- Mohammed bin Rashid launches UAE Tourism Strategy 2031 His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, launched, today, the UAE Tourism Strategy 2031, which comes under the ‘Projects of the 50’ as one of the biggest projects of the next years. The strategy aims to strengthen the position of the UAE as one of the best destinations in the world for tourism. His Highness Sheikh Mohammed bin Rashid Al Maktoum said, "Today, we approved UAE’s Tourism Strategy 2031. UAE ranks among the top 10 global tourist destinations. Our goal is to boost our competitiveness by attracting AED100 billion as additional tourism investments and welcome 40 million hotel guests in 2031." His Highness added, “Tourism is key to diversifying our economy and boosting UAE’s global competitiveness. In the first quarter of 2022, our airports received 22 million passengers. Our goal is for the tourism sector's contribution to be AED450 billion of GDP in 2031." The strategy, which comes in partnership with various federal and local tourism authorities, national airlines, and international institutions and companies, aims to enhance the unified tourism identity and support the UAE integrated and well-established tourism ecosystem, in order to provide a distinguished experience for tourists from all over the world. The strategy aims to raise the tourism sector’s contribution to the GDP to AED450 billion, with an annual increase of AED27 billion, attract new investments of AED100 billion to the tourism sector in the country, and attract 40 million hotel guests. The strategy includes 25 initiatives and policies to support the development of the tourism sector in the country. It is based on 4 key directions: strengthening the unified national tourism identity; developing and diversifying specialised tourism products; building tourism capabilities; encouraging the contribution of national cadres in the tourism sector; and increasing investments in all tourism sectors. The strategy’s initiatives and directions will enhance the country’s efforts in providing an attractive and safe national tourism environment, pioneering and integrated tourism services, diverse and unique destinations, and a developed infrastructure for the tourism sector. The strategy is expected to contribute to encouraging tourism investment in various related sectors, including travel, aviation and hospitality, as well as creating new investment opportunities, attracting more international companies to the local market, and developing tourism data and statistics. The National Tourism Strategy 2031 comes in cooperation between the Ministry of Economy and various local and federal concerned entities and institutions, including the Ministry of Foreign Affairs and International Cooperation, the Federal Authority for Identity, Citizenship, Customs and Port Security, the UAE Central Bank, the General Civil Aviation Authority, the UAE airlines, the World Tourism Organisation, a number of international companies and the Federal Competitiveness and Statistics Centre.

The UAE Vice-President on Friday launched one of the "biggest projects" for the country for the next nine years: A tourism master plan that seeks to attract Dh100 billion in new investments and 40 million hotel guests by year 2031.

The UAE Tourism Strategy 2031 — which falls under Projects of the 50 — is bound to strengthen the country's position as one of the best tourist destinations in the world.

“Tourism is key to diversifying our economy and boosting the UAE’s global competitiveness," said His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, as he announced the approval of the strategy.

The goal, he said, is to "boost our competitiveness by attracting Dh100 billion as additional tourism investments and welcoming 40 million hotel guests in 2031”.

Through 25 initiatives and development policies, the strategy aims to raise the tourism sector’s GDP contribution to Dh450 billion — with an annual increase of Dh27 billion.

Currently, the UAE ranks among the top 10 global destinations for tourism, with 22 million passengers flying into the country's airports in the first quarter of the year alone.

To provide a distinguished experience to tourists from all over the world, the new master plan aims to enhance the unified tourism identity of the country and support its well-established ecosystem.

Under its key directions, tourism products will be developed and diversified, and Emiratis will be encouraged to contribute to the sector, according to a statement from the UAE Government.

The plan is expected to contribute to encouraging tourism investments in various related sectors — including travel, aviation and hospitality — and create new investment opportunities.

For visitors, a variety of unique destinations and services shall be rolled out over the next few years. The vision is to build not only an attractive tourism environment but also one that is safe and secure, according to the government's statement.

The National Tourism Strategy 2031 comes as a collaborative effort between the Ministry of Economy and various local and federal entities and institutions — including the Ministry of Foreign Affairs and International Cooperation; the Federal Authority for Identity, Citizenship, Customs and Port Security; the UAE Central Bank; the General Civil Aviation Authority; the UAE airlines; the World Tourism Organisation; a number of international companies; and the Federal Competitiveness and Statistics Centre.

Sheikh Mohammed bin Rashid , Vice President and Ruler of Dubai, on Friday announced a national tourism strategy that is intended to attract 40 million hotel guests by 2031.

