Inbound tourism numbers hit record high, with Japan set to achieve 2025 goal

Tourists in Kyoto on Saturday. Japan saw a record 3.08 million foreign visitors in March.

Japan is on course to achieve a government goal of topping the pre-pandemic figure of 32 million annual foreign visitors by 2025, with the January-March quarter seeing a record 8.56 million, data from the Japan National Tourism Organization showed Wednesday.

Foreign travelers also spent ¥1.8 trillion during the January-March period, which translates to about ¥210,000 per person per stay. The total marks the highest figure on record as more people stay longer in Japan thanks to the weaker yen.

Japan also welcomed a record 3.08 million foreign visitors in March, surpassing the previous high of 2.99 million from July 2019, JNTO said.

The spike in numbers can be attributed to the Easter holiday in March, when there were more travelers from Western countries such as Australia and the United States, as well as the attraction of the cherry blossom season.

In 2023, about 25 million visitors came to Japan, spending a record ¥5.3 trillion, with a single tourist on average spending around ¥210,000 per stay.

The figures have already surpassed a target — set at ¥5 trillion total and ¥200,000 on average — that had been fixed for 2025 in the government’s tourism strategy and goals, which were drafted in 2023.

However, other goals in the plan have yet to be reached, and the government held the ministerial meeting on Wednesday evening to discuss their efforts and further plans.

Chidorigafuchi Park in Tokyo. Tourists still tend to congregate in urban areas such as Tokyo, Osaka and Kyoto.

For instance, one of the goals set in the basic plan is to establish sustainable tourist spots, or destinations that can continue to flourish and be self-sustainable in terms of financial, social, cultural and natural resources, with minimum impacts on the environment.

As of November, the latest figure available, there were only 31 areas that have set up such projects, well short of the government goal of 100 by 2025. The tourism agency is offering support to various local governments and destination marketing organizations to encourage more to join.

Another issue that remains is the fact that tourists still tend to congregate in urban areas. In 2023, around 70% of all visitors stayed in the three metropolitan cities of Tokyo, Osaka or Kyoto, or areas surrounding the capital such as Chiba and Kanagawa prefectures. The figure was just over 60% prior to the pandemic.

"I think the potential of rural areas is truly limitless — and we are yet to see this potential fully flourish," said Ichiro Takahashi, the head of Japan Tourism Agency. "While there is a trend of uneven distribution in the three major metropolitan areas, we would like to especially strengthen our efforts to attract visitors to these rural regions."

Meanwhile, outbound tourism remains low compared to inbound arrivals, mostly due to the weak yen and high prices abroad. In March, about 1.22 million people visited foreign countries from Japan, around 60% of the figure during the same period in 2019.

In 2023, the figure was 9.62 million, less than half of the amount recorded in 2019.

However, domestic travel through 2023 almost rebounded to 2019 levels, and individuals spent 17.8% more on average per person. The total consumption amount was ¥21.9 trillion, approaching the goal of ¥22 trillion set by the government for 2025.

Weak Yen Drives Japan’s Record-Breaking Tourist Arrivals

The depreciation of the Japanese yen against major currencies, particularly the U.S. dollar, has played a pivotal role in driving unprecedented levels of tourist arrivals to Japan.

Peden Doma Bhutia

Japan’s tourist arrivals soared to a record-breaking high last month, with over 3 million visitors exploring the country, as reported by the Japan National Tourism Organization on Wednesday.

Contributing to this milestone were a weak yen, currently trading at a 34-year low against the dollar, along with the influx of travelers eager to see Japan’s famed cherry blossoms.

This is  the first time Japan has surpassed the 3 million-visitor mark in a single month, surpassing the previous high of 2.99 million in July 2019.

Compared to the same period last year, March arrivals increased by almost 70%, and were up approximately 12% compared to March 2019.

Top Source Markets

South Korea emerged as the leading source market for Japan’s tourism, contributing over 663,000 arrivals, followed by Taiwan and China.

