Best time to visit rwanda.

Rwanda has a tropical highland climate, with temperatures being pleasantly warm most of the year. March to May is the wet season, so expect frequent rain and thunderstorms during this period, which can make trekking and other outdoor activities uncomfortable at times.

Culture and customs

Rwanda has a rich, vibrant culture based on traditional dance, crafts song and drumming. History and culture is communicated through the generations with songs, poetry and stories providing links to the past. Visitors to Rwanda should catch a cultural performance of dynamic dance and music to appreciate the heritage and identity that is carried by these songs and dances. There are three main ethnic tribes in Rwanda - Hutu, Tutsi and Twa, each having their similarities and differences. The Twa comprise less than 1% of the population, and are hunter-gatherers, having lived in Rwanda for centuries. The Hutu and Tutsi are not divided by ethnicity but by a social caste system, with the Tutsi traditionally living pastoral lives and being members of the ruling class, and the Hutu traditionally being seen as peasant farmers. This is malleable though, as intermarriage between the two is quite common, so children may have a Hutu father and a Tutsi mother. While this has lead to much division and conflict in the past, Rwanda has more recently enjoyed 15 years of relative harmony, with these ethnic groups living and working alongside each other in peace.  Foreigners and travelers will find most Rwandans live simple lives, devoid of modern conveniences and perhaps it is because of this that Rwandans are known for being friendly, genuine and very accommodating to visitors. Homestays in particular provide valuable insights into the culture of Rwanda.

Eating and drinking

Intrepid believes that one of the best ways to experience a country is by eating! Whether you're sampling street food, savoring a cheap eat or indulging in a banquet, there are endless options to choose from wherever you are in the world.  Rwandan food typically consists of simple meals made from locally grown produce. Sweet potato, corn, peas, beans and cassava feature heavily, and are usually fried or cooked in a stew. Spices and seasonings aren’t common in Rwandan cooking, so food may be a little bland for some – but just right for others who prefer their food less spicy.

Things to try in Rwanda

1. Fresh fruit

Bananas, avocados, mangoes and papaya are plentiful in Rwanda and are a cheap, fresh snack when bought from markets and street carts.

2. Frites-banane (fried plantains)

Fried Plantains are a delicious snack and found just about everywhere in Rwanda.

Barbecued beef, goat and chicken are available at roadside street stalls in the larger cities.

Beer is popular with the men of Rwanda (women rarely drink). Primus, Mutzig and Amstel are the main beers available in Rwanda, as well as locally brewed banana beer.

Geography and environment

Sharing borders with Uganda , Burundi, Tanzania and the Democratic Republic of Congo, Rwanda is a densely populated, landlocked nation. Covered in grassland, mountains and rolling hills, most people in Rwanda live in villages surrounded by farmland. Plantations of cash crops like coffee and tea are common, but small subsistence farming is the main source of income for most Rwandans living in rural areas. 

The dense jungles and national parks of Rwanda house many species of animal including gorillas, baboons, chimpanzees and prolific birdlife. Unlike many other African bodies of water, freshwater Lake Kivu is free from crocodiles and hippos, so it’s a great spot for swimming, fishing and other recreational activities.

History and government

Early history.

The original inhabitants of Rwanda, the Twa, lived a hunter-gatherer lifestyle for centuries before the arrival of the Hutu people. Then the Tutsi brought with them a feudal system of land ownership and society. In 1890 Germany took control of Rwanda, and ruled until 1916 when the Belgians overpowered the German forces during World War I. Under Belgian rule, clashes between the Tutsi and the Hutu were frequent and a precursor to the violence of the 1990s. Independence was granted in 1962, and the Hutu majority came into power. Because of this, Tutsi people were marginalized, with less access to education and employment opportunities. This imbalance created simmering tensions within Rwanda, culminating in armed conflict and displacement of people.

Recent history

In 1994, Rwanda erupted into civil war following the death of the president in a plane crash (the plane was shot by a missile while trying to land in Kigali). Months of bloodshed ensued - it's estimated that close to a million people were killed within a period of 90 days. Millions of Rwandans fled into neighboring Uganda and Tanzania to escape the violence, murder and looting that had taken over their country. Due to the loss of life and infrastructure caused by the genocide of 1994, many Rwandans today live in poverty. Despite this, Rwanda is currently rising out of hard times to move into the future with increased prosperity and improved living conditions. The economy is slowly improving due to a flourishing tourism industry and a new government that has invested in education and infrastructure

Soak up a bit of nightlife by getting your groove on to African and Western pop music in one of Kigali’s busy nightspots. New Cadillac and Republika Lounge are popular with both locals and expats, so why not see how the city comes to life after dark.