The strategy, launched in the presence of Cabinet ministers and senior government officials, is also designed to attract Dh100 billion in tourism investment to the UAE .

“Today, we adopted our national tourism strategy until 2031,” Sheikh Mohammed said on Twitter.

“Today, we are among the top 10 tourist destinations in the world and our goal is to accelerate our competitiveness by attracting Dh100bn in additional tourism investments to this vital sector and receiving 40 million hotel guests in 2031.”

Sheikh Mohammed said tourism is an important part of the UAE's economy. The new strategy should push the tourism sector's contribution to GDP to Dh450bn by 2031, increasing each year by Dh27bn, he said.

“Tourism is an important part of diversifying our national economy and an important tributary to consolidating our global competitiveness,” he said in a second tweet.

“Our airports received 22 million passengers in the first quarter of this year alone. Our goal is that the tourism sector’s contribution will be Dh450bn of our GDP in 2031.”

The strategy includes 25 initiatives and policies to support the development of the tourism sector in the country, the government media office said.

It is based on strengthening the national tourism identity, developing and diversifying specialised products, building capabilities, encouraging Emiratis to become involved in the sector, and increasing investments.

The strategy will also encourage investment in travel, aviation and hospitality, create new investment opportunities, and attract more international companies to the local market.

The UAE has experienced a return to high tourism numbers this year, with a strong tourism industry performance predicted at a Cabinet meeting in September.

Figures revealed at that meeting showed the tourism sector’s revenue exceeded Dh19bn during the first half of this year and the total hotel guest numbers in the same period reached 12 million — an increase of 42 per cent.

“Our indicators today are stronger than our indicators before the pandemic, and our economic growth is faster than before the pandemic, and our tourism, commercial and development sectors are larger than before the pandemic,” Sheikh Mohammed said at that meeting.

Majid Al Futtaim, the Middle East's largest mall operator, in its “State of The UAE Retail Economy” report, last week said the travel and tourism sector has bounced back strongly, with “consumers now spending more than before the pandemic-induced turbulence”.

Dubai reported a 182 per cent year-on-year rise in international visitors between January to August.

The number of occupied room nights in the emirate rose by 28 per cent annually in the January-August period, 17 per cent above pre-coronavirus levels in 2019 at slightly less than 24 million, the report said.

Occupancy rates at Abu Dhabi hotels also improved month-on-month in August to 65.2 per cent, according to data from hotel analytics provider STR.

Passenger traffic at Abu Dhabi International Airport also nearly quadrupled during the second quarter of this year.

Hotels in Dubai and Abu Dhabi expect occupancy levels ranging between 80 per cent to 100 per cent thanks to the Fifa World Cup, with strong demand trends similar to those recorded during the peak period of Expo 2020 Dubai, according to the major local and international hotel chains operating in the UAE.

In 2019, the Ministry of Economy said travel and tourism contributed Dh180.4bn in revenue to the UAE's GDP, which is equivalent to 11.6 per cent of the total GDP.

Total spending of international tourists that year amounted to Dh143.1bn.

It said the number of hotels in the UAE in 2020 increased to 1,089, while the hotel capacity in the country reached 180,000 hotel rooms.

In a bid to boost tourism’s contribution to the national gross domestic product to $122 billion a year by 2031, the ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum , launched the UAE Tourism Strategy 2031 on Friday. Eyeing an annual increase of $7.4 billion, the tourism startegy aims to attract new investments of $27.2 billion to the tourism sector in the country, and attract 40 million hotel guests in 2031. The strategy includes 25 initiatives and policies to support the development of the tourism sector in the country, according to the government media office. With the return of tourists, the United Arab Emirates’ tourism revenues surpassed $5 billion in the first half of this year.

Macro headwinds notwithstanding, airlines based in the Middle East and Africa region would return to profit by the end of the year as demand outstrips capacity, Kamil Al-Awadhi, International Air Transport Association’s regional chief said during a conversation with The National. Reporting its earnings for the first half of the fiscal year , Dubai state carrier Emirates Airline reported a net profit of $1.08 billion for the period ending September 30, compared to a loss of $1.6 billion for the same period last year. The shift in capacity from cargo to passenger operations, saw the airline carry 20 million passengers between April 1 and September 30, up 228 percent from the same period last year. Air Arabia , the region’s largest low-cost carrier, also reported solid operational and financial performance for the third quarter ending September 30. Air Arabia reported a net profit of $113 million for the three months ending September 30; an increase of 99 percent compared to $57 million registered in the corresponding third quarter of 2021.

