India was on Tuesday ranked at the 54th place in a global travel and tourism development index, down from 46th in 2019, but still remained on the top within South Asia.

The World Economic Forum's biennial travel and tourism study also showed a recovering sector following pandemic lows, though the recovery has been uneven and challenges remain.

The Travel and Tourism Development Index assesses 117 economies, identifying key factors in enabling the sustainable and resilient growth of travel and tourism economies.

"COVID-19 shutdowns have re-emphasised the important contribution travel and tourism makes to many economies around the world," Lauren Uppink, Head of Aviation, Travel and Tourism at the World Economic Forum, said.

"As the world emerges from the pandemic, economies must invest in building a strong and resilient environment to deliver the travel and tourism experience and services for many decades to come," Ms Uppink added.

While overall international tourism and business travel is still below pre-pandemic levels, the sector recovery has been bolstered by greater vaccination rates, return to more open travel, and growing demand for domestic and nature-based tourism. Many businesses and destinations have adapted to these shifting demand dynamics.

According to estimates, the difference in international tourist arrivals between January 2021 and January 2022 is greater than arrivals growth in all of 2021.

Other than the US, the top-10 scoring economies are high-income economies in Europe or Asia-Pacific.

The Travel and Tourism Development Index 2021 is a direct evolution of the Travel & Tourism Competitiveness Index, which has been published biennially for the past 15 years, WEF said.

Post Independence, India has evolved as a tourism hotspot for multiple reasons. From being a bridgehead for commerce and trade, to being a showstopper because of its captivating scenic spots and sightseeing areas, the idea of travel has changed drastically over the years.Owing to its extensive attractions and rich heritage, the country has always been one of the most rewarding and multicultural melting pot for any explorer. Tourists from different countries have been visiting India to witness its traditions and incredible cultural heritage, which are the factors that laid the foundation of the Indian tourism sector contributing about five per cent to GDP.

The Covid-19 Pandemic has made everyone yearn for travelling and exploring new places. With international borders not opening up completely, and parts of the world battling the virus, India appears to have unplugged a plethora of opportunities for travellers and wanderers across genres. The rise of millennials and GenZ as an all new breed of tourer, has redefined the term ‘tourism’. Over the past two years of pandemic, a couple of buzzwords such as staycations and workations have emerged as the trending guiding principles for these groups of travellers. Youths nowadays are eager to safely explore nature, and they are thriving to get access to high-quality infrastructure and a lively, welcoming environment without having to break the bank. The hybrid work model has evolved into a ‘work from anywhere’ solution, hence helping workations continue to rule the roost.

Travel destinations and accommodations are investing in women-centric tours as a result of the increased demand for solo female travel in India. Hostels are also aimed toward providing secure areas for women to dwell in a communal environment. This trend is poised for greater expansion in the upcoming year as more hostels and homestays provide particular accommodations for female travellers travelling alone. States all throughout India are advertising their unique places, which are providing adventurous travellers with fresh experiences. Generation Z and millennial travellers go to these uncharted regions and open doors for local communities’ development there.

The Indian Tourism Statistics 2022 report reveals India receiving 677.63 million domestic tourist visits in 2021. The percentage has increased by 11.05% from 610.22 in 2020. The top states in terms of domestic visits were Tamil Nadu at 115.33 million, Uttar Pradesh at 109.70 million, Andhra Pradesh at 93.27 million and Karnataka at 81.33 million. It’s interesting to note that the dynamics of travel around the world now appear entirely different from how they did before two extremely chaotic and passive years. 2021 saw the beginning of the recovery for the country’s tourism sector, with maximum countries contributing to Foreign Tourist Arrivals (FTAs) numbers in India. Total FTAs in India surged by 406.6% to 2,764,975 from January-July 2022 compared to the previous year. During this period, the US was the top contributor to FTAs in India, at 25.88%, followed by Bangladesh (18.61%), the UK (10.99%) and Australia (5.16%); the US was among the top 15 source nations.The survey discovers that wanderlust abounds with a strong desire to seize the experiences that travel offers in the post-Covid climate. Taj Mahal became the most-visited ticketed ASI Site for Domestic tourists in FY 21-23, followed by the Red Fort and the Qutub Minar, which received the second and third most visitors. The sharp rise in FTAs is a result of many driving forces that include the COVID-19 Vaccination campaign, the ‘Heal in India’ and ‘Heal by India’ campaigns announced by the Indian Government in May 2022, and several other infrastructural measures.