Despite Chinese arrivals remaining 35% below 2019 levels, tourist numbers from 17 markets, including Europe, the U.S., Australia, Vietnam, and India, hit an all-time high. Tourism arrivals from Australia went up 87%, while the U.S. experienced a surge of over 64%.

jnto tourism data

For the first quarter of this year (January-March), Japan welcomed over 8.5 million tourists. During this period, international travelers collectively spent JPY1.8 trillion ($12 billion), averaging approximately JPY210,000 ($1,358) per person per stay — a record-breaking figure.

As Japan aims to attract 60 million foreign visitors annually by 2030, the country looks to surpass its pre-pandemic high of 32 million arrivals by 2025 .

In 2023, Japan hosted around 25 million visitors, who collectively spent a record JPY5.3 trillion ($34 billion), with an average tourist spending approximately JPY210,000 ($1,360) per stay.

The China Focus

As Chinese arrivals are still below pre-Covid levels, Japan has been wanting to increase tourism numbers from China.

On Monday, China’s biggest online travel company Trip.com Group announced that it will be working with Japan National Tourism Organization (JNTO) to support the recovery and growth of Japan’s tourism industry.

“With a focus on attracting affluent Chinese travelers aged 20-40, our collaborative efforts aim to showcase Japan’s natural beauty, rich culture, and diverse experiences,” the company said in a release.

In 2023, Trip.com Group noted encouraging signs of recovery, with passenger numbers reaching 58% of 2019 levels.

Japan Digital Nomad Visa

This month, Japan also introduced the digital nomad visa tailored for remote workers, requiring a minimum annual income of JPY 10 million ($68,300) to qualify.

Citizens from 49 countries and territories with either a tax treaty or reciprocal visa-exemption with Japan, including all EU nations, U.S., UK, Turkey, Australia, South Korea, Taiwan and Singapore, can apply.

Holders of the digital nomad visa can stay in Japan for up to six months.

Applicants must be tourists working remotely for overseas companies or freelancing for international clients. They must possess private health insurance. Accompanying spouses and children are permitted to stay for the duration of the visa.

JNTO and JTA designates 2024 as U.S.-JAPAN TOURISM YEAR

jnto tourism data

New York – September 22, 2023: The new “U.S.-Japan Tourism Year 2024” was announced at a special event hosted by the Japan Tourism Agency (JTA) in partnership with Japan National Tourism Organization (JNTO) at The Glasshouse, coinciding with the UN General Assembly week in New York. The event welcomed more than 170 media, travel advisors and other related industry dignitaries to celebrate American tourism to Japan (which reached an all-time high in 2023). The celebration featured cuisine from renowned chef and restaurateur Nobu Matsuhisa, virtual performances and interactive experiences, and a panel discussion with leaders in travel media.

jnto tourism data

The event kicked off with a demonstration from hologram performance group HITOHATA, which integrated the multitude of experiences to be had in Japan. Opening remarks were made by the Commissioner of JTA, Ichiro Takahashi, followed by  a speech from the Japanese Minister of Land, Infrastructure, Transport and Tourism, Tetsuo Saito. Saito commented: "In order to expand mutual exchange, I am pleased to announce that 2024 will be designated as the U.S.-Japan Tourism Year, which will include  special events and initiatives in both countries. I would like to ask all the tourism professionals here to join us in these initiatives.”

Afterwards, both Saito and the State Minister of Agriculture, Forestry and Fisheries, Norikazu Suzuki, led the crowd in a kagami- biraki, or ceremonial sake barrel opening to celebrate over 170 years of US-Japan relations. Alongside the regional food tasting offered at the event, famed chef Nobu introduced the intricacies of Japanese cuisine through a special video message, and "sake sommelier" Leila Miyuki Anraku introduced the seven different types of sake available to try. The President of the Japan Association of Travel Agents, Kuniharu Ebina, presented the statistics of 2019 visitor arrivals in both countries that illustrates significant presence of mutual traffic.

Following that, JNTO highlighted Japan's tourism strengths - tying into the event experiences such as the virtual tea ceremonies - and introduced Geoffrey Weill from Geoffrey Weill Associates, who led a lively panel discussion about traveling to Japan. Weill was joined by Deputy Global Editorial Director of Condé Nast Traveler Jesse Ashlock, Deputy Editor of AFAR Katherine LaGrave, and Emmy-nominated TV personality and global culinary expert Nilou Motamed. The event concluded with a lucky draw for a free trip to Japan, chosen by former New York Yankees star Hideki Matsui.