Rwanda’s markets are filled with bright delights, from fresh fruit and vegetables to vibrant fabrics. Souvenir-wise, the best picks are handicrafts and artwork by local artists. Woven baskets, colorful fabric bags, interesting jewelry, wood carvings and terracotta pots all make great mementos of your trip or gifts for friends back home. It's a good idea to check with your local customs officials to ensure that you are able to bring certain items back into your home country. Australia and New Zealand generally have strict quarantine laws.

Festivals and Events in Rwanda

With the majority of Rwandans being Christian, Christmas is an important time for most. Rwandans typically don’t celebrate Christmas in a commercial way, with most foregoing gift giving and choosing to spend time at church and with family. Church services are usually a formal affair and run for several hours, with locals getting dressed up in their finest attire to attend mass. Time is then spent eating and socializing with family and friends.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travelers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travelers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

Is tipping customary in Rwanda?

Tipping isn’t expected of you in Rwanda. It's up to the individual whether to tip or not. Rounding up a bill for good service at restaurants is a good idea.

What is the internet access like in Rwanda?

Internet access has recently improved in Rwanda. Travelers will be able to access the internet in large cities like Kigali but expect limited to no access in regional and rural areas.

Can I use my cell phone while in Rwanda?

Cell phone coverage is quite good in Rwanda’s larger towns, but less so in rural and mountainous areas. Ensure you have global roaming activated before leaving home if you wish to use your cell phone.

What are the toilets like in Rwanda?

Squat/pit toilets are the standard in Rwanda, except for western-style, flushable toilets that are sometimes available in large hotels and other modern buildings. Carry your own supply of soap and toilet paper as they are rarely provided.

Can I drink the water in Rwanda?

Drinking tap water isn't recommended in Rwanda. For environmental reasons, try to avoid buying bottled water. Fill a reusable water bottle or canteen with filtered water. Ask your leader where filtered water can be found; some hotels we stay in may have drinking water available. It's also advisable to avoid ice in drinks and peel fruit and vegetables before eating.

Are credit cards accepted widely in Rwanda?

Credit cards are usually accepted by large hotels and western-style restaurants but not by smaller vendors. Ensure you have adequate cash to cover purchases not able to be made on credit.

What is ATM access like in Rwanda?

International ATMs are not so common in Rwanda. They can be found in Kigali and other larger towns, but may not accept foreign cards. Be sure to have other modes of payment before entering Rwanda, as relying solely on ATM usage isn’t wise. American dollars or euros can be exchanged easily at the airport, local forex bureaus and at banking institutions in Rwanda’s large cities.

Do I need to purchase travel insurance before traveling?

Absolutely. All passengers traveling with Intrepid are required to purchase travel insurance before the start of their trip. Your travel insurance details will be recorded by your leader on the first day of the trip. Due to the varying nature, availability and cost of health care around the world, travel insurance is very much an essential and necessary part of every journey.

Do I need a visa to travel to Rwanda

Visas are required by all nationalities and need to be obtained in advance. You must apply for this visa online.  You'll need to apply for an Entry Visa on their website (Services tab, Visa) which should take approx 2-5 days to come through. You must print this Entry Facility out to present at the border. Nationals of Australia, Israel, New Zealand, USA, Germany, South Africa, Kenya, Great Britain, Sweden and Singapore are not required to pre-register, however must pay the visa fee upon arrival at the border post. The visa costs approx US$60 payable on the border, with the exception of national from Australia, Israel, New Zealand, USA, Germany, South Africa, Kenya, Great Britain, Sweden and Singapore for whom the visa fee is US$30.  If you are asked to provide an address in Rwanda on your visa form, please use the address below -

Rwanda is a beautiful country. The Golden Monkey were a delight. It was very well organised. I have 2 suggestions: Could the drivers have microphones? They are very difficult to hear when we are sitting in the back of the 4 wheel drives. Also, the first 2 days of food and accommodation at Garden Court were disappointing. The food did improve. The accommodation was clean but old and basic. Otherwise, I really enjoyed the tour. I thought the guides were both considerate but quite quiet.

