  • Applicant is required to pay all the processing fees to the VisaMalaysia for the registration. All fees paid are non-refundable.

  • Applicant will be subject to undergo a three (3) month cooling off period before they can re-enter Malaysia using this Visa Waiver Program;
  • Applicants acknowledge and agree that under no circumstances will the VisaMalaysia be liable to them or anyone claiming through them for any indirect, incidental, special and/or consequential losses or damages of whatever nature, or for loss or profits, loss of opportunity, loss of business or goodwill or interruption of business, whether arising out of or in connection with their registration and/or any of the eNTRI registration services, and whether or not relating to any act, error, omission or negligence by the VisaMalaysia or any officer, agent, employee and representative of the VisaMalaysia.
  • Applicant who breaches the Malaysian law, will be subject to criminal proceedings and administrative actions by the Government of Malaysia.

Visitors to Malaysia must obtain a visa unless they come from one of the visa exempt countries. A visa is an endorsement in a passport or other recognised travel document of a foreigner indicating that the holder is allowed to enter, leave, or stay for a specified period of time in Malaysia.

The Malaysian government issues three types of visas to foreign nationals:

This is issued to foreign nationals who require a visa to enter Malaysia mainly for a social visit. It is normally valid for a single entry and for a period of three (3) months from the date of issue.

This is issued to foreign nationals who require a visa to enter Malaysia mainly for business or government-to-government matters. It is normally valid for a period within three (3) months to twelve (12) months from the date of issue. Citizens of India and the People's Republic of China who wish to enter Malaysia for the purpose of a Social Visit are eligible to apply for the Multiple Entry Visa. The validity of the Multiple Entry Visa is one (1) year. Each entry is for 30 days only and the extension of stay is not allowed.

Conditions for the Multiple Entry Visa are:

  • The applicant must show proof of sufficient funds for staying in Malaysia.
  • The applicant must possess a valid and confirmed return ticket.
  • Tour groups are not eligible to apply for Multiple Entry Visa.
  • The Multiple Entry Visa costs RM100.00 for Indian citizens and RM30.00 for citizens of the People's Republic of China.

This is issued to foreign nationals who require a visa to enter Malaysia on transit to other countries. Foreign nationals on transit without leaving the airport premises and who continue their journey to the next destination with the same flight do not require a transit visa.

The Malaysian Immigration Department also allows online visa application to foreign nationals from certain countries through eVISA.

Nationals of the following countries DO NOT REQUIRE VISA FOR SOCIAL / BUSINESS VISIT not exceeding the length of stay as stated. Visa exceptions are given to nationals of African nations mentioned above who enter Malaysia as invitees or under sponsor by the Malaysian Government. In accordance to the period of invitation mentioned, proof is required to be shown upon entry to this country.

COLOMBO (Reuters): Sri Lanka's cabinet approved issuing free tourist visas to visitors from seven countries including China, India and Russia, a statement issued by the media ministry said on Tuesday, to boost tourism and help revive its crisis-hit economy.

Tourists from China, India, Russia, Japan, Thailand, Indonesia, and Malaysia will be issued free visas till March 31, 2024 under a pilot programme, the statement detailing cabinet decisions said.

The scheme is part of attempts by Sri Lanka to boost tourism recovery and hit a target of five million arrivals by 2026, the statement added.

The country of 22 million people, famed for its beaches, ancient temples and aromatic tea, saw its tourism industry pummelled first by the Covid-19 pandemic and then by a severe financial crisis last year that saw mass scale protests and shortages of essentials such as fuel.

But the tourism industry is seeing a turnaround in 2023 with Sri Lanka clocking a million arrivals by September, for the first time since 2019. The island is expecting to close the year at 1.5 million arrivals.

India is the largest source of tourists with 200,310 arrivals, followed by Russia with 132,300, latest data from the Sri Lanka Development Authority showed.

Sri Lanka earned US$1.3 billion from tourism in the first eight months of 2023, up from $833 million dollars during the same period last year, according to the central bank.

