VENICE — A bus carrying dozens of people plummeted 15 meters (50 feet) from an elevated road in Venice, causing a fiery crash that killed 21 people and injured at least 15, mostly foreign tourists returning to a nearby campsite.

Those who died in the Tuesday night crash included at least five Ukrainians, one German citizen and the man who was driving the bus, according to the Venice prefecture.

At least two of the dead were children, Venice prefect Michele Di Bari said, adding that many of the people involved in the accident were "young." Nine people were in critical condition, hospital officials said later on Wednesday morning, including a 3-year-old girl from Ukraine.

Firefighters worked until dawn Wednesday to clear the wreckage. Later in the morning, traffic was slowly passing the spot where the bus burst through a guardrail and a rusted fence.

The accident scene drew the attention of passersby. A couple of locals said that the overpass was more than 60 years old and that nothing similar had ever happened there, while a man wearing a biker jacket stopped his motorcycle to tie to a post a bouquet of plastic flowers.

The bus was carrying foreign tourists from Venice's Piazzale Roma to the Hu campground on Tuesday evening when it fell from an elevated street next to railway tracks in the borough of Mestre, catching fire. Tourists frequently stay in boroughs across the lagoon from the canals of Venice's famous historic center to find cheaper accommodations.

The injured included French, Spanish, Austrian and Croatian nationals, local officials said. The Spanish Foreign Ministry said on Wednesday that two people from Spain were injured in the accident, and both were in hospital and in good condition.

The French Foreign Ministry confirmed on Wednesday that there was a French national among the injured. Hospital psychologists were working to help the victims deal with the trauma.

The Italian driver, Alberto Rizzotto, was killed in the crash. Venice city councilor Renato Boraso said he was an experienced driver, and local prosecutors are investigating if he felt ill.

Veneto region's governor Luca Zaia said on Wednesday that the dynamic of the accident remained hard to decipher. "Everything makes one think of an illness,″ Zaia said. "The driver was an expert, a good person, very well referenced."

Rescuers noted that the fact that the bus was electric contributed to the massive fire and made rescue operations more difficult.

A witness describes the scene immediately after the crash

Godstime Erheneden was in his apartment near the site when he heard a crash. He rushed outside and was among the first to enter the bus.

"When we went in, we saw the driver right away. He was dead. I carried a woman out on my shoulders, then a man," Erheneden told the local newspaper il Gazzettino.

"The woman was screaming, 'my daughter, my daughter,' and I went back in. I saw this girl who must have been 2 years old. I have a son who is a year and 10 months old, and they are the same size. I felt like I was holding my son in my arms. It was terrible. I don't know if she survived. I thought she was alive but when the rescuers arrived, they took her away immediately," Erheneden said.

Venice Mayor Luigi Brugnaro wrote on X, formerly known as Twitter, that the scene was "apocalyptic" and declared a state of mourning.

In 2017, 16 people on a bus carrying Hungarian students died in an accident near the northern city of Verona. And in 2013, 40 people were killed in one of Italy's worst vehicle accidents when a bus plunged off a viaduct close to the southern city of Avellino.

A one-way ticket costs € 1.50 ( US$ 1.60)  and is valid for 75 minutes.

Guide was Lorenzo. He was charming and inclusive and socialised well with the group. He was helpful with luggage. We had one member of the group who always complained, right from the start and found fault with everything plus she was a heavy drinker. Lorenzo dealt well with a difficult situation. This person made the trip unpleasant for the rest of the group. No one wanted to share a room with her and listen to her whine and complain constantly. We all would have enjoyed the tour more if she had been removed from it. I did not always understand what Lorenzo said because of his accent and the Italian to English translation. A suggestion: that Lorenzo ensure all the group are present before giving detailed information and that he checks we all have understood what he said. If the information is complex, then a group text would be good. Was the tour what I expected? Yes and no. I expected more help with booking tours that were not included, which I didn't get. I appreciated the organised events and also the free time. The accommodation was excellent at La Spezia and Lucca. Hotel Stella was a disappointment. The range of activities was very good and the choice of places we visited. As the tour is so busy, it would be good if Intrepid did a sheet/email of options of what to see in each place ie in Lucca to see the house where Pucci was born etc. with them highlighted on a map and whether it's free or the cost. I know the tour was not a 'comfort' tour but it did demand a good level of fitness. I'm glad I was reasonably fit. Overall I enjoyed the option to see a lot of Italy in a few days and that the places and activities we did were so diverse. I enjoyed the small group and that, in the majority, we bonded well and had fun and a lot of laughs.