Chris Froome embarks on solo 75km breakaway at Tour du Rwanda, ends with puncture and crash

After four days of the Tour du Rwanda, Chris Froome had been a quiet presence in the peloton, lying 21st overall as he continues the early-season preparation for goals later on in the year.

However, that all changed on stage 5, a hilly 195km run from Rusizi to Rubavu featuring six major climbs. The four-time Tour de France winner, who kicked off his season in Australia last month, sprang into action partway through the stage, making the break of the day.

No other riders would join him up front, though, and at 115km from the line it would be a lonely day out in the rain for the 37-year-old.

Froome's last pro win came at the 2018 Giro d'Italia, where he staged a phenomenal turnaround on the road to Bardonecchia with an 80km solo ride. This time around, he'd spend a similar time on the attack, even if the end result wasn't quite the same.

In short order, Froome pushed his advantage over the peloton to over three minutes, riding into the virtual race lead. But after two hours in the break, bad luck brought an end to Froome's adventure, with a puncture halting his progress. On the penultimate climb, he required two wheel changes that saw him drop back to the peloton at 40km to go.

Things then got worse, as Froome was dropped by the lead group and then crashed in the closing kilometres, remounting to finish a few minutes down. 

"That was a rough day. I felt like I wanted to have a crack at it," Froome said later. "You could see the whole peloton was just pegged about halfway through so I thought I would go for it and get stuck in and see what I had in the legs.

"The goal was to get over that last climb on my own and see if I could make it down to the finish. I wasn’t far off. I think I had a 30-40 second lead on the Euskaltel guy [counter-attacker Mikel Iturria] behind me and about a minute and a half on the peloton.

"I got a front wheel puncture and I didn’t have a team car behind me as they had already pulled the team car out. I managed to get another wheel from neutral service but it wasn’t really compatible with the bike so I had to stop again and change it with my team car. Then the peloton caught me and surged over the top of the climb and that’s where the lights went out for me."

Froome's day only deteriorated from there as he hit the deck avoiding a car in the road, thankfully avoiding any major injuries in the process.

"I was chasing with a couple of guys to try and get back on, on the descent, but I came around the corner and the QuickStep car had stopped as one of their riders had crashed," Froome said.

"So I came around the corner on the limit and there was the car in the road so I had to abandon and get off into the ditch. So, I scratched myself up a bit but thankfully, there doesn’t seem to be any damage."

Glory on the stage would eventually be claimed by Callum Ormiston (Global 6 Cycling), who powered to victory with a solo attack late on. 

Earlier in the race, Froome said that he was happy to be in Rwanda and making his debut at the eight-day event, though he emphasised that he wasn't aiming for the GC, instead looking to build form for later goals.

"I'm going to keep fighting every day," Froome told local reporters before the stage. "Even just to be here, to be racing and pushing is good for the next races, for the preparation

"I'm really happy to be here. I'm realistic – I'm not going to be winning this Tour of Rwanda because I'm not in the top shape to win the races yet. My big target will be in July for the Tour de France so now starts my preparation for July."

As well as building up for future races alongside the team's development riders Roi Weinberg, Nadav Raisberg and Cole Kessler , Froome and the Israel-Premier Tech team have been in the country to inaugurate the 'Field of Dreams' bike centre in the country.

The project is the end result of a campaign launched at last year's Tour de France with a special edition kit and fundraising aimed at building the centre, pump track, and 1.2km race track in Bugesera.

"Witnessing the joy on the kids' faces while they rode felt like a great victory," Froome said at the inauguration last week. "It is a game-changer project."

The centre, which is the first of its kind in the region, was broken in by the Israel-Premier Tech squad, who took part in a race against a local women's cycling team, who had been supported by the WorldTour team over the past two years.

Going forward, the facility will be used by the Rwandan Cycling Federation and will also play host to coaching, training and racing sessions for children from Bugusera and the surrounding area.

Rishi Sunak pushing ahead with Rwanda bill

After months of delay, parliamentary bickering and legal challenges, Rishi Sunak's Rwanda bill is set to become law.

Legislation for the prime minister's controversial plan to deport asylum seekers to the landlocked African country cleared parliament last night after a lengthy battle.