The country has also registered higher spending on leisure tourism compared to business spending tourism. With about 18% of Indians travelling for work within the nation, India is far ahead of its international rivals in this area. Owing to a resounding spike in booking during 2021-2022, the outlook of the Indian Tourism industry for the next decade looks bright and seems to expand exponentially. The tourism industry is raring to explore new frontiers and reinvent itself in order to keep up with the times.

World Tourism Rankings

The United Nations World Tourism Organization (UNWTO) estimates that internationally there were just 25 million tourist arrivals in 1950. 68 years later this number has increased to 1  billion  international arrivals per year.

Every country on Earth has something to offer international visitors, from the pyramids in Egypt to the rain forests of Brazil or the sidewalk cafes of Paris but which countries attract the most visitors of all? Most of the countries with the highest tourism rates are located in Europe, whose rich history, architecture, and cultural influence make it an appealing destination for many travelers. Countries positioned on or near a body of water are also very popular, particularly those that offer a relaxed, low-key atmosphere mixed with beautiful beaches and ocean views.

International Arrivals Per Year

According to the  World Tourism Organization’s  yearly highlights report, there was a growth of 7% in international tourist arrivals in the last 10 years. Europe makes up 51% of the 1,326 million figure, followed by Asia and the Pacific at 24%. Economic gain through tourism peaked at US$ 1,340 billion, divided up between Europe, Asia and the Pacific, and Americas.

While tourism has picked up slightly in 2021, they still fall far short of the pre-pandemic numbers. Late 2020 projections were hopeful that the industry would be back on track by late 2021, but the ongoing nature of the pandemic has thwarted that optimism. As of late 2021, most estimates do not expect the industry to rebound to 2019 (pre-COVID) levels until sometime in 2023 at the earliest.

The most popular tourist destination in the world for more than 30 years, France offers a myriad of attractions: the Eiffel tower, countless world-class restaurants, the Musée du Louvre, the Palace of Versailles, the Notre-Dame cathedral, the beaches of the Côte d’Azur, and of course, Disneyland Paris. Moreover, the lushly beautiful countryside is full of storybook villages, mountains, vineyards, and the occasional castle. One can even view prehistoric cave paintings in Lascaux. Paris, France’s capital, is the most visited city in Europe, receiving 38 million tourists in 2019.

India received 6.19 million Foreign Tourist Arrivals (FTAs) during 2022 as compare to 1.52 million during the same period of 2021.

There were 10.93 million Foreign Tourist Arrivals (FTAs) in India during pre-pandemic year 2019. Tourism Industry has shown good signs of revival after Covid-19 pandemic. According to latest information received from Bureau of Immigration, India received 6.19 million Foreign Tourist Arrivals (FTAs) during 2022 as compare to 1.52 million during the same period of 2021.

Ministry of Tourism, Government of India under its Schemes of Swadesh Darshan, PRASHAD and Assistance to Central Agencies, provides central financial assistance to State Governments/ Union Territories/Central Agencies for development of tourism related infrastructure and facilities in the country to provide an enriching tourism experience to visitors in a planned and phased manner.

The Ministry of Tourism has set up a 24x7 Multi-Lingual Tourist Info-Helpline on the toll free number 1800111363 or on a short code 1363 in 12 Languages including 10 international languages (German, French, Spanish, Italian, Portuguese, Russian, Chinese, Japanese, Korean, Arabic), Hindi & English for domestic and foreign tourists to provide support service in term of information relating to Travel in India and to offer appropriate guidance to tourists in distress while travelling in India.

The details of Foreign Exchange Earnings (FEEs) through tourism in India during 2021 and 2022 (in Rs. Crore) are given below:

The Ministry of Tourism has taken several initiatives to give boost to the tourism sector in the country and to increase foreign tourist arrivals, details of which are:

i.          Launched Dekho Apna Desh initiative with the objective of creating awareness among the citizens about the rich heritage and culture of the country and encourage citizens to travel within the country.

ii.         Conducting Programmes under the ‘Capacity Building for Service Providers’ (CBSP) Scheme to train and up-grade manpower to provide better service standards.

iii.        Launched Incredible India Tourist Facilitator Certification Programme, a digital initiative that aims at creating an online  learning platform with the objective of creating a pool of well trained professional tourist facilitators across the country to support tourists.