In a video message, Prime Minister Fumio Kishida detailed the importance of the U.S.-Japan Tourism Year 2024: "Even in New York, a hub for food connoisseurs, Japanese cuisine featuring delicious seafood, Wagyu beef, authentic shochu, and sake has been gaining popularity. However, Japan still has numerous hidden culinary gems and unique experiences that you can't find anywhere else. At this reception, I hope you'll get a glimpse of some of Japan's undiscovered charms."

TULU 2024 World Indigenous Tourism Summit Opens in Kaohsiung, Taiwan, Gathering 27 Countries to Focus on "Indigenous Cultures and Sustainable Tourism"

PR Newswire

TAIPEI, April 22, 2024

TAIPEI, April 22, 2024 /PRNewswire/ -- The 2024 World Indigenous Tourism Summit (WITS) opened grandly on April 16 at the Kaohsiung Exhibition Center. This summit attracted about 600 participants from 27 countries and regions, making it the largest and most attended edition to date, and reaching a new high in the number of participating countries, demonstrating its growing international influence. Several high-ranking Taiwanese officials, including the Vice Premier Cheng Wen-tsan, Kaohsiung Mayor Chen Chi-mai, and the Minister of the Council of Indigenous Peoples, Icyang . Parod, attended the event.

2024 World Indigenous Tourism Summit

Focusing on Cultural and Ecological Sustainable Tourism, Implementing "United Nations Declaration on the Rights of Indigenous Peoples"

According to a report published by "The Icons" this summit's theme is "Sustainable Tourism of Culture and Ecology", aimed at implementing the "United Nations Declaration on the Rights of Indigenous Peoples " (UNDRIP) and promoting the concept of "responsible tourism". During the conference, industry representatives, government officials, and academic experts from around the world deeply discussed how to foster local tourism by protecting cultural heritage and natural ecosystems. They also examined how tourism activities can effectively contribute to economic benefits, thereby supporting the sustainable development and community building of Indigenous Peoples.

Icyang . Parod: Showcasing Taiwan's Indigenous Culture to the World

In his opening speech, Vice Premier Cheng Wen-tsan highlighted that Taiwan is not only famous for international landmarks such as Alishan, Sun Moon Lake, and Taipei 101 but also for its unique cultural heritage of 16 indigenous communities. The government fully sponsored the registration fees for all participants at this summit to allow more international friends to explore Taiwan's diverse and rich cultural landscapes through this platform. Icyang . Parod, the Minister of the Council of Indigenous Peoples, chose to deliver his speech in the Amis language, demonstrating the unique charm of indigenous culture. The simultaneous interpretation provided on-site further elevated this cultural confidence to an international audience.

Icyang . Parod warmly welcomed the guests in Amis language:

"Dear friends, thank you for coming from afar to join this grand event. Here, we share not only our land but also our culture and spirit. 'TULU' in our Amis language means 'three', symbolizing the third edition of this summit and representing the convergence and integration of diverse cultures. The theme of this summit is 'Tourism for Cultural and Ecological Sustainability'. We hope that through this gathering, not only will the world see the indigenous culture of Taiwan, but also that we can use international efforts to promote the sustainable development of our culture."

Icyang also mentioned that the indigenous people possess wisdom of coexistence with nature, a precious legacy from their ancestors. Today, everyone is eager to share this wisdom with friends from around the world, together seeking how to maintain cultural identity while achieving a balance between economic development and ecological conservation in modern society.

International Guests Experience Culture and Ecology in Taiwanese Indigenous Tribes

The TULU Summit is initiated by the World Indigenous Tourism Alliance (WINTA) and has been dedicated to promoting indigenous-led tourism development since its first edition in New Zealand, also the second edition in Australia. This platform not only promotes tourism but also serves as an important stage for international cultural exchanges and policy dialogues. Each summit deepens the dialogue and cooperation internationally, fostering the prosperity of indigenous tourism. The organizers' decision to host this event in Taiwan aims to further strengthen global connections and enhance the international visibility of Taiwan and its unique culture.