As Oman looks to expand visibility across regional source markets, the destination has signed a partnership agreement with Saudi Arabia-based Almosafer to boost leisure tourism. Under the partnership, Almosafer’s consumer business will run a 360-marketing campaign throughout 2023 to promote Oman to the travel platform’s customer base in Saudi Arabia, Kuwait and the United Arab Emirates .The campaign will aim to increase awareness of Oman as a tourist destination. Oman is a fast-growing destination for Almosafer’s consumer business, with hotel bookings increasing exponentially in 2022. A release from the company stated that between January to October 2022, there has been a steep increase in bookings compared to the same period previous year. Hotel bookings from Saudi Arabia have increased by 370 percent and from the UAE by 432 percent for the year-to-date, compared to the same period in 2021, while bookings from Kuwait have increased by an astounding 1,070 percent. Almosafer’s parent company Seera Group announced its quarterly results last week in which the company reported its first post-pandemic operating profit of $8 million in the quarter ending September 30.

United Arab Emirates-headquartered TIME Hotels will be foraying into Morocco to come up with 35 luxurious lodges in an equestrian eco-resort in Ifrane’s National Park in Morocco’s Atlas Mountains. The Atlas Crown Collection by TIME Resort will undergo a major extension and facelift which is expected to be completed by the end of 2023. It will comprise 17 luxurious, cedar wood lodges, 18 hotel suites, a conference center, a heated outdoor and indoor swimming pool, restaurant, man-made lake, wellness spa, horse stables and a kids’ club. The resort would be an ideal all-year-round getaway located approximately an hour away from Fes airport, said Mohamed Awadalla, CEO of TIME Hotels.

Egypt will soon be launching a new tourism promotion campaign in its source markets. The new campaign would serve to highlight the diversity and richness of the Egyptian tourist destinations and tourism products that caters to all tastes and categories of tourists, said Ahmed Issa, the tourism minister. Issa made these remarks during his meeting with executives and marketing officials of EasyJet Holidays and Wizz Air on the sidelines of his visit to London.

Sabre Corporation hosted an interactive event for key travel players in Saudi Arabia to discuss the evolving industry landscape in the region and the need for digital transformation . Calling Saudi Arabia an “exciting country to be in right now,” Abdul-Razzaq Iyer, vice president, Sabre Travel Network Middle East, said that the country has a bright vision to build a progressive global tourism brand. At the Riyadh event, Sabre showcased its latest technology, including corporate solutions, application programming interface (APIs) and automation, and outlined how these solutions can increase efficiency through automation, allowing agents to spend more time to serve their customers and keep track of latest trends. “We are helping some of the leading travel agencies in Saudi enter the online space, through access to intelligent technology that can personalize the customer journey,” Iyer said.

Dubai-based developer Nakheel announced last week that it has secured a financing of $4.6 billion . Nakheel announced that the financing would be utilised to accelerate the development of its new projects including the 17 square kilometres-long Dubai Islands — the man-made island being planned along the emirate’s northern coastline. A Nakheel spokesperson said this reflects the confidence of the banking institutions in the strategic new focus of the company. “We are entering a new phase of growth. This new era of Nakheel will be defined by our commitment to developing exceptional communities, enhancing customer-oriented services, and delivering value across all touch points,” a statement from the company read.

Qatar Tourism and online travel service providers, Trip.com Group have signed a memorandum of understanding to promote Qatar across the globe as an ideal choice for family-friendly tourism. The one-year agreement will see Qatar extensively promoted through a series of marketing campaigns , across Trip.com Group’s brands and associated assets, which include Ctrip.com (China), Trip.com (global), MakeMyTrip.com (India), and Skyscanner.com (global). As Qatar gets set to host football fans from around the world, Qatar Tourism has also unveiled Posts of Qatar — ten distinctive goalpost art installations that frame the iconic landmarks and picturesque spots across the country. Former soccer star David Beckham captured the first of many pictures to be taken at one of the goalposts.

Nikki Beach Global, the luxury lifestyle and hospitality brand, announced that the Nikki Beach Resort & Spa Muscat is slated to open in fall 2023 . Developed in partnership with the government-owned Oman Tourism Development Company (OMRAN Group) , the luxury hotel will feature an adjacent beach club — Nikki Beach Muscat — as well as residences. The beach club will launch simultaneously with the residences opening shortly after. Situated on Yiti Bay, 30 minutes from Muscat airport, the property will feature 115 rooms, 25 suites, and 30 villas with private pools. Reservations are slated to open in early 2023.