Registration of Birth

  • Issuance of New Passports in lieu of lost or damaged passports

Passports are issued by the Controller of Immigration and Emigration in Colombo and not by the Sri Lanka High Commission in Kuala Lumpur. Citizens of Sri Lanka with residence in Malaysia can apply for a passport at the High Commission. The application will be forwarded to the Immigration Department in Colombo where a machine-readable passport is issued. After receiving the passport from Colombo, the High Commission will inform the applicant to call over at the High Commission and collect the passport.

A Sri Lankan passport is now issued for a period of ten years. After 10 years Sri Lankans are expected to apply for new passports. New passports can also be obtained when there are no more pages for visa endorsements.

In the case of “L” and “M” series passports, names of children under 16 years of age will be endorsed in either of the parent’s passports. Since the inclusion of children’s photographs in “N” series passports has now been automated, the High Commission is unable to entertain requests for inclusion of child/children’s details into the parent’s passports.

However, the High Commission could issue a Non-Machine Readable Passport or an Emergency Certificate as a separate travel document until such time the Department of Immigration and Emigration in Colombo processes the application for a new “N” series passport.

Applicants are expected to come to the High Commission personally, together with the following documents. Applications for New Passport Cannot Be Accepted by Mail. Applicants for new Sri Lankan passports are expected to submit their applications to the High Commission in forms listed at A below, together with supporting documents at B.

  • Form ‘K’ (IM35)
  • General details form
  • Photocopies of the data page and alteration page with original Passport.
  • Original Birth Certificates (issued by the Registrar General, District Registrar, Divisional Registrar) and attested from Ministry of Foreign Relations, Sri Lanka with a photocopy Note : Photocopies certified by third parties and translations will not be accepted by the Department of Immigration and Emigration Sri  Lanka.
  • Original Citizenship Certificates issued by the Citizenship Division of the Department of Immigration & Emigration in Sri Lanka and attested from Ministry of Foreign Relations, Sri Lanka OR a copy of the payment receipt for Citizenship (Sri Lankan Citizenship applied and pending) registration with a photocopy Note : If an applicant born outside Sri Lanka has reached the age of 21 years, he/she should submit the Citizenship Certificate with the endorsement in the reverse side of the certificate, regarding the applicant’s continuation of Sri Lankan nationality.
  • Original Marriage certificate ONLY in the case of name change consequent to marriage with a photocopy (applicable to female applicants)
  • In case of divorce and if the spouse wishes to continue her married name in the new passport. Original court order with a photocopy
  • National Identity Card (NIC) (ONLY for applicants over the age of 16 years) with a photocopy. Note: If the NIC is not available or lost, a self-explanatory letter is required.
  • Application should Submit a valid, Permanent Resident Card (Original /Copy) Work Permit or visa as Confirmation of their status in Malaysia
  • If the applicant is a Dual Citizen, Original Dual Citizenship Certificate with a photocopy and a copy of the data page of the foreign passport
  • If the applicant wishes to include his/her profession in the Passport, Original professional or educational certificates with photocopies
  • If the applicant wishes to include his/her Job/Occupation, A recent service letter, signed by an authorized officer or a valid contract document [original]
  • If the applicant wishes to include his/her status as a Student, The enrolment letter from the University/Institute/College/School [original]
  • If the applicant is a member of the Buddhist clergy, Certificate of Higher ordination (Upasampada Sahathikaya) in addition to the Birth Certificate
  • Passport size photograph (4.5 x 3.5cm size three (03) photographs taken during the last three months between the date of submission of application are required. The photographs should be clear with full front face, both ears clearly visible and without spectacles or head dress and must be white background. Photos that do not adhere to these guidelines will not be accepted.