The policy has been plagued by setbacks since it was first announced two years ago, with thousands of people arriving on Kent beaches aboard small boats all the while.

So what is the Rwanda bill and why is it so controversial? Here are some of the key questions, answered.

What is the Rwanda asylum plan?

Rishi Sunak's promise to "stop the boats" is one of five pledges he has staked his premiership on.

Key to this is the Rwanda scheme, which would involve some asylum seekers being sent to Rwanda to have their asylum claims processed there.

If successful, they can be allowed to stay in Rwanda or seek asylum in another country. But they would not be able to apply to return to the UK.

Ministers say the policy will act as a deterrent to people thinking of travelling to the UK "illegally" (though whether or not crossing the English Channel in a small boat is actually illegal is complicated).

Why haven't any planes taken off already?

The first plane carrying asylum seekers could take off in 10 to 12 weeks , the prime minister said ahead of the law passing, in what is another delay, having initially promised this would happen in the spring.

This would be more than two years since the first flight attempted under the deal was grounded amid last-minute legal challenges.

No asylum seekers have yet been sent to Rwanda.

While he refused to go into "sensitive" operations details on Monday, Mr Sunak did outline a number of measures the government was taking to prepare for the first flights to take off.

He said there were now 2,200 detention spaces and that 200 dedicated caseworkers had been trained to process claims quickly.

Around 25 courtrooms have been made available and 150 judges will provide 5,000 sitting days, he added.

Mr Sunak also said there were 500 "highly trained individuals ready to escort illegal migrants all the way to Rwanda, with 300 more trained in the coming week".

In November, the Rwanda plan was ruled unlawful by the UK's Supreme Court , which said those being sent to the country would be at "real risk" of being returned home, whether their grounds to claim asylum were justified or not - breaching international law.

Is Rwanda a safe country?

Much of the debate around the policy - putting aside differing views on whether it is effective or ethical - centres around the question of whether Rwanda is considered a "safe country".

The government insists it is, although it's worth pointing out that the UK granted asylum applications to 15 people from Rwanda last year.

According to Human Rights Watch, critics of the ruling political party in Rwanda have been "arrested, threatened, and put on trial". Some said they were tortured in detention, the organisation added.

Who will be affected by the Rwanda scheme?

The Home Office plans to use the agreement with Rwanda to remove people who make dangerous journeys to the UK and are considered "inadmissible" to the UK's asylum system - and will include people who have arrived irregularly since 20 July last year.

People whom the Home Office wishes to transfer to Rwanda will be identified and referred to the Rwandan authorities on a case-by-case basis, after an initial screening process following arrival in the UK, the government has said.

Although the agreement focuses on asylum seekers, under the treaty people who have made unauthorised journeys to the UK but not claimed asylum can be relocated to Rwanda as well.

What happened in parliament on Monday night?

On Monday, the Rwanda bill finally passed through the Commons and Lords and is now set to become law.

The legislation was introduced by the government in the wake of November's Supreme Court ruling which had declared that Rwanda was not safe for refugees.

Since then, the government has signed a new treaty with Rwanda which it says contains additional safeguards for people relocated.

With the new bill, parliament was asked to declare that Rwanda must be treated as safe in order to render the relocation plan lawful in UK domestic law.

What happens now?

The bill is now headed for royal assent after passing through parliament, but it's likely to still face various challenges.

Campaigners opposing the plans, and individual asylum seekers who are told they are to be sent to Rwanda, could look to take the government to court again in an attempt to stop flights.

Whether any legal challenges could be successful in light of the new law remains to be seen.

How much has this all cost?

An investigation by Whitehall's spending watchdog said the cost of the Rwanda scheme could rise to half a billion pounds, plus hundreds of thousands more for each person deported.

The government has refused to say how much more money, on top of the £290m already confirmed, that the UK had agreed to pay Rwanda under the deal. However, a National Audit Office report revealed millions more in spending including £11,000 for each asylum seeker's plane ticket.

What are people opposed to the Rwanda asylum plan saying now the bill was passed?

The passing of the bill has sparked fresh condemnation from charities and other organisations.

Amnesty International said it will "leave a stain on this country's moral reputation".

Sacha Deshmukh, Amnesty International UK's chief executive, added: "The bill is built on a deeply authoritarian notion attacking one of the most basic roles played by the courts - the ability to look at evidence, decide on the facts of a case and apply the law accordingly.

