Travelers can now visit South Korea quarantine-free. There are no quarantine requirements for entering the country, regardless of vaccination status.

Passengers are no longer required to present a COVID-19 vaccine certificate or negative PCR test result.

Visitors do still need to submit a questionnaire about their health condition on arrival in South Korea. Passengers are advised to do this online before traveling, using the Q-code system.

What Is the Q-Code for South Korea?

The Q-code system has facilitated travel to South Korea during COVID-19.

Passengers who input their health information through the Q-code system can pass quarantine inspection procedures—South Korea QIPs—quickly on arrival.

The Q-code verifies a traveler’s health condition for airline personnel and quarantine authorities in South Korea.

Who Can Input a Q-Code for South Korea?

All travelers who meet the COVID-19 entry requirements for South Korea can input a Q-Code.

The system applies to all travel purposes , including tourism. Korean nationals and foreign nationals can apply.

Entry rules are now the same for vaccinated and unvaccinated foreign visitors.

Is the QR Code Mandatory for Visitors to South Korea?

The QR Code is not mandatory for South Korea. However, it does make traveling more convenient.

Visitors with a Q-Code can pass through quarantine inspections quickly.

What Documents Do I Need to Get My QR Code?

Travelers need to prepare the following documents to get a Q-code for South Korea:

  • Valid passport
  • Airline ticket
  • Health condition form

A valid email address is also required to complete the process.

Does a Q-Code guarantee visa-free travel to South Korea?

The Q-Code does not guarantee quarantine-free entry. Anyone displaying COVID-19 symptoms will be required to self-isolate.

How can you correct Q-Code information?

The information input by travelers is recorded in the generated QR code. Once the QR code has been issued, only health status can be modified.

Are travelers with a Q-Code exempt from COVID-19 testing?

New Quarantine measures  ​&

Introduction of Q-Code System

From 22.3.21(Mon) ,   Korean time, quarantine exemption will be applied to those who have completed vaccination in Korea or registered overseas(outside Korea) vaccination history at the Korean public health center. (Excluding Pakistan, Uzbekistan, Ukraine, and Myanmar)

From 22.4.1(Fri) ,  Korean time, quarantine exemption will be extended to those who have completed vaccination outside Korea.   (Excluding Vietnam, Myanmar, and Ukraine)  It is recommented they enter their vaccination record in the Q-Code website previous to entry to Korea.

Please note that all entry people to Korea must still have a Negative PCR Certificate in which the test was conducted 48 hours before departure.

The Notice and information regarding Q-CODE is constantly updated, please check the Q-CODE website foremost for the most updated and exact information.

1. From 2022.3.21(Mon)

●  Quarantine Exemption will be applied to those who's vaccination information is already in the Q-Code system. Those are people who have been  fully v accinated*  in Korea or have previously registered their foreign vaccination record in the Korean public health center .

*Who is considered fully vaccinated?

Those who received the second (1st for Janssen) shot of WHO COVID-19 vaccine for emergency use** within 14 to 180 days or the 3rd (booster shot) shot at home or abroad

**Pfizer, Janssen, Moderna, AZ, Covishield (AZ-Serum Institute of India), Sinopharm (Beijing), Sinovec, Covaxin, Novavax, Covishield (as of Mar. 21, 2022)

●  (Domestic immunizations)  Korean nationals who have been vaccinated more than once in Korea can retrieve the vaccination history through the vaccination certificate inquiry function. Domestic immunizations will proceed to the next level without uploading files.

2. From 2022.4.1(Fri)

Quarantine Exemption will be applied to those who are fully vaccinated*. It is recommended that they  input their vaccination information/ history in the Q-Code system website, and receive a QRcode. Alternatively, you can print all the proof documents and submit them to the quarantine officer upon entry. 

**Pfizer, Janssen, Moderna, AZ, Covishield (AZ-Serum Institute of India), Sinopharm (Beijing), Sinovec, Covaxin, Novavax,  Covishield (as of Mar. 21, 2022)

● (Overseas immunizations)  Those who have never been vaccinated in Korea or who are not Korean nationals should enter the following vaccination details and upload the certificate file.  