Issuance of New Passports in lieu of lost passports

  • Original Birth Certificates (issued by the Registrar General, District Registrar, Divisional Registrar) and attested from Ministry of Foreign Relations, Sri Lanka with a photocopy Note : Photocopies certified by third parties and translations will not be accepted by the Department of Immigration and Emigration Sri Lanka.
  • National Identity Card (NIC) (ONLY for applicants over the age of 16 years) with a photocopy. Note : If the NIC is not available or lost, a self-explanatory letter is required.
  • RM 1545/- (for lost Passport with a copy)
  • RM 1955/- (for lost & no Passport copy)

Issuance of New Passports for Children under 16 years of age

  • Consent Form for Child’s Passport
  • Photocopies of the data page and alteration page of parents.
  • Original Birth Certificates (issued by the Registrar General, District Registrar, Divisional Registrar) and attested from Ministry of Foreign Relations, Sri Lanka with a photocopy OR Original Consular Birth Certificates issued at Foreign Mission with a copy (for children born outside Sri Lanka).
  • Letters of consent from Parents for issuing Passport to children
  • If Father or Mother is not among the living, the relevant death certificate should be produced along with a photocopy.
  • If parents are divorced, a certified copy of the divorce certificate should be produced along with a photocopy.
  • Original Citizenship Certificates issued by the Citizenship Division of the Department of Immigration & Emigration in Sri Lanka and attested from Ministry of Foreign Relations, Sri Lanka OR a copy of the payment receipt for Citizenship (Sri Lankan Citizenship applied and pending) registration with a photocopy
  • Both parents should be present.
  • RM 535/- (for Minor Passport, which is issued only for 3 years)

Non Machine Readable Passport (NMRP’s)

  • General details form (for damaged/expired Passports)
  • Request Form – Sinhala/Tamil complaints form for stranded Sri Lankans
  • Original Birth Certificates (issued by the Registrar General, District Registrar, Divisional Registrar) with a photocopy
  • Letter of explanation to High Commissioner written in English/Tamil/Sinhalese

Attestation, Authentication, Legalization of Documents

Any document issued by the Sri Lankan Institutions should be attested through Electronic Documents Attestation System (E-DAS) of the Consular Affairs Division of the Ministry of Foreign Affairs of Sri Lanka located at the following address and needed to produce the electronic customer copy to the Embassy for attestation:

  • The High Commission will provide Electronic Document Attestation Service from Consular Affairs Division of the Ministry of Foreign Affairs of Sri Lanka for any document issued by the Sri Lankan Institutions which has been not attested previously through Electronic Document Attestation system subjected to the stipulated guidelines and payment of relevant fee.
  • Documents issued by the authorities of Malaysia will be accepted for attestation ONLY IF such documents are attested by the Ministry of Foreign Affairs Malaysia.
  • Person who signs Power of Attorney must present in person with Sri Lankan Passport and valid visa (or Valid Dual Citizenship certificate, if applicable) to the High Commission together with two witnesses (who are Sri Lankan Passport Holders).
  • Relevant official documents should be produced to substantiate the facts given in an Affidavit, Power of Attorney or any other document. In the event of relevant official documents not being produced to substantiate the facts contained in an Affidavit, Power of Attorney or any other document, such document will not be considered for Attestation.
  • Affidavits produced to substantiate the alterations made in identification documents issued by the Government such as Birth Certificates, Marriage Certificates, Death Certificates, Passports, Driving Licenses, National Identity Cards etc. will be attested only if the alterations have been made in the original documents and certified by the issuing authority.
  • Attestation of Documents / Declarations including Affidavit, Power of Attorney signed by a Foreign Citizen are accepted to attest only if such document certified by an authorized authority (Notary) of the country of his /her residence. Those documents must have to be attested by the Ministry of Foreign Affairs of the country of Residence of the applicant, prior to produce to the High Commission for attestation.
  • Each copy of the document will be charged separately
  • Payment must be made ONLY in cash (Credits/Debit Cards are not acceptable)

Registration of Birth outside Sri Lanka

  • Registration of birth of children born outside Sri Lanka to Sri Lankan parents can be registered at the High Commission under the provisions of the Births and Deaths Registration act (chapter 110) and section 7 of the consular functions act no 4 of 1981 and the consular functions (amendment ) act no.18 of 2006.
  • At least one of the parents should be a citizen of Sri Lanka /should have dual citizenship at the time of the child’s birth.
  • Under normal circumstances, the declaration should be submitted within three (3) months of such birth to the relevant Diplomatic/consular officer, If not after three (3) months and within one year the Diplomatic/consular officer should record the reason for the delay and effect the registration.
  • After a year if the registration is not done it should get the consent of the Registrar General. Applications should be forwarded to the Registrar General Department (Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10) to obtain the approval.