Bahrain state carrier Gulf Air will now be able to offer its customers greater access and connection opportunities to destinations in Europe, Africa, South America and Southeast Asia on the Emirates network through a unilateral codeshare partnership signed between the two airlines. Starting December , the expanded partnership will see Gulf Air place their marketing code “GF” on Emirates-operated flights beyond Dubai. Travellers will be able to connect to points including Budapest, Prague, Warsaw, Algeria, Tunis, Bali, Hanoi, HoChi Minh City, Taipei and Sao Paulo. The new partnership will also offer customers the convenience of combined ticketing and check-in, a unified policy and seamless transfers for baggage, and competitive single fares on a multi-airline journey when connecting on Emirates. Emirates currently has codeshare cooperation agreements in place with 26 airline partners and two rail companies around the world, expanding its network reach to over 300 cities.

Wynn Resorts has now confirmed that it would be operating a casino at its resort in Ras Al Khaimah when it opens in 2026. Wynn Resorts CEO Craig Billings has said that the casino at Wynn Marjan would be larger than the one that the operator has at Las Vegas. The casino would be the first one in the Gulf Cooperation Council (GCC) region as gambling is not permitted in countries that adhere to Islamic laws. “You certainly don’t want to underbuild the casino, but you want to maintain that sense of energy,” Billings said adding that the operator is currently focused on the United Arab Emirates project as it presents a tremendous, very high return opportunity for Wynn.

UAE-based platform for short-term rentals, Silkhaus , has announced that it has raised a $7.75 million seed round . Global and regional investors joining this round include Nuwa Capital, Nordstar, Global Founders Capital, Yuj Ventures, Whiteboard Capital, and VentureSouq. Headquartered in Dubai and coming out of stealth mode, Silkhaus calls itself a platform that builds technology that provides asset owners with tools to monetise and manage their properties as short-term rentals.The company founded last year, claims that it has identified a $13 billion market across the Middle East and North Africa region, South Asia and Southeast Asia. Following this investment, Silkhaus will accelerate its expansion across MENA, South Asia and Southeast Asia. The company said in a release that it would grow the supply of properties on its platform, with a focus on hiring extensively for technology and strategic roles.

UAE Tourism Strategy 2031 Launched

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, has launched the UAE Tourism Strategy 2031, which comes under the ‘Projects of the 50’ as one of the biggest projects of the next year.

The strategy aims to strengthen the position of the UAE as one of the best destinations in the world for tourism. This comes in partnership with various federal and local tourism authorities, national airlines, and international institutions and companies, aims to enhance the unified tourism identity and support the UAE’s integrated and well-established tourism ecosystem, in order to provide a distinguished experience for tourists from all over the world.

The strategy includes 25 initiatives and policies to support the development of the tourism sector in the country. It is based on 4 key directions, strengthening the unified national tourism identity, developing and diversifying specialized tourism products, building tourism capabilities, encouraging the contribution of national cadres in the tourism sector, and increasing investments in all tourism sectors.

Our goal is to boost our competitiveness by attracting $27.2 billion as additional tourism investments and welcoming 40 million hotel guests in 2031. Tourism is key to diversifying our economy and boosting UAE’s global competitiveness. In the first quarter of 2022, our airports received 22 million passengers. Our goal is for the tourism sector’s contribution to be $122 billion of GDP in 2031.”

The initiatives and directions will enhance the country’s efforts in providing an attractive and safe national tourism environment, pioneering and integrated tourism services, diverse and unique destinations, and developed infrastructure for the tourism sector.

This is expected to contribute to encouraging tourism investment in various related sectors, including travel, aviation and hospitality, as well as creating new investment opportunities, attracting more international companies to the local market, and developing tourism data and statistics.

The National Tourism Strategy 2031 comes in cooperation between the Ministry of Economy and various local and federal concerned entities and institutions, including the Ministry of Foreign Affairs and International Cooperation, the Federal Authority for Identity, Citizenship, Customs and Port Security, the UAE Central Bank (CBUAE), the General Civil Aviation Authority (GCAA), the UAE airlines, the World Tourism Organization (WTO), a number of international companies and the Federal Competitiveness and Statistics Centre.

UAE launches landmark 10-year tourism strategy

The UAE has revealed ambitious plans to boost the value of tourism’s contribution to the national economy to US$122 billion by 2031, while attracting more than US$27 billion in fresh international investment to the sector.

The goals form part of a new landmark, multi-platform strategy aimed at driving the growth of its tourism sector over the next decade.