 1) Vaccine type vaccinated (only WHO urgently approved vaccine* can be entered)  

  * Pfizer, Janssen, Moderna, AZ, Kobyshield (AZ-India Serum Research Institute), Sinopharm (Beijing), Sinovec, nasal vaccine (as of 21.1.2)  

 2) Inoculation order and inoculation date  

 3) Vaccinated country

■  ​ Information and Caution

1. You must prepare a paper printed copy of the PCR negative confirmation letter and keep it with you until the end of entry. Test must be taken 48 hours before departure.

2. For those who input/upload false documents into Q-code or submit(present) false documents to quarantine  officers..

  -  Criminal punishment may be imposed according to the Criminal Act (Articles 225 and 229), and a fine of 100,000 won may be concurrently imposed for violating the quarantine rules according to the Infectious Disease Prevention Act (Articles 49 and 83)

  -  For foreigners, entry denial or forced departure may be additionally applied according to the 「Immigration Control Act (Articles 11 and 46)」.

  -  ​   Imprisonment for up to 10 years in case of forgery or falsification of the vaccination confirmation certificate, and up to 10 years in prison in case of exercising a forged vaccination confirmation certificate.

3. If a person who is confirmed to have uploaded forged documents to Q-code or submitted (presented) forged documents to a quarantine officer is spread to others as a result of his/her diagnosis, the relevant agency will spread the information to the person and the person The right to reimbursement of medical expenses may be claimed.

4. Persons who have not completed entering quarantine information through the Q-code system or have not been issued a normal QR code may take a lot of time for quarantine inspection after arriving in Korea.

Q: Suppose 180 days have passed since the second vaccination in Korea but this person received the third shot abroad. Is it possible to be exempted from quarantine beginning from March 21st as a person who has completed vaccination in Korea?

A: When vaccination history is registered in Korea and quarantine officers can check the 1st and 2nd vaccination history through Q-CODE, you can be exempted from quarantine if you submit proof of the third overseas vaccination to the quarantine officer after entering the country beginning from March 21st.

* However, those who have only registered the history of the first vaccination in Korean vaccination DB can be exempted from quarantine beginning from April 1.

Q: It is possible to be exempted from quarantine if 180 days have passed after the second dose because the person came down with the COVID-19 before the third shot?

A: Those who have completed the 2nd shot (1st for Janssen) with a history of COVID-19 infection will be managed the same way as those who received the 3rd shot (even if 180 days have passed after the vaccination, they will be recognized).

Upon entering the country, submit documents (Korean or English) with the date of diagnosis (PCR test results, proof of complete recovery, etc.) to quarantine officers.

Q: Is it impossible to enter the country without using the Q-code system?

A: Since the Q-code system is a support program designed to provide rapid quarantine services to those entering Korea, immigration is conducted seperately by immigration officials.

However, for those who do not use the Q-Code, it may take a lot of time for document inspection upon entry, so please enter the information in the Q-code system before boarding the plane and complete the issuance of the QR code for a quick quarantine investigation.

How to Apply for South Korea’s Q-Code? You no longer have to limit yourself to binge-watching K-dramas or listening to K-pop songs on repeat in order to experience Korean culture. Travel to South Korea is now available again! As travel restrictions are being lifted, foreign tourists can finally embark on their long-awaited adventures in South Korea without the need for quarantine, starting from April 1, 2022. However, before you start making bookings for your South Korea trip, it’s important to prepare the necessary travel requirements, including the essential Q-Code. To help you navigate this process, we have created a quick guide on obtaining and using the Q-Code for your travel.

What is a Q-Code?

A Q-Code, also known as a South Korea QR code, is designed to contain essential vaccination information required for entry. It was developed as a travel necessity to streamline the quarantine inspection process for foreign individuals arriving in the country, ultimately reducing the duration of their quarantine period.

Starting July 15, 2023, visitors to Korea will no longer need to register for Q-Code due to the decrease in COVID-19 and mpox cases. The new screening procedures will only involve a simple temperature check, unless travelers are arriving from designated quarantine inspection required areas. These areas include countries with outbreaks of diseases such as Ebola virus, cross-species virus transmission, and MERS. Travelers coming from these areas will still be required to register for Q-Code in advance.