iv.        24x7 toll free Multi-Lingual Tourist Helpline.

v.         Providing facility of e-Visa for 5 sub-categories i.e. e-Tourist visa, e-Business visa, e-Medical visa, e-Medical Attendant visa and e-Conference visa for nationals of 166 countries.

vi.        E-Visa has been further liberalized and the visa fee has been substantially reduced.

vii.       New mountain peaks have been opened for Mountaineering/Trekking to give boost to adventure tourism in the country.

viii.      Lowering of GST on hotels rooms with tariffs of ₹ 1,001  to ₹ 7,500/night to 12%; those above ₹ 7,501 to 18% to increase India’s competitiveness as a tourism destination.

ix.        On the recommendation of the Ministry of Tourism, 59 tourism routes have been awarded to the identified airlines by the Ministry of Civil Aviation under the RCS UDAN Scheme, for which Ministry of Tourism extends financial support in form of VGF (Viability Gap Funding). 51 of these routes have been operationalized till date.

x.         In order to boost visitor arrival, Ministry of Tourism, Government of India has declared “Incredible India! Visit India Year 2023”.

G20 meetings are being held at 55 destinations throughout the country. The infrastructure at these cities are being augmented and upgraded for the G20 meetings.

Tourism offerings are being highlighted in run up to these meetings. Excursion of Delegates is also organised to nearby tourist attractions. Effort is being made to make G20 Delegates visiting these destinations are going back to their countries as tourism ambassadors. Important tourism sites and facilities are being upgraded to international standards.

The India State Ranking Survey, by Hotelivate in collaboration with the World Travel and Tourism Council, India Initiative (WTTCII) , is a biennial report that evaluates the competitive standing of the nation’s 28 states and 2 Union Territories regarding their travel & tourism potential on 14 identified parameters. This is the 7 th edition of the report since its inception in 2009, with the exception of the COVID-19 pandemic year 2021.

India’s diversity, cultural richness, and robust economy, driven by a sizable youth population, make it an appealing destination for both domestic and international strategic investments. India ranks 9th out of all G20 countries, signaling that although the travel and tourism sector is well established, ongoing developments in policy, tourist infrastructure, safety, health, technology adaptation, and environmental sustainability continue to hold potential for improvement. During the G20 Tourism Ministers’ Meet in Goa, the Prime Minister highlighted India’s commitment to tourism, emphasising the development of transport infrastructure, hospitality, skill enhancement, and streamlined visa processes. The G20 presidency in 2023, with meetings held across 60 domestic destinations, allowed India to showcase its diverse tourism offerings globally. Initiatives like the Swadesh Darshan scheme, aimed at developing comprehensive tourism packages for 50 destinations, and schemes like M-visa and PRASHAD for medical and spiritual tourism, underscore the government’s focus. Recent visa reforms, including the golden visa scheme, green residency, and new entry permits align with the tourism vision.

In terms of international tourist arrivals, a total of over 230 million international arrivals were recorded in 2023 in the Asia Pacific region, of which India accounted for 7.2 million. Figure 1 highlights the comparative international arrivals in select countries in the Asia Pacific region. Countries such as Vietnam and China were ahead of India in this aspect. However, the outlook for the tourism industry remains optimistic. According to the WTTC, the Travel & Tourism sector contributed US$1.3 trillion to the overall GDP of the Asia Pacific region in 2022/23. As travel rebounds, this sector’s contribution is predicted to reach US$2.6 trillion in FY 2023. However, the region remains behind its highpoint in 2019. The direct economic contribution of the Travel & Tourism sector in India stood at US$247 billion in 2022, largely driven by domestic travel expenditure accounting for 87% of the tourism spend. Additionally, the industry generated 35 million jobs in 2022/23, exhibiting an 8.3% growth over the last year, with a projected increase to 53 million over the next decade.

India continues to grow and become a prominent tourism destination with the sector contributing 6% to the country’s overall GDP, higher than the average for the Asia pacific region. Figure 2 shows the comparative contribution of the Travel & Tourism sector to countries’ overall GDP.

The Travel & Tourism industry, comprising hotels, airlines, and travel companies, is multifaceted. The India State Ranking Survey specifically focuses on the hospitality sector, using 14 key parameters to identify the best-performing states. These 14 parameters and their assigned weights are:
