Aanmeren cruiseschip

De ondernemers willen dat de gemeente wel handhavend optreedt vanwege externe veiligheid, veiligheid op de kade en van vluchtroutes, leefbaarheid en de specifieke bedrijfsbelangen. Zo vinden ze dat de situatie onveilig is voor de bewoners van het schip en dat het voor hun bedrijven onwerkbaar wordt. Ook zouden de werkzaamheden van de verschillende bedrijven stank- en geluidsoverlast voor de asielzoekers veroorzaken en zou een bedrijf te veel worden beperkt in de uitvoering van het werk omdat de manoeuvreerruimte voor voertuigen wordt beperkt. Daarnaast zou het cruiseschip te dicht bij een bedrijf liggen waarvoor een zogenoemd risico- of veiligheidscontour geldt vanwege gevaarlijke activiteiten.

Kade Velsen-Noord niet geschikt om beoogd asielschip aan te meren

Een cruiseschip met plek voor duizend asielzoekers is te groot om veilig te kunnen aanmeren aan de beoogde kade in Velsen-Noord. Dat concludeert Rijkswaterstaat.

Het betekent niet dat de opvang van de baan is, schrijft NH Nieuws . Het Rijk onderzoekt twee alternatieven: meerdere kleinere schepen gebruiken of de kade snel aanpassen zodat die geschikt is voor een groot cruiseschip.

De opvang van duizend asielzoekers in Velsen-Noord verloopt niet soepel. Bijna twee weken geleden bleek dat het beoogde opvangschip, de Victoria I, niet meer beschikbaar was. Volgens NH Nieuws is er inmiddels wel een ander geschikt schip gevonden, maar nu blijkt de plek niet veilig genoeg.

Kan losraken

Volgens Rijkswaterstaat kan "een zeecruiseschip bij sterke wind losraken van de kade", met alle gevolgen van dien voor bewoners van het schip en het scheepsverkeer in het kanaal. "Ook moet het mogelijke effect van de bouwwerkzaamheden op de nabijgelegen Velsertunnel beter in kaart worden gebracht."

Ondanks de problemen met het cruiseschip blijven de plannen voor de opvang van 1000 (tijdelijk 1200) asielzoekers in de gemeente onveranderd.

Een deel van de 5000 Noord-Velsenaren is volgens de regionale omroep niet blij met de komst van de boot. Eind juni protesteerden enkele tientallen mensen tegen de komst het cruiseschip in Velsen-Noord. Bij de inspraakavond waren meer dan 200 mensen aanwezig. De burgemeester sprak daar met bezorgde inwoners.

Opvang asielzoekers op cruiseschip gaat door, ondanks protest

De gemeente Velsen mag 1200 asielzoekers opvangen op een cruiseschip in Velsen-Noord. Ondernemers die een kort geding hadden aangespannen om de asielopvang tegen te gaan, hebben de zaak vandaag verloren.

Volgens de voorzieningenrechter van de rechtbank in Haarlem wegen de belangen voor de noodopvang zwaarder dan die van de lokale ondernemers. De groep asielzoekers kan vanaf maandag terecht op het schip aan de kade van bedrijventerrein Noordwijkermeer.

Ondernemers hadden het kort geding aangespannen omdat ze vinden dat de omgeving waar het enorme schip uit Estland ligt, niet veilig is om de asielzoekers en statushouders tijdelijk te laten wonen.

Stank- en geluidsoverlast

De ondernemers voerden verder aan dat bedrijven in de omgeving van het schip stank- en geluidsoverlast veroorzaken en dat het te dicht zou liggen bij een bedrijf waar gevaarlijke activiteiten zouden plaatsvinden. Volgens de rechter is dit laatste argument onvoldoende onderbouwd.

Ook vinden de ondernemers dat de gemeente moet handhaven omdat er nog geen zogenoemde omgevingsvergunning aan het Centraal Orgaan opvang asielzoekers (COA) is verstrekt. Die is nodig omdat de opvang op deze plek in strijd is met het bestemmingsplan. Toch heeft de gemeente besloten de opvang te gedogen. Hoewel deze gang van zaken volgens de rechter 'niet de schoonheidsprijs verdient', doet dat niet af aan het oordeel.

Al dagen voorbereidingen

Het Centraal Orgaan opvang asielzoekers (COA) biedt op het schip onderdak aan in totaal 1200 mensen, die de komende dagen gespreid aankomen. De afgelopen dagen is alles klaargemaakt. De asielzoekers en statushouders hebben een hut, er wordt drie keer per dag door de crew van het schip voor eten verzorgd en er zijn activiteiten aan boord, zoals taallessen en sport.