Registration of Citizenship

  • Children born outside Sri Lanka to Sri Lankan parents (At least one of the parents should be a Sri Lankan) needs to be registered at the Department of Immigration and Emigration within one year of birth for the confirmation of the child’s citizenship. A certificate for the Registration of Birth is issued to the applicant. A fine will be imposed in the event of failure to register the birth of a child within a period of one year from the date of birth.

The following documents are required to submit for the registration of birth and Citizenship:

  • Application for Birth Registration
  • Declaration of Citizenship by the parents
  • Declaration of Birth under Section 16. (if within 03 months) (Registration B-4 Form)
  • In case of an application made after three months and before one year of the birth Declaration of Birth under Section 24, (Registration B-6 Form)
  • In case of an application made after one year of the birth, (Registration B-6 Form)form and a letter addressed to Registrar General giving the reasons for the delay
  • Duly filled citizenship application together with the declaration signed by the Parents in front of the Diplomatic officer at the High Commission.
  • Birth certificate issued by the relevant competent authority of the country of birth/Hospital record of the child. (with Three photo copies)
  • Original Birth certificates of the father and the mother. (with Three photo copies)
  • Original Marriage certificate of parents. (with Three photo copies)
  • Original Passports of the parents at the time of the child’s birth. (with Three photo copies)
  • Original Visas of the parents at the time of the child’s birth. (with Three photo copies)
  • English translation attested by the relevant authorities should be produced for all the documents issued in other than Sinhala, Tamil or English.
  • If the mother is not present at the High Commission to submit the application, please note that the father of the child is required to present himself for the registration of the birth of the child.

Note : Submission of forged documents and making false declarations relating to birth/citizenship is a punishable offence. Fees will not be refunded in these circumstances.

Submission of Application

It is required to submit the relevant documents along with the originals to the High Commission and the originals will be return after verification.

Visiting the High Commission:

You may submit the application to the Consular Division of the High Commission by hand. Consular Division is open from Monday to Friday except holidays.

Submission of applications/documents from 0900 hrs – 1400hrs

Birth Registration:

  • Registration of Birth – RM 165
  • For issue of Birth Certificate or each additional copy there of – RM 100

Citizenship Registration:

  • Citizenship Registration within the prescribed period – RM 165
  • For a delayed citizenship application – RM 20 (per each year)
  • At least one of the parties to the marriage should be a citizen of Sri Lanka.
  • Both parties should not be within the prohibited age of marriage under Section 15 of the General Marriage Ordinance. Therefore,
  • Where a party is below the age of 21, the consent of the father, or in his/her absence the mother or the guardian (in the absence of both parents) is necessary. {Section 22 (i) of the Marriage Ordinance}.
  • Either party should not already be married.

Marriages that fall under the prohibited degrees of relationship:

  • The parties to the marriage should not fall within the prohibited degrees of relationship as set out in section 16 of the General Marriage Ordinance.

Procedures for Registration under normal notice of Marriage and special license:

  • If both parties have resided in the country for more than 10 days (Normal Notice)
  • If both parties have resided in the country for more than 4 day (Special License only applicable to Sri Lankan resided in Malaysia)

Following documents are required to submit to the High Commission together with the Notice of Marriage:

  • Passports of both parties. (with photocopies of bio-data page, alterations page and current visa page)
  • Original Birth Certificates of both parties (should be authenticated by the Ministry of Foreign Affairs in Sri Lanka for Sri Lankan Citizens. For Foreign Nationals, Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country)
  • Passports of two witnesses (Two Sri Lankan passport holders)
  • Affidavit for Civil status/unmarried status of both parties, declared before a Justice of Peace/Diplomatic officer.
  • Affidavits obtained in Sri Lanka should be authenticated by the Ministry of Foreign Affairs in Sri Lanka for Sri Lankan Citizens. For Foreign Nationals, Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country
  • Any Foreign party obtain an unmarried certificate, stating their civil status/unmarried status from relevant Government authority, it should be authenticated by the Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country
  • Divorcees should submit Divorce Certificate (This should be authenticated by the Ministry of Foreign Affairs in Sri Lanka for Sri Lankan Citizens. For Foreign Nationals, Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country)
  • In case of widow/widower, should submit the previous marriage certificate and death certificate of the spouse (This should be authenticated by the Ministry of Foreign Affairs in Sri Lanka for Sri Lankan Citizens. For Foreign Nationals, Ministry of Foreign Affairs of the country issued such document and the Diplomatic Mission of Sri Lanka accredited to that country)
  • If one of the parties to the marriage is not a Sri Lankan citizen (this regulation does not apply to the dual citizens of Sri Lanka), the foreign national is required to submit the following documents w.e.f. 01.01.2022
  • A certified/ authenticated original document of the Security Clearance Report issued by the relevant Security authorities of the country of his/her residence within the period of last six months indicating that he/she has not been convicted any offense.
  • Health Declaration form: Health Declaration form (Health Declaration) .

The concerned foreign party should submit to the Registrar General of Sri Lanka the above two documents in order to obtain the Licence of Marriage issued by the Registrar General of Sri Lanka. Based on the Security Clearance Report and the Health Declaration provided by the concerned foreign party, the Registrar General of Sri Lanka will issue a ‘License of Marriage’ to the contacting party/ies to proceed the register the marriage as mentioned above.

The marriage may be registered at the High Commission of Sri Lanka after lapse of 14 working days, from the date of handing over of the Notice of Marriage to the High Commission, and within three (3) months from the date of handing over of the Notice of Marriage to the High Commission. (Marriage should be registered after 14 days and within 45 days after handed over the notice of Marriage to the High Commission)

Note: If the registration of a marriage is not conducted within 3 months of the issuance of the Notice of Marriage, a new Notice of Marriage needs to be issued before the marriage can be registered (See: Section 39 of the Marriage Registration Ordinance of Sri Lanka).

Registration of Death

A death can be registered at the High Commission provided the following conditions are satisfied:

  • The deceased is a citizen of Sri Lanka, and
  • The death had occurred in Malaysia
  • Passport of the deceased or if the deceased is a minor the passport of the parent valid at the time of the death is adequate evidence of his citizenship.
  • Death certificate of the deceased along with the Police Report and the Post Mortem Report issued by the competent authorities in Malaysia
  • The duly filled application form (Available at the High Commission).
  • English Translations are required for certificates issued in Bahasa Malaysia.
  • The application for registration of death should be made to the High Commission within three months of the death.
  • When an application is made after 03 months and within one year, an explanation should be made explaining the delay to the High Commission.
  • When an application is made after one year, an explanation addressed to the registrar general should be forwarded, before such a death is registered at the High Commission.

An applicant should be the nearest relative of the deceased or a relative of the deceased who resides in the country where the death has occurred or the main occupant of the house where the death has occurred or the doctor in charge of the hospital/public institution where the death has occurred. If there are no such persons necessary action may be taken to dispose of the deceased by burial, cremation or other means.

Endorsements

Endorsement of a Change of Name after Marriage/Alteration to Name/s/ Change of Profession/ Change of Photograph.

  • Attach “O” Form, duly completed and signed and forward together with your passport.
  • Attach all documentary evidence causing the change of name, i.e. marriage certificate, passport of husband (original and photocopy), documentary evidence for change of profession etc.
  • FEE: RM 35.

  • Holding a valid passport with at least six months' validity from the date of arrival in Sri Lanka.
  • Applicants are required to complete an online visa application form and pay the applicable fee.
  • They must also provide confirmation of return or onward travel, proof of accommodation bookings in Sri Lanka.
  • Health-related documents such as a Yellow Fever Vaccination Certificate, if arriving from an infected area.

This move is expected to enhance travel opportunities and promote tourism between Sri Lanka and its neighbouring countries, providing a boost to the island nation's economy and strengthening international ties.