"It's absurd that the courts are forced to treat Rwanda as a 'safe country' and forbidden from considering all evidence to the contrary."

The PM announced the details of his key asylum scheme ahead of a crunch parliamentary vote, as Political Editor Robert Peston reports

Rishi Sunak has vowed the first one-way flight to Rwanda will set off in 10-12 weeks, warning: "Those flights will go come what may".

Speaking at a Downing Street press conference on Monday morning, the prime minister explained how he intends to get the first flights off the ground ahead of a crucial, final parliamentary showdown this evening.

“Enough is enough. No more prevarication, no more delay," the PM said.

"Parliament will sit there tonight and vote no matter how late it goes. No ifs, no buts. These flights are going to Rwanda.”

After weeks of political "ping pong" with the Bill being sent back and forth between the Commons and the Lords, MPs this evening voted to overturn two amendments to the Safety of Rwanda (Asylum and Immigration) Bill that peers want implemented.

MPs voted 305 to 234, majority 71, to reject an amendment which proposed an exemption for agents, allies and employees of the UK overseas, such as Afghans who fought alongside the British armed forces, from being removed to Rwanda.

They also voted 306 to 229, majority 77, to reject the amendment aimed at ensuring Rwanda could not be treated as safe unless it was deemed so by an independent monitoring body.

The Bill has now been sent back to the House of Lords, where some peers may attempt to insist on their amendments again.

Both the House of Commons and Lords have been told to prepare to stay until the early hours of the morning to pass the Bill, which is a vital part of the PM's pledge to “stop the boats”.

With just 10 days left before the crucial May 2 local elections, the PM is hoping to finally get the Bill passed to reassure voters concerned about migration that his asylum scheme will work.

Mr Sunak earlier declined to give details on the number of people likely to be deported, but pledged people will be "physically removed" and there will be a “regular rhythm” of “multiple flights a month through the summer and beyond”.

He believes this would "build a sustainable deterrent".

Government ministers have repeatedly insisted in recent weeks that the first flight will take off in the spring but after t he Lords voted against Bill last week , urging for the amendments to be made, Mr Sunak has missed his own deadline and been forced to push his plan back to summer.

Mr Sunak added that it was "one of the most complex operational endeavours the Home Office has ever carried out" but "we are ready".

“No foreign court will stop us from getting flights off," the PM insisted in a swipe at the numerous legal challenges the government has faced since then-prime minister Boris Johnson announced the Bill two years ago.

The government has also “put an airfield on standby” and “booked commercial charter planes” to put the plan into action as soon as the Bill passes, alongside a wave of other measures.

United Nations experts moved quickly on Monday to warn airlines and aviation authorities that if they help the UK Government in "unlawful removals" to Rwanda, they "could be complicit in violating" international human rights laws and court orders.

Reports have suggested the Home Office has struggled to find an airline to facilitate the flights, with Rwanda’s state-owned airline reportedly turning down a proposal because it didn’t want to be associated with the controversial scheme.

However, sources previously told ITV News’ Deputy Political Editor Anushka Asthana that AirTanker – which would call itself an aviation services provider – was considering whether to operate flights to Rwanda on behalf of the UK Government. AirTanker has not commented on the speculation.

The prime minister said there are around 500 "highly trained individuals ready to escort illegal migrants all the way to Rwanda, with 300 more trained in the coming weeks".

Mr Sunak told the press conference: “To detain people while we prepare to remove them, we’ve increased detention spaces to 2,200. To quickly process claims, we’ve got 200 trained, dedicated caseworkers ready and waiting.

“To deal with any legal cases quickly and decisively, the judiciary have made available 25 courtrooms and identified 150 judges who could provide over 5,000 sitting days.

“The Strasbourg court has amended their rule 39 procedures in line with the test set out in our Illegal Migration Act.

"And we’ve put beyond all doubt that ministers can disregard these injunctions with clear guidance that if they decide to do so, civil servants must deliver that instruction and most importantly, once the processing is complete, we will physically remove people."

What has been the reaction to the prime minister's speech?

Labour said the deportation flights are a "gimmick".

Shadow Home Secretary Yvette Cooper said: “This is costing the taxpayer half-a-billion pounds for a scheme that will only cover 1% of asylum seekers.

“This is an extortionate scheme. They should be putting that money into boosting our border security instead. That is what Labour would do.”

She batted off Mr Sunak's claims that Labour is blocking the Bill and insisted he could've passed it through Parliament much sooner but he's "always looking for someone else to blame".

Freedom from Torture accused the government of “demonising and scapegoating” asylum seekers as it called for “compassionate” policies.

The Refugee Council disagreed with the prime minister's assertion that the plan will work as a deterrent and said it will "only compound the chaos within our asylum system, all at an exorbitant cost to taxpayers".

The United Nations (UN) issued a statement expressing "concern" about the role of airlines and aviation regulators in facilitating the UK Government's "unlawful removals" to Rwanda.

It stressed that removing asylum seekers to Rwanda or any other country "where they would be at risk of refoulement would violate the right to be free from torture or other cruel, inhuman or degrading treatment".

"Even if the UK-Rwanda agreement and the ‘Safety of Rwanda’ bill are approved, airlines and aviation regulators could be complicit in violating internationally protected human rights and court orders by facilitating removals to Rwanda," UN experts said.

“If airlines and aviation authorities give effect to State decisions that violate human rights, they must be held responsible for their conduct.

“As the UN Guiding Principles on Business and Human Rights underline, aviation regulators, international organisations and business actors are required to respect human rights."

What has delayed the Bill and what will happen tonight?

Peers have repeatedly blocked the legislation with a series of amendments, stretching debate on the “emergency legislation” over more than four months and delaying flights deporting asylum seekers to the east African country .

The government has repeatedly blamed Labour peers for blocking the Bill but it is a number of cross-parliamentary peers that have concerns with it.

However, Downing Street is hostile to the idea of making concessions to secure the passage of the Bill, setting up a showdown with peers later on Monday.

The latest draft of the Bill is intended to overcome the objections of the Supreme Court by forcing judges to treat Rwanda as a safe country for asylum seekers and allowing ministers to ignore emergency injunctions from the European Court of Human Rights.

Last week saw peers amend the Bill yet again to include two changes: an exemption for Afghan nationals who assisted British troops, and a provision that would Rwanda could not be treated as a safe country unless it was deemed so by an independent monitoring body.

MPs are this evening voting to overturn those changes before sending the Bill back to the House of Lords, where some peers may attempt to insist on their amendments again.

If so, the Bill would return to the Commons late on Monday for a further vote and then return once again to the Lords in a process known as “ping pong” that could last well past the Commons’ usual 10pm finish.

If peers pass exactly the same amendment twice, however, the Commons faces the choice of either accepting the change or losing the Bill under a rarely-used process known as “double insistence”.

Crossbench peer and former independent reviewer of terrorism legislation Lord Anderson has raised this possibility and described the legislation as a “post-truth Bill” that asks Parliament to declare Rwanda is safe when, he argued, it is not.

14 April The then prime minister, Boris Johnson, announces plans to deport those arriving in the UK on small boats to Rwanda for their claims to be processed. The scheme will “prove a very considerable deterrent”, he insists, and Rwanda is “one of the safest countries in the world” with “ the capacity to resettle tens of thousands of people in the years ahead” . Costs will include an initial payment of £120m.

14 June The first flight taking asylum seekers from the UK to Rwanda is cancelled minutes before takeoff after the European court of human rights in Strasbourg issues last-minute injunctions to stop it. Seven individuals are believed to be onboard.

4 October The then home secretary, Suella Braverman, tells an event at the Tory party conference: “I would love to have a front page of the Telegraph with a plane taking off to Rwanda , that’s my dream, it’s my obsession.”

7 March Braverman introduces the illegal migration bill, saying she is confident it is compatible with international obligations. The bill, which becomes law in July 2023, provides that the home secretary has a duty to detain and remove those arriving in the UK illegally, either to Rwanda or another “safe” third country, while those detained will not be granted bail or able to seek judicial review for the first 28 days of detention.

15 November The supreme court rules the Rwanda policy is unlawful. Five judges unanimously uphold a court of appeal ruling that there has not been a proper assessment of whether Rwanda is safe. They find there are substantial grounds to believe deported refugees are at risk of having their claims in Rwanda wrongly assessed, or of being returned to their country of origin to face persecution. The prime minister, Rishi Sunak, says the government will work on a new treaty with Rwanda and that he is prepared to change UK law.