Step 1: Prepare your supporting documents

In order to register for your Q-Code, you must ensure that you have the following information prepared for your application: personal details such as your passport number, entry information including the country of departure, flight details, and accommodation details in South Korea (including address and contact number), as well as your vaccination records. It is advisable to have all this information ready before applying to ensure a seamless process.

Make sure to bring this QR code with you as it is the crucial step. The QR code is an essential document that will be inspected by the Immigration and Quarantine Control officers upon your arrival in South Korea. 1. Who needs a Q-Code? 

Regardless of the purpose of their visit (such as tourism or visiting family), foreign travelers are obligated to obtain a Q-Code when traveling to South Korea.

Applying for a Q-code does not incur any charges!

3. Is it guaranteed that I can enter South Korea without undergoing quarantine if I have the Q-Code?

It is important to note that the Q-code does not necessarily ensure exemption from quarantine upon entering South Korea. Upon arrival, the Immigration and Quarantine Control officers will assess and determine the requirements for your entry and quarantine. Please keep in mind to prioritize your health.

4. What should I do if I mistakenly included incorrect information in my Q-Code application?

If you make any mistakes while inputting information into your Q-Code application, you have the option to start over and receive a new Q-Code. It is important to make all necessary changes before your arrival to avoid being required to quarantine during your trip.

5. What is the duration of validity for my Q-Code?

Once you have completed your immigration process, your Q-Code will be valid for single-entry only and will expire. If you intend to travel to South Korea again, you will be required to register for a new Q-Code.

Are you having issues with the Korean Q-Code system? Looking for Korean Q-Code Support options? Korea requires incoming tourists to create a Q-code for entry into South Korea and it’s not easy for everyone to use for two reasons:

  • Sometimes errors occur or questions about requirements need to be clarified.
  • Sometimes regulations change and the process becomes unclear.

About the Korean Q-Code

The Q-code system is managed by the Korean Center for Disease Control (KCDC). Korean residents have COVID vaccine management called the COOV app and non-residents have the Q-Code System .

Within the Q-Code system, non-Korean residents entering Korea need to go through an 8 Step process to document and confirm their COVID vaccinations and negative PCR tests.

  • STEP.04 Input the entry and stay information related to your visit
  • STEP.05 Input quarantine information

Once you are in Korea you will also need to upload your arrival PCR test to the Q-code. This step is not included in the list above. The list above only address the pre-arrival steps involved with getting set up in the Q-code system.

Frequently Asked Questions About Q-code

The KCDC/KDCPA created a Frequently Asked Questions pdf which may be difficult to access on their website. Information from Korean government websites may register as “unsafe” for access on international computers making the information hard to access through firewalls. Q-Code Problems Exist

Although the previously mentioned Q-code steps seem easy and straight forward they may not be for everyone due to issues with system compatibility, records, and unique life situations. However, the Q-code website does not include a phone number for support.

The organization that can help answer Q-code questions is the KDCA (aka KCDC).

The Q-Code Website Does not Have a Helpline Listed

We know that the Q-code system does not have a hotline listed so we are sharing information regarding the government organization that manages and maintains the Q-code system.

Help with Q-Code Problems and Errors

If you have problems or errors with the Q-code system contact the KCDC . This is the organization that manages the Q-code system AND the laws, rules, and regulations regarding entering South Korea during the pandemic.

Hours of KCDC Helpline Operation

The KCDC has 24-hour day 7-days week English and Korean operators. Keep in mind that the English-speaking operators work as live interpreters between you and the Korean operator. This means you will be on a 3-way call.

The 1339 KCDC hotline process for connection to an English operator is confusing. After pressing 5 the system continues in Korean and a Korean operator comes online. You do not get re-directed to a person who speaks English immediately. Instead, when the Korean person comes online and you need to say ‘ENGLISH’ and wait. The KCDC operator will put you on hold while they connect with a 1330 operator who will translate.

Being on a 3-way call can be confusing. You will need to be very organized with your thoughts and information and ask many clarifying questions. It’s likely that, due to the complexities of translation, your question may not be fully understood the first time.

Calling from Outside Korea +82-2-2633-1339, +82-2-2163-5945

You can call the KCDC from outside of South Korea, however, South of Seoul volunteers have not tested this method personally so we can’t make you aware of any issues or hurdles. We don’t know if there is a difference in service between the following numbers. The KCDC website does not clarify this. We recommend just trying both.