The UAE Tourism Strategy 2031, which was officially introduced in November by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has been dubbed one of the biggest initiatives launched under the Projects of the 50 scheme, which marks 50 years since the UAE’s formation and aims to grow the country’s economy over the next half a century.

Building on past successes

At the official launch of the strategy, HH Sheikh Mohammed stressed the importance of consolidating the UAE’s reputation as one of the world’s most-visited countries.

"The UAE [currently] ranks among the top 10 global tourist destinations,” His Highness commented. “Our goal is to boost our competitiveness by attracting AED100 billion as additional tourism investments and welcome 40 million hotel guests in 2031."

“Tourism is key to diversifying our economy and boosting the UAE’s global competitiveness. In the first quarter of 2022, our airports received 22 million passengers. Our goal is for the tourism sector's contribution to be AED450 billion [US$122bn] of GDP in 2031.”

Industry stakeholders get on board

The all-encompassing strategy has earned the support of the UAE tourism industry’s most important stakeholders, including both major international airlines – Etihad Airways and Emirates – emirate-based tourism bodies including Dubai Department of Economy & Tourism (DET) and all major private sector organisations.

According to a government statement, the strategy “includes 25 initiatives and policies to support the development of the tourism sector in the country”.

“It is based on four key directions: strengthening the unified national tourism identity; developing and diversifying specialised tourism products; building tourism capabilities; encouraging the contribution of national cadres in the tourism sector; and increasing investments in all tourism sectors,” the statement published by government news agency WAM read.

“The strategy’s initiatives and directions will enhance the country’s efforts in providing an attractive and safe national tourism environment, pioneering and integrated tourism services, diverse and unique destinations, and a developed infrastructure for the tourism sector.”

Tourism strategy to leverage Dubai Urban Master Plan

The UAE Tourism Strategy 2031 will also complement and tie into Dubai’s landmark 2040 Urban Master Plan, which launched in 2021 and provides a sustainable development roadmap for the emirate over the next two decades. It is designed to help consolidate Dubai’s reputation as a leading business and tourism investment destination.

Underpinning Dubai’s appeal to international investors and tourists alike, the plan calls for an increase in total space dedicated to hotels and tourism activities by 134% compared with today, while the area used for commercial activities will increase to 168 sq km.

The Plan also calls for the total length of beaches to increase by as much as 400 per cent in 2040.

Ultimately, the strategy will help establish Dubai as one of the world’s greenest and most-liveable cities, providing an ultra-modern home for a population that is forecast to rise to 5.8 million by 2040, up from 3.3 million today, and an incredible business and lifestyle destination for millions of visitors from across the globe.

  • one of the top 10 countries globally in the ‘ Human Development Index’
  • one of the top 10 countries globally in the quality of healthcare
  • position the Emirati cities among the best 10 cities globally in the quality of life
  • among the top 10 countries in attracting global talent
  • as first in the ‘safety’ index
  • as one of the top 10 countries in the ‘Global Food Security Index’
  • as one of the top three countries in the ‘ Global Cybersecurity Index’ .

‘We the UAE 2031’ was launched during the UAE’s Government Annual Meetings that was held on 22 November 2022. All government entities and institutions and the private sector will cooperate to ensure the advancement of the development process in accordance with the 10-year framework of the plan.

Investment in the uae tourism industry.

Local tourism authorities launch initiatives aimed at promoting the travel and tourism industry in the UAE, while a number of tourism initiatives, plans and projects are implemented to develop tourism and environment-friendly destinations, and promote the cultural tourism industry, tourism events, activities, festivals and sustainability projects. Government tourism authorities work closely with private sector entities at the state level to support accelerated growth and provide better value, welcoming all investors from all over the world and establishing partnerships with international bodies. The tourism authorities in the UAE ensure the quality of tourism services, enhance the tourism experience to the highest level, and align the classification of hotels with standards of service and value provided to visitors.

The Emirates Tourism Council involves all government tourism agencies in the UAE to strengthen the UAE's position as a regional and global tourist destination with a unique and distinctive character. The Council was formed to develop a comprehensive tourism system across the UAE, with a focus on diversifying tourism products to reinforce the UAE’s position as an integrated global tourism destination supported by an ambitious tourism strategy that achieves national aspirations and goals. The Council is entrusted with formulating and reviewing new tourism policies and legislations that support national plans for tourism development. It also aims to establish a comprehensive and unified national database for tourism information and attract global investors to the local tourism sectors.