5 December Britain and Rwanda sign a new treaty on asylum in an attempt to address the supreme court’s concerns. James Cleverly travels to Kigali to sign it, becoming the third home secretary to travel to Rwanda, following in the footsteps of Braverman and Priti Patel. The British government says the new treaty ensures that people relocated to Rwanda are not at risk of being returned to a country where their lives or freedom would be threatened.

6 December A day later, the UK government introduces the safety of Rwanda (asylum and immigration) bill to override the supreme court’s ruling. The bill, which declares Rwanda safe, also aims to block Strasbourg from halting the removal of asylum seekers to east Africa .

1 March The National Audit Office, the official spending watchdog, says plans to send asylum seekers to Rwanda will cost taxpayers £1.8m for each of the first 300 people the government deports. The overall cost of the scheme stands at more than half a billion pounds, according to the figures released to the NAO. Even if the UK sends nobody to the African state, Sunak has signed up to pay £370m from the public purse over the five-year deal.

22 April The safety of Rwanda (asylum and immigration) bill is finally passed after weeks of parliamentary back-and-forth as peers repeatedly blocked the legislation with a series of amendments. But peers eventually back down, meaning the controversial bill will become law.

A doctor who filmed himself having sex with women in his surgery while patients sat outside in the waiting room faces being struck off.

Dr Tom Plimmer, 40, sent a colleague his home made porn videos shot in the consulting room of his surgery in Swindon.

One of his partners was a nurse who was sent pictures and film of him having sex with dozens of women after she was coerced into a relationship with him.

Dr Plimmer, who appeared on Channel 4 show First Dates in 2018, invited two women he met on dating sites back to the surgery for sex during working hours.

He had sex with at least six women at his practice and sent pictures of penis to his lovers while he waited for the next patient to come in from the waiting room.

He was earlier found guilty of masturbating in the surgery, walking around with his trousers undone, forcing the nurse to putting her hand on his erect penis and sending unsolicited videos.

The colleague had told the hearing she began a ‘jovial’ friendship with Dr Plimmer with playful ‘innuendo’ about a chocolate rabbit.

But from March 2018 he confided in her about his sex addiction and shared around 5,000 phone messages with her.

One message said: ‘Can I tell you a secret? You’re my favourite.’

Dr Plimmer showed her 197 photos and videos of himself having sex with other women, the Medical Practitioners Tribunal heard.

On one occasion, in January 2019 he led her to his consulting room before placing her hand on his genitals.

Dr Plimmer later sent her photos of his head in a noose with messages saying he ‘couldn’t carry on’.

In September 2019, he was said to have threatened to tell her husband of their affair.

He suggested she kill herself by saying: ‘On Futurama they have suicide booths. Maybe that’s what you need, you should go and do that.’

Giving evidence at the Medical Practitioners Tribunal Service (MPTS) hearing in Manchester he had apologised to his former lovers and patients for his ‘disgusting’ behaviour.

He told the hearing he has been ‘recovering’ with the support of his long-term partner, taking medication and attending Sex Addicts Anonymous.

Dr Plimmer insisted he had never crossed any boundaries with patients and likened himself to tragic Friends actor Matthew Perry.

He said: ‘Matthew Perry was a drug addict but he would never take heroin. Why take all the drugs but not taken heroin?’

Dr Plimmer said he knew sleeping with his patients would be ‘terminal’ to his career.

Mark Monaghan, GMC, accepted the doctor does not pose any risk to patients but added: ‘Our concerns are primarily with confidence in the profession.’

Tom Day, representing Dr Plimmer, told the hearing: ‘I respectfully submit he poses no risk to patients and there is no impairment on that basis. The risk of relapse is low.

‘If he were to work he would need conditions to support him.’

Panel chair Claire Lindley ruled that Dr Plimmer’s fitness to practise is currently impaired impaired by reason of misconduct.

They have yet to make a decision as to which sanctions to impose on Plimmer.

Between May 2018 and September 2019, he would approach her during lunch breaks and stood in the doorway, making it difficult to leave.

He would also enter the room with his trousers undone.

Dr Plimmer agreed he sent the woman explicit videos and engaging in sexual behaviour, but claimed it was ‘always consensual’.

He will face sanction on a date to be fixed.