Calling the KCDC from within Korea – 1339

South of Seoul volunteers often contact the KCDC regarding COVID rules and regulation clarification. When you call 1339 a phone tree in Korean will explain what number to punch for different services. However, the voice will switch to English for #5 which is “Press 5 for a foreign language” or something like that.

Pro-Tip: Pressing 5 may not redirect you to an English-speaking person. Instead, a Korean person will come on and speak to you in Korean and you need to just say ‘English.’ As clearly and simply as possible. At that point, you will be put on hold while the KCDC operator connects with 1330 who will work as a translator between you. This process may feel stressful and confusing.

1339 Possible Support Hack

Now, 1330 (learn more here) is the service 1339 KCDC operators use for translation support. If you can’t reach 1339 through their system, you can try calling 1330 and telling them your problem and asking 1330 for help communicating with the KCDC.

We recommend calling 1330 directly rather than using the text messaging service. You are more likely to get help with this via voice call.

No promises calling 1330 will help you get through to the KCDC but 1330 is listed as an option on the flyer so hopefully, they’ll help. However, calling 1330 and explaining our situation is a system we use sometimes when we can’t get the regular 1339 systems to function. Remember, if 1330 says, “We can’t help on this topic” make sure to ask 1330 who CAN help.

Organizing Information for Q-code System Errors

For errors with the Q-code system, the KCDC operator may want to know things like:

  • When did the error occur: When you are uploading information before entering the country or uploading your PCR test after arriving in South Korea?
  • Are you using the Q-code via Wifi or data?
  • What is the exact error message you received?
  • What format are the documents in?
  • What country are you traveling from and what documents are the language in?

Tips for Being Understood by KCDC Translators

Remember that your English operators speak English as a second language:

  • Use short sentences
  • Use simple vocabulary
  • Organize information in chronological order
  • Try to say things in different ways
  • Talk more slowly and with limited inflection
  • Repeat yourself more than once if needed
  • Don’t talk over the operator even if they don’t understand. Let them finish their thought and then try again

South Korea ditches pre-departure Q-code registration

Four months ago the Republic of South Korea removed the requirement for travellers from Singapore and 21 other countries to obtain a Electronic Travel Authorisation or K-ETA visa waiver before travelling to the country, a welcome relaxation that remains in force until 31st December 2024.

This week there’s another simplification for the travel process to the country – which already mostly  ended its remaining COVID-19 restrictions in October 2022, for test-free and quarantine-free travel for all those normally eligible to enter as tourists, vaccinated or not.

Q-code no longer required

Effective from 26th July 2023, South Korea has scrapped its Q-code entry system for pre-arrival registration, removing this step in the travel process.

The Q-code registration required you to provide passport details, entry and stay information and your health status, then generated a QR code to show on arrival.

Completion of the Q-code registration before departure to South Korea wasn’t actually compulsory , despite some airlines (including SIA) stating that it was.

However, most travellers did still register because it was also designed to accelerate your immigration clearance on arrival – now there’s no need.

As mentioned above, this is in addition to the recent news that nationals of the following countries can travel to Korea without a K-ETA, between now and 31st December 2024.

  • Netherlands
  • New Zealand

The only requirement for travel to South Korea for nationals of these countries will now be to complete an arrival card, usually provided by the airline on board your flight, but also available at the immigration hall.

This returns Singapore – South Korea trips to a completely pre-COVID format between now and 31st December 2024.

Simply book a ticket, and head to the airport.

In future, when (and if) the K-ETA becomes imposed on Singapore passport holders once again, an application costs 10,000 KRW (~S$10), but an approved ETA is then valid for multiple entries over two years using the same passport.

If you already have a K-ETA, or obtain one, you will not be required to complete the arrival card, but it’s hardly worth spending S$10 per person to avoid this, unless you travel to South Korea very regularly.

The Seoul SilverKris lounge is back

As we reported in May this year, Singapore Airlines recently reopened its SilverKris lounge at Seoul Incheon Airport , following its COVID-19 shuttering.

This was the most recent overseas facilities to be renovated prior to the pandemic, opening in October 2019 with a stunning design that was already a nod towards the carrier’s latest concept at the recently remodelled Changi T3 lounges.

