Coach industry seeks £150m aid

The Confederation of Passenger Transport has called for a £150million government grant-based scheme to support English and Welsh coach operators and give them the same support already available from the governments in Scotland and Northern Ireland.

Its Backing Britain’s Coaches and Backing Wales’s Coaches strategies were launched in late March along with a call for government-backed backed campaigns to promote coach travel to passengers and locations. The CPT also wants chancellor Rishi Sunak to extend repayment terms for Coronavirus Business Interruption Loans (CBIL) that he committed to last September.

The Welsh campaign seeks £7.5million in grants, developing the coach offer as a key component of Wales’s tourism strategy and a national clean air fund to help coach operators invest in new vehicles or retrofit older ones.

The difficulties facing the coach industry after 12 months of pandemic restrictions were laid bare on 24 March when operators’ representatives addressed MPs on the House of Commons Transport Select Committee. CPT chief executive officer Graham Vidler, who fears that ‘coach-free deserts’ could open up in parts of the country, joined Nigel Skill, chairman of Skills Group of Nottingham, Candice Mason, director of business at Masons Mini Bus & Coach Hire in Hertfordshire, and Michael Pearson, transport manager at Peterlee-based TM Travel Durham. This online evidence session was followed by another with England’s buses minister, Baroness Vere, and tourism minister Nigel Huddleston.

Mason says her operation has not transported a private group since 18 March last year. ‘As of the end of this month, our losses will stand at over £1million. We’ve been lucky to access the grant from the first lockdown, £10,000, and a £4,500 grant more recently. We had to take out a £225,000 loan which we have to start paying back in June. We’re pretty scared about how we will afford to do that.’ Masons considered refinancing its entire fleet, but was told it was a high risk business.

Pearson highlighted TM’s investment in Euro6 coaches, which it acquired to keep up with government expectations. ‘The finance alone on those three vehicles is £20,000 per month. Any grants just scratch the surface. I don’t think there’s a clear outline for our sector to get back going.’

Skill says his company’s losses are around £3.2million, mainly because it has invested £19million in Euro6 coaches since 2016. He told the MPs that, at times, only a single minibus has been in service from a fleet of over 100 vehicles.

‘The concern is that the very businesses which are vulnerable are those who have embraced Euro6 and invested heavily. Those businesses which haven’t taken on Euro6 commitments are probably in a stronger position financially. Ironically, it’s those that are forward thinking and well managed that are suffering disproportionately.’ Skill added that when lockdown eased, 40 vehicles were providing school transport. However, this is a double-edged sword because the vehicles would usually be carrying out other work between transporting schoolchildren. Little if any money was made running these services.

Skills also applied for a CBIL loan.  However, various consultancy fees and audits required by the bank meant that it cost it about £35,000 to get access to the £250,000 the company wanted. That would have been almost £50,000 had the auditor not discounted its rates.

Vidler says Scotland’s coach operator support scheme is a model for what should be available in England and Wales. ‘It pays up to £12,000 per vehicle, pays more for businesses with newer vehicles and targets business with a higher proportion of turnover from tourism,’ he told the MPs. ‘Applying a similar scheme in England and Wales would cost £100 to £150million, but give a real boost to the sectors’ attempts to start up again over the summer.’

He also asked for clarity and consistency on the roadmap out of lockdown, to build confidence in coach operators, adding that the UK could see ‘coach deserts’ appear where all the local operators collapse and residents cannot access any coach services.

In the later session, Vere said the government had to focus on providing public transport to essential workers. ‘Coaches provide a valuable service which is very important, but during a pandemic it is not essential travel in many cases.’ She appeared to dismiss the idea of ‘coach deserts’.