I travelled as a single & joined this tour May 2015. The tour leader was a local lady from Lake Como. She advised us of all the best local restaurants, attractions & importantly gelato vendors! It was a small, mixed age group of 11 which made for getting to know the other travellers well. Accommodation was always with local owners and was clean although basic but quite acceptable. Travelling through Italy was very well organized with using local transport & a lot of extras included. We also had lots of time to adventure on our own. I highly recommend this tour.

As our "first" time in Italy, was wonderful. Very full on and very busy. Rome was fabulous, and the accommodations were good. Cannot say the same for the accommodation in Florence, that was not so good, and very average food on offer. The accommodation and meals in Venice were very good. We were disappointed that our tour did not include inside of the Colosseum in Rome. Loved seeing Pisa and the Italian history and architecture was all I had imagined. Alas, for us, it was peak holiday period for Italy, and Europe in general, so very crowded & busy in all destinations. Venice was and is a very special and enchanting city, and the Murano glass facility was a wonderful bonus. We found the "optional" additional tours can really add quite an extra cost factor to the tour, but should have taken some time to do that math & research prior to the trip, and we struggled a bit with the "tipping fee" at the end of the trip for our guide & driver. (we do not normally "tip" in Australia, so found it a bit of an added extra) Our tour guide, Alessia Crosti, was absolutely wonderful and a delightful lady, and most informative, along with her back up guides, and Guiseppe, our tour bus driver, was fabulous also. Overall it was wonderful, and thank you.

We had a great time, we were able to see alot of Italy in a short amount of time. I would only suggest, put more info out on dress codes and attire for the basilicas. Also we had a great lunch in Florence, Possibly skip dinners at the hotels and schedule in town for a little higher fee.

Great experience overall. But: Communication about first day meeting/pick up could be better. There were couple of us standing in the foyer of the hotel not knowing where to go. The pick up was supposed to be between 7-7:15 am and it was at around 7:45 am so we all wondered if we missed our tour. Now about what's great about this tour: our wonderful tour guide Rosella! She made this trip better, brighter and more fun! I loved the itinerary and included excursions. I met some wonderful people as well.

This was our first tour. It was very informative and the cities that were explored were both interesting and beautiful. Unfortunately Italy was experiencing a heat wave and all the walking turned into a lot of sweating ( not your fault ). If in the future we go on another tour... it will be with Tourradar.

My 10-year-old son and I just came back from Rome-Florence-Venice and we thoroughly enjoyed it. It was our first time in Italy and first time using a tour. There were a couple of minor hiccups but our tour operators, Hannah, Barbara, Rose, Wendy, Alberto, Sam were extremely helpful and pleasant to work with. They were super responsive via WhatsApp. I thought our itinerary was very reasonable. We mostly travel independently but the travel logistics were all arranged for us. Thanks again for the top-notch customer service.

Not enough time in some of the excursions. Most of the hotels were below par, in one instance or original hotel was cancel and we stayed in minori. Had to split up our group between hotels, we stayed in the 53 a night hotel with cold cereal and pastries for breakfast, while the other group stayed in a 106 a night hotel with a hot breakfast of pancakes,eggs, bacon, pastries and miscellaneous items. We were given a fruit plate for compensation, not even close to 120 dollars worth of differance. No other offer for the difference. Don't think I will use them again,nor recommend them. Would rather pay a few dollars more for better accommodations. Be careful when you book a trip.

We really enjoyed our Italy by high speed train tour. The hotels were well located for walking to attractions, clean and the breakfasts were amazing! We had a bit of trouble finding the hotel in Florence but only because the same street changed names 3 times in 3 blocks! The trains were comfortable and on time. Pack lightly because no matter where your hotel is in Venice you will be dragging your suitcase up and down stairs.