Veel faciliteiten op het schip, zoals het casino, zwembad, winkels en sauna, zijn gesloten. Wel is er een speelkamer en zijn er een huisarts en verpleegkundige voor medische hulp. RTL Nieuws kreeg alvast een rondleiding op het schip:

De gemeente Velsen liet eerder al weten dat er voldoende maatregelen zijn getroffen om de asielzoekers veilig op te kunnen vangen. Zo zijn er looproutes gemaakt, wordt beveiliging ingezet en verlichting en cameratoezicht geplaatst. Tijdens een schouw afgelopen weekend werd dit bevestigd door onder meer de brandweer, politie, GGD, de Gasunie en Omgevingsdienst.

The entrepreneurs who wanted to fight the planned use of a cruise ship in Velsen-Noord for the reception of asylum seekers lost their first court case on the issue during an initial proceeding. The preliminary relief court judge in Haarlem ruled that the interests of the emergency shelter outweigh those of the entrepreneurs.

This means that the first group of asylum seekers can enter the cruise ship shelter starting on Monday. Part of the argument against the shelter was that the location where the massive Estonian ship will be berthed is not safe to allow asylum seekers or refugees granted residency status to live there even on a temporary basis. They also fear their own nearby businesses will be at risk due to an unworkable situation.

The entrepreneurs further argued that businesses located in the vicinity of the ship cause odor and noise nuisance and that it the ship is possibly located too close to a company where dangerous activities would take place. The court is of the opinion that this last argument is insufficiently substantiated.

The entrepreneurs also believe that the municipality should more strictly deal with the situation because an environmental permit has not yeet been issued to the Central Agency for the Reception of Asylum Seekers (COA). This is necessary because the reception at this location is contrary to the zoning plan. However, the municipality has decided to tolerate the reception. Although, according to the judge, this state of affairs "does not deserve a beauty prize,” it does not detract from the judgment.

The judge also ruled that the municipality of Velsen has taken sufficient measures to be able to receive the asylum seekers safely. This was confirmed during a review last weekend by the fire brigade, police, the GGD health services, Gasunie and the agency responsible for environmental safety. For example, walking routes were created, security personnel was deployed, and lighting and camera surveillance have been installed. Fences have also been erected to prevent the temporary residents of the ship from accessing the surrounding industrial estates.

In the coming six months, the ship will accommodate about a thousand asylum seekers and refugees with residency status. The first 100 people are expected at the end of Monday afternoon. "The ruling provides clarity and means that we can continue," said a spokesperson for the COA.

De noodopvang van duizend vluchtelingen op een cruiseschip in het Noordzeekanaal gaat door. Met ingang van 1 augustus ligt er een boot die plaats biedt aan 1200 mensen aan de VOB-kade vlak naast de Velsertunnel in Velsen-Noord. Het gaat om een periode van een half jaar. Voor het specifieke schip wordt gewezen naar de Victoria 1. De eigenaar van het schip, de Tallink Grupp, zegt overigens nog van niets te weten. 

Ook de huisvesting van honderd jonge asielzoekers in Driehuis is definitief. Dat heeft het college van burgemeester en wethouders van Velsen op 30 juni besloten.

De komst van het cruiseschip stuit in Velsen-Noord op fel verzet. Maandagavond liepen zo’n  250 inwoners van het dorp mee met een protestmars. Burgemeester Frank Dales kreeg daarna een stortvloed van vragen op zich afgevuurd van bezorgde Velsenoorders. Zij vinden dat er in hun dorp met ruim vijfduizend inwoners en vijftig verschillende nationaliteiten geen ruimte is voor nog eens duizend mensen. De rek is eruit, vinden ze.

De weerstand tegen de komst van honderd jonge asielzoekers in Driehuis stuit daar op minder verzet, zo bleek bij een informatieavond een dag later.

Na sessies met de bewoners volgde afgelopen woensdagavond een raadsvergadering. Daarin gaf Dales de garantie dat het schip weg moet bij aanhoudende problemen. Ook wil hij onderzoeken of het mogelijk is het schip aan te sluiten op walstroom zodat er minder geluidsoverlast ontstaat.

Als derde tegemoetkoming voor de opvang van de asielzoekers beloofde Dales ‘Den Haag’ te vragen voorrang te geven bij prangende Velsense kwesties. In een eerder stadium heeft hij al toegezegd dat de tweede pont tussen Velsen-Zuid en Velsen-Noord in de vaart blijft. Het was een lange tijd onzeker dat die na 2023 zou blijven varen.