The facility boasts a more modern look and feel by Singapore’s  DP Design  (a departure from the original ONG&ONG lounge refreshes).

Shower facilities and a manned bar are available, while there’s even a traditional Singapore-style coffee shop area and an LED mask service on offer.

By late August 2023 there will be 91 weekly flights in each direction between Singapore and South Korea, 24 more than there were prior to COVID-19, based on January 2020 schedules.

Travel to South Korea has become a significantly simpler process since the country’s initial array of testing, combined with Singapore’s original VTL requirements, which meant adding S$600+ in costs per person for a round-trip between the two countries.

After axing the requirement for Singapore citizens and those with 21 other nationalities to have a K-ETA to travel to South Korea, saving around S$10 per person, this latest relaxation is to remove the Q-code pre-departure registration system.

That effectively restores Singapore – South Korea travel completely back to pre-pandemic norms, and there are now 91 weekly flights to choose from in each direction – even more than there were before COVID-19.

All you’ll have to do on the flight to South Korea, or in the immigration hall after you land, is complete a paper arrival card (and don’t forget the SGAC on your way back to Singapore!).

List of Countries with Q-Code Requirement to Enter Korea

Starting from July 15th 2023, South Korea applied the relaxation of Q-Code requirement for travelers entering South Korea. Under the new policy, travelers will not be required to register and present Q-Code or submit health declaration form when passing through the health screening checkpoint at the airport or sea port. However, it may not be widely known that the Q-Code removal policy was not universally applied.

Some countries are still not exempted from the removal of Q-Code requirement. Passengers from certain countries embarking on an airplane or ship bound to South Korea are still required to register for Q-Code or submit health declaration form upon entering South Korea. Such variability on the implementation of the policy was imposed to facilitate the shifting of the purpose of Q-Code. Initially, Q-Code was developed as a digital system to monitor Covid-19 spread through inbound travel. As Covid-19 spread eased and risk level downgraded to that of influenza, Q-Code was then transformed into a more generic digital system to monitor possible transmission of other infectious diseases through inbound travel from moderate or high risk countries to Korea. 

Korea Disease Control and Prevention Agency (KDCA) has determined several infectious diseases with quarantine requirements that must be monitored through Q-Code. The diseases include cholera, polio, yellow fever, MERS, animal influenza (bird flu, swine flu), ebola (ebola virus disease), and pest. For each disease, moderate and high risk countries have also been determined. If a country is included in the list, all passengers regardless of nationality would then be required to register for Q-Code or submit health declaration form upon entering Korea.

According to the latest announcement from KDCA that was published at the end of August 2023, 74 countries are currently put into disease quarantine control management through Q-Code registration. The countries were spread across three continents: 23 countries from Asia, 37 countries from Africa, and 14 countries from American continent. The list of the countries can be seen in the following table.

If you travel to Korea from the country in the quarantine control management list above, are you required to register Q-Code when entering Korea?

Yes, if you enter Korea directly from the country in the list, you still have to register Q-Code when entering Korea. However, if you travel to Korea using transit flight, you may not be required to register Q-Code if the country of transit is not in the quarantine control management list. As an example, let’s assume that you travel by plane to Korea with layover in Hong Kong. Once you arrived in Korea, big chance you will not be asked to submit health declaration form or present Q-Code at the health screening checkpoint. This is since Hong Kong is not in the quarantine control management list.

When will the quarantine requirement be lifted for the countries in the quarantine control management list?

The government of Korea through Korea Disease and Prevention Control Agency update the quarantine control management list every three to six months. The latest publication was in August 2023. It is expected that the list will be updated before the end of year 2023. Some countries in the list may be removed and some other countries can be added into the list depending on the consideration of Korean government related to the trend of infectious disease cases in each country.

So, is Q-Code still required to enter Korea?

Both yes and no. Yes, Q-Code is still required if your country of embarkation is in the quarantine control management list. At the health screening checkpoint, you will be asked to present Q-Code or submit health declaration form to the health officer. In contrast, if your country of embarkation is not in the disease quarantine control management list, Q-Code is no longer required. You will not be asked to register Q-Code nor submit health declaration form when entering Korea.
