enter. Again, have the results in both digital and physical form.
Mask mandates too vary by country and maybe localities, but you will most certainly need masks in airports, on your flight — and if you are going to most places in Europe and the U.K. , for indoor activities like dining. And rather than hoping your cloth mask will have you covered, come prepared with surgical masks and N95s as well. For example, you need N95s,KN95s or FFP2 to ride public transport in Germany .
Proof of insurance
Not only is it a good idea to check your health-insurance policies if you get sick abroad, you should research whether proof of health or travel insurance is needed at your destination. While Egypt , Jordan and many Caribbean nations require proof of health insurance, travelers to Chile , in addition to proof of vaccination and a negative test, must also show “proof of travel medical insurance that covers at least $30,000.” For unvaccinated travelers, Costa Rica requires insurance that covers any Covid-related costs, including but not exclusive to illness.
With minors, proof of relationship
If you are traveling with children, particularly as a single parent or if your child will be traveling with other relatives, Erika Richter, director of communications of the American Society of Travel Advisors, strongly recommends having a child consent form and a proof of relationship, like a birth certificate or court document, in addition to the child’s passport.
Speaking of passports …
Confirm that your passport and any required visas are valid. “Your passport should have an expiration date of at least six months from your return date,” said Alexis Bowen, a co-founder of the travel company elsewhere .
Test for your return trip
All travelers, vaccinated or not, wishing to fly into the United States from abroad are currently required to show proof of a negative coronavirus test — specifically, a rapid antigen or P.C.R. test — taken within one day of their flight. Check whether your final stop before flying has testing centers or pharmacies with approved tests, or consider consulting local connections or the hotel concierge. You can also bring F.D.A.-approved at-home tests with you. Those tests need to be supervised, meaning you’ll need Wi-Fi and an online doctor’s appointment. Finally, prepare to sign a C.D.C.-required attestation either in advance or at the airport before returning.

An earlier version of this article omitted a kind of mask that is acceptable to use on public transport in Germany. FFP2 masks are also acceptable, not just N95 and KN95 masks.

How to get a REAL ID and use it for travel
The REAL ID Act is a law that sets higher security standards for state-issued driver's licenses and identification cards (IDs).
Why upgrade your license to a REAL ID?
Beginning May 7, 2025, if you have not upgraded your driver’s license or state-issued ID to be REAL ID-compliant, you will not be able to use it to:
- Board federally regulated commercial aircraft
- Access federal government facilities or military installations
- Enter nuclear power plants
Visit the REAL ID website for more details and frequently asked questions .
Check to see if your license or state ID is already REAL ID-compliant
If your driver's license or state ID has a star in the upper right-hand corner, it is already REAL-ID-compliant. There is nothing more you need to do.
How to get a REAL ID
When you apply for or renew your driver’s license or state identification card, you can choose to make it REAL ID-compliant. Find and visit your state's driver's licensing agency website to see what documentation you will need. Your new card will have the REAL ID star marking at the top right.
Using REAL ID and other ID options to board a plane
If you do not upgrade your license or state ID, you can use a passport or one of these other acceptable forms of identification to fly .
Can you still get a non-REAL ID-compliant license or state ID?
You will still be able to get a driver's license or state ID card that is not REAL ID-compliant. But you will not be able to use it for air travel or to get into federal facilities or military installations. Find and visit your state's driver's licensing agency website to see how to get a non-REAL ID-compliant license or state ID.

Should I Apply for Work & Travel Permits During the Green Card Process?
Weighing the pros and cons of including the optional work and travel permit forms in your green card application, apr 10, 2024.
If you’re applying for a green card from within the United States (otherwise known as the “ adjustment of status ” process), you may have heard about Form I-765 and Form I-131. Form I-765 (Application for Employment Authorization) and Form I-131 (Application for Travel Document) allow green card applicants to work legally in the U.S. and travel in and out of the country while the green card is pending. Let’s dive into the pros and cons of including the work permit and travel permit forms in your green card application.
Do I Need to Include These Forms in My Green Card Application?
Including Form I-765 and/or Form I-131 in your adjustment of status (green card) application is optional. U.S. Citizenship and Immigration Services (USCIS) does not require that applicants include either form in their completed application, so it is at your discretion to decide whether to complete and file the work and travel permit forms during the green card process. Now that the forms come with additional fees, some individuals and families may choose not to include them in their application to save on filing costs.
It is important to note that the green card process can be a lengthy one, depending on the USCIS field office processing your application and the details of your specific case. USCIS processing times change often, but for many applicants, it could be several months to several years before they have a green card in-hand — and with it, the ability to work and travel freely.
Work & Travel Permit Pros
Working in the u.s..
If you’d like the ability to work and earn a living in the U.S. while awaiting your green card , you will need to complete Form I-765 and include it in your adjustment of status application.
In order to work in the U.S., you must have official work authorization from USCIS. Any unauthorized work could have serious consequences for your immigration journey and ability to remain in the country.
Learn more about working in the U.S. with a pending green card application in Boundless’ guide .
Avoiding Travel Issues
If you think you may need to travel outside the U.S. for any reason while your green card is pending, it may be beneficial to complete Form I-131. Obtaining the advance parole travel document provides the freedom and flexibility to leave and re-enter the U.S. in case of a family event or emergency abroad, without jeopardizing your green card application.
Without a valid travel document, your green card application will be terminated if you leave the U.S. while your application is still pending.
Learn more about traveling abroad with a pending green card application in Boundless’ guide .
Work & Travel Permit Cons
Form I-765 and Form I-131 have long been free to include in a family-based green card (adjustment of status) application. This means that green card applicants could file Form I-765 and Form I-131 alongside their adjustment of status form (Form I-485), for no additional costs. However, on April 1, 2024, USCIS rolled out a new fee structure , which increased the filing fees for both Form I-765 and Form I-131. Form I-765 now costs $260 when filed as part of an adjustment of status application, while Form I-131 costs $630. While these fees may be manageable for some applicants, they can pose a financial burden for others, especially considering the already substantial costs associated with the green card application process.
Additional Forms to Complete
If you choose to file Form I-765 and/or Form I-131, it does add additional work when preparing your green card application. Both forms must be completed thoroughly, accurately, and to USCIS standards. Both Form I-765 and Form I-131 have their own requirements, including specific form questions to be answered and supporting documents that must be included when filing. If there are any errors or issues found in Form I-765 or Form I-131, it could lead to complications that may delay the overall green card application.
The Bottom Line
Including the work and travel permit forms in your green card application has both pros and cons.
In general, if you choose to file Form I-765, you’re gaining the ability to work legally in the U.S. while your green card application is pending. This can be helpful for many green card applicants as they settle into a new country and jumpstart their career in the U.S.
Filing Form I-131 ensures that you’ll be able to travel in and out of the U.S. in the event of an emergency or important event abroad while your green card is pending. For many green card applicants, obtaining the advance parole document offers peace of mind during the green card process.
Although the work and travel permits offer increased financial security and travel flexibility, they’re not without a cost. The new high fees for Form I-765 and Form I-131 may deter budget-conscious applicants from including them in their application. The immigration process can be expensive, and some may need to be more selective in managing optional costs when applying. Overall, it’s up to each individual to weigh the pros and cons of the work and travel permits and decide what works best for their immigration journey.
Processing times are going down, and application costs are going up.

New requirements for Americans traveling to Europe postponed until 2025
Visitors who now travel visa-free will need to get approval prior to departure.
Americans eyed upcoming travel to European destinations slightly differently due to news of a requirement that was set to start in 2024 for U.S. passport holders. But now, EU officials have postponed the European Travel Information and Authorisation System ( ETIAS ) launch until spring of 2025.
SchengenVisaInfo.com, a website dedicated to the world's largest visa-free zone where 27 European countries abolished their internal borders known as the Schengen Area, first reported that an EU official confirmed ETIAS won't go live until May 2025, "due to continued delays with the introduction of the related Entry-Exit System (EES), which needs to be operational before ETIAS can be implemented."
An official for the European Union did not immediately respond to ABC News' request for comment.
What to know about ETIAS for US travelers
If you previously traveled to Europe without a visa, you will now need to apply for authorization through the ETIAS , before visiting.
Today, American travelers have visa-free access to 184 global destinations, according to the Henley Passport Index . And while the U.S. passport is currently ranked eighth-most powerful passport to own, that could be set to shift when the European Union adds its new documentation requirements for U.S. visitors.
The application form, which will be available on the official ETIAS website as well as a mobile application, has a fee of 7 euros or $7.79 U.S. dollars. All communication is done by email.
Once you are approved for travel, the authorization entitles visitors to stay in European countries that require ETIAS for up to 90 days within any 180-day period and travelers must be in possession of a valid ETIAS during their entire stay.
MORE: New warning issued for rebooking air travel after delays, cancellations
According to ETIAS, most applications should be processed within minutes, but in case an application takes longer, decisions will be sent within four days or up to 14 days if the applicant is asked to provide additional documentation.
The European Union encourages travelers to apply for an ETIAS authorization "well in advance of your planned journey."

Confirmation of application submission will be sent on email with a unique number that is needed for future reference.
Upon receiving ETIAS travel authorization, travelers are to ensure that their name, passport number and other information is correct because any mistake will prevent them from crossing the border.
If an application is refused, the email will include the reasons for the decision along with information about how to appeal.
ETIAS travel authorization is valid for three years, according to the EU, or until the travel document you used in your application expires, whichever comes first.
MORE: European heat wave breaking records with little relief in sight
The ETIAS authorization is linked to a person's travel document -- such as a U.S. passport -- and both documents will be needed to board a flight, bus or ship to enter any of the European countries that require ETIAS.
Similar to international border requirements with a passport, the ETIAS authorization doesn't guarantee automatic right of entry. "Border guards will verify that you meet the entry conditions" and anyone who does not meet the conditions "will be refused entry," according to the EU.

Animal and Plant Health Inspection Service
International Regulations (IRegs) for Animal Product Exports
The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) has created the International Animal Product Export Regulations (IREGS) to provide exporters with our best understanding of importing countries requirements for certain animal-origin products.
Countries may change their import requirements without notice. In all cases, the exporter has the responsibility of having their importer confirm with the Ministry of Animal Health in the importing country the certification requirements prior to shipping. The exporter should obtain any required certificates prior to shipping. Most countries will not accept certificates issued after consignments have shipped. The availability of APHIS endorsement of certificates should not be assumed until after consultation with the pertinent VS Field Operations Veterinary Export Trade Services (aka VS Service Centers) .
Exporters are responsible for confirming prior to shipment that they have all certification required for the consignment.
The primary role of APHIS, VS in the certification of animal products for export is to provide certification about the animal health status of the region of origin of the product. If other certifications are required, APHIS, VS may not be the Agency authorized to provide the required export certificate.
If you have any questions or concerns regarding the procedures and requirements for exporting animals, animal products, or to obtain a zoosanitary certificate for an animal product, you should contact the VS Field Operations Veterinary Export Trade Services (aka VS Service Centers) covering the area from which the product will be exported, the area in which your office is located, or the area in which the product is manufactured. If you have a shipment on hold in a foreign country, please contact the Veterinary Services service center that issued your certificate.
* If you have a shipment of animal products or by-products that has been exported from the United States and you intend to return the shipment to the United States, please use our VS Permitting Assistant .
Exporters are advised that the forms linked below are to be submitted to the endorsing office electronically by email after preparation consistent with the Special instructions for exporters regarding the preparation of the new VS forms. Exporters should contact the endorsing office officials regarding the correct email address to use and the proper formatting of emails so that the process flows well. If submission by email is not possible, exporters should contact endorsing office officials to discuss alternatives. Prior to endorsement, APHIS prints the forms on special VS Security Paper. Only the below JUL 2022 versions of the VS Form 16-4 and VS Form 16-4A may be used.
- VS Form 16-4 * - JUL 2022
- VS Form 16-4A - JUL 2022
- Combined VS form 16-4 and VS form 16-4A *
- Special instructions for exporters regarding the preparation of VS Form 16-4 and 16-4A
*This version of the VS Form 16-4 also contains the following statement as the initial content of the "ADDITIONAL DECLARATIONS" area: "This is to certify that rinderpest, foot-and-mouth-disease, classical swine fever, swine vesicular disease, African swine fever, and contagious bovine pleuropneumonia do not exist in the United States of America."
Prior to using these forms, users should ensure Adobe Reader Version 9.0 (or above) is installed on their computer. Version 9.0 (or above) is necessary to ensure that the forms open and function optimally. Any Adobe software (Reader, Standard, or Professional) may be utilized as long as it is version 9.0 or above.
